Boeing NC-135 and NKC-135 are special versions of the Boeing C-135 Stratolifter and Boeing KC-135 Stratotanker modified to operate on several different programs. In support of the U.S. Test Readiness Program that was initiated in response to the Limited Test Ban Treaty (LTBT) of 1963, Sandia National Laboratories configured three NC-135 aircraft as flying laboratories to support atmospheric testing of nuclear weapons, should testing have resumed. These aircraft were based at Kirtland Air Force Base. Work was initiated in 1963 and the aircraft remained in service with Sandia until 1976, flying principally for Sandia, the Los Alamos National Laboratory and the Lawrence Livermore National Laboratory. The Atomic Energy Commission (AEC) maintained controlling oversight of the NC-135 flight test aircraft. After 1976, the aircraft flew for Air Force Weapons Laboratory.

South Africa's President Cyril Ramaphosa said on Tuesday that "bystander countries" were suffering due to sanctions against Russia and called for talks as the African Union (AU) prepared a mission to foster dialog between Moscow and Kyiv. California Gov. Gavin Newsom has called on water associations to take “aggressive actions” to increase water conservation and warned that mandatory water restrictions may lie ahead this summer if the state does not significantly cut down its consumption. Newsom made the comments during a meeting with leaders from the state’s largest urban water suppliers—including those covering Los Angeles, San Diego, and the San Francisco Bay Area—and water associations on May 23 amid worsening drought conditions. “Every water agency across the state needs to take more aggressive actions to communicate about the drought emergency and implement conservation measures,” Newsom said. “Californians made significant changes since the last drought but we have seen an uptick in water use, especially as we enter the summer months. We all have to be more thoughtful about how to make every drop count.” Newsom also called on water suppliers to “better engage” their customers to ensure all Californians are attempting to save water in the state. In July 2021, the Democratic governor declared a drought emergency and called on Californians to voluntarily reduce their water use by 15 percent. On May 24, California’s State Water Resources Control Board, under direction from Newsom, is set to vote on a statewide ban on “watering of non-functional turf in the commercial, industrial and institutional sectors” according to Newsom’s office. It will also vote on regulations that would require local agencies to implement water use restrictions amid a potential 20 percent decline in supplies because of extreme weather. Federal Reserve Bank of Atlanta President Raphael Bostic has cracked open the door to discussing a September pause in the central bank’s aggressive rate hikes a move that will only be on the table if inflation falls more than expected over the summer. The Federal Open Market Committee is expected to raise interest rates by a half point in June and July, boosting its policy rate to a 1.75% to 2% target range. That would lift it to the lower edge of the Fed’s estimate of the neutral rate that neither stimulates nor restricts growth. By September, the Fed will also be shrinking its balance sheet by $95 billion a month, which is a second tool that officials are using to tighten policy. US Durable Goods Orders Disappoint In April

Amid a slew of dismal US macro data, analysts expected durable goods orders to continue to rise in preliminary April data and it did but less than expected. US Durable Goods Orders rose 0.4% MoM, less than the +0.6% MoM expected and a notable slowdown from March's +1.1% MoM (which was also revised down to a 0.6% MoM rise). Orders remain up 9.9% YoY...Ex-Autos were even worse, with orders rising just 0.3% MoM (below the +0.6% MoM expectation).

The value of core capital goods orders, a proxy for investment in equipment that excludes aircraft and military hardware, climbed 0.3% (less than the +0.5% MoM expectation) after a 1.1% gain a month earlier.

Shipments were better than expected, up 0.8% MoM as the supply chain bottlenecks catch up.

As Bloomberg notes, the figures suggest companies are adhering to capital expenditures plans as they seek to enhance productivity to ease the burden of high inflation and a tight labor market. It’s less clear, however, whether businesses later this year will reconsider the current pace of investment in the face of higher interest rates and an anticipated cooling of economic activity.

New single-family home sales plunged by 16.6% from March and were down 26.9% year on year. New home sales dropped to the lowest level since the lockdown in April 2020.

New home sales are often viewed as a leading indicator of the state of the overall housing market. The unsold inventory of new homes spiked by 34,000, a historic month-to-month leap. There were 440,000 unsold new homes (seasonally adjusted), the highest level since May 2008 in the midst of the housing bust. Both, the month-to-month and year-over-year increases in unsold new homes were the largest leaps ever recorded, both in numbers of unsold houses and in percentage terms.

