ICE HSI arrests former Louisiana deputy, firefighter for child exploitation

NEW ORLEANS – A former Lafourche Parish Sheriff’s Office deputy and a Lafourche Parish Fire

Department volunteer firefighter were arrested by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) New Orleans May 20 on child exploitation charges.

Former deputy Phillip Guidry, 35, of Houma was dismissed from his position following his arrest by HSI on 20 counts of possession of child pornography involving juveniles under the age of 13.

The arrest was a result of a joint investigation by HSI Houma, the Louisiana Bureau of Investigation Cyber Crime Unit, the Lafourche Parish Sheriff’s Office, and the Terrebonne Parish Sheriff’s Office. Guidry was booked into the Terrebonne Parish Jail following his arrest.

“Working alongside our law enforcement partners, Homeland Security Investigations is deeply committed to protecting our children and communities from these horrific crimes of exploitation,” said Jere T. Miles, special agent in charge of HSI New Orleans. “Those who betray their position of trust are no exceptions.”

Volunteer firefighter William Michael Chiasson, 47, of Thibodaux, was arrested on 60 counts of possession of child pornography involving juveniles under the age of 13. He was booked into the Lafourche Parish Jail.

This investigation was conducted under HSI’s Operation Predator, an international initiative to protect children from sexual predators. Since the launch of Operation Predator in 2003, HSI has arrested more than 19,000 individuals for crimes against children, including the production and distribution of online child exploitation material, traveling overseas for sex with minors, and sex trafficking of children.

As he battles the coronavirus pandemic, President Donald Trump has been claiming extraordinarily sweeping powers that legal scholars say the president simply doesn’t have. And he has repeatedly refused to spell out the legal basis for those powers.

“It’s not that the president doesn’t have a remarkable amount of power to respond to a public health crisis. It’s that these are not the powers he has,” said Stephen Vladeck, a University of Texas School of Law professor who specializes in constitutional and national security law.

Doctors Demand Hospital Industry Stop Funding Dark Money Lobby Group

Progressive physicians are pressing the American Hospital Association to support patients and healthcare workers during the pandemic instead of wasting money on a lobby group that opposes universal coverage, Jake Johnson reports.

A progressive organization of 23,000 physicians from across the U.S. demanded last week that the American Hospital Association (AHA) divest completely from a dark-money lobbying group that has spent millions combating Medicare for All and instead devote those financial resources to the fight against Covid-19 and to better support for patients and healthcare workers.

Dr. Adam Gaffney, president of Physicians for a National Health Program (PNHP), said in a statement that “the Covid-19 pandemic has stretched hospitals’ resources to the limit, and the AHA should not waste precious member hospitals’ funds lobbying against universal health coverage” as a member of the Partnership for America’s Health Care Future (PFAHCF).

Because Medicare for All would provide a lifeline to hospitals in underserved areas that have been hit hard by Covid-19, Gaffney argued, the AHA “cannot claim to represent hospitals while also opposing a single-payer system that would keep struggling hospitals open.” The AHA represents around 5,000 hospitals and other healthcare providers in the U.S.

As Common Dreams reported earlier this month, public health officials are accusing the Trump administration of directing billions of dollars in Covid-19 hospital bailout funds to high-revenue providers while restricting money to hospitals that serve low-income areas.

Tenet Healthcare, an investor-owned hospital company that has donated hundreds of thousands to PFAHCF, has received $345 million in Covid-19 bailout funds, Axios reported last month.

“The AHA should immediately leave the PFAHCF,” Gaffney said, “and redirect that money to supporting patients and frontline healthcare workers.”

“As physicians, we can no longer tolerate a health system that puts profits ahead of patients and public health,” Gaffney added. “It’s time for health professionals to hold accountable the organizations that claim to represent us.”

Formed in the summer of 2018 by an alliance of pharmaceutical, insurance, and hospital lobbyists with the goal of countering the push for universal healthcare, PFAHCF’s anti-Medicare for All “army” has grown rapidly since its founding, with the AHA joining the fray in 2019.

As The Intercept reported last October, the for-profit hospital industry has played an “integral role” in the corporate fight against single-payer.

Department of Education: Transgender Athletes’ Competition Violates Women’s Rights

HARTFORD, Conn. (AP) — A Connecticut policy that allows transgender athletes to compete as girls in high school sports violates the civil rights of athletes who have always identified as female, according to a letter from the U.S. Education Department’s civil rights office that was obtained Thursday by The Associated Press.

