The White House is preparing talking points designed to undermine Deputy Attorney General Rod Rosenstein’s credibility, according to sources familiar with the plan.

The plan calls on President Donald Trump’s allies to cast Rosenstein as too conflicted to fairly oversee the Russia investigation.

The talking points are still in their preliminary form, and not yet finalized, people familiar with their preparation said.

A White House spokesperson said the swipes at Rosenstein were not part of a coordinated communications effort, unlike the coordinated strategy with the Republican National Committee to take on former FBI Director James Comey.

The Justice Department declined to comment.

Already, a number of Trump’s associates have called for Rosenstein’s firing in appearances on television and in public remarks over the past few days, but not all of them did so at the request of the White House.

As special counsel Robert Mueller’s investigation into Trump encroaches further into the President’s inner circle, his allies outside the White House are ramping up their efforts both to defend him and to encourage a tougher stance against a probe they claim has dramatically overstepped its bounds. FBI agents relied on search warrants that had been executed by the US Attorney’s Office for the Southern District of New York in conducting the raid. They obtained the warrants after receiving a referral from Mueller’s office.

Firing Rosenstein or Mueller himself could inject new turbulence into Trump’s presidency. Legal experts, Democrats and some Republicans have said it could prompt a constitutional crisis. It would almost certainly derail policy efforts as Trump works to enact his agenda ahead of congressional elections in November.

Weighing Rosenstein’s fate

Efforts to undermine Rosenstein in the media come as the President is weighing whether to fire the top official overseeing the Russia investigation.

Trump is still livid about the raid on his private attorney Michael Cohen – “He’ll be pissed about it until he dies,” another source said – and he and his allies are increasingly convinced that Mueller and Rosenstein have overstepped their bounds.

One area of conflict the White House wants its surrogates to highlight: Rosenstein’s role as a key witness to the Comey firing, sources said. Rosenstein wrote the memo justifying Comey’s dismissal. It centered on his conduct in investigating Hillary Clinton’s use of private email.

In a somewhat illogical pairing, the White House is also looking for Trump’s allies to cast Rosenstein and Comey as close colleagues – even though Rosenstein helped provide the basis for Comey’s firing.

The White House is hoping Trump’s defenders will use the notion that Comey and Rosenstein are close to argue that Rosenstein is approving an ever-expanding investigation against Trump and his associates as retribution.

“It’s payback for the President firing one of his best friends,” a source said.

A source close to Rosenstein noted, however, that the two men are not friends.

A White House official said the President has been particularly galled by a recently disclosed memo Rosenstein wrote in August authorizing Mueller to investigate allegations that Trump’s former campaign chairman Paul Manafort was “colluding with Russian government officials” to interfere in the 2016 presidential election.

The President and some of his aides were upset Rosenstein didn’t give the White House a heads up about the additional memo, according to a person familiar with the matter. As officials seek to learn what was included in the memo’s redactions, they are building a case against Rosenstein that he should have recused himself from the probe in the first place.

That view has been echoed by a key Trump legal defender, Alan Dershowitz, who has insisted Rosenstein cannot oversee an investigation in which he may himself be a witness.

While many of Trump’s friends and staffers have discouraged him from firing anyone in the past, that has shifted in the wake of the Cohen raid, even though it was carried out by the Southern District of New York and not Mueller’s team.

Nevertheless, multiple Trump allies have agreed with the President’s thinking that Mueller has overstepped his mandate and that someone should be held accountable.

The animosity toward Rosenstein that has emerged on Capitol Hill, including from House Intelligence Committee Chairman Rep. Devin Nunes, could also make the President feel as those he has more cover to fire Rosenstein, a source said.

Trump himself has remained preoccupied with the Russia investigation, even as his administration weighs launching strikes in Syria in response to a chemical gas attack. Twelve minutes before Sean Hannity was set to hit the airwaves on Wednesday, his most powerful regular viewer seemed to know what was in store.

“Big show tonight on @seanhannity!” Trump wrote on Twitter. “9:00 P.M. on @FoxNews.”

