Japanese folklore holds that the oarfish is an omen of an impending earthquake. Known in Japanese as the 'messenger from the sea god's palace,' there is no scientific evidence supporting a connection.

Nothing marks the sign of impending doom like the appearance of the elusive oarfish, according to Japanese folklore. Hopefully it's just a myth, since one was recently found floating in Southern California waters for only the 20th time in nearly 125 years.

A team of “sciencey” kayakers and snorkelers found the dead sea serpent while they were out for a swim at La Jolla Cove in San Diego over the weekend, according to Lauren Fimbres Wood, a spokesperson for the Scripps Institution of Oceanography at the University of California, San Diego.

A number of people, including the team of scientists and lifeguards, worked together to get the oarfish from the beach to a National Oceanic and Atmospheric Administration facility, Fimbres Wood told USA TODAY on Friday.

Only 20 oarfish have washed up in the state since 1901, making the sighting of the deep-sea fish “incredibly rare,” according Scripps' in-house fish expert Ben Frable.

A necropsy for the “mysterious species” was underway Friday afternoon, with scientists working to determine cause of death.

Oarfish are an omen of impending disaster, Japanese folklore says

The belief that the sight of an oarfish in shallow waters is an omen of an impending earthquake dates back to 17th century Japan, according to reporting by Atlas Obscura.

The fish, also know as “ryugu no tsukai,” were believed to be servants of the sea god Ryūjin, according to Japanese folklore.

It’s believed that “Ryugu no tsukai,” which translates to “messenger from the sea god’s palace,” were sent from the palace toward the surface to warn people of earthquakes, USA TODAY reported.

There were multiple sightings of the fish reported ahead of the 2011 Tohoku earthquake and Fukishima nuclear disaster, but there is no scientific evidence to suggest that the two events are connected, Hiroyuki Motomura, a professor of ichthyology at Kagoshima University, told the New York Post.

“I believe these fish tend to rise to the surface when their physical condition is poor, rising on water currents, which is why they are so often dead when they are found,” Motomura told the Post.

The “connection” between the two might have to do with the fact that the shimmery creature typically lives in the deep sea, dwelling anywhere between 700 and 3,280 feet below the surface, according to USA TODAY reporting. And it rarely comes up to the surface.

These majestic creatures have been spotted in waters all over the world, with sightings reported in California, Maine, New Jersey, Taiwan and Japan, of course.

Cause of oarfish washing ashore unclear

Scientists are unable to speculate why the oarfish washed ashore in California over the weekend, saying that each specimen collected provides a unique opportunity to learn more about the species.

The unique creature will be preserved for future study, becoming part of the Scripps’ Marine Vertebrate Collection, one of the largest collections of deep-sea fish in the world, according to Fimbres Wood.

A volcano has erupted following a 7.0-magnitude earthquake that struck off Russia’s east coast, spurting a column of ash miles into the air, according to state-run media.

The Shiveluch volcano is around 280 miles from Petropavlovsk-Kamchatsky, a coastal city with a population of about 180,000 that lies in Russia’s eastern region of Kamchatka.

“According to visual evaluations, the ash column is rising as high as 8 kilometers (5 miles) above the sea level,” TASS reported Sunday morning local time, adding the volcano had released a gush of lava.

There are no reports of people injured, TASS said.

According to the US Geological Survey (USGS), the quake’s epicenter was about 55 miles from Petropavlovsk-Kamchatsky and had a depth of about 30 miles.

No “major damage” was caused by the quake, TASS reported, however, “buildings are now being examined for potential damage, with special attention paid to social facilities.”

The Russian Emergencies Ministry did not issue a tsunami warning due to the tremor, TASS reported.

Earlier, the US Tsunami Warning System had warned that “hazardous tsunami waves from this earthquake are possible within 300km [approx 186 miles] of the epicenter along the coasts of Russia.”

Armenia’s opposition leader has demanded a snap parliamentary election in the wake of former Prime Minister Serzh Sargsyan’s resignation over widespread anti-government demonstrations.

Nikol Pashinyan told a rally on Monday in Armenia’s capital, Yerevan, he is “ready to discuss conditions of Sargsyan’s resignation and transfer of power”.

“The National Assembly shall be entitled to nominate candidates for prime minister within a week. Until then, an interim government will be formed, after that snap extraordinary parliamentary elections are needed,” Pashinyan said, according to Armenian website NEWS.am.

Sargsyan resigned earlier on Monday following days of protests in Yerevan against his government, which critics accuse of corruption and authoritarian rule.

Thousands of anti-government protesters have taken to the streets since demonstrations began on April 13.

Sargsyan said he would adhere to the demands of the protesters and step down.

“[Opposition leader] Nikol Pashinyan was right. I was wrong. This situation requires solutions, but I won’t participate in them. I leave the post of this country’s prime minister,” a statement on Sargsyan’s website said.