The letter came in response to a complaint filed last year by several cisgender female track athletes who argued that two transgender female runners had an unfair physical advantage.

The office said in the 45-page letter that it may seek to withhold federal funding over the policy, which allows athletes to participate under the gender with which they identify. The policy is a violation of Title IX, the federal civil rights law that guarantees equal education opportunities for women, including in athletics, the office said.

It has “denied female student-athletes athletic benefits and opportunities, including advancing to the finals in events, higher level competitions, awards, medals, recognition, and the possibility of greater visibility to colleges and other benefits,” according to the letter, which is dated May 15.

The Connecticut Interscholastic Athletic Conference has said its policy is designed to comply with a state law barring schools from discriminating against transgender students. The conference did not immediately return a call seeking comment Thursday.

Attorneys for the Alliance Defending Freedom, who represent the girls who brought the complaint, said they would comment later Thursday.

The decision by the civil rights office names the conference, along with the school districts for which the transgender runners and those filing the complaint competed — Glastonbury, Bloomfield, Hartford, Cromwell, Canton and Danbury.

The office said it will “either initiate administrative proceedings to suspend, terminate, or refuse to grant or continue and defer financial assistance” to the conference and those districts or refer the cases to the U.S. Department of Justice.

In its letter, the civil rights office said it notified the CIAC and the school districts of its pending decision in February, but that subsequent negotiations failed to result in an agreement over the policy.

“All that today’s finding represents is yet another attack from the Trump administration on transgender students,” said Chase Strangio, deputy director of the funding initiative Trans Justice.

“Trans students belong in our schools, including on sports teams, and we aren’t backing down from this fight,” Strangio said.

Travel Industry Giants Urge UK Government to Drop Two-Week Quarantine for Arrivals

Business leaders in the United Kingdom are growing increasingly frustrated with the government's reluctance to reopen sectors of the economy amid the coronavirus pandemic. As analysts warn of a looming recession, the travel industry has announced its opposition to a two-week mandatory quarantine for all arrivals from abroad.

Travel and tourist industry leaders wrote a letter to the British government on Wednesday, calling for an end to the "unworkable" and "damaging" 14-day quarantine policy on international arrivals to the UK.

The letter to Home Secretary Priti Patel, signed by 78 bosses of hotels and travel firms, said that quarantine is the "very last thing" the country needs as economic prospects amid the coronavirus lockdown look increasingly dire.

George Morgan-Grenville, the CEO of Red Savannah Ltd, who headed the appeal commended the government for its response to the pandemic but warned that a recession is now a "high probability".

"The economic cost of the government’s action is yet to be seen, but the early indicators paint a grim picture with Q1 GDP contracting by 2% (despite only seven days of lockdown), and Q2 likely to be considerably higher at 20% with possibly a 12% contraction for the 2020 fiscal year", the letter warned.

Now that the pandemic is "on the retreat", the message cautioned that the travel industry cannot rapidly "scale down" its workforce and must maintain staff "to either cancel, or rearrange existing, often complex, bookings".

The signatories demanded consideration of the "air-bridges" proposal by Transport Secretary Grant Shapps, which would see bilateral travel arrangements between countries with similar Covid-19 infection rates.

This comes as the United Kingdom looks to loosen many of its initial lockdown measures imposed since the beginning of March, designed to enforce social distancing measures to combat the spread of the coronavirus pandemic.

Criticism has been levelled against the government for its alleged belated introduction of quarantine for foreign arrivals. Labour's Shadow Health Secretary John Ashworth, asked last week why the policy was not introduced sooner when coronavirus cases were lower.

"I would urge the government to get on with it and give us the details about how it's going to work in practice", Ashworth said.

Airlines have warned that the quarantine measures will pose a threat to their already critical financial situation. In a letter to the Prime Minister on 12 May, a group of aviation executives warned that the policy would make the industry "unable to compete"

Intense video footage has emerged out of Minneapolis, Minnesota which shows violent Black Lives Matter (BLM) protesters along with far-left Antifa members looting department stores, attacking police officers, and setting fire to buildings.

The protests and riots come after George Floyd, an unarmed black man, died on Monday after being handcuffed and having his neck pinned to the ground by an overzealous police officer’s knee. The entire incident was recorded on video and has sparked widespread outrage among the country’s African American community, a community which feels unjustly persecuted by police officers.

