FRANKFURT — European companies moved quickly to invest in Iran after it agreed in 2015 to mothball its nuclear weapons program in return for an end to economic sanctions.

Automakers like Daimler and PSA Peugeot Citroën linked up with Iranian partners to sell vehicles. Siemens of Germany struck a deal to deliver locomotives. Total of France began a project to explore offshore natural gas.

Yet even before President Trump pulled out of the agreement with Iran, many companies had already tempered their expectations and limited their investment. Now their prospects look murkier as European leaders try to determine whether there is a path forward without the United States.

Officials in Europe want to protect its companies by finding ways to shield them from American sanctions while they continue doing business in Iran. The United States ambassador to Germany, Richard Grenell, did not strike an optimistic note, however, saying on Twitter that “German companies doing business in Iran should wind down operations immediately.”

With a population of about 82 million and substantial oil reserves, Iran represented a largely untouched market with the potential for fast growth, a rare opportunity for Western companies with global ambitions.

While players like General Electric and Boeing lined up orders, many American companies, including oil giants like Chevron and Exxon Mobil, had to watch from a distance; even with the deal in place, they were still effectively blocked by sanctions imposed by the United States from working in Iran. European businesses did not have the same restrictions.

For Europe, Iran was a particularly promising example of the kind of fast-growing emerging country that helped lift the region out of a severe debt crisis in recent years. German companies, for instance, have thrived by selling factory machinery, power grid infrastructure and construction equipment that growing nations need to build modern economies.

Despite its potential, however, Iran has largely been a disappointment for European investors. In a dysfunctional economy, many failed to gain traction in a huge bureaucracy rife with political power struggles. Companies have also been stifled by a reluctance of foreign banks to provide financing, and fears — fully justified, as it turned out — that the nuclear détente would not last.

Although exports from the European Union to Iran increased by about one-third last year to 10.8 billion euros, or about $12.8 billion, the country still ranked only 33rd among the bloc’s trading partners, behind the likes of Kazakhstan and Serbia.

“German-Iranian economic relations are lagging their potential,” Volker Treier, head of the exports department at the Association of German Chambers of Commerce and Industry, said in an email.

After Mr. Trump’s decision not to extend a moratorium on sanctions, Mr. Treier said, “the moderately positive development in business with Iran comes with a big question mark.”

In the end, expectations may simply have been too high.

After sanctions were lifted, Airbus of France signed a deal to remake Iran Air’s aging fleet with more than 100 aircraft, including a dozen super jumbo A380s.

So far, Airbus has delivered just three jets, none of them super jumbos, a company spokesman said on Tuesday. Two of the three have been leased.

In 2016, Daimler signed an agreement with Iran Khodro, a vehicle maker based in Tehran, to distribute Fuso brand trucks. Demand has been limited, however, because of Iran’s weak economy, Daimler spokesman Florian Martens said Tuesday.

Even the Iranian oil industry was having trouble attracting foreign investors — the only significant deal the country signed after sanctions were lifted was with Total for an offshore natural gas development.

“Even in advance of today’s announcement, we saw Iran struggling to get the kinds of investment they had anticipated,” said Richard Mallinson, an analyst at Energy Aspects, a London-based research firm.

Whether Total can stay in the deal is now open to question. Patrick Pouyannée, the company’s chief executive, recently said that the company would argue that because it had signed its Iran deal before Mr. Trump’s decision, Total should benefit from a “grandfather clause” and would ask for a waiver from the United States to continue. Total also might turn its share over to its minority partner CNPC, a Chinese state-owned oil company.

Total’s experience will most likely be taken as a bad sign for other prospective investors in the Iranian energy industry. “This is not an environment in which other big companies will see any reason to commit capital,” Mr. Mallinson said.

European Union officials said on Tuesday that they were making plans to blunt the impact of Mr. Trump’s withdrawal — presumably helping insulate companies like Total. It was unclear what measures they might have in mind.

“We are working on plans to protect the interests of European companies,” Maja Kocijancic, a spokeswoman for the European Commission, told reporters Tuesday. “At this stage, I am not in a position to offer any further details.”

Mr. Trump’s decision to pull out of the deal with Iran may not automatically prompt governments to choke off trade.

