NHS admissions for cancer, heart attacks, other deadly illnesses fall by thousands amid Covid-19 outbreak in UK – report
UK patients with cancer and other life-threatening conditions have been admitted to hospitals at far lesser rates as Britain’s National Health Service was prioritizing the fight against coronavirus, a new report shows.
The number of admissions for heart attacks has dropped by 6,000 in March and April compared to last year, the Daily Mail reported, citing NHS data for England. Likewise, there were nearly 137,000 fewer cancer admissions from March to June.
According to the paper, hospital admissions for diabetes and strokes fell by 36 and 17 percent respectively, while similar trends were revealed for dementia and mental health disorders, such as severe depression and anxiety.
The admission rate for non-coronavirus treatment began falling since early spring, when the UK was first hit by the outbreak and hospitals were struggling with the sudden influx of Covid-19 patients. This sparked concerns that prioritizing the fight against coronavirus would cause more people to suffer and die from other conditions.
A study by the Health Care Research Hub for Cancer in July projected up to 35,000 additional cancer deaths within a year, if the delays in diagnosis and treatment continue.
One of the patients whose life has been impacted by the delays is Sherwin Hall from Leeds. He told RT in July that he had gone to the hospital 13 times between May and early June, begging for an MRI or a CT scan, before being eventually diagnosed with cancer. He said that his repeated requests for a scan were initially denied due to the ongoing Covid-19 outbreak, and he believed that he would have better chances for survival had he been diagnosed earlier.

The election will be immediately followed by the wholesale resignation of the current Abe cabinet, the appointment of Suga as the next Prime Minister during a special Diet session on September 16, and Suga forming his own cabinet.

China's Global Times Warns: "China Must Be Ready For A Potential War"
August saw a bumper Chinese total social financing number, up much more than the market had expected at CNY3,580bn. That’s around USD500bn in one month in new borrowing, an annualised pace of USD6 trillion, if far lower in y/y terms due to seasonality. The last time we saw a number like that was March, when Covid was smashing growth, as it has everywhere else too: and this is an economy ostensibly doing far better than everybody else.
While it seems Beijing has gone for a bells and whistles growth approach, the details are less ‘positive’- if that is the right word. (And for market-based Western economies that have long relied on non-market-based Chinese borrowing, it is the right word.) M2 money supply was up just 10.4% y/y in August, down from 10.7%: where is this new borrowing going if it isn’t into the money supply? That should set alarm bells ringing as it’s even worse than the Western/Japanese problem of a flood of new money seeing ever-lower velocity of circulation. It may even suggest rather than the historical correlation between the ‘China credit impulse’ and global real yields meaning the latter will rise due to higher China-driven inflation and then even higher global bond yields, it may instead hold due to low bond yields and even more biting deflation.
That’s already the threat from a US economy with no new stimulus package close to being passed; from a UK economy trying to head for Hard Brexit shortly after its job-protecting furlough scheme is rolled back; and as Israel becomes the first country to enter into a second national lockdown, showing Covid-19 will still be an issue well into 2021. Plus, of course, China itself is openly talking about “internal circulation”, which would reduce the global flow-through from it to the rest of the world – with the exception of the commodities it says it will stockpile so aggressively.
Against that backdrop, there is a virtual summit today between the EU and China to try to agree a bilateral investment treaty. In typically European fashion, this began years ago in an environment where thus was entirely technocratic, and ends in one where it is geopolitical. China is openly stating it wants Europe to align with it more closely against the US just ahead of a US presidential election that could potentially prove pivotal for the future of US-EU relations.
The EU will want to show it has options. Rather inauspiciously, however, the talks begin with China having just banned German pork imports; and China’s Global Times has published an editorial which is far louder than the wolf (warrior) whistle blown at India last week titled ’China must be militarily and morally ready for a potential war’. Imagine if the New York Times published a story like that based on White House sources.

