'These documents are of world-wide interest, as they suggest that the Wuhan lab had major bio-safety issues and the American government was carefully monitoring its activities from a national security perspective even while funding it,' said Judicial Watch President.

WASHINGTON D.C., July 9, 2021 (Judicial Watch) – Judicial Watch announced today that it received 301 pages of emails and other records from the National Institute of Allergy and Infectious Diseases (NIAID) officials in connection with the Wuhan Institute of Virology in Wuhan, China, revealing significant collaborations and funding that began in 2014. These new records reveal that NIAID gave nine China-related grants to EcoHealth Alliance to research coronavirus emergence in bats and was the National Institute of Health’s (NIH) top issuer of grants to the Wuhan lab itself.

These records also include an email from the Vice Director of the Wuhan Lab asking an NIH official for help finding disinfectants for decontamination of airtight suits and indoor surfaces.

Additionally, a World Health Day announcement lists “successful activities” of the U.S.-China collaboration that included “detailed surveillance throughout China and in other countries on the emergence of coronaviruses” and NIH’s receipt of influenza samples from China to “assess risks associated with emerging variants for pandemic and zoonotic threat.”

The records further show that, in 2018, Dr. Ping Chen, the NIAID Representative in China, learned of a “type of new flu vaccine using nano-technology from China’s Wuhan Institute of Virology,” and discovered that the Chinese had blocked all Internet links to reports on the new technology. This led Chen to write an urgent “night note” to U.S. Government officials. The note said, “The intranasal nano-vaccine can target broad-spectrum flu viruses and induces robust immune responses.”

The documents also include a picture of the Wuhan facility building taken by Dr. Chen.

The documents were obtained through a Freedom of Information Act (FOIA) lawsuit for records of communications, contracts and agreements with the Wuhan Institute of Virology in China (Judicial Watch, Inc. v. U.S. Department of Health and Human Services (No. 1:21-cv-00696)). The lawsuit specifically sought records about NIH grants that benefitted the Wuhan Institute of Virology. The agency is only processing 300 pages records per month, which means it will take until the end of November for the records to be fully reviewed and released under FOIA.

The tiny Balkans nation of Montenegro is currently seeking to refinance a billion dollars in Chinese loans for a highly controversial “road to nowhere” infrastructure project.

In addition to allegations of waste, corruption, and the looming danger of China seizing Montenegrin assets via “debt trap diplomacy,” the project is controversial because of its destructive impact on the local environment, including a UNESCO World Heritage Site in the protected Tara River valley.

Environments applauded the March inauguration of a state investigation into damage inflicted on the Tara River valley by the China Road and Bridge Corporation (CRBC), which was given most of the big contracts for constructing the dubious Bar-Boljare highway financed with huge loans from Chinese banks. This is a recurring pattern with China’s Belt and Road (BRI) infrastructure projects – most of the decent jobs created by the schemes end up going to Chinese companies.

Former president Jacob Zuma’s son, Edward Zuma says the ongoing #FreeJacobZuma protests in KwaZulu-Natal are ‘just the beginning’. Protests continued to rock the province of KwaZulu-Natal (KZN) on Friday night as ‘Zuma protestors’ continued to block national roads, highways and burn trucks in N3 near the Mooi toll plaza.

From as early as Friday morning, several major roads were closed in KZN namely; the N2, N3 and M7 which is a strategic cargo transit from the Port of Durban towards the inland, including provincial and municipal links.

Zinhle Mngomezulu from Road Traffic Inspectorate (RTI) confirmed that 19 trucks were torched over night including a truck that carried cars in transit in Mooi River near the toll plaza. This brings the total number to 25, as of Saturday.

A Twitter account that is believed to belong to Zuma, he wrote: “They couldn’t ignore the reality forever, it’s wake up time now, the citizens of the country mean business, they want their president out of jail, kusazoshuba (it’s going to get tough/worse, when loosely translated). This is just the beginning.”

Edward Zuma was also at the forefront of those who tried to prevent his father’s arrest, he went as far as instructing MKMVA to block the gates in his father’s homestead, hours just before he was arrested. He also threatened to burn down a vehicle belonging to a media house during the chaos and unrest in Nkandla.

ZIKALALA CALLS FOR CALM IN KZN

KZN Premier, Sihle Zikalala called for calm and maximum adherence to the rule of law.

“It is reported and believed that the protests are about the incarceration of comrade Jacob Zuma. We understand the extreme anger of the people who are protesting. As a country and as a province we find ourselves in a very unusual and unique situation wherein we are dealing with the arrest of the former president of the ANC and the country.”

Zikalala called on those who are protesting to do so through peaceful means and avoid violence and destructions at all costs.

“We are fully conscious of the anger of the community but unfortunately, violence and destruction often affects and attacks people who are not involved,” Zikalala said.

Violent protests are underway in KZN, with supporters of the former President – who was arrested earlier this week – leading the #FreeJacobZuma and #KZNShutdown movements in a bid to have Zuma released. Protestors have torched trucks near the N3 toll plaza, and major roads were closed while police arrested 27 people on Saturday.

“President Cyril Ramaphosa has called on communities in KwaZulu-Natal to desist from undermining the rule of law and inflicting damage on the economy,” the Presidency said in a statement.

“President Ramaphosa says the impact of public violence against the road freight industry and damage to freeways that serve as economic arteries will be felt also by the people organising and committing these crimes.”

The Presidency added that Ramaphosa says that “the reasons allegedly advanced for the violence in KwaZulu-Natal cannot be used to legitimise vandalism and public violence”.

SAPS ARREST 27 PEOPLE INVOLVED IN ZUMA PROTESTS

South African Police Service (SAPS) spokesperson Brigadier Jay Naiker said in a statement on Saturday afternoon that 27 suspects have been arrested since Friday.

“To this end, 27 suspects have been arrested since yesterday on various charges that include: public violence, business burglary, malicious damage to property, and contravention of the DMA lockdown regulations,” he said.

“This comes after an unconfirmed number of trucks were torched and looting of several businesses in the Mooi River CBD. Efforts are afoot to track and trace more suspects.”

AfriForum and Treasure the Karoo Action Group (TKAG) have submitted formal comment to the Department of Water and Sanitation (DWS) on the new draft regulations regarding shale gas drilling.

The DWS was also notified by AfriForum of an irregularity regarding an extension of the comment period, requesting that the comment period should be reinstated with a minimum of a 60-day period as per best practice in affairs of this nature.

AfriForum’s Manager of Environmental Affairs, Lambert de Klerk, said that the civil rights organisation and its long-standing environmental partner, TKAG, would continue their opposition to shale gas drilling in the Karoo.

“These new draft regulations, and the process of shale gas mining which they would underpin, basically threatens water, rather than protecting it – and in our view works against the mandate and duty of the DWS – which is to safeguard South Africa’s water resources. In our formal comment as read with the technical concerns raised by the TKAG, we have submitted that the proposed water use regulations should be withdrawn in their entirety,” stated De Klerk.

Jonathan Deal, CEO of TKAG said that the group had a track record of success in dealing with the government on the regulations, the most recent being a unanimous decision in the Supreme Court of Appeal (SCA) against the Department of Minerals.

“In our view, to float a set of technical regulations with a 30-day window for public comment is short-sighted. To do it in the middle of a State of Disaster, with more lockdown regulations looming, displays at best a careless arrogance around proper public consultation and as AfriForum has said it appears to ignore the duty of the DWS to safeguard precious water resources.”

AfriForum obtained new information on 8 July 2021, that in fact points to the Ga-Segonyana Local Municipality as the culprit that spilled blood into a veld that forms part of a local nature reserve in Kuruman – and not the local abattoir, as previously reported.

AfriForum obtained wrong information that the local abattoir was spilling the bloody water. The organisation has in the meantime confirmed that the abattoir is paying the municipality monthly to pump the blood from their tanks and remove it. It is therefore the municipality that is spilling blood into the nature reserve.

AfriForum offers its apology to the affected abattoir.

AfriForum will now also write to the municipality to point out that the municipality is spilling the blood, as well as to demand that it takes steps to solve the problem. The letter and further evidence were also sent to the Department of Environmental Affairs’ Green Scorpions for further investigation.

AfriForum will not allow the municipality to continue with this illegal spilling that threatens the health of humans and animals alike. AfriForum will take the necessary steps to hold the guilty parties accountable.

EASTERN CAPE - The Acting District Commissioner, Brig Thandiswa Kupiso is warning those responsible in Kwanobuhle for senselessly attacking, stealing and looting businesses in unrelated incidents yesterday afternoon, 09 July 2021.

It is alleged that on Friday, 09 July 2021, criminals targeted several spaza shops resulting in loss of life and loss of property. Quick police response to curb further attacks resulted in police assisting other shops to close and some shop owners were also escorted out of the area for fear of their own safety. Public Order Police (POP) and the Anti-Gang Unit (AGU) remained in the area to ensure stability and any further acts of criminality.

The motive for the attacks are suspected to be criminal in nature and investigations are continuing.

In the first incident, at about 12:00 on 09 July 2021, a business robbery occurred outside a shop in Sonto Street, Kwanobuhle. It is alleged that 3 armed suspects overpowered a shop owner who was walking to his vehicle. They took cash from him where after a scuffle took place between the owner and one of the armed suspects. The other two suspects then started shooting at the and in the process fatally wounding their own accomplice. The owner escaped unscathed. Sinethemba Leve (31) died from multiple gunshot wounds to his upper body on the scene. A 9mm pistol was found in possession of the deceased.

In another unrelated incident, at about 14:30, another shop was allegedly robbed in Golomi Street. It is alleged that 3 armed suspects entered the shop and demanded money from the shop assistant. When he refused to hand over any money, the shop was set alight. As the victim ran out, he was shot at several times. Habtamu Bherina (32) succumbed to his injuries at the scene.

In another two incidents, two other males aged 27 and 26 years old also died when one shop was set alight and another shop looted by alleged robbers. At about 19:30, a shop in Bantom Street was looted by criminals and the owner, Dareba Badol (27) was also fatally wounded. Nkululeko Jonas (26) died of suspected smoke inhalation after his shop was set alight in Pilani Street, Kwanobuhle.

Due to swift police intervention, calm was restored in the area.

Police are investigating the robberies and murders as isolated incidents [yeah right!] and are appealing to the communities to assist them in tracing and arresting those suspects that are involved in these heinous crimes.

Sporadic protests in KwaZulu-Natal have turned into a looting spree as protestors looted shops and trucks off goods in the province. The protestors which are believed to be Jacob Zuma supporters looted Shoprite in KwaMashu and stole cash registers, they also looted Spar in South Beach, Durban.

Major roads and highways were blocked in the province with burning tyres and rocks. As of Sunday, authorities have confirmed that over 30 trucks have been torched. Infrastructure was also destroyed in these protests.

Police have been placed on high alert in the province and the ANC also called for calm and stability in the province.

“The destruction of property and infrastructure and looting accompany these violent protests must be condemned in the strongest possible terms. The ANC recognises and respects the rights of every South African to protest peacefully and unarmed and freely to express their views on any matter of concern. However, in exercising their constitutional rights, citizens must respect the rights of others and refrain from breaking the law or using violence,” ANC spokesperson Pule Mabe said.

PROTESTS SPREAD OVER TO GAUTENG AND LIMPOPO

Johannesburg Metro Police Department said M2 closed off to traffic in both directions between Benrose & Cleveland following continuous riots in the area with reports of shots being fired at passing vehicles. Traffic is diverted at Maritzburg Street and Cleveland Road.

The Democratic Alliance (DA) also called on police in Gauteng to take action against individuals or groups who attempt to shut down parts of Guateng.

DA Gauteng leader, Solly Msimanga said: “The hard lockdowns of the past year have caused profound damage for businesses and South Africans who have lost their jobs. Shutdowns by so-called ‘radical forces’ will not be tolerated and should not be allowed to hamper any movement of the economy that is allowed under level 4 lockdown.”

Despite all the unrest and chaos, Defence Minister, Nosiviwe Mapisa-Nqakula said the SANDF will not yet be deployed to KwaZulu-Natal.

Durban - With protests turning violent in Africa’s last absolute monarchy, eSwatini, political leaders in South Africa have called on its government to offer their support to the people of the country.

Like most countries around Africa, leaders of monarchies often have ties to one another, much like the ties between South Africa’s Zulu monarch and the Kingdom of eSwatini.

King Mswati III, the current king of eSwatini and the head of the Swazi Royal household, was placed at the head of the table in April 1986 at the age of 18, making him the youngest ruling monarch in the world at the time.

Mswati’s father, King Sobhuza II, served as paramount chief until his death in 1982, leaving King Mswati to rule alongside his mother and one of King Sobhuza’s younger wives, Ntfombi Tfwala.

The SANDF has confirmed that troops have been deployed to KwaZulu-Natal to support the police in their battle against violent looters.

The SA National Defence Force (SANDF) has confirmed that it has deployed soldiers to support the police to quell the violent looting that has lashed KwaZulu-Natal over the past 24 hours.

SANDF spokesperson Brigadier General Mafi Mgobozi said in response to the South African’s questions regarding whether troops were being deployed to quell the violent looting, that a request had been received.

He further confirmed that SANDF troops have been deployed to the province.

“I can confirm that members of the SANDF have been deployed in support of the SAPS,” Mgobozi said.

“The South African National Defence Force (SANDF) has commenced with pre-deployment processes and procedures in line with a request for assistance received from the National Joint Operational and Intelligence Structure (NATJOINTS) to assist law enforcement agencies deployed in Gauteng and KwaZulu Natal Provinces respectively to quell the unrest that has gripped both Provinces in the last few days. The deployment will commence as soon as all deployment processes are `in place,” the SANDF said in a statement.

“The duration and number of deploying soldiers will be determined based on the assessment of the situation on the ground by the relevant law enforcement agencies. Furthermore, it must be emphasised that the SANDF’s deployment objective is to provide safety and a safe working environment for members of the SAPS and other law enforcement agencies whilst they carry out their constitutionally mandated law and order duties. The SANDF’s confirmation of the deployment followed unabated incidents of looting and burning of businesses. Spar supermarkets and bottle stores across Durban appeared to be a most frequent target of the violent looters who could be seen laughing as they ran with their arms full of stolen goods.

Durban residents awoke to a stream of reports of violent looting across the city that had continued throughout the night into the early hours of the morning. Looters continued their rampage after sunrise, looting a Spar in Berea Road and descending on Glenwood Village Spar and Davenport Centre. Several bottle stores including Fourways Spar Tops in Pinetown were also raided. Security companies were out assisting police to keep looters at bay in Waterfall and videos of residents fighting back against the looters also went viral.

The South African had asked Mgobozi to confirm whether a WhatsApp message that has been circulating on Monday was in fact true or not and whether troops were being deployed.

The message was purportedly from a Spar retail manager advising their stores.

The message read: “SPAR KZN: Urgent Retail Communication!!

Government have officially deployed the SANDF to KZN to attempt to get matters under control. We as the SPAR Group are continuing to engage with Government. Take care, hang in & be safe!”

Ramaphosa said that riots in KZN and Gauteng have put food and medicine security in jeopardy, with the most vulnerable set to bear the brunt.

Addressing the nation for the second time in consecutive days, President Cyril Ramaphosa warned that recent violence and damage to infrastructure caused by criminals participating in riots in KwaZulu-Natal (KZN) and Gauteng since Saturday is soon going to lead to severe food and healthcare shortages, with trucks and supply chains, as well as businesses having fallen victim to vandalism and looting.

Earlier on Monday, Ramaphosa deployed the South African National Defence Force (SANDF) to provide to members of the South African Police Service (SAPS) as they try and combat rampant looting and vandalism, which Ramaphosa said may spill over to other provinces.

RAMAPHOSA WARNS OF FOOD AND MEDICINE SHORTAGES

A stoic Ramaphosa said that the looting and vandalism caused during the riots has left the South African public feeling deeply afraid.

