We all know Joe Biden and his regime created theworst immigration crisis in American history in an effort to remake the population. But now, newly released information hasrevealed that they planned to go much furtherin his final days before being stopped.

As Fox News reported, Senator Eric Schmitt (R-MO) obtained a bombshell memo on Thursday from the Archivist of the United States as part of a special access request he made as Chairman of the Subcommittee on the Constitution.

The memo, issued inJanuary 2025, according to Schmitt, reveals that the Biden regime planned to expand Temporary Protected Status (TPS) to more than 3 million aliens. It specifically noted that about 1.5 million Guatemalans, 600,000 Ecuadorians, 464,000 Nicaraguans, and 455,000 Venezuelanswere all still eligible for TPS.

The memo also includedpopulations from Ukraine, Sudan, and Afghanistan who could receive amnesty.

More alarmingly, the memo points out that previous court challenges had blocked many of President Trump’s attempts to terminate the protections andfocuses on granting TPS relief for a particular country: Haiti.

We all know the damage many Haitians have wreaked in certain American communities, including Springfield, Ohio.

Thememo argued that “granting TPS will potentially protect many vulnerable people from President-elect Trump’s planned mass deportations… They argue that these protections are likely to hold in court, and they are prepared to litigate efforts to terminate or slow down the implementation of TPS for specified nations by the Trump Administration.”

“[P]rior federal litigation brought by advocates during the first Trump administration was successful in halting [its] efforts to terminate TPS, though that was due in large part to [its] failure to produce a factual record in support of termination, which is something that could be rectified,” the memo went on.

“The previous Administration unsuccessfully attempted to terminate TPS designations for Sudan, Nicaragua, Haiti, El Salvador, Nepal, and Honduras. Courts issued preliminary injunctions blocking the Trump Administration’s actions,” it read. “Your administration took actions to resolve this litigation by either redesignating Haiti or rescinding the terminations.”

The memo also reminded Biden’s “senior team” of demands on TPS from the following Democratic Senators. Michael Bennet of Colorado, Catherine Cortez-Masto of Nevada, Cory Booker of New Jersey, Dick Durbin of Illinois, Mazie Hirono of Hawaii, Ben Ray Lujan of New Mexico, Tammy Duckworth of Illinois, and Alex Padilla of California.

“In addition, some stakeholders are requesting that your Administration designate nationals from new countries, most notably Ecuador and Guatemala, for TPS,” the memo states.

Schmitt spoke out about the memo he uncovered during an interview with Fox News on Friday:

I also shared my own personal tragedies—what I myself and our community have had to go through during these years of war.

I explained that the Jewish community lives here openly, freely practices its faith, restores synagogues, builds Jewish schools, helps people, and is an integral part of Ukrainian society. Unfortunately, it is Russian propaganda that has, for many years, tried to impose a completely false image of the situation in Ukrainian society on the world.

I’m glad that Laura came specifically to see everything with her own eyes and to understand what the heroic people of Ukraine are going through today.

As a memento of our meeting, I gave Laura a copy of my book, *Between Miracle and Reality*. I hope it will help her gain an even deeper understanding of life in Ukraine, its people, and the true miracles we are now witnessing

Elaine Angene Escoe is charged in a $32M COVID-19 pandemic relief fraud scheme involving wire fraud, money laundering

One of the FBI's most wanted alleged COVID-19 fraud fugitives has been returned to the United States after authorities captured her in Jamaica, where FBI Director Kash Patel told Fox News Digital she had been living under the fake identity "Harley Newman" while evading charges tied to a $32 million pandemic relief fraud scheme.

Elaine Angene Escoe, 41, arrived back in South Florida Thursday after Jamaican authorities arrested her following a federal manhunt. Prosecutors allege she helped fraudulently obtain more than $32 million in taxpayer-funded COVID-19 relief funds before fleeing the country after failing to appear in federal court.

