BEIJING (Reuters) - Philippine President Rodrigo Duterte announced his “separation” from the United States on Thursday, declaring he had realigned with China as the two agreed to resolve their South China Sea dispute through talks.

Duterte made his comments in Beijing, where he is visiting with at least 200 business people to pave the way for what he calls a new commercial alliance as relations with longtime ally Washington deteriorate.

“In this venue, your honors, in this venue, I announce my separation from the United States,” Duterte told Chinese and Philippine business people, to applause, at a forum in the Great Hall of the People attended by Chinese Vice Premier Zhang Gaoli.

“Both in military, not maybe social, but economics also. America has lost.”

Duterte’s efforts to engage China, months after a tribunal in the Hague ruled that Beijing did not have historic rights to the South China Sea in a case brought by the previous administration in Manila, marks a reversal in foreign policy since the 71-year-old former mayor took office on June 30.

Philippine President Rodrigo Duterte decided on Tuesday to end a long-standing defense agreement with the United States, signaling a major break in a U.S.-Philippines military alliance that the United States has long seen as essential to countering the rise of China.

The Philippine president officially filed to terminate the Visiting Forces Agreement (VFA), which gives U.S. troops a legal basis to be present for bilateral exercises in the country, after he had threatened for weeks to end the 21-year-old agreement. Duterte’s threats began after Ronald dela Rosa, a senator and former police chief who oversaw the Philippines’ deadly drug war at its peak, saw his U.S. visa canceled.

U.S. President Donald Trump shrugged off the move, saying it will “save a lot of money” for the United States. But defense officials and analysts in both countries expressed grave concern the termination would fuel Beijing’s aggressive position in the South China Sea, where it asserts sovereignty over areas claimed by other countries, including the Philippines.

U.S. Defense Secretary Mark Esper said Tuesday that ending the defense pact was a “move in the wrong direction,” away from American goals to contain Chinese regional expansionism, while two senior officers in the Armed Forces of the Philippines told Rappler the move is unpopular within the military, with one general calling it “disadvantageous.”

ROME—Some might say it was doomed from the start. Even Pope Francis has warned that expectations are far “too high” for his three-day summit on clerical sex abuse being held here from Thursday to Saturday. The mission of the meeting has been clear from day one: to make sure all dioceses around the world are “on the same page” when it comes to handling clerical sex abuse.

But from the moment it was announced last September, just as the full impact of the now-famous Pennsylvania grand jury report sent shockwaves around the world, those with other agendas were booking flights to Rome.

One such opportunist is Steve Bannon, the former strategist and campaign chairman for U.S. President Donald Trump who confirmed to The Daily Beast that he will be in the Eternal City for the summit this week. Bannon is an ardent supporter of Pope Francis’ most vocal foe, American Cardinal Raymond Burke, who is not listed as an attendee.

Together they can be expected to use the sidelines of the summit as an opportunity to rail against what they both say they believe is the root cause of clerical abuse: gay priests. And, while doing so, they will hint that Francis’ perceived leniency toward gay Catholics somehow enables the abusers.

Survivors Slam New Vatican Exposé That Ties Sex Abuse

The French author of a shocking book on gay priests inside the Vatican suggests a climate of blackmail and secrecy prevents whistleblowers from coming forward

ROME—Fréderic Martel, a gay French author whose book In The Closet of the Vatican will be published Thursday to coincide with the Vatican’s crisis summit on clerical sex abuse, drew immediate criticism from victims of clerical sex abuse when he suggested a “complex link” between gay priests and the abuse issue.

Sexual-abuse survivor Peter Saunders, who was expelled from the Vatican’s Pontifical Commission for the Protection of Minors in 2017 for criticizing the church's lack of resolve, said that many of the victims he has worked with over the years were female, which he says proves his point. “There is no link between people who are gay and people who abuse children.”

Saunders, who is part of the victim-survivor group Ending Clergy Abuse, added, "Once you are inside the church and you are gay, you are bound to be silent and then when you see someone abusing, you are silenced from reporting it.”

Martel told reporters at Rome's foreign press association that his book was informed by 27 gay priests who live or work inside Vatican City. His conclusion, based on extensive interviews with them, is that the vast majority of the College of Cardinals—the group of esteemed prelates who vote in conclaves—are gay. “They were hit on, flirted with, and slept with a lot of cardinals in the College of Cardinals,” Martel says. “One gay priest alone told me he had slept with six different cardinals.”

In his book, which The Daily Beastobtained independently ahead of the Feb. 21 release date, Martel writes that the culture of secrecy tied to the high number of gay priests also feeds the coverup. “Homosexuality is also one of the keys that explain the institutionalized coverup of sexual crimes and misdemeanors, of which there are now tens of thousands,” he writes. “Because the ‘culture of secrecy,’ which was necessary to maintain silence about the huge presence of homosexuality inside the church, has made it possible to hide sexual abuse, and for predators to benefit from this system of protection within the institution—even though pedophilia is not the subject of this book.”

Probably just wishful thinking but wouldn't it be great if the "nationwide confirmed cases" map was actually a tally of rounded up deep state actors? The document comes in response to pastoral, spiritual and sacramental concerns for those affected by the coronavirus pandemic, which has raised “new uncertainties and above all widespread physical and moral suffering”.