Having ripped up an international deal, the president may have trouble recruiting allies and cutting off exports of Iranian oil, the country’s most valuable product. Iran’s crude exports have risen to about 2.4 million barrels a day in recent months, after being around 1 million barrels a day in the months before sanctions were lifted.

“It is going to be hard to get people on board,” said Richard Nephew, a former State Department official who was the lead sanctions expert in the Iran negotiations under President Barack Obama and who successfully persuaded other customers of Iran to stop buying its oil in the years leading up to the eventual nuclear deal.

Mr. Nephew, now a senior research scholar at Columbia University’s Center on Global Energy Policy, forecast that of Iran’s major customers, Japan and South Korea would most likely cooperate on sanctions because they are worried about Washington’s negotiations with North Korea.

He said European customers, however, would probably be slower to come around. And China and India, which in some months have been buying more than 1 million barrels a day from Iran, may continue to buy Iranian crude in the same quantities.

All told, the impact of renewed sanctions would be an estimated loss of 300,000 to 500,000 barrels a day of Iranian exports, Mr. Nephew said. That would be a significant amount, but much less than the 1.4 million barrels a day or so that Mr. Obama’s sanctions achieved.

In the meantime, Iran is running its oil industry at full tilt, analysts say. “It is obvious that they are anticipating potential new sanctions and running full speed before it happens,” said Antoine Rostand, president of Kayrros, a Paris-based market research firm.

But the sanctions would nonetheless create major complications. Iran has quickly pumped up oil production in existing fields, but these will eventually become tapped out. It won’t be able to bring new fields online without partners and capital.

Still, giant oil corporations have not given up on Iran.

“We continue to be interested in exploring the role Shell can play in developing Iran’s energy potential within the boundaries of applicable laws,” Royal Dutch Shell said in an emailed statement on Tuesday.

The same principle applies to other investors, provided they are big enough — and wealthy enough — to handle the risk, said Andreas Schweitzer, managing director of Arjan Capital Ltd., a firm in London that advises companies on investing in Iran.

“Those who want this 80 million-person market and have a long-term strategy,” he said, “will go there with or without Mr. Trump.”

Trump’s withdrawal from JCPOA deepens US isolation

Major companies, particularly in Europe, could see billions of dollars in commercial deals canceled because of the US decision to reinstall sanctions on Iran, though the ultimate impact remains unclear due to the possibility of renegotiations and exemptions, experts say.

US President Donald Trump’s decision to withdraw from the Iran nuclear deal and reimpose sanctions on Iran means companies worldwide must stop doing business with the country or run afoul of the US government, AP reported.

Companies and countries with commercial deals with Iran would have either 90 or 180 days to wind down those activities, depending on the type of products being sanctioned. And firms would not be able to generate new business.

Certain exemptions and waivers can be negotiated, but the US did not say what products or countries might qualify.

Since the Iran nuclear deal was struck in 2015, it was mainly European companies that moved back in to strike deals with Iran, making Trump’s decision particularly painful for the region.

“US Iran sanctions are hardly hitting any US companies, but aim primarily at European ones,” Carl Bildt, the former leader of Sweden who is now co-chair of the European Council on Foreign Relations, said in a tweet. The EU has in the past found this utterly unacceptable, he added, though it was unclear still how European leaders would respond.

Among US companies, plane maker Boeing has signed the biggest deals, and US Treasury Secretary Steven Mnuchin said Tuesday that its existing licenses – as well as those of its European competitor, Airbus Group – would be invalidated.

In December 2016, Airbus signed a deal with Iran’s national carrier, Iran Air, to sell it 100 airplanes for around $19 billion at list prices. Boeing later struck its own deal with Iran Air for 80 aircraft with a list price of some $17 billion, promising that deliveries would begin in 2017 and run until 2025. Boeing separately struck another 30-airplane deal with Iran’s Aseman Airlines for $3 billion at list prices.

Boeing has yet to deliver any aircraft to Iran under those deals and said that it will “continue to follow the US government’s lead.”

Airbus, which is subject to the US license because it makes at least 10 percent of its aircraft components in the US, says it will abide by the new US sanctions but it could take “some time” to determine the full impact on the industry. It has already delivered two A330-200s and one A321 to Iran.

