Denver, CO – Colorado is tracking your location and movement using metadata from your cell phone that the Colorado State Government receives from “data partners.”

Governor Jared Polis made the statement about the location tracking of citizens while answering a question at his press conference. He was asked about what data the government looked at before declaring a “Stay at Home” order.

If you cannot watch the video, we transposed his response below.

We’re also looking at the different data that is available. Metadata, which means data through data partners [likely phone companies] that include things like, uh, people that are moving around with cell phones, and how much they are moving when people are pinged. Real-time traffic data the department of transportation is able to provide, so various sources of metadata, including some that have been reported on by The New York Times and others, some of which are available through subscriptions, that we are increasingly refining our ability to integrate into our state model to find out what the real impact is of these social distancing measures. But the bottom line is, I don’t have the comfort level that the existing, extreme measures that we’ve taken to date are enough to buy us the time we need to save lives in Colorado.

Orwellian surveillance

Firstly, the Colorado State Government under Governor Jared Polis is willing to spy on Coloradans. They are monitoring locations using cell phone metadata, and yes, this is spying.

Regardless of whether there is identifying information included in the metadata, this is a major problem. Citizens are not notified or given a specific opt-in or opt-out option here. In fact, we doubt the majority of Coloradans even know this kind of thing is happening.

Now, it is one thing for the Colorado Department of Transportation (CDOT) to track traffic. They need this information to provide infrastructure for travel.

It is an entirely different thing for the government to spy on people’s locations using that little computer in your pocket.

Polis did not expand on how specific the data is, so really, we have no idea what information they have on citizens.

We are curious to know if the “state model to find out what the real impact is of these social distancing measures” will ever be released to the public. A transparent government should share this information with citizens.

More than likely, Polis will just declare victory when this whole crisis is over.

To put things in perspective, Polis is putting tens of thousands of people (or more) out of work, confining them to their homes, and now he admits to spying on their movements.

How much more Orwellian can things get in Colorado?

WASHINGTON — In late January, as China locked down some provinces to contain the spread of the coronavirus, average internet speeds in the country slowed as people who were stuck inside went online more and clogged the networks. In Hubei Province, the epicenter of infections, mobile broadband speeds fell by more than half.

In mid-February, when the virus hit Italy, Germany and Spain, internet speeds in those countries also began to deteriorate.

And last week, as a wave of stay-at-home orders rolled out across the United States, the average time it took to download videos, emails and documents increased as broadband speeds declined 4.9 percent from the previous week, according to Ookla, a broadband speed testing service. Median download speeds dropped 38 percent in San Jose, Calif., and 24 percent in New York, according to Broadband Now, a consumer broadband research site.

Quarantines around the world have made people more reliant on the internet to communicate, work, learn and stay entertained. But as the use of YouTube, Netflix, Zoom videoconferencing, Facebook calls and videogaming has surged to new highs, the stress on internet infrastructure is starting to show in Europe and the United States — and the traffic is probably far from its peak.

“This is totally unprecedented,” said Thierry Breton, a European Union commissioner who oversees digital policy and was a chief executive of France Télécom. “We have to be proactive.”

To head off problems, European regulators like Mr. Breton have pushed streaming companies such as Netflix and YouTube to reduce the size of their video files so they don’t take up as much bandwidth. In the United States, regulators have given wireless carriers access to more spectrum to bolster the capacity of their networks.

Some tech companies have responded to the call to ease internet traffic. YouTube, which is owned by Google, said this week that it would reduce the quality of its videos from high to standard definition across the globe. Disney delayed the start of its Disney Plus streaming service in France by two weeks, and Microsoft’s Xbox asked gaming companies to introduce online updates and new releases only at certain times to prevent network congestion.

“We really don’t know how long we’re going to be in this mode for,” Dave Temkin, Netflix’s vice president of network and systems infrastructure, said in a webinar on Wednesday on how the coronavirus could affect internet infrastructure.

Last week, mobile traffic on AT&T’s networks rose 40 percent while Verizon experienced a 22 percent increase in traffic on its wireless and fiber broadband service. Wi-Fi calls doubled from their normal volume, the carriers said.

In Europe, internet traffic into homes over fixed lines was up more than 30 percent, according to Telefónica. Activities like online gaming and video conferencing have more than doubled, while messages over WhatsApp have more than quadrupled.

So much traffic and stress on internet networks has slowed the speed of downloading web pages and apps, according to Ookla.

“Congestion is higher,” said Adriane Blum, an Ookla spokeswoman. “We’re all at home, and the activities we’re doing in this unprecedented time are not low-bandwidth usage, which means a lot of activity on a network.”

Cisco said demand for its WebEx teleconference service had tracked the spread of the coronavirus. Demand first surged in Asia, then in Europe, and last week it soared 240 percent in the United States. The demand has pushed up failure rates delivering video conferencing, said Sri Srinivasan, a Cisco senior vice president in charge of WebEx.

“I don’t know if we’ll soon see a peak, not for weeks to come,” he said. “The reason I say that is because we aren’t seeing traffic in Asia slow down even now.”

A Richard Branson-led joint venture landed a $37 million refinance package on the 250-key Virgin Hotel Chicago in the Loop, The Real Deal has learned.

The billionaire mogul’s Virgin Hotels Group and real estate firm Lionstone Development are partners in the 26-story art deco hotel, which opened in 2015 at 203 North Wabash Avenue, in the historic Old Dearborn Bank Building.

Prime Finance provided the debt package, which retired an HSBC loan. The new loan includes a four-year term and a one-year extension. New York-based Lotus Capital Partners, led by Faisal Ashraf, arranged the loan.

The Chicago location was the first of Virgin’s 10 branded hotels worldwide. Amenities at the Chicago hotel include rooftops, a fitness center and 5,000 square feet of meeting space

Virgin and Lionstone purchased the building for $14.8 million in an all-cash deal in late 2011, according to Lionstone’s Javier Granda. The ownership group includes a third unnamed investor.

The John Buck Company handled the building’s redevelopment from office to hotel.

Lionstone is no longer part of Virgin Hotels brand management, Granda said, and has no role in any of the other locations.

In September, Virgin Hotels revealed that it would build a 40-story property in Miami’s Brickell neighborhood, which would also include a co-living component. Lotus’ Ashraf said his brokerage is going to market this week on a $30 million land loan for the Virgin Miami, which includes a $150 million construction financing option.

Another Virgin Hotel location is also slated for South Beach.

