Top policymakers in India have started discussions on a framework that will attract global investors looking to shift manufacturing to the South Asian country, a senior government official told The Economic Times.

“This is needed as multinational companies looking at relocating from China to India would prefer flexible central laws over state laws for uniformity of operations across different locations,” the official told the daily newspaper.

The states of Uttar Pradesh, Madhya Pradesh and Gujarat have passed executive orders exempting new establishments from most labor rules. So, businesses there have been allowed to extend working hours from eight to 12 hours per day as part of the reforms.

Consultations with stakeholders were initiated by the labor ministry soon after the government’s announcement of the $266 billion (Rs 20 lakh crore) Covid-19 relief package.

“Industry has requested the government to create a right ecosystem for employers to grow while keeping in mind the wellbeing of workers,” an unnamed person familiar with the matter told the ET, adding that restricting exemption from labor laws to just new establishments (as proposed by some states) was not justified.

According to another informed comment, one of the proposals being examined is speeding up the reform measures.

“Ordinance route could be adopted to enact the labor codes,” this official said.

Earlier this month media reported that India’s government had reached out to more than 1,000 US businesses with an offer to relocate from China. Among those companies were medical equipment producers, food processing units, textiles, leather and makers of auto parts.

New Delhi has reportedly offered to ease tax and labor laws, and to allow easier access to land. Before Biden became the presumptive Democratic nominee, his campaign already had big billionaire support. Forbes found that moderate Kamala Harris, with 46 donors, initially had the most billionaire donors, according to FEC filings. Others, like Cory Booker and Pete Buttigieg, also attracted dozens of billionaire supporters. Now many of those donors appear to be coalescing around Biden.

Then there are super-PACs, groups technically separate from campaigns that can nonetheless support a particular candidate—and accept unlimited amounts of money. Many of Biden’s richest supporters are already making six- and seven-figure donations to super-PACs supporting the former vice president’s campaign, including Unite The Country, which has spent $12.1 million on pro-Biden advertising so far, according to the latest public filings. Donors include LinkedIn cofounder Reid Hoffman, hedge funder Jim Simons and film producer Sidney Kimmel.

Methodology

Forbes looked for donations from those who appeared as part of the 614 American billionaires on the 2020 World’s Billionaires list published April 7, 2020, and all of their publicly identifiable spouses. We used that list to search Federal Election Commission filings, which show donations to candidate committees. We counted individual itemized contributions made in increments of at least $100 to the Biden For President campaign committee, then reviewed addresses and employment information to confirm identities. For this analysis we did not count donors who have only given to super-PACs. It’s possible some contributions have been returned since the close of the reporting period. We reached out to every person we found to get their feedback. It’s possible we missed someone. We’ll continue searching through the 2020 election.

The life of an infant with disabilities has the same value as that of the wisest person on earth. An 80-year-old “vegetable” cannot be sacrificed to save the life of a 20-year-old genius. The Talmud tells the story of a man who was threatened by the hoodlum that ran his city that he’d be killed unless he kills a certain person. The great sage Rava told this man: “What makes you think that your blood is redder than that person’s blood?”

Torah law goes so far as to rule that an entire city cannot be saved by giving up a single individual. Because each and every life is of Divine — and therefore infinite — significance. Ten thousand infinities aren’t any “more” than one infinity…

In light of the above, it is surprising to find the following law in the Torah (derived from Deuteronomy 22:26): Habah l’hargecha hashkem l’hargo — “If someone is coming to kill you, rise against him and kill him first.” (This law applies equally to someone coming to kill someone else — you’re obligated to kill the murderer in order to save his intended victim.)

This law seems to contradict the principle of life’s infinite value. If no life can be deemed less valuable that any other, what makes the victim’s life more valuable than the murderer’s life? Furthermore, this rule applies to anyone who is “coming to kill you” — he hasn’t even done anything yet! Maybe he won’t succeed? Maybe he’ll change his mind? Nor does the law say anything about trying to run away. It says: If someone is coming to kill you, rise against him and kill him first.

The same Torah that tells us that G‑d placed a spark of Himself in every human being, thereby bestowing upon his or her physical existence a G‑dly, infinite worth — that same Torah also tells us that G‑d has granted free choice to every person. Including the choice — and the power — to corrupt his or her G‑d-given vitality and turn it against itself, using it to destroy life. A person can choose to turn himself into a murderer — someone who is prepared to destroy life in order to achieve his aims. In which case he is no longer a life, but an anti-life.

To kill an anti-life is not a life-destroying act, it is a life-preserving act. It is not a violation of the commandment “Do not kill,” but its affirmation. Without the law, “If someone is coming to kill you, rise against him and kill him first,” the principle of life’s infinite value is nothing more than an empty slogan, a mere idea.

Judaism is not an idea. It is a way of life — G‑d’s ideas made real.
