Executive Summary

The Israeli government has spent more than $1 billion in direct expenditures on public diplomacy since the Hamas–led attacks on Oct. 7, 2023, a dramatic escalation in such spending.This represents Israel’s new reliance on influence operations in the United States, funded directly by the country’s government and subject to American laws on foreign influence.

For most of the US–Israel relationship’s history, Israel garnered unrivaled influence in US politics through an informal lobby made up of American citizens and organizations like the American Israel Public Affairs Committee, or AIPAC, and Christians United for Israel, or CUFI, as well as individual mega-donors. These organizations are not required to register under the Foreign Agents Registration Act, or FARA, because they are funded by Americans and nominally act independently of the Israeli government. This system gave Israel enormous influence without triggering the disclosure requirements for direct foreign lobbying.

The deep unpopularity of Israel’s post–Oct. 7 military offensives among the American public spurred Israel to reassess the scope and structure of its influence operations. The Israeli government subsequently reinvented its public relations strategy byhiring registered foreign agents directly so that it could control messaging, target specific demographics, and act with speed and precision. Since 2023, Israel has spent over $100 million on influence in the US under FARA.

This paper uses FARA data, Israeli government procurement documents, and interviews with dozens of sources to trace the size and effects of this shift. Israel’s FARA spending is set to triple from 2024 to 2026, and the country is on track to become the single biggest FARA spender this year. Much of this work flows through theFrench firm Havas Media,which subcontracts with American firms that specialize in reaching the once most reliable sources of support that Israel is now losing: Evangelicals, conservatives, and young Americans. The tactics are new in kind, not just scale: payinginfluencers directly, funding a mass texting operation, and, the most novel of these new approaches, hiring firms like Clock Tower X to build networks of websites designed to shape how artificial intelligence chatbots characterize Israel.

This shift toward FARA–registrable engagement creates a new paper trail. But significant gaps in compliance and transparency remain: Organizations conducting clear lobbying activities have failed to register as lobbyists, some new firms working for Israel have openly flouted transparency requirements, and paid influencers have not disclosed their financial relationships with the Israeli government.

Israel’s new tactics are transforming America’s influence landscape, but they have so far proved insufficient to counter the erosion in public support that is being driven by Israel’s deeply unpopular policies. That said, Israeli influence operations have a commanding record of shaping American public opinion, and the infrastructure that Israel is now building is unlike anything previously deployed — it should not be underestimated.

July full moon to coincide with peak meteor activity this week: Here's everything to know

Skywatchers across the Northern Hemisphere are in for a celestial treat this week as July’s full “Buck Moon” rises alongside peak activity from multiple meteor showers.

The Buck Moon, which gets its name because this is the month when male deer start to grow new horns, will be at its fullest state at 10:37 a.m. EDT on July 29, Wednesday.

Although the actual moment of fullness takes place during the day, the moon will still be seen as fully round during moonrise just after dusk.

Adding to the excitement, the astronomers reveal that the Delta Aquariid (meteor shower observed manually from mid-July to mid-August) and Alpha Capricornid (meteor shower takes place as early as 7 July and continues until around 15 August) will peak overnight from July 31 to August 1.

Together, there will be up to 30 meteors per hour, with Alpha Capricornids known for producing bright fireballs despite their lower hourly rate.

Unfortunately, the strong moonlight produced by the full Buck Moon might drown out less obvious meteors. According to experts, it is better to turn away from the moon and hide behind some objects like trees or buildings.

The Delta Aquariids, which take place between July 12 and August 23, are created because of the passage of Earth's orbit through the comet 96P/Machholz dust trail.

Moving forward, the most popular meteor shower of the year – the Perseid meteor shower – will reach its peak on August 12-13 and coincide with a total solar eclipse visible from eastern Greenland, western Iceland, and northern Spain.

Additionally, the UK and parts of North America will see a partial eclipse, with up to 90% of the sun covered.

To observe celestial activity, astronomers urge sky lovers to find dark skies away from city lights. No special equipment is needed to spot meteors, though eclipse glasses will be essential for the August 12 solar event.

