Here we go again.

Masks are supposed to go back on. Some businesses are being forced to close. Hospitals, at least in some parts of the state, have begun to warn about jammed emergency rooms.

“It’s déjà vu all over again,” said Reza Kaleel, a hospital executive in the Tri-Cities — right now the state’s hottest COVID hot spot. A delta variant outbreak there has caused a disheartening “fifth wave,” filling the local ICU this past week to the point that patients had to be medevaced out of town.

“The hardest thing for us to see, as health professionals, is that this is entirely preventable,” Kaleel said.

This past month when I wrote that “Washington had its chance to stomp the coronavirus, but we blew it,” a lot of readers objected.

Some didn’t like the royal “we.”

“ ‘We’ didn’t blow it,” a doctor from Snohomish wrote in. “Other areas of the state have done very well, with high vaccination rates and low infection rates. It’s an amazing success story, actually.”

Others wrote that they were done with the idea of “we.”

“I’m vaxxed so I guess I don’t worry about it anymore,” one wrote. “If you had the chance to get vaccinated and didn’t take it, and then you end up in the hospital, that’s on you.”

Others felt it’s all fundamentally nobody’s business (or at least none of mine).

“Since when were you anointed to rule over Eastern Washington?” wrote a man who insisted he had picked up my column only because he was passing the time at a store waiting for his wife. “Vaccinations here in Walla Walla or anywhere in this state are really none of your business.”

Well let’s check in on Walla Walla, shall we? Since then, the COVID case rate has shot up by another 37% (it was already one of the highest on the West Coast). This past week, a hospital in town asked people not to come to the emergency room unless they are having “a heart attack, stroke, trouble breathing, severe bone breaks, etc.”

“There is a higher likelihood of being air transferred to another facility, particularly for an intensive care bed,” the health director warned.

This sure sounds like somebody’s business. What’s happening now in this infuriating COVID sequel — the mask redux, bars closing due to mini-outbreaks, businesses delaying their returns to offices — is exactly what I meant when I said “we” had blown it. This societywide failure to contain the pandemic is going to touch you one way or another, even if you are vaccinated so that the disease itself may not.

At a briefing in the Tri-Cities, doctors were reduced to morosely begging their community to get vaccinated — to no apparent avail. After all this time and effort, Benton County is hovering at 47% of the eligible population vaccinated, while Franklin County has only 40%.

“There’s this lack of trust in science and our health care experts — it’s something I haven’t seen in my career before,” said Dr. Kevin Pieper of Kadlec Medical Center in Richland, where COVID hospitalizations have surged fourfold since June and are now back to the peak from last winter.

Kaleel, the administrator, said the hospital staff is demoralized by the “unending procession” of COVID waves and lockdowns. He’s now worried he won’t be able to recruit new doctors or nurses to “a community that continues to have a very low vaccination rate, knowing what they’re going to have to contend with here.”

The biggest concern, he said, is the unvaccinated population may percolate “mutations of the virus beyond this delta variant that may prove to be more resistant to the vaccines, and keep us all in this cycle.”

This was the most depressing briefing I’ve attended in the pandemic yet. They kept repeating how pointless and easily preventable it all is.

So what are we going to do now — now that we blew our chance to stomp the pandemic?

The other day a KING 5 news anchor, Jake Whittenberg, asked: “Serious question … Where’s the effort to make the unvaccinated feel more comfortable about getting the shot, rather than just making them feel guilty?” Asked what people are objecting to, he said: “They’re uncomfortable with government telling them what to do.”

A good debate followed, but here’s the thing: Up till now, government hasn’t told anybody what to do — yet. They’ve made the shots free and easy to get. They dangled beer, lottery drawings, even free topsoil(!). They begged. On Thursday President Biden backed the once radical idea of paying people to get vaxxed.

The one thing they haven’t done is make anybody do anything.

