US company makes Trump $3.3B border offer: Quick turnaround on 218 miles of steel fence, roads, and tech

A U.S. construction company is making a formal, unsolicited offer to Trump administration officials in Washington this week to build 218 miles of wall along the U.S.-Mexico border for $3.3 billion and have the entire job completed in 13 months.

Arizona-based Fisher Industries President Tommy Fisher is meeting this week with top Department of Homeland Security officials, along with Democrats and Republicans in Congress, to sell his plan, the Washington Examiner has learned.

“DHS needs a contractor to build the border fence as fast as possible, without compromising the quality of the fence. The ideal contractor would build the border fence faster, of higher quality, and at less cost than any other contractor. Fisher Sand & Gravel Co. is that contractor,” Fisher Industries officials wrote in an official paper version of the proposal.

Tommy Fisher said it can build 218 miles of 18-foot steel bollard fence, along with paved concrete roads, lighting, and technology for $3.285 billion, a fraction of the $5.7 billion President Trump requested from Congress in December for a 234-mile project.

The fence's steel is all made in-house and would be weathered to avoid rusting and the need for replacement for 75 years, Fisher said. The top of the fence would have spin cameras mounted to it with systems that use facial recognition technology.

The barrier would go up in four regions: 42 miles near Yuma, Ariz.; 69 miles near El Paso, Texas; 15 miles near El Centro, Calif.; and 91 miles near Tucson, Ariz.

Each mile would cost $12.5 million. Mobilization or start-up costs are estimated around $200 million and a $360 million five-year warranty is included in the total proposed cost. Fisher said all parts and labor would be American.

The project comes in $2 billion less than budgeted, Fisher said, because he has handled all of the procurement costs himself and came up with a new and cheaper way to build. A patent is pending on the fence installation process, which is not done the same as other wall projects because of a different type of excavator Caterpillar will make specifically for this project.

The posts are dropping multiple clues, and given MANY hints for digs that go in many directions. (BAD has new meaning…) It seems multiple people were killed on one flight together, Colgan Air Flight 3407.

Another who died on the flight was Rwanda researcher Alison Des Forges. The official story of the Rwandan genocide is that it was mainly conducted by Hutus and the victims were Tutsis. But before her death she had begun focusing more attention on atrocities committed by the Rwandan Patriotic Front, the group led by Paul Kagame that won the war and became the government. Kagame is still the effective ruler of Rwanda.

The spark that set of the genocide was a plane crash on… APRIL 6, 1994. (So many plane crashes…) The plane was carrying the presidents of Rwanda and Burundi, who were returning from a peace conference that was supposed to make final arrangements on a power-sharing agreement that would put a stop to ethnic conflict. But the missile downed the plane on its descent to Kigali, and all died. Shortly thereafter, the most radical "Hutu Power" elements in the existing Hutu-controlled government seized power and started the slaughter. The "obvious" conclusion is that the Hutu fanatics downed the plane so they could avoid peace and get their genocide on.

But…

Nobody has ever really established who shot down the plane, and it seems the Rwandan Patriotic Front forces kicked into action immediately afterwards, including a unit already in Kigali in preparation for the peace treaty. I am just an amateur who reads books on this, but I have long suspected the RPF shot the plane down, and others have suspected the same.

Paul Kagame is an interesting guy who happens to have received military training at Ft. Leavenworth. He was an extremely effective military leader, and the genocide ended with him seizing control of the country and ruling since then. And he seems to have remade the country in his own image. Crime is way down. On the other hand you are not allowed to have an ethnic group anymore or question official accounts…

George Washington University students vote to remove 'offensive' mascot

George Washington University students voted to replace their mascot, George the Colonial, which had been criticized by many as being "offensive" to some students.

According to Campus Reform, 54 percent of the GW students who voted in their student elections supported removal of the mascot. However, it's unclear whether administrators will follow through with removing the mascot.

One student said that she felt the mascot was "a little white supremacisty."

"The word colonial invokes an image of white men coming to take people's land," said another student.

Originally, the campaign to change the mascot began with a petition in 2018, and although it managed to garner over 500 votes, Campus Reform noted that this is less than 2 percent of the total student body of George Washington University.

"What's missing in this debate is any sort of common sense whatsoever," said Campus Reform correspondent Abigail Marone on Fox News.

"There's a huge difference between a colonial, which is our mascot, and anyone who lived during colonial times, and colonialism, which is what students are saying this mascot is representative of, which is not the case at all," said Marone.

"Colonialism is a political system of taking over land," she added.

