Portland preps for potentially violent protests
Portland had Antifa protests August 16, 2019 in the area of the Federal Courthouse. POTUS tweeted about it on August 17, 2019. What a difference a year makes in local government reaction.

Antifa agitators have filed a lawsuit against the City of Seattle, claiming that a heavy handed police response to “protests” has forced the group to invest in more expensive riot gear.
KIRO 7 News reports that Antifa is complaining that police use of blast balls, sponge rounds, pepper spray, and other crowd control methods has meant the rioters have had to buy “expensive” protective gear.
“Because the Seattle Police Department has acted above and outside the law in dispensing its unbridled force, and the City has failed to prevent same, the government effect is to establish a de facto protest tax,” the lawsuit claims.
“Individual protesters subjected to SPD’s unabated and indiscriminate violence now must purchase cost-prohibitive gear to withstand munitions – even when peacefully protesting – as a condition to exercising their right to free speech and peaceable assembly,” lawyers also suggest.
“The continued misuse of war munitions by SPD against civilians turns the streets – a public forum and site of protest – into a pay-to-protest racket where only a privileged few who are wealthy enough or popular enough to crowdsource funds to purchase gear akin to that used by the police department they fund can truly be in the streets,” the lawsuit continues.

In June, Ted Wheeler, the mayor of Portland (hereby known as Antifastan) knelt before the rioters of Black Lives Matter and agreed to fire his brand-new white female police chief in favor of a black male lieutenant and cut the cop-shop budget by $7 million. The cuts included the dissolution of the gun-violence reduction team (GVRT).
He said the money would help fund new programs for “communities of color.”

On June 11, The New York Times published a glowing account of life in Seattle’s Capitol Hill Organized Protest (CHOP) — the autonomous zone that city authorities inexplicably turned over to Black Lives Matter and antifa protesters. A “homeland for racial justice” they called it.
Flash forward to yesterday after The Times sent a reporter to do a follow-up story. Instead of changing the world, CHOP turned out to be a haven for thugs, druggies, criminals.
It’s not like the truth was being hidden away. There was a conscious effort to portray CHOP in the most harmless and harmonious way. There was music and dancing and free food for everyone. No police and no crime. Dare we hope that this is the future of the entire country?
And then the bodies started to drop. And women got raped. And looting and burning and smashing windows went on. Just about what you’d expect when there is no law and no police to keep order.
“Business crashed as the Seattle police refused to respond to calls to the area. Officers did not retake the region until July 1, after four shootings, including two fatal ones,” the Times reported, noting that local businesses owners are now suing the city.
“The lawsuit claims that ‘Seattle’s unprecedented decision to abandon and close off an entire city neighborhood, leaving it unchecked by the police, unserved by fire and emergency health services, and inaccessible to the public’ resulted in enormous property damage and lost revenue,” the Times reported.