The biggest drop in new home sales occurred in the under-$400k price range, indicating that high prices and rising mortgage rates are squeezing middle-class Americans out of the housing market. The Mortgage Bankers Association (MBA) data for April 2022 shows mortgage applications for new home purchases decreased 10.6% compared to a year ago. Compared to March 2022, applications decreased by 14%.

The Federal Reserve blew up this housing bubble when it artificially suppressed interest rates and bought billions of dollars in mortgage-backed securities. Now the central bank has pricked the bubble by allowing rates to rise ever-so-slightly.

FBI agent Curtis Heide testified in court Tuesday that he is currently the subject of an internal investigation into allegations that he withheld key evidence from an application to surveil a figure in the bureau’s probe into former President Donald Trump’s 2016 campaign.

FBI agent Curtis Heide testified in court Tuesday that he is currently the subject of an internal investigation into allegations that he withheld key evidence from an application to surveil a figure in the bureau’s probe into former President Donald Trump’s 2016 campaign.

Mr. Heide took the stand in U.S. District Court in Washington in the criminal trial of former Hillary Clinton campaign lawyer Michael Sussmann. The FBI agent said that others in the bureau are also being investigated, but he did not say how many or what positions they hold.

It is the first time anyone associated with the FBI has confirmed that an internal probe into agents’ handling of its Trump-Russia collusion investigation is ongoing.

Mr. Heide said he’s under investigation for allegedly withholding “consensual recordings” from a Foreign Intelligence Surveillance Application (FISA) to surveil a target in the Russia probe.

Ripple considering IPO after SEC suit wraps up

The CEO of Ripple, which is the issuer of the eponymous cryptocurrency XRP USD XRPUSD, -0.48%, will weigh a potential initial public offering after its lawsuit with the Securities and Exchange Commission ends, the CEO of the company told CNBC-TV at Davos. Ripple CEO Brad Garlinghouse said the company is now "at a point in scale" where an initial public offering is a "possibility." In November, Ripple said it's making progress and expects a suit by the SEC to resolve by the end of 2022. The SEC has charged Ripple with selling $1.3 billion in XRP cryptocurrency in an unregistered securities offering, but Ripple maintains that the XRP is not a security. XRP is currently one of the largest cryptocurrencies in the world.

Matthew Mellon, cryptocurrency investor and heir to one of the wealthiest banking assets, died before entering a rehab center in Mexico at the age of 54, according to multiple sources. His death was later confirmed by his own Cousin Peter Stephaich, who refused to give details.

Mellon said he would check into rehab in 2016 shortly after announcing that he and his second wife were getting a divorce. That same year, he admitted spending $ 100,000 a month on his addiction to OxyContin. Mellon claims he was taking 80 tablets a day when he checked into the Passages treatment center in Malibu, California.

Mellon, et al former chairman of the New York Republican Party Finance Committee, said he became addicted to a surfing injury when doctors prescribed OxyCotin “like they were smarties”. His father founded Mellon Bank, now part of BNY Mellon, while on his mother’s side he was related to Anthony Joseph Drexel, the co-founder of Drexel Burnham Lambert, the now defunct bank known for groundbreaking junk bonds-and one of the holders of the now infamous Silver Short legacy position-that was haded off to Bear Stearns which was then habded off to JP Morgue in 2008 when DBL couldn't handle it any moar. Mellon inherited 13 trust funds starting with a $ 25 million allowance when he was 21 years old.

The prominent man has made his own fortune with cryptocurrencies in recent years, investing in Ripple and its token XPR. According to Bitcoin, Ripple is the third largest cryptocurrency after Bitcoin and Etherium CoinMarketCap.

“Mr. Mellon was scheduled to check-in at Clear Sky Recovery on Monday, April 16, 2018. We received a message that he had died at his hotel on the morning of April 16, prior to his scheduled check-in. We have no further comment on this unfortunate situation."

Volkswagen is to pay a total of £193m to more than 90,000 UK drivers after it settled a High Court claim over the installation of emissions cheating devices in its vehicles. The German carmaker apologised again to customers and said it was working to rebuild trust. The "dieselgate" scandal erupted in 2015 and has led to VW facing litigation in several countries.

Volkswagen admitted that 11 million vehicles worldwide, including almost 1.2 million in the UK, were affected. About 91,000 motorists in England and Wales, represented by several legal firms, took action against VW as well as its subsidiaries Audi, Seat and Skoda.