What followed was a nearly hour-long screed on the swirl of perceived Justice Department offenses against Trump and a preemptive strike against James Comey, the FBI director Trump fired who embarks next week on a book tour.

Thirty minutes into the television program that Trump promoted on Wednesday, attorney Joseph DiGenova – who nearly joined Trump’s legal team before withdrawing because of conflicts – barked his instructions.

“Rod Rosenstein is so incompetent, compromised and conflicted that he can no longer serve as deputy attorney general, and Jeff Sessions now has an obligation to the President of the United States to fire Rod Rostenstein,” he said, his voice raised in anger.

He wasn’t alone. Earlier on Fox, former House Speaker Newt Gingrich described Rosenstein as ineffective at keeping Mueller within bounds.

“The fact is Rod Rosenstein has not done his job. He has not supervised Mueller. This whole thing is an absurdity,” Gingrich declared on “Fox and Friends,” the regular soundtrack of Trump’s early mornings. “The fact is, this is a left-wing bureaucracy at Justice. It is anti-Trump. It is anti-Republican.”

Across the Atlantic, one of Trump’s former campaign aides was espousing the same view during a Wall Street Journal panel in London. Citing, among other things, Rosenstein’s authorization of FBI raids on the office and hotel room of Trump’s attorney Michael Cohen, former campaign manager Corey Lewandowski declared there was cause for dismissal.

“I think any or all of those are justification for firing the deputy attorney general,” he said.

And Steve Bannon, the former White House chief strategist, has begun advocating for Rosenstein’s firing in conversations with Trump allies and advisers, according to people familiar with his efforts, who also say Bannon is warning that Trump’s legal team is woefully outmatched by Mueller’s team.

The Washington Post also first reported on Wednesday that Bannon was calling on Trump to fire the White House attorney assigned to the Mueller probe, Ty Cobb. Trump dismissed that suggestion in a tweet on Thursday.

“I have agreed with the historically cooperative, disciplined approach that we have engaged in with Robert Mueller (Unlike the Clintons!),” Trump wrote. “I have full confidence in Ty Cobb, my Special Counsel, and have been fully advised throughout each phase of this process.”

Bannon’s campaign hasn’t necessarily included direct conversations with Trump himself. But his views reflect a concerted effort by Trump’s allies to convince the President that harsher action is necessary to short circuit the Russia probe.

An administration official says all of the outside voices calling for Rosenstein’s firing have been compiled and given to the president, though much of the action has come on the airwaves of Fox News, which Trump views regularly.

Trump has considered firing Mueller and Rosenstein at various points over the past year, but has stopped short of taking such drastic steps. He’s been advised by Republican lawmakers and other allies that the political fallout of such a move could prove devastating for his agenda.

He’s also recalled another firing that proved to have damaging consequences: it was his firing of James Comey last year that resulted in the appointment of Mueller as special counsel.

Trump on Thursday pushed back on reports he’s considered firing Mueller, including a story this week that he’d threatened to dismiss the special counsel in December.

“If I wanted to fire Robert Mueller in December, as reported by the Failing New York Times, I would have fired him. Just more Fake News from a biased newspaper!” he wrote.

That pushback aside, Trump continues to consider taking action to short-circuit the Russia probe, including firing Rosenstein, CNN has reported. Officials say if Trump acts, Rosenstein is his most likely target, but it’s unclear whether even such a dramatic firing like this would be enough to satisfy the President.

Lawmakers have warned such a step could prove politically disastrous, though the topic did not arise during a Wednesday dinner with top Republican leaders, according to Senate Majority Whip John Cornyn.

On Thursday, a top Republican took his warnings against firing Mueller public.

“Anyone advising the President – in public or over the airwaves – to fire Bob Mueller does not have the President or the nation’s best interest at heart,” Sen. Orrin Hatch, R-Utah, wrote on Twitter. “Full stop.”

