NW States Aflame!
STOP the burning NOW
NW anons, it's time to take back our cities, counties and states.
Our local gov'ts are supposed to focus on the rights of citizen at the state level and below.
But the DS has been infiltrating local govt's to promote a globalist agenda for decades -
pushing globalist governors, mayors, city councils, DA's and other local officials.
What's happening right now in cities like Seattle and Portland
reveals the next phase of the plan to implement globalist plans at a local level.
It's a pincer op: combines top-down strategies (UN Agenda 21/2020) with bottom-up activities by (fake) grassroots orgs entirely controlled by higher-ups.
TIME TO EXPOSE THE TRUTH!
TIME to REVEAL the groups & individuals trying to destroy our liberty from the ground-up.
Information Warfare at its finest!!

Looking at what groups are involved in organizing Portland and Seattle riots.
Here's a tweet showing guidelines for protesters to help protect their anonymity.

A quick and dirty on social media etiquette in a protest setting + tips and tricks for how to avoid snitching on yourself and comrades.
LIVE STREAMS
These ever-recording streams have become a treasure trove for city, state and federal policing agencies. Many investigations have started and finished with information found on a well-intentioned livestream.
This practice is actively sending people on our side of the barricades into the hands of the police, ICE, and prison industrial complex. Don't let yourself be a part of that process. Livestreaming during a demonstration is risky for you and everyone in your vicinity, because it timestamps everyone's whereabouts.
Livestreaming is generally ill-advised, but if it must happen, it should be considered a continuation of "legal observing" and should only be used to document the police.'''
Bottomline:
No cops at the demo?
Cops at the demo? Only film pigs and their use of force.
PHOTOGRAPHS, VIDEOS AND SECURITY CULTURE OH MY!
Presenting what transpired at a demonstration is important, but must be done carefully.
Creating a culture of security and consent will help more people feel safe in the streets and therefore keep our movements growing.
Blur the faces, tattoos, and any identifying signifiers''' of anyone in a photo you are about to post. If there are too many things that need to be blurred, your phot is not safe to post. The same goes for videos.

DONT BANK ON HAVING NOTHING TO HIDE'
As civilians, we don't get to decide what is an "illegal" action–the police and prosecutors do.
What you might think is not illegal, or protected under your 1st amendment rights does not mean it's safe to broadcast publicly.
This is especially true for people who are injured and being arrested. You should consider it a breach of good security and consent practices to film those in either of these two vulnerable positions.
If you do film an instance of police brutality or repression, offer the footage to the targeted person if possible, and send to legal support (NLG, Puget Sound Prisoner Support).
PROTECT AND SUPPORT HIGH-RISK COMRADES
Many people would like to attend demos, but the fear of a photograph getting in the hands of their probation officer, and ICE agent, their parents or bosses prevents them from participating.
The state's current requirement for civilians to wear masks creates a unique opportunity for high-risk comrades to join the street movement–don't take that away from them so you can get a good photo.
TAKEAWAYS
Your livestream might send someone to prison, is it worth it?
When you stream, film, or photograph, you are proactively creating evidence. Do not document unless you are prepared to sufficiently anonymize and scrub media.
Anonymity is a vital necessity for many of our comrades. It's your responsibility as the person documenting to respect those needs.
Security culture is a practice we engage in at all times to keep us and our movements safe and growing. We cannot win without it.

NW protesters/insurrectionists seem to be trying tosuppressvideos showing crowd violence. New theme?
Judge rules Seattle media companies must hand over unpublished protest images to police
https://www.seattletimes.com/seattle-news/judge-rules-seattle-media-companies-must-hand-over-protest-images-to-police/
By Mike Reicher
Seattle Times staff reporter
Five news outlets, including The Seattle Times, will have to comply with a subpoena and give the Seattle Police Department unpublished video and photos from a May 30 racial justice protest that turned violent, a judge ruled Thursday. King County Superior Court Judge Nelson Lee sided with the Police Department in a morning hearing, ruling that its subpoena was enforceable. He found that the photos and video were critical for an investigation into the alleged arson of SPD vehicles and theft of police guns.
Lee said the news organizations were not protected by a Washington state shield law that under many circumstances prevents authorities from obtaining reporters’ unpublished materials.
The judge placed some limits on the subpoena. He said police could use the images to identify suspects only in the arson and gun theft investigations. Detectives could not use the photos or video to pursue suspects in vandalism or other lesser crimes — even if police found such evidence. The subpoena would also be limited to professional camera equipment and would exclude reporters’ cell phone photos and videos. The Seattle Times and TV stations KIRO 7, KING 5, KOMO 4 and KCPQ 13 were all subpoenaed.
Lee ruled that the SPD had met its burden to overcome the shield law: that the images were “highly material and relevant” and “critical or necessary” to prove an issue that has a compelling public interest for its disclosure. Getting the stolen weapons off the street was one compelling public interest, Lee found. The law also required the police to demonstrate that all “reasonable and available means” to obtain the information has been exhausted.
Seattle Times Executive Editor Michele Matassa Flores said the paper strongly opposes the subpoena and “believes it puts our independence, and even our staff’s physical safety, at risk.” “The media exist in large part to hold governments, including law enforcement agencies, accountable to the public,” said Matassa Flores. “We don’t work in concert with government, and it’s important to our credibility and effectiveness to retain our independence from those we cover.”
The lawyer representing the media companies, Eric Stahl, argued Thursday that the police were casting too wide a net and couldn’t show that the images would identify the suspects. “You have to have a strong reason to believe there is actually going to be critical evidence” in the images, Stahl said after the hearing. “We think there was too much speculation going on.”
The media companies have not yet decided if they will appeal the case, Stahl said. In a statement, the ACLU of Washington said the ruling “threatens the independence of the media. A free and independent media is a cornerstone of our democracy, and at a time when our basic freedoms are under attack, the City of Seattle should be doing everything possible to protect those foundational freedoms.” Brian Esler, a Seattle attorney hired to represent the Seattle police, did not respond to an interview request.
Delivered weekday mornings, this email provides a quick overview of top stories and need-to-know news, including the latest on the novel coronavirus. SPD detective Michael Magan testified at the telephonic hearing Thursday morning that the department was at a dead end in its investigations. Police have arrested two suspects stemming from the thefts and arson, and have partially identified others based on other images.
The May 30 protests included a large-scale nonviolent demonstration sparked by the killing of George Floyd by Minneapolis police earlier that week. During the protests, vandals heavily damaged six police vehicles. They smashed windows, removed ballistic helmets, uniforms, emergency medical equipment and fire extinguishers, and used an accelerant to start fires in five vehicles, according to a police affidavit and other documents. A loaded Glock 43 semi-automatic pistol and a loaded Colt M4 carbine rifle with a suppressor remain missing, according to the SPD affidavit.
The SPD subpoena seeks media images taken during a 90-minute span in a four-block area between Fourth and Sixth Avenue and Olive Way to Pike Street that day. Lee set a hearing for July 30 at 9 a.m. to enter a final order. In the meantime, the parties are discussing how long it would take to produce the unpublished materials.