Large-Scale "Internet Rationing" Possible, Experts Warn

Netflix app downloads have exploded across Europe over the last several weeks as "Netflix and chill" "Netflix and quarantine" has been all the rage during countrywide lockdowns in Italy, France, Spain, and the UK.

We noted last Thursday that Netflix had to reduce traffic to its European networks by 25% for 30 days to preserve internet functionality as streaming traffic surged among tens of millions of people in quarantine.

Days after Netflix pledged to reduce streaming traffic, experts are saying that European countries could start rolling out large-scale "internet rationing" to prioritize critical apps and websites.

"If we end up in a situation where worldwide, 850m children start to receive lessons virtually for an extended period of time, then networks might want to start prioritizing video traffic over gaming traffic," said Matthew Howett, principal analyst at Assembly, who spoke with The Telegraph.

British internet provider BT Group said their communication network could handle the extreme levels of data of millions surfing the internet while in quarantine. But they warned that video streaming services could start bogging down the system and leave critical networks, reserved for emergency services, exposed to slow speeds.

Besides Netflix, Amazon Prime Video and YouTube are other streaming services limiting ultra-high definition videos to European users to preserve the functionality of the internet.

The French and UK governments have reportedly asked Disney to suspend the launch of its new streaming service in both countries on March 24.

The risk of large-scale "internet rationings" by European governments could be on the horizon as more and more people across the continent are forced to shelter in their homes. This could lead to the throttling of internet speeds for citizens while internet traffic is preserved for European healthcare systems, education systems, and emergency systems.

, an analyst at CCS Insight, said "drastic methods" could be nearing to throttle the internet if usage continues to increase exponentially:

"If you're talking about education over other services, that could get a little bit controversial," Mann said.

Washington Prepares For Healthcare Rationing, Prioritizing Healthy Young People

Through the garbled word soup of fancy buzzwords and bureaucratic newspeak, officials in Washington state are basically saying they are preparing to ration health services, with those whom the state seems as less desirable to receive less attention and care. In the age of what’s pretty much Bernie Sanders’s wet dream of socialized healthcare, there simply aren’t enough resources to care for everyone.

The Seattle Times reports:

Washington state and hospital officials have been meeting to consider what once was almost unthinkable — how to decide who lives and dies if, as feared, the coronavirus pandemic overwhelms the state’s health care system.

“We don’t want to do it. We don’t think we should have to do it,” said Cassie Sauer, chief executive of the Washington State Hospital Association, which along with state and local health officials has been involved in refining what Sauer called a “crisis standard of care” — essentially guidelines to health care officials on who should receive treatment and who should be left to die.

Dr. Vicki Sakata, the senior medical adviser to the Northwest Health Care Response Network, said a group of medical officials and other experts have been discussing how the state would deal with a crisis that overwhelmed the medical system. She prefers to add the word “planning” to the idea of “crisis standard of care” because, in her mind, the goal is to avoid a crisis in the first place.

That said, the state is prepared to act if it has to and has developed guidelines that will be implemented across the system, from the bedside doctor to hospital systems.

“We will do it as a state under an ethical framework that is part of the state plan,” she said. “It will be overseen by an objective team who has been thoroughly briefed on the protocols and processes, and will be undertaken in a transparent and equitable manner.

“But, make no mistake, it will not be pretty,” said Sakata, who is a practicing emergency medicine physician. “That’s why we are taking the steps we are taking now, the social distancing, the hand washing, all of that, so sometime down the road nobody is left having to decide who gets resources, and who doesn’t.”

The New York Times reported on Friday that state and health care officials held a conference call to discuss the triage plan. It reported the plan will assess factors such as age, health and likelihood of survival in determining who will get access to full care and who will merely be provided comfort care, with the expectation they will die, the newspaper reported.

Global Pandemic Response Handing Governments Sweeping Powers They May Never Relinquish

While the response to the coronavirus pandemic have ranged from mocking the disease (such has Brazil's Bolsonaro) to physically sealing people inside of apartment buildings in China, governments are deploying an array of legislative and technical measures to track and control citizens during the outbreak which has killed over 21,000 in roughly three months.

As the situation deteriorates, many fear that the current efforts to control the virus will have dire consequences for individual freedoms long after the danger of COVID-19 has passed, according to Bloomberg's Ian Marlow - who notes "In desperate times like these, leaders on all levels are going to extraordinary lengths to do whatever possible to contain the virus."

Like the 9/11 terrorist attacks in the U.S., the coronavirus pandemic is a crisis of such magnitude that it threatens to change the world in which we live, with ramifications for how leaders govern. Governments are locking down cities with the help of the army, mapping population flows via smartphones and jailing or sequestering quarantine breakers using banks of CCTV and facial recognition cameras backed by artificial intelligence.

The restrictions are unprecedented in peacetime and made possible only by rapid advances in technology. And while citizens across the globe may be willing to sacrifice civil liberties temporarily, history shows that emergency powers can be hard to relinquish. -Bloomberg

"A primary concern is that if the public gives governments new surveillance powers to contain Covid-19, then governments will keep these powers after the public health crisis ends," says Adam Schwartz, a senior staff attorney for the Electronic Frontier Foundation based in San Francisco. "Nearly two decades after the 9/11 attacks, the U.S. government still uses many of the surveillance technologies it developed in the immediate wake."

In China, authorities have leveraged their extensive monitoring network to trace people exposed to COVID's epicenter in Hubei, and encouraged citizens to monitor their neighbors' health and movements. And perhaps this has worked - as the country has lifted standing travel restrictions as the rest of the world goes into lockdown (reported resurgence aside).

"China was able to control the outbreak because government was tracking people closely," said Shanghai worker Joy Huang. "I don’t want to get tracked, but meanwhile, I don’t want infected people not getting tracked. Freedom has a price."

Outside of China, governments are enacting strict measures to combat the pandemic.

"If Getting Us Into $6 Trillion More Debt Doesn’t Matter, Then Why Not $350 Trillion?"

Shortly after 4pm, president Trump signed into law the $2 trillion fiscal stimulus also known as the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), which gives the Fed the ammunition to issue up to $4.5 trillion in additional debt, a "Multitrillion Dollar Helicopter Credit Drop" as Bloomberg called it, and officially launches not only helicopter money but the biggest wealth transfer in US history, as not only will the Fed balance sheet double on short notice but will unleash an unprecedented spending spree the likes of which not even Alexandra Ocasio-Cortez could have ever imagined would take place.