WASHINGTON, DC – Professor Jonathan Turley, a top national legal expert on government investigations, commented on Thursday about Attorney General Jeff Sessions’ decision to bring in U.S. Attorney John Huber. Turley called it “brilliant”to combine all the powers of the U.S. Department of Justice’s inspector general with a prosecutor who can bring charges, seek indictments, and get results for President Trump far more quickly than a second special counsel.

Turley is a law professor at George Washington University, who attained national fame during the 1998 impeachment of President Bill Clinton as a top legal authority on special counsels and congressional investigations of government wrongdoing, including criminal wrongdoing. His reputation has only grown during the intervening 20 years, as he has weighed in on scandals and investigations of public officials from both political parties.

Sessions sent a letter to House Judiciary Committee Chairman Bob Goodlatte (R-VA), House Oversight Committee Chairman Trey Gowdy (R-SC), and Senate Judiciary Committee Chairman Chuck Grassley (R-IA), informing them that Huber is conducting a full-fledged criminal investigation into all the matters Republicans are calling for a special counsel to investigate. Huber has been investigating these possible crimes for five months, since November 13, 2017.

During an interview on Lou Dobbs’s Fox Business Network show, Turley explained to guest host Stuart Varney that the media are wrongly reporting that Sessions will not appoint a second special counsel. “He did not foreclose the possibility of a special counsel,” he insisted.

Instead, Turley explained that Sessions has ordered Huber to “team up with the inspector general (IG) within the Justice Department to investigate these matters.”

Sessions informed Congress in his letter that all the matters recommended for investigation by Goodlatte, Gowdy, and Grassley are “fully within the scope of [Huber’s] existing mandate.” He also informed the chairmen that Inspector General Michael Horowitz, who is working with Huber, has a staff of 470 investigators, giving Huber access to enormous investigative firepower that far exceeds the staff of any special counsel.

That point is critical because as Sessions’ March 29 letter explains, the inspector general’s jurisdiction to conduct civil and criminal investigations includes “actions taken by former employees after they have left government service.” Then Huber can act on any of those matters.

As a U.S. attorney, Huber has full authority to empanel a grand jury and to file criminal charges. A grand jury can be empaneled anywhere, which means that it could be a group of citizens from deep-red Utah – in the heart of Trump country – instead of the D.C. Swamp that decides whether to hand down indictments for felony prosecution.

“The Inspector General’s jurisdiction extends not only to allegations of legal violations, but also to allegations that Department employees violated established practices as well,” Sessions added in his letter, which means that the IG’s report can hold people accountable even for actions that do not violate a specific statute.

“I think [Sessions] did the right thing here,” said Turley. “I think the president should listen to General Sessions on this one.”

Sessions “can always appoint a special counsel,” Turley explained, but that should not even be necessary because Huber “has the ability to prosecute cases.”

“Do these prosecutors have the same power to investigate and get to the bottom of things that a special counsel would have?” Varney asked.

“Actually, yes,” Turley answered. “I think people are missing what could be a brilliant move here by Sessions. What he did is he essentially combined the powers of the inspector general with the powers of a line prosecutor.”

“This prosecutor does have not just the experience and training to look for a criminal case; he has the ability to move a case of that kind” in court, Turley emphasized.

Not only that, but if Sessions believes crimes were committed, but Huber for some reason does not bring charges, “Sessions has reserved the right to go ahead and appoint a special counsel,” said Turley.

“That’s a powerful combination,” he observed.

When Varney asked if Huber and Horowitz’s status as “Obama holdovers” creates a possible problem for Sessions and President Trump, Turley said no, observing that each man has a great reputation as a “dogged investigator.”

Breitbart News has separately confirmed that Utah Sens. Orrin Hatch and Mike Lee, both of whom are Republicans who support aggressive investigations of these scandals, enthusiastically supported Huber to be reappointed by President Trump as his U.S. attorney in Utah. The Senate confirmed Huber in 2017 for a second term.

Huber is a Utah lawyer, not a D.C lawyer. “That distance between him and Washington is very important,” Turley explained, because Huber is not part of the Deep State, that is, not cozy buddies with the cocktail party scene that is suspected of perpetrating all of these actions against President Trump and his administration.