Escoe was indicted in 2025 on charges including conspiracy to commit wire fraud, wire fraud, conspiracy to commit money laundering and multiple counts of money laundering, according to the U.S. Attorney's Office for the Southern District of Florida.

Federal prosecutors said a judge issued an arrest warrant after Escoe failed to appear in court in May 2025. Authorities allege she fled to Jamaica, where she was later located and arrested after the FBI received a tip.

"This Most Wanted Fraudster allegedly obtained tens of millions in COVID-19 relief, stealing critical resources from legitimate businesses during a national crisis," Acting Attorney General Todd Blanche told Fox News Digital.

"She fled the country believing she could escape justice but ultimately could not," he continued. "Those who exploit taxpayer-funded programs will be held accountable by this Department of Justice, no matter how long it takes or where they attempt to hide."

Patel called Escoe's arrest another milestone in the FBI's international fraud crackdown, saying she is the fourth alleged "Most Wanted Fraudster" captured in the past five weeks.

"The historic success of the 'Most Wanted Fraudster' list continues as the FBI and our partners just captured our fourth Most Wanted Fraudster in 5 weeks, and yet another high value target returned to the U.S. by this FBI," Patel said. "Elaine Angene Escoe, on the run since May 2025, was captured in Jamaica while living under a fake identity of 'Harley Newman' — and returned to the United States today to face justice."

Patel said Escoe is charged with being involved in a conspiracy to commit wire fraud and money laundering connected to a scheme that fraudulently obtained more than $32 million in federal COVID-19 relief funds.

He added that the FBI has returned more than 30 high-value targets to the U.S. since June. Patel said four alleged fraud suspects captured over the past five weeks are collectively charged with nearly $1.8 billion in fraud after spending more than 3,500 days on the run across three continents.

"Under this administration, fraud is no longer tolerated — and those who steal from American taxpayers have nowhere to hide," Patel said.

Authorities said the FBI, Homeland Security Investigations, the U.S. Marshals Service, Jamaican law enforcement and the Palm Beach County State Attorney's Office coordinated Escoe's return to the U.S.

The millionaire tax passed with barely a murmur. ASD opinion columnist Sterling Higa on why the measures nobody argues about deserve the second look.

This session the legislature raised the income tax on anyone in Hawaiʻi earning more than a million dollars a year. Our 13% top rate now sits among the nation’s highest.

The bill passed quietly. The papers noted it the way they note a road repaving: a thing done, presumably good, needing no comment.

Nobody is weeping for people earning a million dollars a year.

That is precisely why the tax deserves a second look. The measures that pass without argument reveal what a society has stopped arguing about.

Envy is the one vice that never announces itself. Pride struts and greed hoards, but envy always arrives dressed as justice. A tax on millionaires feels like fairness. But fairness is not the only good.

A society can absorb a great deal of unfairness and survive. What it cannot survive is a politics that runs on resentment.

Envy used to know where its target lived. The peasant could see the landlord’s manor from his field, and the plantation worker could see the manager’s house from the rows of pineapple. Hawaiʻi’s own labor movement emerged from those fields with real grievances.

Wealth has since moved out of sight. It lives in brokerage accounts and holding companies now, not on estates. The wealth of the super rich has become intangible, and even their ranches are mirages. Mark Zuckerberg feeds his cattle macadamia nuts on Kauaʻi but eats perfectly well at his home in Palo Alto. Meanwhile, beachfront hotels in Waikīkī are owned by thousands of shareholders. You cannot storm an investment portfolio.

Envy is fed like a furnace. Social media puts every lifestyle on earth in every pocket in Hawaiʻi, heaping the coal into the flames. Envy becomes a mood — a low, constant awareness that somebody, somewhere, has the kitchen or the vacation or the body you were denied. A mood cannot be satisfied, but it can be channeled, and it is channeled toward whatever target happens to be within reach.

