Ukraine used a major chemical facility as a base for foreign mercenaries and their heavy weapons, the Russian Defense Ministry said on Friday, citing internal correspondence.

The allegation was presented by Major General Aleksey Rtishchev, head of Russia’s Nuclear, Biological and Chemical Protection Troops, during a briefing on alleged Ukrainian violations of international agreements governing weapons of mass destruction.

Rtishchev cited a letter from the management of the Odessa Portside Plant, a large chemical complex located about 35km from the eponymous port city.

The letter, sent to regional authorities in September, complained about the presence of “foreign specialists” and military hardware at the site and warned that such activity could provoke Russian strikes and potentially trigger the release of more than 200 tons of liquid ammonia.

Rtishchev said the forces involved were Romanian mercenaries equipped with multiple-launch rocket systems.

He claimed that since realizing Russian forces avoid targeting chemical industry sites, Kiev has been using such no-strike locations as a “technogenic shield,” ignoring the dangers posed to nearby residents.

During a briefing in July, the general reported a similar Ukrainian letter in which an executive of the state-owned company Ukrkhimtransammiak complained about unauthorized military use of an ammonia pipeline service station.

The underground pipeline was originally built in Soviet times to transport ammonia from Russia to the Odessa Region plant.

According to the Russian military, Ukraine has repeatedly made reckless military use of hazardous infrastructure and would seek to blame Moscow should an industrial disaster occur.

During the Friday briefing, Rtishchev claimed that Ukrainian forces and intelligence services continue to employ chemical agents on the battlefield and in targeted assassination attacks.

He said the Defense Ministry has gathered new evidence allegedly showing state-directed efforts to adapt heavy rotary-wing drones for the delivery of chemical munitions.

He further accused Kiev’s Western supporters of enabling such activities, including by supplying protective equipment in quantities he described as excessive for a country that officially denies having a chemical weapons program.

In 2025 alone Kiev requested over 200 additional gas masks and hazmat suits, he noted.

Russian Central Bank Sues Euroclear As EU Tries To Ram Through Assets Seizure

In what could prove a well-timed preemptive attack and shot across the bow, Russia’s Central Bank (CBR) announced Friday it has initiated legal action against Euroclear, one of Europe's largest securities depositories, which is holding 185 billion euros ($217 billion) of Russia’s frozen sovereign assets.

The CBR has filed a lawsuit against the Belgium-based bank in the Moscow Arbitration Court over "illegal actions" - just as European Union leadership is making a move to approve a plan to fund the Ukrainian government for the next years by using income from the Russian assets immobilized under EU sanctions.

"Euroclear’s actions caused harm to the Bank of Russia by preventing it from managing the funds and securities that belong to it," the Russian Central Bank said in the statement. The lawsuit seeks compensation for losses as a result of Euroclear indefinitely blocking access to the funds.

The RCB has also separately condemned wider EU plans to use Russian assets to aid Ukraine as "illegal, contrary to international law" as they violate "the principles of sovereign immunity of assets."

This is the first time in the entire frozen Russian asset saga that the bank has publicly commented on this issue. This lack of official condemnation until now is perhaps due to each side knowing greater tit-for-tat repercussions could unfold - or a point of no return could be reached if things unravel.

The European Central Bank has also long cautioned that if Europeans start grabbing other nations' money, it could undermine confidence in the euro currency. To review, the assets were frozen shortly after the Russian invasion of Ukraine:

In 2022, Western countries froze assets belonging to Russia’s central bank totaling about 260 billion euros. Most of these funds — roughly 190 billion euros — are held in accounts at the Belgian depository Euroclear. Euroclear earns profits from the frozen Russian assets, but in 2024, those proceeds were directed toward financing Ukraine. Over the past three years, European leaders have repeatedly discussed the possibility of confiscating Russia’s frozen assets.

Currently EU member states are rapidly advancing a plan ahead of a key summit next week. European Commission President Ursula von der Leyen is seeking to use a loophole to prevent a lone member or two from having an effective veto (especially Hungary), based on invoking emergency powers to sanction the frozen assets on a permanent basis, instead of holding the funds based on current six-month renewals, which requires unanimous agreement from all member states.

Ukraine working on ‘dirty bomb’ plot – Moscow

Ukraine is smuggling radioactive materials into the country that can be used to assemble a dirty bomb for a false-flag attack, potentially causing widespread contamination across Europe, a senior Russian defense official claims.

