The International Monetary Fund (IMF) has approved another tranche of its loan to Ukraine despite acknowledging that Kiev isn’t on schedule implementing reforms aimed at tackling corruption.

In a statement issued on Monday, the IMF said its Executive Board had completed the first review of Ukraine’s 48-month Extended Fund Facility (EFF), approving the release of a $690 million tranche.The latest payment brings total IMF disbursements under the $8.1 billion loan programto approximately $2.2 billion, according to the fund.

The IMF said the program’s performance hasbeen “broadly satisfactory,” but noted that reform implementation had slowed. It cited “slippage” in structural reforms, including governance and anti-corruption measures. “Several structural benchmarks [were] completed with a delay or missed,” it said, adding that revised timelines for key reforms had been agreed upon.

Anti-corruption reforms have long been among the IMF’s central conditions when lending to Ukraine.Under the loan program, Kiev pledged to strengthen anti-graft institutions, improve governance, and implement a series of structural reforms, with each tranche of funding contingent on regular reviews of its progress.

The IMF’s latest tranche follows a sweeping cabinet reshuffle that saw several senior officials replaced, including Defense Minister Mikhail Fedorov, who acknowledged that he had failed to complete reforms of the corruption-hit ministry.

Ukraine’s military has been rocked by repeated graft scandalssince the escalation of the conflict in 2022, with investigators uncovering procurement schemes involving inflated prices for food, ammunition, armored vehicle components, drones, and electronic warfare equipment.

A series of high-profile corruption scandals has also hit Ukraine’s energy sector. In November 2025, authorities uncovered a $100 million kickback scheme at state nuclear company Energoatom allegedly run by Timur Mindich, a close business associate of Vladimir Zelensky who was dubbed “Zelensky’s wallet” by the media.

In June, Ukrainian anti-corruption authorities announced that they had uncovered another Energoatom graft scheme involving thealleged theft of at least $3.8 million in public fundsthat investigators also linked to Mindich.

Czech Prime Minister Andrej Babis has dismissed two Western-backed military initiatives related to Ukraine,arguing that Prague does not need to be part of them.

Asked on Monday whether the Czech Republic would join the newly announced Anti-Ballistic Missile Coalition, aimed at building an architecture against ballistic missile threats, he replied thatit would likely become “another declaration from which nothing will come out.”

“Being in some coalition on paper, like the ‘Coalition of the Willing’, achieved nothing. It never produced anything, just politicians talking. I don’t need to be part of such a coalition,” Babis said, as cited by TASR news agency on Monday.

“The result of the Czech Republic’s participation in the ‘Coalition of the Willing’ is zero,”he added.

The France and UK-led group has long called for deploying troops in Ukraine in the event of a ceasefire, despite Moscow’s repeated warnings that any NATO troops on Ukrainian territory would become legitimate military targets.

Babis’ party won last year’s electionon a nationalist platform that included reversing the Ukraine aid policychampioned by his predecessor, Petr Fiala, and urging a diplomatic resolution of the conflict with Russia instead.

Babis’ remarkscome amid growing criticism of Western military support for Ukraine among several Central European governments. Earlier this month, Bulgarian Prime Minister Rumen Radev said Sofia had no place in the ‘Coalition of the Willing’because it opposed continued military and financial aid to Kiev.

Slovak President Peter Pellegrini has likewiseruled out contributing to NATO’s latest €70 billion ($80 billion) military assistance package for Ukraine, while Hungary has consistently refused to provide military aid.

Washington is reportedly pressuring the new UK prime minister to continue his predecessor’s policy

US President DonaldTrump is allegedly pressing the new British prime minister, Andy Burnham, to continue allowing American forces to use UK military bases for strikes on Iran, The Telegraph claimed on Tuesday.

The report came after the two leaders held their first phone call on Monday, shortly after Burnham formally took office. Trump described the conversation as “very good”andpraised the “outstanding relationship”between the US and UK.