On Maui, neighbors were within reach. The short-term-rental phase-out was sold in the language of housing justice, taking from the wealthy to shelter the poor. But the owners it actually strikes are schoolteachers, retirees, the upper middle class — and a seaside condo in Kīhei carrying a $3,000-a-month maintenance fee cannot be cut into four pieces and handed to four needy families. It can only be made worthless, which is a strange kind of charity.

The county plans to phase out roughly 7,000 units, though a cleanup bill passed recently could exempt 4,500 units. That suggests Maui’s councilmembers have noticed the problem.

The partisans of envy are running the same play on the Mainland. New York has Mamdani's pied-à-terre tax. California has a wealth tax on the ballot, from which the billionaires are already excusing themselves by moving out of state.

The fair-minded reader will object that we owe something to the needy, and the reader is right. The widow and the orphan have a standing claim on us, and it’s older than any state. But the objection assumes the claim must be discharged through the state. Taxes for the rich, assistance programs for the poor.

Hawaiʻi already carries one of the heaviest state-and-local tax burdens in the country. The needy are not much better off for it. The burden of our state shows up in the rent, in the grocery bill, in the exodus of local families headed to Las Vegas. A man who can imagine no way to feed a widow except by voting to tax his neighbor has not discovered compassion. He has misplaced his imagination, and it is worth asking where he lost it.

He lost it at school. Consider the life of the average humanities Ph.D.: nine years spent in college and graduate school, paid for with loans and forgone wages. Now, a lottery for a shrinking number of academic posts, stagnant pay, and a publish or perish culture.

Nearing 30, our young doctor has many degrees, but no clear path to supporting a family. He has to take a part-time job as a barista to pay the bills. Meanwhile, his high school classmate who skipped college to fix air conditioners owns a home by the time of their 10-year class reunion.

A man in the professor’s position does not need much to grow resentful. He only needs to marinate. The trouble is that his marinade becomes his students’ curriculum. The resentment gets footnoted and graded. The graduates leave catechized in a simple creed: every problem is a distribution problem, and every solution is a state solution. Take from the rich, and give to the poor. Take from them, and give to me.

U.S. Rep. Haley Stevens of Birmingham now has Gov. Gretchen Whitmer in her corner as she sprints toward the finish line in the Aug. 4 Democratic U.S. Senate primary.

Whitmer’s decision to back Stevens over Dr. Abdul El-Sayed — who she beat in the 2018 gubernatorial primary — adds a powerful establishment Democrat to Stevens’ long list of endorsements. Recent polling has shown that Whitmer’s endorsement still holds sway in the state as her tenure as governor winds down which could move some undecided voters in the contest.

With a little more than a week until the primary, Whitmer on Friday said that Stevens shares her vision for a better Michigan.

“During my eight years as governor, we’ve faced tough challenges. But my north star has always been to get stuff done for Michigan. I know that’s Haley Stevens’ guiding light too, which is why I am so proud to endorse her for U.S. Senate,” Whitmer said in a statement and a video circulated by Stevens’ campaign. “With the great Gary Peters stepping down, Michigan needs an effective fighter to step up and deliver for our state in the U.S. Senate. Stevens said that Whitmer “has been a role model for so many Michiganders, myself included.”

The powerful House Ways and Means Committee has subpoenaed three left-wing nonprofits in an investigation into more than $39 million that flowed from Marxist tech tycoon Neville Roy Singham to the groups, Fox News Digital has learned.

In three letters dated July 21 and obtained by Fox News Digital, the committee accused the three nonprofits of failing to turn over a "single responsive document" to earlier requests for information.

The committee, led by Chairman Jason Smith, R-Mo., issued the subpoenas to the People’s Forum Inc., a New York-based activist hub; BreakThrough News, a left-wing nonprofit media outlet; and Tricontinental: Institute for Social Research, which says its work is anchored in "national liberation Marxism."

