War Is for ‘Soul of Humanity,’ Ukraine Consul General Tells Arizona Legislators
April 8, 2022
PHOENIX, Ariz.—Ukraine’s Consul General Dmytro Kushneruk addressed a joint session of the Arizona Legislature on April 7, asking for more military and humanitarian support to end the Russian invasion.
“Ukraine has defeated Russia’s objectives in the first phase of this war,” he said. “Time is of the essence,” while Ukraine “has the momentum.”
“We have the one common enemy, which is Russia,” Kushneruk said.
Kushneruk’s 17-minute address was made at the request of House Speaker Rusty Bowers (R) and was greeted by rounds of applause and standing ovations by state lawmakers.
“Compared to the horrific attacks upon the nation of Ukraine, we felt it was a distinct honor to have Dmytro Kushneruk, the consul general of Ukraine, come and speak to us,” Bowers told the legislative body.
“Since that unprovoked and unjustified Russian invasion on Feb. 24, Mr. Kushneruk has been working tirelessly to support the efforts of the Ukrainian people’s independence in defense of their country, and to support refugees and victims of that conflict.”
Arizona Senate President Karen Fann said, “I hope we will all take time to appreciate how fortunate we are. We have the greatest military to protect us so we can live this way.
“The war in Ukraine is abstract since many of us have never witnessed it firsthand. We haven’t faced the terror, despair, and battles for our life that they are experiencing right now.”

Fann said Arizona’s state government will continue working “to offer as many resources as we can” against what she called “Putin’s terror,” and that Ukraine President Volodymyr Zelensky “exemplifies” John F. Kennedy’s ideal of service to country

In his opening remarks, Kushneruk said that 40 days after the Russian invasion he never expected to be standing in front of the Arizona legislature seeking help for his country.
He said the war is about his country’s right to exist.
“It has always been about Russian control over Ukraine and Ukrainians. But [Russian President Vladimir] Putin doesn’t recognize the nation-state. Ukrainians are proving the exact opposite every day,” Kushneruk said.
He said the fight is about “the right to live in a free society,” though Russia predicted the war would wrap up in two days. It is “now suffering [military] damage that will take years for them to repair.”
“Russia was forced to retreat from Kyiv region,” Kushneruk said and alluded to alleged atrocities by Russian forces withdrawing from the city of Bucha.
Kushneruk said that while many civilians were shot dead, “those who were lucky to stay alive, told tales [of] huge numbers of rapes, tortures, and mass graves. This is the crime against humanity.”
He applauded the United Nations General Assembly vote on April 7 to suspend Russia from the UN Human Rights Council but said the move doesn’t go far enough.
“What Russia deserves is to be expelled from the United Nations Security Council,” Kushneruk said to a round of applause.
“Ukraine has a good chance to win this war” despite Russian air superiority. The “big fight,” he said, will likely take place in eastern Ukraine, where Russian forces are concentrated.

Boris Johnson Makes Surprise Trip To War-Torn Ukraine For Zelensky Meeting
UK Prime Minister Boris Johnson showed up in the Ukrainian capital Saturday, in a bold surprise visit made public for the first time in photographs posted to government accounts showing the face-to-face meeting with President Volodymyr Zelensky.
Zelensky's office confirmed on Facebook that he and Johnson met. "Right now Boris Johnson’s visit to Kiev began with a tet-a-tet meeting with President Zelensky. Great Britain is a leader in defense support of Ukraine. The leader in the anti-war coalition. Leader in sanctions on Russian aggressor," a statement said.

