Coronavirus drug and vaccine manufacturers are also sitting pretty because of liability immunity conferred under the 2005 PREP Act (Public Readiness and Emergency Preparedness Act) and a follow-up Department of Health and Human Services (HHS) Declaration specific to COVID-19 published in the Federal Register on February 4, 2020.

The PREP Act protects the manufacturers of medical “countermeasures”—including vaccines, medications, medical devices and other products—from the risk of damages in the event of a declared public health emergency such as the currently declared coronavirus pandemic.

An aircraft carrying medical supplies from Ninoy Aquino International Airport in Manila in the Philippines to Japan has crashed during take-off. It is believed that the aircraft overshot the runway and shortly after was engulfed in flames. Eight people are reported to have died in the incident.

Photos and video footage has emerged on Twitter showing the moment an aircraft carrying medical supplies was engulfed by flames in the Philippines. The aircraft, registered RP-C5880, was reported to have been chartered by the Philippine Department of Health to transfer medical supplies.

The incident happened at 12:00 UTC and it took around one hour for the flames to be extinguished.

The Treasury, using the Exchange Stabilization Fund, will make an equity investment in each SPV and be in a “first loss” position. What does this mean? In essence, the Treasury, not the Fed, is buying all these securities and backstopping of loans; the Fed is acting as banker and providing financing.

so first this article makes it clear that the TREASURY *thats us folks) is on the hook for all this money - if it dont get paid back TREASURY gets the "first loss." The FED is lending the money - ok the good part? well first by law (already exsiting) the FED gets NO interest on these funds so we got that going for us. Second it is possible that these "SPV's" could be put in default by Treasury (POTUS) w/o effecting the credit of USA since they are in fact indpt. specialty entities - I am spitballing there but it seems like POTUS got some good leverage over the FED.

GOP presses for swift Ratcliffe confirmation to intel post

Republicans are moving quickly on Rep. John Ratcliffe’s (R-Texas) nomination to be director of national intelligence after a bungled rollout last year ended with Ratcliffe withdrawing from consideration.

The coronavirus pandemic, however, has already slowed the confirmation process somewhat.

Senate Intelligence Committee Chairman Richard Burr (R-N.C.) had initially hoped for a confirmation hearing in the first two weeks of April and a final committee vote in early May. The Senate is out until April 20, so hearings and votes will have to wait until the end of next month at the earliest.

Behind the scenes, legislative affairs officials at the Office of the Director of National Intelligence (ODNI) have been scheduling calls between Ratcliffe, who is at home in Texas, and Senate Intelligence Committee members.

At the urging of Burr, Ratcliffe submitted his FBI background check, financial disclosures and Senate questionnaire ahead of deadline, sources familiar tell The Hill.

There is an urgency in the Senate to fill the Cabinet-level position that has been open since Dan Coats stepped down in August. Acting Director of National Intelligence Richard Grenell is not a popular figure in the Senate, and he’s made plain to allies that he does not want to be in the role for an extended period of time.

Ratcliffe’s nomination is a priority for President Trump and national security adviser Robert O’Brien - both signed off on re-nominating Ratcliffe under the impression that he would be confirmed quickly. Burr assured the White House that Ratcliffe would get the Senate support he needed before Trump re-nominated him, according to a senior intelligence official.

“Sen. Burr has been supportive and helpful throughout and there’s been an urgency with respect to moving this forward,” said one Capitol Hill source involved in the confirmation process. “It’s a priority for the president and the comments we’ve been getting indicate that everyone feels like having a permanent DNI confirmed by the Senate should be a high priority.”

Burr is a key figure in the confirmation process and he’s facing pressure from conservatives to push Ratcliffe through quickly.

The North Carolina Republican infuriated many on the right for issuing a subpoena to Trump’s eldest son, Donald Trump Jr., compelling him to testify about the Russia investigation after a tense, months-long standoff last year.

That’s led to lingering bad blood between Burr and top Trump allies. Many on the right are watching closely to see how Burr handles the Ratcliffe nomination.

For now, though, they’re holding their fire.

“Congressman Ratcliffe will make a terrific Director of National Intelligence and should be swiftly confirmed by the Senate,” he told The Hill in a statement.

Adding to the pressure on Burr is the controversy surrounding him over allegations he sold off his stock portfolio before the recent market crash based on information gleaned from confidential briefings on the coronavirus.