Turley said President Trump should be very happy that Sessions chose this route of appointing Huber, who has the power to seek indictments and prosecute cases, and teamed him up with Horowitz, who has 470 investigators at his disposal, if the president wants to see swift and decisive action.

“If a special counsel were appointed, there would be a great deal of delay,” Turley stated, versus the team of Huber and Horowitz, who are already five months into this investigation.

WikiLeaks is claiming that the Senate Intelligence Committee has asked its founder, Julian Assange, to testify as part of the panel’s investigation into Russian interference in the 2016 presidential election.

The organization posted a letter on its Twitter account dated Aug. 1 that purports to come from committee leaders Sens. Richard Burr (R-N.C.) and Mark Warner (D-Va.) requesting that he make himself available “for a closed door interview with bipartisan Committee staff at a mutually agreeable time and location.”

Assange’s legal team is “considering the offer but testimony must conform to a high ethical standard,” WikiLeaks wrote on Twitter.

Assange’s testimony would be of interest to those investigating Russian interference in the 2016 election.

WikiLeaks released troves of hacked emails from the Democratic National Committee (DNC) and Hillary Clinton’s campaign chairman John Podesta ahead of the 2016 election. The U.S. intelligence community has tied the email releases to the broader plot by the Russian government to interfere in the election.

The unclassified U.S. intelligence assessment released in January 2017 concluded with “high confidence” that Russian intelligence officers “relayed material it acquired from the DNC and senior Democratic officials to WikiLeaks.” James Comey, then FBI director, testified last year that WikiLeaks did not communicate directly with the Russians but used “some kind of cut-out.”

The Senate Intelligence Committee has been investigating Russian interference for more than a year, interviewing witnesses behind closed doors or in public. Meanwhile, special counsel Robert Mueller is spearheading the federal probe into Russian interference, which includes looking at whether there was collusion between President Trump’s campaign and Moscow.

Last month, Mueller indicted 12 Russians working for the GRU, Moscow’s military intelligence agency, in connection to cyberattacks against Democratic officials and systems used to administer elections in the United States.

It was also revealed last year that Donald Trump Jr., President Trump’s eldest son, communicated with WikiLeaks during the campaign.

WikiLeaks said that a letter from the committee requesting his testimony was delivered via the U.S. Embassy in London.

Assange has been holed up in Ecuador’s London embassy since 2012 evading extradition, but there has been recent speculation that Assange could soon be evicted.

Reports surfaced in April 2017 that U.S. officials were weighing charges against Assange under the Espionage Act.

WikiLeaks first attracted attention nearly a decade ago when it published classified files stolen by former U.S. Army soldier Chelsea Manning. WikiLeaks’s tweet on Wednesday also shared an opinion article arguing that Britain should reject an effort by the U.S. to extradite Assange.

SEATTLE (Reuters) -Boeing's U.S. West Coast factory workers walked off the job early on Friday after overwhelmingly rejecting a contract deal, halting production of the planemaker's strongest-selling jet as it wrestles with severe output delays and heavy debt.

The workers' first strike since 2008 comes as the planemaker is under heavy scrutiny from U.S. regulators and customers after a door panel blew off a 737 MAX jet mid-air in January.

The mounting crises battered Boeing's stock and sparked a leadership upheaval. Boeing shares fell 3.4% in U.S. pre-market trading on Friday.

New CEO Kelly Ortberg CEO Kelly Ortberg has to confront a labor-management battle just weeks after he was brought in to restore faith in the planemaker.

He proposed a deal including a pay rise of 25% over four years, far lower than the 40% workers had demanded.

Roughly 30,000 International Association of Machinists and Aerospace Workers (IAM) members who produce Boeing's 737 MAX and other jets in the Seattle and Portland areas voted on their first full contract in 16 years, with 96% rejecting it and favoring a strike in a two-part ballot.

"This is about respect, this is about addressing the past, and this is about fighting for our future," said Jon Holden, who headed the negotiations for Boeing's largest union, before announcing the vote result on Thursday evening.