“Many South Africans are tonight counting the cost to their livelihoods and property, their shops and businesses that have been destroyed and burnt down. They are also counting the cost to their security. Many are feeling anxious and afraid tonight,” he said.

“[The violent riots] started with the burning of trucks at Mooi River on Saturday, and was followed by the blockading of roads and looting of shops in the north of KZN,” he said. “Our sick cannot get help from pharmacies, food doesn’t reach shelves, and health workers cannot get to work. We are facing food and medication insecurity within a matter of weeks.”

Ramaohosa said that despite South Africa’s constitution affording the public with the right to protest, the abuse of this right – as has been the case during the last few days – only serves to further threaten the country’s most vulnerable people.

“Constitutional law guards against the abuse of power and protects the poor and the vulnerable – it enables our society to function and enables our economy to function. The victims [of those abusing this right] – workers, truck drivers, business owners, families of those who have lost their lives – have done nothing wrong whatsoever. The poor and the marginalised bear the ultimate brunt of the chaos that is underway,” he said.

VACCINE ROLLOUT FURTHER DELAYED

Ramaphosa said that with supply chains placed in dire jeopardy, Ramaphosa said that it is a matter of “vital importance that we restore calm and stability to all parts of the country without delay”. COVID-19 vaccination sites were forced to close in both provinces on Monday, further delaying South Africa’s slow rollout strategy in KZN and Gauteng.

“It is vital that we prevent any further loss of life or injury. It is vital that we protect property and safeguard social and economic infrastructure,” he said.

Ramaphosa said that as of Monday night, 166 suspects have been arrested in KZN, and 323 have been apprehended in Gauteng in relation to incidents relating to looting, vandalism and destruction of property.

“Eskom conducts its business with the principle that “No operating condition or urgency of service justifies exposing anyone to negative risks arising out of Eskom’s business or cause them injury or damage the environment.

The safety of our employees and contractors remains our number one priority and a major concern, and it is with that that we have decided to suspend all services that will require our employees and contractors to enter areas that will put their lives at risk.

Eskom furthermore said customers who have logged faults are requested to be patient as they might experience delays in response time to resolve their faults.

“We will monitor the situation and attend to network faults affecting significant areas and also supplies to critical installations, such as hospitals but not at the expense of our employees and contractors.

Meanwhile, Metrorail also said in a statement no train services will operate in all it corridors on Monday.

It said this is due to the chaotic scenes witnessed in Johannesburg and now spilling over, affecting its operational areas.

“Suspending the train services is not only in the Metrorail’s interest but also in the interest of the safety of all its critical assets-loyal customers and employees that deserve a safe and secure operational environment.”

This comes amid the sporadic violent protests that in Gauteng and Kwazulu-Natal by so-called Jacob Zuma supporters.

SSA Minister Ayanda Dlodlo has confirmed that her department is investigating some serious allegations about who is really behind this wave of riots.

Ayanda Dlodlo, the current chief of the State Security Agency, has gone on record with a bold claim today. The minister believes that those involved in organising riots in KZN and Gauteng may have links to the SSA itself, and she’s also entertaining the possibility of ‘right-wing extremism’ as a root cause for looting.

The frank admissions from Dlodlo come as something of a surprise. She has backed her department comprehensively, claiming that the SSA already ‘did well’ to prevent further rioting, saying they can’t be blamed for ‘spectacular failures’:

A lot more looting could have happened, but that was prevented, because the police acted on the information they have received. Bheki Cele, meanwhile, has warned community members ‘not to take the law into their own hands’. On Monday, videos emerged which revealed how local groups are banding together to fight back against those partaking in the riots. The Police Minister, however, has encouraged ‘cooperation over confrontation’.

“While the intervetion of some communities to actively stop the mass lootings, has been commended, we encourage communities not to take the law into their own hands and continue to work with the police.”

“The involvement of other stakeholders is also critical in the fight against lawlessness and in this regard, we have already engaged the leadership of private security companies, in an effort to increase better working relations with the police.”

 Minister Cele also echoed sentiments shared by Cyril Ramaphosa on Monday, referring to possible food shortages.

“As Ministers in the Cluster, we have the responsibility to assert the authority of the State and to safeguard our territorial integrity and sovereignty of the republic. South Africa’s largest companies were among those forced to halt operations as some of the worst protests since the end of white minority rule erupted in parts of the country, with rioters torching trucks and looting stores.

The nation’s biggest four lenders led by Standard Bank Group Ltd. and FirstRand Ltd. all closed branches in KwaZulu-Natal, the province at the heart of the violent unrest, and the economic hub of Gauteng, the companies said in emailed responses to questions Monday.

Walmart Inc.-owned Massmart Holdings Ltd. and mobile-phone giants Vodacom Group Ltd. and MTN Group Ltd. were among others to shutter outlets, while the latter is running its main call center at minimal capacity.

Dis-Chem Pharmacies Ltd. closed all its drugstores in KwaZulu-Natal, hampering South Africa’s Covid-19 testing and vaccine rollout, according to text messages sent to customers.

Smaller shops across downtown Johannesburg closed as looters roamed the streets, while the affluent Rosebank Mall near the city’s financial hub of Sandton shut early as a precaution.

Business leaders are calling on authorities to quell the violence that has escalated since the arrest of former President Jacob Zuma last week, with the army being deployed to help police.

The looting and destruction have emptied the shelves of grocers and closed major roads in the country, including the N3 highway between the port city of Durban and Johannesburg. At least six people have died to date, according to police.

“We are doing all we can to ensure that the disruptions are minimized,” Trudi Makhaya, an economic adviser to President Cyril Ramaphosa, said in webinar organized by the World Bank. “Of course, that begins with arresting criminals, intervening in those hotspots where we’re seeing challenges.”

The impact of the riots has delivered a further blow to industries already contending with lockdown restrictions in South Africa to curb the spread of Covid-19 infections, which were toughened late last month to combat a third wave. It’s also hampering efforts to revive an economy that suffered its largest contraction in a century last year.

South African stocks pared losses as investors kept a close eye on the protests, while the extension of the current hard level of lockdown weighed on sentiment.

The FTSE/JSE Africa All Share Index was up 0.7% by 3:51 p.m., erasing earlier losses of as much as 0.7%, though the FTSE/JSE Retailers Index fell 1.4%.

“There is definitely a more somber mood on the JSE today,” said Michele Santangelo of Independent Securities in Johannesburg.

“South Africa-centric shares are mostly under pressure today as is the rand. Investors are likely not overly concerned given the recent events but they are certainly not overly optimistic either,” he said.

In October 2020, the FBI announced during a press conference that it thwarted a plot by a so-called “right-wing militia” to kidnap and kill Michigan Governor Gretchen Whitmer and overthrow the state government.

The FBI became aware of the plot through discussions on social media in early 2020, however they decided to pull the trigger in October, right before the presidential election, and raid the homes of 6 men.

One of the men arrested in the plot was a Trump-hating anarchist and another was a Black Lives Matter activist, but then-candidate Joe Biden and the media still blamed Trump.

It was previously reported that the ring leader in the plot to kidnap Whitmer was an FBI informant.

He was planted into the group and was the one who pushed the entire plan.

Now it turns out that the FBI used at least 12 informants in this kidnapping case.

So basically the entire plot was cooked up and executed by FBI informants and a few unsuspecting patsies were dragged into the scheme.

The government employed at least a dozen confidential informants to infiltrate groups of armed extremists who allegedly plotted to kidnap the governor of Michigan, according to a new filing in federal court on Monday.

The filing, made by one of the five defendants in the federal case, asked that prosecutors be ordered to share more information about those informants, their relationship with the FBI, and the specific roles they played in building the case. It came among a blizzard of 15 new defense motions in the high-profile case, including requests to move it to a different district, to suppress evidence from a search warrant, and to try at least one defendant separately from the others.

Taken together, the new court papers offered a glimpse of the evolving defense strategies in the case, with several attorneys saying that they plan to argue that the FBI “induced or persuaded” the men to go along with the scheme.

The alleged plot to kidnap Gov. Gretchen Whitmer made international headlines last October, when the Department of Justice announced it had charged six men in a kidnapping conspiracy. Five of the defendants — Barry Croft, Adam Fox, Daniel Harris, Kaleb Franks, and Brandon Caserta — have all pleaded not guilty and have been held without bail since their arrests. A sixth, Ty Garbin, pleaded guilty and agreed to cooperate in the case in January.

Eight other men were charged under Michigan’s anti-terrorism statutes for providing material support to the plotters. Half of the defendants in the combined cases were members of a militant group known as the Wolverine Watchmen, which was associated with the Three Percenters extremist movement. All but two are from the state of Michigan.

A trial for the federal case is scheduled for October.

Looking back at their ‘struggle’ during Apartheid, this is déjà vu. Is history repeating itself in South Africa?

A kind of civil war erupted in South Africa in the 1980s, and ran into the first half of the 1990s. The country was going through convulsions as the fight against apartheid gathered steam and the state reacted with increasing vehemence and violence.

The violence spread into many corners of South Africa. It also manifested itself in rivalries between organisation such as the Inkatha Freedom Party, then a Zulu-nationalist party that had reached accommodation with the apartheid military, with its base in what was then known as Natal, now KwaZulu-Natal, and the then banned African National Congress (ANC), and its internal wing, the United Democratic Front.

The violence between the Inkatha Freedom Party and the ANC started in Kwa-Zulu Natal and then spread through to the black residential areas of Johannesburg and Vereeniging, which lies about 60 km south of Johannesburg. It also spread to other parts of the country.

Within a decade an estimated 20,000 people had been murdered in this battle for supremacy, most in the four years between 1990 and 1994. [Now about 23 000 people are murdered in a year]

The arrival of democracy in 1994 marked the beginning of the end of this era. The political killings tailed off and by the close of the millennium they had fizzled out, with the ANC taking over from Inkatha as the dominant party in the KwaZulu-Natal, drawing Inkatha strongmen into its fold, including some of its most notorious killers.

But this political peace was short-lived. A new form of political violence broke out, again centred in KwaZulu-Natal, getting into its stride after Jacob Zuma became president in 2009.

This time it was not between parties and their warlords, and it had nothing to do with ideology and policy. Instead, it had everything to do with money.

According to researcher Mary De Haas’, around 90 municipal councillors, political party officials and senior municipal officials, have been murdered in KwaZulu-Natal since 2015. Most of the deceased were affiliated to the ANC, the party that governs both the province and the country.

The South African investigative journalist Greg Arde provides an impressively researched and well-written account of scores of political assassinations in the province in his book, War Party: How the ANC’s Political Killings are Breaking South Africa.

Some of the victims of the killings were honest councillors and officials who had sought to expose corruption over tenders, kickbacks, budgets and fund allocation. Others were rivals, competing for access to power and the goodies it could buy.

But none can match the continual spree of assassinations that characterise local and regional politics in KZN, which escalated during Jacob Zuma’s years in power.

Zuma replaced Thabo Mbeki as leader of the governing ANC in December 2007, and went on to become the president of the country in May 2009. The eThekwini Municipality, the biggest in Kwa-Zulu Natal, served as the key political base for Zuma’s rise to the presidency of the ANC.

His reign was characterised by high levels of corruption, ending in February 2018 when he was recalled by the ANC.

On Monday, President Ramaphosa warned that an extended period of unrest would cripple SA’s food chain. Basic provisions such as bread, milk, and meat were all missing from the shelves of South Africa’s biggest supermarkets on Wednesday. Albany, one of the biggest bread producers in the country, confirmed they are having ‘distribution issues’.

The SA Pharmacy Council confirmed that NINETY dispensaries had been ransacked since the end of last week, with vandals also helping themselves to various unprescribed medications. Doctors have been unable to see clients in desperate need of advice, and on Monday, several vaccination centres began to close their doors.

“We are distraught and disappointed. Among the looted items are Covid-19 vaccines and scheduled medicines, which when used without proper pharmacist counselling on storage and dosage, may result in harm to one’s health.”

Five police officials between the ages of 28 and 40, and two animal stock brokers between the ages of 30 and 50 were arrested in the early hours of 14 July 2021, in Bloemfontein and Ladybrand by the Hawks’ Serious Corruption Investigation in Free State assisted by Tactical Response Team (TRT) Bloemfontein and general detectives during the first phase of a major case investigation aimed at disrupting corruption and stock theft in the Free State Province.

Their arrests originate from the incident which took place in October 2020 where Brendin Horner was murdered in Senekal.

The Minister of Police visited the Eastern Free State where farmers made allegations against police officials allegedly involved in stock theft. A multi-disciplinary task team was established to investigate these allegations which led to the arrest of police officials and animal stock brokers.

During the arrest of two stock brokers, police also discovered two unlicensed firearms.

The suspects are expected to appear before the Ladybrand Magistrates’ Court on Thursday, 15 July 2021 where they will be facing charges of stock theft, defeating the administration of justice and perjury. The stock brokers will face additional charges of possession of unlicensed firearms.

“Wanjala single-handedly massacred his victims in the most callous manner, sometimes through sucking blood from their veins before executing them,” the Directorate of Criminal Investigations (DCI) said on Twitter late Wednesday, describing him as a “bloodthirsty vampire”.

A Nairobi court ordered Thursday he be held in custody for 30 days to give police more time to investigate the case.

The murders, targeting 12- and 13-year-olds, stretch back five years. His victims were drugged and drained of their blood and some of them strangled, police said.

Such cases of kidnappings involving school-going children, some ending up dead, have become rife in recent months and sent parents panicking.

Wanjala’s arrest was splashed across Thursday’s front pages of the main newspapers in Kenya, with some publishing pictures of the suspect in a blood-stained football jersey.

INNOCENT CHILDREN, ‘LEFT TO ROT’

According to police, Wanjala’s first victim was a 12-year-old girl he kidnapped five years ago in Machakos county east of Nairobi.

The murder of his next victim in western Kenya sparked protests, with locals torching the house of the person they suspected killed the boy.

“In a nerve-wracking blow-by-blow account, the murderer recounted harrowing details of how he lured victims to his killer jaws before squeezing (the) dear life out of the innocent children,” the DCI said on Twitter.

“Unbeknownst to some of the worried families, their children were long executed by the beast and their remains dumped in thickets. Others were submerged in sewer lines in the city and left to rot away,” it added.

Police said he had demanded 30,000 Kenyan shillings (R4,036) from the parents of one teenage boy before killing him.

The bodies of several children feared to have died at Wanjala’s hands have yet to be found.

Wanjala was unapologetic over his actions and told detectives he derived “a lot pleasure” from killing his victims.

Residents across KwaZulu-Natal and parts of Gauteng are spending up to six hours in snaking queues to buy essential items and fill up their tanks amid fears of shortages.

People we spoke to in Durban say they are starting to feel the aftermath of unrest and looting as basic items like bread and milk have been in high demand. Those who rely on public transport have also had a tough time getting around the city as most public transport has been suspended.

Sthembile Gumede from Chesterville said the line at the Superspar was already around the building when he arrived at 7am. “I couldn’t stay because by the time it would be my turn to go inside, it would be dark and I wouldn’t have transport to get home. The queue went around the entire mall. I then saw a cab passing by and asked the driver to take me to the Workshop where the queue was also long but bearable,” said Gumede.

Another shopper, Thuba Khumalo, who lives in a flat in Durban central said, “I came to buy everything I can because I can see a possibility of food shortage. I can manage other things but food is something that I cannot do without.”

“I fear that the supermarkets will also run out of food supply and what is going to happen to us? Most people are here to stock up because they know what is coming,” he said.

In addition to snaking queues for groceries, petrol stations have also been gridlocked. Several stations have reportedly already run out of fuel.

“I have been monitoring all social media platforms and groups to find out where I can buy fuel. I need to fill up but everywhere stations are either closed, vandalised or have run out,” said Simphiwe Nxumalo of Umbilo.

“This is so frustrating because we, as law-abiding citizens, are now facing the consequences of other people’s actions while they sit at home and enjoy their looted goods. I need fuel to be able to move around,” said Nxumalo.