Atlantic’s Jeffrey Goldberg Asks Alexander Vindman If Trump is Russian ‘Asset’
The Atlantic‘s Jeffrey Goldberg scored the first post-impeachment interview with Lt. Col. Alexander Vindman on Monday and asked what he described as the “key question”: “Does he believe that Trump is an asset of Russian intelligence?”
Vindman’s answer largely regurgitates left-wing conspiracy theories about Russian influence (original emphasis):
“President Trump should be considered to be a useful idiot and a fellow traveler, which makes him an unwitting agent of Putin,” he says. Useful idiot is a term commonly used to describe dupes of authoritarian regimes; fellow traveler, in Vindman’s description, is a person who shares Putin’s loathing for democratic norms.
But do you think Russia is blackmailing Trump? “They may or may not have dirt on him, but they don’t have to use it,” he says. “They have more effective and less risky ways to employ him. He has aspirations to be the kind of leader that Putin is, and so he admires him. He likes authoritarian strongmen who act with impunity, without checks and balances. So he’ll try to please Putin.”
Vindman continues, “In the Army we call this ‘free chicken,’ something you don’t have to work for—it just comes to you. This is what the Russians have in Trump: free chicken.”
Goldberg, who described Vindman as an “idealist,” also took him on a tour of the Watergate building in Washington, DC, to drive home the apparent parallels.
Goldberg did not appear to ask Vindman about his role in informing the so-called “whistleblower” in the impeachment trial (“A whistleblower shared details of the call,” he wrote).
Washington Examiner columnist Byron York told Fox News last week that Vindman had to be the “original source” for the “whistleblower” complaint: he was the only person who listened to President Donald Trump’s phone call with the president of Ukraine who thought there was anything wrong with it, and admitted telling a member of the “intelligence community.”
NBC News will also air an interview of Vindman on Monday evening, conducted by Lester Holt.
Goldberg, the Atlantic‘s editor-in-chief, was also responsible for a story earlier this month claiming that Trump had referred to dead World War I soldiers as “suckers” and “losers.” He cited four anonymous sources. The story has been disputed by more than twenty people on the record.

Gary Cohn, President Donald Trump’s former National Economic Council Director, stated Monday that he is unsure of who he will vote for in the 2020 general election.
“I honestly haven’t made up my mind,” Cohn, who was replaced by NEC Director Larry Kudlow in 2018 after resigning from the administration, said during the tail end of an interview on CNBC. “I’m eager to see an economic debate between the two of them. I actually vote on issues.”
Cohn claimed to have possibly been the only Democrat “to work in the Trump administration.”
“I care a lot about the economic issues. I care about the deficit,” he continued. “I agree that this was, this corona situation was a time to allow the deficit to expand, but our current $3 trillion annual deficit that we’re having this year cannot become the new steady state.”
“I really do want to hear where the two candidates are,” Cohn added of the upcoming three presidential debates. “Just taxing to spend doesn’t make sense to me. We have to have a plan to get our fiscal house back in order.”

UK Minister: Snitch on Your Neighbours If They Break Coronavirus Rules
Policing minister Kit Malthouse has said that people should snitch on their neighbours if they think they are breaking the new coronavirus rules. He said he also hopes to roll out “COVID-secure marshalls” across the country to help enforce public “compliance”.
From Monday, it is illegal for Britons to gather in groups of more than six in public or private, indoors or outside. Prime Minister Boris Johnson said last week when he announced the measures that people breaking the law would be told to disperse, fined, or even arrested.
BBC Radio 4’s Today host Mishal Husain asked Mr Malthouse today whether people should snitch on their neighbours if they suspect they are breaking the law.
The policing minister responded: “If people are concerned, if they do think there has been a contravention, then that option is open to them.”
“It’s open to neighbours to do exactly that through the non-emergency number. If they are concerned and they do see that kind of thing, then absolutely they should think about that,” Malthouse added.
When explicitly asked if people should call the police on their neighbours, he said bluntly: “Yes.”

