PG&E Shares Crash 50%, Bonds Crater As CEO Quits Ahead Of Bankruptcy Filing

Shares of the troubled California utility PG&E tumbled more than 50% on Monday after its CEO Geisha Williams quit, followed by the revelation made in an 8-k filing on Monday morning that the utility - which is facing potentially billions of dollars in fines related to the California wildfires - is planning to file for bankruptcy on Jan. 29.

PG&E has seen its shares plunge by more than half since November after the state opened an investigation into the utility's role in the wildfires. The utility had already participated in one of the largest bankruptcies in US history back in 2000 during California's energy crisis. Following a collateral-call-triggering downgrade to junk last week, rumors circulated that PG&E could inform its employees about bankruptcy plans as soon as Monday.

The rout in PG&E shares have established the trade as the worst ever made by Stanley Klarman's Baupost Group.

Williams, who was one of the first Hispanic CEOs in the Fortune 500, will be succeeded by the company's general counsel on an interim basis. Her departure follows the exits of three PG&E CEOs earlier this month, according to Bloomberg.

"I will be leaving PG&E,” Williams said in a separate email, without providing a reason for her departure. "I value the opportunity I’ve had to lead PG&E and wish all of my colleagues well."

Meanwhile, the possibility of a state takeover and/or state-organized breakup have also loomed over the company. Newly appointed California Governor Gavin Newsom said during a press conference Thursday that his office would be making an announcement related to PG&E within the next few days and that the issue was at the top of his agenda. He said in a later interview that the announcement would involve appointments to the California Public Utilities Commission, the state’s grid operator and to a commission established by legislature to explore wildfire issues.

Wall Street analysts are scrambling to discern the possible fallout from such a large bankruptcy filing, and its possible implications on the junk bond market, and whether a PG&E bankruptcy could create an "AIG" moment. Citigroup Inc. called it a “a crisis of confidence.” Guggenheim Securities analysts likened the dilemma PG&E poses to investors and lawmakers as “a falling knife.”

After taking the helm at PG&E, Williams pushed for changes to California laws to free utilities from responsibility if their equipment malfunctions and causes a natural disaster - something she decried as "bad public policy." However, while lawmakers have rejected PG&E's calls to change wildfire liability laws, they did pass a law in August to help the utility to pay for the 2017 wine country fires. California lawmakers are now weighing whether to pass another law to help PG&E limit its liability.

Pacific Gas & Electric Co. said it plans to file for Chapter 11 bankruptcy as investigators continue to look into the utility's possible involvement in causing the Camp Fire, which began Nov. 9 in Butte County, Calif.

PG&E said the company plans to file for voluntary reorganization on or about January 29. It issued the announcement Monday because the utility must tell employees at least 15 days before a change of control in the company.

The San Francisco-headquartered utility, which serves 16 million residents in northern and central California, said it does not expect its bankruptcy filing to impact electric or natural gas service for customers. Employees will continue to receive pay and healthcare benefits as usual, the company said.

The utility's CEO Geisha Williams resigned Sunday as expectations rose PG&E would declare insolvency as it faced potentially billions of dollars in liability over its role in recent California wildfires. State fire investigators blamed the utility’s power lines for causing a number of California wildfires in October 2017.

“The people affected by the devastating Northern California wildfires are our customers, our neighbors and our friends, and we understand the profound impact the fires have had on our communities and the need for PG&E to continue enhancing our wildfire mitigation efforts," interim CEO John Simon said in a statement. "We remain committed to helping them through the recovery and rebuilding process.”

PG&E has seen its shares plunge in recent days after media reports about the company's potential bankruptcy filing as lawsuits have been filed charging the utility's role in the devastating wildfires that killed dozens.

An FBI investigation into Los Angeles City Councilman Jose Huizar is part of a broader corruption inquiry in which agents are seeking possible evidence involving Councilman Curren Price, a senior aide to Council President Herb Wesson, and several other city officials and business figures, according to a federal search warrant.

The warrant, which was filed in federal court in November but reviewed by the Los Angeles Times on Saturday, said agents were seeking evidence related to an investigation into an array of potential crimes, including bribery, kickbacks, extortion, and money laundering involving 13 people.

Agents served the warrant on Google in July for information from a private email account for Ray Chan, the former head of the Los Angeles Department of Building and Safety for Mayor Eric Garcetti, according to the warrant. Chan also served as a deputy mayor for economic development under Garcetti.

Along with Chan and Huizar, those named in the warrant included Price, who represents part of South L.A.; Deron Williams, chief of staff to Wesson; Joel Jacinto, a member of the city's Board of Public Works; and other City Hall aides who have worked for Huizar.

The warrant does not say the FBI has gathered evidence of criminal activity by any of the people named in the document, and there were no records attached to the warrant saying what evidence, if any, was discovered in Chan's email account.