State and Local Authority Over Vaccination
Under the federalist system of the United States, state governments have the general authority, within constitutional limits, to enact laws “to provide for the public health, safety, and morals” of the states’ inhabitants. In contrast to this general police power, as discussed below, Congress’s power to legislate is confined to those powers enumerated in the Constitution.
The states’ general police power to promote public health and safety encompasses the authority to require mandatory vaccinations. Pursuant to this authority, states and localities have long enacted various compulsory vaccination laws for certain populations and circumstances, including for school children and certain health care workers and in cases of public health emergency. In the early part of the 20th Century,
the Supreme Court twice considered constitutional challenges to such mandatory vaccination requirements. Each time, the Court rejected the challenges and recognized such laws to fall squarely within the states’ police power. In 1905, the Supreme Court in Jacobson v. Commonwealth of Massachusetts upheld a state law that gave municipal boards of health the authority to require the vaccination of persons over the age of 21 against smallpox, determining that the vaccination program had a “real and substantial relation to the protection of the public health and safety.” In doing so, the Court rejected the argument that such a program violated a liberty interest that, under more modern jurisprudence, would likely have been asserted as a substantive due process right.
Less than two decades later, in Zucht v. King, parents of a child who was excluded from school due to her unvaccinated status challenged the local ordinance requiring vaccinations for schoolchildren, arguing that the ordinance violated the Equal Protection and Due Process Clauses of the Fourteenth Amendment. Relying on Jacobson, the Supreme Court rejected the constitutional challenges, concluding that “it is within the police power of a State to provide for compulsory vaccination” and that the ordinance did not bestow “arbitrary power, but only that broad discretion required for the protection of the public health.”
All 50 states, as well as the District of Columbia, currently have laws requiring specified vaccines for students. This requirement is generally subject to certain exemptions, which vary from state to state.
While all student immunization laws grant exemptions to children for medical reasons (e.g., if a child is allergic to vaccines or immunocompromised), most but not all states grant religious exemptions for those whose beliefs counsel against immunization. Sixteen states also provide a broader philosophical exemption for those who object to immunizations because of personal, moral, or other beliefs.
While compulsory vaccination requirements have faced legal challenges since Jacobsen and Zucht, courts have consistently rejected these challenges and given considerable deference to the use of the states’ police power to require immunizations to protect the public health. A number of relatively recent decisions, for instance, have concluded that a state is not constitutionally required to provide a religious exemption, upholding compulsory vaccination laws that provide only a medical exemption. In states that provide a religious exemption and where parents have filed suit to challenge their unsuccessful invocation of the exemption, courts, applying the relevant state law, have, at times, scrutinized whether their objections to vaccination are based on a sincere religious belief.

Was Washington State 2019 Measles"outbreak" a practice drill for implementing government control over healthcare?
The Covid-19 outbreak is currently used to justify all kinds of drastic changes in public policy in Washington State.
But how did we get to the point where state gov't can institute those kind of changes?
Digging on measles outbreaks in Washington, we found that measles served as a "gateway disease" for mandating changes in public policy -
especially vaxxing policy.
The interesting part is that outbreaks of measles have really not involved that many cases or resulted in serious complications.
Measles outbreaks have not, for example, been as deadly as those of N1H1, Zika or Ebola.
The 1990 outbreak was notable in that there were 5x as many cases as in the previous year (266; see below). In 2019, although there were only 87 cases, this was touted as "the most cases the state has seen since 1990" (see below). In both cases, there was a lot of emphasis placed on MMR vaccinations.
So here is the question:
Was the gov't stance on the 2019 measles outbreak a dress rehearsal for policies we now see implemented with Covid-19??
Was the DS "testing the waters" to see how people would react?
Are the current Covid policies further testing the waters, to see how far WA state can push its totalitarian agenda?

In 2019, Washington had two outbreaks of measles, and one case of measles that was not part of an outbreak, totaling 87 cases. This is the most cases the state has seen since 1990. The first outbreak was January through May with 72 confirmed cases. The second outbreak began May 9 and had 14 confirmed cases. It was declared over August 28, 2019.

Prior to the measles vaccine in 1962, there were between 400 and 500 measles-related deaths reported in the U.S per year. That figure comes out to 0.000263% of a U.S population of 190 million at the time. But, while it was extremely unlikely for someone in the general population to die from the disease, how deadly was the measles for someone who actually got the disease? According to the Center for Disease Control (CDC), there were 432 measles-related related deaths based on 503,182 measles cases that year. That translates to a percentage of 0.09%. What about death rates from measles cases during the post-vaccine days? Since 1962, there have been three epidemics of measles outbreaks in vaccinated populations here in the U.S: 1970-1972, 1976-1978. In the most recent epidemic from 1989-1991, 55,000 measles cases that year resulted in about 123 deaths. That means 0.22% of measles victims died. Or, you could also say that 99.78% of those with the measles did not die. Either way you look at these numbers, pre or post-vaccine, they hardly warrant the fear, attention, and scare-mongering we are reading about and watching in our mainstream news today.