“The movement on the streets is against my office. I will fulfil your claim,” according to the statement.

Pashinyan, who was released from police detention on Monday fewer than 24 hours after being arrested at a protest in Yerevan, had called on his supporters to launch a “velvet revolution” to remove Sargsyan from power.

Armenia amended its constitution to change the government from a presidential to a parliamentary system in a 2015 referendum, making the presidency largely ceremonial and strengthening the office of the prime minister, a position which is not constrained by term limits.

Vartan Oskanian, a former Armenian foreign minister, told Al Jazeera the anti-government demonstrations were sparked by Sargsyan renaging on a promise “not to seek any high office if the constituational change passed”.

“The prime minister, under the new constitution, has the combined powers of the president and the prime minister and that was the entire protest against him [Sargsyan],” Oskanian said.

Karen Karapetian, who served as prime minister before Sargsyan assumed office, has been appointed to the role again in an interim capacity.

Al Jazeera’s Robin Forestier-Walker, reporting from Yerevan, said Sargsyan’s resignation was “astonishing”.

“Thousands of people are on the streets, cheering and hugging each other, jumping up and down and honking their horns … things happened so quickly, I don’t think the crowd was expecting this but it is exactly what they wanted,” Forestier-Walker said.

“We saw soldiers take to the streets, we saw priests, children and their parents, young and old coming out to show Armenia was really united in wanting these changes.”

“This is an indication of how much people in Armenia have realised that they had the power to affect change in a system that was widely regarded as corrupt.”

The American Red Cross spent a quarter of the money people donated after the 2010 Haiti earthquake — or almost $125 million — on its own internal expenses, far more than the charity previously had disclosed, according to a report released Thursday by Iowa Sen. Chuck Grassley.

The report also says the charity's top officials stonewalled congressional investigators and released incomplete information about its Haiti program to the public. It concludes "there are substantial and fundamental concerns about [the Red Cross] as an organization."

The report follows a nearly yearlong investigation by the Iowa Republican and his staff, launched after coverage by NPR and ProPublica of the Red Cross' Haiti response. The venerated charity raised nearly $500 million after the disaster, more than any other nonprofit, but an ambitious plan to build housing resulted in just six permanent homes, NPR and ProPublica found.

Other findings in Sen. Grassley's report:

The charity insisted to congressional investigators that $70 million spent on "program expenses" included funds to oversee and evaluate its Haiti programs. But Grassley's office found that the charity "is unable to provide any financial evidence that oversight activities in fact occurred."

Red Cross CEO Gail McGovern told Grassley's office the charity "gave [the Government Accountability Office] everything that they asked for" during an earlier review. The report, however, says the organization did not provide everything requested, "contrary to Ms. McGovern's multiple claims that it did."

The Red Cross has kept the charity's own internal investigations and ethics unit "severely undermanned and underfunded," the report says, and the charity "appears to be reluctant to support the very unit that is designed to police wrongdoing within the organization."

Red Cross officials defended the charity's work in a statement responding to the Grassley report, calling the organization's spending "entirely justifiable given the size and complexity of the Haiti program." They also noted that the Red Cross receives favorable ratings for accountability from charity watchdog groups.

Grassley, who chairs the Senate Judiciary Committee, said in an interview that even after a year of back-and-forth with the Red Cross, "we did not get satisfactory answers — like pulling teeth, it was very difficult."

The Red Cross, including McGovern, repeatedly has told the public that all but 9 percent of donations spent go to humanitarian programs. But Grassley's office found that 25 percent of donations sent to Haiti — or nearly $125 million — were spent on fundraising and management, a contingency fund and the catchall category the Red Cross calls "program expenses."

The Red Cross sent the bulk of the remaining donated money to other nonprofits to do the work on the ground. Those other nonprofits then took their own cuts — as high as 11 percent — for their own expenses.

"The most important thing [from the report] is an unwillingness to level with the people exactly where the money went," Grassley says. "There's too many questions in regard to how the money was spent in Haiti … it gives me cause to wonder about other money being donated for other national disasters."

"One of the reasons that they don't want to answer questions is it's very embarrassing," Grassley adds.

In its statement, the American Red Cross notes that it has not yet seen Grassley's report, but that the organization and McGovern have been transparent, and that donors' money was properly spent. The statement also notes "the scale of the destruction and the challenging and sometimes dangerous conditions of working in Haiti."

The Red Cross, created by a congressional charter more than a century ago, receives a range of special benefits from the U.S. government.

Here are more details from the report:

The Red Cross Didn't Explain How Money Was Spent

In general, the Red Cross itself doesn't know how much money it spent on each project in Haiti because of a "complex, yet inaccurate" accounting system, the report found.

