Dollar rally sees China’s currency fall through key threshold

The surge in the U.S. dollar continues to reverberate through global financial markets and moved Thursday through an important threshold versus China’s currency.

That said, analysts and traders said the move that saw the U.S. dollar push above 7 yuan to the dollar for the first time in more than two years remained relatively orderly this time around in a move that’s more about broad-based strength for the U.S. currency. China’s central bank, the People’s Bank of China, or PBOC, closely manages moves in the yuan in mainland, or onshore, trade. The PBOC sets a daily reference rate, or fixing, in the morning. The onshore yuan can’t move more than 2% above or below that fixing during the day.

To be sure, worries about China’s economy as it continues to pursue widespread lockdowns as part of its zero-COVID policy and deals with the aftermath of a property bubble have certainly been a weight on the yuan. The dollar, however, has been on a tear versus all major rivals with the Federal Reserve seen on track to continue delivering jumbo interest rate hikes next week as policy makers affirm their commitment to wrestling down inflation that continues to run well above target.

The British pound plunged to its weakest level against the US Dollar since 1985 -- hitting $1.1350 around 0400 ET. Cable's slide comes as recession risks in the UK flourish with a dollar that has been on a tear thanks to an uber hawkish Federal Reserve.

The Sterling's plunge to a 37-year low comes on the three-decade anniversary of "Black Wednesday" (Sept. 16, 1992), when the pound famously crashed out of the European Monetary System's exchange rate mechanism. At the time, the Bank of England couldn't stop the pound's plunge, even with interest rate hikes and spending billions to prop up FX markets. Traders like George Soros, who wagered massive bearish bets on the pound, would later be known as "the man who broke the Bank of England." Imports to Los Angeles, America’s largest port, plunged 17% in August

The Port of Los Angeles, the highest-volume container gateway in America, is diverging from the nationwide trend. U.S. container imports remain close to record highs, yet imports to LA are falling double digits. On Thursday, the Port of Los Angeles reported total throughput of 805,672 twenty-foot equivalent units in August, down 15.5% year on year (y/y). Imports came in at 404,313 TEUs, exports at 100,484 TEUs and empties at 300,875 TEUs. Imports were down big, sinking 16.8% y/y and 16.7% compared to July. It was the lowest import total in Los Angeles for any month since December, when volumes were suppressed by extreme landside congestion.

It was also the lowest import total in LA for the month of August since 2014, eight years ago, back when Barack Obama was president and Pharrell Williams’ “Happy” topped the charts.

But last month’s import plunge in Los Angeles is not indicative of a countrywide trend. According to data from Descartes, U.S. imports in August were essentially flat compared to July. The nationwide import total was up 18% versus August 2019, pre-COVID. Los Angeles’ imports last month were down 8% versus August 2019. Los Angeles’ performance stands in stark contrast to the blowout numbers just announced by the Port of Savannah in Georgia. Savannah handled 290,915 TEUs of loaded imports in August, by far the highest tally in the port’s history.

Savannah’s August imports were up 15.6% from July, 14.7% from the previous record month in May, 20% y/y — and 34% versus August 2019, pre-COVID.

During a news conference Thursday, Port of Los Angeles Executive Director Gene Seroka pointed to multiple reasons for the drop. “Some of the cargo that usually arrives in August for our fall and winter seasons is already here,” Seroka said. “Cargo owners who expected longer lead times shipped earlier in order to guarantee delivery schedules. This just-in-case strategy versus the traditional just-in-time approach has been widespread in the market.”

Meanwhile, with 8.3% inflation, Seroka said “consumers are naturally getting a bit anxious, as are retailers. We’re starting to see canceled production orders out of Asia.” (Already had the 'rona and inflation excuses as see the next sentence) Another reason for weaker August numbers, as highlighted by the booming stats out of Savannah: Imports have shifted to the East and Gulf coasts at the expense of West Coast ports. “Some shippers diverted cargos to East and Gulf Coast ports in order to avoid port congestion and as a possible hedge against West Coast labor contract negotiations,” Seroka said. “Consequently, those ports have substantial backlogs, while here in Los Angeles, we have very little congestion.”

Yet another driver of August’s drop: local competition from Long Beach, the port next door. A substantial volume of cargo shifted to Long Beach from Los Angeles. Long Beach imported 384,530 TEUs of cargo in August, up 2.2% from July.