Zelensky in his own social media post revealing the meeting, called Johnson "one of the most principled opponents of the Russian invasion" and a "leader in sanctions pressure." And the UK's embassy in Ukraine posted an image of the two leaders holding discussions in a small room with the word "surprise".
The British prime minister's office said Johnson went there in person, even as a major war is happening, in order to show "solidarity with the Ukrainian people." The statement further said, "They will discuss the UK's long-term support to Ukraine and the PM will set out a new package of financial and military aid."
The day prior, European Commission President Ursula von der Leyen and European Commission Vice President Josep Borrell Fontelles were inside Ukraine to meet with Zelensky, and even had a battlefield tour of sorts. On Thursday, a meeting at NATO headquarters in Brussels among the alliance's foreign ministers saw the US and UK lead the way in forging a fresh agreement to give Ukraine "new and heavier" weapons, at a moment a limited number of Czech-provided Soviet-designed T-72M tanks have already been transferred to Kiev - reportedly with the quiet assistance of Washington.
"There was support for countries to supply new and heavier equipment to Ukraine, so that they can respond to these new threats from Russia," British Foreign Secretary Liz Truss said at a press briefing. It appears Johnson's meeting likely hashed out with Zelensky precisely what additional weapons the UK is ready to transfer.

Tone deaf comments hurt presidential hopes just days away from first round.
After a farmer was charged with murder for shooting a man after four burglars broke into his home, French President Emmanuel Macron said people should not have the right to self-defense.
Yes, really.
“According to the initial investigation, the farmer fired twice with a large caliber rifle at a group of four burglars, killing one of them. The self-defense shooting took place last Friday, between 10 p.m. and 11 p.m., and the man was alone with his 3-year-old daughter at the time,” reports Remix News.
However, Macron responded to the story by asserting that the 35-year-old farmer had no right to defend himself or his daughter in such a manner.
“Everyone must be safe, and the public authorities have to ensure it,” Macron told Europe 1. “But I am opposed to self-defense. It’s very clear and undisputable because otherwise the country becomes the Wild West. And I don’t want a country where weapons proliferate and where we consider that it’s up to the citizens to defend themselves,” said Macron.
Presumably, the farmer should have just allowed the four burglars to ransack his home and potentially harm his young daughter without doing anything to intervene.
Macron insisted that the farmer should have called the police, who in many areas of France are already stretched to the limit thanks to criminal gangs of migrants youths being in a perpetual state of war with them.
“I’m not going to judge this news. I convey the rules,” said Macron, whose weak record on security and crime is under scrutiny.
With the first round of the French election just days away and polls tightening in the race between Macron and his likely final round challenger Marine Le Pen, the comments will do his chances little good.
After being charged with murder, the farmer was released but will remain under judicial supervision.

Massive fire erupts at California’s Port of Benicia
A fire is burning at the Port of Benicia as smoke can be seen billowing over the city and Bayshore Dock in Solano County.
The blaze is burning “off of Bayshore Road near the Amports docks,” according to the Benicia Fire Department. Ted Goldberg with KQED tweeted the fire was initially reported around 12:20 p.m. local time. The Benicia Fire Department confirmed in a tweet that the fire is now up to four alarms as of 2:50 p.m. local time. The fire department also confirmed there is no shelter-in-place in Benicia at this time. “This may change if there is a change in wind direction. If that occurs, notices will be sent via AlertSolano and updates on social media,” the fire department tweeted. Multiple fire crews are tending to the scene, including the Vallejo Firefighters Association and the Contra Costa County Fire Protection District. Just before 2.30pm local time, the Oakland Fire Department said in a tweet they are sending a rescue boat to help battle the blaze. Photos and videos from the blaze show massive dark smoke clouds billowing through the sky.
The Benicia Police Department asked residents to avoid the area in a tweet. “Please avoid the area of 1279 Bayshore Rd near Amports. Heavy police and fire presence due to active fire.”