Media Downplays Ongoing Violence In Portland, Claims ‘Right-Wing’ Outlets Are Playing Up The Unrest
PORTLAND, Ore. — The Mark O. Hatfield Courthouse and federal officers continue to be targeted night after night in Portland, but some in the media are downplaying the violence.
Protests and riots in Portland are nearing 60 consecutive days. During that time, the courthouse and officers guarding it have repeatedly been subjected to violent acts by rioters, as Daily Caller reporters on the ground have reported. Despite this, many in the media have downplayed the violence, with CNN’s Brian Stelter claiming that it’s simply the “right-wing media” playing “up Portland protest ‘violence.'”
“Right-wing media ramped up its coverage of scattered unrest in Portland, Oregon last week at roughly the same time that federal officers descended on the downtown area,” Stelter wrote on July 20. ” [Fox News’ Sean] Hannity and other Fox hosts evidently decided that a small group of self-described anarchists suddenly deserved national news coverage.”
Stelter continued on to point to “local reporters” who appeared to tell the network that the blame for escalating violence was due to federal officers being deployed to guard the courthouse.
“Some local reporters, who have been hard at work covering Portland demonstrations since they first began, tell us there was a noticeable shift in protests after Trump sent in the Feds,” CNN correspondent Josh Campbell tweeted. “Protestors want the federal cavalry out now.”
Local reporters have not been the only ones downplaying the nightly violence. The Oregonian pushed back on claims of violence with a July 18 article titled: “Feds, right-wing media paint Portland as ‘city under siege.’ A tour of town shows otherwise.”
“And they occur exclusively during late-night hours in which only a couple hundred or fewer protesters and scores of police officers are out in the city’s coronavirus-hollowed downtown,” according to the newspaper, which described the violence as coming from “a small number” of “20- and 30-something demonstrators.”
Those events are hardly representative of daily life, including peaceful anti-racism demonstrations that have drawn tens of thousands of protesters, in a city of 650,000 people that encompasses 145 square miles. The vast majority of Portland residents spend quiet home-bound lives on hushed tree-lined streets with coronavirus and its resulting economic catastrophe as the greatest threat to their well-being.
While the violence is typically reserved for evening hours, the consistent barrage of attacks and methods used by rioters against the courthouse and officers is part of the story. It also seems that some in the media would be more comfortable dismissing the hours of violence each night.
Reporters on the ground have witnessed repeated attempts by large crowds to tear down fencing in front of the courthouse. Fires are often lit and firecrackers are launched at the courthouse and near officers standing guard. The crowd has been able to tear down the fence successfully on more than one occasion, and some shine lasers and lights into the eyes of federal officers.
Typically, the unrest begins in the evening and escalates as the night wears on. (RELATED: VIDEOS: Portland PD Declares Riot, Works With Federal Officers To Battle Rioters After Courthouse Fencing Is Torn Down)
Officers often respond to escalations with tear gas, pepper bullets and other crowd control munitions. As the riots have continued, the crowd has become more aggressive and driven, often bringing shields and umbrellas that result in standoffs with officers.
Print newspapers such as the New York Times also pointed to “right-wing outlets” as seizing on the protests to push a narrative.
“Right-wing outlets and conservative media stars have seized on the weekslong protests in Portland as a rallying cry for law and order, instructing their followers to fear for their safety and blaming Democratic leaders for failing to restore peace,” the Times wrote on July 22.
“The nuances of the Portland protests — which reflect a diverse mix of grievances, including civil rights, anti-fascist causes and frustration with the president — have not been noted by the conservative media world,” the article continued. “Instead, in an echo of Mr. Trump’s portrayal, right-wing media has presented the situation as an urban nightmare. Far from recoiling at big-government interference, conservative hosts have loudly applauded the Trump administration for superseding city and state authorities.”

Federal Courthouse in Portland was where the Hammond's were first prosecuted.
Hammond's, Bundy's and LaVoy Finicum records/files were there at one time.
Gov Brownstreak was heavily involved along with the BLM, Bureau of Land Management.
Brownstreak and the BLM are pissed that the Hammond's and Bundy's have so far stopped their plans to give uranium mining rights in SE Oregon and Nevada to the Russians and Chinese.

Old news but it's all tied together.

I am an Oregonanon and will post what I see here. I am in the valley in the belly of the beast. The following is what I have seen in the Eugene area. I do not live in the Eugene area but it is the closest place with major retailers like farm stores and such so I go there but lately I keep it to an absolute minimum.
Everyone wears a mask all the time. I dont see people in the area without a mask. very uncommon, almost shocking. None of them even have a protest mask. Mine has been punched full of holes with a hole puncher and I wrote OBEY on it with a sharpie. No one has ever commented on it. I saw one single dude pumping gas who had a screen mask. I told him I loved his mask and he nervously said thanks.
Many small businesses are closing or closed. Friend has a small winery. More of a hobby scale winery but it is the real deal with tasting room and such. They closed their tasting room and are running on their members to their wine club ONLY. They used to give me shitloads of their rejects for free (I'm a crazy looking mountain man with low standards) as opposed to some french wine snob and the price is right. but that ended probably because they are trying to sell it. Lots of issues with stuff like no change at retailers. Covfefe stands will not take cash any more. Everyone is all stupid as fuck and akward. We went to the beach recently (jetty) and there were few masks but people were very stand-offish. ZERO people pushing back. NONE. ZIP NADA.
The only thing I see that is worth a damn is I see a hell of a lot of new American Flags around. Very cool that. Everyone looks like hammered dogshit here. I dont know how else to describe it. It has been an awesomely cool and lovely spring and summer so far. NO yellowjackets. perfect weather. Everyone is looking bad though BAD. Most people are losing their jobs or businesses.
Another small town near a friend I visit with about 500 people in it has a new little residential area with little starter homes going up. They want like 400k for them! AND. THEY. ARE. SELLING. People are running from the city is why. It is just in commuting distance to Eugene. I try to strike up convo with people about what is going on and they all shy away. I try to talk about The Constitution and no one even knows what I am talking about.
Everyone is so fucking cowed and submissive it blows my fucking mind. I appreciate what you have done here OP but I gotta tell ya, I am planning for the worst and have been for years now. Another friend works in Corvallis just up the road. She is VERY uncomfortable. So much so she is getting ready to hole up at my place if need be. I cleared out a shipping container and she has been moving her stuff in on the weekends incase the looting starts. There are lots of high-roller CHINESE all over Corvallis. They are setting up front companies to launder money (Sugar Toast (whathefuckisthatshit) in South Corvallis is one of those places. zero customers but a store with shady Chinese milling around all the time chain smoking and clogging the parking lot with rows and flashy BMW and MERCEDES cars that no local could ever afford. They are Fentanyl dealers.
On fentanyl… Yet another young dude I know, a young guy around 25 just went back to jail for drugs. He was the only guy I knew with a massive bar on his saw who can cut big west coast doug firs. I have a nasty one and am too afraid to cut it myself because I dont know how to do it and not die. He is a logger and knows that shit. He is in jail though so there it stands…
I met an ex-army dude who seemed like a cool cat. Mid 20s. cool cat. Like a normal guy right? We were going to shoot AR's out on my land at my little range… He went fucking CRAZY when he learned that I supported the Constitution. Seriously. The dude started texting me massive piles of anti trump and hardcore communist shit. I mean real hammer and sickle-tier shit. White guy… ex army. Holy fuck. He is pure Antifa and has my location. I literally fear for my life when the dogs bark.
ANyway, prompt me with some questions if you like and i will see what I can do as to answering them.