Among other things they claimed they had been misled by VW about the sustainability ratings of their cars and in many cases it affected the value of their vehicles. The claim, which lawyers said would have been the biggest ever brought by a group of consumers in the UK, was due to go to trial in January 2023. Volkswagen said it had made no admission of liability but that the legal costs of a six-month trial in England meant a settlement "was the most prudent course of action commercially".

Nasdaq and the New York Stock Exchange were dealt a blow in their bids to block the Securities and Exchange Commission from implementing new rules for stock-trading data.

A decision by the US Court of Appeals for the District of Columbia Circuit on Tuesday not to review regulations the SEC passed in December 2020 allows the agency to move ahead with a push to make trading data more readily available. The changes could negatively impact exchange operators’ lucrative market-data businesses. The SEC and Nasdaq declined to comment. NYSE didn’t respond to a request. The court ruling is the latest twist in the years-long battle over exchanges’ data streams, which include information on market dynamics and certain types of transactions. The SEC unanimously passed the new regulations to push more of that information into so-called public data feeds, which are lower cost and more standardized. Stock exchange operators opposing the rules have argued they will result in greater information asymmetries and make the market more prone to disruptions. Meanwhile, the overhaul, which was a key part of the SEC’s effort to crack down on stock-market data during the Trump administration, has support from brokerages that say the platforms too much power over the information streams that are a lifeblood of modern trading.

The court’s decision may mean that “new players can enter the market, create competition, and potentially the price of market data will go down,” Bloomberg Intelligence analyst Larry Tabb said. “But prices could also go up, given there is nothing about what price the exchanges have to sell the data for,” he said. Natural gas surged above $9 per million British thermal units, or MMBtu, on Wednesday, hitting the highest level in more than a decade as dwindling inventories push prices higher. U.S. prices surged more than 6% at one point to hit a high of $9.399 per MMBtu, the highest since August 2008. The move is the latest leg higher in what’s been a blistering rally for natural gas as Russia’s war on Ukraine sends energy markets reeling. David Givens, head of natural gas and power services for North America at Argus Media, pointed to three key catalysts fueling the rally: little production growth, high liquified natural gas exports, and storage levels that are roughly 17% below the five-year average. Rapidly rising prices are adding to inflationary pressures across the economy. Drivers are already grappling with record high prices at the gas pump, and now utility bills are set to increase too. While utility companies might have once switched to coal as a cheaper alternative, coal-fueled power is also now in short supply with a number of plants going offline due in part to ESG — environmental, social and governance — concerns. Campbell Faulkner, senior vice president and chief data analyst at OTC Global Holdings, said the drought in the Western U.S. has curtailed hydropower production.

″[G]as is being forced to fulfill a significantly greater portion of power burn during a summer that looks to top records for electricity load,” he said. “Gas for many years was the waste by-product of continued shale drilling across producing basins in the U.S. which kept prices unusually low. Since the 2020 low in drilling, the market has been pushed into a tight supply demand situation which will not be remedied quickly,” he added. Natural gas is now up nearly 30% in May, the third straight month when gains have topped 20%, and prices are now up around 150% for 2022. Some of Wednesday’s trading action could also be thanks to the futures contract’s expiration on Thursday-and this is exactly why the actual resource needs to be disconnected to the CME contract pricing structure-it's just traders pushing it around.

Still, the more actively traded contract for July delivery also sat above $9 on Wednesday.

The S&P energy sector gained more than 1% on Wednesday and is hovering around the highest level since November 2014.

Today we learned Rodney Joffe was involved in FBI cyber investigations into Russia.

We deserve to know if he was involved in the Trump/Russia investigation.

Today we saw some important testimony in the Michael Sussmann case. First, Rodney Joffe, an FBI confidential human source, went around his FBI handler to relay dubious Alfa Bank information to a friend at the FBI. Second, there were indications that Joffe previously worked on Russia cyber security matters. This leads us to ask whether Joffe was in some way involved in the Trump/Russia investigation. More on that below.

The testimony of retired FBI Agent Tom Grasso.

Grasso, a witness for Sussmann, was a Special Agent with the FBI whose “primary responsibility involved investigating cyber crimes.” He was part of a unit detailed to the National Cyber Forensics and Training Alliance (NCFTA) in Pittsburg, Pennsylvania. The NCFTA, as Grasso explained, “is a nonprofit entity where nonprofit entity where private sector and law enforcement can come together to collaborate on cyber crime matters; and the FBI unit that I was a part of was detailed to be the FBI component of that project.”