Paramount says its takeover of CNN’s parent company, Warner Bros. Discovery, will be delayed for many months, and potentially well into 2027, due to pending lawsuits by state attorneys general and the Writers Guild of America.

Paramount said in a Friday afternoon court filing that it has agreed not to complete the mega-merger until an antitrust trial takes place, or until June 1, 2027, whichever comes first.

The current Paramount–Warner merger agreement expires on March 4, and is subject to an automatic extension through June 4, 2027.

Friday’s announcement blows up Paramount’s original plan to take control of Warner by the end of September. The delay was celebrated by critics of the deal. Shares in both Paramount and WBD slumped on the news.

The delay does not preclude all the parties involved from striking a settlement deal that would clear the path for the merger, though there are no indications that the cases are heading in that direction.

For the time being, at least, the deal uniting two of Hollywood’s biggest studios is in a deep freeze.

Friday’s agreement is the result of discussions between the lawyers for all the parties. It means there will no longer be an August 3 hearing on the states’ request for a preliminary injunction, and it withdraws the Writers Guild’s similar motion.

Lawyers for Paramount reached the conclusion that the plaintiffs would likely prevail at the preliminary injunction stage, an executive involved in the matter told CNN.

Thus, the source said, Paramount believes it’s better for the company to skip that stage and seek a speedy jury trial.

Judge Araceli Martínez-Olguín, who is overseeing the case, quickly approved the agreement.

According to court filings, the parties will now work out timing for a trial on the underlying antitrust claims, with a proposed schedule due next Friday.

Paramount chief legal officer Makan Delrahim told Deadline that the company will seek a November trial date.

California attorney general Rob Bonta told CNN’s Jake Tapper that “we are likely to make a request to have trial in 2027, which is very appropriate based on the expert discovery that needs to happen… before a trial can and should go forward.”

Paramount is saying “let’s go straight to trial in California District Court,” analyst Rich Greenfield of Lightshed Research said. Greenfield noted that “even if Paramount loses in District Court, this would accelerate the time frame for an appeal to the Ninth Circuit Court and potentially to the Supreme Court in 2027.”

Paramount claimed the agreement is a “significant win” for the company “because the result is exactly what we have sought from the outset: a direct path to a trial based on the evidence.”

“This is the fastest and clearest way to prove that this transaction is good for competition, good for consumers, and good for creators, a conclusion dozens of competition authorities around the world have already reached,” the company said in a statement. “Plaintiffs’ market definitions bear no relationship to the realities of today’s marketplace and cannot withstand scrutiny. We look forward to proving our case at trial.”

But analysts called it a major setback that adds to the cloud of doubt hovering over the controversial deal.

The delay is potentially costly for Paramount. Under the terms of the merger agreement, the company will begin to owe Warner Bros. Discovery shareholders a 25-cent-per-share “ticking fee” each quarter the transaction remains incomplete after September 30.

The US Department of Justice approved the merger last month, and the European Commission granted conditional approval on Wednesday. The EU approval required Paramount to make several concessions, including exiting a film distribution joint venture with Universal in Europe.

The lawsuits in California are the deal’s main obstacle. A coalition of 12 state attorneys general has argued that the merger would reduce competition and hurt consumers.

“Our argument against this illegal merger is straightforward: When too few corporations have too much power in markets central to American life, it makes things more expensive, and it makes things worse,” California Attorney General Rob Bonta said in a statement Friday afternoon.

Bonta said, “We are eager to continue to make our case in court and celebrate another tremendous win in our effort to ensure this unlawful merger never sees the light of day.”

Ilhan Omar’s Sister Linked To Central Figures In Minnesota’s Fraud Scandal

Records tie company founded by "Squad" member's sister to largest public theft scandal in Minnesota history.

One of the largest fraud scandals in Minnesota may involve the family of Ilhan Omar.

The far-left congresswoman’s sister used the address of a woman who was business partners with several major convicts in the “Feeding Our Future” scandal, a Daily Wire investigation found.

