Imagine a world in which two asset managers call the shots, in which their wealth exceeds current U.S. GDP and where almost every hedge fund, government and retiree is a customer. It’s closer than you think. BlackRock Inc. and Vanguard Group — already the world’s largest money managers — are less than a decade from managing a total of US$20 trillion, according to Bloomberg News calculations. Amassing that sum will likely upend the asset management industry, intensify their ownership of the largest U.S. companies and test the twin pillars of market efficiency and corporate governance.

None other than Vanguard founder Jack Bogle, widely regarded as the father of the index fund, is raising the prospect that too much money is in too few hands, with BlackRock, Vanguard and State Street Corp. together owning significant stakes in the biggest U.S. companies.

“That’s about 20 per cent owned by this oligopoly of three,” Bogle said at a Nov. 28 appearance at the Council on Foreign Relations in New York. “It is too bad that there aren’t more people in the index-fund business.” Vanguard is poised to parlay its US$4.7 trillion of assets into more than US$10 trillion by 2023, while BlackRock may hit that mark two years later, up from almost US$6 trillion today, according to Bloomberg News projections based on the companies’ most recent five-year average annual growth rates in assets. Those gains in part reflect a bull market in stocks that’s driven assets into investment products and may not continue.

Investors from individuals to large institutions such as pension and hedge funds have flocked to this duo, won over in part by their low-cost funds and breadth of offerings. The proliferation of exchange-traded funds is also supercharging these firms and will likely continue to do so.

Global ETF assets could explode to US$25 trillion by 2025, according to estimates by Jim Ross, chairman of State Street’s global ETF business. That sum alone would mean trillions of dollars more for BlackRock and Vanguard, based on their current market share. “Growth is not a goal, nor do we make projections about future growth,” Vanguard spokesman John Woerth said of the Bloomberg calculations.

While bigger may be better for the fund giants, passive funds may be blurring the inherent value of securities, implied in a company’s earnings or cash flow. The argument goes like this: The number of indexes now outstrips U.S. stocks, with the eruption of passive funds driving demand for securities within these benchmarks, rather than for the broader universe of stocks and bonds. That could inflate or depress the price of these securities versus similar un-indexed assets, which may create bubbles and volatile price movements.

Stocks with outsize exposure to indexed funds could trade more on cross-asset flows and macro views, according to Goldman Sachs Group Inc. The bank found that, for the average stock in the S&P 500, 77 per cent might trade on fundamentals, versus more than 90 per cent a decade ago.

Secretary of State Antony Blinken defended the administration's handling of the chaotic withdrawal of U.S. forces from Afghanistan in an appearance before a House committee Monday.

Blinken testified in front of the House foreign affairs committee via video link during a hearing entitled "Afghanistan 2001-2021: Evaluating the Withdrawal and U.S. Policies."

As President Joe Biden and others in his administration have said previously, Blinken in his opening statement reiterated that the scenes of chaos at the Kabul International Airport as thousands of Afghans sought to flee from the Taliban's lightning victory couldn't have been predicted.

"Even the most pessimistic assessments did not predict that government forces in Kabul would collapse while U.S. forces remained," he said. "As General (Mark) Milley, the Chairman of the Joint Chiefs of Staff, has said, 'Nothing I or anyone else saw indicated a collapse of this army and this government in 11 days."

But, because of contingency planning, the State Department was "able to draw down our embassy and move our remaining personnel to the airport within 48 hours. And the military placed on stand-by by the president was able to secure the airport and start the evacuation within 72 hours." The result, he said, was "one of the biggest airlifts in history, with 124,000 people evacuated to safety," followed by massive efforts by U.S. personnel to house and process tens of thousands of Afghan refugees.

"We can all be deeply proud of what they're doing," Blinken said. "And as we've done throughout our history, Americans are now welcoming families from Afghanistan into our communities and helping them resettle as they start their new lives."

Republican critics of the White House, as well as some Democrats, have contended the withdrawal was botched and ill-planned. But committee chairman Rep. Gregory Meeks, D-N.Y., defended the administration's handling of the withdrawal. "For my friends who presume a clean solution for the withdrawal existed, I would welcome hearing what exactly a smooth withdrawal from a messy, chaotic 20-year war looks like," he said. "In fact, I've yet to hear the clean withdrawal option because I don't believe one exists."

The House committee hearing is just the first among what is expected to be a series of congressional probes of the Afghanistan withdrawal this week. Blinken will also appear before the Senate foreign relations panel on Tuesday in what could be a contentious meeting.

Minutes before former President Donald Trump left office, a shadowy company residing at a shared workspace above a Florida bank took control over a large chunk of internet space owned by the Pentagon.