Trump admin announces overhaul of asylum system

Asylum claims have become one of the most prominent ways for illegal immigrants to secure some form of legal status in the U.S., by claiming fear of persecution should they return to their home country

U.S. Citizenship and Immigration Services (USCIS) on Monday announced a change in the asylum system aimed at reducing the backlog of applicants.

The change would allow USCIS to send asylum applications to immigration judges without an interview with the applicant. At present, USCIS either directly adjudicates the case or sends it to an immigration judge for a second look. In a press release on Monday, the Department of Homeland Security (DHS) said the current system gives applicants a de facto "second chance at asylum."

"For far too long, the asylum system has been exploited for purposes of delay and work authorization, not legitimate claims of protection," USCIS Director Joseph Edlow said. "America's asylum system exists to protect individuals who genuinely fear persecution and this rule will help ensure that resources are directed to the timely adjudication of these claims instead of those seeking to use the system as a loophole."

U.S. Consulate fired upon for 2nd time this year, police seeking suspect vehicle

The U.S. Consulate in downtown Toronto was the target of gunfire for the second time this year Monday morning, and police say they are looking for a white sedan involved in a vehicle pursuit following the incident.

Officers heard gunfire in the area of the building near University Avenue and Armoury Street around 4:45 a.m. and found evidence of a firearm discharge outside the U.S. Consulate, Toronto police told reporters on the scene in an update just before noon.

A white sedan was seen fleeing the scene, police said, but there was no immediate suspect description. There were no reported injuries.

Police said a single shell casing was found near the U.S. Consulate, and the building sustained damage.

A spokesperson for the U.S. embassy said in an email that at least one gunshot had impacted the U.S. Consulate and there were no injuries.

The area around the consulate is now taped off, with part of University Avenue closed at Dundas Street to southbound traffic and pedestrians. More than a dozen police vehicles are on site, including a forensics vehicle.

The incident comes just over four months after the building was shot at on March 10. No one was injured in that shooting, but RCMP called it a "national security incident" at the time.

Toronto police have stationed officers near the U.S. Consulate in the months following the incident.

Multiple people were later arrested in connection with that shooting as part of a broad investigation into shootings around the city in which police believe young people were hired to commit gun crimes.

That investigation also alleged young people had been hired to target several Jewish institutions.

Police are currently investigating damages to two Jewish-owned bakeries over the weekend, which involved gunfire. Premier Doug Ford condemned those incidents, along with the shooting outside the U.S. Consulate, in a post on X Monday.

"I’m totally disgusted by the shootings and vandalism that took place in Toronto over the last few days,” he said. “I expect all those responsible to be found, prosecuted and punished to the fullest extent of the law.”

Documents obtained by journalist and Newsmax hostGreta Van Susteren reportedly show that the Obama administration had an opportunity to arrest convicted murderer Joran van der Sloot during a sting operation, only days before he committed a second murder.

The award-winning journalist intends to publish FBI documents she obtained through a Freedom of Information Act request,as well as with the help of former Attorney General Pam Bondi, that show the FBI “bungled” the sting and then “kept it quiet” from the public.

Susteren also intends to release video footage of the sting itself. She made the announcement on Facebook.

Released to her courtesy of President Donald Trump’s Department of Justice, the newdocuments and video reportedly show that the Obama FBI “bungled” a sting operation by failing to arrest Van der Sloot in 2010 for the murder of Natalee Holloway.

Twenty days before Van der Sloot murdered Stephany Flores Ramírez on May 30, 2010, an intermediary working for the FBI paid van der Sloot an initial $25,000 out of $250,000 ($10,000 in cash, $15,000 wired) in exchange for information about Holloway’s remains, according to NPR. The information turned out to be false.

The Obama DOJ, then under the direction of Attorney GeneralEric Holder, subsequently waited until June 3, 2010 before charging Van der Sloot with extortion and wire fraud. By then, Ramírez was dead.