The report echoes the confidential findings of consultants hired by the Red Cross, which previously were reported by NPR and ProPublica. One internal evaluation of one of the group's water and sanitation projects found there was "no correct process for monitoring project spending." Another assessment found that the group's figures on how many people were helped by a hygiene project were "fairly meaningless."

Documents provided by the Red Cross suggest that the charity sometimes spent large sums of money on management costs even when it enlisted other organizations to run relief operations.

In 2010, the American Red Cross wrote a check for $4.3 million to its sister organization the International Federation of the Red Cross for disaster preparedness work. On top of the $4.3 million, according to budget figures the charity provided to Grassley, the American Red Cross spent another $2 million on its own to manage the grant. That's after it already took out hundreds of thousands of dollars in administrative fees.

Partners like the IFRC typically take out their own overhead and administrative costs before using the money to help Haitians.

When asked what the $2 million was used for, the Red Cross said it covered the costs "incurred to ensure accountability, monitoring and evaluation of work performed and ensure our partners meet their contractual requirements."

"It's sort of a shocking amount of money," said Jake Johnston, a research associate at the Center for Economic and Policy Research, who has spent years digging into the Red Cross' finances. "Maybe a little bit more than half that ends up going to a project."

Investigators' Questions Go Unanswered

The report lists eight examples of things the Red Cross declined to provide to government investigators working for the GAO as part of an inquiry that began in 2014. Those include descriptions of the charity's internal oversight processes, as well as interviews with chapter officials involved in the response to Superstorm Sandy.

In its statement, the Red Cross says that "at no point did the Red Cross refuse to provide requested information." But Grassley's report calls that claim "contrary to the documentary evidence."

McGovern has portrayed the Red Cross as a beacon of openness. "We made a commitment that we want to lead the effort in transparency," she said at the National Press Club in 2011.

Grassley also says that, as NPR reported last year, McGovern tried to kill the GAO investigation — and that while the Red Cross couldn't kill the investigation, its "lack of cooperation led GAO to modify its scope."

In meetings and email correspondence over several months, Red Cross General Counsel David Meltzer questioned GAO's legal authority to look at the Red Cross.

The Red Cross argued that investigators' "requests for internal decision-making, internal oversight, and internal funding allocation are outside of GAO's authority," according to the GAO's account.

The Red Cross Undercut Its Own Ethics Unit

The Red Cross has about 20,000 employees, but its ethics office — which investigates waste, fraud and abuse — is composed of three people, according to the Grassley report. That is down from roughly 65 staffers after Hurricane Katrina a decade ago, the report says.

The Office of Investigations, Compliance and Ethics was left so "understaffed and underfunded" that it is "unable to perform its primary function; namely, to perform investigations, ensure compliance, and maintain ethical standards," the report found.

The report doesn't explain why the size of the office was slashed, but it does note that the Red Cross sometimes relies on outside law firms to conduct internal investigations.

One of the three remaining employees, the "compliance coordinator," performs only intakes and triages and does not actually do investigations. Another, the chief investigator, is based in New York, away from Red Cross headquarters in Washington.

Requests by the head of the unit, Teala Brewer, for more staff have gone unfulfilled, the report says.

WASHINGTON, DC – Professor Jonathan Turley, a top national legal expert on government investigations, commented on Thursday about Attorney General Jeff Sessions’ decision to bring in U.S. Attorney John Huber. Turley called it “brilliant”to combine all the powers of the U.S. Department of Justice’s inspector general with a prosecutor who can bring charges, seek indictments, and get results for President Trump far more quickly than a second special counsel.

Turley is a law professor at George Washington University, who attained national fame during the 1998 impeachment of President Bill Clinton as a top legal authority on special counsels and congressional investigations of government wrongdoing, including criminal wrongdoing. His reputation has only grown during the intervening 20 years, as he has weighed in on scandals and investigations of public officials from both political parties.

Sessions sent a letter to House Judiciary Committee Chairman Bob Goodlatte (R-VA), House Oversight Committee Chairman Trey Gowdy (R-SC), and Senate Judiciary Committee Chairman Chuck Grassley (R-IA), informing them that Huber is conducting a full-fledged criminal investigation into all the matters Republicans are calling for a special counsel to investigate. Huber has been investigating these possible crimes for five months, since November 13, 2017.

During an interview on Lou Dobbs’s Fox Business Network show, Turley explained to guest host Stuart Varney that the media are wrongly reporting that Sessions will not appoint a second special counsel. “He did not foreclose the possibility of a special counsel,” he insisted.

Instead, Turley explained that Sessions has ordered Huber to “team up with the inspector general (IG) within the Justice Department to investigate these matters.”

Sessions informed Congress in his letter that all the matters recommended for investigation by Goodlatte, Gowdy, and Grassley are “fully within the scope of [Huber’s] existing mandate.” He also informed the chairmen that Inspector General Michael Horowitz, who is working with Huber, has a staff of 470 investigators, giving Huber access to enormous investigative firepower that far exceeds the staff of any special counsel.