No one has been arrested or charged in connection with the investigation. But the court documents lay out a more expansive FBI investigation into City Hall than had so far been revealed.

Price said Saturday that he does not know anything about the warrant. He also said he had not been contacted by the FBI.

Jacinto told The Times he was unaware he had been mentioned in a federal search warrant. He said neither he nor his wife, who is also named in the warrant, had been contacted by investigators or received subpoenas seeking records or testimony.

"I don't know what it's about, so I can't really comment," Jacinto said.

None of the others named in the warrant could be reached for comment. An FBI spokeswoman declined to comment.

Huizar's attorneys, Vicki Podberesky and Mary Carter Andrues, did not address the warrant's contents but released a statement Saturday in response to questions from The Times saying that "Huizar and his staff are focused on serving all the residents in Council District 14 and continuing to advance citywide efforts."

Chan, who retired from city employment in 2017, declined to say whether he had received a federal grand jury subpoena when contacted by The Times in November.

The first sign of an FBI investigation into City Hall occurred Nov. 7 when FBI agents hauled an array of materials from Huizar's home and office, including a cardboard box with the word "fundraising" on it. The FBI declined to discuss its investigation but confirmed that the Internal Revenue Service, which looks into unreported income, was involved.

The warrant was first reported in a tweet late Saturday by Seamus Hughes, a counterterrorism expert who is currently deputy director of the Program on Extremism at George Washington University. The document is publicly available on the federal court's online records-retrieval system.

Much of the agents' focus centered on Huizar. Agents were seeking "all financial records" relating to the councilman and his mother and brother, Salvador, according to the warrant. The FBI also wanted "all records relating to projects in and around Los Angeles" in which Huizar, his staff or several other men were involved in "acquiring permits, licenses or other official city processes."

The warrant also named three companies described as "foreign investors" and sought records relating to involvement by the companies or other foreign investors in development projects in and around L.A.

At least one of those companies was listed on a document that was linked to Chan's email account and which appeared to be a long list of business deals in which Chan was involved. The warrant sought any information related to the document.

China's global trade surplus fell in 2018: customs

BEIJING: China's global trade volume rose last year but its surplus fell again as its imports outpaced its exports, official data released Monday showed amid a bruising trade war with the United States.

Total trade reached US$4.62 trillion, a 12.6% rise from 2017, according to customs data.

But the trade surplus for the world's second largest economy fell 16.2% to $351.76 billion, as imports rose 15.8% while exports gained 9.9%.

"China's foreign trade has developed in a steady manner with progress witnessed, reaching a record high in import and export volume," said Li Kuiwen, spokesman for the customs administration.

A Chinese court sentenced a Canadian man to death on drug trafficking charges on Monday after his previous 15-year prison sentence was deemed too lenient, a ruling likely to deepen a diplomatic rift between Ottawa and Beijing.

A Colorado-based company has closed a $100 million (Dh367m) deal for the next stage of its supersonic flight project.

Overture, a 55-seat commercial jet, will bring supersonic travel to millions of passengers, with fares to be comparable to current business-class prices on traditional aircraft.

The funding will allow the company to develop its prototype Mach-2.2 airliner, and solidify plans for a half-size prototype of the craft to fly later this year.

Both the Virgin Group and Japan Airlines have placed orders for the Overture planes, which are on schedule to begin flying commercially in 2020. Millions digging out from killer storm, bracing for more winter havoc

Millions of Americans from Colorado to Washington, D.C., were digging out from a major winter storm Monday while forecasters warned that more snow chaos could be on the way next weekend.

The storm began its march in Colorado last week before dumping up to 20 inches of snow in parts of Missouri. On its way east, it rolled through an area from Baltimore to North Carolina, blanketing Washington and its environs with up to a foot of snow and pounding parts of western North Carolina with a half-inch of ice.

More than 120,000 homes and businesses remained without power Monday in Missouri, Kansas, North Carolina and Virginia.

Schools were closed for hundreds of thousands of kids across the metro Washington area Monday, just hours after the snow finally quit. Interstates were cleared but local roads remained icy, some untouched by plows.

North Carolina had the highest number of power outages lingering Monday, almost 50,000. Gov. Roy Cooper declared a state of emergency and urged residents in the mountainous west to stay off roads.

"Thanks to the crews working hard to restore power and keep our roads safe," he said.

Flight delays and cancellations across the swath of the storm were easing Monday after a weekend of scheduling havoc. A jet slid off a taxiway in Cincinnati on Sunday, but no injuries were reported.

Interstates that had been the scene of thousands of crashes and abandoned vehicles also were opening up.

At least nine people died in the storm, including four in Missouri, where the Highway Patrol rescued almost 2,000 stranded motorists over the weekend.

Almost a foot of snow was measured at St. Louis Lambert International Airport. Omaha was digging out from almost as much, as was the Illinois capital city of Springfield.

