they went a bit overboard on that. all realistically to succeed in a takeover, the president just has to declare a state of emergency and he can scrap the constitution, declare marshal law and have a police state up and running within a week.

Disney should make a Palpatine movie with Matthew Rhys (from The Americans, but he's neither American nor Russian but actually Welsh) as a younger Palpatine, as he looks just like a younger Ian McDiarmid, and Ebony Maw (from Avengers: Infinity War) as Darth Plagueis.

The Rise of Senator Palpatine
Palpatine, an unassuming senator, began his road to power during this time of social injustice and rampant corruption. Palpatine was self-effacing and, despite a record showing promise, was mostly ineffective in the Senate. His plodding, methodical way seemed at odds with the mercurial shifts of power and agendas which were the reality of the collapsing Senate.
Palpatine failed to take advantage of opportunities for placement on important advisory boards and powerful committees. He was noted as a keen observer, but he was reluctant to present his observations unless pressed by his colleagues. The senator rose slowly, hampered by an apparent lack of ambition. His only notable achievement was a remarkable absence of
enemies, attributed as much to his weakness within the Senate as to his unimposing personality.
But it was all a ruse, for Palpatine was morethan he appeared to be. Much more. The disintegration of the Senate continued,
exhausting the entire Republic. On the constituent worlds, civil unrest was now commonplace and crime blossomed. Some worlds threatened secession. Others pledged their loyalty over the hypermedia while doing what they pleased. The uncorrupt senators realized the danger to the Republic and all it stood for. The corrupt senators could see the need for stability, if only to preserve as much of the Republic as possible for future plundering. A void existed, and it demanded to be filled.
Senator Palpatine seized the moment. Through fraud, clever promises, and astutepolitical maneuvering, Palpatine had himself elected head of the Senatorial Council — President of the Republic. The loyalists were encouraged that Palpatine
had not fallen in with the corrupt senators during his tenure, while the fallen senators took heart from Palpatine's apparent docility. Each side believed Palpatine would serve their needs. Each side could not have been more wrong.

I think the hacks at Disney did intend Snoke to be Plagueis. Both Rian and Daisy referred to him as Plagueis only to quickly correct themselves and say "b-but he's not Plagueis! We swear!". What a waste for such a great character.

Disney won't make a good movie because Disney is filled with agenda setters who are only after using /sw/ as a vehicle to promote their political agenda. They would not make a "Palpatine" movie because they can't even admit Solo ever committed a crime, only transporting medical supplies.

Then why did Rian completely discard him? Is he an even worse director than what we thought? Did he just make stuff up at the spur of the moment when he showed up on set?

LOL SUBVERSION! is why. Johnson is a creatively bankrupt hipster who thinks "subverting" expectations is the same thing as good writing, and that ignoring plot points, continuity, and fan desires is the same thing as subversion.

It's also the same setting where women are taken captive, turned into grotesque breeding machines and then have adolescent boys implanted into their stomachs where they later emerge as a skinless mockery of a space marine who is then dressed in skin harvested form human slaves.
Which is why the mere notion of a kid-friendly version of Warhammer is funny as hell.