Having looked at the actual risks of the disease, what is the reason for the hype and hysteria from our media about getting the measles? This has everything to do with politics. It is primarily an attack on the anti-vaccination movement. Sadly, the masses have been led to believe that the unvaccinated are to blame anytime an infectious disease outbreak occurs. We saw with Ebola that in most cases, advanced societies are equipped to handle these diseases without vaccinations. If and when the Ebola vaccine is invented, it will be given all the credit for eradicating a disease that would have never spread, anyway. This type of panic over measles, however, presents real danger to our freedom. No single person should be forced to inject something into their bodies against their own will. This is what the vaccine pushers are striving for. It's okay if they want to believe in vaccines, but it is important that we are not taking away human rights from those who choose to think for themselves.

A Washington state House committee on Friday passed a bill to ban the personal or philosophical exemption for the vaccine against measles, mumps and rubella (MMR) for school-age children amid an outbreak of the virus.
Gov. Jay Inslee (D) declared a state of emergency in Washington late last month following a measles outbreak.
There have been 53 confirmed cases of measles as of Thursday afternoon, according to health officials in Clark County, an anti-vaccination “hot spot” near Portland, Ore., where a vast majority of this year’s measles cases have been located.
Of the 53 confirmed cases, 47 people were not immunized against the illness and one had the MMR vaccine. The immunization status of five people have not yet been confirmed and one person was previously hospitalized.

Massive Beacon Hill fire one of 10 possible arsons in south Seattle this summer

The fire at a construction site Thursday was deemed arson, and now Seattle fire investigators are concerned about an uptick in fire activity in the same area.
SEATTLE— A large fire at a construction site in north Beacon Hill early Thursday morning was ruled arson and now Seattle fire investigators are looking into several other fires in the area that were also intentionally set.
Seattle Fire Chief Harold Scoggins said in a media briefing Thursday evening, "In the last 30 days, in the area around Rainier and on Beacon Hill, our arson investigators and SPD'sArson Bomb Squad has identified 10 fires in this area that have been intentionally set,there have also been a number of other fires set in and around Rainier, mostly smaller in nature."
Scoggins said Thursday morning's fire was the fourth time in the last 30 days that that same location in the 1000 block of Sturgis Ave. S. has been targeted.
The uptick in fire activity is a "cause for concern," Scoggins said. The chief made a plea to the public to be vigilant and call 911 if people see anything, or anyone, suspicious in the area.
"If you see someone, please call 911, please try and get a good description," said Scoggins. He also recommended people living in the area to clean up any debris or trash that could be easily set on fire.
Seattle firefighters were alerted to the fire at a construction site in the 1000 Block of Sturgus Ave. S. around 5:45 a.m. Thursday. The construction site is located just south of I-90 near the Rainier exit.
Seattle Fire said crews could see a black column of smoke while they were on their way to the scene. Upon arrival, firefighters found a three-story building engulfed in flames and the fire had spread to nearby structures. A total of four buildings under construction were damaged, Seattle Fire said.
More than 50% of Seattle’s firefighters responded to the scene, including 14 fire engines and four ladder trucks. The blaze was upgraded to a 3-alarm fire at the height of the incident. Nearby occupied buildings were evacuated, and residents were asked to close their windows and doors to avoid exposure to the smoke.
The Washington State Department of Transportation said there were reports of embers falling onto I-90.

SEATTLE — Several days after two drivers reported their vehicles were damaged, dashcam video caught a man standing alongside Interstate 5 Thursday who appears to be throwing objects at passing cars.
In the video, a man standing near the Dearborn Street sign just south of downtown Seattle on southbound I-5 appears to throw a rock that hits a passing white car.
The driver provided the dashcam footage to KING 5 and the Washington State Patrol. He incident happened around 5:30 p.m. on Thursday.
They are at least the third and fourth vehicles to have been reportedly struck by objects thrown at cars on the freeways
On Tuesday, two drivers escaped injury when their cars were hit by objects near overpasses on I-5 and I-90. One driver said she saw a man standing on the side, throwing an object that looked like a "brick."