Prime Minister Johnson also raised the prospect of introducing “COVID Secure Marshalls” who will “help ensure social distancing in town and city centres”.
Mr Malthouse claimed the marshalls had “proven themselves to be quite useful” in other parts of the country, “engaging” with people in high streets and city centres in “making sure we get good compliance”.
Former Supreme Court judge Lord Jonathan Sumption said that the new rules were unenforceable, writing in a letter to The Sunday Times: “The ban on socialising in groups of more than six is unenforceable except in a Stasi-style surveillance state with a poisonous network of informers.”
Later speaking to LBC, the former senior judge criticised the government for its initially prolonged lockdown, which he said had met its useful end at around April 11th, when the NHS’s intensive care capacity was increased to its peak to cope with the then-projected high number of cases.

Man arrested twice in 12-hour span for starting fires near I-205
A man was arrested on Sunday for intentionally setting a brush fire near Interstate 205 in Portland then, just hours after he was released, he was taken into custody again for lighting six more fires, according to Portland police.
Around 4:35 p.m., officers were sent to help Portland Fire & Rescue with a small blaze burning in a section of grass along the freeway near the 9600 block of East Burnside, officials said. The fire was quickly put out and no one was injured.
About an hour later, a witness flagged down officers and told them that a man in a nearby tent had lit the fire. Domingo Lopez Jr., 45, was taken into custody and admitted to setting the fire, police said in a statement. He was found with a plastic bottle with a burnt wick attached, according to police.
He was booked into the Multnomah County Detention Center on charges of reckless burning and disorderly conduct, but was released.
Around 3:30 a.m. Monday, officers were called to another report of fire in the same general area of Interstate 205. They found several small blazes and firefighters quickly put out several of them while bystanders from the community taking care of the rest.
No one was injured and no structures were damaged.
Lopez was found walking on the shoulder of the freeway a short time later and arrested, police said. He was taken to a local hospital for a mental health evaluation and charged with six more counts of reckless burning.
Despite at least three other arrests for arson around the state in recent weeks, local police departments and the FBI have roundly rejected and debunked rumors of widespread arson in relation to the massive wildfires that have burned in Oregon over the last week.

'Rogue' Chinese Virologist Joins Twitter, Publishes "Smoking Gun" Evidence COVID-19 Created In Lab
On Saturday we reported that Dr. Li-Meng Yan - a Chinese virologist (MD, PhD) who fled the country, leaving her job at a prestigious Hong Kong university - appeared last week on British television where she claimed SARS-CoV-2, the virus which causes COVID-19, was created by Chinese scientists in a lab.
On Sunday, Li-Meng joined Twitter - and on Monday, just hours ago, she tweeted a link to a paper she co-authored with three other Chinese scientists titled:
Unusual Features of the SARS-CoV-2 Genome Suggesting Sophisticated Laboratory Modification Rather Than Natural Evolution and Delineation of Its Probable Synthetic Route
She also posted a link to her credentials on ResearchGate, revealing her (prior?) affiliation with The University of Hong Kong and 13 publications which have been cited 557 times.
Cutting to the chase:
"The evidence shows that SARS-CoV-2 should be a laboratory product created by using bat coronaviruses ZC45 and/or ZXC21 as a template and/or backbone. Building upon the evidence, we further postulate a synthetic route for SARS-CoV-2, demonstrating that the laboratory-creation of this coronavirus is convenient and can be accomplished in approximately six months.
Here is the extended punchline:
The receptor-binding motif of SARS-CoV-2 Spike cannot be born from nature and should have been created through genetic engineering.
The Spike proteins decorate the exterior of the coronavirus particles. They play an important role in infection as they mediate the interaction with host cell receptors and thereby help determine the host range and tissue tropism of the virus. The Spike protein is split into two halves (Figure 3). The front or N-terminal half is named S1, which is fully responsible for binding the host receptor. In both SARS-CoV and SARS-CoV-2 infections, the host cell receptor is hACE2. Within S1, a segment of around 70 amino acids makes direct contacts with hACE2 and is correspondingly named the receptor-binding motif (RBM) (Figure 3C). In SARS-CoV and SARS-CoV-2, the RBM fully determines the interaction with hACE2. The C-terminal half of the Spike protein is named S2. The main function of S2 includes maintaining trimer formation and, upon successive protease cleavages at the S1/S2 junction and a downstream S2’ position, mediating membrane fusion to enable cellular entry of the virus.

