In a survey conducted Sept. 29 to Oct. 11, 54.5% of the adult population of King, Pierce and Snohomish counties — that’s roughly 1.8 million people — said they felt “nervous, anxious or on edge” for at least several days during the past two weeks. New UK Law Could See Trolls Jailed for Causing ‘Psychological Harm’, Disinfo, Ratioing

Twitter trolls and purveyors of “disinformation” will potentially face jail time in the UK under a series of anti-free speech measures set to be implemented by the Conservative Party-run government of Prime Minister Boris Johnson.

Free speech on the internet will further be curtailed by new proposals set out in the long-dreadedOnline Safety Bill, with alleged trolls facing as much as two years in prison for online posts.

Offences added to the legislation will include “pile-ons” in which users band together to troll someone on social media, according to The Times — potentially criminalising ratioing.

Mocking the proposed restrictions, columnist Madeline Grant said: “I feel personally victimised by this bafflingly stupid idea. Can whoever suggested it please be jailed, thanks.”

Based on recommendations from the Law Commission, the Department for Culture, Media & Sport (DCMS) will push for the criminalisation of posts that are “likely [to cause] psychological harm”.

The change in the law would see the emphasis placed on the “harmful effect” of a message, in contrast to the current standard of which criminalises “indecent” or “grossly offensive” material.

Perhaps most concerningly, the bill will also criminalise sharing a supposedly “knowingly false communication” in order to “emotional, psychological, or physical harm to the likely audience”.

Government sources told the paper that an example of such activity would include “anti-vaxers” for spreading information that the state says they know to be false.

The British government has already admitted that during the pandemic it has been flagging anti-vax posts directly to social media companies in order to pressure the tech companies to censor them.

The Defence Cultural Specialist Unit (DCSU) of the British army’s 77th Brigade — which was initially founded to combat Islamist propaganda — has also reportedly been monitoring anti-vax groups in order to counteract narratives that go against the government’s line on the Chinese coronavirus...

Japan pledges extra $10bn of overseas climate financing

In international debut at COP26, Kishida stresses green assistance for Asia.

Japan will commit an additional $10 billion over the next five years to overseas climate financing, Prime Minister Fumio Kishida announced in a speech Tuesday at the COP26 conference in Scotland. Making his first trip abroad since becoming Japan's leader in October and fresh off his party's election victory on Sunday Kishida vowed to play a leading role in Asia's fight against global warming.

The additional assistance, on top of the $60 billion in public and private financing already pledged, would "include our contribution to the launch of an innovative financial facility for climate, as we partner with the Asian Development Bank and others to support the decarbonization of Asia and beyond," Kishida said on the COP26 stage in Glasgow.

Kishida added that Japan will double assistance aimed at helping other countries adapt to the impact of climate change, to about $14.8 billion, as well as provide about $240 million in financial aid for global forestry conservation. The additional commitments come as developed countries face pressure to meet their $100 billion financing targets for the developing world. Japan would "lead the way in the clean energy transition, with a particular focus on Asia," Kishida stressed.

Amid increasing scrutiny of the use of fossil fuels, Kishida said that "converting existing thermal power to zero-emission power generation is a necessary path" to stabilize the volatile electricity supply from renewable energy. The country will develop leading $100 million projects in this field through the Asia Energy Transition Initiative, using cleaner fuel alternatives such as ammonia and hydrogen, he said.

Kishida also emphasized Japan's technological edge in its core mobility sector, saying that its 2 trillion yen ($17.5 billion) Green Innovation Fund would help to develop next-generation batteries, motors, hydrogen and synthetic fuels. "While distributing the fruits of these innovations across Asia," he said, "Japan will spearhead global efforts."

The prime minister reiterated a commitment announced by his predecessor, Yoshihide Suga, to reduce emissions by 46% by 2030 from 2013 levels. "I have come all the way to Glasgow to convey my determination that Japan will be working in full force to take on climate change," he said.

