Possible reasons for such a roundup were reported to be widespread opposition to a U.S. military invasion abroad, such as if the United States were to directly invade Central America.[1][2][3] To combat what the government perceived as "subversive activities", the plan also authorized the military to direct ordered movements of civilian populations at state and regional levels, according to Professor Diana Reynolds.[4]

Existence of master military contingency plans (of which REX-84 was a part), "Operation Garden Plot" and a similar earlier exercise, "Lantern Spike", were originally revealed by journalist Ron Ridenhour, who summarized his findings in an article in CounterSpy.[5]

Transcripts from the Iran-Contra Hearings in 1987 record the following dialogue between Congressman Jack Brooks, Oliver North's attorney Brendan Sullivan and Senator Daniel Inouye, the Democratic Chair of the joint Senate–House Committee:[6][7]

[Congressman Jack] Brooks: Colonel North, in your work at the N.S.C. were you not assigned, at one time, to work on plans for the continuity of government in the event of a major disaster?

Brendan Sullivan [North's counsel, agitatedly]: Mr. Chairman?

[Senator Daniel] Inouye: I believe that question touches upon a highly sensitive and classified area so may I request that you not touch upon that?

Brooks: I was particularly concerned, Mr. Chairman, because I read in Miami papers, and several others, that there had been a plan developed, by that same agency, a contingency plan in the event of emergency, that would suspend the American constitution. And I was deeply concerned about it and wondered if that was an area in which he had worked. I believe that it was and I wanted to get his confirmation.

Inouye: May I most respectfully request that that matter not be touched upon at this stage. If we wish to get into this, I'm certain arrangements can be made for an executive session.

Contingency plans by the US Government for rounding up people perceived by the government to be subversive or a threat to civil order have existed for many decades.[8] For example, from 1967 to 1971, the FBI kept a list of over 100,000 people to be rounded up as subversive, dubbed the "ADEX" list.[9]

1971: California Governor Reagan Establishes Institute for ‘Specialized Training’

California Governor Ronald Reagan establishes the California Specialized Training Institute (CSTI) to oversee disaster training and exercises for the state. The CSTI, which will serve as a branch of the governor’s Office of Emergency Services, will prepare emergency personnel for a variety of scenarios ranging from terrorist attacks, to environmental hazards, to civil disturbances. The creation of the institute was recommended by participants in the exercises Cable Splicer II and Cable Splicer III (see March 1969 and May 1970). The facility, built with a $425,000 grant from the Federal Law Enforcement Assistance Administration, is meant to duplicate the functions of the Senior Officers Civil Disturbance Course (SEADOC) in Fort Gordon, Georgia. The CSTI will be criticized for training police officers to use military-style tactics in domestic law enforcement situations. It will teach a controversial program known as the Civil Emergency Management Course (see September 1971). Reagan appoints Louis O. Giuffrida, a US Army colonel, to head the CSTI. A year earlier, Giuffrida wrote a paper advocating martial law and the emergency roundup of 21 million “American Negroes” to “assembly centers or relocation camps” in the event of a militant uprising by African Americans (see 1970). Giuffrida will later be appointed to head the Federal Emergency Management Agency

May 18, 1981: Giuffrida Confirmed as Next Director of FEMA

Louis O. Giuffrida is confirmed by the Senate to become the next director of the Federal Emergency Management Agency (FEMA). Guiffrida, who was recently promoted to the rank of general in the California National Guard, served under President Reagan when Reagan was governor of California. Giuffrida headed the California Specialized Training Institute (CSTI) (see 1971) and was an “adviser on terrorism, emergency management, and other special topics.” According to Reagan, Giuffrida has a “lengthy career as a military and civilian expert in crime prevention and investigation, industrial defense, physical security, civil disturbances and disasters, confinement, and rehabilitation responsibilities.”