One person tried to if not stop it, then at least delay and ask the critical questions that everyone else in Congress should have been asking: why are US citizens, who are supposed to be the sole beneficiaries of this emergency bailout act, just a footnote in the gargantuan bill's deluge of electronic ones and zeroes. That person was Republican Rep. from Kentucky, Thomas Massie, who tried to force a recorded vote on the legislation, i.e., a roll coll, prompting a scramble by House members to come back to Washington to form the required quorum of at least 216 members.

Of course, Massie failed, as the vote passed and was eventually signed into law. However, Massie did at least try to bring some much needed attention to what was contained in the bill, and pose some of the key questions that so many others should have asked.

Below are some of his key points:

This bill should have been voted on much sooner in both the Senate and House and it shouldn’t be stuffed full of Nancy Pelosi’s pork- including $25 million for the Kennedy Center, grants for the National Endowment for the Humanities and Arts, and millions more other measures that have no direct relation to the Coronavirus Pandemic. That $25 million, for example, should go directly to purchasing test kits. The number one priority of this bill should have been to expand testing availability and creation of tests so that every American, not just the wealthy and privileged, have access to testing. We have shut down the world’s economy without adequate data. Everyone, even those with no symptoms, needs immediate access to a test.

Of course, to quote none other than Nancy, "we have to pass the bill to find out what's in it", and we are confident that in just a few months, everyone will find out precisely why the bill was so rushed: because out of the $2 trillion, only $290 billion is meant for direct payments to families, which as a reminder was the whole point of the bill.

HOW TRUMP IS OWNING THE FED

In the 1930s, a back door was installed in the Fed, so the elites could easily and secretly steal money from it. What is the back door? It is the Exchange Stabilization Fund (ESF), which is attached to the New Yorkj branch of the Fed. On paper, the ESF was to maintain the value of the dollar, and to that end, was authorized to requisition money in virtually any amount from the Fed, and not have to account for where the money went. And guess what - the ESF is under the direct control of the Secretary of the Treasury (currently Mnuchin). In the past, this has been used to funnel untold billions to the world banking elites. But now, the Treasury is taking the money. No previous president dared to do this, because they were all members of The Club, or at least under The Club's thumb. But Trump is not a part of The Club, which has be vigorously opposing him since he announced his candidacy. And now Trump has taken their cash cow, and is letting the Treasury milk it. And there is little the Fed can do about it.

The Exchange Stabilization Fund (ESF) consists of three types of assets: U.S. dollars, foreign currencies, and Special Drawing Rights (SDRs), which is an international reserve asset created by the International Monetary Fund.

Conflict Of Interests Splits Hay’at Tahrir Al-Sham Jihadists

Katibat al Tawhid wal Jihad (KTJ), one of Hay’at Tahrir al-Sham (HTS) main units, is witnessing a growing conflict, according to social media reports.

KTJ commander Sirozhiddin Mukhtarov was reportedly sacked by HTS’ leader Abu Mohamad al-Julani in a step aimed at subduing the unit’s fighters, most of whom are Uzbek and Kyrgyz.

Initially, Mukhtarov retained the position of spiritual mentor and chief adviser to the group. However, this changed when KTJ’s new commander Abdul Aziz Damlu brought in a new religious leader Akhlidin Novkatia from Turkey. The group’s new leadership then launched a campaign to weaken Mukhtarov’s influence in the group.

Known as Abu Saleh, Mukhtarov is reported responsible for the 2017 Saint Petersburg Metro bombing, which claimed the lives of 15 people.

There Is Now A Treasury Shortage

Earlier this morning we showed something remarkable in the Fed's ongoing attempt to inject a record amount of liquidity into the financial system: on Friday morning, the Fed held a $500 billion term repo operation and nobody showed up. There were zero submissions of either Treasury, Agency of MBS securities by Dealers who appear to have run out of securities, or are unwilling to pledge to the Fed. Today's "zero bid" auction was merely the logical endgame of a recent collapse in Treasury submissions into the Fed's massive daily term and overnight repo operations, which climaxed two weeks ago, only to plunge as soon as the Fed announced the start of unlimited QE.

With dealers now able to sell unlimited amounts directly to the Fed, and at a premium to carrying values, most of them appear to have picked that option instead of holding on to paper that may be worthless especially with an avalanche of debt coming down the pipeline as the Treasury has to fund its $2 trillion corporate handout package.

"Why on Earth you would tie something up for three months in repo with the Fed buying," said Ian Burdette, managing director at Academy Securities, who followed up with a very apt observation: "I think people are getting wise to the fact that an absolute tsunami of global sovereign debt issuance is on its way. Best to sell it all to the fed now probably."

Another hint that the Fed may have overliquified the market, soaking up too much "safe, money-like collateral" such as Treasuries and MBS, and injecting too many reserves (i.e., cash) came from the Fed itself which 30 minutes before the close today announced it would taper "QE-unlimited" and cut the amount of TSY purchases starting April 1 from $75BN to $60BN, while also trimming its MBS QE from $50BN to $40BN. But the clearest hint yet that there has been a sea change in the US financial system, which has gone from reserve scarce to collateral(Treasury) scarce was in today's fixed-rate reverse repo operation. As the name suggests, this is the opposite of repo, where instead of borrowing cash from the Fed in exchange for Treasury collateral, while paying a modest borrowing fee, Dealers borrow Treasurys in exchange for cash collateral.

If the presence of a reverse repo is news to some, there's a reason for that: for much of the past 3 years, when the Fed was draining reserves as part of QT and banks were cash strained, there was an abundance of Treasurys.

Until today, because today's reverse repo operation exploded to a record $210BN from $138.4BN yesterday, after virtually no usages for years.

this is the mechanism used for the 2008 event. the FRBNY basically called cash in from the banks (Reverse Repo's) they did not have it so they were forced to sell assets...all a pre-planned event that forced the primary dealers to tank the market so the next cycle of bailouts could begin.

This means that after scrambling to park treasuries at the Fed in exchange for cash, Dealers are now doing the opposite, because as a result of the Fed's historic QE spree in which the Fed has bought $1 trillion in TSYs and MBS in the past two weeks, there is now an unexpected Treasury shortage among the financial community. Either that, or simply nobody wants to park their Treasurys with the Fed if they can sell them.

But don't worry: if there is indeed a Treasury shortage, it won't last. With the US Treasury on deck to issue hundreds of billions in debt in the coming weeks, a scarcity of US paper is the last thing the world will have to worry about...

US DoD Orders Preparation of 'Destruction' Campaign Against 'Iranian-Backed Groups' in Iraq

Amid the coronavirus pandemic, it was reported earlier that the US army may suspend military training and impose 'restrictions of the highest level' on overseas missions.