Asked by American Shipper about the cause of the local shift, Seroka said, “There are some discussions on the ground between union leadership and the folks over at APMT [APM Terminals] about health and safety measures around the automated area.” This led to a shift of around 40,000 TEUs from Los Angeles to Long Beach in August, he disclosed. (This equates to around half of LA’s sequential import drop in August versus July.) Seroka said that shift to Long Beach could be even higher this month: 60,000-80,000 TEUs.

He maintained that the shift will be temporary and the situation will “get back to normalcy between Los Angeles and Long Beach very soon.” Seroka expects the volume pullback to continue in the months ahead. “The bottom line is that we’re projecting lighter numbers in September and for the balance of the year,” he said. “But to keep things in perspective, even with this projected softer volume in the back half of the year, the Port of Los Angeles is headed toward the second busiest year in our history.”

Pimco Extends Russia Debt Wager With More Than $1.4 Billion Bid

Pacific Investment Management Co. bought more than $1.4 billion of Russian government bonds as part of an auction to settle credit derivatives trades, essentially extending the investment giant’s wager on the nation’s debt, according to people familiar with the matter.

Pimco made a bid for the bonds in the swaps auction on Monday, said the people, who asked not to be identified because the information is private. The firm already had about $900 million of bond exposure, according to its most recent filings. Pimco’s bond purchases in the auction replace the exposure it had by selling swaps contracts to investors, which offered credit protection against Russia defaulting on its bonds. There was significant demand to buy Russia’s bonds in the auction to settle contracts triggered by the government’s default in June. That drove up the value of the notes to 56% from 48% in an earlier round and as low as 20% three months earlier. The move suggests that investors are betting Russian bonds will be worth more in the future and possibly even repaid. Russia’s default is unusual because the government has the money to pay investors, but is blocked from doing so by international sanctions for its invasion of Ukraine. The higher auction price means that Pimco was able to pay less to protection buyers than it would have done several months ago -- about $176 million, rather than $320 million, according to calculations by Bloomberg. The delay in settling default swaps had frustrated some investors. A further rally in bond prices could offset those losses, while a collapse would add to them.

Stimulus update: Direct one-time inflation relief checks worth $1,050 to be sent out in just weeks

Eligible Californians will receive a one time direct payment of up to $1,050 as a form of inflation relief in a matter of weeks, as prices continue to rise for consumers.

The payments, titled the Middle Class Tax Refund,will be shipped out beginning in Octobereither via direct deposit or debit cards from the state. The refunds are part of a larger $12 billion relief effort approved by lawmakers in Sacramento this summer, with roughly 23 million residents eligible for the refund.

The dollar amount on the direct payments will depend on the income of recipients and if they have any dependents. Married filers making $150,000 or less and having a dependent will receive a payment of $1,050, and single filers making between $125,001 and $250,000 with no dependents will receive a payment of $200.

To qualify for the payments, applicants must have been residents for six months of the 2020 tax year, filed 2020 taxes by Oct. 15, 2021, and earned less than $250,000 a year for individual filers or less than $500,000 a year for couples. The state also said that if someone was eligible to be claimed as a dependent for taxes in 2020, he or she is ineligible.

Japan on Sunday braced for the possibility of a large and powerful typhoon landing on its southwestern region of Kyushu, with the weather agency warning of unprecedented winds and waves, and calling for the highest level of caution.

The Japan Meteorological Agency said Typhoon Nanmadol has moved slowly northward to Kyushu and is forecast to come very close to the region on Sunday through Monday.

The agency, which issued a special typhoon warning for Kagoshima Prefecture on Saturday night, said that some areas in Kyushu and the Shikoku region in western Japan could see linear rainbands through Monday morning.

This marks the first time the agency has issued a special typhoon warning for an area apart from Okinawa Prefecture. Although the typhoon, the 14th this season, had weakened by 3 a.m. Sunday, there was still a possibility of maximum gusts of around 250 kilometers per hour. In Yakushima, Kagoshima Prefecture, maximum wind speeds of up to 156.6 kph were recorded on Sunday morning. The typhoon, which had an atmospheric pressure of 925 hectopascals at its center, is expected to curve eastward after reaching northern Kyushu and travel across Japan's main archipelago.