The decree is signed by Cardinal Mauro Piacenza, the Major Penitentiary of the Apostolic Penitentiary, and the Regent, Father Krzysztof Nykiel.

Conditions for the plenary indulgence

The Decree grants a plenary indulgence to coronavirus patients quarantined by health authorities in hospitals and in their homes if, “with a spirit detached from any sin, they unite themselves spiritually through the media to the celebration of the Holy Mass, the recitation of the Holy Rosary, to the pious practice of the Way of the Cross or other forms of devotion.”

The plenary indulgence can also be obtained by the faithful if they at least “recite the creed, the Lord’s Prayer and a pious invocation to the Blessed Virgin Mary, offering this trial in a spirit of faith in God and charity towards their brothers and sisters, with the will to fulfill the usual conditions (sacramental confession, Eucharistic communion and prayer according to the Holy father’s intentions), as soon as possible.”

A plenary indulgence is also granted to healthcare workers, family members and all those who, “exposing themselves to the risk of contagion, care for the sick” under the same conditions stated above.

Also, the faithful who offer a “visit to the Blessed Sacrament, or Eucharistic adoration, or read the Holy Scriptures for half an hour, or recite the Holy Rosary, or the pious exercise of the Way of the Cross, or the recitation of the Chaplet of the Divine Mercy” while praying for an end to the pandemic will be granted a plenary indulgence.

A few clarifications

In a note accompanying the Decree, the Apostolic Penitentiary provided for some eventualities linked with providing the Sacrament of Reconciliation for those affected by the Covid-19 virus.

The note explained that the diocesan bishop has complete discretion over the administration of collective absolution except where there is an “imminent danger of death” or a “grave necessity.” Individual confession remains the ordinary way of celebrating the Sacrament of Reconciliation.

Also, if there is need to impart absolution to several faithful, the priest is obliged to inform the diocesan bishop as soon as possible.

Bishops are also tasked with evaluating the level of the pandemic in their respective jurisdictions to be able to set up prudent protocols for the individual celebration of the Sacrament of Reconciliation that safeguards the sacramental seal.

The note also encouraged setting up groups of voluntary “extraordinary hospital chaplains” who, obeying health norms and in agreement with health authorities, can provide spiritual assistance to the sick and dying.

Indulgences

According to the Catechism of the Catholic Church, an indulgence is “a remission before God of the temporal punishment due to sins whose guilt has already been forgiven.” Indulgences are either partial or plenary depending on if they remove part or all of the temporal punishment due to sin.

Magnitude 4.5 quake strikes near Nevada's Carson City

A magnitude 4.5 earthquake struck just southeast of Nevada's state capital of Carson City, according to the U.S. Geological Survey.

The earthquake produced strong shaking in the Carson City area at an intensity estimated by the USGS that would frighten many people but produce slight damage. The USGS initially reported the earthquake as a magnitude 5.0 before revising it downward.

There were no immediate reports of significant damage or injuries.

Nevada has been largely quiet of destructive earthquakes since the 1960s, except for the magnitude 6 Wells earthquake of 2008, which caused an abandoned two-story building to collapse and two more buildings to partially collapse, and damaged about 30 others. Officials reported $19 million in damage.

But from the 1850s to the 1950s, there were 22 earthquakes of magnitude 6 or greater in Nevada.

Nevada is farther from the main plate boundary dividing the Pacific and North American plates, but the state still gathers seismic strain over the decades that must be released in earthquakes eventually.

Faults in the basin Reno sits in are capable of generating earthquakes as big as magnitude 6.8; a larger fault in the Carson Valley just south of Reno could generate a quake as large as magnitude 7.4.

In the last 10 days, there have been no earthquakes of magnitude 3.0 or greater centered nearby.

An average of five earthquakes with magnitudes between 5.0 and 6.0 occur per year in California and Nevada, according to a recent three-year data sample.

Nellis Air Force Base has now confirmed three new positive COVID-19 cases, bring the total to four. All service members are being treated and entered isolation at the time of symptom onset. The members will remain in isolation in accordance with CDC protocols.

The U.S. Air Force has confirmed that a NATO service member has tested positive for COVID-19 at Nellis AFB, Nevada, during the ongoing Red Flag 20-2 exercise, and Red Flag Alaska exercise has been canceled.

In a press release issued by public affairs from Joint Base Pearl Harbor-Hickam for the U.S. Air Force Pacific Air Forces, officials reported that

“After careful consideration and coordination with participating nations, Pacific Air Forces has canceled Red Flag-Alaska 20-1 scheduled for April 30 to May 15 at Eielson Air Force Base and Joint Base Elmendorf-Richardson, Alaska. The decision to cancel follows the Department of Defense travel restrictions on domestic travel implemented on 16 March in response to the ongoing outbreak of COVID-19. The health of our forces and local communities is a top priority. Red Flag-Alaska is a Pacific Air Forces-sponsored exercise designed to provide realistic training in a simulated combat environment with primary flight operations over the Joint Pacific Alaska Range Complex.”

A NATO service member at Nellis Air Force Base has tested positive for COVID-19. The service member, who was at the base for Red Flag 20-2, entered isolation at the time of symptom onset and will remain in isolation in accordance with the Centers for Disease Control protocols.