Illinois State Trooper Christopher Lambert was among the storm's fatalities, hit by a car Saturday while responding to a three-vehicle crash I-294.

“Trooper Lambert deliberately placed his vehicle in a position to protect the lives of the victims of the previous crash, and took on the danger himself," State Patrol Director Leo Schmitz said.

The weather event itself was largely over Monday. The next few days should provide an opportunity for recovery, AccuWeather forecasts. But a "significant" winter storm could develop from Friday into next weekend, with a storm sweeping snow and ice from the central Plains to a large swath of the Northeast.

And there may be more after that, AccuWeather Lead Long-Range Meteorologist Paul Pastelok said.

"There will be no rest for the weary with another storm approaching the East between Jan. 22 and 23," Pastelok said.

Japan aims to start next round of landfill work for U.S. base in March-Okinawa

Another round of landfill work for the relocation of the U.S. Marine Corps Futenma Air Station within Okinawa Prefecture, from Ginowan to the Henoko district of Nago, is planned to start as early as March, The Yomiuri Shimbun has learned.

According to sources, the central government will notify the Okinawa prefectural government as early as this month of the timing to launch the second round of landfill work, which will cover an area of about 33 hectares at the southwestern part of the site. Since this next landfill zone is about five times that of the first landfill zone, progress toward the relocation of the Futenma air base to Henoko will further materialize.

Monday marked a month since the first round of landfill work began for an about 6.3-hectare area at the southwestern part of the planned relocation site. The landfill work has steadily progressed, as about 20 percent of that section has so far been reclaimed. The first landfill zone covers about 4 percent of the entire sea area to be reclaimed for the relocation.

The second landfill zone is adjacent to the first zone, and each is surrounded by bulkheads. Repair and inspection work for the bulkheads will be completed in late March, and the central government is now expecting to begin landfill work after that.

The Defense Ministry plans to reclaim the first and second zones to almost the same level as sea level, with the first set for completion as early as April and the second as early as in 2020. Although it is necessary to eventually fill these areas with more soil, the ministry marks sea-level reclamation as a major milestone because it will clearly define the progress of the landfill work. The two zones will cover about one-fourth of the entire 160-hectare sea area to be reclaimed.

At present, soil for reclamation is unloaded from transport ships on a bulkhead about 1.5 kilometers north of the landfill zone and transported by dump trucks. To implement the landfill work more efficiently and speedily, the ministry is considering two plans: to use the first landfill zone after it is filled as a work site to place heavy equipment and other materials there, and erecting two bulkheads where transport ships can dock as early as this summer to make it possible to unload soil at multiple locations.

Thousands of Los Angeles public school teachers will go on strike Monday for the first time in 30 years.

After a brief delay, the United Teachers Los Angeles will strike following months of failed negotiations over pay raises, class sizes and school staffing. About 30,000 teachers are expected to participate.

Los Angeles Unified School District (LAUSD) Superintendent Austin Beutner told LA’s CBS 2 News that the district is attempting to have a “normal day” in the district.

“[Students will] be fed, they’ll be greeted by the same principal that greets them every morning at the door, and they will be learning,” Beutner said.

Students in the district, the nation’s second-largest, will be taught by 400 substitute teachers and 2,000 reassigned administrators during the strike, according to CBS 2 News.

Preschools in the district will be closed, and early education centers will only be open for special-needs students.

The LAUSD teachers are demanding a 6.5 percent immediate pay raise to go into effect within one year, in addition to “fully staffed” schools. The district has offered a 6 percent raise over two years of a three-year contract.

The district released its latest offer on Friday, according to CBS 2 News, offering an additional $24 million and 200 more teachers than their previous offer.

Beutner told CBS 2 News that he hopes the union “comes back to the table.”

“We have to bargain, we have to finish the contract negotiations, that’s how it gets resolved,” he said.

The teachers’ union postponed the strike amid a conflict with district officials over whether the district was given enough advance notice of the strike. Union leaders said they alerted the district in December that they planned to strike beginning Jan. 10, but the district said it was not done through the proper channels.

Yemen Intelligence chief dies after Houthi drone attack

Yemen's intelligence chief, Brigadier General Saleh Tammah, died on Sunday, just three days after being injured in a Houthi drone attack on the country's largest airbase.

At least seven member of the armed forces were killed and 11 injured in Thursday's incident, which threatens to hamper UN-led peace efforts.

General Tammah was born in 1950 in Lahij province, in Yemen's south.

In 1986 he took part in the 11-day South Yemen Civil War, when factions of the ruling Yemeni Socialist Party clashed.

Eight years later he fought again, this time in Yemen's two-month civil war between north and south. In July 1994 he fled to the US as northern forces descended on Aden. He lived in America for the next 13 years.

In 2007 he joined the Southern Movement and was put in charge of leading a number of battles against forces loyal to former president, Ali Abdullah Saleh.