The federal meals scandal is described as the largest public theft in Minnesota history. The statehouse’s House Fraud Prevention and State Agency Oversight Committee is probing the Somali-born congresswoman’s involvement in the scandal, but Democrats in May blocked a subpoena that would require Omar to produce records.

Public records in the state, however, may tie Omar’s sister, Sahra Noor, to the operation. Noor has run several businesses in the region, including the People’s Center Clinics & Services in the Somali neighborhood of Minneapolis, which controversially received a $2 million earmark while her sister was a state representative.

Noor went on to found a group called Grit Partners Consulting, and publicly says her company “has secured more than $20 million in funding for health initiatives” and has “consulted on projects backed by” federal health agencies such as USAID and the Center for Disease Control.

Grit Partners was incorporated at a home on Hyacinth Ave. in Lakeville, Minnesota. That address, and the woman who lives there, are lynchpins tying together at least three Feeding Our Future convicts, The Daily Wire found.

The Hyacinth Ave. home is occupied by Mashah Ahmed Ali and his wife Ister (a.k.a. Ismahan) Ahmed Afraa. According to incorporation records, Afraa opened a company called Sunrise Business Center, Inc. alongside Hanna Marekegn.

Marekegn is directly involved in the fraud scandal, pleading guilty in 2022 to wire fraud for stealing $7 million.

Marekegn claimed to be feeding 4,000 poor children a day. Instead she bought a mansion for herself, claiming she embodied the “American Dream.” Marekegn testified under oath that she falsely alleged racism to manipulate Minnesota bureaucrats to look the other way at red flags.

Afraa, who worked with Marekegn, also incorporated Sunshine Care Center MN, Inc., which claimed the same office address as Sunrise Business Center. On LinkedIn, Marekegn listed her employer as Sunshine Care Center at that address.

Afraa is also tied to Aimee Bock, the Feeding our Future ring-leader sentenced to 41 years in prison. Minnesota Department of Health data listed Bock as point of contact for Sunshine Care Center LLC.

Her Hyacinth Ave. home was also the incorporation address of Diversity Childcare Center LLC, which listed Bock as point of contact.

According to state investigative documents, Bock said the head of Sunshine Care Center MN, who is not named in the documents, was brought to Feeding Our Future by a woman named Sahra Nur, a key player in Feeding Our Future who was sentenced to four years in prison, and to whom Afraa is closely tied.

Afraa was CEO of Aflah Property Inc., which operated out of Nur’s home on Fordham Ct NE. Afraa had a $30,000 state tax lien placed against her in April 2025, listing the Fordham home as the address.

Nur’s home on Fordham Ct. was ground zero for Feeding Our Future, being used by at least 17 different companies, most of them designed to bill the government or launder profits.

Nur was an owner of S & S Catering, which claimed to have made more than eight million meals. It enabled the fraud of the various Feeding Our Future nonprofits by giving them fake invoices so they could tell the government they spent money purchasing meals. The government reimbursed more than $12 million as a result, according to Nur’s indictment and guilty plea.

Nur’s home was also used to set up some of those nonprofits, like the Academy for Youth Excellence, which allegedly stole $3.5 million in federal funds.

It also housed Golis Properties LLC, which allegedly stole $3.9 million from taxpayers and used $2.5 million in stolen funds to buy an entire block on East Lake Street.

Nur ran Kulmiye Management LLC, while Afraa, the woman connected to Omar’s sister, was an executive in Kulmiye Property LLC.

Afraa bought a property directly across the street from one that was forfeited to the government, 2529 12th Avenue South, for being purchased with stolen funds.

LEGE-CAP FERRET, France (AP) — France sent a hulking military cargo plane to dump tons of flame retardants as it battled raging wildfires on Saturday and slashed the final stage of Tour de France to redeploy security personnel to the blazes that forced tens of thousands of people to flee their homes.