In the queues, people are flouting Covid-19 safety measures such as social distancing, although many people were wearing masks.

In Kranskop, only one petrol garage is operating and people are only allowed R400 worth of fuel in a bid to accommodate everyone. “There is a long queue of cars but people are very patient and grateful that the garage is open. There are also two supermarkets that are operating here. I am a marshal and make sure that people get what they need without any disruptions,” said a man who did not wish to be named.

In Alexandra, Gauteng, people stood for hours in a long queue outside Alex Mall on Thursday. The mall is one of the only places open for people to do their shopping. Other shopping centres such as Alex Plaza and Pan Africa Mall, as well as spaza shops, were looted and burnt.

“I came here to deposit money for my children. I have been here since 8am and it is now almost 1pm but I am still waiting to go inside the mall,” said Sandile Myeni.

Lucky Mabiletsa, manager of Alex Mall, said, “We can’t expect people to travel outside of Alexandra for groceries right now. The added cost of travelling will strain people’s already strained finances. There are also elderly people in our community who are too frail to travel.”

Mabiletsa said only 50 people were being allowed into the mall at a time. “People collecting medication from Clicks don’t have to stand in the queue. They must just show us proof of the prescription and then we let them go through,” he said.

Mabiletsa said a private security company had been hired to guard the mall. “We were attacked on Sunday, we fought off people for about four hours … The people who tried to gain entry burnt the fence behind Shoprite and the substation at the bottom of the road,” he said.

While they are grateful that the mall is still open, some residents told GroundUp that they are frustrated by the long queues.

“If we had known that this was the situation, we would have organised people to protect our shops like people did in Dobsonville [Soweto],” said resident Augustina Nkwane. “What will we do when the food runs out at Alex Mall? Where will we go because they have destroyed all the other places? They have left so many people without jobs.”

Sally Ngozo said, “It makes me upset to see people queueing like this. Some of us are pensioners and it’s not okay for us to be standing outside for hours when it is this cold. But, we have no choice because our fridges are empty.”

“People who looted more goods than they needed have started selling them. I refuse to buy them because what they did was wrong. They have hurt our community,” she said.

The Timeline

The Protocols were written at the start of antisemitism in Russia, with thousands of Jews fleeing the country and the start of the pogroms, Jewish concentration camps. Setting the scene for antisemitism was Frederick Millingen’s The Conquest of the World by Jews and Hippolytus Lutostansky’s Jews and the Talmud. Both works claimed that the Jews wanted to divide Russia up for themselves. Jews were also blamed for the loss of the Russo-Japanese war and the revolution of 1905.

A member of the Czarist secret police, Professor Serge A Milus, is reported to have edited and initially published the protocols. The Protocols first appeared in a Russian newspaper, Znamya, in 1903. It was published originally in 1905 in a book titled The Great in the Small: The Coming of the Anti-Christ and the Rule of Satan on Earth. This was written by Serge A Nilus. Most agree that the protocols were fabricated sometime between 1897 and 1899 under Pyotr Rachovsky, head of the Russian secret police.

It is generally accepted the Protocols of the Learned Elders of Zion was a forgery. In 1921 the London Times produced conclusive proof that the Protocols were a forgery, describing the Protocols as a “clumsy forgery”. Most of the passages of the Protocols have been taken from a French political satire that never mentioned Jews – Maurice Joly’s Dialogue in Hell Between Machiavelli and Montesquieu (1864). The phrasing between the two texts is almost identical.

The protocols would come to play a significant part in the Jewish Holocaust. They had a serious influence on Adolf Hitler who mentioned them frequently in Mein Kampf. The Nazi party published 23 editions of the Protocols before the start of World War II.

In 1935 a Swiss court declared the Protocols as “ridiculous nonsense” and “obvious forgeries”. The US Senate issued a report in 1964 that the Protocols were fabricated. However even while the Protocols were ridiculed by many, it also had quite a following. In 1974 it was published in India under the title International Conspiracy Against Indians. In 2004 the Protocols were published in Japan. In 2005 an edition of the Protocols of the Elders of Zion, authorized by the Syrian Ministry of Information, claims that the Elders of Zion coordinated September 11, 2001, terrorist attacks on the United States.

It is worth noting that the Bible is only mentioned once in the Protocols and that the Old Testament is quoted in Latin. The Protocols also claim that the Jewish elites had a hand in the French revolutions. However, this is cited as evidence largely discrediting the work of the protocols. At the time of the French revolution, there were only a handful of Jews who were, by and large, the subjects of antisemitism. However, this can also be construed in the opposite light, that there was antisemitic behavior followed by unrest and upheaval, meaning that the antisemitism was proven correct.

Despite the declaration that the Protocols are a forgery, there are still many followers, described as Neo-Nazi, White Supremacists and Holocaust deniers. Books based on the Holocaust are disseminated worldwide and has a surprising following in Japan, where there are little Jews. The Arab and Islamic world actively teach the protocols to children. It is often used to justify terrorism against Israeli citizens. There is no denying that it is a forgery, however a very accurate one.

The Case for the Protocols of the Elders of Zion

“The only statement I care to make about the PROTOCOLS is that they fit in with what is going on. They are sixteen years old, and they have fitted the world situation up to this time.” – Henry Ford 1921 in an interview with the Washington Post.

Ford funded the printing of over half a million copies, and the Nazi’s used the protocols to stir up antisemitism.

JOHANNESBURG - The assassination of Dr Robert Smit, and his wife Jeanne-Cora, on November 22 1977 is perhaps South Africa's greatest unsolved political crime.

It is an assassination that stands at odds with most apartheid-era killings because it was a hit carried out against an up-and-coming National Party politician, apparently on the orders of someone at the top of the Afrikaner establishment. And unlike most other political crimes from that era there is still no certainty as to who was responsible. Or, what the actual motive was.

It is a fascinating case about which it is very difficult to write with any conviction. Very little primary material about the murder is available - with the police docket still kept hidden from public view. As a result it is hard to be sure of even the most basic facts of the case.

The secondary material meanwhile is awash with misreporting, red herrings, dead ends, conjecture, rumour and suspicion. Researching the case means slowly making ones way through this fog of disinformation and denial. Trying to get to the truth over three decades on is like trying to hit, from a great distance, one blurred and fleeting target among many.

The following long essay is a preliminary effort to try and make sense of the case. It deals with the basic facts, why the case is so important, and the recent claims as to who was responsible. It then goes on to analyse the ‘lost theory' of the murders.

The facts of the case

Robert Van Schalkwyk Smit had enjoyed a rapid rise through the Afrikaner establishment. He had attended Pembroke College, Oxford, on a Rhodes Scholarship, received a doctorate in economics from the University of Stellenbosch, and in 1967 had been appointed deputy secretary of finance. He had gone on to serve as South Africa's ambassador to the International Monetary Fund in Washington DC between 1971 and 1975 (James Sanders, Apartheid's Friends, 2006). An archivist at the IMF says that according to their records Dr Smit "was appointed as Alternate Executive Director on Jun 5, 1971 and completed his term of service as Alternate Executive Director effective October 31, 1974."

He had returned to South Africa where he had taken up a position with Santam International. He was standing as the National Party candidate in the Springs constituency, just outside of Johannesburg, in the national elections scheduled for November 30 1977. It was expected that he would take up a high position in government after the poll, possibly even as finance minister.

He and his wife had rented a house in Selcourt, Springs, while their two children stayed on in their Pretoria home.

When Robert Smit walked through the door of the house, sometime later, he was shot in the neck from a few paces away, and collapsed to the ground. He was then shot, from close range, in the head, back and chest. Robert Smit and Jeanne Cora were shot with two different calibre guns: a 0.32 (7,65mm) and a 0.38 (9mm.)

Apart from the gunshot wounds Robert Smit had been stabbed once in the back, and Mrs Smit 14 times with a stiletto. The letters "RAU TEM" had been written - in red spray paint - across the fridge and kitchen walls.

The following year some reports claimed that the killers, or (presumably) their accomplices, had returned to the scene of the crime at least two hours after the shootings. It was then that RAU TEM had been sprayed on the walls, and the bodies of the Smits stabbed. (The Star November 17 1978) If this is true, it is conceivable that the spray paint and stabbings were a half-baked effort - after the fact - to make a clinical assassination look like the work of a deranged maniac.

However, in an interview with Rapport (June 24 1979) Robert Smit's brother, Iaan, said that an individual, who had been working on the campaign, told him that at midday on November 22 Robert Smit had told him: "Oom, I tell you, vuilgoed are coming to visit me [tonight]" (not Prog voters.)

Iaan explained to the newspaper that when his brother spoke of "vuilgoed" (rubbish) he meant undesirable foreign elements that had settled in the Republic - from Scandinavia, England, America, Hungary and from the former Portuguese colonies in Africa (post April 1974.) Iaan also said that ever since his Oxford days Smit had used ‘McDougall' as a kind of fictional name - a reference to a ‘Van der Merwe' like character.

There were suspicions at the time that foreign assassins had carried out the murders. Yet, as Iaan Smit commented in his 1979 Rapport interviews, even if the killers were foreigners, they would have had to been recruited, and assisted, by people inside the country. "There is no doubt that the murder was well planned, and the murderers were professional and well acquainted with the area. Apart from the graffiti on the walls they left no tracks."

The mysterious Mark Benza

In the immediate aftermath of the killing there was some suspicion that a Czech Canadian scientist businessman called Mark Benza may have been involved in some way. He was briefly detained and questioned by the police before being allowed to leave the country. There were a number of reports published at the time about Benza. These related the following:

On September 7 1977 Robert M Edmund, CEO of the Edmund Scientific Company, of Barrington, New Jersey had handed Benza a letter of introduction ahead of his trip to South Africa. It was addressed to the South African "Department of Commerce" and said that Mr Benza had the right to manufacture and sell various products of the company in the Republic.

It seems that Benza arrived in Johannesburg, South Africa, on September 9 1977. He moved into the luxury Ponte Building, in Berea, on September 15 claiming, on the lease agreement, to be President of the Edmund Scientific Africa Corporation. However, in the business cards he had printed in South Africa he claimed to have been the President of the Enercon Corporation.

On September 29 he met up with Emmerentia Liebenberg, a close friend of Robert Smit, who happened to live in the same apartment block.

Liebenberg was the widow of CR Liebenberg the Joint Managing Director of Spectro Beherend Ltd (formerly Spectro Research Laboratories). He had died suddenly in April 1977. She was the sister-in-law of Tommie Muller, the chairman of Iskor and brother of Hilgard Muller, South Africa's foreign minister between 1964 and 1974.

Benza was introduced to Robert Smit by Liebenberg in early November 1977. According to Beeld (December 5 1977) the two men met in Pretoria to discuss "overseas financial matters." Shortly after that meeting Benza showed Liebenberg a scale model of his newest invention - an engine that was driven by solar energy.

There were various inconsistencies in Benza's account of himself, which raised the suspicions of his acquaintances. Jesus Guardiola, a restaurant owner in Ponte with whom he had discussed a possible business arrangement, told Rapport (December 18 1977) that Benza was a person who could not be trusted: "He lied about too many things. First he said he had never lived in South Africa. Then he said he had just lived here for three years before."

Liebenberg later told Rapport (November 23 1980) that the first she heard of the murder was when she was driving with Benza in her car in Johannesburg on the morning of November 23 1977. They saw newspaper posters along the side of the road and she had cried out: "Mark, Robert was murdered!" Benza had allegedly replied: "It's a good thing he's dead. He talked too much."

According to Stephan Terblanche of Rapport Benza's two former employers - Edmund and A Wettberg of the Alberta Gas and Trunk Line - knew little of his background. He studied at a Communist school in Czechoslovakia and then fled the country for "political reasons." He then came to Canada. He had also visited various black African states. (December 18 1977)

While the newspapers were clearly still intrigued by Benza, the police weren't. A police spokesman told Die Transvaler (December 12 1977) that the investigation into Mr Benza was completed more than a week ago. "Benza had nothing to do with the murder."

Nothing more would be reported about Benza for the next few years.

Motive

There were reports soon after the murder that Robert Smit had stumbled across wrongdoing and that this could be why he had been murdered. In the Sunday Express of December 18 1977 Kitt Katzin reported that police were considering the possibility that Robert Smit had been murdered "shortly after he uncovered a foreign currency racket and made it known he meant to expose the swindlers." An investigating officer told the newspaper: "There is the chance that he stumbled across some vital information and was about to topple someone's empire."

Over the following year there were a number of similar reports. According to The Star (June 1978) the British publication Euromoney had claimed that IMF officials say "rumours about the murder of Dr Robert Smit have been circulating in Washington for more than five months. The general rumour is that Dr Smit, while he was in Washington as South Africa's IMF representative, become suspicious about certain monetary transactions and the activities of some officials but had not been able to properly investigate his suspicions. On his return to South Africa he is rumoured to have begun a personal investigation which is said to have uncovered the so-called capital evacuation scheme. This, the rumours hold, led to his murder and murder of his wife…."

Then on November 12 1978 the Sunday Times ran a report headed "I'll spill the beans said Smit." Emmarentia Liebenberg told the newspaper that, five weeks before the murder, Robert Smit had told her that he had decided to approach a senior cabinet minister about a matter that would "rock the nation" and "go right to the top."

A follow up report in The Star (November 17 1978) quoted G.P. Croeser, a friend and colleague of Smit, as saying that at Smit's final campaign event mutual friends had told him "that Dr Smit had mentioned that he was going to expose something once he was elected and reached Parliament."

In his 1979 interview with Rapport Iaan Smit said that at the end of September 1977 he had visited his brother in Springs to see how the campaign was going. In a discussion on the political situation Robert said that "Things are not right. There are things on the go that are improper (onbehoorlik) and that will shock our people. I am sorry, but at the right time I am going to go public with them."

The consequences

The murder of the Smits preceded, and may have precipitated, many of the damning revelations about the misuse of funds by Eschel Rhoodie's Department of Information (most famously to set up The Citizen newspaper.) It was a scandal that was to bring down the three most powerful men in the country: Prime Minister John Vorster; Dr Connie Mulder, the leader of the National Party in the Transvaal; and chief of the Bureau for State Security (BOSS), General Hendrik van den Bergh.

As reports emerged of wrongdoing by Rhoodie's department, and that Smit was murdered because he was investigating internal government wrongdoing, a lethal net of suspicion fell upon Vorster, Mulder, Rhoodie and Van den Bergh. In his self-exculpatory 1983 book Rhoodie complained "Some newspapers barely troubled to hide their conviction that… Robert Smit and his wife… were murdered because Dr Smit had discovered that the Department of Information had clandestinely transferred millions of dollars of state funds into secret Swiss bank accounts. At Pretoria's post Menlo Park High School [which Rhoodie's children attended], the children whispered that General van den Bergh had instructed ‘Boss' to kill Dr Smit when he discovered the secret."

In his foreword to Muldergate - Mervyn Rees and Chris Day's 1979 account of the Info Scandal - Allister Sparks noted that the scandal had "shattered the image of leadership in the eyes of the traditional patriarchal Afrikaner nationalist volk. The fall of the father figure John Vorster and his heir apparent, Connie Mulder, the discovery that some respected figures lied and others cheated; the shattering of the self-image of a stern, upright, incorruptible people, have all added to a national trauma."

One could add that what had done most to destroy the nationalists' confident sense of self was the thought that someone, high up in Afrikanerdom, had sanctioned the brutal murder of two of their own. It is difficult to measure the impact of unarticulated suspicion on political events. But, arguably, the Smit murders were one of the blows that cracked the Afrikaner monolith.

Named suspects

After the end of apartheid, and the revelations of government sponsored hit squads, there was hope that the Smit Murders would soon be solved. In 1997 a former member of the security police, Roy Allen, was named as the chief suspect in the case. In an interview with Beeld at the time he denied the charges saying: "I am no murderer. I was at the time in the security police. But I was never a member of the so-called Z-squad or Z-Section as we called it. I was a member of the N-Section. Nothing that we ever did came close to murder."

