New York City is set to begin counting its more than half a million mail-in ballots Monday — votes that could swing several local races.

While the deadline for the state’s local boards of election to receive absentee ballots is Tuesday, the city will at least get a jump on the ones it has so far.

As of Friday, the number of mail-in votes received by each borough was: 199,352 in Manhattan; 161,762 in Queens; 106,987 in Brooklyn; 52,049 in The Bronx and 31,351 in Staten Island.

The total is about half the 1.1 million absentee ballots requested by residents.

Local races yet to be called because of the ongoing ballot-counting include:

Republican Nicole Malliotakis looks set to defeat incumbent Dem US Rep. Max Rose in the 11th Congressional District covering Staten Island and southern Brooklyn.

The particularly bitter, multimillion-dollar race is virtually over, with Rose appearing to be too far behind to catch up to his foe even with the number of mail-in ballots yet to be counted. Malliotakis has already claimed victory, but Rose has non conceded.

“As a soldier who fought for our democracy, I believe every vote should be counted,” he told reporters on election night.

The new voting system “presents serious security vulnerability and operational issues” caused by “fundamental deficits and exposure,” U.S. District Judge Amy Totenberg wrote in a recent order, in which she criticized state officials for not taking the problems more seriously.

“These risks,” Totenberg wrote, “are neither hypothetical nor remote under the current circumstances.”

The report added that Texas rejected Dominion Voting Systems, saying its inspectors encountered “multiple hardware issues” and could not certify that it was “safe from fraudulent or unauthorized manipulation.”

Dominion disagrees with these findings, stating that multiple large local governments across the country — such Cook County, Illinois, which includes Chicago, and San Francisco and San Diego counties in California — have purchased their system.

U.S. intelligence agencies, however, have warned that such systems can be targets of foreign governments trying to disrupt elections.

Regarding dividing whole votes, there is one variable that can not be predicted and that is voter turnout. In order to make a prediction on what value to give the whole vote they need a general idea of the count. This may be why the 3am dump - the numbers came in so they were able to do the calculations. It looks like they played it safe and overshot their calculations. Apparently, it didn't really matter if they were stealth.

This makes sense why Biden didn't campaign, he didn't need to.
