A witness said he walked into Hesler's bedroom and saw the boy under her duvet

A former foster carer has been jailed for nearly three years for the indecent assault of a teenage boy in the 1990s.

Samantha Hesler, who is now 50, had groomed the teenager with alcohol, cigarettes and PlayStation games during a three-year relationship more than two decades ago.

Hesler, from Great Broughton, North Yorkshire, had invited teenage children to her home, supposedly so they could become friends with each foster child she was looking after.

But a trial at Teesside Crown Court in October heard that she plied the children with Budweiser and cigarettes, and her home was like 'a party house', with bikini-clad Hesler, at the time in her mid-20s, joining the children in her hot tub.

The mother of the victim - who was 13 or 14 at the time - became concerned that he was spending too much time visiting Hesler and told him to stop seeing her.

Witnesses in the trial told the court that the victim was constantly at Hesler's home and on one camping trip, Hesler 'disappeared for hours', and was later found coming out of a tent with the teenager.

One witness said he walked into Hesler's bedroom and saw the boy under her duvet.

The victim reported the sexual abuse to the police years later after a conversation with his wife who said she was thinking of becoming a social worker.

Hesler, of The Dorkings in Great Broughton, denied but was convicted of two counts of indecent assault by touching the boy's private parts over his clothing and putting a condom on him.

OSHA Employer Temporary Standard on Vaccination and Testing: Readiness Guide for Pennsylvania Employers

The Commonwealth of Pennsylvania has prepared a readiness guide to help all employers be prepared to implement the U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) Emergency Temporary Standard (ETS) for COVID-19 vaccination or testing.

OSHA provides two compliance options:

1. Develop, implement, and enforce a mandatory COVID-19 vaccination policy

2. Adopt a policy requiring employees to either get vaccinated or elect to undergo regular

COVID-19 testing and wear a face covering at work in lieu of vaccination

The ETS was published in the Federal Register on November 5, 2021. The text of the rule can be found on the Federal Register website, and OSHA's website contains additional information, including FAQs.

On November 6, 2021, the Fifth Circuit Court of Appeals granted an emergency motion to stay enforcement of the ETS, temporarily suspending the ETS pending further judicial review. On November 15, 2021, the U.S. Department of Labor acknowledged the Fifth Circuit’s Order and announced that OSHA is suspending its implementation and enforcement of the ETS pending further litigation. On December 17, 2021, the Sixth Circuit Court dissolved the Fifth Circuit Court’s stay of the ETS. On December 18, 2021, OSHA released guidance that it will resume implementation of the ETS.

Per OSHA: “OSHA will not issue citations for noncompliance with any requirements of the ETS before January 10 and will not issue citations for noncompliance with the standard’s testing requirements before February 9, so long as an employer is exercising reasonable, good faith efforts to come into compliance with the standard.” Litigation may be ongoing. Employers should refer to the OSHA website for updated guidance.

Employers must choose how to ensure compliance. Federal guidance states that employers can mandate vaccinations for staff. To support vaccinations, the Pennsylvania Department of Health (PADOH) will continue to oversee a Commonwealth-wide vaccination program, and employers are invited to refer any staff seeking vaccination to one of hundreds of clinics in the Commonwealth providing vaccines. To find the closest vaccine provider, please follow this link. PADOH will not provide any customized support to private employers seeking to operationalize a testing program.

Additional measures, ostensibly meant to combat the spread of the mild virus, were announced by French Prime Minister Jean Castex during a press conference on December 27th.

Indoor events with 2,000 attendees and outdoor events with 5,000 attendees will be allowed to continue, so long as everyone in attendance remains seated. Bars and restaurants will also stay open, but all food and drinks must be consumed from a seated position in order to battle the latest wave of COVID-19.

French officials are currently debating whether to mandate vaccines for those wanting to access “leisure venues.” The measure has yet to be voted upon by the French Parliament, but will take effect on January 15th if approved.

Protests across Europe have intensified in recent weeks as governments debate whether to mandate vaccine passports for reentry to regular life. During the summer, France underwent more than 12 weeks of protests as citizens railed against the introduction of vaccine passports.

At present, individuals must show a negative COVID test to enter various venues, including cinemas. Masks are required for passengers on all forms of public transport.