Grasso met Rodney Joffe through the NCFTA. I’ll let Grasso explain the connection:

Q. Do you know a gentleman named Rodney Joffe?

Grasso: I did.

Q. How do you know him?

Grasso: Rodney Joffe is a private sector partner and a friend of mine who I initially met in -- somewhere between 2005 and 2010, as I recall.

Q. Did he, from time to time, provide you information or interact with you in assisting on the investigation of FBI investigations?

Grasso: Yes, sir, on a regular basis.

In fact, Grasso had nominated Joffe and others for an FBI award for cyber crime investigation back in 2013 relating to “Butterfly Botnet” (malware described to have reached about four million infected computers).

Overall, Joffe and Agent Grasso had a good personal and professional relationship. And Joffe exploited that relationship to further the Alfa Bank hoax.

In early October 2016 (on or before 10/2/16), Joffe called Agent Grasso and provided some information on the purported ties between the Alfa Bank/Trump Organization. Joffe further informed Agent Grasso that there was an ongoing investigation on this matter - something Agent Grasso had been unaware of up until that point. According to Grasso:

Q. How, if you recall, did Mr. Joffe provide this information to you?

Grasso: I recall that he provided the information to me verbally over the phone.

Q. And when he provided the information to you, without getting into great detail, what did he describe the information as relating to?

Grasso: As I recall, he described the information relating to communications between the Trump Campaign and some entity in Russia.

Q. And coming out of your conversation with Mr. Joffe, did you understand that there was any ongoing investigation into those issues?

Grasso: My recollection is that at the time he advised me that there was an open FBI investigation on the matter.

At the #SussmannTrial: The #Durham team closed its case with a key quote from @Kash's 2017 HPSCI under-oath interview of Michael Sussmann, where Sussmann says, "…it’s most accurate to say it was done on behalf of my client.”—referring of course to his passing on of the Alfabank allegations to the FBI in 2016.

Also it looks like Joffe's FBI special agent friend Grasso (now retired) withheld Joffe's identity when passing on IP info to the FBI, circumventing his CHS handler (against the rules).

The Durham prosecutors trying Michael Sussmann on a single count of making a false statement to a federal official have rested their case.

The last day of the government’s case against Sussmann included some eye-opening disclosures.

The government has provided sufficient evidence to the jury that in both setting up his meeting with Baker via a text message on the night of Sept. 18, 2016, and then during the meeting at FBI headquarters the following day, Sussmann did indeed make a materially false statement to Baker when he claimed both in writing and then verbally that he had not requested this meeting on behalf of any of his clients or any company.

What happens next?

Well the defense gets to try to poke holes in the prosecution’s case. They’ll attempt to prove that ‘everybody knew’ that Sussmann was working for the DNC and the Clinton campaign, so his lie to FBI General Counsel James Baker on Sept.19, 2016 is not material and therefore the jury should find him not guilty.

As the defendant’s legal team began making their own case today, the first thing they did was bring in some FBI witnesses who wrote notes which contain a single line stating that Andrew McCabe - then Assistant Director of the FBI - had told them in a briefing that Sussmann had said he went to meet with Baker for his clients.

As I have patiently pointed out, the fact that Sussmann subsequently told the truth to other people later on after this meeting with Baker does not in any way change the fact that he told Baker something that was 100% false.

Several observers in the courtroom noted that lead defense attorney Sean Berkowitz appeared flustered and repetitive.

Once the defense has finished making it’s case to the jury and rests, the next phase, the rebuttal phase, of the trial begins.

The prosecution gets to answer the main points of the defendant’s case, and then final statements to the jury will be delivered by both sides.

How long the jury will deliberate is anybody’s guess. Since it’s pretty clear that the government had an overwhelming amount of evidence to establish Sussmann’s false statement, I don’t think the jury will be out for all that long.

I’m fairly confident that a verdict of guilty will be returned, though of course as many people love to point out, this is Washington D.C. and it only takes one person to hang a jury.

Hard-line conservative Republicans in the House recently hit a roadblock in their effort to impeach Deputy Attorney General Rod Rosenstein when Speaker Paul Ryan opposed the move. But one of those conservatives, Rep. Devin Nunes of California, gave a different explanation to donors recently when asked why the impeachment effort had stalled.