He said that he had been dating Robert Smit's secretary at the time and the two men had spoken a few times about "this and that." Allen stated that "my personal belief is that no one in the security forces at the time would have taken Smit out. He was a white, Afrikaans speaking, prominent soon-to-be member of the government. But I would not go so far as to say that the regime was not involved."

He added that the murder looked as if it had been carried out by a foreign hit squad. The advantage of the method, Allen noted, is that foreigners come in, do the job, then leave, and no tracks are left linking the hit to those in the regime who ordered it.

In 2006 Beeld reported that according to high level intelligence sources the Smit murders had been carried out by three members of the security police and taskforce: The late Dries Verwey, Phil Freeman (who had used "Mr McDougall" as a pseudonym in the 1980s) and Allen. Allen had by then moved to Australia and he once again vehemently denied the allegations.

The newspaper stated that the motive for the killings was to silence Smit after he threatened to go public about highly secret overseas bank accounts which the regime was using to pay various front organisations.

Then in 2009 R.W. Johnson linked the late Taillefer ‘Tai' Minnaar - and apparently an associate of Allen and Freeman - to the murders. In his book South Africa's Brave New World Johnson, citing an impeccable source, wrote that "Minnaar became remorseful about the hit in his later years, saying that his orders had ‘come from the very top' but that he now regretted the whole dirty business."

Minnaar (born 1939) had worked undercover in Cuba in the mid-1970s, alongside the Central Intelligence Agency (CIA). He had been handled out of South Africa's Washington embassy. In a 1984 interview in the Star he had described himself as an old friend of General van den Bergh (with whom he had worked at BOSS). By late 1976 he was back in South Africa and was working as an instructor at the intelligence service's Rietvlei headquarters.

This may explain why South Africa continues to do business with Cuba. This article gets more interesting.

The lost theory of the Smit murders

Little attention was paid to Johnson's claim after the book came out, with Minnaar simply joining the long list of named suspects in the Smit murders. However, there is an intriguing overlap between Minnaar, with his links to Cuban exiles in America dating from the mid-1970s, and what could be called the ‘lost theory' of the Smit murders. This theory constitutes the most complete explanation of who carried the hit, and why. Curiously, it disappeared from public consciousness very soon after it was reported on in South Africa.

On February 24 1980 the Sunday News Journal of Wilmington Delaware published an article by the journalist Joe Trento on the way in which foreign intelligence services had recruited individuals from within the Cuban nationalist movement in the United States to carry out assassinations. Trento wrote that in the mid-1970s the CIA had assisted in the recruitment of a hit-team of CIA-trained Cuban-exile terrorists by South Africa (BOSS) and Pinochet's Chile (DINA). According to Trento's sources the CIA had provided introductions for operatives of BOSS and DINA "to leaders of the Cuban nationalist movement [CNM] in Miami and Union City, New Jersey." Initial recruitment by DINA had been conducted by Antal Lipthay, a Hungarian-exile who posed as journalist on his travels to the United States.

These Cuban-exiles in the United States, along with Italian fascists in Europe, would provide a network which DINA, under the direction of Manuel Contreras, used to carry out a series of assassinations against opponents of the Pinochet regime. These killings formed part of the "third phase" of "Operation Condor" -whereby political opponents of various right-wing Latin American regimes were hunted down and killed in Europe and the United States.

John Dinges (The Condor Years, 2004) writes that a small group from the CNM - Guillermo Novo, Jose Dionisio Suarez and Orlando Bosch - had travelled to Chile in December 1974 where they had cemented ties with DINA. In early 1975 Michael Vernon Townley, the Chilean American who was one of DINA's main assassins, travelled to the US where he met up with a young operations man from the Cuban Nationalist Movement, Virgilio Paz. Paz and Townley would work closely together on a number of operations over the next few years.

According to Trento (1980): "The known victims of the hit team include: Former Chilean Gen. Carlos Prats and his wife, Cora, killed in an October 1974 bombing in Buenos Aires; Chilean Minister of Defence Oscar Bonilio, blown up with five other people in a helicopter in Chile in March 1975; Ronni Kapen Moffit and Orlando Letelier, who died in the September 1976 Washington car bombing… Another couple, Chilean exile leader Bernardo Leighton and his wife Ana, were seriously injured in an unsuccessful assassination attempt in Rome in October 1975."

In addition to these rivals and opponents of Pinochet the hit team had killed a "South African economist and his wife, who were shot to death in their South Africa home in November 1977." The Sunday News Journal investigation, Trento wrote, had shown that the killing of the Smit had been "carried out by members of the Cuban Nationalist Movement under orders of elements of [BOSS]. These BOSS officials did not want Smit releasing details of whom the South African Information Ministry had paid off abroad."

According to the newspaper while working as South Africa's representative to the IMF Smit had lobbied "the World Bank to loan money to his government. His long time friends and associates asked Smit why a loan was needed since more than $70 million was already deposited in U.S. accounts in the name of South Africa. Smit, who had the reputation of being impeccably honest, had discovered an unprecedented scandal. According to CIA and State Department sources, Smit discovered the names of more than 20 American politicians, including U.S. senators, rightwing-journalists, and publishers who had received payoffs and bribes. Some of these people were known to be supporters of the Pinochet regime in Chile, which is said to have close ties with South Africa. Both governments had a strong interest in keeping their names secret."

Townley and Paz had travelled to Europe in September 1975 where they had linked up with the Italian fascist leader Stefano Delle Chiaie (alias "Alfredo di Stefano"/"Topogigio" (the doll)/"Alpha") in Rome. On October 5 1975 the exiled Chilean Christian Democrat leader, Bernardo Leighton, and his wife Ana, were shot on a Rome street. Both miraculously survived, though Ana was not able to walk properly again.

According to Trento's CIA sources Paz was the suspected shooter in the Leighton assassination attempt. BOSS agents had allegedly helped prepare and send the communications in which "Zero" - the terrorist organisation to which Paz was affiliated - took credit for the assassination attempt on Leighton. Paz "was given a West German passport by BOSS agents and South African Ministry of Information officials provided Paz and Townley transportation out of Rome through the South African airline, investigators have recently learned. Townley apparently travelled under an American passport; using the name Kenneth W. Eynhart. According to CIA officials working in Rome at the time a report was sent back to CIA headquarters in Washington detailing Chilean, Cuban nationalist and South African involvement in the murder attempt."

According to the Sunday News Journal's sources Paz was also the suspected trigger man in the Smit killing. The same Brigadier Berretta handgun was used in both incidents. "The bullets recovered from the surviving couple in the Rome assassination attempt matched bullets recovered from the body of Mrs. Smit, according to a report on the incident filed from the Rome CIA Station."

In March1978 the FBI had managed to identify Townley as the key suspect it was searching for, for the 1976 murder of Orlando Letelier in Washington DC. Townley was extradited from Chile and agreed to turn state witness against his co-conspirators. However, in terms of the plea-agreement he would only have to testify about the Letelier assassination (not any of the other operations he had been involved in.)

Paz and Dionisio Suarez, who were also implicated in the Letelier murder, went on the run. (They were only tracked down and arrested by the FBI in the early 1990s.) Trento wrote that Ricardo Canete - a protected witness in the Letelier case- had told the Sunday News Journal: "Last year I brought Krugerrands to the FBI that the [Paz and Suarez] had been using as currency in Manhattan. I was told at the time that the boys were bragging that the coins had been given to them by BOSS."

I managed to contact Trento, who is now president of the Washington DC based Public Education Center. Trento said that he had come across the Smit angle after running an earlier story on the Cuban Nationalist Movement. He had been contacted by a high level CIA source who told him that he was missing a trick - and that was the murder of the Smits in South Africa. A major source for the article was James Jesus Angleton, the former head of counter-intelligence at the CIA, who had been instrumental in setting up BOSS in South Africa. Trento said that he had been told at the time, though he couldn't remember the source, that the hit had been set up using a solar energy company as a front. Trento said that he had found it strange that he had not been contacted by South African law enforcement agencies after the story had been run.

The Star's strange reporting

The Sunday News Journal story on the Cuban-exile connection to the Smit murder was extensively reported on in The Star (Johannesburg) on Monday February 25 and Tuesday February 26 1980. What is curious about The Star's reports are that they included various claims that were not in the original Journal article.

A normal reader would have assumed that these claims came from the Sunday News Journal investigation. Yet, they were not present in the original article. And Trento says that they did not come from him.

Some, maybe all, of these additional claims were false.

One explanation for the presence of these additional claims was that The Star had its own sources in the FBI and US Justice Department. However, on the Friday (January 29 1980) the newspaper said that it had had to run its own investigation into the Sunday News Journal claims as the newspaper "would not name its high level sources it quoted in the CIA, FBI, State Department and Justice Department."

Conclusion

The above survey has been mostly based on secondary sources. Without being able to drill down to the rock of primary material it is not possible to make firm judgments about the crime. If there is a tentative conclusion that can be drawn it is that it is important to look again into possible foreign involvement in the killing. There are three reasons for this:

Firstly, members of the South African security services would have had to be involved in recruiting the hit team, facilitating the operation and (perhaps) even the clumsy efforts to obscure the true nature of the crime. But it has always seemed unlikely is that they actually killed Robert Smit and, more particularly, his wife. By contrast DINA and the CNM had no compunctions about taking out targets along with their partners. Indeed, this seems to have been their preferred modus operandi.

Secondly, as far as I can establish, the local investigation has essentially run its course. There are strong suspicions about who was involved. But these suspicions have not been hardened into provable fact. It does not seem as if the possibility of DINA/CNM/Condor involvement has been properly explored. The 1980 Sunday News Journal article opened up an important new line of investigation, but it was not followed up by the police. As Trento commented in an email: "The thing I can't get my head around is why the SA authorities did not contact me just to see if they could move the case" (one possible reason for this was the apparent misreporting of his article by The Star.)

Thirdly, there always was an international dimension to the case. It seems almost common cause that Smit came across some kind slush fund overseas, that he planned to expose it, and this is what got him killed. However, the actual motive behind the killing has not been properly established. What was it about the way that this money was being used that so outraged Smit that he wanted to go public? And why was it regarded as so important that he be stopped from doing so, that there was resort to murder?

If a foreign hit squad was involved then there could have been as many as three groups involved in the assassination. There would be the South Africans who called in the hit (and perhaps tried to ‘clean up' afterwards). If the usual Operation Condor methodology applied, a first team would have been dispatched by DINA (or whoever) to locate and survey the target. Once the location and surveillance operation was complete, this team's mission would have been terminated. A second team would have then been dispatched to "carry out the actual sanction against the target" (Dinges, 2004 pg 194).

If this was how the assassination was worked then understanding the role of an individual suspect would require a grasp of how the whole thing fitted together.

Since 1980 a lot of information has emerged about DINA, the CNM and Operation Condor. However, in the primary and secondary sources that I was able to access very little seems to have come out about the relationship between BOSS and these organisations. In his 1980 book on the Letelier assassination, co-written with Saul Landau, Dinges writes only that Canete had done specialised jobs for BOSS.

Material has emerged that is at least indirectly relevant to the Trento thesis of CNM involvement in the Smit murders. In the Condor Years (2004) Dinges writes that it is now established that Townley and Paz set up the Leighton assassination attempt, and were in Rome at the time of the attack. However, while Paz/Zero were allowed to take the credit, the actual trigger man was Pier Luigi Concutelli an associate of Delle Chiaie. A Beretta 9mm handgun was used in the attempt.

It seems that the possibility of a South African slush fund located at Riggs Bank in Washington DC, and used to finance who knows what wrong-doing, is not implausible either. In August 1975 DINA's head, Manuel Contreras, had travelled to the US to meet CIA deputy director Vernon Walters at CIA headquarters in Virginia. In September 2000 Contreras told Lilian Olivares of Chile's La Segunda that "'Walters proposed that we take on a lobby of North American senators, to get them to stop harassing Chile in the international arena.' He said Walters suggested he contact five unnamed senators from both parties, ‘who would be paid $2 million a year so that they will act in favour of Chile.' Contreras said he took the idea back to Chile, but it was never implemented." (Dinges, 2004)

The truth about the Smit murders remains elusive. In the above account of the facts of the case, and the theories around it, there are certain interesting ‘coincidences'. For instance, Minnaar had Cuban connections. And Trento's CIA sources suspected Cuban-exiles of involvement in the killings. These may be significant, or they may mean nothing at all. However, if there is information out there that could show these ‘coincidences' to be provable linkages - then the crime would be very close to being solved.

Ricardo Canete, a protected witness in the Letelier bombing, told the Sunday News Journal that Virgilio Pablo Paz and Dionisio Suarez, the fugitives wanted in the Letelier killing, had been using CIA-supplied counterfeit money and South African gold Krugerrands to live on while at large.

Testifying under the name of Carlos Casado, Canete gave that information in secret to a grand jury in March 1978, but did not repeat it at the public trial.

The convicted Cubans defended themselves by claiming that the Letelier-Moffit killings were a CIA operation from the beginning. The Justice Department has insisted the murders were plotted by agents of the Chilean government.

The CIA started working closely in 1959? With anti-Castro Cubans, training them in Miami and Guatemala before the Bay of Pigs invasion. The CIA also played a large role in the overthrow of the Marxist Allende government in Chile in 1973.

FBI and Justice Department sources said the relationship between CIA, DINA and the Cubans explain why the CIA was reluctant to track down Paz and Suarez, the two Cubans who remain at large.

Some FBI investigators believe Paz was the trigger man in the Leighton attempt and in the murder of the Smits.

"The fact of the matter is we have gotten no cooperation from the CIA on tracking these guys down. They have been at large for more than a year and a half. They have been spotted coming in and out of the country and when the bureau gets tipped off it is always too late," one angry FBI agent told the Sunday News Journal.

The agent contends, "If we arrest these two, they are going to reveal how the CIA was responsible for the Letelier hit and others. I have got to think that the CIA has a real interest in keeping this from coming out."

The mysterious words “RAU TEM”, which were spray-painted in red on the walls and kitchen cupboards at the scene of the Smit murders, are decoded in Alan Elsdon’s book. The book reveals that “RAU TEM” is an Afrikaans acronym for “Randse Afrikaanse Universiteit – Tegnies En Moord”. It was a name given to a specialist sub-unit of the Bureau of State Security (B.O.S.S.), an intelligence agency created in 1969 by Hendrik van den Bergh (aka, The Tall Assassin). Hendrik van den Bergh, the creator of the term “RAU TEM”, was the only person who knew the meaning of the name and also the location of the main base of his clandestine unit. It was situated on an island in the middle of the Vaal Dam on a piece of ground owned by the old Rand Afrikaans University (now known as the University of Johannesburg).

According to reports, a surviving daughter of the Smit couple received death threats during the investigation into the murders. She was also offered a substantial amount of money in exchange for the family’s silence.

In the book “Really Inside BOSS: A Tale of South Africa’s Late Intelligence Service” it is claimed that Dr Smit discovered that S33million was diverted to a secret numbered account in a Swiss bank. The account’s owner was the State President, Dr Nicolaas Diederichs. Nicolaas Johannes Diederichs was South Africa’s fourth state president. Diederichs, a former finance minister whose international reputation was tainted by financial scandals, and who had allegedly held a massive secret bank account in Switzerland.

Using this knowledge as a weapon, Dr Smit returned to South Africa and “issued an ultimatum to Premier John Vorster”. He demanded a safe seat in parliament, to be followed with an appointment as Minister of Finance. And that, of course, is why he was murdered.

He died just eight days before the election, which would certainly have put him into parliament.

The Swiss bank account, holding R28-million and linked to Diederichs, was uncovered in 1980. A retired judge, Joseph Ludolf, informed a newspaper of the existence of the account.