That point is critical because as Sessions’ March 29 letter explains, the inspector general’s jurisdiction to conduct civil and criminal investigations includes “actions taken by former employees after they have left government service.” Then Huber can act on any of those matters.

As a U.S. attorney, Huber has full authority to empanel a grand jury and to file criminal charges. A grand jury can be empaneled anywhere, which means that it could be a group of citizens from deep-red Utah – in the heart of Trump country – instead of the D.C. Swamp that decides whether to hand down indictments for felony prosecution.

“The Inspector General’s jurisdiction extends not only to allegations of legal violations, but also to allegations that Department employees violated established practices as well,” Sessions added in his letter, which means that the IG’s report can hold people accountable even for actions that do not violate a specific statute.

“I think [Sessions] did the right thing here,” said Turley. “I think the president should listen to General Sessions on this one.”

Sessions “can always appoint a special counsel,” Turley explained, but that should not even be necessary because Huber “has the ability to prosecute cases.”

“Do these prosecutors have the same power to investigate and get to the bottom of things that a special counsel would have?” Varney asked.

“Actually, yes,” Turley answered. “I think people are missing what could be a brilliant move here by Sessions. What he did is he essentially combined the powers of the inspector general with the powers of a line prosecutor.”

“This prosecutor does have not just the experience and training to look for a criminal case; he has the ability to move a case of that kind” in court, Turley emphasized.

Not only that, but if Sessions believes crimes were committed, but Huber for some reason does not bring charges, “Sessions has reserved the right to go ahead and appoint a special counsel,” said Turley.

“That’s a powerful combination,” he observed.

When Varney asked if Huber and Horowitz’s status as “Obama holdovers” creates a possible problem for Sessions and President Trump, Turley said no, observing that each man has a great reputation as a “dogged investigator.”

Breitbart News has separately confirmed that Utah Sens. Orrin Hatch and Mike Lee, both of whom are Republicans who support aggressive investigations of these scandals, enthusiastically supported Huber to be reappointed by President Trump as his U.S. attorney in Utah. The Senate confirmed Huber in 2017 for a second term.

Huber is a Utah lawyer, not a D.C lawyer. “That distance between him and Washington is very important,” Turley explained, because Huber is not part of the Deep State, that is, not cozy buddies with the cocktail party scene that is suspected of perpetrating all of these actions against President Trump and his administration.

Turley said President Trump should be very happy that Sessions chose this route of appointing Huber, who has the power to seek indictments and prosecute cases, and teamed him up with Horowitz, who has 470 investigators at his disposal, if the president wants to see swift and decisive action.

“If a special counsel were appointed, there would be a great deal of delay,” Turley stated, versus the team of Huber and Horowitz, who are already five months into this investigation.

Did the collapse of local journalism help give us Donald Trump?

That’s the intriguing thesis of new research published by Politico. Reporters Shawn Musgrave and Matthew Nussbaum compared election results with overall trends in how many people in a given area actually subscribe to a newspaper. As they write:

The results show a clear correlation between low subscription rates and Trump’s success in the 2016 election, both against Hillary Clinton and when compared to [Mitt] Romney in 2012.

Politico reports that, overall, Trump outperformed Mitt Romney in 2012 in regions where newspaper subscription rates were low, but was highly likely to be bested by Hillary Clinton — and to underperform Romney — in areas where newspaper subscription rates remain high. Politico turned to the Alliance for Audited Media, which verifies circulation figures for the industry, to pull subscription numbers on what they described as “more than 1,000 mainstream news publications.”

As Politico reported: “For every 10 percent of households in a county that subscribed to a news outlet, Trump’s vote share dropped by an average of 0.5 percentage points.”

Moreover, when Politico compared rural regions with weak economies where newspaper subscription rates remained strong to similar areas where those rates fell, they discovered Trump underperformed Romney in many of the counties where newspaper circulation remained relatively strong but outperformed him where those rates declined.

Taken all together, the report highlights the vital and underappreciated role local newspapers play in the media ecosystem, and make it clear that we allow them to wither at our own peril.

It certainly seems like common sense that people who read any trusted local mainstream media newspaper will be more informed than those who do not. But when local news goes away, or is harder to access, people will only have online sources of information. And while we all like to imagine that people scrolling social media for information are turning to a national giant like, well, The Post, they could be reading the latest postings from a Russian bot, checking out the latest rant from conspiracy theorist du jour QAnon, or not reading any news at all.

Meanwhile, Trump regularly makes all sorts of less-than-truthful statements. As Politico notes, Trump’s Twitter feed has more followers than American newspapers have subscribers in total. While reputable mainstream outlets fact-check that stuff with regularity, it doesn’t matter much to people who aren’t reading them.

