MADISON, WIS. — Wisconsin Gov. Tony Evers on Thursday issued a statewide mask mandate amid a spike in coronavirus cases, setting up a conflict with Republican legislative leaders who oppose such a requirement and successfully sued to kill the governor’s “safer at home” order.

Evers, a Democrat, declared a new public health emergency and ordered the wearing of masks for anyone age 5 and up starting on Saturday for all enclosed spaces except a person’s home. The new order also applies to outdoor bars and restaurants, except when people are eating or drinking.

Anyone who violates the order would be subject to a $200 fine. It is scheduled to run until Sept. 28.

“This virus doesn’t care about any town, city, or county boundary, and we need a statewide approach to get Wisconsin back on track,” Evers said in a statement, citing the recent rise in cases across the state. “We’ve said all along that we’re going to let science and public health experts be our guide in responding to this pandemic, and we know that masks and face coverings will save lives.”

The conservative-controlled Wisconsin Supreme Court in May tossed out an order from Evers’ health secretary closing most nonessential businesses in an attempt to slow the spread of the virus.

Evers has repeatedly cited that ruling as a reason for his reluctance to join 32 other states that have mask mandates. However, the May ruling determined that the state health secretary overstepped her authority with the “safer at home” order; the court did not address the governor’s power to issue public health emergencies.

The state’s high court was controlled 5-2 by conservatives when it struck down the earlier order on a split 4-3 decision. But on Saturday, when the mask order takes effect, Justice-elect Jill Karofsky will join the court, narrowing the conservative majority to 4-3 and increasing the odds of the order surviving a legal challenge.

Republican legislative leaders brought the earlier lawsuit. While they oppose a mask mandate, they have stopped short of saying whether they would sue if Evers enacted one.

Evers said that although “emotions are high when it comes to wearing face coverings in public,” he issued the order because he believed it was in the best interests of the people.

Absent a statewide mask order, cities and counties across the state have been taking action on their own. Milwaukee and Dane counties, with Wisconsin’s largest cities of Milwaukee and Madison, were the first to make masks mandatory. Numerous other cities, including Green Bay, Racine, Superior and Whitewater, have followed suit. Appleton this week recommended that people wear masks, but did not require it.

Evers’ order doesn’t preempt local governments from enacting even stricter ordinances.

Evers had been under pressure from local governments, and even some Democrats, to issue a statewide order. Democratic state Sen. Chris Larson, of Milwaukee, started a petition for a statewide mandate.

Wisconsin has had more than 51,000 confirmed cases of COVID-19 and 911 deaths from the disease since the pandemic started. That death count is the 28th-highest in the country and the 35th highest per capita, at nearly 16 deaths per 100,000 people. Over the past two weeks, the rolling average number of daily new cases has gone up by 90, an increase of more than 11%.

The virus, although still heavily concentrated in urban areas, is spreading to more rural counties that had largely avoided the disease.

When International Court of Justice (ICC) Prosecutor, Fatou Bensouda, confirmed last December that the Court has ample evidence to pursue a war crimes investigation in occupied Palestine, the Israeli government responded with the usual rhetoric, accusing the international community of bias and insisting on Israel’s ‘right to defend itself.’

Beneath the platitudes and typical Israeli discourse, the Israeli government knew too well that an ICC investigation into war crimes in Palestine could be quite costly. An investigation, in itself, represents an indictment of sorts. If Israeli individuals were to be indicted for war crimes, that is a different story, as it becomes a legal obligation of ICC members to apprehend the criminals and hand them over to the Court.

Israel remained publicly composed, even after Bensouda, last April, elaborated on her December decision with a 60-page legal report, titled: “Situation in the State of Palestine: Prosecution Response to the Observations of Amici Curiae, Legal Representatives of Victims, and States.”

In the report, the ICC addressed many of the questions, doubts and reports submitted or raised in the four months that followed her earlier decision. Countries such as Germany and Austria, among others, had used their position as amici curiae – ‘friends of the court’ – to question the ICC jurisdiction and the status of Palestine as a country.

Bensouda insisted that “the Prosecutor is satisfied that there is a reasonable basis to initiate an investigation into the situation in Palestine under article 53(1) of the Rome Statute, and that the scope of the Court’s territorial jurisdiction comprises the West Bank, including East Jerusalem, and Gaza (“Occupied Palestinian Territory”).”