Critics have long maintained that the ObamaFBI should have immediately arrested Van der Sloot when they had the chance.

It’s not yet clear what Susteren’s documents and video will show. She noted in her Facebook post that“some” of the FBI documents are “handwritten” and make mention of Holder “warning them not to screw it up.” Screw what up? Reportedly the “cover up.”

In a post published to the social media platform X, Susteren stressedthat it’d taken her years to retrieve the documents.

Holloway was an 18-year-old Alabama high school graduate who went missing on May 30, 2005, while on a post-graduation trip in Aruba.She was last seen early that morning leaving a popular nightclub in the company of Van der Sloot, then 17, and two other young men, brothers Deepak and Satish Kalpoe.

Aruban authorities conducted an extensive investigation and detained Van der Sloot and the Kalpoe brothers based on the suspicion that they were involved in Holloway’s murder.However, they were released because investigators lacked enough evidence to bring formal charges.

In late 2007, Aruban prosecutors closed the close against the three without filing any cases.Holloway’s body has never been found. At her father’s request, an Alabama court issued a legal declaration of her death in early 2012, according to CNN.

Van der Sloot was eventually convicted of Ramírez’s murder in Peru in 2012 and sentenced to 28 years in Peruvian prison. In 2023, he received 18 additional years for trafficking drugs while incarcerated.

In 2023, he pleaded guilty in relation to the extortion and wire-fraud charges filed by the Obama administration years earlier.As part of the deal, he purported to tell the authorities what really happened with Holloway — that he’d bludgeoned her with a cinder block on an Aruba beach and disposed of her body in the ocean.

Susteren recently alleged that this admission from Van der Sloot was a lie:

Lunar South Pole not a good landing spot for Artemis IV, says Artemis II pilot Victor Glover

The experienced NASA astronaut hoped for a more gradual approach to the lunar South Pole.

The pilot of the Artemis II mission, Victor Glover, has expressed his reservations about NASA picking the lunar South Pole as the landing spot for Artemis IV—its first crewed mission back to the Moon after 55 years.

Speaking at the NASA Exploration Science Forum at Ames Research Center in California on July 21, 2026, Glover said he preferred the equator, especially with the US embroiled in a race with China to get to the Moon first.

"If you want to go fast, go familiar. We want to get to the surface," stated Glover. "If we want to land soon, familiar, daylight, equator," Glover was quoted as saying in Space News.

Glover pointed to the lack of provisions to save an astronaut in an emergency situation during an Artemis mission to the South Pole of the Moon. NASA was initially planning to use a near-rectilinear halo orbit for its landing missions.

This highly elliptical orbit, which would have been used by the Gateway lunar station, would have required astronauts to spend up to a week on the Moon before the Orion spacecraft or Gateway was in a position to allow them to depart.

Glover used the example of an astronaut suffering a burst appendix, stating, "If it ruptures on landing day, you’re stuck for a week. That’s a big deal to me, and I don’t like that plan,” Glover said. “The equator gives me opportunity to save that person."

The Artemis II crew member was not dismissive of the idea of NASA aiming to reach the polar region on the Moon for future missions. "I think we need to be realistic and work our way to the South Pole and maybe not try to go there first."

NASA chose the lunar South Pole as the destination of lunar missions due to the opportunities it presents in terms of scientific discovery and potential to mine resources for sustaining human presence there.

As mentioned before, also locked in a race with the agency is the China National Space Administration (CNSA), which is also targeting the same region for its own lunar ambitions.

However, this region is unlike equatorial lunar regions, as it is dominated by deep craters and steep slopes of up to 20 degrees.

The apprehension about aiming straight for the lunar South Pole is not exclusive to Glover, with the NASA Office of Inspector General (OIG) having published a report in March 2026 that also shared similar concerns.

While Glover highlighted the challenges associated with driving rovers towards the direction of the Sun, which hangs low on the lunar horizon, while wearing a suit, the OIG report alluded to the uneven terrain that could jeopardize any landing attempts, given the sheer size of the Starship (171 feet) and Blue Moon (53 feet) Human Landing Systems (HLS).