Flight operations for Red Flag 20-2, which was scheduled to run March 6 through Friday, were stopped earlier this week, according to an email sent Thursday afternoon to Air Force personnel and obtained by the Las Vegas Review-Journal.

In the email, 99th Air Base Wing Commander Col. Cavan Craddock said the NATO member was tested for COVID-19 Monday night.

“We just received the test results and they were positive for COVID-19,” he wrote, adding and that the base has “about 100 tests sent out to the CDC awaiting results.” CDC stands for the Centers for Disease Control and Prevention.

Craddock told personnel that the service member developed symptoms over the weekend and was brought by a NATO flight surgeon to the Nellis Emergency Department on Monday.

“He met criteria for testing but was not sick enough to be admitted to the hospital,” Craddock wrote, adding that the unit had isolated the member in his Henderson hotel room, where he has remained in isolation.

“We are in the process of redeploying all Red Flag personnel not stationed at Nellis,” Craddock said.

During Red Flag, more than 80 aircraft depart Nellis twice a day and remain in the air for up to five hours. Since 1975, 29 other countries have joined the U.S. in these exercises, and several other countries have participated as observers.

A group of President Donald Trump’s campaign staffers conducted a Bible study online on Friday morning as the spread of the coronavirus continues in the United States

“We managed to do our weekly Bible study digitally!” wrote National Press Secretary Kayleigh McEnany on Twitter, sharing a photo of her participating with campaign colleagues on a live stream feed. “Loved joining my friends from the Donald Trump campaign and GOP this Friday morning.”

But this was not the first time the group met to read scripture and pray together.

Trump campaign employees started the weekly Bible study in February, according to campaign sources, after McEnany, Lyndee Rose, Sonny Nelson, and Ryann McEnany brainstormed the idea.

The group of up to two dozen staffers meets every Friday morning before work for Bible study, reading Scripture for about 30 minutes followed by 15 minutes of community prayer. Bagels are also served every week for those that attend, and staffers who find themselves on the road can call in.

“This is oftentimes the most powerful part of our time together because you can feel Christ at work,” a campaign staffer told Breitbart News about the event.

The event became even more significant to participants as they find themselves separate from colleagues and working from home while keeping up with the news about the virus that has dominated the headlines.

Friday’s online study session was led by Dr. Tom Mullins, the Founding Pastor of Christ Fellowship, who is also a member of the Evangelicals for Trump coalition.

“There is nothing more meaningful than coming together in prayer,” McEnany told Breitbart News in an interview about the group.

She described the group’s weekly Bible study as “the most inspirational part of our week.”

“As Christian men and women, our Bible study helps us to keep our eyes and mind on Christ,” she continued. “It offers a time to pray for our President and pray for our nation.”

U.S. Army leaders say the next war will be fought in mega-cities, but the service has embarked on an ambitious effort to prepare most of its combat brigades to fight, not inside, but beneath them.

Late last year, the Army launched an accelerated effort that funnels some $572 million into training and equipping 26 of its 31 active combat brigades to fight in large-scale subterranean facilities that exist beneath dense urban areas around the world.

For this new type of warfare, infantry units will need to know how to effectively navigate, communicate, breach heavy obstacles and attack enemy forces in underground mazes ranging from confined corridors to tunnels as wide as residential streets. Soldiers will need new equipment and training to operate in conditions such as complete darkness, bad air and lack of cover from enemy fire in areas that challenge standard Army communications equipment.

Calls Increase for MSM to Stop Airing Trump Live: ‘You Will Get People Killed

Calls are increasing for cable networks to stop airing President Donald Trump’s press conferences live as critics believe Trump is turning White House news briefings into virtual campaign rallies that can “get people killed” with lies about the Coronavirus crisis. The pressure only increased after Trump’s Friday briefing.

The Atlantic’s James Fallows believes the attention-starved Trump is turning the press conferences into “virtual campaign” rallies and Trump would actually lose interest in showing up if the media did not cover the briefings live.

“Also, as a practical matter, if the briefings were no longer covered live, Trump would lose interest in attending himself,” Fallows argues. “Then the scientists could come back on stage—and eventually they could be covered live again.”

Fallows noticed that Trump only “dropped his previous pooh-poohing of the virus threat” and “struck a somber” tone for just a day before reverting “back to the more accustomed tone of tweets and his rallies. In those settings he has had two constant themes: that he is so great, and that his critics are such cheating losers, each point usually based on information that was false”:

The tone, and the false data, returned yesterday. Much of what Trump said was false: Most dramatically, his claim that the FDA had just approved use of an anti-malaria drug for treatment of COVID-19, and that it would be a “game-changer.” (FDA officials immediately clarified that they had done no such thing.)

Trump’s new fondness for these “briefings,” and their increasing conversion into Trump campaign rallies with scientists rather than local-government officials as the supporting cast, should cause cable-news producers to reflect on the path they are headed down.

In the year after Trump declared his candidacy in the summer of 2015, cable channels ran so many of his “Lock her up!” rallies live and at full length, that the coverage amounted to hugely valuable free campaign publicity. One source calculated the free-airtime values as being worth several billion dollars.

