A new Democratic-aligned political action committee advised by retired Army Gen. Stanley McChrystal, the former head of U.S. forces in Afghanistan, is planning to deploy technology originally developed to counter Islamic State propaganda in service of a domestic political goal - to combat online efforts to promote President Donald Trump's handling of the coronavirus pandemic.

The group, Defeat Disinfo, will use artificial intelligence and network analysis to map discussion of the president's claims on social media. It will seek to intervene by identifying the most popular counter-narratives and boosting them through a network of more than 3.4 million influencers across the country - in some cases paying users with large followings to take sides against the president.

The initiative reflects fears within the Democratic Party that Trump's unwavering digital army may help sustain him through the pandemic, as it has through past controversies, even as the economy craters, tens of thousands have died, and Trump suffers in the polls.

"It's often said campaigns are a battle of ideas, but they're really a battle of narratives," said David Eichenbaum, a Democratic media consultant who is a senior adviser to the PAC. "Today those narratives spread quickly online."

The initiative is run by Curtis Hougland, whose received initial funding for the technology from DARPA, the Pentagon's research arm, as part of an effort to combat extremism overseas. He insists Democrats are ill-prepared for the looming battle over information and attention, which is bound to play an outsize role in November.

Hougland cites as an example Trump's suggestion last week that injecting bleach or other household disinfectants could be a treatment for the novel coronavirus - a moment that appeared unequivocally damaging to the president but was less clear-cut as it unfolded on social media. Although the episode was associated with a spike in Twitter engagement about Trump, especially in swing states such as Wisconsin and Pennsylvania, according to Hougland's analysis, four of the top six tweets about Trump and disinfectant came from accounts partial to the president, boosting the notion that he had not really suggested the bogus cure.

Among them was a tweet from Ryan Fournier, national co-chair of Students for Trump, who wrote, "No, President Trump did not tell people to inject themselves with Clorox or Lysol. If you believe that, you're a moron."

Fournier said there's a grass-roots digital army prepared to defend the president when his back is against the wall.

"I see the people on Twitter," he said. "I see the Facebook groups. I see the posts across these networks. I see the websites people have created to support the president. It's tremendous amounts of stuff that I've never seen in a presidential election before."

Hougland agreed. Republicans, he said, "have greater volume frequency and quality of digital narrative."

Though he is advising the overtly political effort, McChrystal stopped short of endorsing Trump's opponent, former vice president Joe Biden, whom the former general once criticized as part of a dust-up that led to his resignation.

McChrystal said his interest in the PAC is about ensuring the accuracy of information leading up to the election, even if it involves chasing viral attention with emotional appeals and other tactics rewarded by online clicks.

"Everyone wishes the Pandora's box was closed and none of this existed, but it does," McChrystal said in an interview.

His ambivalence is shared by large parts of the Democratic Party, which recoiled at an effort, brought to light at the end of 2018, to use Russian-inspired tactics, including the creation of fake accounts, to sway the 2017 Senate election in Alabama.

Hougland's PAC shuns these methods. Yet it differs from more traditional Democratic-aligned PACs, such as Priorities USA and American Bridge 21st Century, in embracing the practice of paying influencers to convey their messaging. The approach raised eyebrows and prompted tech companies to clarify their rules when it was put into practice by Mike Bloomberg's presidential campaign earlier this year.

"I have no trepidation about paying content creators in seeking out and amplifying the best narratives," Hougland said.

Stephanie Berger, a former national finance director for the Democratic National Committee, is raising funds for the initiative, which is an extension of Hougland's technology company, Main Street One. Andrew Tobias, a former DNC treasurer, was an earlier investor in the start-up.

Main Street One's leaders were previously involved in cultivating digital narratives in Eastern Europe to counter Russian propaganda and, more recently, have waded into American politics. The organization ran a campaign that paid influencers to boost Kentucky Democrats before the gubernatorial election last fall. A super PAC supporting Sen. Cory Booker of New Jersey in his bid for the Democratic nomination paid Main Street One more than $500,000 for similar services last year.

Hougland said his aim is to maintain the "largest repository of content against Trump," and to be nimble in boosting organic material that is already performing well, such as videos produced by the Biden campaign.

The presumptive Democratic nominee, whose primary bid counted on the gulf between Twitter and real life, has sought to expand his digital prowess as campaigning has gone fully virtual. He anchors a new podcast, and his campaign is plugging virtual rallies with mantras like "#SoulSaturday" designed to compete with Trump's digital reach.

At the same time, Biden's aides are betting that the president's bully pulpit is just as likely to turn voters off as it is to win them over. Matt Hill, a campaign spokesman, pointed to recent moves by the president's team to "pull back his daily disinformation shows as his credibility continues to sink."

But Joe Trippi, a Democratic operative who helped manage the 2017 Senate campaign in Alabama, said the president is partially insulated from the fallout over his own remarks by a "media echo chamber that is very disciplined about just picking up whatever the misdirection of the day is and amplifying it." That protective armor makes it all the more critical for Democrats to turn up the volume on anti-Trump messaging, he said.

But Trippi wondered about the long-term consequences of adopting some of the online tactics favored by the right.

"Once someone does something that works, it's usually picked up by the other side," Trippi said. "You've got to fight it, but the question is, like negative ads, if it works, do you just get better and better at it? I don't think that'd be very helpful for our democracy."

Restraint could be a more effective approach, said Cindy Otis, a former CIA officer and disinformation researcher. She stressed the need to illustrate the real-world consequences of the president's words, for instance demonstrating that his comments about bleach were followed by a spike in calls to emergency hotlines.

Otherwise, she said, "it's most effective to counter false narratives with straight-up facts."