June 30, 1982: FEMA Memo Outlines Standby Martial Law Doctrine

John Brinkeroff, deputy for national preparedness programs at the Federal Emergency Management Agency (FEMA), outlines plans for implementing martial law in the event of a national emergency. In a memorandum later obtained by the Miami Herald, Brinkeroff describes how FEMA and the military would take over the country in the event of a crisis. According to the Herald, the plans include “suspension of the Constitution, turning control of the United States over to FEMA, appointment of military commanders to run state and local governments, and declaration of martial law during a national crisis.” Although the term “national crisis” is not defined, the Herald will later report that it is understood to mean anything from nuclear war to “violent and widespread internal dissent or national opposition against a military invasion abroad.” A source will tell the Herald the contingency plan is authorized by an “executive order or legislative package that [President] Reagan would sign and hold within the NSC [National Security Council] until a severe crisis arose.” This may refer to emergency legislation drafted by the Reagan administration to amend the 1950 Defense Resources Act (see September 25, 1984) and proposed updates to Executive Order 11490 (see August 2, 1984). The Brinkeroff memo resembles a paper written in 1970 by the current head of FEMA, Louis O. We must do everything in our power to secure the release of Mark Frerichs before the August 31 evacuation deadline. It would be a tragic failure to leave him behind in Afghanistan.

The sister of Mark Frerichs, a man believed to be the last U.S. hostage in Afghanistan, has shared with Newsweek a statement addressed to Sirajuddin Haqqani, head of the Haqqani network, a Taliban-aligned militia that U.S. officials believe to be behind Frerichs' kidnapping.

In the following text, which has been published in full, Charlene Cakora urges Haqqani to consider issuing a request to President Joe Biden's administration for a deal that would see Frerichs freed in exchange for the release of Bashir Noorzai, an Afghan tribal leader arrested on heroin trafficking charges in New York while attempting to advance diplomacy as the U.S.-led war in his country grew increasingly violent in April 2005.

Newsweek has also spoken to current and former U.S. officials regarding the prospect of trading Noorzai, who is currently in a New Hampshire federal prison, for Frerichs, whose whereabouts are unknown.

An Open Letter to Sirajuddin Haqqani,

"Now is such an important time for you and your people – indeed, the future of Afghanistan is at stake. The people of Afghanistan have seen decades of fighting. Entire generations have grown up knowing what it feels like to have foreign forces in your country. With the war ending, there are big decisions to be made about the future.

In the past two weeks, the Taliban has taken control of Afghanistan and foreign forces have started to end their presence and depart. This changes the role of the Taliban from a fighting force to a governing entity. Your government will now need to think about ensuring the people of Afghanistan have food, water, electricity. You will need to think about diplomatic recognition, economic opportunities, and support from outside the country. There are so many opportunities but, at the same time, so many risks.

Continuing to hold an American against his will is one of those risks. That American is my brother, Mark Frerichs, and I am writing to appeal for your help in bringing Mark home to his family. As a first step toward that goal, we need your help to confirm that Mark is alive.

As you know, Mark is an American civilian who was in Kabul for the past decade helping build a future for the people of Afghanistan. He worked on civil engineering projects – things that would open the door to future economic opportunities for people he came to know and respect, people who had seen too many years of war and now deserve a future of peace and prosperity.

Mark was seized in Kabul on January 31, 2020 and then transferred into the custody of your Haqqani Network. Mark was already in Haqqani custody when you wrote in the New York Times on February 20, 2020 about the peace accord you then planned to sign with the United States: "A degree of trust has been built through our talks with the American negotiators in Doha, Qatar, but just as the United States does not trust us completely, we too are very far from fully trusting it." As the head of the Haqqani Network and the deputy leader of the Taliban, you are now in a unique position to build that trust with the nations of the world that are waiting to see what a Taliban government in Afghanistan will look like.

In 2005, Bashir Noorzai travelled to the United States. We heard that he was trying to negotiate a peace agreement with the US government and something went wrong. He was arrested, tried, and convicted of drug trafficking. It is not for me to say whether the charges were appropriate or whether the terms of his visit were violated, but it is clear that for the past 16 years someone important to you has been in the hands of the people you have been fighting and you want him back.

As I have learned about where Mark is, I became aware that your own brother, Anas, was freed at the end of 2019 in an exchange that allowed him to come home. At this important time in history, I hope you will agree with me that building the trust you spoke about and showing leadership is important for the future of the people of Afghanistan.

My government is good at some things and not so good at others. Through two administrations, they have made mistakes in their efforts to get Mark home. But I believe there is an opportunity for you to break through the obstacles that have prevented us from having my brother come home. I am asking you to publish a recent video of my brother and an offer of a trade for Mr. Noorzai. I am hoping that my government will respond in an appropriate way so we can bring the pain to these two men and their families to an end.