That’s where I suspect we’re headed. Persuasion hasn’t worked. Hospitalization and death don’t seem to move the needle. The only thing left to try is to raise the costs and hassle of staying unvaccinated (for those who can medically take the vaccines, of course).

It’s why businesses increasingly are saying: Get vaxxed or you can’t work (there’s usually an out where you can take regular coronavirus tests instead). Or, as at some Seattle businesses, “no vaccine, no service.”

“I have a relative who won’t get vaccinated, but if you told her she couldn’t go to Costco, she’d be at CVS that same day with her sleeve rolled up,” one reader wrote me.

Exactly. It’s the American version of what they did in France, where you now have to show a “vaccine passport” to go to a Parisian cafe.

I’m not a fan of forced vaccination. Requiring vaccination to do certain things though, that’s a step shy of a hard mandate (especially if you can show a negative test as an alternative). But it’s a ratcheting up of pressure, which now seems sadly needed to halt the making of still more bad COVID sequels (sure to come this fall: Part VI, The Coviding).

As the weary doctors in the Tri-Cities testified the other day, we could have done this the easy way. But “we” chose not to — by which I mean, enough of us to rope in all of us. So the hard way it’s going to be.

Retail Stock Buying In July Blew Away All Records, 50% Higher Than Previous All Time High

Last month, when out of the blue we saw a sharp surge in a handful of gigacap names among which Amazon, which rapidly broke out of the range it had been trading in for the past year as a result of an aggressive bid in short-dated OTM calls, a move we dubbed Gammazon, we speculated that a key driver behind this move are retail investors who had moved away from their usual small and mid-cap stomping grounds and decided to target illiquid tech giants during the lowest volume season of the year. Now that the data is in, it appears that we were right.

As JPMorgan quant Nick Panigirtzoglou writes in his latest Flows and Liquidity note, having also previously highlighted the sudden spike of the US retail impulse into individual stocks including ETFs to a record high in June, since then we have seen further acceleration of retail buying in individual stocks and ETFs to a new record high in July. One flow indicator Panigirtzoglou looks to track the retail flow into US cash equities including ETFs is that constructed by his colleagues in Global Quantitative and Derivatives research, whose results are shown in cap#2.

The estimated retail investor net flow into US equities and ETFs from this methodology has been hovering at a very high $700mn per day pace in recent weeks (including the week ending July 30th). As a result, the monthly net flow for the month of July rose to a new record high of $15bn, surpassing the previous record high of $10bn in June by 50%!

Here the JPM quant notes that it is likely that the actual net flow was likely bigger than this estimated $15bn for July as the the estimated net flows shown above underreport the actual net flow by at least a factor of 2 given the above methodology only captures market orders that receive price improvement, which account for about 45% of all retail volume. And retail investors’ gross flows into equities are even bigger, up to 20 times bigger than the net flows reported above. But while stock and ETF buying exploded to record highs in July, in contrast the buying of equity options remained muted in July as shown in the next chart. In the options space, the most high frequency proxy of this US retail impulse is the one based on small traders equity option flows, i.e. option customers with less than 10 contracts (the data come from OCC, the world’s largest equity derivatives clearing organization). They are weekly, with the week ending July 30th as the last available observation. These small traders’ option flows for exchange-traded individual equity options in the US are shown below. After rising between mid-May and end-June, this option flow subsided in July.

Meanwhile, as DataTrek's Nick Colas writes overnight, unlike previous bouts of the meme frenzy, retail traders are appear to be more level-headed this time around, with many still hurting from the unprecedented price swings in AMC and GameStop. Colas points to data from Fidelity which showed that while Robinhood was the most-traded company on Wednesday, the order flow was pretty even, with 32,000 buy orders from customers and 27,000 sells. Colas concludes that his hope, "supported by the HOOD trading data, is that the current crop of traders have picked up some basic risk management skills (likely honed by trafficking in virtual currencies). Still, everyone’s a genius in a bull market so we will keep evaluating their behavior going forward."