The plan calls for federal agencies, including the Defense Department, Homeland Security, the Justice Department, Health and Human Services, Veterans Affairs and the Department of Transportation’s emergency medical services office to create public awareness campaigns to encourage safer storage of guns and training for counselors, crisis responders and others.

The effort also includes the Justice Department finalizing a rule that was first proposed in 2016 and would require stores that sell firearms to also offer secure gun storage and safety devices, the White House said.

The Michigan State Police launched a criminal investigation this week after a piece of election equipment went missing.

The inquiry comes after a local official—who has publicly questioned the validity and security of the 2020 election—had refused to allow a vendor to run maintenance on the machine. Adams Township Clerk Stephanie Scott had been stripped of her election administration authority on Monday for failing to confirm that she would follow state law in certifying that public accuracy testing had been completed.

Scott had allegedly removed a tablet that was part of a voting machine, though authorities said they had recovered the device in question.

A spokesperson for the Michigan State Police told CyberScoop Friday that the agency executed a search warrant in the rural community as part of an investigation requested by the Secretary of State, but declined to offer any additional information.

Late Friday, a spokesperson for the Secretary of State announced that the missing equipment was recovered at the township call, and that the “investigation to determine if it was tampered with is ongoing. In the interim, the Secretary will continue fighting to hold accountable anyone who threatens the integrity or security of Michigan elections.” Scott did not respond to a request for comment.

This is the second example in recent months of election officials taking extreme measures with respect to voting equipment as part of what some worry is the growing insider threat of rogue election officials. In May, a Colorado clerk allowed an unauthorized employee to access and make a digital copy of the hard drive for one of her county’s voting machines. That data was eventually passed to conspiracy theorist Ron Watkins, a key figure behind the far-right QAnon movement.

Scott, a Republican with a history of posting QAnon-related messaging and questioning the legitimacy of the 2020 election, told Bridge Michigan that she didn’t trust the Hart Intercivic Inc. voting machine and wanted to preserve any old data on it. Michigan officials of both parties have repeatedly asserted the state’s elections are safe, pointing to more than 250 individual audits and reviews since the 2020 elections. In June, a Republican-led investigation found no proof of systemic fraud, and recommended that the state attorney general investigate and criminally charge those seeking to profit off of false information about the election.

“The county clerk’s office and now Secretary of State are demanding I drop off my machine for unfettered access, and God only knows what to it,” Scott told Bridge Michigan.

Marney Kast, the Republican county clerk the state put in charge of running the local election, told the news outlet that her office tried to get the machine, but that it was unable to locate it. Kast said county officials were able to obtain a tabulator case, only to unlock the device to find the “tablet” missing.

Scott is one of more than 1,500 local clerks that administer elections in Michigan’s decentralized election system. Former President Trump received 76% of the vote in Adams Township.

The state has been at the center of rampant disinformation related to the 2020 election after President Joe Biden carried the perennial battleground by more than 154,000 votes over Trump.

A human-caused reporting error in Antrim County in the northern part of the state has been at the center of claims from Trump supporters that election equipment was rigged to swing the election to Biden as part of a sprawling international plot to hack voting systems, even after a state-commissioned report by one of the nation’s top election security experts debunked the claims.

Russian security chief meets with CIA director in Moscow

A top Russian security official met the visiting chief of the Central Intelligence Agency on Tuesday, a rare encounter amid tensions between Moscow and Washington.

Nikolai Patrushev, the powerful secretary of the Kremlin's Security Council, met CIA Director William Burns in Moscow to discuss U.S.-Russian relations, Patrushev's office said in a statement without providing any details.

Ties between the two countries have badly frayed over Russia's interference with U.S. elections and 2014 annexation of Ukraine's Crimean Peninsula, its support for a separatist insurgency in eastern Ukraine, hacking attacks and other irritants. The Russian leader voiced hope that mutual interests would eventually help normalize U.S.-Russia ties.

Patrushev, a longtime close associate of Putin's, is considered one of Russia's most influential officials.