70 years later, remembering the Port Chicago explosion
320 killed when ammo ships exploded; disaster led to mutiny, reform. THIS IS THE STORY OF THE PORT CHICAGO EXPLOSION that occurred 70 years ago on July 17, 1944. You can see where it happened by going to the scenic overlook next to the Benicia-Martinez Bridge and looking southeast to the other side of the Carquinez Strait.
It was wartime and the mission of the Port Chicago Naval Weapons Depot was to take munitions directly from rail cars and load them onto Victory and Liberty ships to be shipped by convoy to the Pacific Theater of operations. The work was backbreaking and done by Black sailors in a racially segregated unit. The evening of July 17, 1944 was, by all accounts, warm. By 10 o’clock most Benicians had gone to bed. At the Yuba Manufacturing plant, the swing swift was winding up. On the floor of the main machine shop a crew of women were busy manufacturing howitzers. Suspended high above the floor in operational booths, teenage girls, some still in high school, ran huge cranes that moved the parts around. The girls had been hired to replace the men called to war.
On First Street, the State and Victory theaters were showing newsreels of the landings at Normandy. The Alamo, Union, Pastime and Washington House clubs were open for business and doing a good wartime trade. The Fernandez Pool Room was full of customers, as were the other clubs, pool halls, card rooms and bars — including some 15 houses in Benicia that employed about 50 “girls,” who were doing their part for the war effort.
At the Congregational Church on West J Street, the Rev. Elmo Wood was in a meeting in the sanctuary with four other men, but the subject of their conversation has been lost to history.
At 10:19 p.m. the windows of the east side of the church exploded inward, showering the men with razor-sharp shards of glass and causing multiple cuts on their faces, necks, arms and torsos. The flying glass was followed by the sound of an enormous explosion — or maybe the noise came first; people were unsure.
Across Benicia, sleeping residents were thrown out of bed and onto floors. Doors were ripped from their hinges and garage doors were blown open and down. The patrons and girls in the bars and clubs were struck by flying glass. The east windows of St. Dominic’s Catholic Church and the St. Catherine’s Seminary were blown in. The stained-glass window behind the altar at St. Paul’s Church shattered inward. On First Street, the windows on both sides of the street were turned into lacerating missiles, and the products on display thrown into the street.

Black Sailors Nuked in Atomic Bomb Test at Port Chicago
The U.S. Navy became the Confederate Navy during the Presidency of Roosevelt the Rebel in 1901. Amazing, "Deak" Parsons was born in the very same year that the Confederates hijacked the U.S. Navy.
If you can believe it, the rebels dropped a NEVER-TESTED gun-assembly atomic bomb on Hiroshima on August 6, 1945. Officially, the only nuclear device they tested was the implosion type bomb that was dropped on Nagasaki on August 9, 1945.
The inventor of the gun-assembly device was Navy Captain William "Deak" Parsons. So confident was he of his invention that he felt that no test was necessary of the most important part of the bomb: the nuclear chain reaction. At Los Alamos, Deak lived in the house opposite the Oppenheimers: Captain Parsons was the inventor of the gun-assemby device for "Little Boy." He armed the bomb during the flight to Hiroshima and was in charge of dropping the atomic bomb on the city. The first bomb was designed to work like the barrel of a gun. Deak Parsons was trained in naval gunnery, so he was completed committed to this type of bomb. In the gun-assembly method, a sub critical mass of uranium-235 (the projectile) is fired down a cannon barrel into another sub critical mass of U-235 (the target), which is placed in front of the muzzle. Both gun and target are encased in the bomb. When projectile and target contact, they form a critical mass which explodes. The first known nuclear explosion occurred on the night of July 17, 1944, in Port Chicago, just north of San Francisco.
The armed forces of the U.S. were highly segregated in 1944. The only positions open for blacks were in menial jobs. In Port Chicago, they loaded ammunition onto ships 7-days a week, in three round-the-clock 8-hour shifts.
All the overseers were Simon Legree type officers, while the backbreaking work was left to the black sailors.
The atomic explosion was visible over 200 miles away but the official line was that ammunition exploded. The commanding officer of the Alamogordo air base had been provided weeks before with a news release in which each word had been numbered for security. Groves now ordered the release to be distributed at once. A copy of it was rushed to the AP office in Albuquerque. The wire service story that appeared in a modest half-column on the front page of the Albuquerque Tribune that afternoon carried the lead:
An ammunition magazine, containing high-explosives and pyrotechnics, exploded early today in a remote area of the Alamogordo air base reservation, producing a brilliant flash and blast which were reported to have been observed as far away as Gallup, 235 miles northwest. (Lamont, Day of Trinity, p. 250).