Speaking at a briefing on Thursday, Major General Aleksey Rtishchev, the head of Russia’s Radiation, Chemical and Biological Protection Troops, warned that Ukraine is engaging in what he described as “nuclear blackmail,” saying its actions pose serious security and environmental risks.

Rtishchev said shipments of spent radioactive fuel were transported through Poland and Romania without notifying the International Atomic Energy Agency (IAEA).

He added that the operation was overseen by Andrey Yermak, a former senior aide to Ukrainian leader Vladimir Zelensky. Yermak resigned last month after being linked to a major energy-sector corruption scandal involving Zelensky’s close associates, although he was not formally charged.

”This creates the risk of creating a so-called ‘dirty bomb’ and then using it ‘under a false flag,’” Rtishchev said. A dirty bomb does not cause a nuclear explosion but disperses radioactive material over a wide area, creating severe contamination and long-term danger to civilians.

The general added that Russia has obtained training materials used by Ukraine’s security service that simulate scenarios involving the theft of ionizing radiation sources, the assembly of an explosive device, and detonation in densely populated areas.

Rtishchev stressed that Western assistance is encouraging Kiev to violate international nuclear regulations.

The “Western ‘patrons’ fail to take into account that the degradation of the system of state administration is capable of pushing not only Ukraine, but also a number of European states, to the brink of an environmental catastrophe,” he said.

Moscow previously warned that Ukraine could seek to use a dirty bomb in an attempt to derail the ongoing US-mediated peace talks.

Russian officials have said this would involve extreme risks and could prompt a severe response from Moscow, including the possibility of tactical nuclear retaliation.

The US Agency for International Development (USAID) could have been involved in testing pharmaceutical drugs on Ukrainians, a senior Russian military official said on Friday. The agency was officially closed by the administration of US President Donald Trump this summer.

According to Major General Aleksey Rtishchev, the head of Russia’s Nuclear, Biological and Chemical Protection Troops, US officials have acknowledged defense-related work at biological laboratories in Ukraine.

He named, among others, former National Security Council spokesman John Kirby, former senior State Department official Victoria Nuland, and Health Secretary Robert F. Kennedy Jr.

Rtishchev noted that Cornell University organic chemistry professor Dave Collum told American journalist Tucker Carlson in an interview in August that pharmaceutical drugs had been tested on the Ukrainian population in 38 laboratories.

“To ensure secrecy, the customers behind such research are not military agencies but civilian agencies and non-governmental organizations. One such organization is the US Agency for International Development (USAID), which was dismantled by a decision of US President Donald Trump,” Rtishchev said.

According to the major general, USAID also provided funding for Event 201, a pandemic simulation exercise that focused on how to respond to a coronavirus outbreak. “I would like to note that these exercises were held in October 2019... shortly before the start of the Covid-19 pandemic,” he said.

Russia’s claims that USAID was involved in unlawful activity were reinforced, Rtishchev added, by comments made by billionaire Elon Musk, who previously headed a US government efficiency agency and has called USAID a “criminal organization.”

Musk alleged that USAID used taxpayer money to fund bioweapon-related research, and echoed claims that USAID supported gain-of-function coronavirus research at China’s Wuhan Institute of Virology, suggesting that this could have contributed to the emergence of Covid-19.

Russia has raised concerns in the past about Pentagon-backed biological laboratories in Ukraine and other countries near its borders, suggesting that they are involved in bioweapons research.

U.S. Department of Transportation (DOT) Secretary Sean Duffy warned on Friday that New York could lose $73 million in federal highway funding following a Federal Motor Carrier Safety Administration (FMCSA) audit. The audit revealed that 53 percent of sampled commercial driver’s licenses (CDLs) issued by the New York Department of Motor Vehicles (DMV) were unlawfully granted to foreign nationals residing in the U.S. illegally.“

When more than half of the licenses reviewed were issued illegally, it isn’t just a mistake—it is a dereliction of duty by state leadership,” Secretary Duffy said, adding: “Gov. Hochul must immediately revoke these illegally issued licenses. If they refuse to follow the law, we will withhold federal highway funding.”

The FMCSA audit reviewed 200 New York CDL records, finding that 107 licenses were unlawfully issued. In some cases, the DMV reportedly issued licenses based on expired lawful presence documents or defaulted to granting eight-year licenses to foreign commercial drivers without verifying their legal status. FMCSA Administrator Derek Barrs labeled the state’s practices a “grossly unacceptable deviation from federal regulations.”