We have been trying to find a way to bring Mark back to our family and we believe you are the key to it. As a sister, I am appealing to you to show leadership by releasing my brother, and I hope my government will do the same with Bashir Noorzai. A recent video of my brother might move things in the right direction.

Mr. Haqqani, my nation and the Taliban have been at war for a long time. I am not the right person to speak about things that were right or wrong. But I know that, when wars end, prisoners on both sides should have the ability to go home to their families. That is what I am asking from you.

SIV Program

Section 1059 of the National Defense Authorization Act for Fiscal Year 2006, authorizes the issuance of up to 50 Special Immigrant Visas (SIVs) annually to Iraqi and Afghan translators and interpreters working for the U.S. military and who meet certain requirements. An amendment to Section 1059 expanded the total number of visas to 500 per year for FY 2007 and FY 2008 only. In FY 2009, the number of visas available for this category reverted to 50 annually. As amended, the Act provides for SIV status for eligible Iraqi or Afghan translators and interpreters, who have worked directly with the U.S. Armed Forces or under Chief of Mission (COM) authority at U.S. Embassy Baghdad or U.S. Embassy Kabul. Afghan SIV Program Update

The Emergency Security Supplemental Appropriations Act, 2021, as enacted on July 30, 2021, authorized 8,000 additional Special Immigrant Visas (SIVs) for Afghan principal applicants, for a total of 34,500 visas allocated since December 19, 2014. The Department of State’s authority to issue SIVs to Afghan nationals under section 602(b) of the Afghan Allies Protection Act of 2009, as amended, will continue until all visa numbers allocated under the Act are issued.

Who can apply for this program?

You may apply for this program if you meet all of the following requirements:

You must be a national of Iraq or Afghanistan; and

You must have worked directly with the U.S. Armed Forces or under COM authority as a translator or interpreter for a period of at least 12 months; and

You must have obtained a favorable written recommendation from a General or Flag Officer in the chain of command of the U.S. Armed Forces unit that was supported by you, as a translator or interpreter, or from the Chief of Mission from the embassy where you worked.

Specific requirements for each step of the process are detailed below.

Am I eligible for resettlement benefits?

Yes. Iraqi and Afghan special immigrants are eligible for the same resettlement assistance, entitlement programs, and other benefits as refugees admitted under the U.S. Refugee Admissions Program, for up to eight (8) months after being admitted to the United States. For more information about the relevant U.S. laws, see References - U.S. Laws, numbers 4, 5, and 6.

If you wish to participate in the U.S. Department of State’s Reception and Placement (R&P) Program, which covers only your first 30-90 days in the United States, you must apply for it before you travel to the United States.

To apply, you must return scanned, signed copies of the Refugee Benefits Election Form (PDF - 115 KB) (signature required) and the Special Immigrant Visa Biodata Form (DS-0234) (PDF - 312 KB), included in the visa instruction packet, to NVC, the Refugee Processing Center (RPC), or the appropriate Resettlement Support Center (RSC), as soon as possible but no later than 10 calendar days after the date your visa is issued. In addition, you must submit a scanned copy of your visa foil as soon as possible but no later than 30 calendar days prior to the visa’s expiration. You should not wait to submit the Refugee Benefits Election Form and the Special Immigrant Visa Biodata Form until visa issuance. All three items must be received by NVC, RPC, or RSC prior to the deadlines indicated above. Failure to do so will result in the denial of any future request for Department of State-funded resettlement benefits. FBI suffers another black eye, admits it hid payments to informant in white supremacist case

The FBI, already under fire for its handling of FISA warrants and confidential informants, is enduring more scrutiny as the Justice Department admits agents failed to disclose to a court that they had paid — to the tune of six figures — a white supremacist publisher for years to be an investigative source.

The admission came in a series of court filings this month in the case of Kaleb Cole, a Washington state man accused of being a member of the white supremacist group Atomwaffen and participating in an intimidation campaign against Jewish Americans and minority journalists. Cole has pleaded innocent and awaits trial.

Cole's lawyers filed a motion to suppress evidence gathered against their client on the grounds that the FBI had failed to disclose in a search warrant application that a publisher of extremist literature had been paid about $144,000 over 16 years to be an informant, including $82,000 for work in the case against Cole.