He said it's because an impeachment would delay the Senate's confirmation of Judge Brett Kavanaugh to the Supreme Court.

Nunes, chairman of the House Intelligence Committee, made the statement in an audio recording surreptitiously made by a member of a progressive group who attended a Republican fundraiser on July 30 in Spokane, Washington. The recording was obtained by "The Rachel Maddow Show" and was played on MSNBC on Wednesday night.

Qnotables.comhas come a long way since I started archiving in Jan 2019. Admittedly, I'm not the best social media marketer. With three kids, and a 40 hour a week job, time constraints are common, though I do usually put in at least 3 hours archiving a night and am continuously checking notables throughout the day.

I started Qnotables.com to attempt to address this anons very concern. Over 3000 notables have been archived already, many of which are very detailed to almost complete research packages. The site has a robust search feature and timeline, some new feature include account dropbox and meme share database. Although I may not have covered everything that anyone could ever want to research, I am proud of what I have accomplished thus far and have much more archived locally I hope to get to after the dust settles.

My 216 gb mega archives account that was free and open to the public for the last 3 years, was recently axed over supposed illegal content that mega refused to identify for me. I am willing to seedbox the archive it if there is legitimate interest.

I knew the battle we were fighting early on and also knew that the "story" of what happened needed to come from an anon point of view. The format chosen was intentional to provide back links to the original posts on 8kun. This provided a map for new eyes to see the war, learn, and join the fight.. Force multiplication and education was the goal. I wanted to help create more anons, not just inform the followers. Original sources are linked many original un-watermarked clips available. A searchable robust open to the public forum, that remains unused as of now and could be locked down to trusted anons if that flows better. Blogger positions also open for a more refined timeline. Pending home sales slipped in April, as contract activity decreased for the sixth consecutive month, the National Association of Realtors® reported. After two solid auctions, when demand for both 2Y and 5Y paper was well above average, moments ago the Treasury concluded the week's final coupon auction when it sold $42 billion in 7Y bellybusters in what was one of the strongest "curve belly" auctions on record. The auction priced at the highly appropriate 2.777%, which was a sharp drop from last month's 2.908 and also stopped through the When Issued 2.801 by 2.4bps, the biggest stop through since the March 2020 covid crisis peak. The bid to cover surged from 2.41 in April to a whopping 2.69, also the highest since March 2020 (and naturally well above the six-auction average of 2.37).

The internals were even more remarkable: while Indirects soared to 77.86%, the second highest on record and runner up only to the 82.7% in April 2017,Directs took down a below average 15.8% which left Dealers holdings a record low 6.4% (to be expected in a world where they can't flip and sell the same bonds to the Fed making a risk-free profit).

But they've already done that to the tune of over $20B of the 2 year since last friday-see Securities Lending Ops at NYFRB today

Overall, this was a spectacular 7Y auction, and about as far from that infamous Feb 21 7Y sale as one can get. In fact, one can argue that whereas that particular auction was a consequence of fears of rising rates, today's auction was the result of the market's realization that the Fed has over-tightened (they have not but broken record here-THEY KNEW THIS IN FEB), and that a pause is coming, and as Rabobank put it today "If You Believe The Fed Will Pause Hiking Soon, Go Long Every Bond And Every Commodity You Can Find."

Flying under the radar for investors who are grappling with inflation and global stock corrections right now is one of the world’s best performing currencies. It just happens to be housed one of the world’s most (wrongly imo) vilified nations, and few investors may be willing to go near it, for obvious reasons.

The Russian ruble USDRUB, +7.17% has been on a relentless march higher since the lows seen after the country invaded Ukraine three months ago, and as Western nations piled on sanctions. But after breaking below 60 rubles per U.S. dollar earlier this week, a level not seen since 2018, some biggish air finally started to come out of the currency on Thursday. In its third cut since April, the Bank of Russia lowered its key interest rate to 11% from 14%, and the Russian currency was last trading down more than 6% at 64.37 per dollar. Still, that key rate remains some ways off from where it was sitting in late February, at 9.5%, before the bank was forced to jack it up to 20% to keep a lid on surging inflation. The ruble traded at a low near 158 rubles per dollar on March 7, according to FactSet. Tight capital controls, imposed shortly after the invasion to keep Russian exporters from abandoning the currency are part of the story of the ruble’s strength. The other half is high oil and gas revenues, with some EU countries setting up ruble accounts to buy Russia’s gas as the bloc struggles to get a cohesive ban on the country’s energy.