Jay Lawrence, a former truck driver, is a case in point. When his doctor refused to continue his medication in early 2017 — even though he had severe pain from spinal cord injuries and was not addicted — he told his wife that he’d had enough. In a park where they’d recently renewed their wedding vows, he fatally shot himself in the chest while she held his hand.

Thousands of pain medication recipients have had their doses reduced or eliminated. But this attempt to save people from addiction is leaving many patients in perpetual pain — and thus inadvertently ruining, or even ending, lives.

A Veterans Health Administration study found alarming rates of suicidal acts “following discontinuation of opioid therapy.” Human Rights Watch recently released a report detailing the struggles of chronic pain patients in the United States to find relief and care as a result of government efforts to reduce prescriptions.

Prescribing outside the C.D.C. guidelines can lead to scrutiny by medical boards and even the Drug Enforcement Administration — and the result has been that many doctors have either quit prescribing entirely or tapered patients’ doses to fit the guidelines.

According to a 2017 Boston Globe survey, nearly 70 percent of family and internal medicine doctors nationwide reported having reduced their prescribing in the previous two years — and nearly 10 percent reported stopping prescribing pain medication entirely.

The State of Oregon is considering a proposal that would require that all Medicaid patients with certain forms of chronic pain be forced off opioids. But not all patients can manage without opioids and some — whether because of metabolic or genetic differences, or tolerance from long-term use — will always need higher doses than the C.D.C. recommends.

By working to reduce prescribing, government regulators, insurers, law enforcement officials, legislators and other policymakers have ignored the genuine dangers of leaving people in agony, including suicide and increased risk for heart attacks and strokes.

And with the Trump administration having pledged to cut the manufacturing of opioids by pharmaceutical companies by an additional 10 percent, even more patients are at risk.

But while medical opioid use has fallen by nearly one-third since peaking around 2011 — and deaths associated with prescription opioids have stabilized — overall opioid overdose fatalities have recently hit a high as more potent, illegally manufactured opioids hit the streets.

Indeed, as prescribing fell, deaths connected to illicit opioids skyrocketed. From 2010 to 2016, heroin overdose mortality rose by nearly 500 percent — and mortality associated with illegally manufactured fentanyl jumped 600 percent from 2013 to 2016 alone.

Officials with the Centers for Disease Control admit that they do not specifically track suicides by patients who have lost medical access to pain relievers, so we don’t really know how many people are killing themselves because they can’t live with their pain.

In the rush to reduce opioid misuse, it is easy to forget that millions of people have safely taken these drugs for years. Data show that less than 8 percent of chronic pain patients become addicted, according to a study that has the director of the National Institute on Drug Abuse as a co-writer. And overwhelmingly, prescription opioid addiction doesn’t begin with a doctor’s prescription: About 80 percent of people who start misusing these drugs are getting them from family, friends and other people’s medicine cabinets — not from legitimate pain treatment.

It is true that long-term, high-dose opioid use is associated with increased overdose risk. But proponents for cutting pain medication use often fail to recognize that simply reducing or ending pain pill prescriptions can be risky, too.

A 2017 study of about 500 veterans who were forced to taper found that 9 percent became suicidal and 2 percent actually acted on those thoughts. Other research recently presented at a major health services conference showed that 30 percent of those who were made to taper completely were dead within six months, though the data didn’t show the cause of death.

After years of complacency, doctors are finally starting to fight back. Dr. McAneny cited her experience to support a resolution, subsequently passed by the medical association, that warns against “misapplication” of the guidelines. The group stresses that dose alone is not a reason for insurers or pharmacists to block access — and that doctors with good clinical reasons for variance should not be investigated or prosecuted.

Technically, I guess, there are supposed to be two Congo Wars. In reality, it is pretty much one long war that is more or less still going (like Afghanistan). Most people in the US know something about the Rwanda genocide. It fits the narrative… it is "about" the danger of "racism" and "stereotyping" and all that. Never again! (Except when convenient…) Almost nobody knows ANYTHING about the Congo Wars, although typically those who make an effort to write on it call it the worst conflict since WW2. It has killed FAR more people than the Rwandan genocide (even counting the victims of the RPF).

It is perhaps worth reemphasizing, as some Anons know, that Congo has a wealth of "natural resources".

I know far more about the Congo Wars than the average person, but my knowledge is still rudimentary. Congo, then called Zaire, was ruled by Mobuto Sese Seko, an eccentric and extremely corrupt autocrat who ruled for decades and had sided with the US in the Cold War. He was closer to the end of life than the beginning and perhaps no longer useful. Laurent Kabila, an obscure revolutionary, who had been fighting since the 60's when he had received assistance from Che Guevara, and had been thought dead, suddenly reappeared and began a march across Congo, assisted by forces loyal to… Paul Kagame (and his former patron Uganda).