The Pentagon has ordered military commanders to plan for an escalation of American combat resources in Iraq, The New York Times reported on Friday, citing unnamed officials claiming to be familiar with the directive.

According to the report, last week, the US Department of Defence issued a secretive directive to "prepare a campaign to destroy an Iranian-backed militia group that has threatened more attacks against American troops".

Kataib Hezbollah and "Iranian paramilitary forces - members of the Islamic Revolutionary Guards Corps" are named possible targets of planned escalation.

US President Donald Trump, when reportedly made aware of the initiative during a 19 March meeting in the Oval Office, did not immediately greenlight the campaign, but did allow planning to continue.

The United States' top commander in Iraq, Lt. Gen. Robert P. White, has reportedly expressed doubt regarding the feasibility of the Pentagon plans.

White responded to the directive with an internal message suggesting that such operations could be "bloody and counterproductive", and threaten war with Iran. The top commander also noted that a new campaign would require thousands of additional US soldiers be deployed to Iraq, diverting resources from the primary mission: training the Iraqi army to fight Daesh*, the NYT report said.

The general's memo also reportedly stressed that such campaigns would break the existing agreement with the Iraqi government that allows American troops to remain in the country.

The urgency to create a plan for an attack against pro-Iranian militia groups was characterized by unnamed American officials as a move to head off what are claimed to be new attacks from Kataib Hezbollah and other Shiite militias against American troops, the report said. Kataib Hezbollah itself allegedly warned its fighters to prepare for possible US attacks and threatened to retaliate.

The internal army communications cited by the NYT come as concerns grow over the coronavirus pandemic, amid which the US army will reportedly suspend military trainings to curb the spread of the disease.

Globally, the number of confirmed cases of COVID-19 is rapidly approaching 600,00 with over 27,000 fatalities, according to the latest data. The United States has the highest number of infections in the world.

Tension involving the US in Iraq escalated after the assassination of the Islamic Revolutionary Guards Corps' (IRGC) top general, Qasem Soleimani, and Kataib Hezbollah founder Abu Mahdi al-Muhandis in an operation sanctioned by Trump in early January.

Since that time, facilities in Iraq hosting US-led coalition troops have repeatedly come under attack. The Pentagon is blaming Kataib Hezbollah.

Fox News Channel made the decision Friday to cut away from the daily White House coronavirus task force briefing in order to have a panel discussion during The Story, which is hosted by Martha MacCallum.

Critical information that Fox News viewers missed after the cutaway included statements from Education Secretary Betsy DeVos, Secretary of Agriculture Sonny Perdue, certain doctors, and company CEOs who discussed their plans to get lunches to homes for children.

Perdue also spoke about the effort to get school lunches into homes during the deadly coronavirus pandemic.

Dr. Kelli Ward, chairwoman of the Arizona Republican Party, highlighted the cutaway in a tweet, saying Americans deserve to hear from officials “more directly.”

“What the heck,” Ward wrote. “Why did @FoxNews just cut away from the WH Daily Briefing? America wants to hear about education and more directly!”

Earlier this week, several networks cut away from the briefing before President Trump finished speaking. Other outlets, like the Washington Post, NBC News, the Atlantic, CNN, and the Boston Globe, want to put an end to broadcasting Trump’s briefings, as reported and discussed by Breitbart News’s John Nolte.

Certain outlets, including CNN, said the White House should submit an “official request” if they would like to have the briefing shown in full.

Moment Israeli Tank Pounds 'Hamas Facilities' After Gaza Rocket Attack Allegedly Shown on Video

A counterattack tweeted by the Israel Defence Forces (IDF) came in response to rocket fire reported earlier from Gaza that was claimed to be aimed at Israeli civilians.

On Friday, Israel struck Hamas facilities in the Gaza Strip following what was claimed by the IDF to be "rocket fire at Israeli civilians", according to a statement. Thousands of people sought protection in bomb shelters over the rocket fire, IDF said.

A footage allegedly depicting the moment of the counterattack was shared by Netizens.

A tweet reads: "IDF aircraft and tanks attacked military posts and infrastructure used for the underground activities of the Hamas terror organization in northern Gaza Strip. The attacks were carried out in response to rocket fire launched from Gaza toward Israeli territory earlier this evening" .

Hamas, a Palestinian Sunni militant organization in control of the Gaza Strip, has been locked in a protracted on-and-off conflict with Israel. Israel holds Hamas responsible for any attack coming from the Gaza Strip.

Netanyahu Gives Himself Broad Phone Tapping Powers To Fight “Invisible Enemy” Coronavirus

Over the weekend we noted with alarm that the Israeli government under Prime Minister Benjamin Netanyahu is now tapping counter-terror forces and technology to fight the “invisible enemy” of the coronavorus – as Netanyahu put it in a Saturday address.

“We will very soon begin using technology… digital means that we have been using in order to fight terrorism,” Netanyahu had said. Among these new “emergency measures” include broader domestic phone tapping powers as part of the counter-terror technology initiative, as AP reports:

Netanyahu’s Cabinet on Sunday authorized the Shin Bet security agency to use its phone-snooping tactics on coronavirus patients, an official confirmed, despite concerns from civil-liberties advocates that the practice would raise serious privacy issues. The official spoke on condition of anonymity pending an official announcement.

Ironically enough the outbreak scare has emboldened Netanyahu to admit that much of his plan will “entail a certain degree of violation of privacy.” This extreme overstep action comes as Israel has reached over 200 confirmed Covid-19 cases and has thousands in mandated quarantine.

The technology, which according to the prime minister has “never been used on civilians” – a highly doubtful claim – will help track an infected person’s history of past interactions as well as current whereabouts, ensuring they don’t break isolation, according to the plan.

“They are not minor measures. They entail a certain degree of violation of the privacy of those same people, who we will check to see whom they came into contact with while sick and what preceded that. This is an effective tool for locating the virus,” Netanyahu said.

Well at the very least he was honest about taking Israeli society down the road of Orwellian police state in the name of “protection” from the pandemic. However, we would note that it’s the first we’ve heard of a country openly touting its counter-terror technology and domestic spying as being used to fight the virus, with the exception of China.

Netanyahu said these are “means that until today I have refrained from using among the civilian population.”

In a clear understatement, yet deeply disturbing nonetheless, one opposition party leader from Meretz party, Nitzan Horowitz noted that tracking citizens “using databases and sophisticated technological means are liable to result in a severe violation of privacy and basic civil liberties.”

Meanwhile, former US special forces soldier and now journalist Jack Murphy put it more bluntly:

Once these “emergency measures” are implemented, they will never ever be repealed.