The latest wildfires in southern Europe this week have displaced more than 250,000 people, including some 70,000 people who were evacuated in central Spain. One man died in Manises, the municipality reported on its Facebook page, the first death so far in the blazes.

In France, the giant A400M transporter swooped in low, its long plume of ochre-colored retardant trailing over drought-hit woodlands in the southwest as fire crews on the ground fought flames that authorities feared could spread toward the wine region city of Bordeaux.

Race organizers and the Paris police department announced a truncated 21st and final stage on Sunday for the three-week Tour, France’s most famous annual sporting event, reflecting the immense strain that two large fires in the southwest are causing for emergency services.

Tour riders will race Sunday inside Paris, rather than starting from Thoiry, west of the capital, on a circuit of 89 kilometers (55 miles) — down by a third from the 133-kilometer (82.5-mile) route that had been planned. Part of the race’s security detail will instead “reinforce the response efforts in the areas affected by the wildfires,” according to the statement announcing the ”exceptional measures made necessary by the situation.”

With winds expected to shift in a west-to-east direction on Saturday afternoon, potentially driving flames closer to Bordeaux, fire crews and authorities were digging trenches, using retardants and taking other blaze-blocking steps, French Interior Minister Laurent Nunez said, predicting a “long and very difficult” battle.

He said the fire was about 30 kilometers (20 miles) west of the city and lost some of its intensity overnight. The prefect of the Gironde region that includes Bordeaux said the blaze grew into “a firestorm” on Friday after igniting earlier this week and cautioned that it “remains dangerous” even though firefighters were making progress.

The government mobilized soldiers to join fire crews and was rushing in 1.5 million face masks to protect against choking smoke.

Authorities ordered people between the fire and Bordeaux to evacuate, including from parts of the city’s western suburbs and other towns and villages.

Prime Minister Sébastien Lecornu described the fires as unprecedented and said the Gironde blaze became so strong on Friday that it had begun generating its own winds. Firefighting teams were being reinforced with the addition of hundreds of soldiers and breathing masks to filter out potentially noxious smoke particles were being rushed to those exposed, Lecornu said.

In Bordeaux, authorities took in thousands of evacuees, offering them food and shelter in an exhibition center, and the city’s mayor said it could be equipped to welcome as many as 10,000 people if that became necessary. The city’s airport said it remained open but that its bus and tram services were suspended.

Evacuation orders were sent with special alerts to mobile phones, instructing people to leave, Gironde prefect Sophie Brocas said. She said the fire had destroyed about 140 homes in the region.

Former state lawmaker and logger Troy Jackson secured the Democratic nomination for U.S. Senate in Maine on Saturday and will face longtime GOP Sen. Susan Collins in November in a race that could decide which party controls the chamber.

Jackson replaces Graham Platner, who won the Democratic primary in June but withdrew from the race earlier this month following an allegation of sexual assault that Platner has denied. Maine Democrats met Saturday to choose a new Senate nominee to face Collins.

Support coalesced around Jackson, a former Maine Senate president and fifth-generation logger from rural northern Maine who campaigned alongside Platner during a failed bid for governor and was a favorite among progressives to replace him.

“When the people in power refuse to listen, you have to organize, you have to stand in solidarity, together. And you have to make them listen,” Jackson said during a speech at the last-minute nominating convention.

Democrats view Maine as the party’s best opportunity to flip a Senate seat this year because it’s a competitive race in a state President Donald Trump lost in 2024. But defeating Collins won’t be easy. The five-term incumbent holds a fundraising advantage, while Jackson will have less than four months to sell himself to voters.

Republicans immediately launched an ad campaign against Jackson, accusing him of having a volatile temper and linking him to Platner. The Senate Leadership Fund, Republicans’ super PAC, said it is committed to spending over $42 million against Jackson.