Recognizing its currency was a bit too strong, the government earlier this week lowered the percentage of foreign-currency that exporters were required to convert into rubles to 50% from 80%. A strong national currency, traditionally lines up with a strong economy, though that’s not a hard and fast rule. There is what is called EFP and that is not what the acronym suggests as if you don't actually read it you think it means 'Exchange for Physical" when it means this: An exchange for physical trade (EFP) is a privately negotiated and simultaneous exchange of a futures position for a cash position.

A payoff of already owned contracts and not what the acronym suggests-this is why it pays to read this shit before jumping to conclusions and assuming that is what it means. The third party portion of that is so the CME group circumnavigates it's own rules that make it illegal to payoff customers who try and stand for delivery.

CFTC Orders Glencore to Pay $1.186 Billion for Manipulation and Corruption

The Commodity Futures Trading Commission today issued an order filing and settling charges against Glencore International A.G. of Switzerland, Glencore Ltd. of New York, and Chemoil Corporation of New York (collectively, Glencore), an energy and commodities trading firm, for manipulative and deceptive conduct. The conduct, which spanned from least 2007 to 2018, involved manipulation and foreign corruption in the U.S. and global oil markets, including manipulation or attempted manipulation of four U.S. based S&P Global Platts physical oil benchmarks and related futures and swaps. Glencore is required to pay a total of $1.186 billion, which consists of the highest civil monetary penalty ($865,630,784) and highest disgorgement amount ($320,715,066) in any CFTC case. The CFTC’s order finds that Glencore’s manipulative and fraudulent conduct—including conduct relating to foreign corruption—defrauded its counterparties, harmed other market participants, and undermined the integrity of the U.S. and global physical and derivatives oil markets. Platts physical oil benchmarks, including those that were the subject of Glencore’s manipulative conduct, serve as price benchmarks for end-users and market participants, and are incorporated as reference prices for the settlement of numerous derivatives. “When individuals and entities seek to disrupt the reliability of benchmarks, they interfere with the proper functioning of the markets that directly impact consumers,” said Chairman Rostin Behnam. “Without question, manipulating oil markets can drive up the cost Americans pay at the pump or to heat their homes. And today my message to the markets is clear: the CFTC will continue to pursue even the slightest hint of manipulative, corrupt, or fraudulent behavior.”

James Comey and the Marc Rich Pardon

Bill Clinton formerly created the William J Clinton Foundation in 2001 at the end of his presidency. On January 20, 2001 – and just hours before formally leaving the presidential office for good – Bill Clinton pardoned Marc Rich, an international commodities trader. Rich had been indicted on charges of tax evasion and illegally trading oil with Iran. It was the biggest tax evasion case in U.S. history. He was indicted on 65 counts but fled to Switzerland. The man who brought the indictment against Rich was none other than Rudy Giuliani. Rich was pardoned after his ex-wife gave over $1 million to the Democratic Party – including $100,000 to the senate campaign of Bill’s wife, Hillary Clinton – and $450,000 to the Clinton Library. The pardon also happened after senior UBS executive, Pierre de Weck, sent a letter to Clinton requesting the pardon and offering a… you guessed it…paid speech. Note that UBS has factored significantly among the Clinton Foundation donors in more recent years per Wiki Leaks. There are other long-lingering ties stemming from Rich’s pardon. Large Clinton Foundation donors Nigerian businessman Gilbert Chagoury and Russian investor Sergei Kurzin (Uranium One deal), among others, both had close ties to Rich (Kurzin had worked for Rich). The pardon was extremely controversial with even president Jimmy Carter saying there was no doubt that “some of the factors in his pardon were attributable to the large gifts”. A NY Times editorial called it a “shocking abuse of power”. Rich’s attorney, Jack Quinn, had been Vice President Al Gore’s Chief of Staff and then became White House Counsel to President Bill Clinton. Quinn also had a close relationship with Deputy Attorney General (later Attorney General) Eric Holder. It was Holder who decided the pardon petition should bypass normal procedures and be submitted directly to the White House. A Federal Prosecutor, Mary Jo White (currently Chair of the Securities and Exchange Commission), was appointed to investigate President Clinton’s pardon of Rich. She ultimately stepped down from the investigation and was replaced with a man who had been a vocal critic of both Eric Holder’s pardon recommendation and the pardon itself. The man who replaced White was…Current FBI Director James Comey.