Now the Department of Defense has reclaimed the 175 million IP addresses - about six percent the size of the entire current internet - from Global Resource Systems LLC, which is headquartered in Plantation, Florida, the Washington Post reported Friday.

'It is massive. That is the biggest thing in the history of the internet,' said Doug Madory, director of internet analysis at Kentik, a network operating company. It's also more than twice the size of the internet space actually used by the Pentagon. The sell off of Internet space sparked theories the Pentagon could be eventually responding to repeated demands to monetize its collections of millions of dormant web pages.

The military said it hoped to 'assess, evaluate and prevent unauthorized use of DoD IP address space,' according to a statement issued in April by Brett Goldstein, chief of the Pentagon's Defense Digital Service, which ran the project. But it has not answered many basic questions, beginning with why it chose to entrust management of the address space to a company that seems not to have existed until last September. 'The Defense Digital Service established a plan to launch the cybersecurity pilot and then transition control of the initiative to DoD partners,' Defense Department Spokesperson Russell Goemaere told The Washington Post.

'Following the DDS pilot, shifting DoD Internet Protocol (IP) advertisement to DoD's traditional operations and mature network security processes, maintains consistency across the DODIN. This allows for active management of the IP space and ensure the Department has the operational maneuver space necessary to maintain and improve DODIN resiliency,' the statement said.

When program was launched in the fall, Goemaere said the timing of the transfer was 'agnostic of administration change.' It is still unclear what exactly the program did or why Global Resource Systems LLC was chosen.

The big Pentagon internet mystery now partially solved

BOSTON (AP) - A very strange thing happened on the internet the day President Joe Biden was sworn in. A shadowy company residing at a shared workspace above a Florida bank announced to the world's computer networks that it was now managing a colossal, previously idle chunk of the internet owned by the U.S. Department of Defense.

That real estate has since more than quadrupled to 175 million addresses - about 1/25th the size of the current internet.

"It is massive. That is the biggest thing in the history of the internet," said Doug Madory, director of internet analysis at Kentik, a network operating company. It's also more than twice the size of the internet space actually used by the Pentagon.

After weeks of wonder by the networking community, the Pentagon has now provided a very terse explanation for what it's doing. But it has not answered many basic questions, beginning with why it chose to entrust management of the address space to a company that seems not to have existed until September.

The military hopes to "assess, evaluate and prevent unauthorized use of DoD IP address space," said a statement issued Friday by Brett Goldstein, chief of the Pentagon's Defense Digital Service, which is running the project. It also hopes to "identify potential vulnerabilities" as part of efforts to defend against cyber-intrusions by Global adversaries, who are consistently infiltrating U.S. networks, sometimes operating from unused internet address blocks.

The statement did not specify whether the "pilot project" would involve outside contractors.

The Pentagon periodically contends with unauthorized squatting on its space, in part because there has been a shortage of first-generation internet addresses since 2011; they now sell at auction for upwards of $25 each.

Madory said advertising the address space will make it easier to chase off squatters and allow the U.S. military to "collect a massive amount of background internet traffic for threat intelligence."

Some cybersecurity experts have speculated that the Pentagon may be using the newly advertised space to create "honeypots," machines set up with vulnerabilities to draw hackers. Or it could be looking to set up dedicated infrastructure - software and servers - to scour traffic for suspect activity.

"This greatly increases the space they could monitor," said Madory, who published a blog post on the matter Saturday.

What a Pentagon spokesman could not explain Saturday is why the Defense Department chose Global Resource Systems LLC, a company with no record of government contracts, to manage the address space.

"As to why the DoD would have done that I'm a little mystified, same as you," said Paul Vixie, an internet pioneer credited with designing its naming system and the CEO of Farsight Security.

The company did not return phone calls or emails from The Associated Press. It has no web presence, though it has the domain grscorp.com. Its name doesn't appear on the directory of its Plantation, Florida, domicile, and a receptionist drew a blank when an AP reporter asked for a company representative at the office earlier this month. She found its name on a tenant list and suggested trying email. Records show the company has not obtained a business license in Plantation.

Incorporated in Delaware and registered by a Beverly Hills lawyer, Global Resource Systems LLC now manages more internet space than China Telecom, AT&T or Comcast.

The only name associated with it on the Florida business registry coincides with that of a man listed as recently as 2018 in Nevada corporate records as a managing member of a cybersecurity/internet surveillance equipment company called Packet Forensics. The company had nearly $40 million in publicly disclosed federal contracts over the past decade, with the FBI and the Pentagon's Defense Advanced Research Projects Agency among its customers.