According to Trump, the two discussed North Sea oil, trade, their military alliance, and the demining of the Strait of Hormuz, among other issues. Burnham also invited the US president to Manchester for next year’s G20 summit.

Neither side publicly said whether the use of British military facilities was discussed. However, The Telegraph reported that Washington has demanded that Burnham continue to let the US use RAF Fairford in Gloucestershire and Diego Garcia, the British-controlled military base in the Indian Ocean.

A US official told the newspaper that Trump remained deeply disappointed with NATO countries that had refused or restricted American access to their bases during the US-Israeli war on Iran.

Burnham’s predecessor, Keir Starmer, initially rejected a US request to use Diego Garcia for strikes on Iran. The decision angered Trump, who later said he was “very disappointed” in the British prime minister, and contributed to a sharp deterioration in relations between London and Washington.

Britain later allowed American aircraft to operate from RAF Fairford, but the base has since become a focus of anti-war protests demanding that London prevent British territory from being used in attacks on Iran.

Burnham has not publicly stated whether he intends to maintain or expand US access, or prevent further strikes from British-controlled facilities, which would likely further sour relations with the US.

His decision is expected to be shaped by opposition within the Labour Party, where a significant number of legislators have criticized the US-Israeli war on Iran, and by his own cabinet after appointing Ed Miliband as foreign secretary. The Daily Signal is reporting that the Trump administration and the US Postal Service have won a key court fight over mail-in ballot oversight.

For years, Republicans have been demanding answers on how mail-in ballots are handled, tracked, and counted in this country. And for years, the DC establishment and the failed mainstream media told us there was nothing to see here.

Now, a court has handed the Trump administration and the USPS a victory on ballot oversight. This is horrible news for Democrats, who continue to obstruct and block any move by President Trump to secure our elections. Why is that?

The ruling says that states must submit their mail-voter lists at least , and every ballot envelope must carry a uniquely serialized barcode so each ballot is tracked outbound and returned.

The appeals court found the Postal Service made a “strong showing that they will likely succeed” and that the new policy would be “neither constitutionally nor prudentially ripe for review.” The court also said the policy was not affected by the NAACP settlement. Further, the panel found it could cause “irreparable harm” if the Postal Service is unable to finalize and implement the rule before the November midterm elections…

…However, the Trump administration still must clear another hurdle. In a separate lawsuit, U.S. District Judge Indira Talwani on June 25 sided with Democrat-led states that argued the Postal Service rule would interfere with states’ rights to oversee elections. The two lawsuits were argued on different grounds, but Judge Emmet Sullivan’s pause on the USPS rule remains in place.

On March 31, President Donald Trump issued a March executive order that directed his administration, primarily the Department of Homeland Security and the Department of Justice, to compile a list of confirmed U.S. citizens from each state who would be legal voters.The DHS was instructed to use federal data ​to help state election officials verify eligible voters. The executive order also directed the U.S. Postal Service to only deliver ballots to voters on each state’s approved mail-in ballot list. The order directed the Postal Service to propose a final rule by Aug. 3.

Space Base Delta 1 and the National Security Space Institute hosted a speaking event July 11, featuring Dr. Andrew Aldrin, executive director of space programs at Embry-Riddle Aeronautical University and the son of Apollo 11 astronaut Buzz Aldrin.

The event, titled, “Navigating the Next Era of Space Development: Lessons of the Past.

Guidance for the Future.,” focused on the evolution of commercial activity in space, the rapid expansion of the broader aerospace sector, and strategies for managing future industry risks and opportunities.

In his speech, Aldrin called particular attention to the space ecosystem, allowing Guardians and Airmen to better understand their position within the evolving space domain and tying their role in space defense to Aldrin’s space pioneering heritage.

“The Apollo era continues to serve as an inspiration and is why many Guardians choose to serve,” said U.S. Space Force Col. Kenneth F. L. Klock, SBD 1 commander. “Dr. Aldrin’s expertise in space helps to tie together that legacy and the future of the space ecosystem.”