The Marc Rich pardon scandal is important on several fronts:

*It was in essence the formulation of the Clinton Foundation,it allowed the Clinton’s to recognize (and realize) their monetary power that stemmed from Bill’s presidency

*It brought many of the current players in the Clinton Foundation into the Clinton fold

The Clinton Foundation Investigation had been proceeding on a parallel track due to the exposure brought on by Peter Schweizer’s book “Clinton Cash”. Note that Comey specifically refused to comment on the Clinton Foundation when he testified before Congress. For those of you who thought the sudden release of Marc Rich’s pardon documents two days ago by the FBI was a bit strange, perhaps this all makes matters a bit more clear. The release of the Marc Rich documents was a message. The Clinton Foundation Investigation is not over.

How a Book Crushed the Virtu Financial IPO

It was going to be a stellar debut. The IPO roadshow was kicking off in just a few days. Goldman Sachs, Citigroup, Credit Suisse, and J.P. Morgan were lined up to take the company public in a matter of weeks. With plans to raise $250 million from investors, the IPO pegged the value of Virtu Financial at $3 billion. The little-known firm had carved out an extremely profitable niche in the financial sector. Its business is known simply as “high-frequency trading.” And it’s an incredibly profitable business. In fact, it’s so profitable that Virtu never loses money. According to the firm’s S-1 filing with the Securities and Exchange Commission, the firm is profitable 99.92% of the time.The SEC filing reports “As a result of our real-time risk management strategy and technology, we had only one losing trading day [out of] a total of 1,238 trading days.”Aside from a little hand-wringing, the high-frequency trading firms Michael Lewis accused of “rigging” the stock market in his groundbreaking new book, “Flash Boys: A Wall Street Revolt,” haven’t been tangibly impacted yet. Except one. Virtu Financial, a multinational electronic trading firm that claims to “lower costs for both retail and institutional investors,” was set to embark on its pre-IPO road show in early April. Yet immediately following the release of Flash Boys, Virtu indefinitely postponed its initial public offering. No official reason was given for the delay of the Virtu Financial IPO. But every analyst knows why: In the wake of Lewis’ book, this is not a good time for high-frequency trading (HFT) firms to be going public. The public backlash has been too great, with investors around the world expressing outrage over some of the claims made in Flash Boys. For those who aren’t familiar with the book, the premise is that high-frequency trading firms are robbing traders by using computers that are able to identify the way someone is about to trade. In doing so, they jack up the price by a penny or two before the investor is able to buy the stock. In essence, it allows traders who use sophisticated computer programs to skim profits away from traders employing simpler tools and techniques. A penny or two more doesn’t sound like much. But when it’s done millions of times per day … that adds up. “Legalized front-running” is what Lewis called this predatory trading activity in a recent “60 Minutes” feature (click here to watch the full interview). Virtu Financial is one of the firms Lewis accuses of doing this “legalized front-running.” He only mentions them by name in a footnote in the book. But that was enough to turn public sentiment against them. The Virtu Financial IPO has been indefinitely suspended out of fear that the bad publicity might result in a low valuation once the company goes public. Virtu was seeking to raise $250 million in its IPO, which would give the company a valuation of close to $3 billion. While Virtu may still go public at a later date, the company appears to be waiting for the smoke surrounding high-frequency trading to clear first. That hasn’t happened yet. KCG Holdings (NYSE: KCG), another high-frequency trading firm with shares on the New York Stock Exchange, has fallen 17% in the month since Flash Boys was released.

Cap #2 is an example of Goldman Sachs being observed hanging out some offers on both sides bid and ask of a small position hoping that it fools others (humans) into taking the bait so that it also triggers others to come and an play. These orders are quickly pulled because they don't want to fill them they just want to see what humans are up to and use that as a way to flush out what real orders may be waiting to be placed.

Dollar sinks to one-month low amid easing Fed rate hike bets

The U.S. dollar sank to a one-month low versus major peers on Friday as traders lowered Federal Reserve rate hike expectations amid signs the central bank might slow or even pause its tightening cycle in the second half of the year. The dollar index , which measures the greenback against a basket of six major peers, fell as low as 101.43 for the first time since April 25. A rally in Asian stocks also sapped demand for the greenback as a haven.