That man, Raymond Saulino, is also listed as a principal in a company called Tidewater Laskin Associates, which was incorporated in 2018 and obtained an FCC license in April 2020. It shares the same Virginia Beach, Virginia, address - a UPS store - in corporate records as Packet Forensics. The two have different mailbox numbers. Calls to the number listed on the Tidewater Laskin FCC filing are answered by an automated service that offers four different options but doesn't connect callers with a single one, recycling all calls to the initial voice recording.

Saulino did not return phone calls seeking comment, and a longtime colleague at Packet Forensics, Rodney Joffe, said he believed Saulino was retired. Joffe, a cybersecurity luminary, declined further comment. Joffe is chief technical officer at Neustar Inc., which provides internet intelligence and services for major industries, including telecommunications and defense.

In 2011, Packet Forensics and Saulino, its spokesman, were featured in a Wired story because the company was selling an appliance to government agencies and law enforcement that let them spy on people's web browsing using forged security certificates.

The company continues to sell "lawful intercept" equipment, according to its website. One of its current contracts with the Defense Advanced Research Projects Agency is for "harnessing autonomy for countering cyber-adversary Systems." A contract description says it is investigating "technologies for conducting safe, nondisruptive, and effective active defense operations in cyberspace." Contract language from 2019 says the program would "investigate the feasibility of creating safe and reliable autonomous software agencies that can effectively counter malicious botnet implants and similar large-scale malware."

Deepening the mystery is Global Resource Systems' name. It is identical to that of a firm that independent internet fraud researcher Ron Guilmette says was sending out email spam using the very same internet routing identifier. It shut down more than a decade ago. All that differs is the type of company. This one's a limited liability corporation. The other was a corporation. Both used the same street address in Plantation, a suburb of Fort Lauderdale.

"It's deeply suspicious," said Guilmette, who unsuccessfully sued the previous incarnation of Global Resource Systems in 2006 for unfair business practices. Guilmette considers such masquerading, known as slip-streaming, a ham-handed tactic in this situation. "If they wanted to be more serious about hiding this they could have not used Ray Saulino and this suspicious name."

Guilmette and Madory were alerted to the mystery when network operators began inquiring about it on an email list in mid-March. But almost everyone involved didn't want to talk about it. Mike Leber, who owns Hurricane Electric, the internet backbone company handling the address blocks' traffic, didn't return emails or phone messages.

Despite an internet address crunch, the Pentagon - which created the internet - has shown no interest in selling any of its address space, and a Defense Department spokesman, Russell Goemaere, told the AP on Saturday that none of the newly announced space has been sold.

Powell Backed for Fed Chair by Authors of Dodd-Frank Bank Reform

The architects of the sweeping regulatory legislation adopted after the financial crisis backed Jerome Powell for another term as Federal Reserve chair.

Former Democratic Senator Chris Dodd and Representative Barney Frank said Powell’s reappointment would provide “strong support” for President Joe Biden’s comprehensive program for tackling the underlying social and economic problems facing the U.S. Their support coming in an opinion article written for The Hill is noteworthy because a number of progressives have criticized Powell for rolling back some of the reforms initiated under the Dodd-Frank legislation and called on Biden to replace him as Fed chair.

“We acknowledge that Powell did implement some relaxation for the financial industry -- but we do not believe this outweighs the case for reappointing him,” Dodd and Frank wrote in an article published on Monday.

Powell’s term as chair ends in February. Bloomberg has reported that advisers to Biden are considering recommending that the president give Powell another four years. A decision is likely this fall.

Biden to nominate three Democratic regulators to serve on CFTC

Rostin Behnam will be tapped to lead the derivatives watchdog.

Joe Biden announced his intention Monday to nominate three financial regulation experts with academic and government backgrounds to fill the three Democratic seats on the five-member board charged with regulating U.S. derivatives markets.

The president said he would nominate current Acting Chairman of the Commodity Futures Trading Commission Rostin Behnam to lead the agency that has gotten greater public attention of late for its role in regulating markets related to cryptocurrencies like bitcoin and ether.

Behnam previously served as senior counsel to Democratic Sen. Debbie Stabenow of Michigan and worked at the New Jersey Office of the Attorney General within the Bureau of Securities.

Biden also intends to nominate Emory University professor Kristin Johnson and Christy Goldsmith Romero, currently serving in the Office of the Special Inspector General for the Troubled Asset Relief Fund, to fill the two other Democratic seats on the commission.

The CFTC is a five-member board and no more than three commissioners of the same party can serve at a given time. The only Republican currently serving as a CFTC commissioner is Dawn DeBerry Stump, following the departure of Brian Quintez last month.

