Headcanon time.
After the fall of Palpatine, the Empire would be split into multiple factions. Rather than it all being consumed by the Rebels, the Imperial Navies would be strong enough to hold key assets and systems, whilst the old Separatist systems and old strongholds would begin their recovery in the New Republic, together with systems that would manage to overthrow their local Imperials. However, they would be squabbling and competing over one another and the Republic would be weak and inefficient. Most notably it would seem short-lived. However, they would still manage to force a truce with the Imperial Remnants, as the Empire would have a civil war between surviving Moffs and ambitious Governors. The splintered Republic would need a large navy to fight off space pirates that plague the trade routes, meaning that the heavy industrial planets such as Mon Calamari, Cato Neimodia and Geonosis would come to hold major political power and even autonomy, whilst Outer Rim territories held by the New Republic would be havens for Space Pirates, some aligned with the local powers.
The Empire on the other hand faces many a decade-long struggle against its own factions and terrorist organizations funded by the New Republic. Ambitions, visionaries, collectors would come to define most territories through battle-prowess. The death of the Sith would mean a spiritual awakening across the Galaxy, and especially in Sith-controlled areas. Formerly dying and secretive religions would surge to power and bolster or hinder conscription and taxation, meaning that major religions would have to be domesticated. This would mean the rise of a Vader-cult, or a strong belief in the Chosen One. Their strong faith would let them experience more battle-prowess, morale and troop loyalty than the other factions, but not enough to be a decisive bread-winner.
The third parties, such as Hutts and the resurrected Jedi Order would not get directly involved in the mess. Initially. Luke would mostly focus on training the new generation of Jedi. However, because most of the texts were lost, he has to consult Force Ghosts and deal with former high ranking Imperial cultists to find the knowledge needed for the Jedi to return.