Lavrov-Rubio meeting: Ukraine war, dead Anchorage plan, renewed bilateral ties

The top Russian and US diplomats met in person for the first time since September 2025

Russian Foreign Minister Sergey Lavrov and US Secretary of State Marco Rubio met on Thursday on the sidelines of the ASEAN summit in Manila, Philippines.

The two diplomats did not make any statements or take questions from reporters before or after the meeting, which lasted around 35 minutes due to a tight schedule. It marked their first in-person talks since September 2025.

Foreign Ministryspokeswoman Maria Zakharova stated after the meeting that the talks focused on bilateral relations and major international issues, including the Ukraine conflict and the situation in the Persian Gulf.

While discussing the Ukraine crisis, she saidLavrov briefed Rubio on the “real state of affairs”along the front line, warned against further arms deliveries to Kiev, andaccused European countries of pursuing a destabilizing policy aimed at inflicting a “strategic defeat” on Russia.

Lavrov also reaffirmed Moscow’s readiness for a diplomatic settlement and its commitment to the US proposals accepted by President Vladimir Putin at the summit in Anchorage, Alaska last year, she said.

Zakharova stated that the two diplomats alsowelcomed the resumption of full-fledged contacts between Russia’s state spaceagency Roscosmos and NASA and supported expanding parliamentary and cultural exchanges.They discussed improving conditions for Russian and US diplomatic missions and agreed to maintain contacts between their foreign ministries, including through international organizations.

Speaking to reporters after the meeting,Rubio described the talks as a “good” and “frank” conversation, and stated that theUS remains prepared to “play a constructive role in bringing about an end to a senseless war.”

However, he noted that the Anchorage proposals referenced by the Russian side were no longer viable because Kiev had rejected themand that a peace agreement could only work if both sides accepted it.

He said any eventual settlement would therefore require “new ideas and new concepts,” adding that Washington remains ready to put forward fresh proposals and play a constructive role if the circumstances are right.

The Kremlin, meanwhile, cautioned against reading too much into the meeting. Spokesman Dmitry Peskov said continued contacts were “positive” but did not yet amount to “new momentum” or an acceleration in the talks.

He added that Moscow remained in dialogue with Washington through existing channels andhoped face-to-face discussions would continue once US negotiators were available to travel to the Russian capital.

Zakharova previously noted thatthe meeting had been requested by the American side. It was widely seen as an attempt by Rubio to revive peace negotiations for the Russia-Ukraine conflict, which President Donald Trump has sought to mediate since returning to the White House early last year.

Although initially promising, the talks have so far failed to produce any breakthroughs and have largely stalled since the US became embroiled in the war in the Middle East.

Moscow has praised Trump’s efforts while largely blaming Ukraine’s European backers for trying to sabotage the negotiations. Earlier this month, Lavrov argued that the West is not seeking a settlement in good faith, adding that “the reserve of goodwill and hope has been exhausted.”

President Vladimir Putin affirmed last month that Russia is sticking to its original terms, including demands that Ukraine recognize Russia’s new borders and abandon its plans to join NATO in favor of permanent neutrality.

Former President Joe Biden's attorneys on Friday filed a notice of voluntary dismissal regarding his bid to stop the Justice Department from releasing Special Counsel Robert Hur's interview transcripts and audio recordings.

The move comes less than a week after a divided federal court denied Biden's request for an injunction to block the release in a 2-1 split.

The court's majority had determined Biden failed to show he was likely to succeed on the merits of his request, and the public has a strong interest in evaluating Hur's decision not to charge him. The sole dissenter said the former president showed a “substantial privacy interest” in keeping the material hidden.

The ruling is related to recorded conversations the former president had with his biographer a decade ago that prosecutors used to conclude the former president improperly shared classified information with the author.

Hur obtained the recordings in 2023 as part of a probe that concluded Biden shared classified materials with Mark Zwonitzer in 2017. The prosecutor, however, declined to bring charges.