Meanwhile, judging by WallStreetBets sentiment, the retail trading frenzy - which previously focused on a handful of small and mid-cap highly shorted names - is now targeting on just one name: Robinhood. This means that the fate of HOOD, where option volumes have been simply staggering as a result of the historic gamma squeeze discussed earlier, will likely soon test Colas' assumption that retail traders are now "astute risk managers."

As for the $64 trillion question - is this activity indicative of a massive stock bubble - we leave that up to readers.

The Federal Aviation Administration (FAA) on Thursday issued a new safety directive for all Boeing 737 Max airplanes and some other 737 planes to address a potential issue with reduced fire suppression capabilities. The FAA said planes may have a failed electronic flow control of the air conditioning packs that vent air into the cargo hold from other areas of the plane. The directive prohibits operators from transporting cargo in the cargo hold if airplanes are operating with this condition unless they can verify items are nonflammable and noncombustible. The airworthiness directive impacts 663 airplanes registered in the United States and approximately 2,204 worldwide.

III. Conclusion

The OIG’s investigation into alleged unauthorized disclosures of non-public information about

ongoing FBI criminal investigations in 2016 resulted in findings of misconduct against three senior FBI

officials for unethical interactions with reporters and the identification of other FBI employees who had

contact with certain members of the news media who reported on non-public information about ongoing

criminal investigations during the relevant time periods in 2016. The misconduct by these three senior

officials, and the substantial media contacts identified by the OIG involving numerous other FBI employees,

evidenced a cultural attitude at the FBI that was far too permissive of unauthorized media contacts in 2016.

As noted, the OIG is referring six additional employees to the FBI for it to determine if their media contacts

during this time period warrant disciplinary or other corrective action. The available evidence, however, did

not enable the OIG to determine whether these media contacts resulted in the disclosure of non-public

information as described in the 2016 pre-election report.

The unauthorized disclosure of non-public information during the course of an ongoing criminal

investigation can potentially impair the investigation, can result in the disclosure of sensitive law

enforcement information, and is fundamentally unfair to the subject or target of the investigation.

Moreover, as described in the 2016 pre-election report, it can lead to law enforcement officials making

recommendations and decisions due to a fear of potential unauthorized disclosures. Since the 2016 pre-

election report, the FBI has taken steps in response to the OIG’s recommendations to improve the FBI’s

cultural attitude regarding unauthorized contacts with the media, including by improving training and

aligning its disciplinary penalties so that they are sufficient to deter unauthorized contact with the media.

We believe it is important for the FBI to remain vigilant in these efforts.

Europe pushes back against Beijing with shows of Indo-Pacific muscle

UK and France join exercises with US and partners on doorstep of South China Sea.

After its recent arrival in the Philippine Sea, the U.K.'s largest aircraft carrier and its strike group are set to join the U.S., Japan, Australia and New Zealand, along with fellow European power France, in exercises close to the South China Sea. "It's rare for a British aircraft carrier to participate" in such events, a source in Japan's Defense Ministry said, highlighting the importance of the drills.

The foray by the HMS Queen Elizabeth is part of a trend this year of major European countries sending naval firepower to the Indo-Pacific in a show of support for Washington's efforts to curb Beijing's militarization of the South China Sea. The U.K. and France have joined the U.S. and Japan in contending that Chinese claims and activities in the South China Sea violate the United Nations Convention on the Law of the Sea, and the Philippine Sea exercises tie into this. "As we witness a tilt in power towards the Indo-Pacific region, we are committed to working with our partners here to defend democratic values, tackle shared threats and keep our nations safe," British Defense Secretary Ben Wallace said in a July news release. The British carrier departed in May and participated in drills with the Indian Navy in the Indian Ocean in July, before transiting through the Luzon Strait South of Taiwan around Sunday. After the Philippine Sea exercises, it is slated to dock in Japan in September.