From Trump’s point of view, it makes sense to turn these events into the unfiltered airtime he used to count on at mass rallies. From the media’s point of view, it made sense to cover the first few of them live. But given the rising falsehood quotient in what Trump says, and his determination to cut off or divert questioners who try to ask about these falsehoods, cable networks should stop airing these as live spectacles and instead report, afterwards, with clips of things Trump and others said, and whether they were true.

Their real reason for live coverage back during Trump’s rise was that ratings went up: People wanted to watch these spectacles. Even if that’s still true, we certainly have learned that Trump will use most of his time to attack and lie, and that panelists’ corrections never catch up. In time of crisis, cable-news channels are making the public less informed, and thus increasing public danger, by providing such a convenient platform for lies.

MSNBC’s Rachel Maddow on Friday evening ripped Trump for being “wildly irresponsible” and “consistently lying” by telling “fairy tales” during the live briefings.

“If it were up to me, and it’s not, I would stop putting those briefings on live TV. Not out of spite but because it’s misinformation,” Maddow said. “If Trump is going to keep lying like he has been every day on stuff this important, we should, all of us, stop broadcasting it. Honestly, it’s going to cost lives.

Supporters of Rebecca Long-Bailey, a young, far-left MP and possible future leader of Britain’s Labour Party, have been exposed, calling for “real Labour Jihad to bring equality for all” by political website Guido Fawkes.

The messages were sent in a WhatsApp group called “LDN for RLB” and met with only mild concern about the negative connotations of the word Jihad. The Labour Party has increasingly been seen as a vehicle for Islamists – the current leader, Jeremy Corbyn, invited Hamas and Hezbollah to a meeting in Westminster where he referred to them as “friends” and voted against proscribing al-Qaeda.

More recently, the leadership candidates all agreed to demands from the hard-line Islamic group The Muslim Council of Britain who have concerning links to extremism. The Labour Party also suspended anti-racism campaigner Trevor Phillips for “Islamophobia.”

Robart on Thursday denied a request for a restraining order requested by the American Civil Liberties Union (ACLU), the ACLU of Washington, and the Northwest Immigrant Rights Project. The organizations argued that holding migrants who are older or have underlying medical conditions puts them at high risk for contracting the virus.

“There is no evidence that anyone at NWDC has COVID-19, and plaintiffs do not address the measures defendants are taking to prevent such a spread from occurring,” Robart said in a Law360 article on the development.

Law360 reported on the ruling:

Attorneys have told Law360 that they are concerned ICE is not prepared to handle a potential outbreak of the virus at the agency’s detention centers, where immigrants are trapped in communal spaces.

ICE has been hit with numerous lawsuits accusing it of not providing detainees with adequate medical care, including an August complaint alleging the agency has been failing to ensure centers operated by private contractors are meeting the standards of confinement mandated by federal law and the U.S. Constitution.

Eunice Cho, an attorney for migrants, issued a statement vowing continued litigation.

“Public health officials are in agreement — it is not a matter of if there is a COVID-19 outbreak in immigrant detention centers, but when,” Cho said. “ICE should heed their warning. By refusing to immediately release our clients, ICE is jeopardizing their lives and the lives of its staff and their families.”

Law 360 reported that ICE responded Wednesday to the request for the restraining order, but the filing is not being made public.

The case is Dawson v. Asher, No. 2:20-cv-00409 in the U.S. District Court for the Western District of Washington.

Bayer donates millions of tablets of malaria drug that could fight coronavirus to U.S. government

Pharmaceutical company Bayer has responded to the ongoing outbreak of the Wuhan coronavirus — formally known as COVID-19 — by donating millions of tablets of an anti-malarial drug that could be used to combat the disease to the United States government.

According to a story published Thursday at MarketWatch:

U.S. listed shares of Bayer AG bayry rose 3% in trading on Thursday afternoon after it said it had donated three million tablets of Resochin, a chloroquine product, to the U.S. The German drugmaker said that it is seeking an emergency use authorization for the drug in the U.S., where it is not approved. Health care providers in countries like China and France have been using chloroquine-based therapies to treat COVID-19 patients as there are no proven treatments for the disease.

At a Thursday press briefing, President Donald Trump said that he had directed the Food and Drug Administration to speed up trials of various drugs — including chloroquine — an action which he said could be a potential "game-changer" in fighting the disease.

"Nothing will stand in our way as we pursue any avenue to find what best works against this horrible virus," Trump said at the White House briefing. "Now, a drug called chloroquine — and some people would add to it 'hydroxy,' Hydroxychloroquine — So Chloroquine or Hydroxychloroquine. Now, this is a common malaria drug. It is also a drug used for strong arthritis ... But it is known as a malaria drug, and it's been around for a long time and it's very powerful."

The president also cautioned, "When you go with a brand-new drug, you don't know that that's going to happen" but that the anti-malarial has shown "very, very encouraging early results. And we're going to be able to make that drug available almost immediately."

FDA Commissioner Stephen Hahn explained that while chloroquine has been approved to treat other conditions, the agency wants to get more information about its efficacy against the coronavirus.

For now, "we're looking at drugs that are already approved for other indications; so they're already approved, as the President said, for other diseases," Hahn explained at the briefing.

"As an example, many Americans have read studies and heard media reports about this drug, chloroquine, which is an anti-malarial drug," Hahn explained. "It's already approved — as the President said — for the treatment of malaria, as well as an arthritis condition" but officials wants to get more information in the form of "a large, pragmatic clinical trial."

