U.S. Forces Board Sanctioned Tanker in Indian Ocean as Iran Crackdown Expands Beyond Hormuz

U.S. forces have boarded a sanctioned oil tanker in the Indian Ocean, signaling a widening of Washington’s maritime enforcement campaign against Iran-linked shipping far beyond the Strait of Hormuz flashpoint.

In a statement posted overnight, the Department of War said U.S. forces conducted a “right-of-visit, maritime interdiction and boarding” of the stateless tanker Tifani (IMO: 9273337) without incident inside the U.S. Indo-Pacific Command area of responsibility.

Officials said the vessel was falsely flying the flag of Botswana and had previously been sanctioned for transporting Iranian petroleum. The boarding marks a notable expansion of U.S. operations, which had until now been concentrated around the Persian Gulf and Strait of Hormuz.

“International waters are not a refuge for sanctioned vessels,” the Department said, adding that the U.S. would pursue illicit networks “anywhere they operate.”

MarineTraffic tracked the ship after sailing through the Strait of Hormuz earlier this, reportedly after loading around 2 million barrels of crude Iran’s Kharg Island.

“According to #MarineTraffic data, the tanker crossed Dondra Head on 19 April and entered South-East Asia on 20 April, before being boarded by US Marines. Tifani is currently underway in South-East Asia, sailing at around 6 knots with a reported draught of 20 metres, indicating she remains laden,” MarineTraffic wrote.

United Against Nuclear Iran tracked the ship loading crude oil at Kharg Island on April 6, about a week before the U.S. blockade began. It said the ship was bound for China, via the Malaysian Eastern Out of Port Limits (EOPL).

“The US Forces took action against TIFANI in the Bay of Bengal, after passing Sri Lanka, before reaching the entrance of the Malacca Strait. This is not surprising area. US forces have freedom of maneuver in these international waters, and can control the risks better here. And demonstrates the global reach of their enforcement actions,” said UANI’s Charlie Brown.

U.S. Sanctioned

The tanker Tifani was sanctioned by U.S. authorities on July 30, 2025 for its role in transporting Iranian petroleum and has been identified as falsely flying the flag of Botswana.

That earlier action was part of a broader sanctions package under Executive Order 13846, which targeted 20 entities involved in Iranian petroleum, petroleum products, and petrochemical trade, while also identifying 10 vessels as blocked property.

As outlined at the time, the measures also included action against ENSA Ship Management Private Limited, the vessel’s commercial manager since December 2024. U.S. officials said Tifani conducted at least two ship-to-ship transfers involving Iranian oil during ENSA’s tenure, both carried out with U.S.-designated Iranian-flagged tankers while operating with its AIS turned off in the Singapore Eastern Outer Port Limits.

Enforcement Goes Global

The boarding underscores the U.S. shift from regional disruption to global interdiction.

Over the weekend, U.S. forces disabled and boarded an Iranian-linked cargo vessel in the Strait of Hormuz after it failed to comply with orders, part of a broader blockade effort that has already forced dozens of vessels to turn back.

For shipowners and operators, that combination is creating a compliance maze with no clear safe harbor. A vessel avoiding Iranian-controlled routes could still face U.S. interdiction elsewhere, while those complying with U.S. directives risk denial of passage in the Gulf.

Mr Harrigan, who also serves on the House armed services committee in Congress, said the SAS was losing manpower because operators are “more afraid of a knock on the door from a human rights lawyer than they are of the enemy”.

He said the British Government’s response was “essentially a shrug”, adding: “As someone who served in special forces, I can tell you that when you break the trust between a government and its warriors and let lawyers turn combat decisions into courtroom spectacles, you do not just lose soldiers, you lose the will to fight.”

He added that allowing human rights laws to “retrospectively” dominate how elite “tier one” soldiers, such as the SAS, can wage war against mass murderers and terror groups was “not just ludicrous – it’s dangerous”.

“This is not good for America or its allies, and only serves to reduce our readiness and embolden our adversaries,” he added.