Against the euro , the U.S. currency also slipped to the weakest since April 25 at $1.0765, and dropped to the lowest against sterling since April 26 at $1.2607. The risk-sensitive Australian dollar rallied 0.51% to $0.7136, while the New Zealand dollar jumped 0.49% to $0.6510.

The dollar index is headed for a 1.5% drop this week, following last week's 1.37% slide. That would be the first two-week decline since the turn of the year. It reached a nearly two-decade peak above 105 mid-month, but retreated amid signs that Fed tightening may already be slowing economic growth. Treasury yields have also dropped from multi-year highs, further undermining the dollar. The dollar weakened 0.3% to 126.69 yen, sliding gradually over the past three weeks from a two-decade high of 131.35.

Dennis Butler, 37, was killed Wednesday night after he pulled out the rifle and began shooting at dozens of people attending the birthday-graduation party outside an apartment complex in the city of Charleston, police said in a statement.

The woman, who was attending the party, drew a pistol and fired, killing Butler, the statement said. No one at the party was injured.

The Justice Department has released portions of a previously unseen alternative version of special counsel Robert Mueller’s report on ties between former President Donald Trump and Russia.

However, the 37-page report prepared at the direction of Mueller deputy Andrew Weissmann and released this week under the Freedom of Information Act is heavily redacted. Justice Department officials withheld large swaths of the document on grounds of ongoing investigations, privacy and protecting internal deliberations.

The deletions are typically made by career officials at the Justice Department and the FBI, but the secrecy puts the Biden administration in the curious position of fighting to keep from public view evidence of alleged wrongdoing by top advisers to Trump. It appears that those blacking out the redacted document sought to delete any details not made public in the version of Mueller's report released in 2019 or in other public documents.

The report focuses on the work of what was known within Mueller’s office as “Team M” a group of investigators and prosecutors focused on connections between Trump campaign chairman Paul Manafort and businessmen and politicians friendly to Russia.

The report details contacts between Manafort, his campaign deputy and longtime business partner Rick Gates and pro-Russian business figures. It argues that Manafort, who worked for Trump’s campaign without pay, expected to improve his financial situation as a result of his ties to a potential Trump administration.

Plans For ‘Dirty Bomb’ Nuclear Drill During Indy 500 Race

A week after completing a simulated “dirty bomb” attack in Austin, Texas, the U.S. Department of Energy’s National Nuclear Security Administration (NNSA) plans to conduct three days of helicopter survey flights to test for radiation over the Indianapolis Motor Speedway complex starting May 25.

According to the NNSA, the agency will conduct low-altitude aerial surveys during the Indianapolis 500 race taking place on May 29.

It said: “The public may see a twin-engine Bell 412 helicopter, which is equipped with radiation sensing technology and operated by [Nuclear Emergency Support Team] NEST’s Aerial Measuring System based at Joint Base Andrews in Maryland.” “The helicopter will fly in a grid pattern over the areas at 200 feet or higher … at a speed of approximately 80 mph. Flyovers will occur only during daylight hours and will take roughly two hours per area to complete.” Surveys are a “normal” part of security and emergency preparedness and are warning the public to avoid causing alarm, the NSSA said.

The Austin Police Department and NNSA did not respond to a request for comment. The helicopter surveys come on the heels of a major radiological incident exercise by the security administration in Austin on May 16-20.

Dubbed “Cobalt Magnet 22,” the exercise involved more than 30 local, state, and federal agencies at various locations around the city to “ensure against radiological threats.” “The men and women of the Nuclear Emergency Support Team … are trained to provide decision-makers with timely, actionable scientific advice during fearful events,” said Jay Tilden, DOE’s deputy undersecretary for counterterrorism and counterproliferation. “Saving lives and reducing the impact of a nuclear incident requires a full understanding of what happened, who will be affected, and what the optimal response should be. NEST’s bread and butter is providing that information to local, state, and federal leaders as rapidly as possible.” The NNSA said those city residents in the exercise zone would likely see field teams in protective clothing using radiological monitoring and detection equipment, low-flying aircraft gathering data, and first-responders. Officials said the exercise would simulate a dirty bomb to enable first-responders to practice giving emergency relief and restoring “essential services.” Cobalt Magnet 22 was the result of 18 months of planning for implementation.