An Army Air Force plane HAPPENED to be flying over at the time. The copilot described what he saw: "We were flying the radio range from Oakland headed for Sacramento. We were flying on the right side of the radio range when this explosion occurred. I was flying at the time and looking straight ahead and at the ground when the explosion occurred. It seemed to me that there was a huge ring of fire spread out to all sides, first covering approximately three miles–I would estimate it to be about three miles–and then it seemed to come straight up. We were cruising at nine thousand feet above sea level and there were pieces of metal that were white and orange in color, hot, that went quite a ways above us. They were quite large. I would say they were as big as a house or a garage. They went up above our altitude. The entire explosion seemed to last about a minute. These pieces gradually disintegrated and fell to the ground in small pieces. The thing that struck me about it was that it was so spontaneous, seemed to happen all at once, didn't seem to be any small explosions except in the air. There were pieces that flew off and exploded on all sides. A good many stars and [it] looked like a fireworks display." (Allen, The Port Chicago Mutiny, p. 63).
The devastation was so complete that 320 sailors were killed instantly.

Russia's central bank scraps gold buying at fixed price for 'negotiated price' after ruble returns to pre-invasion levels
The Russian central bank will stop buying gold at a fixed price from local banks starting April 8 and continue its purchases at a "negotiated price." The move comes after Russia's ruble recovered to pre-invasion levels.
The country's central bank cited a "significant change in market conditions" in its Thursday announcement.
"From April 8, 2022, the purchase of gold by the Bank of Russia will be carried out at a negotiated price," the statement said.
At the end of March, Russia's central bank resumed its gold purchases from local banks and said that it would be buying the precious metal at a fixed price of 5,000 roubles between March 28 and June 30. This was around $52 per gram at the time and below the market value of around $68.
The central bank added that the resumption in buying will ensure supply and uninterrupted production of local gold. Since then, the ruble has risen back to pre-invasion levels. In February, the ruble collapsed from 79 to the dollar to as low as 139 to the dollar. On Friday, the ruble was back at 77 to the dollar. The recovery came following Russia's actions against Western sanctions, including forcing companies to exchange 80 percent of foreign currency for rubles.
The country's central bank also cut its key rate to 17% from 20% on Friday in light of the higher ruble. "Financial stability risks are still present, but have ceased to increase for the time being, including owing to the adopted capital control measures. There is a steady inflow of funds to fixed-term deposits," the statement said.

Earnings season is gearing up again, and that usually means debt issuance from the nation’s largest banks.

The data is “likely to reinforce the perception that inflation is endemic, the Fed will need to continue to tighten the screws and that will lead to an eventual recession,” said Ken Monaghan, co-head of high-yield at Amundi. “If the Fed was an airline pilot, given its history it would be sent back to the aircraft simulators for its inability to execute a soft landing.”

Japan accepts Ukrainian evacuees using commercial flight for 1st time
Japan on Saturday accepted Ukrainian evacuees using seats secured by the government on a direct commercial flight from Poland for the first time. The six aged between 6 and 55, of which five are female, arrived at Narita airport near Tokyo from Warsaw, according to the Immigration Services Agency of Japan.
As Japan has pledged to play a more active role in providing humanitarian assistance to Ukrainian people following Russia's invasion, Prime Minister Fumio Kishida said Thursday that the government will secure seats weekly on direct flights from Poland to Japan for those fleeing from the war-torn country. Such free-of-charge assistance Japan plans to continue for a while will be available for "people who strongly hope to evacuate to Japan but find it difficult to arrange a medium to travel on their own," the agency said, as the war waged by Russia drags on and millions of refugees have fled Ukraine.
If they have no acquaintances or families in Japan, they can stay in hotel rooms to be arranged by the government after they enter the country. Until now, Ukrainian evacuees came to Japan by themselves or by a Japanese government plane, which arrived Tuesday at Haneda airport in Tokyo carrying 20 of them from Poland, where Foreign Minister Yoshimasa Hayashi visited to learn about the refugee crisis.