The withering of local news creates another problem.

It helps to think of local media as a gateway drug for the big national outlets. People know their local journalists. They are a familiar presence. It is difficult to credibly bash the men and women you regularly see covering the school board meeting every month as promoters of fake news. And they validate the national news — often from the wire services — published by their newspaper.

I was once one of those journalists. I spent evenings at small town suburban city hall and school board meetings, and days interviewing local activists and uncovering wrongdoing, not to mention attending store openings and library closings. People in those cities knew me — and they came to trust me, regularly seeking me out, to give me leads, or simply tell me what they thought about the events of the day.

But the chances of running into someone like my younger self is much smaller today than 20 years ago. It may seem like the best of times for journalism. Almost every day an investigative piece drops from a major name-brand newspaper, whether it’s on Harvey Weinstein’s multi-decade sexual-harassment spree, or Trump’s latest exercise in self-dealing.

But looks are deceiving. Remove the marquee brands, and the industry is ailing. Newspaper employment is down more than 50 percent since the turn of the century. The once vibrant alternative press is but a shadow of its former self. As Politico points out, one out of five news jobs are now based in New York, Washington or Los Angeles. The comparable number in 2004? One in eight. Local news coverage has, correspondingly, withered. And that, in turn, leads to less political engagement.

Local journalists have long served as a validator of the news coming from Washington, New York and Los Angeles, but when local news doesn’t exist they can’t play the role of trusted intermediary. If voters don’t know any journalists, it’s easier for a would-be demagogue to tell people what they want to hear, while vilifying those journalists from the big city who would tell them the truth as playing them for a bunch of rubes. The truth-teller is demonized, while the con artist goes all but unchallenged.

Do you really need me to tell you who wins in that scenario? We all know who lives in the White House now. The con artist is winning — at least for now.

WASHINGTON (Reuters) - U.S. President Donald Trump on Wednesday signed legislation aimed at penalizing website operators that facilitate online sex trafficking and chipping away at a legal protection for the technology industry.

The law is intended to make it easier for state prosecutors and sex-trafficking victims to sue social media networks, advertisers and others that kept exploitative material on their platforms, although victims would be required to show websites knowingly facilitated sex trafficking.

The signing occurred as Washington sharpens its scrutiny on technology companies, which have largely evaded regulation, for their use of privacy protections and consumer data. Mark Zuckerberg, the chief executive of Facebook Inc, has been testifying before lawmakers this week.

Silicon Valley has long opposed efforts to rewrite the Communications Decency Act, which protects companies from liability for content posted by their users and has been credited with fueling the sector's growth for 20 years.

However, Facebook and other technology companies and lobbying groups mostly withdrew opposition to the legislation in recent months after negotiating changes that limited the bill's potential impact.

Some technology companies fear the bill could signal more efforts to tighten regulation on the industry.

Law enforcement has lobbied for such legislation for years, and the bill had drawn support from Ivanka Trump, the president's daughter and a White House adviser.

"This is a momentous day in the fight to help stop online sex trafficking, and a big victory for trafficking victims and survivors who for too long have been denied the opportunity to get the justice they deserve," said Republican U.S. Senator Rob Portman, a co-sponsor of the Senate version of the bill.

On Monday, an indictment against Backpage.com, the internet's second-largest classified ads website, which is used for sex trafficking, was unsealed.

Trump, who had been expected to sign the bill, did not respond to reporters' questions when he signed it.

The Clinton campaign is attempting once again to sweep important questions under the rug about top aide Huma Abedin, her family ties to the Muslim Brotherhood and to Saudi Arabia, and her role in the ballooning Clinton email scandal.

The New York Post ran a detailed investigative piece over the weekend about Ms. Abedin’s work at the Journal of Muslim Minority Affairs from 1995 through 2008, a Sharia law journal whose editor in chief was Abedin’s own mother.

{mosads}This is not some accidental association. Ms. Abedin was, for many years, listed as an associate editor of the London-based publication and wrote for the journal while working as an intern in the Clinton White House in the mid-1990s.

Her mother, Saleha Abedin, sits on the Presidency Staff Council of the International Islamic Council for Da’wa and Relief, a group that is chaired by the leader of the Muslim Brotherhood, Sheikh Yusuf al-Qaradawi.

Perhaps recognizing how offensive such ties will be to voters concerned over future terrorist attacks on this country by radical Muslims professing allegiance to Sharia law, the Clinton campaign on Monday tried to downplay Ms. Abedin’s involvement in the Journal and the Muslim Brotherhood.

The Clinton surrogate group Media Matters claimed predictably there was “no evidence” that Ms. Abedin or her family had ties to the Muslim Brotherhood, and that Trump campaign staffers who spoke of these ties were conspiracy theorists.