France in May sailed a frigate and an assault ship near the South China Sea's disputed Spratly Islands, where Beijing has built up its military presence. A French nuclear-powered attack submarine passed through the South China Sea early this year, and French fighter jets and transport aircraft are set to conduct drills this month over Southeast Asia, in an area running from India to Australia. The German frigate Bayern set off Monday en route to the Indo-Pacific with 230 crew members aboard. The ship is set to cross the South China Sea, according to the foreign ministry. Europe is not exactly a military force to be reckoned with in Asia, however. The U.K. has a total of around 340 military personnel in Oceania and Asia outside the Middle East, concentrated mainly in Brunei, according to the Defense Ministry. This represents just 0.2% of British forces and 6% of its foreign deployments. The deepening engagement by the U.K. and France in a distant part of the world in which they have little direct stake reflects a sense that a country's international clout is tied to its presence in fast-growing Asia. This goes double for policies toward China, the region's largest economic power. Even if London and Paris have only limited forces in Asia, that combined with their status as permanent members of the U.N. Security Council can strengthen their diplomatic position with regard to Beijing and provide a card to play in economic negotiations, the thinking goes.

The British and French moves have ruffled China's feathers. "The Queen Elizabeth carrier strike group's navigation to the South China Sea was the U.K.'s effort to show its presence in the region," the Chinese Communist Party-affiliated Global Times said in an editorial last week. "China has been strengthening its military capabilities in the South China Sea," and aircraft carriers deployed by the U.S. and its allies "would be very vulnerable to extreme military conflicts," the paper warned. The People's Liberation Army is scheduled to hold drills in the South China Sea from Friday to Tuesday.

Southeast Asian countries' views on the situation are mixed. An Indonesian military insider took a positive view of the warship deployments as "a response that shows China that the South China Sea does not belong to it." But the same source also said that "the U.S. and Europe should refrain from actions that would excessively provoke China." Indonesia is among the many Southeast Asian countries that have been building stronger economic ties with China and are counting on it for coronavirus vaccines. Nick Childs, senior fellow for naval forces and maritime security at the London-headquartered International Institute for Strategic Studies, said the moves by European countries in Asia are "a reflection that the center of gravity economically is shifting to that part of the world." "Also, different countries have slightly different policies and approaches," he added.

Activist attorney who supports Palestinian terrorists tapped to head Seattle police oversight board

SEATTLE, WA- After Portland, Seattle has served as ground zero for the wackiness that is the far left. The latest news out of Seattle may have moved that city up to the front of the pack. According to the Post Millennial, the new head of police oversight in metropolitan King County may be anti-cop but he’s definitely pro-Palestinian terrorist.

The Metropolitan King County Council recently appointed a man named Tamer Abouzeid, a Chicago lawyer as the director of the shiny new Offices of Law Enforcement Oversight (OLEO).

As part of his new duties, Abouzeid will act as an adviser on issues such as police reform, according to an article in the Seattle Times. He is expected to begin his new role on Sept. 20, 2021.

“I am excited about my appointment as director of OLEO and even more excited about the direction in which the King County Council is moving when it comes to public safety,” Abouzeid said in an email.

“I look forward to working with the Council, with OLEO’s amazing staff, with [the King County Sheriff’s Office], and most of all, with the richly diverse communities that call King County home.”

Fair enough. However a close examination of Abouzeid’s history shows that he previously served as the staff attorney for the anti-Semitic, anti-Israel, pro-Palestinian Council on American-Islamic Relations (CAIR) since August of last year.

At one point in time, CAIR had demanded a speaker be canceled from CPAC, alleging what they called his anti-Muslim positions.

What’s more, CAIR has been closely linked to the terrorist organization Hamas, and the current executive director of CAIR has openly called for overthrowing the US government.

