韓国メディアの中央日報や聯合ニュース、中国メディアの観察者網は最近になり、日本在住の韓国人ユーチューバーが、「ビザ免除で韓国入国した中国人による大量殺人と臓器売買は深刻な問題」などと自らが語る動画を公開したことで、韓国警察が捜査に乗り出したと報じた。

投稿したのは「韓国人先生デボちゃん」と名乗る男性で、日本在住の韓国人とされる。問題の投稿は削除されたが、その他の動画を見ると、男性は日本語を巧みに操るが、韓国人によくある発音のくせを感じる。日本に対する悪意は見られず、日本で紛失した財布やカードがそのままの状態で見つかったなどとして、「日本ってほんまにすげぇなですね」「韓国ではありえない」「日本って本当にすばらしい好き好き好き……」などと日本社会を高く評価する投稿もある。登録者数は96万人とされる。

報道によると、男性は10月22日に「最近ビザ免除で韓国に入国した中国人犯罪者による殺人と臓器売買の問題が深刻すぎる」「韓国で下半身だけの遺体が３７体発見された」「さらに１５０件の事件が秘密裏に捜査されている」などと投稿した。

韓国警察庁は１１月５日に、ソウル地方警察庁のサイバー犯罪捜査課が捜査を始めたと発表した。観察者網によると、警察は、男性が虚偽および改ざんされた情報を拡散したことにより、国民の不安を引き起こし、社会の混乱を招き、韓国の国家イメージを損ない、さらに韓国の国家利益を損ない、外国人観光客や韓国への投資に悪影響を与えたと判断したという。

男性は11月6日に「韓国の警察に捜査受けに行ってきます」と題する動画を投稿した。また、問題とされた投稿については「事実だ」「証拠もある」「（韓国に対する）悪意はなかった。事実を紹介したかった」などと主張した。男性はさらに、韓国大統領の「悪口を言った」動画や、韓国を批判した動画は削除する考えと説明した。

観察者網は、内乱容疑により韓国の尹錫悦（ユン・ソンニョル）前大統領が起訴されて以来、尹前大統領の出身政党である「国民の力」は、尹前大統領を処罰から守るために「反中感情」を意図的にあおって内政問題を中国に結びつけようとしており、同党の一部議員は、韓国にいる中国人が現地の政治活動に介入し、尹錫悦の弾劾を支持する各地の最前線に立っていると主張していると紹介した。

韓国が朴槿恵政権時代の2016年、自国内での米軍によるTHAAD（高高度防衛ミサイル）配備を認めたことで、中韓関係は冷え込んだ。その後も尹錫悦政権時に至るまで中韓関係はなかなか修復できない状況が続いたが、25年6月に就任した李在明大統領は当初から、特定陣営に偏らない実利重視の外交を強調し、中韓関係の改善を重視する姿勢を示した。中国側も李大統領の方針に呼応する姿勢を見せた。特に中国の習近平国家主席が10月末から11月1日にかけてAPEC第32回非公式首脳会議に出席するなどで韓国を訪問すると、李大統領は中韓関係の重要さを改めて強調し、中国側でも両国関係の修復と前進を高く評価する報道が相次いだ。
