The Diamond World Is Scrambling to Keep Buying Russian Gems

U.S. sanctions on Russia’s giant diamond miner are causing chaos through the industry, leaving traders and manufacturers hunting for workarounds to keep tapping one of the world’s main sources of precious gems.

Buyers across the big trading centers in Antwerp and Dubai and manufacturing hubs in India have spent the past two weeks consulting lawyers to determine what the U.S. sanctions on Alrosa PJSC mean and how they can continue to buy, according to people familiar with the matter. In the meanwhile, diamonds have stopped flowing from Russian mines to Surat the world’s diamond-cutting epicenter because Indian banks are unable or unwilling to process payments.

A delegation from Alrosa visited India earlier this week and held meetings with customers and trade groups to discuss how to facilitate sales, people familiar with the matter said. The disruption is already being felt in diamond prices, as the cost of the smaller stones that Alrosa specializes in has started to rise in the past week.

Alrosa is effectively state controlled: the federal government owns 33% and another 25% is held by local authorities. Losing its supply over a longer period would be seismic for the diamond world -- the company accounts for about a third of global supply of rough stones, about the same level as De Beers, which had a monopoly until the start of this century.

Alrosa was scheduled to hold its next sale this coming week one of the 10 it holds each year but it’s unlikely it’ll be able to sell any stones because banks are unable to process payments, according to the people.

Yet as western governments levy sanctions on Russia and companies pull away from the country, many in India’s diamond industry still want to keep buying, according to people familiar with the matter. And while big-name U.S. jewelers Tiffany & Co. and Signet Jewelers Ltd. have said they will stop buying new diamonds mined in Russia, retailers in places like China, India and the Middle East have not followed suit. Alrosa’s meetings in India this week included discussions on how to allow Indian manufacturers and traders to pay for Alrosa’s diamonds, the people said. While the discussions included paying in rubles or rupees, no firm arrangements were made. Any deal will need the support of the Indian government, which was not involved in the discussions.For Alrosa, one option could be to sell its gems to the Russian government, as it did during the 2008 financial crisis. The Russian Finance Ministry declined to comment.

The disruptions around Russian diamonds are being felt through the global industry, which was already facing a shortage of rough stones even before the war in Ukraine. Rough diamond prices have surged in the past year as U.S. consumers, by far the most important market, bought a record amount of jewelery. That created a boom for the companies that trade, cut and manufacture diamonds.

Rough-diamond prices began to weaken last month as inflation concerns started to hit consumer confidence. However, the prices for smaller stones are rising again now as the trade looks to secure supplies.

As Yen Craters, Japan Begs US For "Coordinated Currency Intervention", Is Rejected By Yellen

At the end of March, we warned that the "Yen was At Risk Of "Explosive" Downward Spiral With Kuroda Trapped". and that, more or less, is what happened with the Japanese currency subsequently suffering the longest stretch of daily losses in history with 13 consecutive days of losses.

And absent the occasional short squeeze, it is unlikely that this relentless trend lower in the yen trajectory will change any time soon as it comes at the expense of the BOJ's being able to maintain its Yield Curve Control which limits the 10Y JGB at 0.25%, but to do so, it forces the BOJ to keep easing, injection trillions in yen, and effectively continuously devaluing the currency (until none other than China is forced to devalue as we also explained last month, and will discuss again later today). So with the BOJ trapped and unable to do much to reverse the implosion in the yen (which unlike much of the past decade is actually dangerous for Japan because as we also explained this week, assures much higher inflation for the country which has the highest debt load in the developed world), what does Japan do? Why come running to the Fed in hopes of some "coordinated intervention" of course.

On Friday, Japanese television broadcaster TBS reported that Japan and the United States likely discussed the idea of coordinated currency intervention to stem further yen falls during a bilateral finance leaders' meeting. According to Reuters, the report, citing a Japanese government source, came after Japanese Finance Minister Shunichi Suzuki described recent yen falls as "sharp" and said he agreed with U.S. Treasury Secretary Janet Yellen to communicate closely on currency moves. "We confirmed that currency authorities of both countries will communicate closely, aligning with the exchange-rate principles agreed among the G7 and G20 members," Suzuki told reporters after the meeting with Yellen in Washington D.C. on the sidelines of the International Monetary Fund gatherings. Suzuki said he explained to Yellen that recent yen falls were sharp, but declined to comment on whether the two discussed the idea of coordinated currency intervention. However, in a report from Washington, TBS said Suzuki and Yellen did discuss joint currency intervention during their talks. "The U.S. side sounded as if it would consider the idea positively," TBS quoted the government source as saying.