Given that RBM fully dictates hACE2-binding and that the SARS RBM-hACE2 binding was fully characterized by high-resolution structures (Figure 3)37,38, this RBM-only swap would not be any riskier than the full Spike swap. In fact, the feasibility of this RBM-swap strategy has been proven. In 2008, Dr. Zhengli Shi’s group swapped a SARS RBM into the Spike proteins of several SARS-like bat coronaviruses after introducing a restriction site into a codon-optimized spike gene (Figure 5C). They then validated the binding of the resulted chimeric Spike proteins with hACE2. Furthermore, in a recent publication, the RBM of SARS-CoV-2 was swapped into the receptor-binding domain (RBD) of SARSCoV, resulting in a chimeric RBD fully functional in binding hACE2 (Figure 5C)39. Strikingly, in both cases, the manipulated RBM segments resemble almost exactly the RBM defined by the positions of the EcoRI and BstEII sites (Figure 5C). Although cloning details are lacking in both publications39,47, it is conceivable that the actual restriction sites may vary depending on the spike gene receiving the RBM insertion as well as the convenience in introducing unique restriction site(s) in regions of interest. It is noteworthy that the corresponding author of this recent publication, Dr. Fang Li, has been an active collaborator of Dr. Zhengli Shi since 201049-53. Dr. Li was the first person in the world to have structurally elucidated the binding between SARS-CoV RBD and hACE238 and has been the leading expert in the structural understanding of Spike-ACE2 interactions. The striking finding of EcoRI and BstEII restriction sites at either end of the SARS-CoV-2 RBM, respectively, and the fact that the same RBM region has been swapped both by Dr. Shi and by her long-term collaborator, respectively, using restriction enzyme digestion methods are unlikely a coincidence. Rather, it is the smoking gun proving that the RBM/Spike of SARS-CoV-2 is a product of genetic manipulation."
It gets better, because the Chinese scientists then presciently tried to cover their tracks:
Although it may be convenient to copy the exact sequence of SARS RBM, it would be too clear a sign of artificial design and manipulation. The more deceiving approach would be to change a few nonessential residues, while preserving the ones critical for binding. This design could be well-guided by the high-resolution structures (Figure 3)37,38. This way, when the overall sequence of the RBM would appear to be more distinct from that of the SARS RBM, the hACE2-binding ability would be well-preserved. We believe that all of the crucial residues (residues labeled with red sticks in Figure 4, which are the same residues shown in sticks in Figure 3C) should have been “kept”. As described earlier, while some should be direct preservation, some should have been switched to residues with similar properties, which would not disrupt hACE2-binding and may even strengthen the association further [ZH: i.e., the virus was weaponized and enchanced]. Importantly, changes might have been made intentionally at non-essential sites, making it less like a “copy and paste” of the SARS RBM.

Google Faces $3 Billion UK Suit Over Use of Children's Data
Alphabet Inc.’s Google faces a multibillion-dollar lawsuit in the U.K. over claims that YouTube routinely breaks privacy laws by tracking children online. The suit, filed on behalf of more than 5 million British children under 13 and their parents, is being brought by privacy campaigner Duncan McCann and being supported by Foxglove, a tech justice group. The claimants estimate that if they’re successful, there would be as much as 2.5 billion pounds ($3.2 billion) in compensation, worth between 100 to 500 pounds per child. The filing alleges that YouTube’s methods of targeting underage audiences constitute “major breaches” of U.K. and European privacy and data rules designed to protect citizens’ control over their own private information. YouTube has “systematically broken these laws by harvesting children’s data without obtaining prior parental consent,” it alleges.
A spokesperson for YouTube declined to comment on the lawsuit Monday but added that the video streaming service isn’t designed for users under the age of 13. “We launched the YouTube Kids app as a dedicated destination for kids and are always working to better protect kids and families on YouTube,” the company said in an emailed statement. Privacy watchdogs have in recent months turned their attention more closely to the protection of children’s data, with regulators in Ireland looking to clarify the rights of children under the European Union’s strict data protection rules, and the U.K.’s Information Commissioner publishing a code of practice with specific standards for online services to follow.
ByteDance Ltd.’s social media app TikTok has in recent months also come under scrutiny by several EU data watchdogs over its processing of children’s data. It’s the first class action suit in Europe brought against a tech firm on behalf of children, according to the claimants. The legal action is being backed by Vannin Capital, a global litigation funder. “The cost of YouTube’s so-called free service is kids that are addicted to online content and influenced by large tech companies that have stolen their privacy,” Cori Crider, director of Foxglove, said. “Google won’t clean up its act until it’s forced to do so by the courts.”