Burr denies that he traded on insider information, saying that he follows the markets closely and identified the coronavirus as a potentially economy-wrecking threat from public reports.

There have been calls for Burr to resign, with some pointing to daily briefings he received on the pandemic. But many of his critics on the right have been conspicuously quiet as Ratcliffe’s nomination proceeds.

“The only reason he hasn’t been thrown to the wolves is because we need him to get Ratcliffe through,” said one Republican with close ties to the White House.

Governors Order Police To Stop & Interrogate New Yorkers As COVID-19 Cases Top 660K Globally

Late last night, President Trump said he wasn't planning on quarantining New York, New Jersey and Connecticut, but that the governors of other states like Florida had complained about the number of travelers from out-of-state bringing disease and pestilence with them from the big city.

So, instead of a quarantine, governors are taking measures into their own hands, and authroizing the police and the national guard to interrogate anybody with an out-of-state license plate, or a rental vehicle or an out-of-state driver's license about the steps they're taking to quarantine themselves, and issue fines if necessary.

Spain on Sunday reported yet another record rise in the death toll - another 838 fatalities - bringing the total to about 6,500 deaths and almost 79,000 registered coronavirus cases, the fourth highest in the world. It's at least the second day in a row that Spain has reported a 'record-breaking' jump in its death toll.

But the US, with its total number of cases climbing at the fastest pace on record anywhere - even as large swaths of the country still have trouble accessing tests - is really starting to panic. The number of confirmed cases globally is nearing 682k, and in the US, 124,866 have been confirmed as of Sunday morning, Johns Hopkins said. Another 2,191 deaths had been recorded, with nearly 200 of those having occurred since late Saturday.

Last night, Jim Dolan, the owner of NBA team New York Knicks, has tested positive for the coronavirus, the basketball team said in a Twitter post.

I think that crashed aircraft (RP-C5880)'s most recent previous flight was a round trip Manila to Chennai in India return, via Bangkok. That's what showed up in ADBS-Exchange for that aircraft when I clicked "History", "Previous leg". But that previous flight was on 22 March, a week ago, so probably completely unrelated to current crashed flight if it is a hire craft.

A medical evacuation flight has crashed at Manila Airport in the Philippines, killing all on board. The IAI Westwind jet was reportedly chartered by the Philippine government to evacuate a sick patient to Tokyo.

California Gov. Gavin Newsom (D) said Saturday that 170 ventilators shipped by the federal government to help his state respond to the outbreak of the novel coronavirus were "not working" when they arrived.

Newsom made the remarks during a press conference in which he noted that the number of coronavirus patients in intensive care units had doubled since Friday, according to the Los Angeles Times.

Newsom said that the stockpile of ventilators had been sent to Los Angeles County by the Department of Health and Human Services (HHS). He noted that a company called Bloom Energy was fixing the equipment.

Rather than lamenting about it, rather than complaining about it, rather than pointing fingers, rather than generating headlines in order to generate more stress and anxiety, we got a car and a truck,” Newsom said after touring Bloom Energy's ventilator refurbishing site in Sunnyvale, Calif

“We had those 170 brought here to this facility at 8 a.m. this morning, and they are quite literally working on those ventilators right now.”

HHS did not immediately return a request for comment from The Hill.

Newsom said that he first learned of the problems with the ventilators after visiting Los Angeles Mayor Eric Garcetti (D) last week.

The governor's office said in a statement Saturday that California had 7,500 ventilators throughout its hospital systems before the COVID-19 outbreak. The state has added more than 4,200 since, though about 1,000 have required repair.

Bloom Energy was expected to refurbish approximately 200 ventilators by Saturday, and the defective ventilators Los Angeles County received are set to be returned by Monday, Newsom added.

“That’s the spirit of California,” Newsom said. “That’s the spirit of this moment.”

The coronavirus, which originated in China in December, has infected more than 100,000 people in the U.S., including more than 5,500 in California, according to a Johns Hopkins University database of confirmed cases. The state had reported 115 deaths from the disease as of Saturday.

The surge in cases in California and other states has led to greater concerns about a shortage of medical supplies, such as ventilators and masks. California has set a goal of manufacturing 10,000 additional ventilators, which can be critical for patients diagnosed with the virus.