WASHINGTON — The National Security Agency is deleting more than 685 million call records the government obtained since 2015 from telecommunication companies in connection with investigations, raising questions about the viability of the program.

The NSA’s bulk collection of call records was initially curtailed by Congress after former NSA contractor Edward Snowden leaked documents revealing extensive government surveillance. The law, enacted in June 2015, said that going forward, the data would be retained by telecommunications companies, not the NSA, but that the intelligence agency could query the massive database.

Now the NSA is deleting all the information it collected from the queries.

The agency released a statement late Thursday saying it started deleting the records in May after NSA analysts noted “technical irregularities in some data received from telecommunication service providers.” It also said the irregularities resulted in the NSA obtaining some call details it was not authorized to receive.

That points to a failure of the program, according to David Kris, a former top national security official at the Justice Department.

Because of that, they are throwing all the data away and basically starting over.”

Christopher Augustine, an NSA spokesman, disagreed with the claim that the program had failed.

“This is a case in which NSA determined that there was a problem and proactively took all the right steps to fix it,” he said.

The agency has reviewed and re-validated the intelligence reporting to make sure it was based only on call data that had been properly received from the telecommunication providers, he said. The agency declined to assign blame, and said the “root cause of the problem has since been addressed.”

Sen. Ron Wyden, D-Ore., a staunch advocate of privacy rights, placed the blame on the telecom companies providing the NSA with call records.

“This incident shows these companies acted with unacceptable carelessness, and failed to comply with the law when they shared customers’ sensitive data with the government,” he told The Associated Press in a written statement Friday.

Under law, the government can request information, such as the type of details that might be printed on a phone bill: the date and time of a call or text, a telephone calling card number, the duration of a call and to what phone number it was made. The details provided to the government do not include the content of any communications, the name, address or financial information of a customer, cell site location or GPS information.

If government investigators have reasonable suspicion that a certain phone number is being used by a terrorist, who might be in the U.S. or overseas, the government asks the phone companies which other numbers have been in touch with the suspicious number - something known as the “first hops” - and then which numbers are in touch with those numbers, the “second hops.”

The NSA collected more than 534.4 million details of calls and text messages in 2017 from American telecom providers like AT&T and Version, according to the most recent government report covering NSA surveillance activities that year. That was more than three times the 151.2 million collected in 2016.

The call records were part of an intelligence collection effort aimed at 42 targets in 2016 and 40 targets in 2017, according to the report. It defines a target as an individual, group of individuals, organization or entity.

Annual reports to Congress from the intelligence community are now required under the 2015 surveillance reform legislation. The law also requires the government to seek a court order to collect call records to obtain intelligence. Requests for records of U.S. citizens must be based on an investigation being conducted to protect against terrorism or clandestine intelligence activities and the probe cannot be conducted solely on activities protected by the First Amendment.

However, despite the reforms, the NSA still received some data from the telecommunications companies that the agency was not authorized to see and some of that data was erroneous, Augustine said.

“We cannot go into greater detail because those details remain classified. However, at no point in time did NSA receive the content of any calls, the name, address or financial information of a subscriber or customer, nor cell site location information or global positioning system information,” he said.

Privacy and civil rights advocates said the NSA announcement raised further concerns about the program.

“This is another in a series of failures that shows that many NSA spying programs have ballooned out of control and have repeatedly failed to meet the basic limits imposed by Congress and the FISA court,” said Neema Singh Guliani, legislative counsel with the American Civil Liberties Union in Washington. Guliani was referring to a U.S. federal court established and authorized under the Foreign Intelligence Surveillance Act to oversee requests for surveillance warrants.

She said the public has a right to know more about the cause and scope of the problem, such as how many of the records were obtained in error and whether the NSA notified any individuals that their information improperly ended up in the agency’s hands.

As Sean “Diddy” Combs sits behind bars after being denied bail, and the feds pursue their investigation into his alleged trafficking venture, sources told the New York Post that “Kristina would know everything,” as she was more like his “manipulator-in-chief.” Combs was arrested on Tuesday and indicted on three counts of racketeering conspiracy, sex trafficking, and transportation to engage in prostitution, and sources allege to the Post that Khorram helped him recruit sex workers—some underage—just as Maxwell was convicted of doing for Epstein.

The indictment alleges that employees of his Combs Enterprises would assist in Combs’ “freak offs”—sexual performances put on for the disgraced former mogul that were so long and taxing that participants need IV fluids afterward—by booking hotel rooms, ordering supplies, and soliciting sex workers to attend. Even before this week’s indictment, in the many lawsuits Combs has been hit with, Khorram was identified as one of the driving forces behind these elaborate sex events, where many were allegedly forced to participate against their will.

Music producer Rodney “Lil Rod” Jones, in his complaint against Combs and his alleged enablers, claimed that Khorram “knowingly and intentionally participated in, perpetrated, assisted, supported, facilitated a sex-trafficking venture” and was “instrumental in organizing and executing the [trafficking] enterprise.”

Khorram was described as the “Ghislaine Maxwell to Sean Combs’ Jeffrey Epstein” in Jones’ complaint.

She has not been arrested or charged with a crime.

Diddy himself has emphasized Khorram’s role in his daily doings. In 2020, he wrote that she “keeps my world twirling” and “makes sure that I smile every day, and I don’t go into those dark places.” One way she did that, as alleged in Lil Rod’s lawsuit, was by requiring everyone around Combs to carry a pouch or fanny pack filled with narcotics, so that he could indulge in his drug habit whenever he wanted.

Diddy also praised Khorram in a 2021 Facebook post, in which he wrote, “Kristina aka KK keeps everything in my life and my business running. She’s been my right hand for the last 8 years and has consistently proven to execute and get shit done. Don’t know how I’d function without her.”
