President Signs Bill Aimed at Preventing and Responding to Genocide

On Monday, President Donald Trump signed the Elie Wiesel Genocide and Atrocities Prevention Act of 2018, which is named after Nobel Laureate and Holocaust survivor Elie Wiesel, who passed away in 2016.

The legislation "directs the Department of State to provide training to Foreign Service officers on preventing and responding to genocide and other atrocities," according to a White House press release.

The legislation drew praise from the United States Holocaust Memorial Museum. In a statement emailed to the Washington Free Beacon, Naomi Kikoler, deputy director of the Simon-Skjodt Center for the Prevention of Genocide at the museum, called the act "an important step toward developing a bipartisan congressional blueprint for making ‘never again' real by taking practical steps to mitigate the systematic persecution of vulnerable groups."

The report noted that genocide and related crimes against humanity are not inevitable and "preventing genocide is a goal that can be achieved with the right organizational structures, strategies, and partnerships—in short, with the right blueprint," the statement continued.

The bill was first introduced in 2017 by Rep. Ann Wagner (R., Mo.) and former Democratic representative Joe Crowley of New York and senators Ben Cardin (D., Md.) and Todd Young (R., Ind.). The legislation finally passed both chambers last month.

The primary goal of the bill is to "help prevent acts of genocide and other atrocity crimes, which threaten national and international security, by enhancing United States Government capacities to prevent, mitigate, and respond to such crises."

Toward this end, the act requires the aforementioned training in conflict prevention for Foreign Service officers. The president will also be required to deliver an annual report to Congress reviewing countries at risk of genocide and detailing efforts by the United States to respond to atrocities.

The legislation outlines steps which are to be taken by the Atrocities Prevention Board, an interagency body established during the administration of President Barack Obama. The board is expected to "monitor developments throughout the world that heighten the risk of atrocities" and "facilitate the development and implementation of policies to enhance the capacity of the United States to prevent and respond to atrocities worldwide." It should also meet at least biannually "with representatives of nongovernmental organizations and civil society dedicated to atrocity prevention and response."

Peter Burns, government relations and policy director at the nonprofit In Defense of Christians, explained to the Free Beacon why his organization supports the act.

"As an organization that works a lot on responding to genocide, we also want to look at how we prevent future genocide…. Anything that can be done to prevent atrocities is something that we support and want to get behind," Burns said.

New cases of child rape revealed in Finland – President says asylum seekers brought evil with them

A number of cases of rape and abuse of children, with foreign perpetrators, have been revealed in Oulu in the northern parts of Finland since last autumn, Fria Tider reports.

The police are investigating another four cases with girls under the age of 15, where three perpetrators of foreign background have been arrested suspected of rape and serious sexual abuse of children.

In all cases, the suspects have background as refugees or asylum seekers.

And now the police in Helsinki have arrested several migrants suspected of serious rape and serious sexual abuse of children. The crimes have been committed in the last two months.

No direct link with the cases in Oulu is currently known.

Finland’s Prime Minister Juha Sipilä wrote on Twitter: “As a result of the inhuman and reprehensible events in Oulu and Helsinki, the Government will meet next week in negotiations both on Tuesday and Friday.”

“It is unbearable that people who have asked for and even received asylum from us have brought such evil and caused unsafety here“, the country’s President Sauli Niinistö said in a statement.

Helsinki police point out the importance of parents informing their children to be cautious on social media, where the foreign rapists find their victims.

The 1986 State of the Union address was given by President Ronald Reagan to a joint session of the 99th United States Congress in the House Chamber of the Capitol at 8:04 p.m. on Tuesday, February 4, 1986.[1] The speech was the second State of the Union address of President Reagan's second term. Economic growth, increased job opportunities, and falling inflation rates were among some of the key issues discussed in this address. Reagan advocated for both an increase in national defense and a reevaluation of the federal budget, arguing the importance of national security and economic stability by appealing to American family values. In addition, the speech addressed welfare issues and proposed that new programs be created to support poor families. Reagan also asked that he be given the authority of a line-item veto. [2]The speech lasted approximately 31 minutes [3] and contained 3,514 words.[4] The address was broadcast live on radio and television.

Reagan was the only president to have postponed his State of the Union Address. He planned to give his address on Tuesday, January 28, 1986, but after learning of the Space Shuttle Challenger disaster, he postponed it for a week and addressed the nation on the day's events.[5] Reagan delivered a much shorter address to the nation, focused solely upon the tragic events of the Challenger disaster, which served as an explanation for the delay of the speech. Reagan justified this delay by stating that “today is a day for mourning and remembering,” inviting the nation to devote the day to recognizing what he defined as “truly a national loss.”[6] This was the only time that the State of the Union address had to be postponed because of a catastrophe.[7]

As a continuation of the tradition President Reagan started at the delivery of his State of the Union Address in 1982, he invited hand-selected special guests to be present during the speech. These four guests included Tyrone Ford, a 12-year-old with a talent in gospel music, 13-year-old Trevor Ferrell, who took an initiative to support the homeless, 13-year-old Shelby Butler, who risked her own life to save a classmate from oncoming traffic, and Richard Cavoli, a student of science who had designed an experiment that had been carried aboard Space Shuttle Challenger. These four guests were chosen because President Reagan saw them as everyday examples of young heroes in America. Each of these individuals was mentioned directly during the speech. [8]

The Democratic Party response was delivered by Senator George Mitchell (ME), Lt. Gov. Harriett Woods (MO), Gov. Charles Robb (VA), Rep. Thomas Daschle (SD), and Rep. William Gray (PA),[9] who had previously taken part in the group response to President Reagan’s State of the Union Address delivered on January 25, 1984.[10]

President Reagan was joined before the joint session of Congress by Vice President George H. W. Bush and Speaker of the House Thomas O’Neill, who introduced Reagan before the commencement of the address.

Asylum Claims Up 22 Percent in Macron’s France, Down in Populist Countries

France has seen a 22 percent rise in asylum applications in 2018, while populist-led countries such as Italy and Austria have seen sharp declines in claims.

The French Interior Ministry revealed that the country had received 122,743 asylum applications in 2018, continuing the progressive rise in asylum applications which has occurred every year since 2014, Le Monde reports.

Last October, Didier Leschi, the director-general of the French Office for Immigration and Integration (OFII) explained in a note published by think tank Fondapol that France had become the “most attractive” country for Afghan asylum seekers and that their number had risen by 55 percent in 2018.

In 2017, the acceptance rate for Afghans had been 83 percent, compared to neighbouring Germany where the acceptance rate was far lower at 44 percent.

Leschi also estimated that around 37 percent of asylum seekers in France had already applied for asylum in another European Union (EU) country, with previous claims often having been rejected by Germany or Sweden.