To debunk the evidence, Media Matters pointed to a Snopes.com “fact-check” piece that cited as its sole source… Senator John McCain. This is the same John McCain who met Libyan militia leader Abdelkarim Belhaj, a known al Qaeda associate, and saluted him as “my hero” during a 2011 visit to Benghazi.

Senator McCain and others roundly criticized Rep. Michele Bachmann in 2012 when she and four members of the House Permanent Select Committee Intelligence and the House Judiciary Committee cited Ms. Abedin in letters sent to the Inspectors General of the Department of Defense, Department of State, Department of Justice, Department of Homeland Security, and the Office of the Director of National Intelligence, warning about Muslim Brotherhood infiltration of the United States government.

In response to those critiques, Rep. Bachmann laid out the evidence in a 16-page memo, which has never been refuted by Senator McCain or the elite media.

The evidence, in my opinion, is overwhelming: Huma Abedin is nothing short of a Muslim Brotherhood princess, born into an illustrious family of Brotherhood leaders.

Her father, Syed Zaynul Abedin, was a professor in Saudi Arabia who founded the Institute for Muslim Minority Affairs, an institution established by the Government of Saudi Arabia with the support of the Muslim World League.

The Muslim World League was “perhaps the most significant Muslim Brotherhood organization in the world,” according to former federal prosecutor Andrew C. McCarthy. Its then-General Secretary, Umar Nasif, founded the Rabita Trust, “which is formally designated as a foreign terrorist organization under American law due to its support of al Qaeda,” he wrote.

That is not guilt by association but what federal prosecutors would call a “nexus” of like-minded people who shared the same goals.

A Saudi government document inspired by Ms. Abedin’s father explains the concept of “Muslim Minority Affairs,” the title of the Journal Mr. Abedin founded, and its goal to “establish a global Sharia in our modern times.”

Simply put, Huma Abedin worked for thirteen years as part of an enterprise whose explicit goal was to conquer the West in the name of Islam. No wonder the Clinton campaign wants to sweep this issue under the rug.

Mrs. Clinton has sometimes referred to Huma Abedin as her “second daughter.” Whether it was because of their close relationship or for some other reason, Mrs. Clinton has done much to further the Muslim Brotherhood agenda while Secretary of State, and can be counted on doing more as president.

As Secretary of State, she relentlessly pushed the overthrow of Libyan leader Mohammar Qaddafi, a dire enemy of the Brotherhood, even when President Obama and his Secretary of Defense were reluctant to go to war.

Along with Obama, she pushed for the overthrow of Egyptian leader Hosni Mubarak and his replacement by Muslim Brotherhood leader Mohammad Morsi.

She pushed for direct U.S. involvement in the Syrian civil war, including the arming of Syrian rebels allied with al Qaeda.

As I reveal in my new book, she worked side by side with the Organization of the Islamic Conference, the umbrella group where 57 majority Muslim states pushed their agenda of imposing Sharia law on the non-Muslim world, to use hate crime laws in the United States to criminalize speech critical of Islam, in accordance with United Nations Resolution 16/18.

Their first victim in the United States was a Coptic Christian named Nakoula Bassiley Nakoula, the maker of the YouTube video Hillary and Obama blamed for Benghazi.

New Abedin emails released to Judicial Watch this week show that Huma Abedin served as liaison between Clinton Foundation donors, including foreign governments, and the State Department.

When foreign donors had difficult in getting appointments with Mrs. Clinton through normal State Department channels, Clinton Foundation executive Douglas Band would email Huma Abedin, and poof! the doors would open as if by magic.

Donald Trump has criticized this as “pay for play.” But it also raises questions as to whether Huma Abedin and Mrs. Clinton were in fact serving as unregistered agents for foreign powers who sought to impose their anti-freedom agenda on the United States.

The United Arab Emirates, Saudi Arabia and Egypt outlawed the Muslim Brotherhood as a terrorist organization in 2014. But by then, the damage had been done.

Do Americans want eight years of a President Clinton, who will do even more to empower the Muslim Brotherhood and impose its agenda on America?

A BILL

To counter foreign disinformation and propaganda, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the “Countering Foreign Propaganda and Disinformation Act of 2016”.

SEC. 2. SENSE OF CONGRESS.

It is the sense of Congress that—

(1) foreign governments, including the Governments of the Russian Federation and the People’s Republic of China, use disinformation and other propaganda tools to undermine the national security objectives of the United States and key allies and partners;

(2) the Russian Federation, in particular, has conducted sophisticated and large-scale disinformation campaigns that have sought to have a destabilizing effect on United States allies and interests;

(3) in the last decade disinformation has increasingly become a key feature of the Government of the Russian Federation’s pursuit of political, economic, and military objectives in Ukraine, Moldova, Georgia, the Balkans, and throughout Central and Eastern Europe;

(4) the challenge of countering disinformation extends beyond effective strategic communications and public diplomacy, requiring a whole-of-government approach leveraging all elements of national power;

(5) the United States Government should develop a comprehensive strategy to counter foreign disinformation and propaganda and assert leadership in developing a fact-based strategic narrative; and

(6) an important element of this strategy should be to protect and promote a free, healthy, and independent press in countries vulnerable to foreign disinformation.