That said, it is unlikely that a new Plaza Accord is imminent as Washington will find it very hard to consent to yen-buying intervention as it would drive down the dollar and accelerate already soaring U.S. inflation, TBS reported. When approached by Reuters on the report, a Japanese finance ministry official said he could not comment on whether joint currency intervention was discussed at the meeting. It's probably hard to get U.S. consent for coordinated intervention at this timing," said Masahiro Ichikawa, chief market strategist at Sumitomo Mitsui DS Asset Management. "If intervention does take place, that could trigger a huge unwinding of positions and push up the Japanese currency by 2-3 yen in a short period of time."

The yen has plunged to two-decade lows against the dollar, with the central bank continuing to defend its ultra-low rate policy in contrast with heightening chances of aggressive rate hikes by the U.S. Federal Reserve. The currency's fall halted this week at lows of 129.43 to the dollar on expectations the issue of joint intervention could be raised at the G7 and the U.S.-Japan finance leaders' meetings. In a G7 statement issued on Thursday Tokyo time, the finance heads said they were closely monitoring markets that have been "volatile," but made no mention of exchange rates. "The government has said rapid currency moves were undesirable. What we're seeing now with the yen are rapid moves, so we'll monitor moves closely with a sense of urgency," Suzuki told reporters. Investors believe the yen has even further to fall, with most betting that even a government intervention wouldn't be enough to turn around the momentum. "It wouldn't surprise me if they did talk about joint intervention," though Suzuki likely failed to win consent from Yellen, said Daisaku Ueno, chief foreign exchange strategist at Mitsubishi UFJ Morgan Stanley Securities. "That's why Suzuki had little to say about what Yellen told him. Given the U.S. battles with rapid inflation through monetary tightening, it's unthinkable Washington will agree to Japan's call for intervention."

LME to end gold and silver futures trading by July

The London Metal Exchange plans to end trading of gold and silver futures by July, citing low levels of trading activity, according to reports on Friday. The LME precious service, an initiative created by the LME, the World Gold Council and a group of leading industry players to introduce exchange-traded London precious metals products, is expected to be withdrawn on or about July 11, Bloomberg reported, citing a notice to LME members. Israel Adds Yuan To Its Reserves And Cuts Dollar Holdings

Israel’s central bank has made the biggest changes to its allocation of reserves in over a decade, adding the Chinese yuan alongside three other currencies to a stockpile that last year exceeded $200 billion for the first time ever. Starting this year, the currency mix will expand from the trio of the U.S. dollar, the euro and the British pound to include the Canadian and Australian dollars as well as the yen and the yuan, which is also known as the renminbi. The additions mark a change in the Bank of Israel’s “whole investment guidelines and philosophy,” Deputy Governor Andrew Abir said in an interview. Following discussions held by the monetary committee last year, the pound and the yen will account for 5% and the currencies of Canada and Australia will have 3.5% each. Under the new approach, the yuan’s proportion is set at 2% for 2022, according to the Israeli central bank’s annual report published at the end of last month. To accommodate the changes, the euro’s share will fall to 20% — the lowest in at least a decade — from just over 30%, while the dollar will account for 61%, down from 66.5%. The pound’s weighting, by contrast, will almost double to 5%, returning to a level last seen in 2011. The “dramatic” rise in Israel’s foreign-exchange reserves led the central bank to lengthen its investment horizon, Abir said. “We look at the need to earn a return on the reserves that will cover the costs of liability.”

A program of currency interventions begun more than a decade ago by then-Governor Stanley Fischer and dual citizen who's son David used to be Facebook's Chief Revenue officer and left in 2021 to "spend more time with frens and family"...sure nikka to stem the surging shekel helped the central bank amass reserves that now surpass a third of gross domestic product. They stood at just over $206 billion at the end of March. The International Monetary Fund’s survey on the currency composition of official foreign-exchange reserves shows that at the end of last year the euro accounted for close to 20%, the dollar for slightly less than 59% and the pound for almost 5%. The yuan rose slightly from the third quarter to a new high of 2.79%.