$2.2 Trillion CARES Act Provides A Lifeline To Small Businesses

The House of Representatives and Senate have passed, and the President has signed, a $2.2 trillion coronavirus spending bill that establishes a $349 billion lending program for small businesses, increases unemployment insurance payments, and includes benefits for those who are unemployed because of the virus and normally would not qualify. The latter group includes self-employed individuals, independent contractors, and other “gig economy” workers.

$349 billion in loans, loan guarantees and investments through the Treasury Department The small business-focused Paycheck Protection Program (PPP) of the CARES Act increases the government guarantee of loans to 100 percent through Dec. 31, 2020, for SBA 7(a) loans. The loans are available to companies with not more than 500 employees and those which have below a gross annual receipts threshold in certain industries. Under the legislation, 501(c)(3) nonprofits, sole-proprietors, independent contractors, and other self-employed individuals are eligible for loans. Another notable element of the economic stimulus is that it establishes the maximum 7(a) loan amount to $10 million through Dec. 31, 2020 and provides a formula by which the loan amount is tied to payroll costs incurred by the business (in order to determine the size of the loan). Allowable uses include payroll (employee salaries, paid sick or medical leave), insurance premiums, and mortgage/rent, and utility payments.

Under the CARES Act, lenders are able to make determinations on borrower eligibility and creditworthiness of small businesses without going through all of SBA’s normal channels. It also provides that same authority to lenders who join the program and make these loans. Since determining repayment ability simply is not possible during this crisis, lenders are to determine whether a business was operational on Feb. 15, 2020, and had employees to whom it paid salaries and payroll taxes at that time.

The legislation provides, through the Department of Treasury, an avenue for additional lenders to be approved to help keep workers paid and employed. These lenders – which should include FinTechs, which can process loans in as little as 48 hours — will only be permitted to make PPP loans, not regular 7(a) loans. The package requires eligible borrowers to make a good faith certification that the loan is necessary due to the uncertainty of current economic conditions caused by COVID-19. Borrowers also are required to use the funds to retain workers and maintain payroll, lease, and utility payments; and are not receiving duplicative funds for the same uses from another SBA program. The Paycheck Protection Program under the CARES Act waives both borrower and lender fees, scraps the “credit elsewhere test” for loans made under the program, and waives collateral and personal guarantee requirements.

Intelligence and law-enforcement experts warn the FBI now lacks a critical tool

WASHINGTON—House lawmakers left town Friday after passing a roughly $2 trillion dollar coronavirus relief package without voting to renew a set of intelligence powers that expired earlier this month, meaning surveillance tools used by the FBI to pursue terrorism suspects will likely remain defunct for at least several more weeks.

The surveillance powers, originally enacted after the Sept. 11, 2001, terrorist attacks have lapsed before due to congressional inaction, but only for about a day. They expired on March 15.

The prospect of such a prolonged termination of national-security authorities has alarmed current and former intelligence and law-enforcement officials, who warned that the Federal Bureau of Investigation especially now lacks a critical tool it uses to access a wide variety of business records from companies deemed relevant to ongoing terrorism or espionage investigations. The other expired powers allow investigators to easily wiretap a suspect who has switched phones and surveil a so-called lone wolf terrorist who doesn’t possess any discernible ties to a foreign terrorist organization.

Privacy advocates, including some in Congress, have countered that none of the intelligence authorities that have lapsed are critically important. The business records provision, for example, allows for investigations that were taking place before March 15 to continue unencumbered.....

The Defense Department has officially launched a webpage on its website to dispel rumors and misinformation regarding the Pentagon's response to the novel coronavirus outbreak.

Dubbed "Coronavirus: Rumor Control," the Pentagon will provide its response to myths and fabrications about how the U.S. has responded as coronavirus cases continue to spread within the country and among the ranks, according to officials.

"In times of crisis, it's important to be transparent and push back on false narratives," Pentagon spokeswoman Alyssa Farah told reporters during a briefing Wednesday. "As the secretary, chairman and senior enlisted adviser stated in their town hall yesterday, it's important to go to trusted sources for information.

"Last week, the department pushed back on a false conspiracy theory being promulgated by a senior official in the Chinese Communist Party, blaming U.S. Army soldiers for spreading COVID-19," she said, referring to the World Health Organization's name for the coronavirus. "This is not the only case of misinformation and disinformation springing up during this tense period of time. While we hope nations around the globe - allies and adversaries alike - will come together in this moment to be transparent, the Department of Defense will not hesitate to push back on misinformation."

One falsehood the Pentagon aimed to dispel early on is that it has implemented martial law - or sole military control in replacement of civil authorities - in response to the pandemic.

"In New York, Washington and California, the president has approved mobilizing National Guard troops under Title 32 status, which provides them full access to federal resources, but still allows them to be managed by the state government," according to the website, quoting Defense Secretary Mark Esper.

"To be clear, this is not a move toward martial law, as some have erroneously claimed. Our great National Guard troops are performing tasks such as supporting drive-through testing sites, conducting food delivery to protect vulnerable populations, and helping states plan and coordinate their local responses," Esper said March 23. "Allowing states to maintain control over their National Guard forces is the most effective way to manage their efforts, as it permits each governor to tailor the Guard's activities to best support the needs of their state."

Earlier this month, the White House warned the public to ignore rumors of a national quarantine for the virus, which were circulated by erroneous text messages.

"Text message rumors of a national #quarantine are FAKE," according to a March 15 post on the Twitter page of the National Security Council. "There is no national lockdown."

PORT EVERGLADES, FLA. (WSVN) - "A cruise ship that reported four deaths and two COVID-19 cases will not be allowed to cross the Panama Canal, a key step necessary before arriving at Port Everglades. According to Holland America Line, four older guests died on the ship.

“Our thoughts and prayers are with their families and we are doing everything we can to support them during this difficult time,” a statement read. The cause of death was not immediately known.

At least two guests on the ship have tested positive for COVID-19.

“I’m so worried,” said Suzanne Termaat, whose parents Charles and Elise Borg are on board Holland America’s Zaandam ship, which is anchored off the coast of Panama.

The Zaandam, which left Buenos Aires with a total of 1,243 guests and 586 crew members on board on March 7, was expected to dock at Port Everglades sometime next week. On Friday evening, authorities announced the ship will not be allowed to cross the canal.

Trump’s DHS Starts to Import 85,000 H-1B Graduate Gig Workers

President Donald Trump’s deputies announced Friday that they had begun the process of importing 85,000 H-1B gig workers to take white-collar jobs that will be needed after October by the millions of American graduates who are now losing jobs in the coronavirus crash.