Seattle mask report:
I don't wear a mask - only time was a mandatory lab test in clinic. 5 mins.
Today, no problem at Freddys or Lowe's. Came in thru the garden center in both cases.
Only one i saw without a mask was a lady grabbing tons of garden soil around 60.
Have had no problem at Bartells after claim med condition or locally owned hardware store; only problem was Honey Bear Bakery. Mgr wanted me out; i said, ok but i need to see what u have, took a REALLY roundabout route, prolly contaminated the whole joint.
KEK. Yakima Fruit Market - no problem.
Also: NO CUSTOMER looked daggers. They just avoided coming close, that's all. Fine by me - just let me be and i'll return the favor.
Yes, people comply. Mostly. Happy to be the one to not. Also laughing and joking w/clerks, most seem to like it. Not sure that nobody is waking up. Think the last place we'll see it is in public, tho - that's tough for most.

Summary : How Soros & the State Dept are partnering to plan the takeover of nations including the US & to implement a socialist world government
Key Points
I HISTORY
Fabian socialism movement, WWI, Woodrow Wilson, WW1/WW2, Rise of UN/EU, Nation building activities, Samantha Power "responsibilty to protect doctrine", etc.
II PRESENT TIME: WHAT THE HOUSE IMPEACHMENT NARRATIVE IS LEAVING OUT
Main Points:
1. US State Dept is colluding with NGOS to bring about revolution around the world
2. The name of this revolution is "Civil Society 2. 0"
3. Main non-gov't partner = Soros; he is protected by the Dems
4. Whistleblower & others not being called: involved in CS 2.0 & are being protected by Dems
5. Goal of CS 2: to create a shadow Justice system, rewrite constitutions, & pick elected leaders
Role of Ukraine, role of impeachment, Open Society/Civil Society = Soros style one world govt society; State Dept combines with groups like Soros to accomplish their Socialist aims

Pacific Northwest Youth Liberation Front
Decentralized network of autonomous youth collectives dedicated to direct action towards total liberation.
The groups origin and its structure is not known. Possibly is an organization or a social-media presence used to promote action among activist youth. There are no apparent public leaders.
Monday, 13 July 2020PNW Youth Liberation Front: the New “Anti-fascist” Group Taking Portland by Storm= Written by Luis Miguel
An “anti-fascist” group gaining newfound attention is among the chief groups provoking conflict and violence in Portland, according to reports.
The Pacific Northwest Youth Liberation Front claims to be an “anonymous” collective of anti-capitalist, anti-fascist teens whose agitations have resulted in assaults on public property and severely injured persons.
In a lengthy piece on the group, the Seattle Times said the PNW Liberation Front seeks to upend the U.S. political system. Its unverified Twitter account boasts over 21,000 followers and features a bio describing itself as a “decentralized network of autonomous youth collectives dedicated to direct action towards liberation.” A Facebook page for the group has over 3,600 followers.
Early Monday, the group tweeted, “The Feds and Portland Police are very quickly finding out that if they build a fortress and use literal siege tactics, the People will put their f—ing fortress under siege.”
A cloud of mystery hangs over the group, its origin, and its structure. It is not known whether it is a true organization or simply a social-media presence being used for calls to action among leftist-minded youth. There are no public leaders.
PNW Youth Liberation Front has apparently existed on social media since at least 2017. It was involved in an attempt last month to create the “Patrick Kimmons Autonomous Zone” in front of Portland Mayor Ted Wheeler’s apartment in imitation of Seattle’s Capitol Hill Occupied Protest (CHOP), which was recently cleared out by police.
Early Monday, the group tweeted, “Portland is an autonomous zone, b–ch.”
Another tweet from the account says, “Your protest can NEVER be peaceful if it perpetuates the violence of policing.”
The “anti-fascist” collective has been active in the riots and protests following the death of George Floyd, tying its actions to those of Black Lives Matter. Its calls to action have included organizing the occupation of the Multnomah County Justice Center, which became a site of a mass protest until cleared out by police.

An article by Oregon Lives that looks at PNW Youth Liberation Front notes their penchant for confrontational tactics:
The stated goals on the post range from calling for an end to militarized weapons by police, to taxing the wealthy, to increased funding for a reformed school system.
Social media accounts for the PNW Youth Liberation Front have existed since February 2017. Their social media presence shows involvement in protests against gun violence, police, fascist groups, extraction industries and ICE, as well as engaging in mutual aid actions like providing free meals to those in need and advocating for the homeless.
A post dedicated to the group on the socialist revolutionary blog Radical Guide says that they seek “liberation of all people through any means necessary.” In addition to the aforementioned goals, they also want to “end the war on the working class by ending brutal gentrification practices and other anti-working class policies.”
Although PNW Youth Liberation Front declares itself “anti-fascist,” a spokesperson for Rose City Antifa said the two groups are not working in tandem. Other radical leftist groups such as PDX Resistance and Popular Mobilization have shared PNW Youth Liberation Front’s calls to action on their social-media accounts.
The group is one of several that have stirred up violence in Portland in recent days. Agitators have sought to occupy federal facilities since May 28 and the field office of the U.S. Immigration and Customs Enforcement was even targeted by a Molotov cocktail.
On Friday, a federal officer in Portland was struck with a hammer on the head and shoulder. Several people were arrested in connection to the incident outside a courthouse, where several dozen demonstrators were gathered.
The individual who struck the officer was reportedly attempting to break down the door to the Mark O. Hatfield U.S. Courthouse. Also over the weekend, police responded to unrest with impact munition, which struck an agitator in the head, fracturing his skull. The 26-year-old man survived but required surgery.
Mayor Wheeler said the U.S. Marshalls are investigating the incident:
In subsequent tweets, the mayor said, “We are now more than a month and a half into witnessing nightly violence on our streets. Portland continues to be used as a staging ground for violence night after night.”
He appeared to put the blame, however, on law enforcement and vowed to limit the police department’s use of force.
President Trump weighed in on the situation in Portland, saying that local authorities are unable to manage the situation by themselves, which justifies the presence of federal officers on the scene.
“It was out of control, the locals couldn’t handle it, and you people are handling it very nicely,” said the president.

how do they work?
I currently use snagit to generate mp4s.
but often, i take them off yt
and cannot reduce the size of the video area to, say 2-4 inches (which would be sufficient for showing MDs talking about HCQ or whatever). That would make a much smaller file size.
bc my biggest problem right now is making a record of stuff that's way too big for 8kun 16meg limit). Current use qrbunker on endchan for files up to about 70 megs; after that, files won't be uploaded (even tho endchan claims a limit of 350 - no way).
Am looking at anonfiles.com for storing vids up to 500mgs, have not used so far.
Need to knw alot more about how to CONDENSE large vids. I've looked at various programs but the language they use is not for beginners. Video has so many parameters. I can use the 'default' but often it usually does not condense enough. I've seen anons condense much more than i'm capable of and get very good results.