This is the worst start to a year for a '60/40 Stock/Bond' index since record began (worse then 2009 and 2020). Today was a bloodbath for stocks broadly with no divergence as all the majors tumbled over 2.5%. The Dow fell over 1000 points from high to low today- see above linky for the23on muh DOW close yesterday-they tell ya.... All the majors broke below critical technical support levels this week and all the majors are now underwater for April. Credit markets cracked wider this week and equity risk finally started to play catch up Key Point here-after the late March melt-up in equities that credit ignored. Commodities were broadly lower on the week with Silver and crude suffering most.

NAS opened up green and as mentioned in the title that lasted 2 minutes then the requisite selling began. DOW could not manage to open green but ohh did they try-got it to about 65 points below yesterdays close and 22 minutes in came a big chunk 8.79m and then they slow grind down like yesterday in all of them. Volume picked up in ALL indices towards the close. The SP500 managed to get withing 8 point lower of it's neckline (yesterdays close) on it's open and then saw the same thing at 9:52am EST with 43.65m being 'dropped' on it. NAS once again hazMajorliquidations going on and is being 'assisted by J-J-J Janet with the ESF imo....11:36am 1.44B..12:04pm 1.63B 12:08pm 1.66B..1:10pm 2.03B..1:12pm 2.05B..3:18pm..2.84b for the close of the big chunks. They were not as big as yesterday. You may wonder why these big transactions do not show up in the daily volume-because it would be well over the avgs...these are most likely done in the dark pools but have to be 'shown' because it involves equities in the NAS (and even calls and puts tied to the control of those shares) and that is why they keep showing up and then vanishing throughout the day-if you watch that chart long enough you'll see it too.

Bonds were dumped this week-see cap ZH cap #3 with the short-end utterly destroyed amid a massive bear flattening. The yield curve re-inverted this week (3s10s). 1 Killed, Several Injured as 5.7 Quake Shakes Bosnia

SARAJEVO, BOSNIA AND HERZEGOVINA —

A 5.7-magnitude earthquake rocked southern Bosnia late Friday, killing one person and injuring several others, local media reports said.

A 28-year-old woman who was injured when a rock fell on her house in the town of Stolac, near Mostar, died in hospital, a medical source quoted by media said. Several others were slightly injured, including members of the victim's family.

The earthquake also toppled walls and caused property damage in several other localities, including Mostar and the town of Ljubinje, according to local and civil defense authorities.

The shallow quake struck at 2107 GMT and was centered 14 kilometers northeast of Ljubinje, the U.S. Geological Survey said.

It was felt across the Balkans as far away as Belgrade, Zagreb and Skopje, more than 400 kilometers from the epicenter, according to AFP correspondents. Reports to the USGS indicated the quake was also felt in Albania and southern Italy.

It was followed by several weaker aftershocks.

The European-Mediterranean Seismological Centre warned that "aftershocks are likely to happen in the coming hours and days.”

The Balkans is prone to seismic activity, and earthquakes are frequent.

A 6.4-magnitude quake on Dec. 29, 2020, in the Petrinja region of Croatia, near the capital Zagreb, killed seven people and destroyed hundreds of buildings and houses.

In March 2020, Zagreb was hit by a 5.3 tremor that caused extensive damage. In November 2019, more than 50 people were killed in Albania by a 6.4 earthquake that also left thousands homeless.

Congo Declares New Ebola Outbreak After Man Dies, WHO Says

The Democratic Republic of Congo has declared an Ebola outbreak after a 31-year-old man in Mbandaka in the north western province of Equateur who died was found to be infected.

The man began experiencing symptoms on April 5 and on April 21 was admitted to an Ebola treatment center for intensive care but succumbed to the virus later that day. Investigations have begun into the source of the outbreak, the World Health Organization said in a statement on Saturday.

“Time is not on our side,” said Matshidiso Moeti, WHO’s regional director for Africa. “The disease has had a two-week head start and we are now playing catch-up.”

The outbreak is the third in the province since 2018 and Congo’s 14th since 1976.

Japan, Russia strike salmon and trout fishing deal despite sanctions

Japan and Russia have clinched a deal on Tokyo's fishing quota for salmon and trout spawned in Russian rivers, Japan's Fisheries Agency said Saturday, reaching an agreement on the issue despite Japan's economic sanctions against Moscow over its invasion of Ukraine.