A public outcry led to an investigation by the auditor-general, who found the “secret account” belonged to a David Mort and now contained only R500. What emerged, although it was swept under the carpet, was that Mort was a friend of Diederichs. The mystery deepened further when a safety-deposit box Diederichs had opened at Volkskas Bank shortly before his death was found empty weeks after his death.

Diederichs died of a heart attack on 21 August 1978 in Cape Town.

Around the same time, it emerged that the Erasmus Commission, which investigated the Information Scandal, had also probed the existence of a secret Swiss bank account said to contain R128-million.

The National Prosecuting Authority has confirmed the case remains open, so if new evidence surfaces, it will be investigated.

In a phone interview with the media, former foreign affairs minister Pik Botha, now 80, who was friends with the Smits, said: “No sufficient evidence was ever found to trace the murderers. It remains one of the most haunting criminal mysteries in our country.”

In the U.K., lateral flow Covid tests need to be confirmed by a second test before Covid-19 is officially diagnosed.

More than 1.5 million rounds of ammunition have apparently been stolen during looting in Durban.

News24 reported that sources in law enforcement said the ammunition was imported from Brazil and looted from a container depot in Mobeni south of Durban.

“Sources with knowledge of the incident said that the bullets were stored in a container at a depot on Leicester Road in the Durban south basin – an industrial precinct which was overrun by looters during the week. The lion’s share remains missing,” News24 said.

It appears the looters had inside knowledge of the shipment, which was stored high off the ground.

While visiting police operations in KwaZulu-Natal on Wednesday, Police Minister Bheki Cele revealed that 10 000 rounds of ammunition, thought to have originated from the container, were seized.

A shipping invoice which defenceWeb has seen, and which has not been verified as authentic, appeared to show that the ammunition was ordered in February this year by Centurion-based outdoor and sporting goods company Formalito, and supplied by Companhia Brasileira de Cartuchos, one of the world’s largest ammunition manufacturers.

According to the invoice, the container contained 800 000 rounds of 9 mm ammunition, and several hundred thousand rounds of .38, .32, .44, .45, .357 and .40 calibre ammunition.

This took place on Wednesday evening and that sources have stated that the ammo, imported from Brazil, would have ordinarily been shipped to Cape Town. It is unclear why the weaponry had been shipped to Durban.”

“These allegations coincide with a report in the Mail & Guardian this morning claiming that the violent riots, looting, and burning of businesses and malls were simply the first stage of a larger concerted strategy to destabilise the country.”

RIOTS LATEST – MISSING AMMO CAUSING POLITICAL PANIC

Riots have brought large parts of the country to its knees: Gauteng has been badly affected, but KZN is the epicentre of looting and violence. Hundreds have been arrested, and thousands of businesses have been trashed completely.

The death toll is also a grim statistic. As of 16:00 on Friday 16 July, a total of 212 people have been killed as a direct result of these riots. For Mileham, however, he suspects that the looters in question had some help from ‘inside sources’. According to the opposition figure, there is likely to have been some ‘willful cooperation’ from SAPS officials.

The local paper offered up this vague headline last week, “Car Part Thefts Up in Henderson in 2021, Police Say.” Most readers likely passed over the article. But, in the time it takes to read the piece, a half dozen catalytic converters can be stolen.

“It actually takes an individual who’s committing these offenses about three seconds really to slide up underneath the car and saw off a catalytic converter and they’re out,” police chief Thedrick Andres said in a livestream last month warning residents about the issue, Sabrina Schnur of the Las Vegas Review-Journal reported.

“It’s almost impossible for us to have an officer in every neighborhood that can prevent that.”

The public’s desire for cleaner air has placed catalytic converters on every new vehicle. Thieves don’t care about clean air, they steal the parts for the platinum, rhodium, and palladium.

There are only three countries PMGs can be mined in any quantity: South Africa, Zimbabwe, and Russia, not cauldrons of laissez-faire capitalism.

In fact, as [Rick] Rule points out, there is much discussion of nationalizing the mines in South Africa. “In a circumstance like that,” Rule said, “the shareholders are unwilling to put sustaining capital investments in the mines and unwilling to open new mines. The mines get more and more neglected and more and more long of tooth. The management substitutes labor, which is cheap[,] for capital, which is dear, which they might not own.”

The youth unemployment rate in South Africa is 70 percent, so hiring more workers is popular, but, the workers are unskilled, unproductive, and “because they're not allowed to employ much capital, are very, very, very inefficient. You're substituting labor for capital there. The labor force needs to be paid more, but they're unproductive so they can't be paid for.”

South African labor needs to employ more capital, but they can't because mining companies are afraid to provide the capital. These same companies need to open new mines as well, along with providing sustaining capital investments in the existing mines. But why would they, when they're not sure who's going to own the mines?

So, US car owners are being preyed upon by thieves, because South African mine owners are being preyed upon by their government.

The leaked database at the heart of the Pegasus project includes the mobile phone numbers of the French president, Emmanuel Macron, and 13 other heads of state and heads of government, the Guardian can reveal.

The South African president, Cyril Ramaphosa, and the Pakistani prime minister, Imran Khan, are also listed in the data, which includes diplomats, military chiefs and senior politicians from 34 countries.

The appearance of a number on the leaked list – which includes numbers selected by governments that are clients of NSO Group, the Israeli spyware firm – does not mean it was subject to an attempted or successful hack. NSO insists the database has “no relevance” to the company.

Political figures whose numbers appear in the list include:

- The South African president, Cyril Ramaphosa, who appears to have been selected by Rwanda in 2019.

- Emmanuel Macron, the French president, who appears to have been selected as a person of interest by Morocco in 2019. An Élysée official said: “If this is proven, it is clearly very serious. All light will be shed on these media revelations.”

- Tedros Adhanom Ghebreyesus, the World Health Organization’s director general, who also appears to have been of interest to Morocco in 2019.

- King Mohammed VI of Morocco, who was selected as a person of interest in 2019, apparently by security forces in his own country.

- Saadeddine Othmani, Morocco’s prime minister, who was also selected as a person of interest in 2018 and 2019, again possibly by elements within his own country.

- Imran Khan, the prime minister of Pakistan, who was selected as a person of interest by India in 2019.

- Felipe Calderón of Mexico, the former president. His number was selected in 2016 and 2017 by what is believed to have been a Mexican client during a period when his wife, Margarita Zavala was running for the country’s top political job.

- Robert Malley, a longtime American diplomat who was chief negotiator on the US-Iran deal, and who appears to have been selected as a person of interest by Morocco in 2019. NSO has said its government clients are prevented from deploying its software against US numbers because it has been made “technically impossible”.

Johann Rupert is one of South Africa’s best-known billionaires with shareholding in a large number of South African and international companies.

Bloomberg estimated Rupert’s wealth at $9.61 billion — around R140 billion — which gives an idea of the scale of his business empire.

Through Remgro, he has investments in the financial, healthcare, consumer products, industrial, infrastructure, media, and sports industries.

He also controls the Switzerland-based luxury goods holding company, Richemont, which boasts brands like Cartier, Dunhill, and Mont Blanc.

To understand Remgro, Richemont, and the Rupert family, one has to go back to the 1940s when his father, Anton Rupert, established the tobacco company Voorbrand.

Voorbrand was the forerunner of Rembrandt, which entered the South African cigarette and tobacco industry in 1948.

Rupert and D W R Hertzog also founded Distillers Corporation in the forties with interests in the wine and spirits industry.

Rembrandt was listed on the Johannesburg Stock Exchange in 1956, six years after Johann Rupert was born.

Since the 1970s, Rembrandt expanded its interests through investments in banking and financial services, mining, printing and packaging, medical services, engineering, and food.

During this period, Johann Rupert studied economics at the University of Stellenbosch but dropped out to pursue a career in business.

He worked for Chase Manhattan and Lazard Freres in New York before returning to South Africa in 1979 to start Rand Merchant Bank (RMB).

He was CEO until 1984 when RMB and Rand Consolidated Investments merged to form RMB Holdings. Johann Rupert left to join his father’s company, the Rembrandt Group.

Four years later, in 1988, he founded Richemont and was appointed non-executive director of Rothmans International. In 1991 he was appointed chairman of the Rembrandt Group.

Rembrandt co-founded South Africa’s first cellular telephony company, Vodacom, in 1993. It sold its stake in the mobile operator in 2006.

The Hawks National Priority Violent Crimes team (NPVC), together with the Attaqua K9 Unit from Oudtshoorn, have arrested a South African National Defence Force (SANDF) member following a cash-in-transit heist at a petrol station in Oudtshoorn on Monday 19 July 2021.

The 36-year-old SANDF Captain, attached to the Infantry School in Oudtshoorn, was arrested on Friday 23 July 2021 and will be the fourth suspect to be charged after three suspects were arrested shortly after the incident.

This comes after security guards from Fidelity Cash Solutions were robbed while collecting cash from a petrol station. One of the security guards was accosted by two armed suspects while on his way back to his armoured vehicle. He was disarmed of his service pistol and robbed of a bag containing cash.

Minutes after the robbery, the Hawks’ team stopped a Nissan Sentra and arrested three occupants. A search of the vehicle resulted in the seizure of the stolen security guard firearm and sealed money bag containing the stolen cash, along with a second firearm which had its serial number filed off.

The Hawks team also found a full set of SANDF uniform in the Nissan Sentra. None of the three occupants were soldiers. A loyal service medal was pinned to the jacket with the name and rank of the SANDF member.

Further probing found that the vehicle that was used in the robbery, a white Toyota Tazz fitted with false number plates, had been driven by the SANDF member. The white Toyota Tazz drove away from the crime scene and stopped next to a silver/blue Nissan Sentra and the stolen goods were transferred from the Toyota Tazz to the Nissan Sentra.

On Wednesday 21 July 2021, the Hawks team followed up on information received from Oudtshoorn detectives on the whereabouts of the Toyota Tazz used in the robbery. The Tazz was found parked inside a garage of a residence in Oudtshoorn, not far from the Infantry School. The set of false number plates used in the robbery was found inside the vehicle.

Consequently, the SANDF member was arrested. The suspect is due to appear tomorrow, 26 July 2021, in the Oudtshoorn Magistrates Court on charges of robbery with aggravating circumstances.

The Road Freight Association has raised concern about the movement of cargo through Durban Port and the country's image to the world.

The Road Freight Association (RFA) said it was “dismayed and gravely concerned” about the cyber-attack on Durban Port.

RFA CEO Gavin Kelly said in a statement on Friday that the attack had created “massive delays and unreliability of the movement of goods across all modes of transport” with road freight bearing the brunt of the impact.

Transnet advised its customers on 22 July that it was “currently experiencing a problem with some of its IT applications, and we have had to shut them down to identify the source of the problem”.

Kelly said the RFA had received confirmation from Transnet that it has “identified the source of disruption to its IT systems and that the technical teams continue to work around the clock to ensure that the impact remains minimal”.

“The gates to ports are closed which means no trucks are moving in either direction. This has immediate effect: the queues will get a lot longer, deliveries will be delayed and congestion will increase. The manual processes being used are also creating problems in terms of operations. Road freight operators already have a huge backlog resulting from last week’s civil unrest. The delays at the port will further exacerbate the problem. Deliveries will become unreliable and unpredictable – adding further inefficiencies into the supply chain,” Kelly said.

“The system needs to be adapted to ensure this sort of thing cannot happen in future. In the meantime, an alternative system, even if manual, needs to be put in place to ensure freight keeps moving into and out of the ports.”

“The implications for South Africa, both in the short- and long term, are serious. The past five years have seen our ports deteriorating further,” Kelly said.

In a World Bank report issued earlier this year, the Port of Durban was listed as one of the three worst ports in the world – out of 351 ports that were assessed.

“The effects of the cyber-attack are going to result in further reputational damage to South Africa. This further threatens our country’s status as the ‘Gateway to Africa’ for the import and export of goods. If this matter is not addressed urgently, the non-functioning of our ports will be yet another reason why international traders and shippers will choose other ports in Africa through which to move our goods,” Kelly said.

Race is not to blame for the violence that ravaged Phoenix in KwaZulu-Natal where several people were killed, but the failure of the police force and some of the country’s other security structures to do their job properly.

This can be gleaned from President Cyril Ramaphosa’s weekly newsletter in which he asks South Africans to have “honest conversations” with each other about race, while making special reference to the violence that played out in the predominantly Indian residential area of Phoenix.

The FF Plus has requested to have such an open discussion on race numerous times in the past. The party also asked that Affirmative Action (AA) and Black Economic Empowerment (BEE) must come under discussion as well.

The President must not try and hold up and hide behind racism when it comes to the events that took place in Phoenix. The truth is that the Phoenix community had no other choice but to protect itself seeing as the police force was apparently unable to.

Nobody is justifying vigilantism, but the situation in Phoenix must be seen in context of the actual events that transpired there as well as the fact that a lack of police presence greatly contributed to the situation’s volatility.

If the police force had done its job, those events would never have occurred in Phoenix, KwaZulu-Natal. President Ramaphosa must accept full responsibility for what happened seeing as he allowed incompetence to paralyse the country’s security structures on his watch.

The President is also wrong in assuming that the events in Phoenix reflect the average South African’s racial disposition.

A good example and true reflection of racial relations was evident between the people in Pongola where the entire community – white, black, coloured and Indian – joined hands to protect their town against anarchy.

It is wrong to focus only on what went wrong in Phoenix and ignore the good racial relations elsewhere.

The FF Plus has said this before and will say it again: The party is in favour of having an honest conversation about race where everyone will have the opportunity to have their voices heard, not just the ANC government.

In the mid 1990s, a Ugandan Journalist who attempted to write a biography on Kagame had all his materials and photographs sieved by Rwandan intelligence agents on behalf of the then Vice President Kagame.

In or about 1976, Kagame joined the Uganda Police force, something he has been careful to keep out of the public’s knowledge. Information gathered from a source on Dec 13, 2008 states that in that period, Kagame lived in the northern Ugandan town of Gulu along with other Tutsis.

The source believes they were working as spies on behalf of Museveni’s FRONASA. Considering how many FRONASA men had been infiltrated into Idi Amin’s State Research Bureau national intelligence agency in the 1970s and Kagame’s penchant for intelligence and other covert work, the Uganda Record can only speculate whether Kagame as a Uganda Police office might have doubles as a State Research Bureau operative as well.

In Feb 1979, when the Tanzania-Uganda war reached Mbarara town in western Uganda, Kagame joined FRONASA, or openly joined FRONASA. What Kagama did under FRONASA between 1979 and 1980 or where he was based or deployed is also not clear or public.

Kagame’s ruthlessness

He emerges again in the records as one of the “original 27” or “original 36” or “original 41” men that Museveni says he invaded the kabamba Infantry Training School with on Feb 6, 1981, as a new guerrilla force known as the Popular Resistance Army (PRA).

During that Feb 6, 1981 attack, three PRA guerillas Hannington Mugabi, Jack Muchunguze, and Paul Kagame received slight injuries.

After the PRA merged with the Uganda Freedom Fighters of the former President Yusufu Lule on June 9, 1981 to form the National Resistance Army (NRA), Kagame was appointed to head the NRA tribunal in Luwero Triangle.

This tribunal executed captured soldiers of the UNLA government army and tried and executed NRA guerillas suspected of being Agents of the UPC government of Milton Obote. Rather than use bullets for the firing squad, the NRA used small, blunt hoes called “Akafuni” to bludgeon their victims in the head.

Kagame’s ruthlessness earned him the nickname “Plato” among his fellow NRA guerillas.

When the NRA cut off western Uganda in Aug 1985 following the military coup that overthrew the Obote government, Kagame was transferred to the NRA’s new headquarters in Fort Portal town.

In Aug 1985, the NRA hijacked a Uganda Airlines Fokker Friendship F-27 aircraft after it landed at the airfield as Kasese town, about 74 km west of Fort Portal. It was Kagame who the NRA charged with handling the hijack.

Coordinating the hijack from Entebbe International Airport had been NRA guerillas Winnie Byanyima and Lt. Fred Mwesigye who was a secret NRA guerilla but working as a UNLA intelligence officer based in Entebbe.