The Telegraph understands Mr Harrigan has received briefings from senior, retired British military officials about the “persecution” that Northern Ireland veterans are facing.

It comes after Labour decided to scrap the Conservatives’ Northern Ireland Legacy Act, which provided immunity for British troops who served during the conflict.

Labour said the Tory legislation did not comply with human rights laws, and is instead seeking to introduce its own Troubles bill.

However, armed forces campaigners alongside retired military chiefs and SAS veterans have warned the Government’s bill offers “inadequate” protections and could expose former soldiers to vexatious court claims.

Mr Harrigan has joined forces with Joni Ernst, an Iowa senator, who spent 23 years in the US military and now sits on Congress’s armed forces committee, to draft a resolution to “condemn the political prosecution of special operators by our allies”.

Labour’s Troubles bill ‘unworkable’ and ‘egregious’

On Wednesday, Hilary Benn, the Northern Ireland Secretary, is expected to be questioned over the human rights implications of Labour’s bill by the joint committee on human rights.

Three associations representing thousands of troops from the SAS, Special Boat Service and Special Reconnaissance Regiment say the bill is “unworkable” and an “egregious infringement of veterans’ rights”.

Campaigners have asked for amendments to the law, which would ensure no new court cases or investigations without “compelling new evidence”, independently assessed by a judge in England or Wales.

“We don’t seek immunity, we simply seek fairness. We will protect our members and defend our interests with a robust legal challenge should this bill instead proceed in a manner that is neither fair nor proportionate,” the three special forces associations said in a joint statement.

Alex Burghart, the shadow Northern Ireland secretary, told The Telegraph: “The Government needs to kill this unloved bill. Veterans are being dragged through the courts on ludicrous grounds decades after the event. It is time to draw a line and move on.”

Fan of SPLC Tries to Murder Several Republican Congressmen

On June 14, 2017, a 66-year-old Illinois man named James T. Hodgkinson went to a northern Virginia baseball field where a number of House Republicans were practicing for an upcoming charity baseball game (against House Democrats), and he shot five people. Majority Whip Steve Scalise, 51, was the most seriously wounded, suffering life-threatening injuries. After the shooting, it was learned that Hodgkinson, who had volunteered for Bernie Sanders‘ 2016 presidential campaign, was carrying a list of six members of Congress in his pocket at the time of his crime. It was also learned that he had “liked” the SPLC on his Facebook page, along with other leftist organizations such as Media Matters and MoveOn.org.

SPLC’s Immense Wealth

In 1978, when SPLC’s assets were below $10 million, Morris Dees pledged that as soon as that total reached $55 million, the Center would thenceforth discontinue its fundraising efforts, use its investment interest income to cover its operating expenses, and focus exclusively on its civil-rights work. But as its assets approached that figure, the organization in 1989 revised its pledge, stating that it would actually need to accumulate $100 million before it could finally “cease the costly and often unreliable task of fund raising.” As money continued to fill its coffers, the Center persisted in depicting itself as a cash-strapped organization working on a shoestring budget. In 1995, for instance, when SPLC had more than $60 million in cash reserves, it informed would-be donors that the “strain on our current operating budget is the greatest in our 25-year history.”

SPLC’s endowment passed the $100 million plateau in the late 1990s, at which time the Center was spending about twice as much on fundraising as on legal services for victims of civil-rights violations. Yet even after reaching that lofty milestone and securing its status as the wealthiest civil-rights group in America, SPLC’s obsession with fundraising did not diminish. In 2010 alone, the Center took in more than $36.1 million in contributions and grants, plus another $2.3 million in investment income. By the end of that fiscal year, its total assets amounted to $260,547,642. These funds were derived not only from many thousands of individual donors, but also from scores of charitable foundations. Among the philanthropies that have given large sums of money to SPLC are the Annie E. Casey Foundation, the Ford Foundation, the J.M. Kaplan Fund, the Minneapolis Foundation, George Soros‘ Open Society Institute, the Ploughshares Fund, the Public Welfare Foundation, the Vanguard Public Foundation, and the W.K. Kellogg Foundation.