Firefox plugins been using them for years, since long before Q.
One is installed on Firefox the other on IceDragon (a FireFox fork)
It downloads as mp4 then I run through Handbrake and resize as needed. https://handbrake.fr/downloads.php (avail on most OS)
If we could post .mkv it would alleviate a lot of the issues as it has better compression (smaller file same quality)

Measles sickens 22 in Washington state. Portland Trail Blazers fans may have been exposed
https://www.cnn.com/2019/01/19/health/washington-state-measles-cases/index.html
Relevant passages:
A public health emergency was declared Friday in Clark County, less than a half hour drive from Portland, in response to the measles outbreak…..
Health officials urged anyone who has been exposed and believes they have measles symptoms to call their health care provider before visiting a medical office to make a plan that does not put others at risk….
"People who believe they have symptoms of measles should not go directly to medical offices, urgent care centers or emergency departments unless experiencing a medical emergency without calling in advance," Clark County officials said…..
Measles was declared eliminated defined by absence of continuous disease transmission for greater than 12 months from the United States in 2000.
But there has been a recent rise in unvaccinated children. The proportion of children receiving no vaccine doses by 2 years old rose from 0.9% among those born in 2011 to 1.3% among those born in 2015, the CDC reported in October.
The CDC recommends people get the measles, mumps and rubella vaccine to protect against those viruses. …

So for the measles outbreak in 2019, there was a health emergency declared in WA state but only recommendations were issued, NOT mandates.

https://mynorthwest.com/1882415/dori-state-exaggerating-death-covid-19-death-numbers/?
Is state exaggerating COVID-19 death numbers?
Jay Inslee is constantly talking about “data” — about how he is using facts and statistics to help guide him as the state recovers from a devastating economic meltdown. But what if his data is greatly exaggerated? And what would be the reason for the state cooking the books on such a vital matter?
In a stunning analysis of the actual numbers, the Freedom Foundation claims that our state Department of Health has over-reported the actual death count from coronavirus, perhaps by as much as 13%.
Freedom Foundation research indicates the DOH’s reported COVID-19 death total is inflated due to state’s practice of counting every person who tests positive for COVID-19 and subsequently dies, even if the death was not directly caused by COVID-19.
What this means is that, if a person tests positive for coronavirus in March, and then dies in a car accident in May, the state is calling that a coronavirus death. The state of Colorado was using the same shady calculations for their death count until they were busted last week by local media there.
That leads to the obvious question: For a governor who talks incessantly about facts and data, what is the political motivation to exaggerate our state’s COVID-19 death count?
At his Monday press conference, Inslee did not deny the state’s faulty data. He claimed to not know about the issue. And then he bizarrely complained about the reporting being the work of conspiracy theorists.
“I have no reason to doubt the fatality numbers we’re using in the State of Washington right now,” Inslee said. “The problem is, you’ve got some people out there who are fanning these conspiracy flames from the planet Pluto. And it’s just disgusting what they’re trying to say with all these crazy deep-state malarkey.”
Inslee says he’s using data to reopen the state. But then complains about reporting that shows his data is off by a significant margin. How can he be trusted to bring us back from the economic abyss?
Also at his Monday presser, the Olympia press corps showed another failure to do its job and hold the governor responsible for his words and actions. As we reported last week, Inslee went on Bernie Sanders’ website and called our economic devastation an “opportunity” for his climate change agenda.
“This has always been an economic opportunity … we should not be intimidated by people who say you should not use this COVID crisis to peddle a solution to climate change … we can’t use COVID as an excuse for inaction on climate change … they’re both so similar … based on an understanding of science,” Inslee said.
A million people in our state are newly unemployed. Tens of thousands of business owners are facing financial ruin. And our governor looks at this as a great opportunity.
Shockingly, not one member of the media asked Inslee about what he revealed with his own words to be a huge part of his agenda. Part of the media’s inability to do its job is carefully crafted by the governor and his staff. Certain reporters are not allowed to ask questions. Those who do get through are immediately muted after their question, making follow-up queries impossible.
Exaggerating the death count. Seeing families’ financial lives in ruin as a climate opportunity. And a press-conference structure designed to give Inslee a free pass on all of this. That is a toxic combo brewing in Olympia……

Gatherings
Effective July 20, 2020, gatherings are not to exceed ten (10) individuals in Phase 3. The
existing limitation of five (5) individuals in Modified Phase 1 and Phase 2 is unchanged. For

likewise unchanged.
The limitations on gatherings do not apply to religious practices, weddings, funerals, business

For any Governor-issued order that expressly refers to the gathering limitations, the new Phase 3
limitation on gatherings will govern.

Effective July 20, 2020, '''all live entertainment is prohibited except performances outdoors for
members of the same household where social distancing of a minimum of 10 feet is always

prohibition does not apply to household members within their own homes.
>WHY OK WITHIN THE HOME BUT NOT ANYWHERE ELSE?
For purposes of this memorandum, “live entertainment” encompasses:
1. All musical performances, including but not limited to, group acts, soloists, and disc
jockeys;
2. All stage productions, including but not limited to, theater, dancing, comedy, poetry,

only if six feet of physical distancing between households can be achieved.