In this same period in 1985, the NRA set up a roadblock at the Katunguru bridge area along the Kasese-Mbarara road in the Queen Elizabeth National Park in western Uganda.

The UNLA sent a contingent of soldiers to reinforce Kasese town. These UNLA troops then traveled in trailers to the area.

The troops were ambushed and surrounded by the NRA at the Katunguru roadblock. The NRA officer, Paul Kagame, ordered the trailers to be locked up with all the UNLA solders inside.

Several days later, a major stench came out of the trailers and when it was opened, the decomposing bodies of the UNLA soldiers lay on the floors.

Kagame’s at the NRA’s Military Intelligence Directorate

After the NRA seized state power in 1986, Kagame was deployed at the Military Intelligennce headquarters at Basiima Lhouse as an intelligence officer.

He rose in office to become the head of administration in the Directorate of Military Intelligence. He shared an office cubicle with another NRA intelligence officer, Aronda Nyakirima.

As director of administration in the NRA’s Military Intelligence, an NRA intelligence officer, Lt. Kenneth Kanyogonya, recalls an incident in which he, Kanyogonya, investigated an NRA officer called Alex who had brought into Uganda a machine that printed fake bank notes.

Kanyogonya had Alex arrested and he reported the case to Kagame. That afternoon, Kagame ordered the release of Alex and sharply rebuked Kanyogonya, ordering him to leave matters alone that were none of his business.

Lt. Kanyogonya, today a Kampala businessman, says he marvels when he reads and hears the many reports that portray Paul Kagame as “incorruptible”.

In 1990, the army sent Kagame to the United States’ military college at Fort Leavenworth for advanced military instruction.

Intrigue and murder within the RPF

Late in Oct 1990, more than three weeks into the invasion of Rwanda by a Tutsi-led guerrilla faorce, the Rwandan Patriotic Army (RPA), a mutiny or infighting of some form took place.

The overall commander of the RPA invaders, Maj. Gen. Fred Rwigyema, was shot dead in the back of his head, reportedly by a clique in the RPA led by Maj. Dr. Peter Bayingana, Maj. Crhis Bunyenyezi and Maj. Frank Munyaneza.

Hundreds of RPA guerrillas were massacred by their fellow RPA guerrillas and their bodies thrown into the Akagera River. It was the first report of bodies floating down the Akagera River.

After Rwigyema’s death, Maj. Gen. Salim Saleh, the former army commander and younger brother of Uganda’s President Yoweri Museveni, personally took Kagame to the RPA headquarters inside Rwanda whereupon Kagame took charge of the shattered force and reorganised it.

In its early days, the RPF – the political and administrative wing of the RPA – tried to allay fears of Rwanda’s Hutu majority that he RPF was a Tutsi force bent on seizing power and installing a Tutsi-only regime.

A number of Hutu, including a Col. Alexis Kanyarengwe were recruited and given prominent positions in the RPF. Kanyarengwe, a former Rwandan army officer who had fallen out with and been jaled by President Juvenal Habyarimana, was named the RPF’s Chairman.

However, on May 17, 1991, John Shyirambere Barahinyura, head of the Information and Research, RPF and a Hutu, resigned from the RPF “after finding out the RPF has no other intentions fro Rwanda other than being in power.”

In his statement of resignation, Barahinyura said: “Nobody can take orders from Kanyarengwe without first asking Paul Kagame.”

On Jan 29, 1991, a Kampala newsletter, the Shariat, reported that Kagame had been injured in fighting in Rwanda or in some kind of assassination attempt.

On July 28, 1991, the deputy commander of the RPA at the time of the its invasion of Rwanda on Oct 1 1990, Lt. Col. Adam Wasswa, died in a car accident at Lyantonde town in south-central Uganda where he and Kagame were in the same Toyota Landcruiser traveling for an RPF High Command meeting inside Rwanda. A one Captain Kairangwa also died in the accident.

Adam Wasswa’s family lived in Mbarara and he had been recruited into FRONASA in 1979 by Yoweri Museveni. Wasswa was a Rwandan Tutsi royal and was close to and supported the ambitions of the ousted Rwandan King Kigeli V.

The Citizen newspaper of Kampala commented on Jan 3 1991: “The Rwandese Patriotic Front which stormed Rwanda on October 1, 1990… are said to be tied up in a historical power struggle. Reports reaching The Citizen say that RPF is divided on three ethnic groups within the Tutsi tribe. It is alleged that among the Tutsi there are three different groups each with its own objectives.

“The groups are referred to as Abega, Abanyiginya and the commoners. It is further alleged that Abanyinginya are the true Kings of Rwanda… Reports further say that after the death of the top three commanders, Major Paul Kagame who is said to be unacceptable to the Abanyiginya led by Kigeli the last king of Rwanda and Major Adam Wasswa. It is alleged that [the] King Kigeli group has played a very significant role disorganising the RPF, distorting the whole cause to a mere power struggle… On [the] Uganda side, it is reported that from Kamweezi through Kishuro hills down Kahondo valleys [valley] insecurity is on the increase.”

A strong rumour had persisted among Rwanda’s Tutsi ever since Adam Wasswa’s death that he was, in fact, killed by Kagame and he did not die in a car accident. However there are no independent details to confirm or refute this belief.

Rose Kabuye’s revelations about the RPF’s methods and beliefs

In 1993, for reasons not clear, Kagame ordered the arrest and jailing of Lt. Rose Kabuye, on the most prominent femail RPF guerillas. She spent a year in the RPF jail.

Kabuye had left Uganda as a Lieutenant in the NRA at the time of the Oct 1, 1990 invasion. She was one of the RPF officers involved in the preparations and discussions that became the Arusha II peace talks in 1993 in Arusha, Tanzania.

One part of the RPF prison was called the “university”, for those prisoners condemned to die. Kabuye was in the prison designated for RPF officers.

Kabuye, during her detention, told her guards that during the Arusha peace talks with Habyarimana’s government she personally pushed for the RPF to be given the Ministry of Internal Affairs even it did not get any other ministry.

The RPF felt that the Interior ministry controlled all the vital grassroots local government institutions they needed to reach the common people.

She handled logistical and administrative work in Mbarara for the RPA during the first weeks of the October 1990 invasion.

Kabuye, while in prison, said that one of the strategic plans of the exiled Tutsis after 1959 waas to select beautiful girls to marry rich Ugandans. Then once they got children, the Tutsi women would discreetly poison their Ugandan husbands and inherit the money and property.

Some of the money was to be used to educate the young refugees in camps in Uganda. That is why, said Kabuye to her guards, most beautiful Tutsi women in Uganda are almost all widows.

RPF takeover and Paul Kagame’s reign of terror

The RPF guerrillas took power in Kigali in July 1994 in an assault on the capital led by Col. William Bagire and the field operation commanded by the Lt. Col. Stephen Ndugute Ndugute had been a Marine in the 1970s Uganda Army of President Idi Amin.

Kagame was named Vice President and Chariman of the RPA High Command. Dr. Emmanuel Ndahiro, who today is director of Rwandan state security, the National Security Service, was the spokesman of Maj. Gen. Kagame.

In the parts of Rwanda that the RPF rebels controlled in 1992 to 1993, massacres of Hutu civilians were widely known but litte reported in the major western news media. A man called Rubulika Kayongo was the Mayor of Kyaruhogo; he and a Colonel Twahirwa Dod coordinate the massacres because of their ruthless ness.

Massacres of Huts and seizure of their land continued after the RPF took power. At an army barracks at Karangazi, Hutus killed were concealed in a pit in the barracks covered by wooden boards. The barracks is located in the middle of a wooded and forested area.

As vice president and Minister of Defence, Kagame used to visit the Karangazi army barracks and he knew about the massacre of the Hutu there.

According to Maj. Furuma Alphonse, a former officer of RPF, in an open letter to President Kagame, “From the time Arusha Peace Agreement was being negotiated up to as late as 1996, you [Kagame] carried out a deliberate policy of using all means possible to reduce the Hutu population in the Umutara, Kibungo and Bugesera regions”.

These Hutu areas were deliberately resettled by Tutsi returnees from Uganda, Tanzania and Burundi respectively. Families of many top RPF leaders are among those who were resettled here.

In 1995, Sixbert Musangamfura, a former director of Rwanda’s intelligence services, issued a statement to the press in Nairobi, Kenya saying he had information on the killings of 312,726 Hutu who were then buried in over 300 graves.

Theoneste Majoro Lizinde, a Hutu who joined the RPA about a year before they took power, became the Commandant of the RPA’s General Headquarters. It was he who actually planned the RPA war in detail in its final phase.

After the RPF formed a government, he was part of the army but later fled to Nairobi after falling out with the government.

A sergeant called Jean Pierre of the RPA’s Directorate of Military Intelligence was dispatched by the Director of the RPA’s Military Intelligence, Lt. Col. Jackson Rwahama, to search for Lizinde in Nairobi.

Jean Pierre was a Rwandan Tutsi who had grown up in Mushiha in Burundi, Lizinde was then gunned down in Nairobi by Jean Pierre and other Kagame’s agents.

A Hutu and former Interior Minister under the RPF, Seth Sedashonga, at that time in exile in Nairobi and who also was to be gunned down on Kagame’s orders, told the British newspaper the Sunday Express whom he thought could have killed Lizinde.

“There is no doubt who sent the assassins. A Rwandan diplomat was arrested nearby, carrying a pistol. So why should Protector kagame want to kill his former colleagues in the rebel movement and in government? “Because I and Sixbert know too much. We know there is a deliberate poilice of ethnic cleansing. We know they are attempting social engineering on a vast, murderous scale. Why? First, to instill terror. Then to even up the population figures. Look at the Rwandan equation: how can a minority tribe of 1+ million govern a country dominated by a tribe of enemies who out number them three to one?” He pauses, and looks back at their lists that litter the table and patio. They want to make it Hutus 50 per cent, Tutsi 50 per cent. But to do that they will have to kill a lot of Hutus.” (Sunday Express, April 21, 1996)

Sixbert Musangamfura added: “When I was in charge of civilian intelligence I started to make a list. I had a network of informers, and soon saw that something bad was going on. By the time I left in August 1995, we had the confirmed names, dates and methods of killing of 100,000 people. But the killing still went on after I fled, and we are investigating the fates of another 200,000 people.” (Sunday Express, April 21, 1996)

In one of its March 1999 editions, The Rench newspaper Liberation described the disappearance of College St Andre in Kigali. Liberation disclosed that more the 100,000 Hutus had been burnt in crematorium created by the RPF in Mutara. SOS Rwanda-Burundi was the first compile a list of criminal of the RPF.

There have been many more reposrt of Kagame’s atrocities going back into the 1980s and 1990s, including the Kibeho Hutu refugee camp in 1995 to the gunning down or disappearance without a trace of many Tutsi RPF army officers, to the gunning down of journalists and the recent attempt to murder Lt. Gen Kayumba Nyamwasa.

8,000 Hutus were massacred by the RPF in the Kibeho camp in southwest of Rwanda in April 1995. The Shariat newspaper, reporting on the gruesome massacre of Hutus in 1995, said:

“Before RPF attacked Rwanda, there was no time in the history of that country when any government ever surrounded defenceless civilians there and bombed dead 8,000 of them as RFP recently did at Kibeho camp in south western Rwanda…”

The Rwandan forces deployed in the Central African Republic (CAR) under a UN mandate and those under a bilateral arrangement with Bangui serve the same purpose, President Paul Kagame noted on Thursday, August 5.

President Kagame noted this in Kigali while addressing a news conference together with CAR President, Faustin-Archange Touadéra, who had just begun his four-day state visit to Rwanda.

His comments came a day after Rwanda started deploying an additional infantry battalion of 750 military personnel to the United Nations Multidimensional Integrated Stabilisation Mission in Central African Republic (MINUSCA). With the latest deployment, Rwanda now has three battalions and a Level 2 hospital deployed under MINUSCA.

Last December, Rwanda quickly deployed Special Forces under a bilateral arrangement on defence to bolster the Central African Republic’s armed forces.

“Both deployments serve the same purpose, differently,” Kagame said, explaining that the force protection troops deployed on December 20, 2020 came in as reinforcement of Rwanda’s UN deployments in the country.

Both Kagame and Touadéra agreed that given the situation in and around Bangui at the time, when the country was heading to a presidential election and a rebel coalition was advancing with speed intent on disrupting everything and causing mayhem, speed was of the essence.

The dimension of the bilateral arrangement, Kagame said, brought in more speed and action “than the other one.”

“There was a sense of urgency when we deployed under the bilateral arrangement. Everyone thought that if we had to wait for the other force (UN force), it might take longer to arrive than the actual need for action in terms of time,” Kagame said.

That’s why, he indicated, CAR which was under pressure of rebel groups operating and moving fast and trying to destabilise the country which was moving towards elections requested for, and was given quick support.

“They (rebels) were threatening the capital. MINUSCA was there. I am sure they didn’t want this to happen (and) that the rebels would overrun the city of Bangui and derail the elections but maybe they were still studying…”

“And we couldn’t give orders to our troops that were under the UN because they are under the command of the UN and have different rules of engagement. We were more comfortable having this arrangement and, by this, we were able to deploy forces faster and to serve the same purpose the UN was supposed to be serving.”

The UN mission’s rules of engagement were slow, the two leaders acknowledged, yet there was a problem on the ground that required immediate action.

Touadéra said: “In this urgency, you know, it’s true there are UN forces and these forces have their rules of engagement. It was urgent for us because the conflict there (in CAR) is not a conventional conflict.”

The rebels, he noted, are not like a regular army that is easily recognised and separated from the population.

“It was, therefore, necessary to reinforce our forces which were under reconstruction.”

This is why, Touadéra said, his government found it necessary to activate its means of bilateral cooperation and as such contacted the Rwandan government for support in quickly countering and repulsing the rebel advance.

The participation of Rwanda’s special forces, Touadéra noted, was critical in blocking the advance of the Coalition of Patriots for Change (CPC) rebel alliance led by former president François Bozize.

Tensions in the country rose recently after Bozizé’s candidacy for national elections was rejected last year by the country’s highest court.

Italian Prime Minister Mario Draghi and Rwandan President Paul Kagame stress need for more inclusive, sustainable and holistic approaches ahead of the Summit in New York in September.

Communications Unions have called for an explanation into why armed soldiers were allowed inside the South African Broadcasting Corporation (SABC) headquarters in Auckland Park, Johannesburg.

The staff has reported seeing soldiers carrying guns walking through the third floor of the TV Building where the News studios are situated.

The SABC has confirmed that soldiers were deployed to its offices in Gauteng and KwaZulu-Natal to protect the national key points.

President of Bemawu, Hannes du Buisson has challenged the SABC to study their CCTV cameras if they want proof of the soldiers in the newsroom. He says the presence of soldiers creates an atmosphere of fear.

“That easily could create the impression that government or the SANDF are watching you, as journalists. You don’t have to say anything, your mere presence there totally out of place, totally unwarranted, unjustified, being in the public broadcaster building armed with rifles, totally out of place. All of that has certainly created the impression that we are not free, we are not independent, we are watched by Big Brother.”

The SANDF says they were deployed to National Key Points during the riots in July, and SABC premises are part of that deployment. SANDF spokesperson, Brigadier General Mafi Mgobozi, says soldiers will remain stationed where they are needed until they are told to withdraw.

“Our soldiers, when the unrest started, we started deploying our soldiers to national key point areas. The SABC was one of them. And then this deployment will continue until we receive instruction from the Commander in Chief that our soldiers must start withdrawing from the areas where they are.”

Transport Minister Fikile Mbalula tweeted: “We know that the rebels intended to take over the broadcaster.” Du Buisson says if this is true, the broadcaster must play open cards with the employees and the country.

“If a Minister of this country says the rebels wanted to take over the broadcaster, that is very serious. And I think the question should be asked to the board, were you aware or are you aware of any attempts that were aimed at taking over the public broadcaster, the SABC? And why has that not been communicated to the general public out there.”