The two countries agreed on a quota of 2,050 tons within Japan's exclusive economic zone for 2022, the same level as last year, and a payment to Russia of a "cooperation fee" of between 200 million yen ($1.5 million) and 300 million yen, depending on the actual catch. The lower end of the fee which Tokyo pays to Moscow since salmon and trout, according to the U.N. Convention on the Law of the Sea, belong to the country in which they were spawned was reduced by 60 million yen from last year due to a decline in catch in recent years.

The two governments will sign the document on Monday. With the agreement, Japanese fishermen are expected to start operating in the EEZ near Hokkaido, Japan's northernmost main island, in early May. On April 11, the two governments started negotiations for Japan's fishing quota for salmon and trout even though Tokyo has been stepping up sanctions against Moscow in an effort, along with the United States and European countries, to pressure Russia to stop the war in Ukraine.

In Hokkaido, the ban on net fishing for salmon and trout is normally lifted on April 10. But this year fishing has not been allowed as the ban remained in effect pending the outcome of negotiations. "This is part of Japan's cooperation in resource management undertaken by Russia," an agency official said. "I don't see any problem with it." In last year's talks, the two countries agreed on a payment to Russia of between 260 million yen and 300 million yen depending on the catch, with the actual fee being 260 million yen.

Japan's quota within Russia's EEZ, which is usually discussed along with that of within Japan's EEZ, remains undecided. The negotiations are part of many similar frameworks surrounding fishing between Tokyo and Moscow. The two countries discuss their quotas for fish resources such as saury and squid within each other's EEZs throughout the year.

While pledges made at the International Monetary Fund and World Bank spring meetings will help fill that deficit, the amount that the country can count on going forward is unclear, and translating words into actual funding will require more work, he said. Nikolaychuk said it hasn’t been clear over the few days the exact amount of all the pledges, since support could come in a variety of forms, including cash meant for governmental expenses, military backing, humanitarian support or aid for refugees in neighboring countries. “There are a lot of promises, there are a lot of pledges. But in order to transfer them into real financial support, definitely the huge homework should be done by our partners in different countries,” as well as by the international financial institutions and Ukrainian authorities, he said.

Without estimating an amount of pledges so far, he said that they would likely be “enough to cover a few months. But the longer the war lasts, the bigger will be our needs in order to sustain this combat.” Fully rebuilding and transforming Ukraine for the future following Russia’s invasion will cost $600 billion, Prime Minister Denys Shmyhal said at a World Bank event on Thursday, calling on members of the IMF to donate 10% of their reserves received from the institution to support the effort. The campaign to get countries to reallocate those assets, known as special drawing rights, or SDRs, for Ukraine is in the early stages, with Ukraine having begun discussions with representatives of other central banks, and some of them have restrictions on their ability to on-lend SDRs, Nikolaychuk said.

He added that frozen Russian wealth in the U.S., Canada and the European Union should be used to pay for rebuilding the property destroyed by Russia during the war. World Bank President David Malpass said Thursday that the priority for financing should be on meeting Ukraine’s needs in a way that minimizes its future debt burden.

In approving a $1.4 billion emergency loan for Ukraine last month, the IMF said that the nation’s debt remains sustainable if there’s a fast end to the war. “Definitely it’s clear that the war puts a sizable drag on our debt sustainability,” Nikolaychuk said. “The longer war lasts, the more difficult it is for us to be able to service our debt.”

The Defense Department and State Department declined to comment. Mr. Zelensky, speaking to reporters in a subway station in Kyiv on Saturday, said he would discuss military supplies and the pace of their delivery with the U.S. officials. The Ukrainian president has pressed Western countries for more weapons and support, and the U.S. and allies have raced to supply Ukraine with NATO-standard heavy weaponry.” (link)

Meanwhile Russia is reporting to have captured a massive Ukranian military weapons cache near Kharkiv (northeastern Ukraine). The video is quite remarkable:When you watch that video, it’s hard not to wonder where all that military hardware came from previously, and how long the buildup of that particular Kharkiv weapons depot had been happening. There are thousands of tons of weapons and ammunition in that video.

Additionally, Russia’s defense ministry said on Saturday that its forces had shot down a Ukrainian Su-25 fighter jet and destroyed three MI-8 helicopters at an airfield in Ukraine’s Kharkiv region. There was no immediate reaction from Ukraine regarding the Russian claims.

The Bank of Japan (BOJ) needs to continue its monetary easing policy, Central Bank Governor Haruhiko Kuroda said on Friday, defending the accommodative stance amid growing concern that it has triggered rapid depreciation of the yen against the US dollar.