The Anti-Defamation League (ADL) defines CAIR as a:

“Washington, D.C.-based non-profit organization with offices around the country,” with a mission “to enhance understanding of Islam, encourage dialogue, protect civil liberties, empower American Muslims, and build coalitions that promote justice and mutual understanding.”

Continuing, however it says:

“CAIR’s stated commitment to ‘justice and mutual understanding,’ however is undermined by its anti-Israel agenda. CAIR Executive Director Hihad Awad has accused Israel supporters in the U.S. of promoting ‘a culture of hostility towards Islam’ and CAIR chapters continue to partner with various anti-Israel groups that seek to isolate and demonize the Jewish State.”

“CAIR’s anti-Israel agenda dates back to its founding by leaders of the Islamic Association for Palestine (IAP), a Hamas affiliated anti-Semitic propaganda organization. While CAIR has denounced specific acts of terrorism in the U.S. and broad, for many years it refused to unequivocally condemn Palestinian terror organizations and Hezbollah by name, which the U.S. and international community have condemned and isolated.”

The ADL noted that:

“CAIR has supported and advocated for Rasmea Odeh, who was convicted by an Israeli court in 1970 for her role in a 1969 bombing of a supermarket that killed two Israeli students, and who was later released as part of a prisoner exchange.”

According to the Post Millennial piece, much of Abouzeid’s social media has been “scrubbed,” aka “cleaned up. However internet archives show that he has supported the anti-Semitic Boycott, Divest and Sanction (BDS) movement against Israel and wrote a since-deleted letter to the Chicago Tribune which compared Israelis to Hamas terrorists.

ADL notes that CAIR is “closely connected to American Muslims for Palestine (AMP), the leading organization providing anti-Zionist training and education to students and Muslim community organizations around the country.”

Abouzeid isn’t the only radical supported by King County Council Chair Claudia Balducci. She apparently also supported a candidate for King County Council, Ubax Gardheere, who only threatened to blow up a bus filled with school children in 2010.

In that incident, Gardheere, in exclusive footage obtained by the Post Millennial threatened school children, claiming she may have had a gun or a bomb, and then actually calling them “cowards” as they ran in fear for their lives.

On Jan. 12, 2010, Gardheere boarded a Highline School District bus at it was starting its morning route to Chinook Middle School. She tells the bus driver not to leave, calling it a “matter of national security.” The driver then notified the police.

The driver then asks here if something happened to one of the kids, to which she replied that “if something happens it’s going to happen to you.”

The clearly unhinged Gardheere then tells the students she is wearing loose clothing and may be in possession of a bomb or a gun. Police finally arrive and arrest her, while students flee, while Gardheere calls them “cowards.”

A detective with King County said Gardheere had told the arresting officer she was “prepared to die.” No weapons were found, and she was able to plead the charges down to a misdemeanor prior to trial.

That hasn’t stopped Democrats from supporting her candidacy. Democrat state senator Rebecca Saldana noted in her endorsement of Gardheere,” I will follow Ubax anywhere. Another Democrat, former radical Seattle City Council Member Mike O’Brien called her “an amazing leader.” A number of other prominent area Democrats also supported the unhinged radical.

Not surprisingly, her candidacy is also supported by the local chapter of the far-left Service Employees International Union (SEIU).

Gardheere claimed in an interview with Seattle Weekly that she had been hospitalized for a mental illness and that her condition had gone downhill after visiting in-laws in Dubai on her way to Somalia in 2008. Somalia? Ah yes, home of another anti-American radical, Minnesota Rep. Ilhan Omar (D).

Gardheere tried to justify terrorizing school children by claiming she had been “criminalized” for mental illness in an interview with the South Seattle Emerald. She claimed that she was undergoing “postpartum depression” which led to a mental breakdown.

That flies in the face of not only court documents and police reports of the school bus incident, but also her own earlier statements to The Seattle Weekly.

“I’m thinking in my head, ‘what can I say or do that will get you taken to jail instead of a mental institute?”

Just another unhinged radical in a state full of them.