“This is just an unspeakable action,” said Marie Larson, a co-founder of the American Workers Coalition, which opposes the many visa worker programs that have transferred at least one million white-collar jobs to foreign workers. “I don’t believe President Trump ordered this — the swamp went ahead with this,” she said.

“If the H-1B program is just for filling jobs that Americans cannot fill amid for labor shortages, then this would not be happening,” said John Miano, a lawyer with the Immigration Law Reform Institute. “But it is not a labor-shortage program — it is a cheap labor program to displace Americans,” he said.

The 2020 lottery “is in your face that that is the purpose of the program.”

The agency announced Friday that it had received enough corporate requests to snatch up all of the 2020 supply of H-1B visas.

This annual supply includes 20,000 visas for foreigners who pay for graduate degrees at American colleges, plus 65,000 visas for graduates who are directly imported from India, China, and other countries. Non-profits — such as hospitals and universities — are allowed to also import an unlimited number of “cap-exempt” H-1Bs for white-collar jobs.

Roughly 100,000 new H-1B workers arrive each year. But they are allowed to stay for many years, so companies have gradually built up a resident workforce of roughly 900,000 H-1B workers, alongside several hundred thousand additional white-collar workers carrying L-1, OPT, CPT, E-3, B-1, TN, H4EAD documents.

The annual application and lottery process are managed by DHS’s U.S. Citizenship and Immigration Services [USCIS] agency, which announced Friday afternoon:

USCIS has received enough electronic registrations during the initial period to reach the FY 2021 H-1B numerical allocations (H-1B cap). We randomly selected from among the registrations properly submitted. We intend to notify petitioners with selected registrations no later than March 31, 2020, that they are eligible to file an H-1B cap-subject petition for the beneficiary named in the applicable selected registration.

The work visas will not be sent to the lottery winners for several weeks after the companies submit petition packages with justifications for each visa. The deadline for submitting the petitions is June 30.

Those justifications include a so-called “Labor Condition Application” document approved by the Department of Labor. The LCAs describe the intended job for each H-1B worker. Business advocates use the LCA process to claim that imported workers do not displace Americans.

But the LCA process does not require the companies to show that Americans cannot be hired for the job. Also, the LCA documents are rubber-stamped by the department. A department spokesman told Breitbart News:

Under current law, “[t]he Secretary of Labor shall review such an [LCA] application only for completeness and obvious inaccuracies” and, unless the application is incomplete or obviously inaccurate, the Department must certify the LCA within seven days of receiving the employer’s application. [Emphasis added.]

"China hit out at what it called “biased” reporting on Friday in a frosty response to a request by three major U.S. newspapers to reverse the expulsion of several of their China-based journalists.

China announced on March 18 it was revoking the press accreditations of all American journalists in the China bureaus of the New York Times (NYT.N), Wall Street Journal (NWSA.O) and Washington Post, which were due to expire at the end of 2020.

In an open letter published earlier this week, the three publishers urged China to reconsider the move, saying it was “uniquely damaging and reckless” at a time when the world is sharing the burden of fighting the coronavirus.

China’s Foreign Ministry said in a statement on its website that it welcomed media and reporters from all countries to report in China “in accordance with laws and regulations” but that it did not accept “the arrogance and prejudice” it said was revealed in the letter of the three publishers.

Coronavirus: OneWeb blames pandemic for collapse

"OneWeb, the high-profile London-based satellite start-up, has filed for bankruptcy protection in the US.

The firm, which has been building a network to deliver broadband across the globe, blamed the Covid-19 crisis for its inability to secure new investment.

OneWeb issued a statement saying it was laying off most of its staff while it seeks a buyer for the company.

The start-up recently launched the 74th satellite in a constellation planned to total at least 648 spacecraft.

The idea is that this network will provide high-bandwidth, low-latency internet connections to any point on Earth, bar Antarctica.

Rumours of a collapse had been swirling around OneWeb this past week. It had raised £2.6bn to implement its project but experts in the space industry speculated that double this sum would probably be needed to complete the system.

The statement released by OneWeb in the early hours of Saturday, London time, said the company had been close to obtaining financing but that, "the process did not progress because of the financial impact and market turbulence related to the spread of Covid-19"."

President Donald Trump signed the historic stimulus package into law, U.S. infections roared past 100,000, and Disney parks throughout the nation will be closed indefinitely as the coronavirus plants itself even deeper into the American landscape.

Among the hardest-hit states is New York, at the forefront of the nation's death count with nearly 400. Governor Andrew Cuomo announced schools will be closed until April 15 and said hospitals will soon have an overwhelming need for respirators.

Droves of New Yorkers have been leaving the state - only to find their neighboring communities are not always welcoming. Rhode Island State Police on Friday began pulling over drivers with New York plates so that National Guard officials can collect contact information and inform them of a mandatory, 14-day quarantine for anyone who visited or lives in New York state.

The road home for other Americans got a little easier this week as nearly 300 U.S. citizens stranded in Central America have returned to the U.S. aboard jets used by U.S. immigration authorities that are normally used in deportations.

The U.S. counted more than 105,000 cases of coronavirus early Saturday, with at least 1,700 deaths, according to the Johns Hopkins University data dashboard. More confirmations are expected as the U.S. ramps up testing.

More than 600,000 people are known to have been infected globally, and roughly 27,000 have died.

An activist group backed by a major liberal dark money network announced plans to spend more than $1 million attacking Republican senators over the coronavirus pandemic.

Tax March, a coalition of more than 70 left-wing groups, will undertake a $1.2 million ad campaign against Senators David Perdue (R., Ga.), Susan Collins (R., Maine), Pat Toomey (R., Pa.), and Ron Johnson (R., Wis.). Tax March was initially established to demand President Donald Trump release his tax returns. Its ads will attack the senators over their support for the 2017 tax bill that contained relief to some corporations that could benefit from the $2 trillion coronavirus stimulus package.

The ad campaign joins other high-profile Democratic groups spending millions attacking President Donald Trump's response to the virus. Unlike many of those groups, however, Tax March does not disclose its benefactors. It is a part of an intricate web of activist organizations housed at Arabella Advisors, a massive dark money network that obscured the source of more than $620 million in funneled cash in 2018 alone.

Tax March began airing ads on Atlanta radio stations against Perdue this week. Television and digital ads will follow against Collins, Toomey, and Johnson before April 1.