The US says the sanctions will also sharply curtail sales of oil by Iran, which is currently the world’s fifth-largest oil producer. In the case of oil sales, there will be a 180-day period for countries to wrap-up existing contracts.

So far, French oil company Total SA has been the most aggressive Western oil company to move back into Iran, signing in July a $5 billion, 20-year agreement with Iran. A Chinese oil company also has a deal to develop the country’s massive South Pars offshore natural gas field.

Total did not respond to requests for comment.

The price of oil rose sharply on Wednesday to its highest since 2014.

In other sectors, French carmaker PSA Peugeot Citroen reached a deal in 2016 to open a plant producing 200,000 vehicles annually in Iran. It said Wednesday that it is studying the implications of the US move and hopes the European Union will have a united position on the Iranian sanctions.

A group representing German trade interests said the US decision to withdraw from the deal will hit German companies and urged the EU to protect their interests. Trade between Germany and Iran reached 3.4 billion euros ($4 billion) last year, according to BGA, another foreign trade association.

German Finance Minister Olaf Scholz vowed on Wednesday to try to protect European companies from any adverse effects from the US president’s decision.

“We’ll try to do everything in our means so that European companies will be affected as little as possible,” said Scholz at a news conference, adding it would take some time to get clarity about the consequences, Reuters reported.

Fallout for US economy

Trump’s decision also risks fallout for the US economy.

The US move may lead to “gradually and modestly reduced oil production” by Iran, that would further push up global oil prices, according to a research note Tuesday by Gregory Daco, chief US economist at Oxford Economics, Bloomberg reported.

If West Texas Intermediate crude oil prices average $70 a barrel this year that would amount to a drag on growth worth half of the 0.7 percentage-point boost from tax cuts and a government-spending increase, Daco wrote.

With gasoline prices already squeezing consumers’ pocketbooks, the possibility of extended pain at the pump casts a shadow on widespread expectations that US household spending is poised for a rebound in coming months driven by tax cuts. At the same time, energy-producing businesses and regions within the US would benefit from higher oil prices.

US isolation

In his speech, Trump claimed he was making the world safer, but in fact he deepened the US isolation on the world stage and revived doubts about American credibility.

The 2015 agreement, which was negotiated by the former president Barack Obama administration and included Germany, France and Britain, had lifted most US and international economic sanctions against Iran. In exchange, Iran agreed to restrictions on its nuclear program.

But Trump, a severe critic of the deal dating back to his presidential campaign, said Tuesday in a televised address from the White House that it was “defective at its core.”

US allies in Europe had tried to keep him in and lamented his move to abandon it.

Iran’s government must now decide whether to follow the US and withdraw or try to salvage what’s left with the Europeans. Iranian President Hassan Rouhani said he was sending his foreign minister to the remaining countries but warned there was only a short time to negotiate with them.

The US administration said it would reimpose sanctions on Iran immediately but allow grace periods for businesses to wind down activity. Companies and banks doing business with Iran will have to scramble to extricate themselves or run afoul of the US government.

Meanwhile, for nations contemplating striking their own sensitive deals with Trump, such as North Korea, the withdrawal will increase suspicions that they cannot expect lasting US fidelity to international agreements it signs.

Former president Barack Obama, whose administration negotiated the deal, called Trump’s action “misguided” and said, “The consistent flouting of agreements that our country is a party to risks eroding America’s credibility and puts us at odds with the world’s major powers.”

“US credibility is shot”

Failed 2016 presidential candidate Hillary Clinton said Trump’s abandonment of the nuclear deal leaves the US distrusted around the world, with its credibility “shot.”

In a series of tweets, the former first lady implied that the only alternative to the nuclear pact was war. She said pulling out of the Iran nuclear deal is a big mistake. It makes America less safe and less trusted.

Trump, who repeatedly criticized the accord during his presidential campaign, said Tuesday that documents recently released by Israeli Prime Minister Benjamin Netanyahu showed Iran had attempted to develop a nuclear bomb in the previous decade, especially before 2003. Although Trump gave no explicit evidence that Iran violated the deal, he claimed Iran had clearly lied in the past and could not be trusted.

Iran has denied ever pursuing nuclear arms.