SEC. 3. CENTER FOR INFORMATION ANALYSIS AND RESPONSE.

(a) Establishment.—Not later than 180 days after the date of the enactment of this Act, the Secretary of State shall, in coordination with the Secretary of Defense, the Director of National Intelligence, the Broadcasting Board of Governors, and other relevant departments and agencies, establish a Center for Information Analysis and Response (in this section referred to as the “Center”). The purposes of the Center are—

(1) to lead and coordinate the collection and analysis of information on foreign government information warfare efforts, including information provided by recipients of information access fund grants awarded under subsection (e) and other sources;

(2) to establish a framework for the integration of critical data and analysis on foreign propaganda and disinformation efforts into the development of national strategy; and

(3) to develop, plan, and synchronize, in coordination with the Secretary of Defense, the Director of National Intelligence, the Broadcasting Board of Governors, and other relevant departments and agencies, whole-of-government initiatives to expose and counter foreign information operations directed against United States national security interests and proactively advance fact-based narratives that support United States allies and interests.

(b) Functions.—The Center shall carry out the following functions:

(1) Integrating interagency efforts to track and evaluate counterfactual narratives abroad that threaten the national security interests of the United States and United States allies.

(2) Collecting, integrating, and analyzing relevant information, including intelligence reporting, data, analysis, and analytics from United States Government agencies, allied nations, think-tanks, academic institutions, civil society groups, and other nongovernmental organizations.

(3) Developing and disseminating fact-based narratives and analysis to counter propaganda and disinformation directed at United States allies and partners.

(4) Identifying current and emerging trends in foreign propaganda and disinformation, including the use of print, broadcast, online and social media, support for third-party outlets such as think tanks, political parties, and nongovernmental organizations, and the use of covert or clandestine special operators and agents to influence targeted populations and governments in order to coordinate and shape the development of tactics, techniques, and procedures to expose and refute foreign misinformation and disinformation and proactively promote fact-based narratives and policies to audiences outside the United States.

(5) Facilitating the use of a wide range of technologies and techniques by sharing expertise among agencies, seeking expertise from external sources, and implementing best practices.

(6) Identifying gaps in United States capabilities in areas relevant to the Center’s mission and recommending necessary enhancements or changes.

(7) Identifying the countries and populations most susceptible to foreign government propaganda and disinformation.

(8) Administering the information access fund established pursuant to subsection (e).

(9) Coordinating with allied and partner nations, particularly those frequently targeted by foreign disinformation operations, and international organizations and entities such as the NATO Center of Excellence on Strategic Communications, the European Endowment for Democracy, and the European External Action Service Task Force on Strategic Communications, in order to amplify the Center’s efforts and avoid duplication.

(c) Composition.—

(1) COORDINATOR.—The Secretary of State shall appoint a full-time Coordinator to lead the Center.

(2) STEERING COMMITTEE.—

(A) COMPOSITION.—The Secretary of State shall establish a Steering Committee composed of senior representatives of agencies relevant to the Center’s mission to provide advice to the Secretary on the operations and strategic orientation of the Center and to ensure adequate support for the Center. The Steering Committee shall include the officials set forth in subparagraph (C), one senior representative designated by the Secretary of Defense, the Chairman of the Joint Chiefs of Staff, the Director of National Intelligence, the Administrator of the United States Agency for International Development, and the Chairman of the Broadcasting Board of Governors.

(B) MEETINGS.—The Steering Committee shall meet not less than every 3 months.

(C) CHAIRMAN AND VICE CHAIRMEN.—The Steering Committee shall be chaired by the Under Secretary of State for Political Affairs. A senior, Secretary of State-designated official responsible for digital media programming for foreign audiences and a senior, Secretary of Defense-designated official responsible for information operations shall serve as co-Vice Chairmen.

(D) EXECUTIVE SECRETARY.—The Coordinator of the Center shall serve as Executive Secretary of the Steering Committee.

(E) PARTICIPATION AND INDEPENDENCE.—The Chairman of the Broadcasting Board of Governors shall not compromise the journalistic freedom or integrity of relevant media organizations. Other Federal agencies may be invited to participate in the Steering Committee at the discretion of the Chairman of the Steering Committee and with the consent of the Secretary of State.

(d) Staff.—

(1) IN GENERAL.—The Chairman may, with the consent of the Secretary and without regard to the civil service laws and regulations, appoint and terminate a Director and such other additional personnel as may be necessary to enable the Center to carry out its functions. The employment of the Director shall be subject to confirmation by the Steering Committee.

