2012–Votes cast by absentee and early voting have more than doubled in the past 12 years, leading the report's authors to warn that these voter-friendly initiatives could sabotage the accuracy of the overall election process.

The biggest challenge to voting accuracy in the U.S. isn't hanging chads or hacked voting machines—it's the mail. A new report by the Voting Technology Project (VTP)—a joint venture between the California Institute of Technology and the Massachusetts Institute of Technology—finds that even though absentee ballots account for about only a quarter of all ballots cast during an election, the number of uncounted absentee and election-day ballots may be roughly the same.

The researchers estimate that up to 3.9 million absentee ballots were requested but not received by voters in the 2008 presidential election. Another 2.9 million ballots sent to voters requesting them were not returned for counting. And 800,000 returned absentee ballots were rejected for one reason or another. In all, 21 percent of requested absentee ballots were never counted in 2008.

States should discourage absentee balloting among voters who do not require this service.

Likewise, election officials should quash the idea of Internet voting until the technology can be secured and audited.

The researchers also call for additional research into new methods to get usable ballots to military and overseas civilian voters securely, accurately and quickly, and to make sure those ballots are returned in time to be counted.

Obama Justice Department excuses failure to deliver ballots to troops–April 16, 2012

Military voters must feel like Bill Murray’s character in Groundhog Day. Election after election, certain state and local election officials fail to meet the deadline for sending absentee ballots. The outcome is often the same - thousands of ballots are received too close to the election to be returned or, if they are returned, the ballots arrive after the deadline to be counted. In either case, the military voter is disenfranchised.

Congress attempted to fix this time loop in 2009. The MOVE Act was a new law that created a simple requirement: State and local election officials had to send absentee ballots to military voters at least 45 days before an election. Yet, this simple requirement has been hard to follow.

In 2010, for example, local election officials in at least 14 states failed to comply with the new law. The worst offenders, counties and boroughs in New York and Illinois, missed the deadline by more than two weeks. More than 40,000 military and overseas ballots were impacted by this failure with many of the ballots being sent only 25 days before the election.

Two years later, military voters are waking to the same rotten story in the presidential primaries.

Thus far, at least three states - Alabama, Ohio and Wisconsin - have had local election officials that failed to mail their absentee military ballots on time. Wisconsin and Alabama are repeat offenders from 2010.

Much of the blame for this recurring nightmare rests with the Department of Justice and its Voting Section. Time and again, the Voting Section has been dilatory in its investigations and has failed to take timely action. These failures were well documented in 2010.

But, even when the Voting Section does act, the negotiated settlements with states often lack meaningful relief or real consequences for the local election officials who missed the deadline.

Take, for example, the case against New York in 2010. Even though standard mail delivery to a war zone may take 30 or more days for the one-way delivery of a ballot, the Voting Section negotiated a settlement that allowed counties and New York City to mail absentee ballots using standard mail delivery. In other words, many of the ballots sent under the agreement would not arrive before the election.

The flawed nature of the New York settlement soon became evident. According to New York’s official data, local election officials rejected more than 30 percent of the absentee ballots that were returned by military voters in 2010. These voters should have been protected by the Voting Section, but they weren’t.

Military votes don't count

Nor has the Voting Section learned anything from 2010. Like the New York case, the Voting Section is once again allowing local election officials to mail absentee ballots to war zones less than 30 days before the election. In Wisconsin, many of the ballots were sent less than 25 days before the election. That is simply not enough time.

The problem in Wisconsin, however, may be much worse than reported. According to settlement agreement, there were at least 350 municipalities that failed to disclose whether they mailed their ballots or whether they mailed them on time. In other words, it is unclear whether nearly 20 percent of the municipalities in Wisconsin sent absentee ballots at all or on time.

Shockingly, the Voting Section took no real action against these nonreporting municipalities. The consent decree required the state to issue an order demanding the data, but provided no consequence for noncompliance. Not surprisingly, 56 municipalities didn’t bother to respond before the election. Their service members in these towns were abandoned by the Voting Section.

