Des cargos russes échoués heurtent le budget français

Le pays est obligé de payer pour l'entretien des navires détenus dans le cadre des sanctions

Les autorités françaises dépensent des milliers d'euros pour l'entretien des cargos russes, qui sont retenus dans les ports du pays en raison des sanctions imposées à la Russie par l'Ukraine, rapporte France 2.

Selon les médias, alors que les armateurs cherchent le feu vert au passage en douane devant les tribunaux, les autorités portuaires ont du mal à gérer les navires. Ils doivent payer pour que les navires soient déplacés chaque fois que l'espace d'amarrage pour d'autres navires fait défaut, tandis que les syndicats doivent s'occuper des marins qui ne sont pas à terre depuis près de 50 jours.

Dans le port de Saint-Malo, en Bretagne, 50 000 €(54 000$) ont déjà été dépensés pour l'entretien du navire de 140 mètres de long Vladimir Latyshev, qui y tient à peine, même lorsqu'il n'y a pas d'autres navires.

“Plus le temps d'arrêt dure longtemps, plus ces mouvements seront nécessaires. The rise of generative AI applications like ChatGPT, Midjourney or Bard already leads to increased demand in the world's data center network due to its sometimes hefty requirements for the underlying large language models.

This computing demand will only increase in the upcoming years, necessitating the building of new data centers and expanding the capacities of existing ones.

As Statista's Florian Zandt shows in the following chart, based on 2022 data collected by commercial real estate company Cushman & Wakefield, the race between the global superpowers China and the United States also extends to data centers.

The highest concentration of data center power capacity in the world can be found in Northern Virginia, particularly the counties of Loudoun and Prince William.

According to an interview with the vice chairman of real estate service provider CBRE, Rob Faktorow, with radio broadcaster WTOP in 2022, the main reasons are tax incentives, superior connectivity and infrastructure well suited to the resource needs of big server farms.

“It is true Northern Virginia is the data center capital of the world, the largest market in the world, by three times,” said Faktorow.

“It encompasses almost 50% of the data centers in the United States.”

Hedge funds are challenging new Securities and Exchange Commission requirements that would force investors to reveal far more about short selling and related stock lending — the latest industry pushback on a spate of new rules by Wall Street’s main regulator.

The Managed Funds Association, the Alternative Investment Management Association and the National Association of Private Fund Managers said Tuesday that they had asked a federal appeals court in New Orleans to invalidate the regulations, which the SEC approved in October. The groups claimed in a statement that the agency didn’t adequately calculate the combined financial impact of the rules and that they “would apply contradictory and incoherent approaches to two aspects of the same underlying transaction.”

“In particular, the SEC protects the value of anonymity for short sellers in one rule — where it acknowledges short sellers’ contributions to liquidity and price efficiency — but then in the other rule exposes short sellers’ confidential securities lending and position information on a granular basis,” they said.

The SEC responded in a statement that it “undertakes rulemaking consistent with its authorities and laws governing the administrative process, and we will vigorously defend challenged rules in court.”

Margaret Keenan, a 90-year old woman from Northern Ireland, on Tuesday became the first person to receive the Pfizer/BioNTech vaccine outside of clinical trials, marking the start of the UK’s mass vaccination program as announced last week.

Covid: Health and care workers get first vaccine in Wales

Health and care workers have been the first people in Wales to get a vaccine to protect against Covid.

Vaccinations were rolled out from Tuesday morning at seven sites across Wales as part of the UK-wide immunisation programme.

Dr Ami Jones, an intensive care consultant at Aneurin Bevan health board, was another early recipient of the vaccine.

She said: "It's huge - a light at the end of the tunnel. I hope people realise how important this is and how safe it is.

"People should trust the science. It's to protect my family and other people."

Among the first was care home worker Craig Atkins, 48, of Ebbw Vale, who got a jab at a vaccination site in Cwmbran.

More than 1,700 people received the vaccination on Tuesday, according to the Welsh Government.

It came a day after Wales reported 2,000 Covid cases in a single day for the first time.

Coronavirus Scotland: £185m business support 'too little too late'

KATE Forbes has been accused of offering too little too late to businesses on the brink of collapse after she unveiled £185 million of support – but it won't be available until January.

Scotland’s Finance Secretary told MSPs that funding already passed onto the Scottish Government from Westminster will now be allocated - but £300 million will be held back as "contingency".

Ms Forbes said the £185 million pot of funding will be handed out on a “sector by sector basis so that it is appropriately targeted”.

Hospitality businesses, such as pubs and restaurants, will also be offered one-off payments of either £2,000 or £3,000 in January to help them mitigate the traditional post-Christmas dip in demand.

Included in the £185 million, is £60 million for the tourism sector – details of which are yet to be set out.

The funding will include £15 million for the wedding sector and supply chains including photographers, one-off grants totalling £15 million for mobile close contact services, such as hairdressers and a £19 million fund and one-off grants for taxi drivers.

A £5 million fund will be made available to travel agents along with almost £6 million for coach companies and tour operators and £1.5 million for visitor attractions.

The Scottish Government has also made £1.5 million available to “travelling show people ineligible of other support”.

Thousands of tons of dead fish have washed up on a beach in northern Japan, prompting speculation that the release of treated radioactive water from the Fukushima nuclear plant has wrought havoc on local ecosystems.

The sardines and some mackerel washed ashore in Hakodate on Japan's northernmost main island of Hokkaido on Thursday morning, creating an unsettling sliver blanket that covered almost a mile of shoreline.

An official announcement was devoid of any explanation for the phenomenon.

Takashi Fujioka, a Hakodate Fisheries Research Institute researcher, posited a number of theories as to why the fish could have died en-masse.

He said they may have become exhausted due to a lack of oxygen while moving in a densely packed school in shallow waters, or may have suddenly entered cold waters during their migration and succumbed to shock, he said.

There have been several recorded cases of similar phenomena springing up on several parts of Japan's coastline.

Three years later, and the federal government is still hiding information relating to a sole-source contract that benefitted former Liberal MP Frank Baylis.

Rebel News' request for documents relating to the federal government's award of a ventilator contract to former Liberal MP Frank Baylis's company has been stonewalled since December 2020.

The sole-sourced March 2020 contract for 10,000 ventilators came in at $237 million and was made with an obscure company, FTI Professional Grade, formed just one week before the contract was awarded. The subcontract manufacturer of the ventilators, however, was Baylis Medical, run by one-term Liberal MP Frank Baylis, who had not run for reelection in September 2019.

But there is more than just shameless cronyism; this is something next level. From Le Journal de Quebec:

Manufactured in Mississauga, Ontario, the ventilators, based on an identical model manufactured by Medtronic, were sold for $23,700 per unit in Ottawa for a total sum of $237 million.

That's $10,000 more than the model sold by Medtronic.

Like so much during COVID, those ventilators were not approved for use in Canada but ordered anyway.