Air Force Special Operations Approves First Beard, Turban Waiver for Sikh Airman

In a first for the command, Air Force Special Operations Command has granted a religious accommodation waiver to a Sikh airman.

Senior Airman Dominic Varriale was granted the waiver last month, according to an Air Force release. He serves as a geospatial intelligence analyst with the 11th Special Operations Intelligence Squadron.

With the help of his command leadership and the Sikh American Veterans Alliance (SAVA), an advocacy organization, Varriale was able to expedite the approval process, which normally takes up to three years, to only three months, the release states.

"[The SAVA] sent me Air Force Instruction-approved religious articles of faith such as my operational camouflage pattern-colored turban," said Varriale, of Long Branch, New Jersey. "They also made it possible for me to speak to a Gurdwara [a Sikh place of assembly or worship] back in my hometown to get a proper letter of sincerity from a Sikh Temple."

Lt. Col. Brian Lightsey, commander of the 11th SOIS, said Varriale welcomed the news when he found out about the approval June 7.

"His reaction was immediate: It was part relief, part a sense of pride, but most importantly, it was evident to everyone in the room that it meant a great deal to him," Lightsey said. "Senior Airman Varriale was always a capable analyst beforehand, but I sincerely believe the practicing of his faith has provided the extra motivation to hone his craft as a mission analyst and to improve as an airman."

Varriale thanked his command for its support. "My command has been extremely supportive every step of the way," he said in the release. "For a long time, the military had a more 'mind your business' attitude. With recent [diversity-focused] changes, there is a much larger interest in my religion and people are not afraid to ask and learn more."

In February, the Air Force updated its dress and appearance policy, creating a comprehensive process for airmen to request waivers for religious apparel such as hijabs and turbans or facial hair worn for religious reasons. The policy update requires that airmen keep their appearance "neat and conservative."

The Pentagon first released a policy in 2014 outlining how religious service members might apply for a waiver to wear otherwise-prohibited items such as a turban, headscarf or beard as a way of expressing "sincerely held beliefs." The policy states that such accommodations will be granted on a case-by-case basis and can be denied if the request is seen to interfere with wearing a uniform or helmet, or pose a health or safety hazard.

All three leagues have suffered terribly during the viral lockdown, as American life mysteriously went on without them. And they have almost ensured that they won’t fully recover when the quarantine ends. Many of their often-pampered multimillionaire players refuse to honor the national anthem. In the NFL they now will broadcast their politics on their helmets. They will virtue-signal their moral superiority to increasingly turned-off fans — as if to ensure that their sources of support flee.

Huawei shipped 55.8 million devices in the second quarter of 2020, trumping Samsung's 53.7 million, according to data from research firm Canalys.

The period running from April to June this year marks the first quarter in nine years that a company other than South Korean giant Samsung or US iPhone marker Apple has led the market. Despite being excluded from the UK's 5G roll out and banned from trading with US companies, the results reveal Huawei's global smartphones sales are still healthy.

The result is largely dependent on the coronavirus pandemic, which has stunted Samsung's sales in some of its key markets.

'This is a remarkable result that few people would have predicted a year ago – if it wasn’t for Covid-19, it wouldn’t have happened,' said Canalys senior analyst Ben Stanton.

'Huawei has taken full advantage of the Chinese economic recovery to reignite its smartphone business.

Huawei shipments of 55.8 million in Q2 is down 5 per cent year-on-year.

But second-placed Samsung shipped 53.7 million smartphones, a 30 per cent fall against Q2 2019.

Huawei already had the biggest market share in China, while in comparison, less than 1 per cent of Samsung's market share is in the country.

Samsung has also seen its core markets, such as Brazil, India, the US and Europe, 'ravaged by outbreaks' of Covid-19 and the subsequent lockdowns, which closed physical phone stores and kick started an economic slowdown.

Huawei now sells 72 per cent of its smartphones in mainland China, compared with 61 per cent for the January to March quarter this year.

'Our business has demonstrated exceptional resilience in these difficult times,' a Huawei spokesman said.

Local TV Station Tests Out Voting By Mail. It Does Not Go Well.

A local CBS affiliate in Augusta, Ga., decided to test out how voting by mail works.

“We’re less than 100 days until the November election, and many Americans are expecting to vote by mail for the first time because of the pandemic,” WRDW-TV wrote.

One thing is clear: You need to give it even more time than officials might recommend to get your ballot through the mail system.