Death of German Finance Official Linked to Virus Crisis

BERLIN — The state finance minister of Germany’s Hesse region, which includes Frankfurt, has been found dead. Authorities said he appears to have killed himself and the state's governor suggested Sunday that he was in despair over the fallout from the coronavirus crisis.

The body of Thomas Schaefer, a 54-year-old member of Chancellor Angela Merkel’s Christian Democratic Union, was found Saturday on railway tracks at Hochheim, near Frankfurt.

Police and prosecutors said that factors including questioning of witnesses and their own observations at the scene led them to conclude that Schaefer killed himself.

State governor Volker Bouffier linked Schaefer’s death to the virus crisis on Sunday.

Bouffier said Schaefer was worried about “whether it would be possible to succeed in fulfilling the population’s huge expectations, particularly of financial help.”

“I have to assume that these worries overwhelmed him,” Bouffier said. “He apparently couldn’t find a way out. He was in despair and left us.”

Germany's federal and state governments have drawn up huge aid packages to cushion the blow of largely shutting down public life to slow the spread of COVID-19.

Iran, March 29, 2020—Inmates in Mahabad prison located in northwest Iran launched a riot on Saturday, March 28, and many were able to flee the facility. This riot was launched as inmates were protesting regime authorities’ refusal to release prisoners despite the ongoing coronavirus epidemic across the country.

Dr. Anthony Fauci, one of the faces of the Trump administration's coronavirus task force, on Sunday warned that the novel coronavirus could infect millions of people in the United States and account for more than 100,000 deaths.

Speaking on CNN's "State of the Union," Fauci said that, based on what he's seeing, the U.S. could experience between 100,000 and 200,000 deaths from Covid-19.

"We're going to have millions of cases," Fauci, the head of the National Institute of Allergy and Infectious Diseases, said, noting that projections are subject to change, given that the disease's outbreak is "such a moving target."

The novel coronavirus, which first appeared in China in December, has infected more than 124,000 people in the U.S. and accounted for more than 2,000 deaths, according to a Johns Hopkins University database. The U.S. has reported the most confirmed cases of the virus worldwide.

The outbreak has upended everyday life, causing a mass closure of businesses and schools as federal and state officials enforce measures designed to slow the spread of the disease. Areas such as the New York metropolitan area have been hit particularly hard, producing concerns about a surge in patients overwhelming its health care system.

Fauci has continually called for social-distancing requirements to remain in place for an extended period of time. He said Sunday that lifting those restrictions would depend on the availability of testing kits that will be able to confirm a diagnosis within about 15 minutes.

"It’s going to be a matter of weeks. It’s not going to be tomorrow and it’s certainly not going to be next week," he said.

MANILA (Reuters) - A medical evacuation plane exploded in a ball of flames during takeoff in the Philippine capital on Sunday, killing all eight passengers and crew on board, officials said.

The twin-jet West Wind 24 was carrying three medical personnel, three flight crew, a patient and a companion, Richard Gordon, a senator and head of the Philippine Red Cross, said on Twitter.

“Unfortunately, no passenger survived the accident,” the Manila International Airport Authority (MIAA) said in a statement.

An investigation by the Civil Aeronautics Authority of the Philippines was under way, MIAA said.

US troops remain at southern border despite waning migration, as coronavirus spreads elsewhere

The United States is in a state of emergency, with thousands of active-duty military and National Guard troops deployed — and not because of the coronavirus.

Under the “national emergency” that President Trump declared in February 2019, roughly 5,200 troops remain at the U.S. southern border to assist in detecting undocumented migrants, though apprehensions are at the lowest levels in years. While other National Guard and military units respond to the rapidly spreading virus, the troops at the border are authorized to stay there through Sept. 30, according to the Defense Department.

The Pentagon “has no plans to pull units off the border for coronavirus response,” Lt. Col. Chris Mitchell told The Times in a statement Monday. The mission has cost more than $500 million, he said.

The troops mainly perform services in support of government border agencies because federal law prohibits the U.S. military from domestic law enforcement activities. Reports of some troops’ duties — including, at one point, painting a border barrier “to improve the aesthetic appearance of the wall” — have led to criticism from lawmakers and former officials that the military is being used for the president’s political agenda.

David Lapan, formerly an official at the Defense and Homeland Security departments and now a vice president at the Bipartisan Policy Center, said that in a department as large as the Pentagon, the border deployment isn’t likely to inhibit its ability to help against the pandemic