These concerns about HLS tipping over were also highlighted by the Aerospace Safety Advisory Panel in its annual report published in February 2026, calling the decision to go ahead with the existing plans for a maiden Artemis lunar landing mission "questionable at best."

For now, the plans for where exactly to land on the Moon during the Artemis IV mission are not set in stone, though. According to Space News, Chief Exploration Scientist at NASA’s Human Spaceflight Mission Directorate Jacob Bleacher was also present at the event to address these questions.

“We don’t know exactly what the lander capabilities will be as they’re developing, so we’re keeping that trade space open until we have that information in hand and can really narrow down exactly where we’re going," said Bleacher.

Reuter spent 40 years at NASA, most recently serving as associate administrator of the agency’s Space Technology Mission Directorate before retiring in 2023.

“I was happy that Goldman lost, actually, because he was a real jerk, and he was the prosecutor in my case, and I killed him,” Trump said. “And it’s not easy to beat prosecutors. He was a highly overrated guy, and he turned out to be in the election, he was a lousy candidate. When he was under pressure, he folded, so I wasn’t sad. I don’t know the other one, but I wasn’t sad that Dan Goldman lost. He was a prosecutor; he prosecuted me, knowing I did nothing wrong.”

When asked about how Lander is trying to bring back the radical Environmental, Social, and Governance (ESG) mandates that Trump crushed, Trump said, “That’s true” that Lander is more radical than Goldman.

“I know what you mean, but I’m glad [Goldman] lost,” Trump told Breitbart News.

Trump also said these radicals like Lander and Darializa Avila Chevalier, who defeated Espaillat in a New York primary, are “doing good for themselves” right now “because they’re going to get themselves nominated because the party is stone cold crazy so they get themselves nominated.”

Before Democrats as a party took such a hard-left turn, he said, these types of radicals “wouldn’t have been able to” win their primaries like they are currently doing.

“They’re taking on straight Democrats—or even if you say radical left, but not crazy left — these are people that are getting nominated that wouldn’t have a chance if it was just normal left, as opposed to these crazed lunatics,” Trump said. “If you’re not that way, you’re not going to get the nomination, it would seem so.”

Trump thinks that long-term, this swing towards lunacy from Democrats has endangered their party.

Russia is guaranteed to win the Ukraine conflict,and no amount of Western weaponry – including Patriot air defense systems sought by Kiev– can change that, international relations scholar John Mearsheimer has said.

Ukraine is “highly vulnerable” to Russian strikes that can cripple its economy and leave it a “dysfunctional” state, the University of Chicago professor told the Daniel Davis Deep Dive podcast on Thursday.

Kiev has relied heavily on Western military aid throughout the conflict, now in its fifth year. Vladimir Zelensky has repeatedly pressed allies for more weapons, particularly Patriot systems,while blaming delays in deliveries for Ukraine’s battlefield setbacks.

According to Mearsheimer,the belief that more Patriots or other Western arms can reverse the course of the conflict is an illusion.

“The Russians are pretty much free to attack any target in Ukraine and they don’t have to worry at all about a Patriot missile or any other kind of missile knocking down the incoming missiles or the incoming drones,” he said.

With Russia enjoying a “massive advantage in air power” and Ukraine struggling with manpower shortages, “theRussians are going to win this war” and “Ukraine is going to emerge as a dysfunctional rump state,”he argued.

Michael Gunther, SVP of research at Consumer Edge, said Cracker Barrel had started narrowing losses in June – “but it’s not as if sales momentum started surging.”

“We will be watching to see what new management communicated about its strategy, particularly as it relates to its core customers,” Gunther told The Post. “The company is way over indexed in the 65 years-old and up crowd and those customers stayed away.”

It has been nearly a full year since the Lebanon, Tenn.-based chain reversed the rebrand and the embattled chief executive has remained in her position – even giving several interviews on her experience navigating the controversy.

