NEWS RELEASE SUMMARY—September 1, 2021

SAN DIEGO—Glenn Arcaro of Los Angeles pleaded guilty today in federal court for his participation in a massive conspiracy involving BitConnect, a cryptocurrency investment scheme, which defrauded investors from the United States and abroad of over $2 billion. The BitConnect scheme is believed to be the largest cryptocurrency fraud ever charged criminally.

As admitted in documents entered today before U.S. Magistrate Judge Mitchell D. Dembin, Arcaro conspired with others to exploit investor interest in cryptocurrency by fraudulently marketing BitConnect’s proprietary coin offering and digital currency exchange as a lucrative investment.

Arcaro further admitted that he and others conspired to mislead investors about BitConnect’s purported proprietary technology, known as the “BitConnect Trading Bot” and “Volatility Software,” as being able to generate substantial profits and guaranteed returns by using investors’ money to trade on the volatility of cryptocurrency exchange markets. In truth, BitConnect operated a textbook Ponzi scheme by paying earlier BitConnect investors with money from later investors.

“Arcaro and his confidantes preyed on investor interest in cryptocurrency. As a result, a staggering number of individuals lost an enormous amount of money,” said Acting U.S. Attorney Randy S. Grossman of the Southern District of California. “The Department of Justice will continue to protect the investing public and scrutinize the burgeoning cryptocurrency industry. To those who would be the next in line to defraud the investing public, let this action by the Department of Justice stand as a stark cautionary tale. To the investing public, let this also serve as a cautionary tale to safeguard your money and invest it wisely.”

It was through the use of social media, Arcaro acknowledged in his plea agreement, that he and others made materially false and misleading statements, while concealing material facts, all to persuade investors that BitConnect was a lucrative investment. During the scheme, Arcaro posted videos that mocked those who questioned whether BitConnect had a Trading Bot and Volatility Software, doubted the true identity of BitConnect’s owner, and complained about losing their money in BitConnect.

According to the documents filed today, Arcaro sat atop a large network of promoters in North America, forming a pyramid scheme known as the BitConnect Referral Program. Arcaro earned as much as 15 percent of every investment into another part of the scheme—the BitConnect “Lending Program”—either from investors he recruited directly or those recruited by others beneath Arcaro in the pyramid. Arcaro further received portions of all investments from a concealed “slush” fund.

“Arcaro has accepted responsibility for his actions of defrauding thousands of individuals worldwide to invest in BitConnect,” said Special Agent in Charge Eric Smith of the FBI’s Cleveland Field Office. “He lined his pockets with millions of dollars, money from victims that believed their funds were being invested into a new cryptocurrency with a high rate of return. Those choosing to engage in financial criminal deception should know the FBI will not stop until all fraudsters are identified and held accountable.”

21 victims rescued during Kentucky human trafficking sting; dozens arrested

The 12-state human trafficking operation call Operation United Front was led by the Missouri Attorney General’s Office and Missouri Highway Patrol. It is believed to be the first multistate operation of its kind, according to a news release from Gov. Andy Beshear's office.

Overall, 59 victims were rescued across the country and 102 suspects were arrested in connection with human trafficking.

"We are not going to tolerate this sort of egregious conduct in our Commonwealth and I believe that message has now come across loud and clear," said Attorney General Daniel Cameron.

Twenty-one of those victims were rescued during Kentucky's sting, two of which were minors. Also, almost half of the suspects arrested in the country were in and around Kentucky: 46.

Here's the breakdown in other states:

Missouri: Two arrests made, four victims rescued

Illinois: Three arrests made, one victim rescued

Iowa: Three arrests made, 10 victims rescued

Minnesota: Three arrests made, eight victims rescued

Nebraska: Seven arrests made

North Dakota: Three arrests made, six victims rescued

Oklahoma: 13 arrests made, one victim rescued

Tennessee: Six arrests made, two victims rescued

Texas: Two arrests made, four victims

Kentucky conducted four trafficking operations simultaneously in Bowling Green, Elizabethtown, McCracken County and Northern Kentucky. The Kentucky State Police organized and led the commonwealth’s effort.

"Operation United Front is a great example of creating a better and safer Kentucky, one that is free of this hideous crime," Beshear said in a statement.

Before becoming governor, Beshear served as Kentucky's attorney general. It was then that he created the Office of Child Abuse and Human Trafficking Prevention and Prosecution. The state agency helps local law enforcement with resources to combat human trafficking.

Cameron stressed the importance of getting human traffickers off the streets.

"Every arrest made leads to one less trafficker on our streets and sends a message that we will not allow any person to exploit another through labor and sex trafficking," Cameron said in a statement.

16 arrested in sex trafficking sting conducted by Kings County Sheriff’s Office

Detectives with the Kings County Sheriff’s Office arrested 16 men in a sex-trafficking sting called, “Operation Link Up,” which targeted human trafficking and sexual predators within the Central Valley.

Several different agencies within the area helped the Kings County Sheriff’s Office with the three-day sting, which took place from Aug. 26 to Aug. 28.