VOTE-BY-MAIL OREGON
FOREWORD: This information is taken from public web searches, wiki, and other public facing resources. The author neither endorses nor supports this information as true or factual. This is simply an example of what is used to promote to the public “Trust us, we’re the Government”.
A BRIEF HISTORY
• 1981 the Oregon Legislative Assembly approves vote-by-mail for local elections
• 1987 Vote-by-mail becomes permanent
• 1989 House bill to extend vote-by-mail to include 1990 primary defeated 33-27
• 1992 Governor’s Task Force on Local Government Services identifies statewide vote-by-mail significant savings on elections (fox in hen house).
• 1995 Oregon becomes the first state to conduct federal primary election all by mail.
• 1996 Ron Wyden is elected by mail 66% turnout, succeeding Bob Packwood*
• 1998 Oregonians confirm ‘overwhelming’ support for vote-by-mail by passing measure 60. ***
• 2000 Oregon becomes the first state to conduct Presidential election entirely by mail, 80% turnout. **
• 2019 Oregon becomes first state to not require postage on vote-by-mail ballot return envelopes.
* According to State of Oregon records the turnout in 1996 was 37.75% not 66% as Wikipedia claims.
** 2000 Election turnout according to state of Oregon data was 51.29% not 80% as Wikipedia claims.
*** Measure 60 eliminated restrictions on vote-by-mail and established it as the single form of voting for elections in Oregon. It also required vote-by-mail to be used for biennial primaries and general elections as well as eliminating polling places.
MYTHS
Vote-by-mail will increase participation
In theory this common claim would make sense however the data shows that this is indeed not the case. Some of this is possibly also due to the shift in focus away from teaching civic duty, and patriotism in public schools during the same time frame.
[See Img 1]
#1 Lowest voter turnout since 1960
#2 Second lowest since 1960
In point of fact if you look after the vote-by-mail became permanent in Oregon, the lowest voter participation in recent history is seen.
Vote-by-mail is secure
-Secure-
a: free from danger
b: affording safety a secure hideaway
c: trustworthy, dependable a secure foundation
d: free from risk of loss
Considering there is no way to verify your vote is counted this argument cannot be substantiated by anyone, but politicians and their media allies regurgitating their talking points. There is no way to validate your vote has been counted. There is no way to know the vote went from your hands directly to an election official. There is absolutely no confidence.
Politicians like Senator Ron Wyden (who lives in New York, not in the state he purportedly represents) say, “His” state has proven over 20 years that vote-by-mail has been a success. Not a lie exactly, it has maintained a one-party rule over the state since inception, and allowed plenty of corruption. A success under someone’s standards.
The previous Governor John Kitzhaber resigned due to corruption, he’s also the one that gave Oregon the current Governor Kate Brown who filled in and easily won re-election. Kate Brown has struggled with allegations of abuse of power and corruption since taking office. Birds of a feather.
Governor Kate Brown signed Oregon Motor Voter (House Bill 2177) into law in March, 2015. 90% of eligible Oregonians are registered to vote. [See Paste]
Oregon Gov. Kate Brown expected to sign illegal immigrant driver's licenses bill. [See Paste]
Kate Brown isn’t from Oregon, but she fully controls it. Consider the following:
• Become the Governor of a state that is fully vested in vote-by-mail
• Ensure everyone is registered to vote automatically at the DMV (may select party for you)
• Grant non-citizens (read Illegal Aliens) the right to obtain a driver’s license
The above factors practically ensure unlimited control perpetuality. Allowing illegal aliens to obtain a driver’s license which automatically registers them to vote is exactly the same as stealing a citizen’s vote.
JUST THE FACTS
What does the evidence show?
1. Voter participation has been lower since the vote-by-mail system started, historic lows. This is counter to the claims made by those supporting vote-by-mail.
2. Based on the data from the state, the party in control flipped by enough margin to ensure consistent victories for the party implementing vote-by-mail.
3. Illegal aliens have been given entry into voting in our elections via DMV license and automatic voter registration. See Get a Driver License – Over 18 [See Paste]
4. The system doesn’t ensure a secure vote in any way.
5. The system is wide open to fraud, abuse, and theft.
6. Citizens are left with no insight, and no recourse.

Portland preps for potentially violent protests
Portland had Antifa protests August 16, 2019 in the area of the Federal Courthouse. POTUS tweeted about it on August 17, 2019. What a difference a year makes in local government reaction.
There is a Voodoo Donuts location in that very area too. I remembered a dig on 8chn about Voodoo donuts and tunnels to a nearby nightclub or something like that someone in a band was talking about seeing. Any Anons remember that?

Antifa Sues Seattle Claiming Police Response Has Forced Them To Invest In Better Riot Gear
dankly funny….
“Individual protesters subjected to SPD’s unabated and indiscriminate violence now must purchase cost-prohibitive gear to withstand munitions.”
Antifa agitators have filed a lawsuit against the City of Seattle, claiming that a heavy handed police response to “protests” has forced the group to invest in more expensive riot gear.
KIRO 7 News reports that Antifa is complaining that police use of blast balls, sponge rounds, pepper spray, and other crowd control methods has meant the rioters have had to buy “expensive” protective gear.
“Because the Seattle Police Department has acted above and outside the law in dispensing its unbridled force, and the City has failed to prevent same, the government effect is to establish a de facto protest tax,” the lawsuit claims.
“Individual protesters subjected to SPD’s unabated and indiscriminate violence now must purchase cost-prohibitive gear to withstand munitions – even when peacefully protesting – as a condition to exercising their right to free speech and peaceable assembly,” lawyers also suggest.
“The continued misuse of war munitions by SPD against civilians turns the streets – a public forum and site of protest – into a pay-to-protest racket where only a privileged few who are wealthy enough or popular enough to crowdsource funds to purchase gear akin to that used by the police department they fund can truly be in the streets,” the lawsuit continues.

Portland's Mayor Partially Defunded Cops in June. Now the Bodies Are Piling Up
In June, Ted Wheeler, the mayor of Portland (hereby known as Antifastan) knelt before the rioters of Black Lives Matter and agreed to fire his brand-new white female police chief in favor of a black male lieutenant and cut the cop-shop budget by $7 million. The cuts included the dissolution of the gun-violence reduction team (GVRT).
He said the money would help fund new programs for “communities of color.”

On June 11, The New York Times published a glowing account of life in Seattle’s Capitol Hill Organized Protest (CHOP) — the autonomous zone that city authorities inexplicably turned over to Black Lives Matter and antifa protesters. A “homeland for racial justice” they called it.
Flash forward to yesterday after The Times sent a reporter to do a follow-up story. Instead of changing the world, CHOP turned out to be a haven for thugs, druggies, criminals.
It’s not like the truth was being hidden away. There was a conscious effort to portray CHOP in the most harmless and harmonious way. There was music and dancing and free food for everyone. No police and no crime. Dare we hope that this is the future of the entire country?
And then the bodies started to drop. And women got raped. And looting and burning and smashing windows went on. Just about what you’d expect when there is no law and no police to keep order.
“Business crashed as the Seattle police refused to respond to calls to the area. Officers did not retake the region until July 1, after four shootings, including two fatal ones,” the Times reported, noting that local businesses owners are now suing the city.
“The lawsuit claims that ‘Seattle’s unprecedented decision to abandon and close off an entire city neighborhood, leaving it unchecked by the police, unserved by fire and emergency health services, and inaccessible to the public’ resulted in enormous property damage and lost revenue,” the Times reported.