Portland Mayor: Unrest 'Will Ultimately Burn Itself Out'

Portland’s mayor claimed the unrest that’s plagued the city since May will “burn itself out,” in remarks published just hours before rioters set fire to the police union building and attacked police officers.
“I believe this will ultimately burn itself out,” Ted Wheeler, a Democrat who serves as the city’s mayor and police commissioner, told Oregon Public Broadcasting (OBP).
Wheeler said he’s working on a plan that will accelerate the end of the rioting.
City and state officials have struggled to quell the unrest.
Wheeler said a mix of appeasement and deescalation, or having officers not engage with demonstrators, was working until federal officers surged to the city last month to protect a U.S. courthouse that Trump administration officials said was nearly overwhelmed.
In a briefing on July 17, Wheeler revealed his plan.

“We get rid of the feds. Number two, we contain and deescalate the situation. Number three, we clean up downtown. Number four, we open up for business. That’s the plan,” he told reporters.
That hasn’t worked. Repeated clashes at the courthouse stopped by the end of the month, but rioters have turned to other buildings, including police precincts and the Portland Police Association office.
Sixty-two people have been arrested since Sunday night as things seem to be intensifying, not dying down.
For at least the third time, a crowd on Monday targeted the police union building in north Portland. They cut power to the office and lit the building on fire, the Portland Police Bureau said in an incident summary. Someone poured what appeared to be an accelerant on the fire, causing it to quickly get bigger.
Police officers moved in to disperse the mob and clashed with rioters for hours, ultimately arresting 25 people, primarily Portland residents. A baton, a dagger, and multiple knives were among the weapons found on those arrested. Charges included interfering with an officer, riot, and disorderly conduct.
Many charges will likely be dropped under a new policy from the district attorney who oversees the city.
Earlier Tuesday, acting Homeland Security Security Chad Wolf urged Oregon Gov. Kate Brown, a Democrat, to take action.

Brown should deploy the National Guard, send Oregon state officers back to Portland, or request assistance from the Trump administration, according to Wolf.
“Portland law enforcement is doing what they can but need help to proactively address violence,” he said.
Wisconsin Gov. Tony Evers, a Democrat, sent National Guardsmen to Kenosha Monday to try to help keep the peace, but rioting still took place overnight.
Wheeler blamed the continued violence in his city on a small group of people. The main question, he told OBP, is, “How do you hold that small number of people accountable without infringing on the First Amendment rights of everyone else?”
Police officers have tried a number of different tactics, he added.
“They’ve tried everything from not showing up to preemptively dispersing crowds, and some of those strategies, in my opinion, have worked well. Others have not worked well,” he said. “My expectation is the police bureau will evolve, and as they see a need for change, they’ll change.”

Among the areas affected by the closures:
Westbound I-90 is closed from the Grant County line to Ritzville until further notice due to poor visibility and multiple collisions and pileups. Long traffic backups are forming in the area. Long delays are expected.
U.S. Highway 395 is closed in both directions from State Route 26 to Ritzville due to blowing dust and poor visibility. There are multiple collisions blocking now both directions. Crews are having a hard time closing the road due to the collisions in the area. A 30-mile backup has already formed and motorists are warned to avoid the area.
U.S. Highway 2 is closed in both directions from milepost 163, approximately 13 miles east of Waterville at the junction with SR 172, to milepost 187.5 at the junction with SR 17 due to heavy smoke and fire in the area. There is no detour available and motorists are encouraged to use an alternate route. There is currently no estimated time for reopening.

Seattle’s Pier 58 partially collapses, injuring two construction workers

Two people were injured Sunday afternoon when parts of Pier 58 on the Seattle waterfront collapsed.
Medics and firefighters arrived to the scene on Alaskan Way around 4 p.m. where two construction workers had reportedly fallen into the water. The two people were quickly pulled out before the fire department arrived. They were treated at the scene and transported to Harborview Medical Center in stable condition.
Mayor Jenny Durkan’s office said seven people were removing a concrete section of the pier, which has been closed to the public since August 6 for removal, when the collapse occurred. Safety protocols have been put into place for the construction work. All workers on the pier Sunday were wearing flotation devices, according to the mayor’s office.