The multi-agency operation included help from the Hanford Police Department, Lemoore Police Department, Kings County District Attorney’s Office, Kings County Major Crimes Task Force, and the California Department of Justice Human Trafficking and Sexual Predator Apprehension Team.

Officials say during “Operation Link Up,” officials from participating agencies posed as 13-year-old and 16-year-old juveniles on various social media sites.

Over the course of the operation, authorities say 16 different adult individuals made contact with the decoy juveniles and asked them for sexual acts.

According to officials, all 16 suspects agreed to meet the underaged decoys at several locations within Kings County to commit the sexual act.

Cops rescue 7 minors, arrest three traffickers at Trichy

Trichy: Railway protection force (RPF) personnel rescued seven minor boys and arrested three traffickers who accompanied them at the Trichy railway junction on Wednesday.

The accused had brought the boys to Trichy for engaging them in construction business and confectionery shops.

According to police, the boys aged between 13 and 16 along with three agents were caught by RPF personnel as they arrived in Trichy by Banaras Rameswaram festival special train on Tuesday evening.

On noticing them, RPF police developed suspicion and conducted inquiries with them. The three agents were identified as Ramnath, 40, and S Sivpuja, 32, from Uttar Pradesh and Girwarilal Chouhan, 41, from Chhattisgarh.

They had brought the boys to engage them as construction workers in Trichy and surrounding districts in the central region, police said.

Subsequently, all the three have been handed over to Government Railway Police (GRP) who in turn booked them under various IPC sections and arrested them. Further inquiries were on.

Police handed over the boys to child welfare committee (CWC). According to CWC authorities, child trafficking from states like Uttar Pradesh, Chhattisgarh and West Bengal is rampant.

“The traffickers brought the minors by luring their parents with money. Due to their poor economic condition, they have no option but to accept the deal. The traffickers tell the minors what to say to the police if they are caught. They have to say they arrived here to visit their relatives working in Tamil Nadu,” an official said.

He said district collector S Sivarasu has instructed officials from the concerned departments to take necessary action to check child trafficking.

Synthetic biology (SynBio) is a multidisciplinary area of research that seeks to create new biological parts, devices, and systems, or to redesign systems that are already found in nature.

It is a branch of science that encompasses a broad range of methodologies from various disciplines, such as biotechnology, genetic engineering, molecular biology, molecular engineering, systems biology, membrane science, biophysics, chemical and biological engineering, electrical and computer engineering, control engineering and evolutionary biology.

Due to more powerful genetic engineering capabilities and decreased DNA synthesis and sequencing costs, the field of synthetic biology is rapidly growing. In 2016, more than 350 companies across 40 countries were actively engaged in synthetic biology applications; all these companies had an estimated net worth of $3.9 billion in the global market.[1]

In January 2009, the Alfred P. Sloan Foundation funded the Woodrow Wilson Center, the Hastings Center, and the J. Craig Venter Institute to examine the public perception, ethics and policy implications of synthetic biology.[152]

On July 9–10, 2009, the National Academies' Committee of Science, Technology & Law convened a symposium on "Opportunities and Challenges in the Emerging Field of Synthetic Biology".[153]

After the publication of the first synthetic genome and the accompanying media coverage about "life" being created, President Barack Obama established the Presidential Commission for the Study of Bioethical Issues to study synthetic biology.[154] The commission convened a series of meetings, and issued a report in December 2010 titled "New Directions: The Ethics of Synthetic Biology and Emerging Technologies." The commission stated that "while Venter's achievement marked a significant technical advance in demonstrating that a relatively large genome could be accurately synthesized and substituted for another, it did not amount to the “creation of life”.[155] It noted that synthetic biology is an emerging field, which creates potential risks and rewards. The commission did not recommend policy or oversight changes and called for continued funding of the research and new funding for monitoring, study of emerging ethical issues and public education.[141]

Synthetic biology, as a major tool for biological advances, results in the "potential for developing biological weapons, possible unforeseen negative impacts on human health … and any potential environmental impact".[156] The proliferation of such technology could also make the production of biological and chemical weapons available to a wider array of state and non-state actors.[157] These security issues may be avoided by regulating industry uses of biotechnology through policy legislation. Federal guidelines on genetic manipulation are being proposed by "the President's Bioethics Commission … in response to the announced creation of a self-replicating cell from a chemically synthesized genome, put forward 18 recommendations not only for regulating the science … for educating the public".[156]

Opposition

On March 13, 2012, over 100 environmental and civil society groups, including Friends of the Earth, the International Center for Technology Assessment and the ETC Group issued the manifesto The Principles for the Oversight of Synthetic Biology. This manifesto calls for a worldwide moratorium on the release and commercial use of synthetic organisms until more robust regulations and rigorous biosafety measures are established. The groups specifically call for an outright ban on the use of synthetic biology on the human genome or human microbiome.[158][159] Richard Lewontin wrote that some of the safety tenets for oversight discussed in The Principles for the Oversight of Synthetic Biology are reasonable, but that the main problem with the recommendations in the manifesto is that "the public at large lacks the ability to enforce any meaningful realization of those recommendations".[160]