Last November, Masino told Glenn Beck, radio host of “The Blaze,” that she felt she had been “fired by America” after he asked whether she was surprised that she managed to keep her job.

That same month, Cracker Barrel shareholders had voted to oust DEI marketing executive Gilbert Dávila from the company’s board – but spared Masino despite an activist campaign by investor Sardar Biglari, who accused them both of years of mismanagement.

In early 2025, Cracker Barrel’s stock was in freefall after Masino admitted the chain was “just not as relevant” as it used to be.

WASHINGTON (AP) — Former FBI Director James Comey urged a judge on Monday to throw out federal charges against him, arguing that a photo of seashells arranged on a beach he posted on social media was not a call to violence against President Donald Trump but protected political speech.

Comey’s lawyers argue the government cannot prove the Instagram photo of seashells in the numerical arrangement of “86 47" constituted a “true threat” against the Republican president, who fired Comey in 2017 and has publicly called for his prosecution. The slogan — which has long meant to “get rid of” or “eject” — has been featured on thousands of items sold online and regularly displayed at protests, defense lawyers wrote.

“But the government now singles out Mr. Comey to prosecute one of the President’s most prominent critics for publishing another person’s statement of political opposition over a social media photo of seashells arranged on a beach,” his attorney’s wrote. “That attempt to suppress core political speech contravenes both the statutes at issue and the First Amendment.”

Securing the critical space-based capabilities the Joint Force relies on daily requires constant vigilance and tactical evolution.

The Space Tactics Analysis Team Working Group 2026 (SpaceTAT '26), hosted by the U.S. Space Force’s Tactics and Adversary Studies Element, convened here at U.S. Space Forces - Space (S4S) headquarters June 24 to July 1 to focus on ensuring potential adversaries fail to exploit vulnerabilities in the domain.

The extensive planning and coordination required to execute the event was spearheaded by the U.S. Space Force’s Combat Forces Command, the field command responsible for training and generating combat-ready forces, alongside staff from S4S, the service component field command to U.S. Space Command that employs those forces in day-to-day global mission execution.

The working group brought together U.S. and Five Eyes coalition space operators, system experts and intelligence professionals to turn raw threat intelligence into an operational advantage.

“Space superiority begins with understanding the threat,” said U.S. Space Force Capt. Nathaniel Hlavin, Mission Delta 9 orbital warfare weapons officer.

“SpaceTAT transforms intelligence into warfighting tactics that give Guardians and our allies the operational advantage they need to deter aggression and, if necessary, fight and win.”

Building that operational advantage requires breaking down traditional silos and fusing the expertise of different space disciplines.

“Whether addressing orbital warfare or satellite communications, we are bringing operators and analysts together to solve the challenges that require our deepest focus and investment,” said U.S. Space Force Master Sgt. Jesse Silveira, Combat Forces Command lead intelligence coordinator for the event. “SpaceTAT executes a clear vision to deliver actionable solutions directly to the formation.”

To deliver those solutions, participants studied historical intelligence during the event to map adversary tactics, techniques and procedures.

Operators then translated those findings into practical defensive options, outlining the precise satellite maneuvers and system adjustments needed to counter specific orbital threats.

The team then identified non-materiel and materiel solutions, ranging from updated training guidelines to immediate software modifications, providing "fight tonight" solutions while also informing future force design.

This work directly shapes the future of Space Force training and tactics. Moving forward, teams will share these critical findings with units across the enterprise, ensuring Guardians are prepared to effectively counter evolving adversary capabilities.

Since space is a contested global domain, defending it requires close coordination with international allies. Working alongside the United Kingdom, Canada, New Zealand and Australia, participants built a shared playbook to ensure coalition forces can respond to threats seamlessly as an integrated global defense.

SpaceTAT '26 also sets the stage for the annual Weapons and Tactics Conference (WEPTAC) held each August. While WEPTAC helps senior leaders shape future capabilities, SpaceTAT provides the immediate tactical foundation, equipping today’s Guardians to counter today’s threats.