How long might it take for that vote to actually arrive and be counted?

CBS News decided to test it, sending 100 mock ballots simulating a hundred voters in locations all across Philadelphia to a post office box. After some delays, 97 arrived. In a close election, 3% could be pivotal, especially in what’s expected to be a record year for mail-in-voting.

What’s more, there would be no way for someone to know if their ballot made it or went missing en route.

It’s not the first time voting by mail has faced scrutiny. Earlier this month, the Associated Press reported this:

More than 100,000 mail-in ballots were rejected by California election officials during the March presidential primary, according to data obtained by The Associated Press that highlights a glaring gap in the state’s effort to ensure every vote is counted.

With the coronavirus pandemic raging, California is part of a growing number of states increasing mail-in balloting to avoid crowds at polling places. President Donald Trump is among those questioning the integrity of vote-by-mail elections while supporters say they are just as reliable as polling places and offer greater flexibility for voters.

But while polling places include workers who can assist people who have questions about filling out ballots, a voter doesn’t have support at home and so problems can arise.

Consider what happened to Elizabeth and Isaiah Linscott.

Elizabeth took a precautionary diagnostic COVID-19 test before traveling to visit her parents and grandparents in Michigan. It came back positive: Elizabeth was asymptomatic for the novel coronavirus but had no symptoms. Her husband and infant daughter tested negative for the virus.

Now in a country where freedom actually means something, the Linscotts would have the right to determine for themselves how to proceed responsibly, but in the American Police State, we’ve only got as much freedom as the government allows.

That’s not saying much.

Indeed, it’s a dangerous time for anyone who still clings to the idea that freedom means the right to think for yourself and act responsibly according to your best judgment.

In that regard, the Linscotts are a little old-school in their thinking. When Elizabeth was asked to sign a self-quarantine order agreeing to check in daily with the health department and not to travel anywhere without prior approval, she refused.

“I shouldn’t have to ask for consent because I’m an adult who can make that decision. And as a citizen of the United States of America, that is my right to make that decision without having to disclose that to somebody else,” said Elizabeth. “So, no, I wouldn’t wear a mask. I would do everything that I could to make sure that I wouldn’t come in contact with other people because of the fear that’s spreading with this. But no, I would have just stayed home, take care of my child.”

Instead of signing the blanket statement, Elizabeth submitted her own written declaration:

I will do my best to stay home, as I do every other time I get sick. But I cannot comply to having to call the public health department everytime that I need to go out and do something. It’s my right and freedoms to go where I please and not have to answer to anyone for it. There is no pandemic and with a survival rate of 99.9998% I’m fine. I will continue to avoid the elderly, just like PRIOR guidelines state, try to stay home, get rest, get medicine, and get better. I decline.

A few days after being informed that Elizabeth’s case was being escalated and referred to law enforcement, the Linscotts reportedly found their home surrounded by multiple government vehicles, government personnel and the county sheriff armed with a court order and ankle monitors.

New Reports Suggest Libyan Warlord Khalifa Haftar is Working with Mossad

Reports of Israeli support for the Libyan warlord Khalifa Haftar are nothing new, but as the apartheid state gains ground among Arab nations, the need to hide Mossad’s role in the destabilizing of oil-rich Libya may be disappearing.

The stench of the CIA and its covert operations in oil-rich Libya has long followed General Khalifa Haftar. But now another intelligence organization is being tied to the controversial military officer as accusations of extensive dealings with the Mossad are being levied against him by an Israeli journalist, who claims that Haftar met with members of the Israeli outfit in Cairo from 2017 to 2019.

It is not the first time Haftar has been linked to the apartheid state. In 2017, the General reportedly coordinated with the Israeli Defense Forces IDF to bomb military positions of the so-called Islamic State inside Libya. Two years earlier, in 2015, the Jerusalem Post published an account from an unnamed Arab newspaper asserting that Haftar planned to meet Israeli officials during a visit to the capital of Jordan and struck a deal with them to exchange oil and arms for help in his push for power.

The latest claims of Haftar’s Israeli links also involve the United Arab Emirates (UAE), which is said to have mediated the meetings between the commander of the Libyan National Army and two Israeli assets named by the anonymous source as Ackerman and Mizrachi. The source, in fact, dates Haftar’s connections to the Jewish state as far back as 2011 when the Israeli Air Force ostensibly coordinated with the Libyan strongman to target jihadist groups who had flooded the country in the wake of Gaddafi’s U.S.-sponsored murder.