==Measles Outbreak From 2019 Used as Precedent for Mass Vaccine=
State and Local Authority Over Vaccination
Under the federalist system of the United States, state governments have the general authority, within constitutional limits, to enact laws “to provide for the public health, safety, and morals” of the states’ inhabitants. In contrast to this general police power, as discussed below, Congress’s power to legislate is confined to those powers enumerated in the Constitution.
The states’ general police power to promote public health and safety encompasses the authority to require mandatory vaccinations. Pursuant to this authority, states and localities have long enacted various compulsory vaccination laws for certain populations and circumstances, including for school children and certain health care workers and in cases of public health emergency. In the early part of the 20th Century,
the Supreme Court twice considered constitutional challenges to such mandatory vaccination requirements. Each time, the Court rejected the challenges and recognized such laws to fall squarely within the states’ police power. In 1905, the Supreme Court in Jacobson v. Commonwealth of Massachusetts upheld a state law that gave municipal boards of health the authority to require the vaccination of persons over the age of 21 against smallpox, determining that the vaccination program had a “real and substantial relation to the protection of the public health and safety.” In doing so, the Court rejected the argument that such a program violated a liberty interest that, under more modern jurisprudence, would likely have been asserted as a substantive due process right.
Less than two decades later, in Zucht v. King, parents of a child who was excluded from school due to her unvaccinated status challenged the local ordinance requiring vaccinations for schoolchildren, arguing that the ordinance violated the Equal Protection and Due Process Clauses of the Fourteenth Amendment. Relying on Jacobson, the Supreme Court rejected the constitutional challenges, concluding that “it is within the police power of a State to provide for compulsory vaccination” and that the ordinance did not bestow “arbitrary power, but only that broad discretion required for the protection of the public health.”
All 50 states, as well as the District of Columbia, currently have laws requiring specified vaccines for students. This requirement is generally subject to certain exemptions, which vary from state to state.
While all student immunization laws grant exemptions to children for medical reasons (e.g., if a child is allergic to vaccines or immunocompromised), most but not all states grant religious exemptions for those whose beliefs counsel against immunization. Sixteen states also provide a broader philosophical exemption for those who object to immunizations because of personal, moral, or other beliefs.
While compulsory vaccination requirements have faced legal challenges since Jacobsen and Zucht, courts have consistently rejected these challenges and given considerable deference to the use of the states’ police power to require immunizations to protect the public health. A number of relatively recent decisions, for instance, have concluded that a state is not constitutionally required to provide a religious exemption, upholding compulsory vaccination laws that provide only a medical exemption. In states that provide a religious exemption and where parents have filed suit to challenge their unsuccessful invocation of the exemption, courts, applying the relevant state law, have, at times, scrutinized whether their objections to vaccination are based on a sincere religious belief.

Was Washington State 2019 Measles"outbreak" a practice drill for implementing government control over healthcare?
The Covid-19 outbreak is currently used to justify all kinds of drastic changes in public policy in Washington State.
But how did we get to the point where state gov't can institute those kind of changes?
Digging on measles outbreaks in Washington, we found that measles served as a "gateway disease" for mandating changes in public policy -
especially vaxxing policy.
The interesting part is that outbreaks of measles have really not involved that many cases or resulted in serious complications.
Measles outbreaks have not, for example, been as deadly as those of N1H1, Zika or Ebola.
The 1990 outbreak was notable in that there were 5x as many cases as in the previous year (266; see below). In 2019, although there were only 87 cases, this was touted as "the most cases the state has seen since 1990" (see below). In both cases, there was a lot of emphasis placed on MMR vaccinations.
So here is the question:
Was the gov't stance on the 2019 measles outbreak a dress rehearsal for policies we now see implemented with Covid-19??
Was the DS "testing the waters" to see how people would react?
Are the current Covid policies further testing the waters, to see how far WA state can push its totalitarian agenda?
The following reports provide a history of policy statements on measles for Washington state:
CDC, MMWR, Epidemiologic Notes and Reports MeaslesWashington, 1990
Epidemiologic Notes and Reports Measles – Washington, 1990
During the first 26 weeks of 1990, a total of 266 measles cases* (incidence: 5.8 cases per 100,000 population) was reported to the Washington State Department of Health from 15 (38%) of the state's 39 counties. This number is nearly five times the total reported statewide during all of 1989 (55 cases) and is the largest number of cases reported by the state during any year since 1979. Seventy-five (28%) of the reported cases were serologically confirmed. Detailed data were available for 218 cases reported during the first 22 weeks of 1990.

Washington State Dept of HealthMeasles in Washington State 2019
In 2019, Washington had two outbreaks of measles, and one case of measles that was not part of an outbreak, totaling 87 cases. This is the most cases the state has seen since 1990. The first outbreak was January through May with 72 confirmed cases. The second outbreak began May 9 and had 14 confirmed cases. It was declared over August 28, 2019.

Vaccination Debate – How Dangerous are the Measles?U.S. 2015
Prior to the measles vaccine in 1962, there were between 400 and 500 measles-related deaths reported in the U.S per year. That figure comes out to 0.000263% of a U.S population of 190 million at the time. But, while it was extremely unlikely for someone in the general population to die from the disease, how deadly was the measles for someone who actually got the disease? According to the Center for Disease Control (CDC), there were 432 measles-related related deaths based on 503,182 measles cases that year. That translates to a percentage of 0.09%. What about death rates from measles cases during the post-vaccine days? Since 1962, there have been three epidemics of measles outbreaks in vaccinated populations here in the U.S: 1970-1972, 1976-1978. In the most recent epidemic from 1989-1991, 55,000 measles cases that year resulted in about 123 deaths. That means 0.22% of measles victims died. Or, you could also say that 99.78% of those with the measles did not die. Either way you look at these numbers, pre or post-vaccine, they hardly warrant the fear, attention, and scare-mongering we are reading about and watching in our mainstream news today.

Having looked at the actual risks of the disease, what is the reason for the hype and hysteria from our media about getting the measles? This has everything to do with politics. It is primarily an attack on the anti-vaccination movement. Sadly, the masses have been led to believe that the unvaccinated are to blame anytime an infectious disease outbreak occurs. We saw with Ebola that in most cases, advanced societies are equipped to handle these diseases without vaccinations. If and when the Ebola vaccine is invented, it will be given all the credit for eradicating a disease that would have never spread, anyway. This type of panic over measles, however, presents real danger to our freedom. No single person should be forced to inject something into their bodies against their own will. This is what the vaccine pushers are striving for. It's okay if they want to believe in vaccines, but it is important that we are not taking away human rights from those who choose to think for themselves.
U.S. Public Health Response to the Measles Outbreak== '''February 27, 2019
Witness: Nancy Messonnier, MD (CAPT, USPHS, RET)
Testimony: House Energy and Commerce Subcommittee on Oversight and Investigations
"While confidence in vaccines remains consistently high at the national level, there are pockets of people who are vaccine-hesitant, who delay or refuse to vaccinate themselves and/or their children. The World Health Organization named vaccine hesitancy as one of the top ten threats to global health in 2019."
"CDC estimates that one percent of children in the U.S. receive no vaccines at all. Why do VPD outbreaks still occur despite record-high vaccination coverage rates and near-record lows of most VPDs? Small numbers of cases can lead to the re-emergence of VPDs if there are increasing numbers of unvaccinated people, leaving communities susceptible to outbreaks of these preventable diseases. At particular risk are those who cannot get vaccinated because they are too young or have specific health conditions."
"Outbreaks of VPDs continue to be an ongoing challenge for the public health system. In addition, there have also been recent outbreaks of meningitis and mumps in university settings and other tight knit communities. Today, these outbreaks are an indicator of how globally interconnected we are, with measles importations uncovering those communities opting out of immunization, and indicating those communities may be getting larger. Ongoing surveillance is critical to detecting and responding to outbreaks quickly to prevent further spread of the disease and to understanding vaccine effectiveness and safety over time. CDC is committed to a strong evidence base to assure that national immunization policies and programs are protecting Americans and based on the best available data, continuously reviewed and updated."