According to numbers aggregated by Johns Hopkins University, the United States has over 14,000 confirmed cases of coronavirus as of Friday morning and has seen over 205 resulting deaths. The same data show that there are 246,000 confirmed cases of the virus globally.

Bankruptcy judge approves New Ulm Diocese's clergy sex abuse settlement

St. Paul, Minn. — A U.S. bankruptcy judge gave final approval March 10 to a $34 million settlement agreement between 93 victim-survivors of clergy sexual abuse and the Diocese of New Ulm, Minnesota, as well as parishes within the diocese.

Claimants voted unanimously to approve the settlement.

Judge Robert Kressel's final approval clears the way for the 93 clergy abuse survivors to begin receiving compensation under the settlement. It also marks the end of a three-year bankruptcy process for the diocese. The diocese also has committed to 17 child protection protocols.

In a statement, Bishop John M. LeVoir of New Ulm apologized for the harm abuse survivors endured and said he knows the settlement can't make amends for all that was taken from them.

The bishop said the Catholic Church is a safer place for children and young people today thanks to abuse survivors' bravery, perseverance and advocacy for changes to protect the vulnerable, and hold abusers and church leaders accountable.

"Please join me in praying for the healing of survivors as well as doing what we can to assist them in the healing process," LeVoir said.

The diocese filed for reorganization under Chapter 11 of the U.S. Bankruptcy Code in early March 2017.

In a statement at the time, LeVoir said he asked diocesan attorneys to take the action in response to the enactment of the 2013 Minnesota Child Victims Act, which temporarily lifted the civil statute of limitations on child sexual abuse claims for three years. That three-year window ended May 25, 2016.

Under the window, 101 lawsuits were filed against the New Ulm Diocese and some of its parishes.

Taking the legal step for reorganization was "the fairest way to resolve sexual abuse claims while allowing the church to continue its essential work of serving people in our local communities," LeVoir said at the time.

A June 26 diocesan news release on the agreement said the funds for the settlement "are made up of insurance coverage settlements and cash and property contributions from the diocese and parishes, including parishes that do not have claims against them."

"When claimants approve the settlement plan, it will result in a 'channeling injunction,' which will prevent claims against the diocese and parishes based on events that occurred before confirmation of the plan," it said.

‘We Don’t Have Definitive Proof That it Works:’ Fauci on Efficacy of Chloroquine Against CCP Virus

Anthony Fauci, the director of the National Institute of Allergy and Infectious Diseases (NIAID), said on Friday that there’s no definitive proof that chloroquine, an anti-malaria drug, works against the CCP virus.

The top immunologist clarified that he didn’t dismiss the effectiveness of chloroquine and is open to testing as it’s been suggested anecdotally that it may be effective.

“What I said it that we don’t have definitive proof that it works. So what we need to do, since there are suggestions anecdotally that it works, try to get it available but to do it in the context of a protocol where we accomplish two things,” he said during an interview with Fox News. “We make something that’s maybe hope and promising for someone. At the same time, we determine whether or not it’s safe and whether or not it actually does work. I wasn’t dismissing it. I was saying we need to be careful.”

He mostly aligned with what he said during the White House Coronavirus Task Force briefing on Friday.

President Donald Trump said he’s optimistic about the effectiveness of chloroquine during the briefing. The Coronavirus Task Force is talking with the governors about making the drug available, but they’re waiting for final approval from the U.S. Food and Drug Administration (FDA).

“It may work and it may not work,” he said. “I feel good about it. That’s all it is. Just a feeling.”

Fauci appeared to refer to the research (pdf) conducted by a group of French researchers who say the combination of hydroxychloroquine and azithromycin could change the test results for the CCP virus from positive to negative.

The research was conducted on a small group of 36 people, with 14 of them treated with hydroxychloroquine, 6 with hydroxychloroquine and azithromycin, and 20 in the control group.

The Epoch Times could not verify that the study was peer-reviewed.

The FDA announced on Thursday that they are investigating if chloroquine can be used to treat patients with mild-to-moderate COVID-19, the disease caused by the CCP virus, and potentially reduce the duration of symptoms and viral shedding.

They are also trying other approaches to discover a potential cure for the widespread disease, including an investigation into antiviral drug remdesivir from Gilead Sciences.

About 250 patients have been granted access to remdesivir, the agency said.

Therapies including convalescent plasma, hyperimmune globulin, and antibody-rich blood products taken from blood donated by people who have recovered from the virus are also under evaluation to see if they can shorten the length, or lessen the severity of the illness.

However, the FDA reaffirmed that there are no FDA-approved therapeutics or drugs to treat, cure, or prevent COVID-19.

The Epoch Times refers to the novel coronavirus, which originated from Wuhan, China and causes the disease COVID-19, as the CCP virus because the Chinese Communist Party’s coverup and mismanagement allowed the virus to spread throughout China and create a global pandemic.

The Justice Department has quietly asked Congress for the ability to ask chief judges to detain people indefinitely without trial during emergencies — part of a push for new powers that comes as the coronavirus spreads through the United States.

Documents reviewed by POLITICO detail the department’s requests to lawmakers on a host of topics, including the statute of limitations, asylum and the way court hearings are conducted. POLITICO also reviewed and previously reported on documents seeking the authority to extend deadlines on merger reviews and prosecutions.