Somehow, these forces were able to swiftly overthrow Mobutu, who had ruled for decades. Kabila became president, but in less than four years he was assassinated, only to be succeeded by his son, who ruled until 2019. Relations with the Rwandans soured, and they were thrown out. But the WARS continued… and that is what matters perhaps. WAR and DESTRUCTION can create many opportunities for those with few scruples and much greed.

A few books have been written about the Congo Wars, but the stories never really hit the mainstream media.

One newsman did put together a multi-part story about them, trying to remedy the nearly complete lack of attention they had recevied for years at that point. It was a five-part story by Nightline's Ted Koppel. (He hardly EVER did a multi-part story like that, so he must have though this was BIG.) The first part broadcast on Sept 7, 2001. Parts 2-5 were scheduled for Sept 11-14, 2001. As it happens, they were preempted by coverage of current events.

Facing the threat of rebellion, British General Thomas Gage hoped to prevent violence by ordering the seizure of weapons and powder being stored in Concord, Massachusetts, twenty miles northwest of Boston. Departing Boston late in the evening on April 18, 1775, the King’s troops marched into the small town of Lexington at around 5:00 AM. the next morning. Waiting to greet them was a small company of militia commanded by Captain John Parker.

A shot rang out – historians still debate who pulled the trigger. Nervous British soldiers then fired a volley, killing seven militiamen and mortally wounding another. Parker’s men fled, while the British soldiers moved on towards Concord, arriving around 8:00 AM.

Step 1: Use AI to make undetectable changes to outdoor photos. Step 2: release them into the open-source world and enjoy the chaos. Worries about deep fakes — machine-manipulated videos of celebrities and world leaders purportedly saying or doing things that they really didn’t — are quaint compared to a new threat: doctored images of the Earth itself.

China is the acknowledged leader in using an emerging technique called generative adversarial networks to trick computers into seeing objects in landscapes or in satellite images that aren’t there, says Todd Myers, automation lead for the CIO-Technology Directorate at the National Geospatial-Intelligence Agency. “The Chinese are well ahead of us. This is not classified info,” Myers said Thursday at the second annual Genius Machines summit, hosted by Defense One and Nextgov. “The Chinese have already designed; they’re already doing it right now, using GANs—which are generative adversarial networks—to manipulate scenes and pixels to create things for nefarious reasons.”

For example, Myers said, an adversary might fool your computer-assisted imagery analysts into reporting that a bridge crosses an important river at a given point. “So from a tactical perspective or mission planning, you train your forces to go a certain route, toward a bridge, but it’s not there. Then there’s a big surprise waiting for you,” he said.

First described in 2014, GANs represent a big evolution in the way neural networks learn to see and recognize objects and even detect truth from fiction. Say you ask your conventional neural network to figure out which objects are what in satellite photos. The network will break the image into multiple pieces, or pixel clusters, calculate how those broken pieces relate to one another, and then make a determination about what the final product is, or, whether the photos are real or doctored. It’s all based on the experience of looking at lots of satellite photos.

GANs reverse that process by pitting two networks against one another — hence the word“adversarial.” A conventional network might say, “The presence of x, y, and z in these pixel clusters means this is a picture of a cat.” But a GAN network might say, “This is a picture of a cat, so x, y, and z must be present. What are x, y, and z and how do they relate?” The adversarial network learns how to construct, or generate, x, y, and z in a way that convinces the first neural network, or the discriminator, that something is there when, perhaps, it is not. A lot of scholars have found GANs useful for spotting objects and sorting valid images from fake ones. In 2017, Chinese scholars used GANs to identify roads, bridges, and other features in satellite photos.

The concern, as AI technologists told Quartz last year, is that the same technique that can discern real bridges from fake ones can also help create fake bridges that AI can’t tell from the real thing. Myers worries that as the world comes to rely more and more on open-source images to understand the physical terrain, just a handful of expertly manipulated data sets entered into the open-source image supply line could create havoc. “Forget about the [Department of Defense] and the [intelligence community]. Imagine Google Maps being infiltrated with that, purposefully? And imagine five years from now when the Tesla [self-driving] semis are out there routing stuff?” he said.

When it comes to deep fake videos of people, biometric indicators like pulse and speech can defeat the fake effect. But faked landscape isn’t vulnerable to the same techniques. Even if you can defeat GANs, a lot of image-recognition systems can be fooled by adding small visual changes to the physical objects in the environment themselves, such as stickers added to stop signs that are barely noticeable to human drivers but that can throw off machine vision systems, as DARPA program manager Hava Siegelmann has demonstrated.