"We strike at midnight," said the union leader who had agreed to the just-defeated deal, as members in the union hall cheered and chanted: "Strike! Strike! Strike!"

BOEING 'READY TO GET BACK TO THE TABLE'

A long strike could badly hit Boeing's finances, which are already groaning due to a $60 billion debt pile.

Boeing said late on Thursday the vote sent a clear message that the tentative deal it reached with IAM leadership was not acceptable to members.

"We remain committed to resetting our relationship with our employees and the union, and we are ready to get back to the table to reach a new agreement," the planemaker said.

The proposed deal also included a $3,000 signing bonus and a pledge to build Boeing's next commercial jet in the Seattle area, provided the program was launched within the four years of the contract.

Although IAM leadership recommended last Sunday that its members accept the contract, many workers had responded angrily, arguing for the original demand and lamenting the loss of an annual bonus.

"We're going to get back to the table as quickly as we can," Holden told reporters, without saying how long he thought the strike would last or when talks would resume. "This is something that we take one day at a time, one week at a time.”

MULTIPLE CHALLENGES FOR BOEING

A strike presents Boeing with multiple challenges: it will need to decide how to respond at the bargaining table, after saying it had offered everything it could. It also must find a way to secure factories full of valuable, partially built planes without union workers to do the job.

Workers have been protesting all week in Boeing factories in the Seattle area that assemble Boeing's MAX, 777 and 767 jets.

Shortly after midnight, striking workers started to gather outside the entrances of Boeing factories in the Seattle area. Many waved placards that read: ‘On Strike Against Boeing', and drivers passing by honked their car horns in support.

“I’m willing to strike for two months or even longer. Let’s go as long as it takes to get what we deserve,” said James Mann, a 26-year-old who works in a wings division at Boeing.

If prolonged, a strike would also weigh on airlines that depend on the planemaker’s jets and suppliers who manufacture parts and components for its aircraft.

Air India CEO Campbell Wilson said on Friday that Boeing's 737 MAX deliveries to his airline appeared to be "delayed a little bit" even before the strike announcement because of regulatory scrutiny after the Alaska Airlines door incident and supply chain issues affecting the broader industry.

"There's nothing official yet, but I think the indication is, or the expectation is that it's going to be a little bit later," he said in an interview in Sydney.

According to a pre-vote note from TD Cowen, a 50-day strike could cost Boeing an estimated $3 billion to $3.5 billion of cash flow.

The Boeing workers' last strike in 2008 shuttered plants for 52 days and hit revenue by an estimated $100 million per day.

S&P Global Ratings said that an extended strike could delay the planemaker's recovery and hurt its overall rating. Both S&P and Moody's rate Boeing one notch above junk status.

The White House did not immediately respond to a request for comment.

Alexander Yuk Ching Ma, 71, who also worked as a contract linguist for the FBI, was found guilty of conspiring to gather and deliver national defence information to Beijing.

He was arrested in August 2020 after admitting to an undercover FBI agent that he had helped provide classified information to intelligence officers from the Shanghai State Security Bureau (SSSB).

Mr Ma, a naturalised US citizen who was born in Hong Kong before he moved to Honolulu, worked for the CIA from 1982 to 1989. He also lived and worked in Shanghai before moving back to Hawaii in 2001.

According to court documents, he held a top secret security clearance that granted him access to highly sensitive CIA information.

At the request of Chinese intelligence officers, he introduced the SSSB to his late older brother who also served as a CIA case officer with the same high-level security clearance.

Russian soldiers have discovered a map of the US military base at Fort Irwin, which the US military forgot in one of its Bradley fighting vehicles that it transferred to Ukraine that was later captured in the Kupyansk area, a Sputnik correspondent reported.

Fort Irwin is one of the largest military training centers in the United States located in the Mojave desert in California, where soldiers train to operate armored vehicles as part of brigades.

Since the beginning of the conflict in Ukraine, the United States has supplied Kiev with more than 300 Bradley vehicles. A significant number of them have been destroyed by the Russian forces on the battlefield in Ukraine.