VA Data Breach Leaves Personal Info of 46,000 Veterans Exposed
Hackers have tapped into personal information of more than 46,000 veterans kept by the Department of Veterans Affairs, gaining access to data such as Social Security numbers, VA officials said Monday.
Unauthorized persons accessed a VA Financial Services Center online application in an attempt to steal payments from VA to private physicians who treat veterans in the community, according to the department.
As soon as the breach was detected, the application was shut down and actions "were taken by the department to prevent and mitigate any potential harm to those individuals," VA officials said in a release.
"A preliminary review indicates these unauthorized users gained access to the application to change financial information and divert payments from VA by using social engineering techniques and exploiting authentication protocols," the statement read.
VA is notifying affected veterans and survivors of deceased veterans by mail of the data breach and will provide credit monitoring services to those whose Social Security numbers may have been compromised.
Instructions for receiving credit monitoring will be included in the letter to affected veterans. If a former service member does not receive a letter, their information was not compromised, according to VA.
The breach is the largest in the past decade, affecting roughly the same amount of veterans in five separate breaches since 2011.
The largest compromise of personal information ever reported at VA occurred in 2006 when a laptop and hard drive with the personal information of 26.5 million veterans, spouses and active-duty service members was reported stolen. The devices containing the information were later found at the home of an employee who had permission to work from home.
The affected application will remain offline until the VA's Office of Information Technology conducts a security review of the hack, according to VA.
VA did not disclose whether the hackers succeeded in diverting any funds. Officials did not immediately respond to questions about the breach.
Veterans or next-of-kin who are notified that their information was potentially compromised can contact the VA FSC customer help desk by emailing VAFSCVeteransSupport@va.gov.

Four days ago, Donald Trump said the U.S. isn’t involved in the Middle East for oil, but because we “want to protect Israel.” The comments have gone all but unreported in the mainstream press.
Trump made the comment during a rally in Winston-Salem, N.C. on Sept. 8, when he was bragging about America’s energy independence, which he said Joe Biden would undermine if he gets the White House (minute 47):
I like being energy independent, don’t you? I’m sure that most of you noticed when you go to fill up your tank in your car, oftentimes it’s below two dollars. You say how the hell did this happen? Thank you President Trump! Look at your electric bills and everything else– these guys, your electric would go up four, five, six times. The Green New Deal it’s called the Green New Nightmare. While I’m president, America will remain the number one producer of oil and natural gas in the world. We will remain energy independent. It should be for many many years to come.The fact is, we don’t have to be in the Middle East, other than we want to protect Israel. We’ve been very good to Israel. Other than that, we don’t have to be in the Middle East.You know there was a time we needed desperately oil, we don’t need that anymore. We have more than they do, isn’t that nice? After years of rebuilding other countries, we are finally building our country.
The American Conservative’s Barbara Boland is the only reporter who seems to have picked up Trump’s remarks. No one else cares, evidently.
Do you remember all the arguments about Why are we engaged in so many conflicts in the Middle East? And why we are going to war in Iraq? And the mainstream default position is that it’s because of oil. Even though we lost concessions in Iraq.
These comments by Trump, the disrupter, tie into the long but shadowy pedigree of analysis from policymakers that we invaded Iraq to make Israel safer. Like the former head of the 911 Commission who said that the threat to Israel was the motivation for the war, but that was “the threat that dare not speak its name.” Or Colin Powell’s comment that we went into Iraq because the Secretary of Defense bought the neoconservative arguments of “the JINSA crowd,” referring to the Israel lobby group the Jewish Institute for National Security Affairs.
Trump touches on a larger realpolitik understanding of the creation of Israel, that it helped foster unrest throughout the region. As the State Department warned that it would do, in the 1940s. But don’t expect anyone in our media to consider such ideas…

So far this year, there have been 28 arson fires in the Federal Way area, South King Fire officials announced on Friday (Sept. 11)....