Jokingly calling himself “the second son of the second man on the moon,” Aldrin kicked off the hour on what he calls the waves of space commercialization. He explored the history of space development, the rise of commercial space enterprises, and his perspective on what is yet to come.

“People out there want to learn about space, and they want to learn about more than the engineering,” he said. “We do a great job of teaching engineers.

We do a less great job of teaching people what the whole ecosystem is and what that means, so that is what I am going to talk about today.”

According to Aldrin, the space ecosystem is constantly shifting and evolving, making adaptability a crucial trait for Guardians and Airmen.

“Managing uncertainty is the most important task of the U.S. Space Force,” said Aldrin.

“The event was great because we were given an external view on commercial space,” said Tech. Sgt. Tanner Manosa, NSSI deputy director for the chief of plans and programs and event project officer.

“Guardians are generally more focused on military space and how we use it, but we also have commercial space available. Dr. Aldrin gave us a look into how we can integrate commercial space into military usage, not only for the Space Force, but all the branches.”

During a recent segment where they discussed the topic,legal analyst Elie Honig listed all of the reasons why Mamdani’s claims are utterly false.

He notes that all aspects of foreign policy and diplomacy are handled by the federal government, not local jurisdictions. He also points out that thearrest warrant that Mamdani is referencing in this case is from a body that is not even recognized by the United States.

The other people on the panel laugh along because they know Honig is absolutely right about this.

SpaceX will launch a trailblazing satellite-servicing mission today (July 21), and you can watch the action live.

A Falcon 9 rocket is scheduled to lift off from Florida's Cape Canaveral Space Force Station today during a nearly four-hour window that opens at 5:15 p.m. EDT (2115 GMT). You can watch it live via SpaceX beginning about 15 minutes before launch.

SpaceX calls today's launch MRV-MEV because it will send up a Mission Robotic Vehicle and three Mission Extension Pods (MEPs). These spacecraft will be operated by SpaceLogistics, a subsidiary of Virginia-based aerospace giant Northrop Grumman.

MRV-MEV is headed to geostationary orbit (GEO), 22,236 miles (35,786 kilometers) above Earth.

At this altitude, orbital speed matches the velocity of our planet's rotation, allowing spacecraft to "hover" over the same patch of ground continuously. For this reason, GEO is a popular destination for spy, communications and weather satellites.

The new mission will work to extend the lives of such satellites. The MRV is equipped with two 10-foot-long (3 meters) robotic arms, each built by the U.S. Naval Research Laboratory.

It will use those arms to attach the MEPs — the first three ever to launch — to three separate satellites in GEO.

"Once installed, the MEP uses electric propulsion to provide orbit control and momentum unloading for a client satellite," Northrop Grumman wrote in an MEP fact sheet.

"The MEP is controlled by the customer via a self-contained C- or Ku-band telemetry and command system, and [is] capable of providing up to eight years of life extension for a typical 2,000 kg satellite in GEO."

The Australian satellite operator Optus booked one of the MEPs, and Intelsat hired out the other two, according to Tech Times.

The MRV and MEPs will reach GEO separately. When it's rendezvous time, the robotic-armed spacecraft will grab an MEP and ferry it over to its client satellite, Tech Times reported.

The MRV will then remain in GEO after it has installed the third MEP, waiting for other such "satellite jetpacks" to reach orbit.

In addition to installing MEPs, the MRV "can relocate, inspect, repair and upgrade spacecraft while in orbit," Northrop Grumman's website states.

"MRV includes a Northrop Grumman-developed Passive Refueling Module (PRM), the first refueling interface standard approved by the U.S. Space Force, which enables MRV to be refueled in orbit," it adds.

"With advanced robotics technology and Northrop Grumman's proven experience in satellite servicing, the mission delivers an unprecedented capability and new class of system that can continuously evolve to support novel or increasingly advanced missions for our nation, making assets in space more resilient."