Department Of Justice Identifies New York City, Portland And Seattle As Jurisdictions Permitting Violence And Destruction Of Property
Identification is Response to Presidential Memorandum Reviewing Federal Funding to State and Local Governments that are Permitting Anarchy, Violence, and Destruction in American Cities
The U.S. Department of Justice today identified the following three jurisdictions that have permitted violence and destruction of property to persist and have refused to undertake reasonable measures to counteract criminal activities: New York City; Portland, Oregon; and Seattle, Washington. The Department of Justice is continuing to work to identify jurisdictions that meet the criteria set out in the President’s Memorandum and will periodically update the list of selected jurisdictions as required therein.
The list was published on DOJ’s website today in response to President Trump’s memorandum of September 2, 2020, entitled “Memorandum on Reviewing Funding to State and Local Government Recipients That Are Permitting Anarchy, Violence, and Destruction in American Cities.”
“When state and local leaders impede their own law enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest,” said Attorney General William P. Barr. “We cannot allow federal tax dollars to be wasted when the safety of the citizenry hangs in the balance. It is my hope that the cities identified by the Department of Justice today will reverse course and become serious about performing the basic function of government and start protecting their own citizens.”
Criteria for evaluating each city is below:
Whether a jurisdiction forbids the police force from intervening to restore order amid widespread or sustained violence or destruction.
Whether a jurisdiction has withdrawn law enforcement protection from a geographical area or structure that law enforcement officers are lawfully entitled to access but have been officially prevented from accessing or permitted to access only in exceptional circumstances, except when law enforcement officers are briefly withheld as a tactical decision intended to resolve safely and expeditiously a specific and ongoing unlawful incident posing an imminent threat to the safety of individuals or law enforcement officers.
Whether a jurisdiction disempowers or defunds police departments.
Whether a jurisdiction unreasonably refuses to accept offers of law enforcement assistance from the Federal Government.
Any other related factors the Attorney General deems appropriate.

Shootings in New York City have been on the rise since looting and protests began on or about May 28, 2020. For July 2020, shootings increased from 88 to 244, an increase of 177% over July 2019. In August 2020, shootings increased from 91 to 242, a 166% increase over August 2019.
While the city faced increased unrest, gun violence, and property damage, the New York City Council cut $1 billion from NYPD’s FY21 budget.
The budget resulted in the cancellation of the new police recruiting class, cuts to overtime spending, and the transfer of certain police functions, including school safety, out of the NYPD.
Meanwhile, the Manhattan and Brooklyn District Attorneys have declined to prosecute charges of disorderly conduct and unlawful assembly arising from the protests, and the District Attorneys in Queens and the Bronx have declined to prosecute other protest-related charges.
Both Mayor de Blasio and Governor Cuomo have forcefully rejected federal law enforcement support.

Portland, Oregon
This month, Portland marked 100 consecutive nights of protests marred by vandalism, chaos, and even killing.
Those bent on violence regularly started fires, threw projectiles at law enforcement officers, and destroyed property. Numerous law enforcement officers, among others, suffered injury.
Shootings increased by more than 140% in June and July 2020 compared to the same period last year.
In the midst of this violence, the Portland City Council cut $15 million from the police bureau, eliminating 84 positions. Crucially, the cuts included the Gun Violence Reduction Team, which investigates shootings, and several positions from the police team that responds to emergency incidents.
In August, Portland Mayor Wheeler sent a letter to President Trump expressly rejecting the Administration’s offer of federal law enforcement to stop the violent protests.
Seattle, Washington
For nearly a month, starting in June, the City of Seattle permitted anarchists and activists to seize six square blocks of the city’s Capitol Hill neighborhood, naming their new enclave the “Capitol Hill Autonomous Zone” (CHAZ) and then the “Capitol Hill Occupied Protest” (CHOP).
Law enforcement and fire fighters were precluded from entering the territory. The Seattle Police Department was ordered to abandon their precinct within the CHOP.
Person-related crime in the CHOP increased 525% from the same period of time in the same area the year before, including by Mayor Durkan’s own count “two additional homicides, 6 additional robberies, and 16 additional aggravated assaults (to include 2 additional non-fatal shootings).”
The CHOP was allowed to stand for nearly a month, during which time two teenagers were shot and killed in the zone.
The Seattle City Council, Mayor Durkan, and Washington Governor Jay Inslee publicly rejected federal involvement in law enforcement activities within the city of Seattle.