A Justice Department spokesperson declined to comment on the documents.

The move has tapped into a broader fear among civil liberties advocates and Donald Trump’s critics — that the president will use a moment of crisis to push for controversial policy changes. Already, he has cited the pandemic as a reason for heightening border restrictions and restricting asylum claims. He has also pushed for further tax cuts as the economy withers, arguing that it would soften the financial blow to Americans. And even without policy changes, Trump has vast emergency powers that he could legally deploy right now to try and slow the coronavirus outbreak.

The DOJ requests — which are unlikely to make it through a Democratic-led House — span several stages of the legal process, from initial arrest to how cases are processed and investigated.

In one of the documents, the department proposed that Congress grant the attorney general power to ask the chief judge of any district court to pause court proceedings “whenever the district court is fully or partially closed by virtue of any natural disaster, civil disobedience, or other emergency situation.”

The proposal would also grant those top judges broad authority to pause court proceedings during emergencies. It would apply to “any statutes or rules of procedure otherwise affecting pre-arrest, post-arrest, pre-trial, trial, and post-trial procedures in criminal and juvenile proceedings and all civil process and proceedings,” according to draft legislative language the department shared with Congress. In making the case for the change, the DOJ document wrote that individual judges can currently pause proceedings during emergencies, but that their proposal would make sure all judges in any particular district could handle emergencies “in a consistent manner.”

The request raised eyebrows because of its potential implications for habeas corpus –– the constitutional right to appear before a judge after arrest and seek release.

“Not only would it be a violation of that, but it says ‘affecting pre-arrest,’” said Norman L. Reimer, the executive director of the National Association of Criminal Defense Lawyers. “So that means you could be arrested and never brought before a judge until they decide that the emergency or the civil disobedience is over. I find it absolutely terrifying. Especially in a time of emergency, we should be very careful about granting new powers to the government.”

Thousands of French citizens ignore quarantine as cops issue nearly 39,000 citations for violating lockdown

French law enforcers have slapped fines on tens of thousands of uncooperative citizens, less than a week after the government introduced restrictions on non-essential travel and business in an effort to combat Covid-19.

The Ministry of Interior disclosed on Saturday that police across the country had carried out 867,695 inspections to ensure that people using transport or participating in other restricted activities had good reason to do so. As a result, cops reported some 38,994 instances of non-compliance resulting in fines between Tuesday and Friday. French authorities have also warned that they will become stricter with enforcement going forward.

Some of the fines were reportedly issued to homeless people in Paris, Lyon and Bayonne, according to an advocacy group for the disadvantaged. However, the group did not disclose how many people living on the streets have been penalized for violating the lockdown.

French President Emmanuel Macron announced on Monday that people should work from home wherever possible, and imposed a ban on all travel except for medical care, shopping and urgent family-related business.

As part of the extreme measures, people who choose to go outside need to have a certificate, which can be printed from the government website, stating the reason for their trip. Those caught without the document risk a €135 ($145) fine.

Science is frantically trying to overtake super sprinter SARS-CoV-2. We still have to wait a year and a half for a vaccine that protects us. But there is now increasing evidence that there is antiviral medication. In recent weeks, dozens of studies have been started, particularly in China and Italy, with known ingredients and medication for AIDS and Ebola, among others.

Test results look better every day. “I expect soon, possibly next week, publications in a professional magazine. From then on, we could really start administering medication to the sick, ”says professor of epidemiology Anne-Mieke Vandamme (KU Leuven).

The results circulated by French professor Didier Raoult, an expert in infectious diseases, on Tuesday are particularly hopeful. He tested two drugs in 24 Covid-19 patients. He had his presentation for his students at the University Hospital of Marseille recorded and he posted that video.

Raoult's data shows that the number of Covid-19 patients who test positive for the virus drops from about 100 percent to about 30 percent within six days when they receive chloroquine. For those who do not receive the drug, it is still more than 80 percent after six days.

Double approach

And there is more. Raoult's team also tested a combination of the malaria drug with the antibiotic azithromycin. This double approach gives even better results. “Up to and including day two, this duo does much the same as chloroquine,” says virologist Johan Neyts (KU Leuven), “but after that you suddenly see a fairly rapid decrease in the number of people who still test positive for SARS-CoV-2. It will be less than 10 percent by day six. ”

It fits in perfectly with what the lab of Neyts and colleague Marc Van Ranst saw and published in 2004 during the SARS epidemic. "Then an old malaria drug, chloroquine, was found to work well against SARS-CoV," says Van Ranst. “The current SARS-CoV-2 is very similar, so the determination of Raoult in Covid-19 patients is not surprising. Researchers in China have also already come to this conclusion. ”

Neyts is also “enthusiastic” about the French results. "There are still two caveats," he says. “This has not yet received a peer review (peer review, ed.) And has not yet been published in a scientific journal. The number of patients is also small. Still, I am really positive because I think the differences over those six days are too big to be explained by chance. ”

The drug duo doesn't seem like a perfect antiviral treatment, but it does make a big difference to patients. “Every little bit helps. That's why I'm looking forward to what it will give if we supplement this duo with other promising medications, ”says Neyts, who tests thousands of substances with his lab for partial or total effect against SARS-CoV-2.