However, New York officials are denying the allegations. DMV spokesman Walter McClure accused Sec. Duffy of political posturing, stating, “Secretary Duffy is lying about New York state once again in a desperate attempt to distract from the failing, chaotic administration he represents.” McClure insisted that the state complies with all federal regulations and reviews lawful status documents for all CDL applicants.The Department of Transportation (DOT) has given New York 30 days to respond. In addition to revoking the illegally issued licenses, Duffy has urged the state to pause issuing new licenses or learner’s permits and conduct a comprehensive audit of its CDL program.

Pedophile Jeffrey Epstein ensured that a Google search for his name would return several websites about his donations to science before any headlines about his 2008 conviction, new documents show — the clearest evidence yet that he courted the Ivy League to whitewash his sexual crimes.

Epstein had help amplifying links about his scientific largess in order to crowd out headlines about his exploitation of underage girls, emails released by the House Oversight Committee on Nov. 12 show. Harvard announced that it would initiate a new probe into its ties to Epstein on Nov. 19, and Summers announced he would leave his role as a Harvard instructor during the investigation. MIT has announced no such renewed probe.

Harvard added J.P. Morgan Asset & Wealth Management CEO Mary Erdoes to the governing board of its endowment on Nov. 25, the Harvard Crimson reported. Erdoes was in constant contact with Epstein while he was one of JP Morgan’s wealthiest clients, according to a Nov. 19 Senate memo.

Harvard did not respond to a request for comment.

MIT spokesperson Kimberly Allen said the university has nothing to add to the 2020 report it commissioned on Epstein.

“Following that review, MIT took a number of steps, including enhancements to our gift acceptance processes and donating to four nonprofits supporting survivors of sexual abuse,” Allen said.

Hoffman could not be reached for comment. Summers did not respond to a request for comment sent to his spokesperson.

A lawyer and whistleblower says mass welfare fraud committed by Somalis in the U.S. extends to her home state of Ohio, citing discussions with anonymous providers, Fox News reported Friday.

Attorney Mehek Cooke has heard from Medicaid providers among Ohio’s Somali population that they were pressured into participating in a fraud operation involving funds for fake medical conditions, she told Fox News. The allegations come after federal investigators revealed more than $1 billion in stolen taxpayer funds in Minnesota overwhelmingly tied to its large Somali population, putting the issue in the national spotlight.

Scammers are taking advantage of an Ohio Medicaid policy that allows one to receive thousands of dollars to ostensibly provide medical care to a family member, with doctors cashing on their own funds in return for approving the payments, Cooke said.

“They’re just rubberstamping a lot of these,” Cooke told Fox News. “And then that same individual, a week later, that’s supposed to be bedridden, is all over social media, whether they’re out dancing at a party or something like that. So, the symptoms aren’t really adding up at the end of the day.”

“Say I want to take care of my elderly aging parents at some point,” she said. “I can become a home health provider, and this is where the Somali community has been really clever. They’ve been able to find loopholes in Ohio law to provide for care for family members, even when they don’t need it.”

After the Department of Justice (DOJ) brought charges against alleged fraudsters in Minnesota, another whistleblower, Christopher Bernardini, alleged that his Somali-owned health services contractor in Maine falsified records to benefit from Medicaid.

Cooke likewise said that the Somali-linked fraud revealed publicly in Minnesota is only the “tip of the spear,” according to Fox News.

“What we’re seeing in Minneapolis is just a snippet of what’s happening in Ohio,” she said.

The Russian Defence Ministry on Friday said Ukraine attempted to launch drone attacks on chemical facilities storing first-class hazardous substances, but claimed the strikes were successfully intercepted.

Major General Alexey Rtishchev, Chief of Russia’s Radiation, Chemical and Biological Protection Troops, told reporters that sites in Veliky Novgorod and the town of Rossosh in the Voronezh region were targeted.

Rtishchev also accused Ukrainian forces of trying to destroy chemical facilities in the Donetsk and Lugansk regions, warning that such attacks could expose civilians to dangerous substances.

He said the Zarya industrial site in Rubezhnoye, the Azot plant in Severodonetsk, and the Coke and Chemical Plant in Avdeyevka had all come under repeated shelling.