Since the video surfaced, all four police officers involved in Floyd’s death have been fired – but people are calling for further and more severe punitive measures to be taken against the officers.

Protests across Minneapolis which began on Tuesday escalated dramatically on Wednesday evening, with multiple fires being set, widespread looting, a fatal shooting near site of protests, and the deployment of teargas, local media reports.

Firefighters, while responding to a fire ripping through an auto parts store, were attacked by protesters, leaving them unable to put out the fire. Protesters also attacked the Minneapolis’ Third Precinct police headquarters, hurling objects at it before eventually setting fire to it as well. Minneapolis Mayor Jacob Frey plead for the protesters to “keep the peace”, urging them not to “let tragedy beget extra tragedy”. Frey also has asked the state’s government to deploy the Minnesota National Guard to help stop the widespread looting and violence.

In a press conference on Wednesday evening, Frey called for the police officer who was directly involved in the death of Floyd to be arrested, saying: “Why is the man who killed George Floyd not in jail?”

If you had done it, or I had done it, we would be behind bars right now.”

“We are not talking about a split-second decision that was made incorrectly,” Frey said. “There’s somewhere around 300 seconds in those five minutes, every one of which the officer could have turned back … and removed his knee from George Floyd’s neck.”

Across the country, in Los Angeles, Black Lives Matters protesters blocked off the 101 Freeway near the downtown area and attacked police vehicles.

Fed Admits Corporate Bond Buying Will Be at Least a 5-Year Debt Bailout

On May 13 the House Financial Services’ Subcommittee on Consumer Protection and Financial Institutions held a virtual roundtable with federal regulators. One of the regulators in attendance was the Vice Chair for Supervision at the Federal Reserve, Randal Quarles. At the very end of what evolved into a roundtable beset with static and inaudible passages, it was Utah Congressman Ben McAdams’ turn to ask questions. McAdams’ voice was sharp and crisp. He politely said he had a question about the corporate bond buying program that the Fed was launching (for the first time in its 107-year history). The exchange went as follows:

McAdams: “Do you anticipate holding these investments through the life of the purchased bond or do you anticipate selling them at a date TBD [to be determined]?

Quarles: “Our intention is to buy and hold.”

That answer from Quarles effectively means that the Fed plans to keep its corporate bond buying program alive for at least half a decade. Here’s how we know that.

The Fed has two corporate bond buying programs: the Primary Market Corporate Credit Facility (PMCCF) and the Secondary Market Corporate Credit Facility (SMCCF). The Fed has released detailed descriptions (called Term Sheets) for both programs. The PMCCF Term Sheet indicates that the bonds it will be buying will “have a maturity of four years or less.” The Term Sheet for the SMCCF states that the bonds it will buy will “have a remaining maturity of 5 years or less.” Since the Fed plans to “buy and hold,” the program will have to be alive for at least five years until the last of its bonds mature. But here’s why the program could become much longer than that. The combined programs will start out to buy up $750 billion in bonds by September 30 of this year. Both programs say the Fed can extend that purchase period. If it’s extended out a year, then we have a six-year program; if it’s extended out two years, then we have a seven-year program, and so forth. Additionally, corporate bonds pay interest, typically every six months. What is the Fed going to do with that income? In the case of its other bond buying programs for Treasury securities and Mortgage-Backed Securities (MBS), the Fed uses the interest income and maturing principal to buy more of the same bonds. There’s every reason to believe it will do the same with the corporate bond buying program. If the Fed is using the interest income to perpetually buy more four- and five-year bonds, we’re looking at the potential for an infinite time frame.

The MBS also started out to be a short-lived program during the last financial crisis. It launched on January 5, 2009. It’s still alive today 11 years later with $1.86 trillion on the Fed’s balance sheet in Mortgage-Backed Securities. The first leg of the Fed’s corporate bond buying began on May 12, with the SMCCF buying up Exchange Traded Funds (ETFs) holding both investment grade and junk bonds. In just an 8-day period, the Fed’s balance sheet showed that it was holding $1.8 billion in bond ETFs.

The Fed has outsourced both programs to the New York Fed which has, in turn, outsourced both programs to BlackRock, a large purveyor of investment grade and junk bond ETFs. BlackRock will be allowed to buy up its own ETFs in proportion to its share of the market.