HARLAN, Ohio (AP) — The pilot of a small plane was killed when it crashed in a rural area of southwestern Ohio. Authorities say 42-year-old Elio Abiakel, of Mason, was the only person aboard the Piper Cherokee Arrow plane when the aircraft went down late Wednesday in a field in Harlan Township in Warren County. Emergency responders initially could not locate the crash site, and they eventually had to use all-terrain vehicles to navigate the difficult terrain and reach the scene. The plane had departed from Oklahoma and was due to land at the Clermont County Airport in Batavia. The cause of the crash was not immediately known.

France's homeless 'fined for not staying indoors' during COVID-19 lockdown

French police have fined several homeless people for breaching a government order to stay indoors amid the coronavirus crisis, charities claim.

President Emmanuel Macron declared a nationwide policy of self-isolation on Monday, with all French people asked to stay home as much as possible and go out only for work, exercise or necessary shopping.

The measure is to last at least 15 days and people not following these rules risk fines from €38 and up to €135.

Homeless people were fined in Paris, Lyon and Bayonne, according to the charities.

But those who have no place to stay find themselves in a catch-22 situation: they have nowhere to go, but they cannot stay in public places.

“We ask for clear advice to be sent to local authorities to immediately stop these sanctions,” Florent Gueguen, the director of France’s Federation of Solidarity (FAS), which includes 800 charities fighting against poverty and homelessness, told the AFP.

Maud Bigot, the director of the Lyon branch of the Samu Social, said her team had received a dozen calls in two days from homeless people who had been threatened with a fine for being in the streets. She said she had heard of similar cases in Lille, Bordeaux and Toulouse.

“I had someone on the phone who was absolutely panicked,” Bigot said. “There isn’t enough housing centres and the shopping centres, all the places they would usually go to hide have closed. People who are terrified, because the police has told them they are giving them a fine, or that they will be fined if they don’t find shelter.”

In the next few days, France is to open “self-isolation centres for the homeless with COVID-19 who cannot be isolated in housing centres and whose health doesn’t necessitate to go to hospital.

But this will not help the homeless without symptoms, who still won’t have anywhere to go, Bigot said

An 11-year-old Idaho boy died following a spray of bullets randomly targeting his family’s mobile home by a stranger who allegedly yelled “this is the end of the world!” before he opened fire with a high-powered rifle.

“He was the sweetest, most polite little boy who always said ‘yes sir, no sir,” Jon Dufresne, who owns the mobile home park in Horsehoe Bend, told KTVB. “Soft-spoken. Gentle. This family was absolutely one of the nicest families I know of.”

Chief Deputy Steve Dorau confirmed the Sunday night shooting to PEOPLE.

“Our thoughts and prayers go out to everyone involved in this incident,” the department posted on its Facebook page.

According to Boise County prosecutor Adam Strong, the suspect observed the boy’s family at a gas station and then followed the family into the mobile home community around 10:25 p.m., where he shot multiple times at the family’s home with them inside, reports KTVB.

Strong said the attack appeared random.

“That’s almost the scariest kind, because we don’t have any kind of provocation or anything else that we know of at this time,” he told the outlet.

Officials did not identify the boy or his family.

President Donald Trump’s Department of Homeland Security quietly adopted a second tactic to speed the inflow of foreign H-1B workers into U.S. jobs — even though hundreds of thousands of American graduates are expected to lose their jobs in the next few weeks.

An email sent out March 19 told companies that the U.S. Citizenship and Immigration Services (USCIS) agency would accept electronic signatures instead of the original ink signatures that are normally required on the I-129 forms that must be filed to import foreign visa-workers:

We will accept all benefit forms and documents with reproduced signatures. … For forms that require an original “wet” signature, per form instructions, USCIS will accept electronically reproduced original signatures for the duration of the National Emergency,

Greg Siskind, a Tennessee-based immigration lawyer who works for employers, described the concession as “very good news.”

The announcement came after the agency said it would speed the overall process by barring wealthier employers from buying their way to the front of the processing line, via the “premium processing” procedure.

It's Not Just Toilet-Paper & Hand-Sanitizer - Condoms & Pot Sales Soar Amid Global Lockdown

The number of reported cases and deaths of COVID-19 continues to rise on an exponential curve across the world.

For the last month, people have been panic hoarding non-perishable foods, hand sanitizer, and toilet paper at grocery stores across the US and Europe. In a pandemic, some people have different priorities. We noted this as early as March 1, when the local news interviewed a man at a US Costco store, who bought boxes of condoms and a big jar of coconut lube. And it's not just safe sex products that people are purchasing. There's also a huge demand for marijuana.

We usually spend Saturday morning scouring the internet in search of panic hoarding videos of consumers fighting over toilet paper and or bags of rice at big-box retailers. However, we've covered the topic so much that it would be boring at this point to rehash what is already known.

So, an emerging trend among consumers in the Western Hemisphere ahead of a city or nationwide lockdowns has been the stockpiling of condoms and weed.

A shortage of condoms has developed at retail stores. Sex toy company Womanizer has reported that their brand of condoms has seen a 60% surge in sales in Italy, a 40% rise in France, and a 71% jump in Hong Kong. The company said sex toy sales across the world have also risen in the last month.