(2) COMPENSATION.—The Chairman may fix the compensation of the Director and other personnel without regard to chapter 51 and subchapter III of chapter 53 of title 5, United States Code, relating to classification of positions and General Schedule pay rates, except that the rate of pay for the executive director and other personnel may not exceed the rate payable for level V of the Executive Schedule under section 5316 of that title.

(3) DETAIL OF GOVERNMENT EMPLOYEES.—Any Federal Government employee may be detailed to the Center without reimbursement, and such detail shall be without interruption or loss of civil service status or privilege.

(4) PROCUREMENT OF TEMPORARY AND INTERMITTENT SERVICES.—The Chairman may procure temporary and intermittent services under section 3109(b) of title 5, United States Code, at rates for individuals which do not exceed the daily equivalent of the annual rate of basic pay prescribed for level V of the Executive Schedule under section 5316 of that title.

(e) Information Access Fund.—

(1) AUTHORIZATION OF APPROPRIATIONS.—There is authorized to be appropriated to the Secretary of State for fiscal years 2017 and 2018 $20,000,000 to support the Center and provide grants or contracts of financial support to civil society groups, journalists, nongovernmental organizations, federally funded research and development centers, private companies, or academic institutions for the following purposes:

(A) To support local independent media who are best placed to refute foreign disinformation and manipulation in their own communities.

(B) To collect and store examples in print, online, and social media, disinformation, misinformation, and propaganda directed at the United States and its allies and partners.

(2) FUNDING AVAILABILITY AND LIMITATIONS.—All organizations that apply to receive funds under this subsection must undergo a vetting process in accordance with the relevant existing regulations to ensure their bona fides, capability, and experience, and their compatibility with United States interests and objectives.

SEC. 4. INCLUSION IN DEPARTMENT OF STATE EDUCATION AND CULTURAL EXCHANGE PROGRAMS OF FOREIGN STUDENTS AND COMMUNITY LEADERS FROM COUNTRIES AND POPULATIONS SUSCEPTIBLE TO FOREIGN MANIPULATION.

When selecting participants for United States educational and cultural exchange programs, the Secretary of State shall give special consideration to students and community leaders from populations and countries the Secretary deems vulnerable to foreign propaganda and disinformation campaigns.

SEC. 5. REPORTS.

Not more than one year after the establishment of the Center, the Secretary of State shall submit to Congress a report evaluating the success of the Center in fulfilling the purposes for which it was authorized and outlining steps to improve any areas of deficiency.

SEC. 6. TERMINATION OF CENTER AND STEERING COMMITTEE.

The Center for Information Analysis and Response and the Steering Committee shall terminate ten years after the date of the enactment of this Act.

New reports reveal California’s bullet train construction project is costing $2.8 billion more than anticipated. What’s happening now and what it could mean in the future.

California's biggest boondoggle just broke the bank.

Not only is the massive high-speed rail project 11 years behind schedule and billions in the red, managers are now saying they will need to ramp up spending to hit a 2033 deadline.

California’s money pit cost taxpayers $3.1 million a day last year. But that’s small potatoes compared to what they’ll have to shell out over the next four if they want to meet their deadline and budget, estimated most recently at $100 billion in a report last month by the New York Times.

The California High Speed Rail Authority will have to increase its daily spending by nine times.

“It’s a very aggressive spending rate,” Russell Fong, the authority’s chief financial officer told The Los Angeles Times, admitting that future goals may be difficult to achieve.

If the rail authority misses its 2033 target, inflation will likely raise the project’s pricetag by as much as $2 billion a year. That’s because billions of dollars of work would be shifted to the future when costs will be higher. Not hitting the deadline means the state will have to keep employees, contractors and consultants on the payroll much longer than anticipated.

Fong said that the agency’s estimates for future inflation are based on a composite of figures from Moody’s, the California Department of Transportation, the Bureau of Labor Statistics and the Department of Energy.

But critics maintain the bullet train project is a waste of time and money.

“This so-called bullet train is a solution in search of a problem that is plagued by billions of dollars in cost overruns and fiscal mismanagement,” San Diego Councilman Mark Kersey told Fox News earlier this year, adding that the billions wasted on the project “could have been invested in our current infrastructure needs, such as water storage, flood control, highways and bridges.”

While supporters say the project should continue because so much money has already been spent, others say it’s time to cut and run.

The DOT is also currently auditing the West Coast venture at the request of Rep. Jeff Denham, R-Calif. A final report is due in the fall.

Denham asked for a review of the previous administration’s oversight of federal expenditures. His office told Fox News they want to know if all precautions and risk analysis were taken to ensure the state’s finances were viable to meet their non-federal match requirements. The office says while they hope the federal government didn’t break the law, they are concerned that proper safeguards weren’t in place.