Britain to invest $30m in Oman’s strategic Duqm port
Britain announced on Friday that it will invest £23.8 million ($30 million) to expand the size of its base in the strategic Omani port of Duqm, located in the Gulf.
According to the Ministry of Defence, the “logistics hub” will “facilitate Royal Navy deployments to the Indian Ocean” in addition to supporting British Army training in the Sultanate.
“The long-standing friendships between the UK and the Gulf states are more important than ever,” said Defence Secretary Ben Wallace as he visited Oman and Qatar.
“Whether tackling Daesh or making our streets in the UK safer thanks to our intelligence networks, these are hugely valuable relationships that I am pleased to be able to renew this week,” he added.
Last year, Britain sent warships to the Gulf to escort freight vessels after Iran’s Islamic Revolutionary Guards Corps stormed and detained a British flagged tanker in the Strait of Hormuz, two weeks after Britain decided to detain an Iranian tanker off the coast of Gibraltar.
On Tuesday newly appointed Omani Foreign Minister Badr Bin Hamad Al-Busaid met with Wallace in Muscat to discuss bilateral relations and regional issues of common interest.
It has also been reported that a joint squadron of RAF and Qatar Typhoon jets would be based in Qatar for the FIFA 2022 World Cup.

South Dakota AG May Have Left Scene Of Fatal Car Accident, Governor Reveals
In a tragic accident that could have political ramifications for South Dakota Gov. Kristi Noem - whose speech at the RNC helped cement her national profile - the governor announced during a Monday press briefing that Attorney General Jason Ravnsborg had hit and killed a man during a car accident Sunday night.
Offering what sounded like a flimsy excuse to many, including members of the press, the governor claimed that Ravnsborg believed at the time that he had hit a deer, and had simply driven on without stopping.
However, he had actually struck a man named Joe Boever, a 55-year-old from Highmore, who was discovered the next morning. The accident occurred around 10:30 local time.
The Rapid City Journal, which had a reporter at the press briefing, said information about who found Boever's body wasn't released, and that the High Patrol insisted that "all information is preliminary at this point" while they carry out an investigation.
Given the obvious conflict of interest when a state's top law-enforcement official is caught up in what has the potential to become a criminal investigation - leaving the scene of an accident is a crime, at the very least, so is vehicular manslaughter, charges that can carry serious penalties if the person commiting said crime is found to have been intoxicated.
Like Noem and the police said, we'll probably need to wait just a little bit longer for answers. In the mean time, local reporters have requested records, including any 911 calls, that may have been made about the incident.

The Republican and Democratic leaders on the Senate Intelligence Committee rejected a broad request from two Republican Senate leaders seeking access to the panel’s records to assist in their investigation into the Trump-Russia investigators.
Acting Chairman Marco Rubio of Florida and Vice Chairman Mark Warner of Virginia rejected a late August letter from Senate Homeland Security Chairman Ron Johnson of Wisconsin and Senate Finance Committee Chairman Chuck Grassley of Iowa, who said that they “respect the authority” of the Senate Intelligence Committee to protect its interests, adding that “ultimately, we have the right as United States Senators” to access the records.
“We note that your request of the Committee is made pursuant to Senate Rule 26, but fails to account for the unique authorities and obligations invested in this Committee through Senate Resolution 400 and respected over decades of Senate and Committee practice,” Rubio and Warner responded. “Accordingly, we must reject the absolutist interpretation of Rule 26 that you propose. If this Committee elects to share materials that it has collected and generated in the course of its investigation into Russia’s efforts to interfere in the 2016 presidential election, it will do so pursuant to these long-standing Committee rules, and specifically, the joint agreement of the Chairman and the Vice Chairman.”
Rubio and Warner added: “Independent of whether that agreement is forthcoming, our position on this matter obviously does not preclude you from pursuing your own investigation, using your own authorities, as you see fit, within the confines of your committees’ jurisdictions.”

