Crown mistakenly exposed police informant, killing massive B.C. money laundering probe

A massive RCMP investigation of alleged underground bankers in Richmond, B.C., estimated to be laundering over $1 billion per year collapsed in November because federal prosecutors mistakenly exposed the identity of a police informant who they feared could have been killed if the case proceeded, Global News has learned.

The so-called E-Pirate investigation started in 2015 and targeted Richmond-based Silver International, an alleged illegal money services business. The investigation culminated in a series of undercover raids in October 2015. RCMP said they seized millions in cash, as well as B.C. Lottery Corp. casino chips, from Silver’s office in a Richmond business complex, plus computers, cellphones and digital evidence containing tens of thousands of documents from Silver’s office and other locations.

Federal prosecutors laid charges in September 2017. The allegations have not been proven in court. After lengthy preliminary proceedings in B.C. provincial court and the Supreme Court of Canada, the case was scheduled to go to trial in January 2019.

But for reasons they refused to explain, federal prosecutors and the RCMP stayed charges against Silver, and Caixuan Qin and Jian Jun Zhu, the Vancouver couple that allegedly ran the operation.

It was believed to be the largest money laundering probe in Canadian history and a crucial prosecution for B.C. that sources say has failed because of weaknesses in Canadian law enforcement, including the inadvertent disclosure of information that could have endangered a hidden informant co-operating to help the RCMP break the case.

Silver took in about $1.5 million in criminal cash deposits per day, and distributed funds to about 600 bank accounts in China, as well as using cash from Vancouver drug dealers and casino loan sharks to fund Chinese high-rollers in B.C. casinos, the RCMP investigation alleged.

Initial investigations by the RCMP estimated that Silver allegedly laundered about $500 million in two years.

But according to new information in a case study of the E-Pirate investigation by the Financial Action Task Force — an international government body that sets anti-money laundering standards — it is now estimated the alleged “professional” laundering network washed over $1 billion per year.

Miller did go on to be Toronto mayor for two terms. Our hero Coun. In a February 2003 interview with Toronto Free Press (TFP), the forerunner to Canada Free Press (CFP), Balkissoon, gave fellow councillors involved in the computer scandal a pass, instead blaming “senior staff”. (TFP, Feb. 10, 2003).

“It was senior staff. Council was truly unaware. Council sets policy. It cannot micro-manage and cannot be expected to micro-manage the business of the city,” Balkissoon said.

While Balkissoon acknowledged the $15 million inquiry into the MFP computer scandal’s potential for publicity for municipal politicians in an election year, he supported Mayor David Miller’s motion to extend the inquiry “wholeheartedly”.

“The media is making him (Miller) the hero,” he said.

“Balkissoon also credited the whistle blowing of TFP columnist and former City Treasury employee Jeff Goodall for early suspicion on the MFP computer lease scandal.

“Goodall, who wrote a letter to city CFO Wanda Liczyk complaining that dozens of stale-dated cheques in amounts of up to one million dollars were being ignored, was fired after writing about the cheques in a TFP column.

“In retrospect, Jeff’s complaints did raise a red flag with me,” said Balkissoon.

Canadian Prime Minister Stephen Harper was severely criticized for stating in 2011, (a decade after 9/11) that the biggest security threat to Canada is Islamic terrorism.

2006 - police arrested 18 individuals in Toronto (the Toronto 18) and charged them with planning terrorist attacks. The 18 also intended to storm the Parliament buildings in Ottawa, where they would take hostages and behead the prime minister. 2013 – Chihab Esseghaier, resident of Montreal of Tunisian descent, and Raed Jaser, resident of Markham, born in Kuwait of Palestinian descent, arrested on suspicion of planning to blow up VIA train on Niagara bridge on course to U.S. Ahmed Abbasi, Tunisian citizen, resided in Canada between 2010-2012, arrested in U.S. on suspicion of involvement in plans to blow up the train.

2013 – Mahad Ali Dhore, 25, Canadian of Somali descent, student at York University, joined al-Shabab group, affiliated with al-Qaeda, killed in terrorist attack in Somalia.

It is this mockery, condescension, and dismissal that is producing discontent nationwide, particularly in the energy sector. In the era of Trudeaumania 2.0, politicians from major urban centers turn their noses up at workers employed in the oil, gas, and coal industries. Journalists, accepting a $600 million bribe from the federal government, refrain from calling out such deplorable behavior. Instead, they report favorably on imposing carbon taxes, delaying pipelines, and implementing egregious environmental regulations in the resource-rich country.

Of course, the energy sector’s tax dollars are good enough to be used against them, extending generous grants and subsidies to the politically-connected green industry. Why? To appease the globalists who are using the religion of global warming to control populations.

But Canadians are no longer sitting idly by. They’re mad as hell and are sending clear signals that they’re not going to take it anymore.

Polite No More

In December, a convoy of trucks in Grand Prairie, Alberta “touched its tail” as it rallied in the city impacted by several government policies, including the carbon tax, Bill C-48, and Bill C-69. While the carbon tax is terrifying for all Canadians, C-48 and C-69 mainly target energy; the former prohibits oil tanker traffic on British Columbia’s northern coast and the latter dramatically transforms the process of environmental assessments for every major infrastructure project, including the ever-important trans-province energy project proposals.

The protests against the levy and Bills C-48 and C-69 are only intensifying. Another Alberta-based convoy of trucks is taking its frustrations to Ottawa next month.

“We want to make our voices heard,” James Robson, the grassroots Canada Action manager, told The Star. “Families are supported by the energy sector. It’s one of the most important economic drivers in Canada.”

The Trudeau government seems indifferent to the growing opposition to carbon taxes and punishing legislative blitzkrieg. This should not come as a surprise. Energy Minister Catherine McKenna, also known as Climate Barbie, encouraged a grain farmer to just adopt artificial intelligence to combat the costs of the carbon tax.

It is this level of arrogance that puts Trudeau and his minions out of touch with typical Canadians.

The Forgotten Man’s Resurgence

Perhaps the modesty of your average Canadian will never concede to something so iconic, instead preferring to just have their voices heard by the central planners who think they’re better than someone from rural Alberta or the Maritimes. Canada’s thought police and gatekeepers of permissible opinion are warning about the dangers of populism, but if they wish to quash its inevitable ascent to mainstream politics, they should quit treating voters not from Toronto, Vancouver, or Ottawa either like they don’t exist or as if they’re children riding the short bus.