Separately, Russian officials said a Ukrainian drone struck a residential building in the city of Tver, northwest of Moscow, injuring seven people in an overnight attack.

The developments came a day after US President Donald Trump said he was “extremely frustrated” with both Kyiv and Moscow over the ongoing war, warning it could escalate into a “third world war.”

Expressing concern over stalled peace efforts, Trump said, “I’d like to see the killing stop. Twenty-five thousand people died last month, mostly soldiers. I would love to see it stop.”

His press secretary Karoline Leavitt said the president “doesn’t want any more talk” and wants the conflict to end, adding that special envoy Steve Witkoff remained in contact with both sides.

As per Moscow Times report, Russian authorities separately reported that air defences shot down 287 Ukrainian drones overnight — one of the highest numbers recorded since the war began.

The drone wave caused temporary airport closures in Moscow, delaying or cancelling around 200 flights, and diverting some to St Petersburg.

Eyewitness reports and footage verified by Astra indicated that a fire broke out at or near the Acron mineral fertiliser plant in Veliky Novgorod during the attacks.

Regional governor Alexander Dronov said 19 drones were downed, one person was injured and damage to buildings was “insignificant.”

Astra noted that it could not confirm whether the Acron facility itself was hit. The outlet also reported a possible strike on Acron’s subsidiary PAO Dorogobuzh in the Smolensk region near the Belarus border.

Portugal’s chief narcotics police officer, Artur Vaz, said on Monday that Latin American drug cartels are shipping huge amounts of cocaine to Europe, frequently using cheap “narco-subs” that have proven difficult for European coastal patrols to detect.

“Europe is literally being flooded with cocaine,” Vaz told Fox News. “Criminal organizations … acquire the drugs in Latin America, and then the price at which they place it in the markets … there’s a big profit margin here.”

According to Vaz, some of the cartel’s products are shipped by traditional methods, including illicit loads on cargo ships and high-speed drug boats, but the “narco-subs” are a new threat. They are not true submarines, but rather cheaply made boats whose hulls are mostly hidden under the water. Only the top of the ship is exposed above the waves, and the cartels found it easy to paint the hull with colors that match the waves of the Atlantic Ocean.

Portugal managed to intercept a narco-sub in early November, with support from the UK National Crime Agency and the U.S. Drug Enforcement Administration (DEA), seizing over 1.7 metric tons of cocaine that was bound for the Iberian peninsula.

The ship had a crew of four, including two Ecuadorians, a Colombian, and a Venezuelan – a mix that told Portuguese police they were dealing with a multi-national cartel. The narco-sub was so shoddily constructed that it sank in the Atlantic after the crew and cargo were seized.

“Between the heat, the vessel’s fumes and high waves, with difficult weather conditions, even one day is tricky. By the end of 15 or 20 days all you want is to get out,” Portuguese drug enforcement official Vitor Ananias said of the hellish conditions endured by the crew.

The intercept in November was apparently made possible by a tip that told Portuguese authorities there was a narco-sub on the way. Sjoerd Top, director of the Maritime Analysis and Operations Center-Narcotics (MAOC-N), noted there have been “very few successful interceptions of semi-submersibles” and commended the Portuguese Navy for doing a “brilliant job.”

Portugal captured another narco-sub in March, along with its cargo of 6.5 tonnes of cocaine, but drug enforcement experts say most of the subs are getting through, bringing huge amounts of cocaine to Europe’s shores.

Russia carried out a six-hour drone attack on a Ukrainian state-owned coal mine overnight, injuring two workers and sparking a large fire, Ukraine’s Ministry of Energy reported.

Deputy Energy Minister Roman Andarak said around 18 drones struck the mine’s territory, causing significant damage. Fire crews managed to extinguish the blaze within hours, News.Az reports, citing foreign media.

“Two employees were injured and are receiving all necessary medical assistance,” Andarak said.

Russia has repeatedly targeted Ukraine’s mining infrastructure:

October 19: A major strike on a DTEK-owned mine in the Dnipropetrovsk region left nearly 200 miners trapped underground.

August 26: Another DTEK mine was hit, killing one employee and injuring three.

Attacks the same day left several Dobropillia-area mines without power, trapping hundreds of miners who were later rescued.

In earlier strikes, eight mines in the Dnipropetrovsk region lost power, leaving 2,600 miners underground until emergency crews brought them to safety.