The Hill: Washington state House committee passes bill to ban personal, philosophical vaccine exemptionsBY MORGAN GSTALTER 02/16/19
A Washington state House committee on Friday passed a bill to ban the personal or philosophical exemption for the vaccine against measles, mumps and rubella (MMR) for school-age children amid an outbreak of the virus.
Gov. Jay Inslee (D) declared a state of emergency in Washington late last month following a measles outbreak.
There have been 53 confirmed cases of measles as of Thursday afternoon, according to health officials in Clark County, an anti-vaccination “hot spot” near Portland, Ore., where a vast majority of this year’s measles cases have been located.
Of the 53 confirmed cases, 47 people were not immunized against the illness and one had the MMR vaccine. The immunization status of five people have not yet been confirmed and one person was previously hospitalized.

Seattle School District: Student Vaccination Requirements, Vaccine Information for FamiliesPosted on 01/06/2020
"In 2019, the Washington State Legislature passed a bill that removes the personal and/or philosophical exemption to the MMR vaccine required for school attendance.
Washington state law (Washington state law RCW 28A.210.080 and rules, WAC 392-380-045 and WAC 246-105-020) also requires that students are fully vaccinated, be in the process of completing immunizations, or have a signed Certificate of Exemption (religious or medical exemption) in order to attend school. Read the King County immunization schedule for children.
Student records must reflect updated immunization status by January 8, 2020, or students cannot attend school until the required information is provided to the school nurse. Families of students whose records are not up to date or are missing information will be notified via email, postal mail, and a letter home from your child’s school."

Massive Beacon Hill fire one of 10 possible arsons in south Seattle this summer
Author: KING 5 Staff
The fire at a construction site Thursday was deemed arson, and now Seattle fire investigators are concerned about an uptick in fire activity in the same area.
SEATTLE— A large fire at a construction site in north Beacon Hill early Thursday morning was ruled arson and now Seattle fire investigators are looking into several other fires in the area that were also intentionally set.
Seattle Fire Chief Harold Scoggins said in a media briefing Thursday evening, "In the last 30 days, in the area around Rainier and on Beacon Hill, our arson investigators and SPD'sArson Bomb Squad has identified 10 fires in this area that have been intentionally set, there have also been a number of other fires set in and around Rainier, mostly smaller in nature."
Scoggins said Thursday morning's fire was the fourth time in the last 30 days that that same location in the 1000 block of Sturgis Ave. S. has been targeted.
The uptick in fire activity is a "cause for concern," Scoggins said. The chief made a plea to the public to be vigilant and call 911 if people see anything, or anyone, suspicious in the area.
"If you see someone, please call 911, please try and get a good description," said Scoggins. He also recommended people living in the area to clean up any debris or trash that could be easily set on fire.
Seattle firefighters were alerted to the fire at a construction site in the 1000 Block of Sturgus Ave. S. around 5:45 a.m. Thursday. The construction site is located just south of I-90 near the Rainier exit.
Seattle Fire said crews could see a black column of smoke while they were on their way to the scene. Upon arrival, firefighters found a three-story building engulfed in flames and the fire had spread to nearby structures. A total of four buildings under construction were damaged, Seattle Fire said.
More than 50% of Seattle’s firefighters responded to the scene, including 14 fire engines and four ladder trucks. The blaze was upgraded to a 3-alarm fire at the height of the incident. Nearby occupied buildings were evacuated, and residents were asked to close their windows and doors to avoid exposure to the smoke.
The Washington State Department of Transportation said there were reports of embers falling onto I-90.

Portland Mayor: Unrest 'Will Ultimately Burn Itself Out'
By Zachary Stieber
4 minutes
Portland’s mayor claimed the unrest that’s plagued the city since May will “burn itself out,” in remarks published just hours before rioters set fire to the police union building and attacked police officers.
“I believe this will ultimately burn itself out,” Ted Wheeler, a Democrat who serves as the city’s mayor and police commissioner, told Oregon Public Broadcasting (OBP).
Wheeler said he’s working on a plan that will accelerate the end of the rioting.
City and state officials have struggled to quell the unrest.
Wheeler said a mix of appeasement and deescalation, or having officers not engage with demonstrators, was working until federal officers surged to the city last month to protect a U.S. courthouse that Trump administration officials said was nearly overwhelmed.
In a briefing on July 17, Wheeler revealed his plan.
Rioters set fire to the Portland Police Association office in north Portland, Ore., on Aug. 24, 2020. (Portland Police Bureau)
“We get rid of the feds. Number two, we contain and deescalate the situation. Number three, we clean up downtown. Number four, we open up for business. That’s the plan,” he told reporters.
That hasn’t worked. Repeated clashes at the courthouse stopped by the end of the month, but rioters have turned to other buildings, including police precincts and the Portland Police Association office.
Sixty-two people have been arrested since Sunday night as things seem to be intensifying, not dying down.
For at least the third time, a crowd on Monday targeted the police union building in north Portland. They cut power to the office and lit the building on fire, the Portland Police Bureau said in an incident summary. Someone poured what appeared to be an accelerant on the fire, causing it to quickly get bigger.
Police officers moved in to disperse the mob and clashed with rioters for hours, ultimately arresting 25 people, primarily Portland residents. A baton, a dagger, and multiple knives were among the weapons found on those arrested. Charges included interfering with an officer, riot, and disorderly conduct.
Many charges will likely be dropped under a new policy from the district attorney who oversees the city.
Earlier Tuesday, acting Homeland Security Security Chad Wolf urged Oregon Gov. Kate Brown, a Democrat, to take action.
Weapons found on those arrested in north Portland, Ore., on Aug. 24, 2020. (Portland Police Bureau)
Brown should deploy the National Guard, send Oregon state officers back to Portland, or request assistance from the Trump administration, according to Wolf.
“Portland law enforcement is doing what they can but need help to proactively address violence,” he said.
Wisconsin Gov. Tony Evers, a Democrat, sent National Guardsmen to Kenosha Monday to try to help keep the peace, but rioting still took place overnight.
Wheeler blamed the continued violence in his city on a small group of people. The main question, he told OBP, is, “How do you hold that small number of people accountable without infringing on the First Amendment rights of everyone else?”
Police officers have tried a number of different tactics, he added.
“They’ve tried everything from not showing up to preemptively dispersing crowds, and some of those strategies, in my opinion, have worked well. Others have not worked well,” he said. “My expectation is the police bureau will evolve, and as they see a need for change, they’ll change.”