Academic behemoth behind AP, SAT helped advance Chinese infiltration in K-12 schools
College Board, the academic giant that administers the SAT, served as a "key partner" for the Chinese government for nearly two decades, helping it establish controversial Confucius Institute programs across the U.S. K-12 system, according to a new report.
Hanban, the Chinese government agency responsible for administering the Confucius Institute, has worked with the College Board for years to place government-approved Chinese teachers in American high schools across the country, according to a new report by the National Association of Scholars. The initiative has allowed Chinese teachers to teach Mandarin to tens of thousands of students. The College Board has also helped Hanban set up more than a dozen Confucius Institute classrooms, placing an organ of Chinese propaganda in the heart of some public school systems.
The report sheds light on the Chinese government's vigorous attempt to penetrate the K-12 system, mirroring its infiltration of college campuses through the Confucius Institute. Rachelle Peterson, an NAS scholar responsible for the report, said the partnership raises questions about whether it is appropriate for such a trusted American institution to lend its support for Chinese influence-peddling efforts targeting the country's youngest people.
"The College Board's relationship with the Hanban appears to be unique—it is so deeply wedded to the Chinese government," she said. "China has been especially aggressive in seeking Western partners who can lend to the Chinese government a veneer of credibility and respectability, and the College Board has received those offers with open arms."
Beijing claims that the work done by Hanban and the Confucius Institute is benign cultural diplomacy that seeks to promote Mandarin literacy and Chinese culture across the world. Critics—including a bipartisan cohort of congressmen—disagree. They identify the language programs as a thinly veiled attempt by the Chinese government to promote propaganda among the next generation of American youths. These critics point to the fact that the Chinese government oftentimes vets the Chinese instructors for the education programs and bars them from discussing sensitive topics such as the ongoing human-rights atrocities in Xinjiang, Tibet, and elsewhere.
College Board did not respond to a request for comment.

German Chancellor Angela Merkel on Monday refrained from saying how many refugees from the burned down camp of Moria, located on the Greek island of Lesbos, Germany is ready to admit, saying that it is wrong to fixate on numbers and that the issue has to have a pan-European solution.
"I think it is a wrong approach to concentrate on a number. There are 13,000 people on Lesbos who are living in very complicated conditions. Of them, 400 minors have been brought to the mainland ... Germany is ready to support the construction of a new refugee centre on Lesbos", Merkel said.
Such a centre could be a starting point toward the strengthening of Europe's migration policy.
"There is no point of talking about a single number, anyone knows that the goals of Europe's migration policy cannot be solved by Germany alone", the chancellor added.
Earlier in the day, she was reported to have criticized her Austrian colleague Sebastian Kurtz for refusing to allow Moria refugees into his country.
Last week, the Moria refugee camp suffered several fires, which may be caused by arson, resulting in thousands of people stranded without shelter. The island has declared a four-month emergency.

Step forward Alexander Downer. The former foreign minister, and former high commissioner to Britain, replaced by George Brandis in 2018, is to assist the government of Gibraltar in its free trade negotiations with Australia. The British Overseas Territory has engaged Downer for a three-year gig and thus the former foreign minister has placed himself on the federal government's transparency register, as a consultant.
It has been something of a whirlwind COVID year for Downer. In March we found him in isolation in Carrickalinga – a beachside town (pop. 281) on South Australia's Fleurieu Peninsula, SA's answer to Palm Beach.
At the time we reported he was stuck in SA for the foreseeable future, but in August came news that Downer had shown his adrenaline junkie side when he was knocked unconscious after a nasty accident on a rented e-scooter in Frankfurt. He was visiting the German city with wife Nicky to catch up with friends.
The 68-year-old former diplomat, despite suffering memory loss, rejected the advice of doctors for a three-night hospital stay and discharged himself to recuperate at his hotel.
Other notches on Downer's belt include chair of Britain's Policy Exchange think tank, executive chair of the King's College International School for Government and chair of London's Royal Over-Seas League club.
Downer will add the Gibraltar job to his position as principal at Tenjin Consulting, the London and Melbourne-based firm he runs with daughter Georgina Downer. Geopolitics addicts can get a weekly fix of the pair shooting the breeze on international relations via their weekly Geopod podcast. It's an acquired taste.

