that's true, and that would work in a novel. but for the film format, restating what the viewer already knows is another reason to cut the scene.

I agree with this. to clarify, Jabba doesn't have a character arc, he's always the same thuglord. I was referring to the story arc which centers around him, which is basically Act I of RotJ. I should've specified.
as an aside, Dune is important source material for Star Wars, and it's likely that Hutt physiology was inspired by the god-emperor Leto II (although the characters have almost nothing else in common).