In their joint statement, the County Recorder Stephen Richer and Assessor Eddie Cook asserted that the address at 2058 E. Wildermuth Ave. in Tempe was not a vacant lot and stated it was a mobile home property through 2020. They attached an image provided by the Maricopa County Assessor’s office stating that the photo “shows the previous layout of this property.” In searching the County Assessor’s website for historical photos of this property, it appears that the image they chose to represent the property in question was from sometime prior to 1/16/2016. Photos of this property obtained directly from the Maricopa County Assessor’s website, dated 10/22/2020, clearly demonstrate that this is and was indeed a vacant lot prior to the 2020 General Election.

Long COVID may be the result of Epstein-Barr virus reactivating in many patients

WATKINSVILLE, Ga. — “Long COVID,” or the long-term symptoms which keep plaguing coronavirus patients well after their illnesses, may actually be the result of another virus coming back to life in their bodies. Researchers say nearly three-quarters of patients with COVID long hauler symptoms may be experiencing the reactivation of Epstein-Barr virus (EBV).

EBV, also called human herpesvirus 4, is one of the most common human viruses. According to the CDC, many people contract Epstein-Barr during childhood and it can lead to the development of infectious mononucleosis (mono) and other illnesses. Typical symptoms include fatigue, fever, sore throat, swollen lymph nodes, an enlarged spleen, swollen liver, and rashes.

“We ran Epstein-Barr virus serological tests on COVID-19 patients at least 90 days after testing positive for SARS-CoV-2 infection, comparing EBV reactivation rates of those with long COVID symptoms to those who never experienced long COVID symptoms,” says lead study author Jeffrey E. Gold of World Organization in a media release. “We found over 73% of COVID-19 patients who were experiencing long Covid symptoms were also positive for EBV reactivation.”

Gold adds over 95 percent of healthy adults will actually test positive for a latent EBV infection. To find it, doctors test for the presence of EBV VCA or EBV nuclear antigen 1 antibodies. When the virus reactivates however, doctors need to run further tests to find EBV EA-D and EBV VCA antibodies as well as circulating EBV DNA.

“We found similar rates of EBV reactivation in those who had long COVID symptoms for months, as in those with long COVID symptoms that began just weeks after testing positive for COVID-19. This indicated to us that EBV reactivation likely occurs simultaneously or soon after COVID-19 infection,” adds study co-author David J. Hurley, PhD, a molecular microbiologist at the University of Georgia.

COVID triggers Epstein-Barr more than other illnesses

Researchers note COVID-19 isn’t the only virus that can trigger a reoccurrence of Epstein-Barr. Other stressors and diseases can also reactivate the virus’s DNA however, the inflammation that COVID causes appears to make this relapse more likely.

Although EBV reactivating in coronavirus patients doesn’t explain every case of fatigue or brain fog, study authors now believe it’s a major factor in most long COVID cases. In an examination of 185 COVID-positive patients, one-third ended up having long hauler symptoms.

Researchers say this discovery may open the door to new COVID treatment strategies which address the possible reactivation of Epstein-Barr virus. The team adds it would be prudent to also test new COVID-19 patients for EBV, so doctors can work on reducing the intensity of the infection before long hauler symptoms emerge. Currently, there is no vaccine which prevents an Epstein-Barr infection.

“As evidence mounts supporting a role for EBV reactivation in the clinical manifestation of acute COVID-19, this study further implicates EBV in the development of long COVID,” concludes Lawrence S. Young, PhD, a virologist at the University of Warwick. “If a direct role for EBV reactivation in long COVID is supported by further studies, this would provide opportunities to improve the rational diagnosis of this condition and to consider the therapeutic value of anti-herpesvirus agents such as ganciclovir.”

The findings appear in the journal Pathogens.

[Alice in Wonderland syndrome due to Epstein-Barr virus infection]

Abstract

The Alice in Wonderland syndrome refers to distortions in body image and in the apparent sizes, shapes, and spatial relations of objects seen. The syndrome is usually associated with migraine headaches and has also been reported in several viral infections. We report a 6-year-old boy who presented to the emergency department complaining of several episodes in which the ceiling, the objects and the people around him seemed very small and far away. The child presented no alteration in the level of consciousness. The episodes provoked great fear in the child. Physical examination revealed no abnormalities except pharyngoamygdalitis. Serologic studies (IgM antibodies to viral capsid antigen) confirmed Epstein-Barr virus infection. The child's symptoms resolved spontaneously within 48 hours and he continued to be asymptomatic after a 4 -month follow-up. We consider that all children presenting a clinical picture consistent with the Alice in Wonderland syndrome should undergo serological testing for Epstein Barr virus infection. Diagnosis would enable physicians to reassure the family of the temporary and benign nature of this alarming condition.
