>I think thousands, if not millions of us should just refuse to pay them.
You must be careful. Do not put yourself in the category of being a "non-filer".
If you received a W-2, then you MUST rebut it, otherwise the IRS will assume the information on the W-2 is fact.
Conversely, if someone has not filed anything about you in your name, such as as W-2, the IRS has received nothing and thus you don't have to do anything at all.
A. For most people, there are three circumstances under which the issue of filing arises:
1. One has actually received more than the exemption amount of "income";
2. Allegations that one has received more than the exemption amount of "income" have been made, and need to be corrected or rebutted because a tax agency has presumed their correctness and made notice and demand (or because one wishes, for whatever reason, to rebut known allegations pre-emptively); or
3. One has property that has been withheld or paid-in still being held in escrow and needing to be reclaimed.
Thus, even if withholding and refunds (and actual receipt of "income" above the exemption amount) are out of the picture, there is only one way to be "left alone" in regard to the “income” tax (that is, to be spared the inconvenience of having to file anything). It is to see to it that no one files "information returns" (such as W-2’s, 1099’s or K-1's) inaccurately alleging payment of “income” to you. That’s it.