IAEA statement

The UN atomic watchdog policing the deal said on Wednesday Iran is continuing to implement its nuclear commitments under the deal, Reuters reported.

“Iran is subject to the world’s most robust nuclear verification regime under the JCPOA, which is a significant verification gain," International Atomic Energy Agency (IAEA) chief Yukiya Amano said in a statement, using the deal's official name, the Joint Comprehensive Plan of Action.

"As of today, the IAEA can confirm that the nuclear-related commitments are being implemented by Iran," he said, adding that the IAEA was "closely monitoring developments" related to the deal.

Trump spoke with French President Emmanuel Macron and Chinese leader Xi Jinping about his decision Tuesday. Hours before the announcement, European countries met in Brussels with Iran’s Deputy Foreign Minister for Political Affairs, Abbas Araqchi.

For the Europeans, Trump’s withdrawal constitutes dispiriting proof that trying to appease him is futile.

Australia and Japan on Wednesday expressed continued support for the multinational nuclear deal with Iran even though the US is pulling out of it.

Australian Prime Minister Malcolm Turnbull said that he regrets President Donald Trump’s decision to withdraw from the landmark pact. Turnbull is urging all parties involved in the pact to show restraint.

In Japan, the Foreign Ministry said Japan continues to support the deal and that it “hopes for a continued constructive response from the nations involved.”

Reactions in Iran

Iran's press on Wednesday condemned Trump's withdrawal from the deal, AFP reported.

"The nuclear deal without the trouble-maker," was the headline in one of the leading reformist papers, Etemad.

It reprinted a tweet by President Hassan Rouhani on its front page: "We have been freed from the evil of someone who does not respect their commitments. The nuclear deal will continue if Iran's interests are assured."

Another reformist daily, Aftab, spoke of "Tehran's logical decision" to stay in the landmark 2015 deal with the help of the other signatories – Britain, France, Germany, China, Russia and the European Union.

The conservative dailies took a sharply different tack.

"Trump has torn up the nuclear deal, it is time for us to burn it," said the Kayhan newspaper, echoing a recent threat by Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei. Kayhan has been one of the fiercest critics of the agreement.

"Iran will be united and will resist," was the headline of conservative paper Javan.

Other conservatives were sceptical about the ability of Iran's government to salvage the agreement with the help of European powers.

"Europe does not have the capacity to maintain the nuclear deal," said daily Farheekhtegan. "The result of all their bargaining with Trump has just been more pressure on Iran."

FBI documents show Russia dossier author deemed ‘not suitable for use’: Judicial Watch

Judicial Watch President Tom Fitton on how the FBI released 70 pages of heavily redacted records, which showed that ex-British spy Christopher Steele was admonished and deemed unsuitable as a confidential human source.

A Republican congressman touched off a firestorm Tuesday after claiming on Twitter that his office had information suggesting the FBI leaked information to the press and used the resulting articles to help obtain surveillance warrants.

"We've learned NEW information suggesting our suspicions are true: FBI/DOJ have previously leaked info to the press, and then used those same press stories as a separate source to justify FISA's," House Freedom Caucus Chairman Mark Meadows, R-N.C., tweeted overnight.

The claim stemmed in part from FBI intelligence analyst Jonathan Moffa’s Friday testimony behind closed doors before the House Judiciary and Oversight committees.

But what exactly Moffa told the committees is a matter of dispute.

A source with knowledge of the testimony initially told Fox News that Moffa said FBI personnel would use media reports based on information they leaked to justify applications for Foreign Intelligence Surveillance Act warrants, echoing Meadows. The source said Moffa, who worked with controversial former FBI officials Peter Strzok and Lisa Page, acknowledged this “had been a practice in the past.”

But an FBI official pushed back, telling Fox News the initial claims about Moffa’s testimony were incorrect.

The source later clarified that Moffa testified the FBI routinely uses media material to corroborate their work product, including FISA materials, but “never said directly 'we utilize FBI leaks for FISAs.'” The source maintained, however, that the FBI has a “culture of leaking for their own gain” and uses media reports to support their work: “There's quite a bit of evidence raising concerns that the FBI engages in this without Moffa saying it."

Republicans have long questioned to what extent leaked information, related to the unverified anti-Trump dossier, was used as a basis for surveillance warrants against former Trump adviser Carter Page in 2016 – when the bureau was led by James Comey and deputy Andrew McCabe.