The watchdog says there are currently 22 open recommendations, which are focused on enhancing fraud prevention practices across the programs it has reviewed.

The federal government continues to lose an estimated $233 billion to $521 billion each year to fraud, while most agencies overseeing the nation's largest federally funded programs have yet to implement one of the Government Accountability Office's top recommendations for preventing those losses, according to a new GAO report.

The report, Managing Risks in Federally Funded, State-Administered Programs, reviewed the 20 largest federally funded, state-administered programs, which accounted for approximately $1.1 trillion in federal obligations in fiscal year 2025.

The GAO found in the report released Thursday that most agencies have not completed documented fraud risk assessments. The assessments are instrumental in identifying where fraud is most likely to occur and how to prevent it.

"Federal and state agencies can better manage fraud risks and prevent fraud by applying GAO frameworks for managing fraud risks and improper payments, as well as other leading practices; leveraging available federal analytic resources, such as Do Not Pay, to verify recipient identity and eligibility before issuing federal funds; and implementing recommendations from GAO and other oversight entities that would address existing program vulnerabilities," the report read.

The watchdog said there are currently 22 open recommendations that are focused on enhancing fraud prevention practices across the programs covered in the report.

The watchdog urged federal agencies to implement them to better safeguard taxpayer funds, particularly in state-administered programs.

GAO reiterated the enormous financial toll that federal fraud takes on taxpayers.

"In April 2024, we estimated that the federal government could lose between $233 billion and $521 billion annually to fraud, based on data from fiscal years 2018 through 2022," the report said.

According to GAO, the most widespread weakness it found was the failure to conduct the documented fraud risk assessments.

"Information about fraud risks specific to each of the 20 selected programs varies, in part, because federal agencies have not fully assessed their risks," the watchdog wrote.

Of the 20 programs examined, "five documented evidence consistent with identifying risks and assessing the likelihood of those risks to prioritize action; the other 15 did not have such documented evidence," the report said.

"Identifying fraud risks and assessing the likelihood and impact of those risks is a leading practice that can help agencies determine where to target fraud prevention and detection efforts," the watchdog said.

The report warned that the structure of many federally funded programs creates opportunities for fraud.

"The decentralized nature of state-administered programs – in which states, local governments, contractors, sub-recipients, and beneficiaries all play roles in administering federal funds – can create opportunities for fraud," GAO said.

Among the examples cited were a consultant convicted of submitting falsified permits tied to a $4.3 million airport improvement project, landlords receiving housing-assistance payments for vacant units while tenants underreported income, and an alleged student financial aid fraud scheme involving more than 1,200 applicants at over 100 schools across 24 states.

GAO said that the consequences of fraud extend beyond financial losses.

"Every dollar or resource diverted to fraudsters hinders the federal government's ability to achieve its goals and provide needed services," the report said.

SEOUL, July 22 (Reuters) – South Korean President Lee Jae Myung will visit San Francisco, Brazil, Chile, ​Argentina and Germany from July 24 ‌to August 3, the presidential office said on Wednesday.

Lee will hold separate summits with the leaders of Brazil, Chile and Argentina and attend an AI summit in San ‌Francisco, ​National Security Adviser Wi ⁠Sung-lac said in a ⁠press briefing.

The presidential office said Lee is also scheduled to meet Nvidia CEO Jensen Huang, OpenAI CEO Sam Altman and Anthropic CEO Dario ​Amodei, while Samsung Electronics Chairman Jay Y. Lee, SK Group Chairman Chey Tae-won and ⁠Hyundai Motor Executive Chair Euisun ⁠Chung will also attend the AI ​summit.

South Korea is eyeing an expansion of trade ​and business in South America, Wi said, seeking ‌fresh negotiations for the South Korean-Mercosur trade agreement as well as modernisation of a free trade agreement with Chile.

Seoul is also aiming to ⁠enhance cooperation in energy and food, Wi said, citing abundant reserves of critical minerals in the region.