Just eight months after Vice President Joe Biden's son Hunter joined the board of Burisma Holdings, U.S. officials in Kiev developed evidence that the Ukrainian gas company may have paid a $7 million bribe to the local prosecutors investigating the firm for corruption, according to interviews and State Department memos.
State officials believed the alleged bribe was paid between May and December 2014 and got confirmation from one prosecutor. They argued the bribe amounted to a "gross miscarriage of justice that undermined months of US assistance" to fight corruption in Ukraine, contemporaneous memos show.
The concerns were eventually reported to the FBI, although it is not clear whether the allegations were ever investigated more fully, according to current and former U.S. and Ukrainian government officials.
The anecdote, buried in five-year-old diplomatic files, provides a fresh illustration of the awkward, uncomfortable conflict of interest State officials perceived as they tried to fight pervasive corruption in Ukraine under Joe Biden's leadership while the vice president's son collected large payments as a board member for an energy firm widely viewed as corrupt.
The concerns first came to a head in January 2015, the memos show, about eight months after Hunter Biden was named to Burisma's board and after two major corruption investigations — one in Ukraine and the other in Britain — were opened against the gas firm.
George Kent, then a State Department official newly sent to the U.S. embassy in Kiev to lead anti-corruption efforts, was concerned the bribery allegations surrounding Prosecutor General Vitaly Yarema were credible enough that he sought a meeting with one of Yarema's deputies to demand action, according to State Department memos.

Court Is Adjourned Until Tuesday After Sound
of US TV Report Disrupted Proceedings
11:02 am EDT: Court was adjourned until Tuesday after it was interrupted by the sound of a U.S. TV report on Assange. A court official explained to the press that the technical issues were still be sorted out but it was hoped they would be resolved by 10 am BST Tuesday.
9:26 am EDT: The court says it is investigating whether the interruption of the proceedings came from witness Eric Lewis’ computer (he is testifying online), or whether the court’s video feed was hacked. Just before lunch the sound of a U.S. TV report on Assange came through the video-link and into the courtroom. If it was a hack there are concerns among the press that the the remote video access could be stopped.
8:30 am EDT: Court has suddenly adjourned as it was interrupted by the sound of an American news report about the Assange case. The lawyers jumped to their feet throwing their arms in the air. Judge Vanessa Baraitser quickly fled the court. No one appears to have an idea how that happened. It was nearing lunch break so court will probably resume in about an hour.
James Lewis QC for the prosecution was cross examining the defense witness, American lawyer Eric Lewis, when the interruption occurred. Prosecutor Lewis has followed the same tactic he’s used on every defense witness, trying to undermine their claims of being an impartial expert.
He laid out that Eric Lewis is being paid for his testimony by the defense, and as he has with the previous defense witnesses, showed that this witness did not include a 36-page affidavit from Asst. U.S. Attorney Gordon Kromberg in his written testimony.
James Lewis then tried to show that because Eric Lewis is not a mental health or medical professional that he had no grounds in his written testimony to say that Assange would not receive adequate health care in prison.
The prosecutor also tried to establish that Assange would receive a fair jury trial because of the conviction of Zacarias Moussaoui in the 9/11 case. But Eric Lewis stood his ground, at times demanding that the prosecutor be fair in his questioning.
He rebutted the Moussaoui example by correcting the prosecutor that Moussaoui was convicted in the D.C. District Court, not in the Eastern District of Virginia where Assange would be sent. “That is a very different jury pool,” witness Lewis said.