That "proven experience in satellite servicing" consists of two previous Northrop Grumman projects.

Mission Extension Vehicle-1 (MEV-1) — the first-ever commercial satellite-servicing spacecraft — launched in October 2019 and successfully rendezvoused with its target in GEO (the communications satellite Intelsat 901) four months later.

MEV-2 launched in August 2020 and docked with Intelsat 10-02 the following April.

Neither MEV-1 nor MEV-2 used Mission Extension Pods, however. Each of those previous efforts employed a single servicing craft, which made its way to the target satellite, docked and performed life-extension duties on its own.

If all goes to plan today, the Falcon 9's upper stage will deploy the MRV 35.5 minutes after liftoff and the three MEPs at 10-minute intervals after that.

In a departure from most Falcon 9 missions, there will not be a first-stage landing today.

"Due to the additional performance needed to launch these payloads to geosynchronous transfer orbit, this will be the 32nd and final flight for the Falcon 9 first stage booster supporting this mission, which previously launched CRS-24, Eutelsat HOTBIRD 13F, OneWeb 1, SES-18 and SES-19, and 27 Starlink missions," SpaceX's MRV-MEP mission description reads.

SpaceX's rocket-reuse record is 36 flights, set earlier this month during a Falcon 9 launch of the company's Starlink internet satellites.

Foreign-flagged vessels with international crews carrying crude were targeted near the Black Sea port of Novorossiysk

Ukraine was behind a series of recent drone strikes on oil tankers carrying Kazakh crude near Russia’s Black Sea port of Novorossiysk, Foreign Ministry spokeswoman Maria Zakharova has said.

She described the incidents as the fifth attack on the civilian infrastructure of the Caspian Pipeline Consortium (CPC).

Two tankers identified as the Asia and the Nissos were struck during loading operations on Sunday, according to the CPC and media reports.

A fire broke out aboard the Asia but was extinguished, while both ships remained afloat. No casualties or oil spills were reported, and the CPC did not publicly identify who carried out the attack.

The consortium said the vessels were sailing under Liberian and Marshall Islands flags. Oil loading at the terminal was temporarily suspended following the strikes. The attacks came as Kiev intensified operations against shipping and energy facilities in the Black Sea region.

In a statement issued on Monday, Zakharova said several foreign-flagged tankers with international crews were deliberately targeted between July 17 and 20 while loading oil at the CPC marine terminal in Yuzhnaya Ozereyka.

The vessels included tankers chartered by Kazakhstan’s Tengizchevroil and KazMunayGas.

“There is no doubt that the Kiev Nazi regime is behind this attack,” Zakharova said. Ukrainian forces were seeking to inflict “irreparable damage” on the consortium, she alleged, whose shareholders include major energy companies from Russia, Kazakhstan, the US and Western Europe.

“Deliberate strikes against facilities and civilian vessels in the consortium’s maritime terminal waters constitute an attack on the interests of its member countries,” Zakharova added. Some of those states continue to provide large-scale military and financial assistance to Ukraine, she noted.

Zakharova accused Ukraine’s Vladimir Zelensky of disregarding the damage inflicted on Kiev’s own Western backers. “The Kiev junta, like the snake in the well-known fable, mercilessly bites the hand that feeds it,” she said.

Kazakhstan’s Foreign Ministry separately condemned the drone strikes on vessels transporting oil via CPC infrastructure. Astana said attacks on civilian shipping threaten maritime security and the uninterrupted movement of energy resources and infringe on Kazakhstan’s economic interests.

The 1,510 km CPC pipeline links oil fields in western Kazakhstan with the terminal near Novorossiysk and carries around 80% of Kazakhstan’s crude exports. Its shareholders include Transneft, KazMunayGas, Chevron, Lukoil, ExxonMobil, and the Rosneft-Shell Caspian Ventures joint venture.