Ultimately, if military voters have any hope of ending this time loop, the Voting Section must be willing to demand relief that fully protects our military members and provides real consequences for those election officials failing to comply with the law.

For example, in both Wisconsin and New York, the Voting Section should have demanded that counties and municipalities send all absentee military ballots via express mail delivery - especially if they were being sent to a war zone. That remedy not only would have provided additional protection for the troops, it would have provided a real incentive to avoid future violations.

To the extent that local jurisdictions are unwilling to respond to official requests by state and federal officials, as was the case in Wisconsin, they should be hauled to court. That, too, will provide a little incentive to avoid future violations.

Unfortunately, the Voting Section failed to achieve either outcome and, thus, no one should be surprised when these same violations occur in November.

Both greater than or equal to 10(4.2) TCID50 of cell-free and greater than or equal to 10(3.6) TCID50 of cell-associated forms of HIV were also shown to be inactivated. Encephalomyocarditis virus, used as a model for nonenveloped viruses, was not inactivated. Equivalent virus kill with Photofrin II required a substantially higher concentration of dye and longer exposure to visible light. Following AIPcS4 treatment, red cell integrity was well maintained as judged by the low level (less than 2%) of hemoglobin release immediately following treatment and on subsequent storage, by measurements of erythrocyte osmotic fragility, and by the normal recovery and circulatory survival on infusion of treated, autologous red blood cells in baboons. Treatment of PC with 10 microM AIPcS4 and 44 J/cm2 visible light also resulted in effective virus kill (greater than or equal to 10(5.5) TCID50) of VSV; however, both the rate and extent of platelet aggregation in response to collagen addition declined by at least 50%. Based on these results, further characterization of AIPcS4-treated RBCC is justified.

It’s a trick question, actually, because nobody knows for sure. To wit, 68,000, or one percent of all ballots cast by mail in California went uncounted in 2012.

Even if your vote by mail ballot is, as the absentee voter anthem says, “Signed, Sealed, Delivered,” it might not get counted. Not only are vote-by-mail ballots twice as likely to go uncounted than those cast in person, the rejection rate for absentee ballots in California is among the highest in the country.

In some cases, the tens of thousands of Californians whose vote-by-mail ballots were rejected were not only unnecessarily disenfranchised by problems within the vote-by-mail system, they were unaware that their votes weren’t being counted at all.

New article published in Journal of Materials Chemistry A: Materials for Energy and Sustainability. Fluoro aluminum phthalocyanine (F-AlPc) was synthesized by simply heating a DMSO solution of chloro aluminum phthalocyanine (Cl-AlPc) in the presence of CsF, KF or NaF for less than an hour. The resulting F-AlPc has a significant blue shift in the absorbance of ≈ 8 nm in solution and ≈ 130 nm in a solid film compared to Cl-AlPc. Ultraviolet photoelectron spectroscopy (UPS) identified a change in work function and EHOMO of as much as 1 eV between Cl-AlPc and F-AlPc. Preliminary planar heterojunction (PHJ) organic photovoltaic (OPV) devices were then fabricated using F-AlPc as an electron donating material paired with C60 and a ternary device including a Cl-AlPc interlayer. Additionally an all AlPc device where F-AlPc functioned as the electron donor and Cl-AlPc as the electron acceptor was fabricated. The EQE plots of the resulting PHJ OPV devices illustrate that an exciton-rectifying layer is present between the Cl-AlPc and F-AlPc layers in the ternary devices as well as the all AlPc device. These results further exemplify that the seemingly minor change from chloride to fluoride in the AlPc structure has significant implications in optoelectronic properties and functionality of AlPc in PHJ OPV devices.

Dutch police probing the case of a family who were locked away on an isolated farm for nine years are examining possible satanic links.