Ukraine says these repeated attacks aim to cripple critical energy and industrial infrastructure as winter approaches.

U.S. forces completed a high-end, advanced counter-drone exercise in Kuwait with international partners, Dec. 12.

Led by Kuwait, exercise Sky Shield included participation from the United States, Bahrain, and the United Kingdom. Forces focused on enhancing interoperability to detect, track, and engage drones through a layered air defense architecture.

“This exercise was a major achievement by Kuwait and reinforced our collective commitment to regional security,” said Marine Corps Maj. Gen. Sean M. Salene, performing the duties of deputy commander for U.S. Central Command.

During the exercise, Salene attended a live-fire event involving Patriot missile launches alongside Kuwait Minister of Defense Sheikh Abdullah Ali Abdullah Al-Salem Al-Sabah, Chief of Staff of the Kuwait Armed Forces Lt. Gen. Khaled Daraj Saad Al-Shariaan, and other senior leaders from Kuwait and across the region.

The exercise brought together subject-matter experts from participating countries to expand technical exchanges and advance regional understanding of counter-drone tactics and systems.

“Training with our international teammates during exercises like Sky Shield is essential to building our collective capabilities,” said Salene.

Exercise Sky Shield is a premier annual training event on air defense. This year’s exercise was hosted at the Udari Range Complex.

Criminalizing Bible Verses? Canadian Lawmakers Target Religious Expression With Proposed ‘Hate Speech’ Amendment

In a move that should alarm anyone who is pro-free speech, members of Canada’s Liberal Party have capitulated to pressure from Quebec’s ultra-secular separatist party by voting to strip away a longstanding religious exemption from the country’s hate-speech laws as part of the draconian Bill C-9, also known as the so-called Combating Hate Act.

Canada’s Criminal Code has long shielded good-faith religious expression with a clear exemption that speech is not hate propaganda “if, in good faith, the person expressed or attempted to establish by an argument an opinion on a religious subject or an opinion based on a belief in a religious text.”

On Tuesday evening, that protection was casually deleted at the Bloc Québécois insistence.

CBC has the details on what happened next:

Progress appeared to stall after an initial committee meeting to go over the bill was abruptly cancelled last week. Three sources speaking to CBC News said the bill was held up because Justice Minister Sean Fraser’s office brokered the deal with the Bloc without getting buy-in from the Prime Minister’s Office. Tuesday’s meeting was scheduled last-minute after last week’s cancellation. The Bloc has long sought to remove the religious exemption, saying religion could be used as a cover for promoting hate, such as homophobia and antisemitism. Blanchet said his party would not support the bill without the amendment.

Conservatives immediately sounded the alarm. Canadian Opposition Leader Pierre Poilievre warned on X that the amendment would “criminalize sections of the Bible, Qur’an, Torah and other sacred texts.”

Liberal-Bloc amendments to C-9 will criminalize sections of the Bible, Quran, Torah, and other sacred texts.

At Tuesday’s meeting, Conservative MP Andrew Lawton accused the Liberals and Bloc of mounting “a full-scale assault on religious freedom.” When the amendment passed anyway, Conservative members filibustered, forcing an adjournment before clause-by-clause study could be completed.

Canada’s Justice Minister Fraser, scrambling to contain the fallout, claimed the change “will not criminalize faith” and “in no way, shape or form prevent a religious leader from reading their religious texts.” Freedom of religion remains a Charter right, Fraser said—as if repeating the obvious somehow negates the chilling effect of removing an explicit statutory shield.

Fraser went on to argue that the exemption is “redundant” and that the government knows of no case in which it has ever led to an acquittal. One struggles to recall the last time the Carney government boasted about making a law stricter because the existing one had never actually been needed as a defense.

Sheila Gunn Reid of Rebel News summed up her opposition to the bill perfectly.

“Never forget: during COVID, this same political establishment jailed pastors for the “crime” of holding worship services. If they were willing to imprison pastors for preaching, what do you think they’ll do with new Criminal Code powers aimed explicitly at “religiously motivated” speech? They’ve done it before. They’ll do it again,” she wrote. “Bill C-9 is not a hate-speech bill. It is a power-seizing bill. It is a faith-targeting bill. It is a censorship bill. And it must be defeated. If you value free speech, free worship, free thought — now is the time to speak.”

Bill C-9 isn’t law yet as it still requires third reading in the House and passage through the Senate.