Tax March is a project of the Sixteen Thirty Fund, a fiscal sponsor at Arabella Advisors that offers its legal and tax-exempt status to groups that the IRS does not recognize as nonprofits. Such a setup creates a layer of secrecy between deep-pocketed liberal donors and the initiatives they fund. Donors who steer money to a group that falls under the auspices of the Sixteen Thirty Fund do not have to designate what organization they are funding. Instead, they can mark the money as going to the fund itself, which is then passed to their intended group.

Tax March's coalition of partners includes John Podesta's Center for American Progress Action Fund, liberal watchdog Citizens for Responsibility and Ethics in Washington, and David Brock's Media Matters for America. Tax March's advisory board consists of leaders from various progressive advocacy groups.

The Sixteen Thirty Fund spent $141 million on Democratic causes in 2018. Tax March is just one of dozens of liberal initiatives at the fund. Also under its umbrella is Demand Justice, a group led by former Hillary Clinton press secretary Brian Fallon that pushes back against Trump judicial nominations. Many of its groups are state-based initiatives, including Michigan Families for Economic Prosperity, North Carolinians for a Fair Economy, and Ohioans for Economic Opportunity.

Scott Neilsen, managing director of advocacy at Arabella, has worked with other donor institutions in the past, including George Soros's Open Society Foundations and the Democracy Alliance, an invite-only club of wealthy donors cofounded by Soros. The alliance directs its members to push cash to groups at Arabella as part of a $275 million spending plan for the 2020 elections, according to documents obtained by the Washington Free Beacon.

Tax March did not respond to a request for comment by press time.

The campaign comes as other prominent Democratic groups are pouring millions into advertisements criticizing Trump's handling of the pandemic.

Priorities USA, the largest Democratic super PAC, is spending $6 million on such ads. The group received $3 million from Soros's Democracy PAC last month. PACRONYM, the super PAC associated with dark money nonprofit ACRONYM, is spending $5 million on digital advertisements. American Bridge, a group led by David Brock, has also used the outbreak to attack the president.

Despite these attacks, a new Gallup survey showed that 60 percent of Americans approve of Trump's response to the coronavirus.

"As government and health care officials plead for expanded access to high-speed COVID-19 tests, health care companies across the country began mobilizing their resources to meet the growing demands with direct-to-consumer kits.

The benefits of such kits could be substantial, allowing everyday people to test themselves for COVID-19 in the privacy of their homes instead of visiting a hospital, potentially exposing health care workers and other healthy individuals. If the test came back negative, it could allow them to go back to work without fear of infecting others.

But the path to commercialization has been a bumpy one. On March 16, the Food and Drug Administration issued new, loosened guidelines meant to help accelerate the availability of different types of COVID-19 diagnostic tests. Under the new policy, laboratories approved by the Centers for Medicare and Medicaid Services under the Clinical Laboratory Improvement Amendments (CLIA) were allowed to manufacture and distribute a validated COVID-19 test for 15 days before submitting official Emergency Use Authorization from the FDA."

Veteran Boston political strategist Larry Rasky posthumously tests positive for COVID-19

Well-known Massachusetts political strategist Larry Rasky, who died Sunday morning, posthumously tested positive for COVID-19, his family said.

The 69-year-old was CEO of Rasky Partners, a major communications firm in Boston and Washington, DC.

"On Thursday night, we learned that my dad, Larry Rasky, tested positive for COVID-19," Will Rasky wrote in a statement. "My dad had other underlying health conditions that medical professionals urge us to keep in mind. Our family, Larry’s colleagues, and others had already taken precautions in advance of learning the result, and we continue to follow all public health guidance. Not being able to gather with family and friends has made mourning Larry’s death all the more difficult, so the impact of the pandemic was already felt. That said, Larry’s spirit and legacy have kept us all tied together."

Rasky was a longtime advisor to Vice President Joe Biden and served as press secretary of the Delaware Democrat's 1988 presidential campaign. He was the communication director for Biden's 2008 campaign.

Gov. Gina Raimondo said anyone traveling there from New York will be ordered to undergo a 14-day quarantine and could face fines or even jail time if they’re found to not comply.

WASHINGTON — A reporting system accepting sexual misconduct allegations against U.S. bishops and eparchs is in place.

Called the Catholic Bishops Abuse Reporting Service, or CBAR, the system became operational Monday, March 16.

The mechanism incorporates a website, ReportBishopAbuse.org, and a toll-free telephone number, 800-276-1562, through which individuals can file reports regarding a bishop.

The nationwide system is being implemented by individual dioceses under the direction of each respective cardinal, archbishop or bishop. The information gathered will be protected through enhanced encryption.

In the Archdiocese of Baltimore, which in January 2019 implemented its own system for reporting allegations against bishops, Auxiliary Bishop Adam J. Parker said CBAR is similar in that it will be accessible from the archdiocesan home page and by phone.

Posters will be displayed at each parish promoting the national hotline as well as information about contacting the archdiocese’s Child and Youth Protection Office.

“Our intention was that the (nationwide) system — which we are implementing locally as a metropolitan — would be no less robust than what we had implemented here in Baltimore,” Bishop Parker said.

Denver-based Convercent developed the reporting system under a two-year contract with the U.S. Conference of Catholic Bishops. The company specializes in ethics and compliance management for businesses and organizations.

Under the system, the company gathers information and routes reports to the appropriate church authority consistent with canon law. It does not conduct any investigation.

Approved by the U.S. bishops in June at their spring general assembly, the reporting mechanism meets the requirements established by Pope Francis in his “motu proprio” “Vos estis lux mundi” (“You are the light of the world”) to have a way of receiving reports of sexual misconduct by a bishop.

“Motu proprio” is a Latin phrase that means “on one’s own initiative.” Popes use it to signal a special personal interest in a subject.

The system works like this:

g Calls initially will come into a central phone bank, where trained personnel will ask for information about the allegation being made including the name of the person making the report and his or her contact information. People also will have the option of filing a report online if they do not want to call. People will not be required to give their name if they wish to remain anonymous.

g The information gathered will be forwarded to the appropriate metropolitan, or archbishop, responsible for each diocese in a province. (Archbishop Lori is the metropolitan for the Diocese of Richmond). Allegations against a metropolitan will be forwarded to the senior suffragan bishop in the appropriate province. The U.S. has 32 metropolitans. Each province has one archdiocese and several dioceses.

g The information also will be forwarded to a layperson designated to assist the bishop in receiving allegations.

g After review, the metropolitan or senior suffragan will send the report the apostolic nuncio in Washington.

g The nuncio is required to send the report and the metropolitan’s assessment to the Vatican, which has 30 days to determine if a formal investigation is warranted. If so, a bishop will be authorized to oversee an investigation.

g When an investigation is ordered, qualified experts, including laypeople will conduct it. An investigation is expected to be completed within 90 days and forwarded to the Vatican.

g Vatican officials will review the findings of the investigation and determine the appropriate process leading to a final judgment."