S&P cuts Russia's foreign currency rating to 'selective default'
S&P on Saturday lowered Russia's foreign currency ratings to "selective default" on increased risks that Moscow will not be able and willing to honor its commitments to foreign debtholders.
Facing waves of sanctions over its invasion of Ukraine, Russia could face its first sovereign external default in over a century after it made arrangements to make an international bond repayment in rubles this week, even though the payment was due in dollars. S&P said in a statement it understood that Russia had made coupon and principal payments on dollar-denominated Eurobonds in rubles on Monday. "We currently don't expect that investors will be able to convert those ruble payments into dollars equivalent to the originally due amounts, or that the government will convert those payments within a 30-day grace period."

Sanctions on Russia are likely to be further increased in the coming weeks, the agency said, "hampering Russia's willingness and technical abilities to honor the terms and conditions of its obligations to foreign debtholders."

S&P assigns a selective default rating when it believes the debtor has selectively defaulted on a specific issue or class of obligations but will continue to meet its payment obligations on other issues or classes of obligations in a timely manner.

Zhenro Defaults After Missed Interest Payments (7:45 a.m. HK): The Chinese builder, which in February asked holders of about $1 billion of bonds set to mature this year for more time to repay, said in a Hong Kong stock exchange filing Sunday it didn’t pay a combined $20.4 million of interest on two dollar bonds. That has resulted in events of default, according to the company.
Zhenro also said it might not be able to pay a combined $32.6 million of interest due on three other dollar bonds before grace periods end between April 10 and May 14. Failure to meet the obligations would also constitute events of default, the company said. However, the firm said it intends to pay the interest due on all five notes by May 31.

Italy’s Mario Draghi to visit Algeria as country aims to wean itself off Russian natural gas
Italian Prime Minister Mario Draghi is expected to visit Algeria Monday as part of a plan for his country to wean itself off Russian natural gas.
Italy, like other European nations, has been desperately looking for alternatives to natural gas from Russia since its invasion of Ukraine. Around 40% of total imports come from Russia. Algeria is Italy's second-largest supplier of natural gas, which is the main source of the nation's electricity, providing some 21 billion cubic meters of gas via the Trans-Mediterranean pipeline. Italian energy company ENI has operated in Algeria for nearly 40 years. Last month, the company announced a significant oil and gas discovery in Algeria and said it would work with Algerian partner Sonatrach to fast-track its development for the third quarter of this year. Draghi’s is expected to travel to Algeria with a delegation, including the head of Italian group Eni ENI.MI, energy transition minister Robert Cingolani, and Foreign Minister Luigi Di Maio, a government source told Reuters. In addition to Algeria, Italy's foreign minister has traveled to Azerbaijan, Qatar, Congo, Angola and Mozambique to secure more deals. Algerian exports have been hampered by rising domestic consumption, lack of investment and political instability, and the closure of a pipeline to Spain over a dispute with Morocco.

Chinese stocks plunged on Monday as mounting concern over a Covid outbreak at home and rising global interest rates added to persistent regulatory headwinds.
The tech sector was once again at the forefront of losses, with the Hang Seng Tech Index losing more than 4% in early Hong Kong trading. Treasury 10-year yields climbed (above) 2.75% for the first time since March 2019 as investors price in the impact of the Federal Reserve’s tightening plan and accelerating inflation. The benchmark yield jumped as much as five basis points after surging 32 basis points last week when Federal Reserve Governor Lael Brainard said the central bank will raise interest rates steadily while starting balance-sheet reduction as soon as May. The Fed will reduce its massive bond holdings at a maximum pace of $95 billion a month, minutes of the Fed’s March meeting released Wednesday showed.
U.S. inflation probably quickened to 1.2% in March from February, the highest monthly reading in more than 15 years, according to a Bloomberg survey of economists before the data is published Tuesday. The dollar also gained, with the Bloomberg Dollar Spot Index rising 0.2%.