We were the first to note that virus-porn-themed videos by amateurs on Pornhub were becoming popular in early March. Since our reporting, the amount of "coronavirus porn" videos have jumped 10x on the site.

With consumers loading up on condoms and sex toys, their next move appears to be the purchasing of marijuana.

Bank of America recently said that higher demand for cannabis had been seen in the US as tens of millions of people are confined to their homes as the government limits mass gatherings and shutters businesses.

"Our checks across North America were consistent: regardless of region, cannabis purchases have accelerated," BofA analyst Christopher Carey said in a note. "While likely on pantry loading, it's not unreasonable to think there will be some boost to per capita consumption as people stay at home longer."

The explosive demand for cannabis was the most visible in California as videos surfaced on Twitter of long lines at pot shops after Gov. Gavin Newsom told residents across the state to "stay home."

'Oh Hell No': DOJ Using Coronavirus Crisis to Push for Expansive Emergency Powers

"This is abhorrent (also: predictable)."

The Department of Justice is using the coronavirus outbreak to ask Congress for sweeping emergency powers including suspending habeas corpus during an emergency, a power grab that was denounced by civil liberties advocates.

"Oh hell no," tweeted Fletcher School professor Daniel Drezner.

The DOJ plans were reported on by Politico's Betsy Woodruff Swan, who reviewed the request documents.

According to Swan:

The proposal would also grant those top judges broad authority to pause court proceedings during emergencies. It would apply to "any statutes or rules of procedure otherwise affecting pre-arrest, post-arrest, pre-trial, trial, and post-trial procedures in criminal and juvenile proceedings and all civil process and proceedings," according to draft legislative language the department shared with Congress. In making the case for the change, the DOJ document wrote that individual judges can currently pause proceedings during emergencies, but that their proposal would make sure all judges in any particular district could handle emergencies "in a consistent manner."

The request raised eyebrows because of its potential implications for habeas corpus—the constitutional right to appear before a judge after arrest and seek release.

"You could be arrested and never brought before a judge until they decide that the emergency or the civil disobedience is over. I find it absolutely terrifying," National Association of Criminal Defense Lawyers executive director Norman L. Reimer told Swan. "Especially in a time of emergency, we should be very careful about granting new powers to the government."

The documents also ask for the authority to conduct videoconference hearings even without the defendant's permission, banning people with the coronavirus from applying for asylum, and pausing the statute of limitations during an emergency.

The asylum rules, said Tahirih Justice Center CEO Layli Miller-Munro, are unnecessary and cruel.

"I think it's a humanitarian tragedy that fails to recognize that vulnerable people from those countries are among the most persecuted and that protecting them is exactly what the refugee convention was designed to do," said Miller-Munro.

The news sent shockwaves through the Beltway.

"This is abhorrent (also: predictable)," tweeted Economist reporter John Fasman.

According to Swan, it's unlikely the bill will pass the Democrat-led House.

Rep. Justin Amash (I-Mich.) signaled his opposition to the bill on Twitter Saturday afternoon.

"Congress must loudly reply NO," said Amash.

Goldman injects $1 billion into own money-market funds after heavy withdrawals

Goldman Sachs Group Inc (GS.N) poured more than $1 billion into two of its prime money-market portfolios this week due to heavy investor withdrawals, according to a filing with the U.S. securities regulator. The Wall Street bank purchased $722.4 million in assets from its Goldman Sachs Financial Square Money Market Fund (GPMXX.O) and $301.2 million from its Goldman Sachs Fund Square Prime Obligations Fund.

Its support came as markets had another violently volatile week over concerns about the coronavirus pandemic, and represents an extraordinary move in the staid money-market fund industry. Goldman, which disclosed the moves on Friday in a filing with the U.S. Securities and Exchange Commission, did not have an immediate comment.

The bank repurchased securities from its two funds on Thursday after investors withdrew a net $8.1 billion from them during a four-day stretch, according to the disclosure.

Industrywide, investors pulled tens of billions of dollars from prime money-market funds, which buy top-rated corporate debt. Although they are among the tamest investment vehicles, they can be riskier than portfolios that rely more on U.S. government bonds.

The U.S. Federal Reserve rolled out three emergency credit programs this week to battle a global economic shutdown that has roiled the $3.8 trillion money-market mutual fund industry. The Fed is in effect encouraging banks to buy assets from those funds, insulating them from having to sell assets at a discount if they come under pressure from households or firms wanting to withdraw money.

Weekly liquidity levels at the nearly $18 billion Goldman Sachs Fund Square Money Market Fund dropped to 34% on Thursday from 43% on Monday. SEC rules on weekly liquidity dictate that funds have to keep at least 30% of their portfolios in securities that can be converted to cash in five business days. During that four-day stretch, investors made $6.84 billion in net withdrawals from the fund, Goldman disclosures show.

Goldman’s support is unusual, but it does not stand alone in supporting its funds during the coronavirus panic. Bank of New York Mellon Corp (BK.N) also stepped in twice this week with a total of $2.1 billion to prop up Dreyfus Cash Management.

That $10.5 billion portfolio was also hit by heavy investor withdrawals. BNY bought $1.2 billion from the prime money-market fund on Wednesday and then another $949 million on Thursday, according to fund disclosures, part of which was first reported by the Financial Times.