ANKARA (Reuters) - Turkey halted inter-city trains and limited domestic flights on Saturday, as the main opposition called for a stay-at-home order after coronavirus cases jumped by a third in a day.

President Tayyip Erdogan called on Friday for a “voluntary quarantine” in which Turks stay at home except for shopping or basic needs to help contain the fast-growing outbreak.

But after the number of infections jumped to 5,698, with 92 dead, the main opposition Republican People’s Party (CHP) called for a comprehensive stay-at-home order to be imposed.

“At this stage, it is evident that we need a comprehensive, wide and effective stay-at-home and quarantine,” CHP Chairman Kemal Kilicdaroglu said in a statement on Saturday.

“It is not possible to solve this issue with campaigns like ‘Stay Home Turkey’ and by leaving it to the will and initiative of our citizens while not providing any wage or job security and abandoning them to fate,” he said.

Erdogan announced further measures to contain the spread of the virus, halting international flights, inter-city trains and making other domestic travel subject to a governor’s approval.

TOKYO (Reuters) - Japan’s Prime Minister Shinzo Abe on Saturday promised an unprecedented package of steps to cushion the world’s third-biggest economy from the coronavirus pandemic, saying the country was close to a national emergency as infections surged.

Abe said the “huge, powerful” measures will include fiscal stimulus, monetary steps and tax breaks for companies, though the details have not been finalized.

“We are in a critical stage. We need to be ready for a long-term battle,” Abe said in a nationally televised news conference, adding: “I want to be straightforward about that.”

Infections in Japan have climbed to more than 1,500, with 52 deaths, excluding those from a cruise ship quarantined last month, according to public broadcaster NHK.

Officials confirmed a further 60 cases in Tokyo and on Saturday announced 57 new coronavirus cases at a center for the disabled in Chiba prefecture near the capital, NHK said.

Hit early by the coronavirus in its initial spread from China, Japan had seen a more gradual rise than the recent surge in much of Europe and the United States that has led to lockdowns of billions of people around the world.

Abe held back from declaring a state of emergency though he announced plans to approve the drug Avigan that has proved helpful in treatment.

“The pandemic is inflicting extremely big damage to Japan’s economy,” he said. “We’ll deploy a huge, powerful package that will include a full range of fiscal, monetary and tax measures.”

Abbott Labs Unveils COVID-19 "Gamechanger": Portable Test Can Detect Virus In Under 5 Minutes

One week after the FDA granted emergency approval to a point-of-care test purporting to produce results in under 45 minutes, the agency has granted "emergency use authorization" to Abbott Labs so the company can bring to market a rapid-response test for COVID-19 that can tell if somebody is infected in under five minutes, and is portable enough to be used in practically any health-care setting.

The medical-device maker plans to supply 50,000 tests a day beginning April 1, said John Frels, vice president of research and development at Abbott Diagnostics. The molecular test scans samples for fragments of the coronavirus genome, which can quickly be detected when present at high levels. An even more thorough search to definitively rule out an infection can take up to 13 minutes, BBG reports.

PG&E To Use Wildfire Victims' Fund To Pay for Past Crimes

BERKELEY, Calif. (AP) — Pacific Gas & Electric is warning its elaborate plan for getting out of bankruptcy might collapse if the utility can’t pay for its crimes in a deadly Northern California wildfire by taking money away from a fund set up to compensate thousands of victims for their losses.

The latest twist in an already complicated saga emerged this week after PG&E disclosed it will plead guilty to 84 felony counts of involuntary manslaughter for neglecting to properly maintain equipment that ignited the 2018 Camp Fire that destroyed three towns in Butte County.

PG&E will pay a $4 million penalty as part of the plea agreement, but plans to do so by drawing upon a $13.5 billion settlement that it reached with wildfire victims as part of its bankruptcy case.

Although the $4 million represents a tiny fraction of the $13.5 billion fund, the notion that PG&E may be siphoning away any money earmarked for fire victims to pay for its criminal behavior is provoking more outrage about a company already widely unpopular for its role in other catastrophic wildfires, a malfunctioning gas line that blew up a neighborhood, and its bungling of power outages.

“It is my sincere hope that PG&E finds another way to pay the penalty because it’s not what I want, and it certainly doesn’t look good for PG&E in terms of the public relations or the overall optics,” Butte County District Attorney Mike Ramsey told The Associated Press.

Ramsey, though, said he has no control over over where PG&E gets the money to pay the fine.

PG&E also says its hands are tied by a clause included in the settlement with wildfire victims that won bankruptcy court approval three months ago. The provision requires all fines and other penalties arising from the wildfires that drove PG&E into bankruptcy last year be paid from the victims’ fund.

If PG&E doesn’t abide by the settlement terms, the company said it could cause other deals reached in its complex case to unravel. In addition to the victims’ fund, PG&E has negotiated another $12 billion in settlements with insurers and government agencies, and also has lined up commitments to raise tens of billions of dollars through stock sales and loans to help the company continue to operate after it gets out of bankruptcy. PG&E also expects to pay $1.6 billion to the lawyers, bankers and other specialists that help it put together its bankruptcy deals.

Any revisions to its past settlements “risks investors walking away from their commitments to provide the funding essential to the company’s ability to make payments to victims,” PG&E said in a statement Friday.

But PG&E already has made several other changes to its plan since reaching the settlement with wildfire victims. The latest, reached with Gov. Gavin Newsom, came just a week ago. PG&E left the crack open for making a change that would allow it to pay its criminal penalty without tapping into the victims’ fund if it can get “the necessary consents.”

U.S. Bankruptcy Judge Dennis Montali has made it clear throughout the case that he is unlikely to approve any plan that doesn’t pay the wildfire victims as much as possible. The judge could still prevent PG&E from using the victims’ fund to pay its criminal fine.

Some of the more than 81,000 victims who filed claims in PG&E’s bankruptcy case already have been raising doubts about whether the $13.5 billion will be enough to pay everyone for the losses of loved ones and property in a series of 2017 and 2018 fire that killed nearly 130 people and destroyed more than 25,000 homes and other buildings. Two of the victims, Kirk Trostle and Adolfo Veronese, recently resigned from a 11-person committee overseeing people’s claims in the bankruptcy case because of their misgivings over the settlement with PG&E.