The SABC says it will not be commenting further at this stage.

The FF Plus is deeply concerned about the large quantities of ammunition and firearms stolen from the police and metro police in Gauteng and the strong possibility that it may end up in the hands of criminals.

The Gauteng MEC for Community Safety, Faith Mazibuko, confirmed in response to a written question by the FF Plus that thousands of rounds of ammunition and 107 firearms belonging to the police and metro police were reported stolen or missing between July 2020 and June 2021.

At present, there are 279 cases under investigation in which police officers’ ammunition and firearms were stolen during armed robberies or have simply gone missing from safes.

In Gauteng alone, 84 police officers are under investigation. The missing firearms include one shotgun, four R5 rifles and 274 pistols.

In addition, 1 668 R5 rounds, 575 shotgun rounds and 1 644 9mm rounds have gone missing. Of the police officers, 12 have already been found guilty, one has been suspended from service and 11 have been given final warnings. The rest are still under investigation.

Ten officers of the Ekurhuleni Metro Police have reported their pistols and ammunition as stolen. These incidents are also still under investigation.

Ten officers of the Tshwane Metro Police have reported their 9mm pistols and ammunition as stolen. Eight of these cases are being investigated and the final result in the other two is pending.

Three Gauteng traffic police officers have also reported their pistols and 45 rounds of 9mm ammunition as stolen. Some of these officers’ firearms were stolen during a hijacking.

This clearly points to poor management as well as a lack of control and discipline; decisive action must be taken.

These weapons that have gone missing or have been stolen are precisely the kind of weapons used in committing transit heists and even farm attacks.

Speaking with Newsbreak Lotus on Saturday, the controversial businessman – and son of former President Jacob Zuma – said that a plan was ‘now in motion’ to challenge Ramaphosa at the 2022 ANC Elective Conference.

Duduzane has made no secret of his desire to follow in his father’s footsteps, and a bid for national leadership has been on the cards for a while. Zuma Jnr finds himself a popular choice amongst some factions of the ANC.

However, he may struggle to appeal to a broader audience – largely down to his connections with the Guptas. Duduzane worked very closely with the corrupt Indian billionaires, and their ties to state capture also reflect on the 37-year-old.

While speaking on-air, Duduzane Zuma said he was allowing himself to ‘dream big’, claiming that he would ‘do things differently’ to how President Ramaphosa is running the country. The battle, it seems, has begun in earnest.

On the eve of the first of six scheduled French nuclear weapons tests in the South Pacific atoll of Mururoa in September, Greenpeace, an offshoot of Prince Philip's World Wide Fund for Nature (WWF), carried out a series of violent protests. A Greenpeace team somehow managed to penetrate the highly militarized nuclear test zone. French authorities revealed that the team was led by two highly trained retired professionals from the British Army's Special Air Services (SAS), its elite paratrooper and commando arm. "They are people used to operations which have nothing to do with ecology," commented the French Security Services commander on the scene.

The incident points to the fact that SAS is active in international terrorism today, and that the motives behind its deployment are different than those of its patsies. As this report will show, SAS deployment is a key component of the "afghansi."

SAS has a special role derived from the fact that it operates outside the British government command structure, and is directly beholden to the Sovereign. Formed in 1941 by Lt. Col. David Stirling, it has always drawn on the highest levels of the Scottish oligarchical families for its officer corps. Stirling himself was from the Fraser family (the Lords Lovat), one of the oldest and wealthiest of the Scottish Highland families.

Closely associated with the royal family throughout his career, Stirling served as the "Goldstick" at Queen Elizabeth's 1952 coronation. The Goldstick is the royal household official solemnly mandated with securing the Sovereign's protection. Until his death in 1990, Stirling was a principal military adviser for Prince Philip's World Wide Fund for Nature, the royal family's most important private intelligence agency, and an organization bankrolled by his uncle, Lord Lovat, and his cousin, the Hongkong banker Henry Keswick. Together with its numerous private security company spinoffs, SAS is the military arm of the WWF.

SAS methods and procedures

According to the British Army handbook, the SAS is "particularly suited, trained, and equipped for counter-revolutionary operations," with a specialization in "infiltration," "sabotage," "assassination," as well as "liaison with, organization, training, and control of friendly guerrilla forces operating against the common enemy." From its inception in World War II, Special Air Services was detailed to run sabotage behind enemy lines and to organize popular revolt, at first in North Africa, and then in the Balkans, where another Stirling cousin, Fitzroy Maclean, ran British operations.

At the end of the war, SAS was disbanded, but it was soon revived to crush the Malay insurgency in Malaysia, and the Mau Mau insurgency in Kenya. The principle employed was to take over the insurgency from within, and use it to destroy the native population. In his 1960 book Gangs and Countergangs, Col. Frank Kitson boasted that the British were covertly leading several large-scale Mau Mau units, and that many, if not all Mau Mau units had been synthetically created by the colonial authorities. As a result of this practice, 22 whites were killed during the insurgency, as compared to 20,000 natives.

Based on this principle, SAS emphasized recruitment of natives, as it received increasing responsibilities for overseeing counterinsurgency within the postwar empire, as well as organizing insurgencies elsewhere. In New Zealand, 30% of SAS was drawn from the indigenous Maori tribes, later supplemented by Sarawak tribesmen from Indonesia. By the 1960s, New Zealand SAS was active throughout Southeast Asia, organizing tribal revolts against the Burmese government, and stirring similar movements in Northeast India. Similarly, SAS squadrons based in Rhodesia ran the 1960s tribal separatist insurgency in Zaire. They later recruited and deployed natives in terrorist raids in Mozambique and Zambia.

Today, there are three known SAS regiments, comprising 4,500 highly trained commandos in total. Training exercises for 15-man teams simulate terrorist assaults, in order, it is said, to "know the mind of the terrorist." Such teams are often sent abroad, to train British Commonwealth and other military units in the techniques of terrorist assault, as well as the use of tribal auxiliaries in covert warfare. Through such means, SAS has built an extensive terrorist control capability, especially in its former colonies. Its soldiers currently serve officially in some 30 countries.

'Private' means 'Her Majesty's'

In order to facilitate its role as a disavowable arm of royal household covert operations, SAS has spun off a series of private security and mercenary recruitment firms led by its retired or reserve-status officers. Among these are Keenie Meenie Services, whose name is taken from the Swahili term for the motion of a snake in the grass. During its heyday in the 1980s, KMS shared offices with Saladin Security, another SAS firm, next door to the 22nd SAS Regimental HQ in London. The firms were run by Maj. David Walker, an SAS South American specialist; Maj. Andrew Nightingale of SAS Group Intelligence; and Detective Ray Tucker, a former Arab affairs specialist at Scotland Yard.

Others SAS firms include:

• Kilo Alpha Services (KAS), run by former SAS Counter-Terrorism Warfare team leader Lt. Col. Ian Crooke;

• Control Risks, run by former SAS squadron leader Maj. Arish Turtle; and

• J. Donne Holdings, run by SAS counterespionage specialist H.M.P.D. Harclerode, whose firm later provided bodyguards and commando training for Libyan leader Muammar Qaddafi.

SAS operations under KMS label have been particularly important. In 1983, Lt. Col. Oliver North hired KMS to train the Afghan mujahideen, and simultaneously, to mine Managua harbor in Nicaragua, and to train the Nicaraguan Contras. At the same time, KMS was detailed to provide personal security for the Saudi ambassador to Washington, Prince Bandar, a close associate of then Vice President George Bush, who helped supply tens of billions of Saudi dollars for "Iran-Contra" operations internationally.

KMS has a long history in the Arab and Muslim world. One of its first known assignments, back in the 1970s, was to aid Oman in repressing a revolt in its province of Dhofar. Oman remains a de facto British colony; its officer corps is dominated by British officers on secondment. KMS has also worked in Kuwait, Bahrain, Saudi Arabia, and Qatar, all of which are de facto British colonies, and all of which include numerous former SAS officers in their security apparatus. The current security chief in Bahrain, Ian Henderson, for example, was an SAS officer in Kenya during the Mau Mau period. The Omani chief of security is a former SAS officer, as is the case in Dubai, where KMS official Fiona Fraser, another Stirling relative, resides.

These oil sheikhdoms are key hubs for British covert financial operations internationally. Dubai, for instance, is the center of the illegal flow of gold to Asia, while Kuwait has been a major bankroller of Afghan and Pakistan opium cultivation. The emirates' gold trade, which is integral to the drugs-for-arms trade, is overseen by the British Bank of the Middle East, a Dubai-based subsidiary of the Hongkong and Shanghai Banking Corp., a centuries-old leading financier of the opium trade dominated by Stirling's cousins, the Keswicks. Abu Dhabi, similarly, was the headquarters of the Bank of Commerce and Credit International, the now-defunct narco-bank. BCCI, which was run by WWF activist and funder Hassan Abedi, was a major conduit for bankrolling the Afghan War.

The relations of these SAS firms with the Iran-Contra narcotics trafficking, emerged dramatically in August 1989, when reports surfaced in the British and Italian press that the Colombian Cali Cartel, historically most closely tied to the George Bush machine, had hired SAS veterans to assassinate Pablo Escobar of the rival Medellín Cartel. On Aug. 16, three days after the story broke, Colombian presidential candidate Luis Carlos Galán, a fierce opponent of the drug trade, was assassinated, some Colombian government sources say, by these British mercenaries. Among the individuals identified as working for the Cali Cartel were Col. Peter McAleese, a former SAS officer in Malaysia; Alex Lenox, a former member of the SAS Counter-Terrorism Warfare task force; and David Tomkins, a veteran of Afghanistan.

WWF's 'Operation Lock'

In 1988, Prince Bernhard of the Netherlands, a co-founder of the WWF with Prince Philip, established a special hit squad within the WWF under the name of "Operation Lock," officially charged with stopping the poaching of elephants and rhinos in South Africa's national parks. Operation Lock hired Kilo Alpha Services (KAS), the private security firm led by Lt. Col. Ian Crooke. Crooke was a commander of the 23rd SAS Regiment, a part-time unit composed of reserve officers and soldiers frequently employed in SAS private security firms. His brother Alastair, the British vice consul in Pakistan, helped oversee the arming of the Afghan mujahideen.

Operation Lock is the secret behind the fratricidal warfare in South Africa between the African National Congress (ANC) and the Inkatha, which killed 10,000 people between 1990-95. KAS supervised the commando training of Zulu followers of Chief Mangosuthu Buthelezi's Inkatha, who were employed as game wardens and guards in several South African national parks. It also undertook the training of opposing Xhosa tribal followers of Nelson Mandela's ANC, in different parks. Beginning in 1989, these commando teams began what has since been referred to as "third force" killings: the slaughter of ANC and the rival Zulu cadre in such a way as to implicate each other.

In August 1991, Zimbabwean Minister for National Security Sydney Sekerayami accused KAS of "being a cover for the destabilization of southern Africa." In 1993, his government's investigations determined that the 1992 Boipatong anti-Zulu massacre was carried out by the "Crowbar squad," a Namibian anti-poaching unit created and trained by KAS.

Destabilizing Sri Lanka

In 1983, Sri Lankan President Julius Jayawardene asked the U.S. and British governments to help him suppress the insurrection led by the Liberation Tigers of Tamil Eelam (LTTE, Tamil Tigers). The British government authorized KMS to train the Sri Lankan Army in counterinsurgency, and to lead Army units fighting the LTTE. For its part, the United States set up an "Israeli interests" section at its embassy in Sri Lanka, also charged with training the Sri Lankan Army. But simultaneously, KMS and the Israelis were secretly training the LTTE too, at training camps in Israel and elsewhere. The Sri Lankan civil war rapidly increased in intensity. In 1991, the LTTE was implicated in the murder of former Indian Prime Minister Rajiv Gandhi.

An article in the Western Mail in Wales at the time noted: "A band of mercenary soldiers recruited in South Wales is training a Tamil army to fight for a separate State in Sri Lanka. About 20 mercenaries were signed up after a meeting in Cardiff, and have spent the last two months in southern India preparing a secret army to fight the majority Sinhalas, in the cause of a separate Tamil State in Sri Lanka." According to recent Indian press reports, the LTTE is now being equipped with Stinger missiles diverted from former Afghan mujahideen stocks.

The afghansi

Throughout the 1980s, SAS was on the ground in Pakistan as a lead agency training the Afghan mujahideen. SAS expertise in "sabotage," and "liaison with, organization, training, and control of friendly guerrilla forces," was, of course, much in demand when Islamic volunteers with plenty of fervor, but no military training, began arriving in Pakistan from all over the world. In camps throughout Pakistan, these youth and their Afghan refugee counterparts, were turned into commandos, and sent into Afghanistan to fight. In reality, the Afghan operation was always deployed against all nation-states in the region, not just the Soviet Union.

Oman was a particularly critical base of SAS operations into Afghanistan throughout the 1979-89 war. According to the recent unauthorized biography of Mark Thatcher, son of the former British prime minister, Oman's extensive SAS community served as the principal British arms-shipping center for the mujahideen.

The sultan of Oman, Qaboos bin Said, was installed on the throne in 1970, in an SAS-orchestrated coup that deposed his father. The head of the coup effort was Brig. J.T.W. ("Tim") Landon, who had been an intimate of Qaboos since the 1950s, when both had attended the British military academy at Sandhurst. The newly installed sultan showed his gratitude to his old school chum by making Landon his equerry, special adviser, and chief military counsellor. Landon built up Oman's military as one of the best-armed small forces in the world. The arms purchases were handled by another former British Army officer, David Bayley, who set up a purchasing office in the Omani capital of Muscat. Another active figure in the British military community in Oman was Lt. Col. Johnny Cooper, a founder of SAS.

Landon enjoyed intimate ties to both Mark Thatcher and Prime Minister Margaret Thatcher throughout the 1980s, and this further facilitated Oman's key role as a weapons conduit to the Afghan mujahideen. A look at a map of the Arabian Sea and the Indian subcontinent shows that Oman is a stone's throw away from the Pakistani port of Karachi, the major weapons-importing point (and heroin-exporting point) for the Afghan rebels.

Ironically, another strong player in Oman during this period was one of the American CIA figures who most closely followed the British SAS model: Theodore G. Shackley. Shackley had directed the CIA's "secret war in Laos" during the late 1960s and early 1970s, and had written a book, The Third Option, spelling out the SAS approach to training and controlling local insurgent armies as surrogates. Much of the Laos "secret war" had been financed by the sale of Golden Triangle opium. Shackley was a pivotal behind-the-scenes player in George Bush's "secret parallel government" apparatus that ran the Afghan, Nicaraguan, Angolan, and other covert operations.

When Shackley left the CIA, he went on retainer with a shadowy Dutch oil trader named John Deuss, who developed a special relationship with Sultan Qaboos that was almost as tight as the Omani's ties to Brigadier Landon.

Typical SAS uses of these afghansi include:

• Punjab: In 1984, Sikh separatists assassinated Indian Prime Minister Indira Gandhi, following a several-year bloody insurgency in Punjab. Many of the Sikh terrorist leaders had fought in Afghanistan. The Sikh terrorist groups active in Punjab, such as Babbar Khalsa, were trained abroad by SAS veterans in British Columbia, Canada, and Britain. Many of these Canadian Sikh leaders also oversaw western arms smuggling to Pakistan for the war in Afghanistan.

• Kashmir: In May 1995, Kashmiri separatists occupying the Charare-e-Sharif mosque burnt it down, after a three-month Indian Army siege. "India should remember that the fire of Charare-e-Sharif will not be confined to Kashmir alone, but will burn Delhi and Bombay," the leader of Harkat-ul-Ansar threatened following the incident. The group is composed and led by former Afghan mujahideen, and is an offshoot of the "Islamic fundamentalist" Jamiati Islami of Pakistan which received millions of dollars from the West during the Afghan War.