Adding to the intrigue are parallel claims that Iran – Israel’s sworn enemy in the region – has also been providing Haftar with military aid in his campaign to topple the UN-recognized Government of National Accord (GNA) in Tripoli, running counter to official reports coming out of Iran declaring its support for the GNA. These accusations are coming from none other than the Israeli envoy to the UN, who accused Tehran of supplying advanced weapons systems to Haftar, calling it a “grave violation of Security Council resolution 2231 (2015),” which attempts to halt the “supply, sale or transfer of arms” from Iran.

Allies in the desert

Iran, for its part, denies these allegations. In a joint press conference held by Iranian Foreign Minister Javad Zarif and his Turkish counterpart, Mevlut Cavusoglu last month, Zarif stated that Iran wanted to “have a political solution to the Libyan crisis to end the civil war” and both reiterated their support for the GNA. Iran contends that Haftar’s main allies, such as the UAE and Saudi Arabia, are Iran’s enemies and it would, therefore, make no sense for them to support him in any way, as this would only increase the influence of the Gulf states in the region.

The shadowy X-37B, the Air Force’s unmanned, reusable spacecraft, is set to launch for its sixth flight on May 16 from Cape Canaveral Air Force Station, Florida. While most of the payloads set for the flight are standard fare for space experiments, at least the ones that are disclosed, one of them has immense potential implications for the future of remote power generation and especially long-endurance unmanned aircraft propulsion.

The X-37B's upcoming mission is known as both Orbital Test Vehicle-6 (OTV-6) and U.S. Space Force-7 (USSF-7). It will carry out missions that will assess the effects of cosmic radiation and other “space effects” on plant seeds and various material samples. According to a Space Force press release, which went out on May 6, another payload aboard the X-37B will be an experimental system designed by the Naval Research Laboratory that is capable of capturing solar power and beaming that energy back to Earth in the form of microwaves.

Noam Gavriely helped the Israel Defense Forces develop gas masks during the Iraq War, and admits that his new product, ViriMASK, resembles some wartime protection devices and doesn’t look attractive. But he said that in terms of protection, it offers a significant improvement over the N95 masks, which are meant to filter at least 95% of airborne particles, and are widely seen as the best currently available option.

Gavriely, ViriMASK CEO, told The Times of Israel: “Unlike other products, this is sealed all around the face, like gas masks and diving masks. And the filter is much more dense than the N95 mask and surgical masks, meaning that fewer particles penetrate.”

Tallahassee man sentenced to 25 years for sex trafficking of minor

TALLAHASSEE, Florida – A Tallahassee man was sentenced to 25 years in federal prison July 23, 2020, after his conviction on sex trafficking charges. Lawrence Keefe, United States Attorney for the Northern District of Florida, announced that Dishay Henderson, 36, was sentenced last week following a January jury verdict finding him guilty of enticement of a minor to engage in prostitution and two counts of sex trafficking of a minor.

“Sex trafficking of minors has absolutely no place in our society,” said U.S. Attorney Keefe. “It is a shameful, despicable practice, and the United States Attorney’s Office is committed to working closely with our federal, state, and local partners to pursue justice on behalf of the victims of this heinous crime.”

Henderson used his Tallahassee residence in early 2018 as a location for commercial sex trafficking and drug activity. He specifically harbored and solicited a 16-year-old girl, prostituting her to others for personal and financial gain. At times, his methods were violent and aggressive. In announcing the sentence, Chief United States District Judge Mark E. Walker noted that the sentence was, in part, aimed to deter others from “preying on the most vulnerable among us.”

Assistant United States Attorney Michelle Spaven prosecuted the case, which was jointly investigated by the Tallahassee Police Department (TPD) and U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI).

“I continue to be amazed by the outstanding work of TPD’s Special Victims Unit, specifically Investigator Beth Bascom. Once again, her tireless dedication to defend some of our most vulnerable citizens has resulted in a predator being taken off the streets. We appreciate the support and cooperation of HSI and our partner agencies,” TPD Chief Lawrence Revell said.

“This predator used sex trafficking to profit from the sexual abuse of young girls,” said Micah McCombs, acting deputy special agent in charge for HSI in Tampa. “The sentencing he received highlights the gravity of this crime, and we are proud the Tallahassee Police Department and our HSI special agents stopped him from doing more harm to young children.”