Anons, has anyone compiled a list of all the places that have been burned down in these riots? I have a sneaking suspicion that some of these fires are a cover-up for destroying evidence of child abuse.
Admittedly, I'm the guy who's always hollering "WOULD SOMEONE PLEASE LOOK CLOSER AT PORTLAND?!" And I have been since BEFORE these asinine riots were taking place. Honestly, when POTUS made the statement that stuff starts in Portland, that [they] try stuff there first, I took that as confirmation (a nod) that I'm not wrong.

>clean up downtown
Portland has a long history of all kinds of shitty police conduct. Portland also has a bad trafficking situation, plus it's an actual inland SEAPORT. (Wheat is the largest export)
The corruption could not have continued for so long without some BAD PEOPLE on the inside. That means there MUST be evidence, and probably all over the place!
And Kenosha?
- Youth Correctional Facility
- Furniture store
- Unitarian Universalist (known for gay/trans clergy, etc) Church
- - ^ where the car lot was that burned down
Those are the first three that come to mind. I'm not saying anyone should go on a witch hunt for any of the individuals involved, but I do believe this is deserving of a closer investigation.
GODSPEED, Anons!
GOD WINS!

So, I'm looking for a list of all the places that have been burnt down. I'm close to POrtland, so that's probably where I might start, but the whole proposition is interdasting to me. We KNOW there's Kabuki involved. I am over the mind that's it's heavily layered, and that these protests are being used for multiple purposes simultaneously.

Seattle’s Pier 58 partially collapses, injuring two construction workers
September 13, 2020 at 9:57 pm
Two people were injured Sunday afternoon when parts of Pier 58 on the Seattle waterfront collapsed.
Medics and firefighters arrived to the scene on Alaskan Way around 4 p.m. where two construction workers had reportedly fallen into the water. The two people were quickly pulled out before the fire department arrived. They were treated at the scene and transported to Harborview Medical Center in stable condition.
Mayor Jenny Durkan’s office said seven people were removing a concrete section of the pier, which has been closed to the public since August 6 for removal, when the collapse occurred. Safety protocols have been put into place for the construction work. All workers on the pier Sunday were wearing flotation devices, according to the mayor’s office.

FOR IMMEDIATE RELEASE

Department Of Justice Identifies New York City, Portland And Seattle As Jurisdictions Permitting Violence And Destruction Of Property
Identification is Response to Presidential Memorandum Reviewing Federal Funding to State and Local Governments that are Permitting Anarchy, Violence, and Destruction in American Cities
The U.S. Department of Justice today identified the following three jurisdictions that have permitted violence and destruction of property to persist and have refused to undertake reasonable measures to counteract criminal activities: New York City; Portland, Oregon; and Seattle, Washington. The Department of Justice is continuing to work to identify jurisdictions that meet the criteria set out in the President’s Memorandum and will periodically update the list of selected jurisdictions as required therein.
The list was published on DOJ’s website today in response to President Trump’s memorandum of September 2, 2020, entitled “Memorandum on Reviewing Funding to State and Local Government Recipients That Are Permitting Anarchy, Violence, and Destruction in American Cities.”
“When state and local leaders impede their own law enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest,” said Attorney General William P. Barr. “We cannot allow federal tax dollars to be wasted when the safety of the citizenry hangs in the balance. It is my hope that the cities identified by the Department of Justice today will reverse course and become serious about performing the basic function of government and start protecting their own citizens.”
Criteria for evaluating each city is below:
Whether a jurisdiction forbids the police force from intervening to restore order amid widespread or sustained violence or destruction.
Whether a jurisdiction has withdrawn law enforcement protection from a geographical area or structure that law enforcement officers are lawfully entitled to access but have been officially prevented from accessing or permitted to access only in exceptional circumstances, except when law enforcement officers are briefly withheld as a tactical decision intended to resolve safely and expeditiously a specific and ongoing unlawful incident posing an imminent threat to the safety of individuals or law enforcement officers.
Whether a jurisdiction disempowers or defunds police departments.
Whether a jurisdiction unreasonably refuses to accept offers of law enforcement assistance from the Federal Government.
Any other related factors the Attorney General deems appropriate.
New York City
Shootings in New York City have been on the rise since looting and protests began on or about May 28, 2020. For July 2020, shootings increased from 88 to 244, an increase of 177% over July 2019. In August 2020, shootings increased from 91 to 242, a 166% increase over August 2019.
While the city faced increased unrest, gun violence, and property damage, the New York City Council cut $1 billion from NYPD’s FY21 budget.
The budget resulted in the cancellation of the new police recruiting class, cuts to overtime spending, and the transfer of certain police functions, including school safety, out of the NYPD.
Meanwhile, the Manhattan and Brooklyn District Attorneys have declined to prosecute charges of disorderly conduct and unlawful assembly arising from the protests, and the District Attorneys in Queens and the Bronx have declined to prosecute other protest-related charges.
Both Mayor de Blasio and Governor Cuomo have forcefully rejected federal law enforcement support.

Portland, Oregon
This month, Portland marked 100 consecutive nights of protests marred by vandalism, chaos, and even killing.
Those bent on violence regularly started fires, threw projectiles at law enforcement officers, and destroyed property. Numerous law enforcement officers, among others, suffered injury.
Shootings increased by more than 140% in June and July 2020 compared to the same period last year.
In the midst of this violence, the Portland City Council cut $15 million from the police bureau, eliminating 84 positions. Crucially, the cuts included the Gun Violence Reduction Team, which investigates shootings, and several positions from the police team that responds to emergency incidents.
In August, Portland Mayor Wheeler sent a letter to President Trump expressly rejecting the Administration’s offer of federal law enforcement to stop the violent protests.
Seattle, Washington
For nearly a month, starting in June, the City of Seattle permitted anarchists and activists to seize six square blocks of the city’s Capitol Hill neighborhood, naming their new enclave the “Capitol Hill Autonomous Zone” (CHAZ) and then the “Capitol Hill Occupied Protest” (CHOP).
Law enforcement and fire fighters were precluded from entering the territory. The Seattle Police Department was ordered to abandon their precinct within the CHOP.
Person-related crime in the CHOP increased 525% from the same period of time in the same area the year before, including by Mayor Durkan’s own count “two additional homicides, 6 additional robberies, and 16 additional aggravated assaults (to include 2 additional non-fatal shootings).”
The CHOP was allowed to stand for nearly a month, during which time two teenagers were shot and killed in the zone.
The Seattle City Council, Mayor Durkan, and Washington Governor Jay Inslee publicly rejected federal involvement in law enforcement activities within the city of Seattle.