The source told Fox News that Moffa did not specifically confirm whether leaking was employed with regard to the dossier.

Another source familiar with Moffa’s testimony offered a more nuanced version of events. The source told Fox News that Moffa said the FBI keeps track of open source reports related to their cases – and when asked whether a FISA application would reference a news account, he said it could be possible, hypothetically, but the FBI aims to find better information.

The source stressed that this was not related to any specific situation and that Moffa did not suggest this was a common practice at the FBI.

Meadows, though, largely stood by his claims – yet also offered a clarification in a Tuesday afternoon statement to Fox News, drawing a distinction between what Moffa testified and what his office has learned from other materials.

“Jonathan Moffa made it clear to the committee the FBI routinely uses media reports to corroborate analytic work product. We have emails and texts plainly showing the FBI leaks to the media, raising major red flags. If FBI executives want the American people to believe they haven’t used leaks to their advantage, they are not being honest,” Meadows said in the statement, while saying this includes FISA materials.

Meadows also told Fox News’ “America’s Newsroom” earlier Tuesday that the committee had evidence of the FBI’s practice that would be “hard to refute.”

“We know that some people at the Department of Justice and the FBI actually gave information to the media, then the stories were reported. Then they used those reports to justify further investigations,” Meadows said. “You know, that’s like saying, we’re going to incriminate on one hand, and be the jury on the other. It just doesn’t work that way.”

The Daily Caller first reported on the specifics of Moffa's claims.

The Trump dossier, which contained salacious allegations about the then-presidential candidate, was compiled by ex-British spy Christopher Steele. Steele, who was also working as an FBI source, had been hired by research firm Fusion GPS to compile details for the dossier, which was funded by the Clinton campaign and Democratic National Committee.

One source familiar with Moffa's testimony told Fox News that his statements raise concerns that the bureau indeed used this practice with the dossier, referencing an article written by Yahoo! News’ Michael Isikoff.

The Isikoff article was published on Sept. 23, 2016, focusing on Page’s July 2016 trip to Moscow. According to a House GOP memo earlier this year, the Isikoff article did “not corroborate the Steele dossier” as the article was “derived from information leaked by Steele himself to Yahoo News.” Yet the subsequent FISA application to spy on Page cited the Isikoff article, among other pieces of evidence.

“The [Carter] Page FISA application incorrectly assesses that Steele did not properly provide information to Yahoo News,” the memo read. “Steele has admitted in British court filings that he met with Yahoo News—and several other outlets—in September 2016 at the direction of Fusion GPS.”

Moffa served on the FBI’s “Mid-Year Exam,” the code name for the bureau’s investigation into Hillary Clinton’s handling of classified information and use of a private email server while secretary of state.

Moffa’s name often appeared in text message conversations between former FBI officials Strzok and Page, who came under scrutiny for their anti-Trump and politically charged exchanges. One text message exchange between the two on July 24, 2016 discussed their need to read “Moffa’s thing,” referencing an FBI “302”—which is an interview or witness deposition in an FBI investigation.

Another reference was on Aug. 8, 2016.

“Hey no update yet, waiting on Moffa, he’s in with Dina at mtg scheduled to end at 11,” Strzok texted Page. An hour later, he added: “Hey, talked to him, will let him fill you in. Internal joint cyber cd Intel piece for D, scenesetter for McDonough brief, Trainor [head of FBI cyber division] directed all cyber info be pulled. I’d let Bill and Jim hammer it out first, though it would be best for D to have it before the Wed WH session.”

In the texts, “D” referred to former FBI Director James Comey, and “McDonough” referred to former chief of staff for former President Barack Obama, Denis McDonough, according to GOP investigators.

Page left the bureau in May, and Strzok was fired earlier this month.

On Tuesday, House lawmakers have the chance to question Justice Department senior official Bruce Ohr on the same FBI practice, as Ohr testifies behind closed doors.

Ohr had frequent contact with Steele before and after the publication of the dossier, and the FBI’s ultimate decision to cut ties with the ex-British spy. Ohr’s wife, Nellie Ohr, worked for Fusion GPS at the time of the creation of the dossier.