The leaked documents obtained by al-Jazeera and shared with the Guardian contain the names of 78 foreign spies working in Pretoria, along with their photographs, addresses and mobile phone numbers - as well as 65 foreign intelligence agents identified by the South Africans as working undercover. Among the countries sending spies are the US, India, Britain and Senegal.

The United States, along with its French and British allies, is the major military and diplomatic power on the continent. South Africa spends a disproportionate amount of time focused on Iran and jihadi groups, in spite of internal documents showing its intelligence service does not regard either as a major threat to South Africa. “The Americans get what they want,” an intelligence source said.

According to one intelligence officer with extensive experience in South Africa, the NIA is politically factionalised and “totally penetrated” by foreign agencies: “Everyone is working for someone else.” The former head of the South African secret service, Mo Shaik, a close ally of the president, Jacob Zuma, was described as a US confidant and key source of information on “the Zuma camp” in a leaked 2008 Wikileaks cable from the American embassy in Pretoria.

In 2003 the Sunday Times published a story that Mac Maharaj had received about R500 000 and free nights accommodation in Disneyland from Shabir Shaik while doing business with an affiliate of Halliburton (a Dick Cheney company that profits in post-war Iraq). It was alleged that the R500 000 payment was made in relation to the awarding of tenders for the new-format driver’s licence and the N3 toll road between Johannesburg and Durban. The toll road deal was financed in part via FirstRand subsidiary Rand Merchant Bank. Maharaj was never charged for his alleged impropriety and his reputation was irreversibly blemished.

In the book by Patraigh Omalley, Shades of difference: Mac Maharaj and the struggle for South Africa, it is revealed that Mo Shaik first made claims of a political conspiracy against Jacob Zuma during this time when the NPA was investigating Zuma and his brother Shaik. Omalley claims that Mo Shaik was furious when he learnt that the NPA was investigating Jacob Zuma, whom he worked with in the ANC intelligence structures during apartheid. During the Hefer Commission (referred to below) he consistently stated that he knew Zuma was not involved in arms deal corruption. It arouses much interest why Mo Shaik was troubled by the NPA’s investigation of Zuma.

It emerged during the inquiry that Mo Shaik had in his possession a database of over 800 suspected apartheid government spies, which he refused to hand over to the National Intelligence Agency, because according to him that was the property of the ANC. The real reasons for Mo Shaik to have still been holding on to this database remain unclear. But one can only deduce that Mo Shaik might have been inspired by the J Edgar Hoover (1895-1972), the former head of the Federal Bureau of Investigations (FBI), who amassed secret files on political leaders including every US president during his near 50 years tenure at the FBI. Hoover used this information to smear and manipulate highest political office bearers to advance his political adventures.

An apartheid murderer, Gideon Nieuwoudt, who was involved in the senseless murder of Steve Biko and many other South Africans who resisted the repressive apartheid regime, had some questionable relationship with Mo Shaik. Maharaj reported during the Hefer Commission that he once found Nieuwoudt at Mo Shaik’s house prior to him (Nieuwoudt) being interviewed by e.tv about these spy allegations.

Zuma himself had insinuated on countless occasions that if prosecuted, he would not go down alone. Something that suggests he possesses sufficient knowledge of improprieties committed by his fellow comrades, which he attempts to use as blackmail against state authorities and secure his freedom. Last time I checked, withholding evidence of a crime was a criminal offence. Lekota recently asked how Zuma knows who committed what crimes if he was not part of it and is innocent as he claims.

The relationship between Mo Shaik and Jacob Zuma appear to have remained firmly in tact; and Mo Shaik appear to be an influential Zuma lieutenant given some of the pronouncements he has a tendency of making on behalf of the ANC, as when he told us prior to Polokwane that Zuma would keep Manuel in cabinet, although he was not a member of the ANC national executive committee. Mo Shaik has become a permanent and important apparatus of Jacob Zuma; seen at almost all public gatherings by Zuma’s side and occasionally stepping forward to share his opinions about the ANC or Zuma with us.

His concocted insinuations of political conspiracy against his long-time comrade led Judge Nicholson to infer that Thabo Mbeki was behind the mechanisations to prevent Jacob Zuma from becoming president of the country. The Nicholson judgment and subsequent recall of Thabo Mbeki was a decisive victory for Mo Shaik as it paved the way for Jacob Zuma to become president; and also perhaps a considerable boost for his yet to be publicly known political aspirations. It raises questions as to whether perhaps Mo Shaik was the force behind a sudden change of heart by Jacob Zuma to entertain political conspiracy claims when Zuma had previously agreed in the presence of the ANC national executive committee that nothing of that sort existed.

Even arousing more interest is the Noseweek report that Shabir Shaik once accompanied his friend the then minister of public enterprises, Jeff Radebe, on an official trip to Russia; which puts his recent tirade against Terror Lekota in perspective. Connect the dots.

Ewi said Islamic State has sleeper cells in South Africa and has recruited South Africans into its ranks. Some of these extremists fought with the group in Syria, some are involved in Cabo Delgado, and others are lying low in various cities in the country. He advises Pretoria to tighten border control and surveillance, identify vulnerable populations and critical infrastructure, strengthen regional intelligence sharing and reinforce early response mechanisms.

What is worrying is that direct links between Islamic State elements in South Africa and those in Mozambique have already been detected. For example, security sources have revealed that two accomplices of Islamic State suspects in South Africa were identified by South African officials in a photograph which the Cabo Delgado insurgents recently posted. The two are linked to legal cases underway in South Africa.

According to recent reports, both Islamic State (IS) and Boko Haram have established training camps in South Africa.

There is history here. South Africa has a long tradition of jihadi groups and terrorist organizations operating training camps within its borders. Since the 1990s, Hamas, al-Qaeda and multiple Pakistani terrorist groups had more than a mere presence in South Africa – they were indoctrinating, recruiting and training South African Muslims. South Africa was also used as a rear base for laying low, preparing, and logistics.

Over the years the South African government has been aware of extremist activities within its borders. It observed them but did not respond. It is probably for just this reason that South Africa became popular with jihadi organizations and extremist groups.

Another active player in South Africa is Iran. Another leaked South African Intelligence document, titled Iranian Intelligence Service (MOIS) Operational Target Analyses and written in 2010 by the National Intelligence Agency, reported that the Iranian intelligence service was involved in training South African citizens inside South Africa. According to the report, regular training sessions were held in the Zakariyya Park Madrassa in Johannesburg to prepare South African and foreign students for a possible jihad against “USA aggression in the Middle East”.

Several Pakistani citizens attended training sessions at another training facility on a farm near Port Elizabeth. A third facility in Kwazulu Natal was a special training camp focused on Muslim students. The facility was led by a South African Muslim with jihadi credentials and with links to the Taliban.

In the years following the 9/11 attacks in the United States (US), several allegations have emerged linking South Africa to international extremist organisations, along with incidents suggesting that South Africa has served as an operational base for individuals connected to extremist groups abroad. In addition, terror alerts issued by the US Diplomatic Mission to South Africa over the last two years have caused concern over potential attacks in the country. In 2014 the reach of international extremism became evident when reports emerged of South Africans travelling to the Middle East to join the Islamic State of Iraq and Syria (ISIS).

Willem Els is a senior training coordinator on terrorism for the Institute for Security Studies.

He said that South Africa should be extremely worried about South Africans fighting alongside the insurgent group in Mozambique.

“As we know, the Hawks actually admitted there are 12 South Africans fighting with these people, so it’s possible that these South Africans are fighting with these people on the attack. There might be more, some assumed leadership positions within the group.

“They are gaining some experience there, some brutal attacks, some might even return as foreign-trained fighters back to South Africa.”

Els said that these South African militants might return home to South Africa as seen in the aftermath of the terror attacks in Syria as foreign-trained fighters.

By 1980, Shaik and his brother Yunis had gone to Swaziland and set up their first contacts with the ANC. [Remember, the recent violence started in Swaziland/eSwatini before it began in South Africa. >>14106215

In 1984, Shaik and his unit were called to Swaziland and told to create infrastructure to "support and sustain" ANC underground leader Ismail Ebrahim, who was meeting internal leaders ahead of the movement's 1985 Kabwe Conference. The instruction came from Jacob Zuma, then leader of the ANC's southern command, which covered then KwaZulu and Natal.

Says Yunis: "Along the line the Security Branch became aware of Ibi's presence. We had been instructed to protect him at all costs, even if it meant we had to go into detention. Through an elaborate process Moe managed to get Ibi out. He couldn't get himself out and was captured."

Ironically, it was their horrific treatment that led to Shaik's arguably greatest coup: turning Security Branch officers to work for the ANC.

A policeman gave Shaik access to Security Branch files, allowing him to trace informers and identify threats to ANC cells and operations.

Shaik copied the files and got them to London where they were handed over to Zuma. Shaik was instructed to continue with the operation, which became known as "Project Bible", developing the counter-intelligence network.

Bible not only undermined Security Branch operations against the ANC but gave Shaik massive currency within the ANC and its above-ground allies like the United Democratic Front and Natal Indian Congress, earning him the friends and enemies he has within the ANC today.

Shaik's unit became involved in Operation Vula, aimed at preparing for the return of ANC leaders to South Africa. The operation was blown in 1990 and the Security Branch became aware that it had been infiltrated. Shaik went underground again, surfacing only when negotiators secured "amnesty" for the Vula team.

He was deployed as part of the ANC team during the Codesa negotiations in the early 1990s.

Former intelligence minister Ronnie Kasrils says Shaik was "very key" during this period.

"He showed himself to be extremely skilful. Moe went through that period of debate and interaction through the negotiations, helping to draft the principles for security legislation and the interim constitution. He was at the rockface of fashioning the legislation for the security sector and in the amalgamation process in 1994," he says.

"He did a very good job. He was central to the process of amalgamation of intelligence agencies from the apartheid system and the liberation movement, to the negotiations process," says [Sunny] Singh.

He [Moe Shaik] underwent intelligence training in the then East Germany while running the ANC's Project Bible.

A veteran of the pre-liberation African National Congress armed wing, Umkhonto we Sizwe (MK, Spear of the Nation), General Siphiwe 'Gebuza' Nyanda doesn't scare easily. Yet when a well armed hijacker decided on 23 March to make off with his Porsche luxury car, he didn't offer any resistance. Nyanda survived without a scratch and the car was found without serious damage a few hours later. Another random hijacking? Perhaps, but it has emerged that Nyanda is the spokesman for a group known as Senior Commanders and Commissars of the ANC's former military wing.

Just days before the attack, this group published a memorandum highly critical of President Jacob Zuma's style of government (AC Vol 57 No 6, Gordhan and Zuma slug it out). It ran through the familiar charge sheet: December's damaging and arbitrary sacking of Nhlanhla Nene as Finance Minister; the orchestrated harassment of current and previous Finance Minister Pravin Gordhan by the Hawks, the specialist police unit. Then the group declared its support for Mcebisi Jonas, who said that the Gupta family had offered him the post of Finance Minister before Zuma sacked Nene (AC Vol 55 No 11, A loyalist cabinet and Vol 57 No 4, Zupta Inc.).

Then came the coup de grâce which removed any ambiguity about the group's intentions. The memo concluded, '…in the light of the many challenges facing the ANC and the state, we further call for the leadership of the ANC to urgently convene a special National Conference.' In today's febrile political climate, the idea of a special ANC conference would have but one aim: to sack Zuma from the presidency, a rerun of the recall of ex-President Thabo Mbeki at the Polokwane National Elective Conference of 2007.

Fighters fight back

The call had special weight, given Nyanda's history as an MK commander. The other signatories had their standing, too, both as liberation fighters and security apparatchiks who had fallen foul of Zuma. Riaz 'Mo' Shaik, former MK fighter and then head of the National Intelligence Agency (NIA), was a long-time Zuma ally. Indeed, his brother Schabir Shaik was a close business ally of Zuma's and was gaoled for involvement in 1999's US$6 billion arms procurement scandal (AC Vol 52 No 25, High unit costs).

Also among the signatories was another former NIA boss, Gibson Njenje (AC Vol 52 No 14, Zuma and the securocrats). Both Shaik and Njenje split with Zuma after they had tried to block what they saw as the Gupta family's growing power. Amid the rising chorus of Zuma critics, Nyanda's group is the most forthright and probably carries the most political weight. For some, that could mean that the theft of his car was the first warning shot. There's no sign that he and his battle-hardened friends are ready to back off.

A more prosaic sign of skulduggery was a break-in at the Helen Suzman Foundation on the afternoon of 20 March (AC Vol 44 No 9, Looking down the line). Again, the timing was important: it was three days after the Foundation had filed an application with the Pretoria High Court for the suspension of Lieutenant General Berning Mthandazo Ntlemeza as Director of the Hawks anti-corruption unit. Among the claims in the application is that Ntlemeza was found to have lied under oath by Judge Elias Matojane in the Gauteng High Court.

As Ntlemeza is a key ally of Zuma's and has played a leading role in the Hawks' bizarre pursuit of Gordhan for setting up an 'illegal fiscal monitoring unit' at the South African Revenue Service, the Foundation's application has great resonance currently. This month's robbers padlocked the Foundation's security guard to the railings outside the building, then carried away several computers, hard disk drives and paper files. They seemed to have a clear objective.

Come in Number One

Accusations and suspicions extend far beyond these two cases. Senior ANC officials have told Africa Confidential that their telephones are bugged. Some National Executive Committee members said they believed conversations were being monitored by State Security Agency (SSA) officials who pass the information to Zuma's office.

'Senior ANC members are so paranoid that Number One [Zuma] is listening to them that they prefer not to have conversations on their cell phones,' said a former intelligence officer. An ANC provincial leader said that 'the preferred communication is via WhatsApp. That is the safest. No one can really monitor that.' There is also a long-held belief that state security officers have been used as proxies to settle internal battles in the governing party. Several senior South African Communist Party members, including Blade Nzimande, have complained bitterly that their telephones are being monitored.

The State Security Minister, David Mahlobo, insists that that the interception of citizens' phone calls 'is lawful and South Africa's intelligence services can only bug people when there is good reason to do so'. Having headed the ANC intelligence organisation during the struggle against apartheid, Zuma knows a lot about surveillance.

The training and assistance ANC intelligence operatives received from East Germany's State Security Ministry, the Ministerium für Staatssicherheit, commonly known as the Stasi, instilled a lasting ethic. Zuma takes a close interest in the intelligence chiefs: he ensures they are part of his inner circle, either from KwaZulu-Natal or people who owe him politically.

The reputation of the intelligence services is suffering in other ways. Last Christmas, there was a series of burglaries at the SSA headquarters in Pretoria. At least 50 computers were stolen from Defence Intelligence Headquarters at the same time, the local press reported. On 26 December, more than 50 million rand (US$3.2 mn.) in cash was stolen from a safe on the premises. Two agency officials were arrested and on are on bail but there is no news of the missing millions. An SSA insider said that the case was not as 'clear-cut' as it seemed and heads were likely to roll in the coming months. 'For now, no one inside the Agency is saying anything and we are watching the next move in the state's case and want to hear what the arrested officials will be arguing in court.'

At the same time, there is a crisis in the parliamentary scrutiny of the intelligence services. Zuma has been eager to appoint another old ally, Cecil Burgess, as Inspector General of Intelligence (IGI), a post which is meant to hold the services to account and report to Parliament. It was soon clear that the opposition to his appointment meant that it would not receive the necessary two-thirds support in the House.

Accordingly and at the last minute, the ANC Chief Whip withdrew the Joint Standing Committee on Intelligence's report supporting the appointment. Earlier, the Speaker, Baleka Mbete, had written to all parties, pleading with the opposition to put aside their differences and fill the important post.

This was the ANC's third attempt to have the report adopted and the second to end in a withdrawal. The IGI oversees the SSA as well as military and police criminal intelligence, investigates illegal espionage and keeps a check on intelligence operatives both at home and abroad. The post has been vacant for a year and the list of uninvestigated complaints is piling up.
