EU urges 'restraint', respect for international law in Venezuela after Maduro capture

The EU has called for "restraint" and respect for international law in Venezuela after President Donald Trump announced US forces had captured leader Nicolas Maduro in a large-scale assault on Saturday. France has said no solution "can be imposed from outside".

On Saturday, Trump ordered large-scale military strikes in Venezuela and announced that leftist leader Nicolas Maduro had been captured and flown out of the country.

The US Attorney General said Maduro and his wife Cilia Flores had been indicted in the Southern District of New York on charges including "Narco-Terrorism Conspiracy," conspiracy to import cocaine, and charges related to machineguns.

The European Union has called for international law in Venezuela to be respected.

"The EU has repeatedly stated that Mr Maduro lacks legitimacy and has defended a peaceful transition" in Venezuela, the bloc's top diplomat Kaja Kallas wrote on X after speaking with her US counterpart Marco Rubio on Saturday.

"Under all circumstances, the principles of international law and the UN Charter must be respected. We call for restraint," she wrote.

Undermining international law

Kallas said the EU was closely monitoring the fast-moving situation and that she had spoken to the bloc's envoy to Venezuela, with the safety of EU citizens "our top priority".

France condemned the American operation, saying it undermined international law while no solution to the country's crisis can be imposed from the outside.

Maduro "gravely violated" the rights of Venezuelans, but the military operation that led to him being grabbed "contravenes the principle of non-use of force, which underpins international law", Foreign Minister Jean-Noel Barrot wrote on X.

"No lasting political solution can be imposed from the outside", he said, warning that "the increasing violations" of this principle by permanent UN Security Council members "will have serious consequences for global security, sparing no one".

Earlier on Saturday, Spain offered to mediate in the crisis.

"Spain calls for de-escalation and restraint," the foreign ministry said in a statement, adding it was "ready to help in the search for a democratic, negotiated, and peaceful solution for the country".

British Prime Minister Keir Starmer said all countries should "uphold international law", adding that "the UK was not involved in any way in this operation" as he urged patience in order to "establish the facts".

Where's Maduro?

Venezuela has demanded an emergency meeting of the UN Security Council to discuss the US attacks on the country, amid uncertainty over Maduro's whereabouts.

Interior Minister Diosdado Cabello urged citizens to remain calm and to trust the country's leadership and military. "The world needs to speak out about this attack," Reuters reported him as saying.

The United States stands behind its decision to forcibly bring Maduro before the US courts.

Attorney General Pam Bondi said that Maduro and his wife have been indicted in the Southern District of New York, charged with "Narco-Terrorism Conspiracy, Cocaine Importation Conspiracy, Possession of Machineguns and Destructive Devices, and Conspiracy to Possess Machineguns and Destructive Devices against the United States".

"They will soon face the full wrath of American justice on American soil in American courts," Bondi said.

Justifying Maduro's capture, US Vice President JD Vance said that Venezuela ignored Trump's offers to reach a settlement.

"The president offered multiple off ramps, but was very clear throughout this process: the drug trafficking must stop, and the stolen oil must be returned to the United States," Vance said in a post on X.

Vance also doubled down on the US justification that Maduro was a fugitive from US law, saying: "You don't get to avoid justice for drug trafficking in the United States because you live in a palace in Caracas."

Mr. Biggs of Arizona submitted the following resolution; which was referred to the Committee on Foreign Affairs

RESOLUTION

Reaffirming that the United States is not a party to the Rome Statute and does not recognize the jurisdiction of the International Criminal Court.

Whereas the Constitution requires approval from two-thirds of the Senators present for ratification and confirmation of international treaties;

Whereas President Bill Clinton signed the Rome Statute on December 31, 2000, but did not submit the treaty to the Senate for ratification;

Whereas, on May 6, 2002, the Bush administration announced that the United States does not intend to become a party to the Rome Statute of the International Criminal Court;

Whereas Article 125 of the Rome Statute states that it is “subject to ratification, acceptance, or approval by signatory States”;

Whereas, on May 20, 2024, the Prosecutor of the International Criminal Court, Karim Khan, took unprecedented measures announcing arrest warrant applications for Israeli Prime Minister Benjamin Netanyahu and Minister of Defense Yoav Gallant;

Whereas the United States and Israel are not parties to the Rome Statute or members of the International Criminal Court; and

Whereas the United States does not recognize the legitimacy or jurisdiction of the International Criminal Court: Now, therefore, be it

Resolved, That the House of Representatives—

(1) reaffirms that the United States is not a party to the Rome Statute and does not recognize the jurisdiction of the International Criminal Court;

(2) condemns the International Criminal Court’s issuance of arrest warrant applications for Israeli Prime Minister Benjamin Netanyahu and Minister of Defense Yoav Gallant; and

New: Trump administration officials are internally pointing to a 1989 legal opinion and the subsequent US invasion of Panama as precedent to justify the operation that was carried out in Venezuela on Friday night without US congressional authorization, per 3 sources.

The 1989 legal opinion was authored by Bill Barr, who at the time was serving as the head of the Justice Department's powerful Office of Legal Counsel and later served as Attorney General in President Trump's first term.

The opinion concluded that the president has the inherent constitutional authority to deploy the FBI to investigate and arrest individuals for violating US law, "even if those actions contravene international law."

The FBI was on the ground with US Delta Force soldiers during Friday night's operation to arrest Maduro and his wife.

Canadian political leaders are celebrating and condemning the United States over its nighttime strikes on the capital city of Venezuela and the subsequent capture of Venezuelan President Nicolás Maduro.

In a statement posted to social media, Foreign Affairs Minister Anita Anand said Canada has "refused to recognize any legitimacy of the Maduro regime and opposed its repression of the Venezuelan people, including the persecution of dissenters and particularly political leaders opposed to the regime."

"In keeping with our long-standing commitment to upholding the rule of law and democracy, Canada calls on all parties to respect international law and we stand by the people of Venezuela and their desire to live in a peaceful and democratic society," Anand added.

Multiple explosions rang out overnight and low-flying aircraft swept through Caracas, the capital of the oil-rich nation, as Maduro's government immediately accused the United States of attacking civilian and military installations.

U.S. President Donald Trump announced the developments on his Truth Social platform shortly after 4:30 a.m. ET. He said the U.S. successfully carried out a "large-scale strike" against Venezuela.

In a social media post, U.S. Attorney General Pam Bondi said Maduro and his wife, Cilia Flores, have been indicted in the U.S. District Court in the Southern District of New York.

"They will soon face the wrath of American justice on American soil in American courts," Bondi said.

Later on Saturday morning, Trump told reporters at a news conference that the United States will "run" Venezuela "until such time that we can do a safe, proper and judicious transition."

The situation marks Washington's most direct intervention in Latin America since the 1989 invasion of Panama.

"Congratulations to President Trump on successfully arresting narco-terrorist and socialist dictator Nicolás Maduro, who should live out his days in prison," Conservative Leader Pierre Poilievre said in a social media post on Saturday morning.

"Down with socialism. Long live freedom," Poilievre added.

In a social media post, interim NDP Leader Don Davies said the U.S. "attack on Venezuela is neither an act of self defence nor does it have UN Security Council authorization. It is therefore totally illegal and a breach of the UN covenants the US has agreed to uphold as a Member State."

He added: "The U.S. can have no credibility upholding international law and the rights of nations when it blatantly violates those principles itself."

Earlier on Saturday, Davies said that "Canada must strongly condemn it and call for the immediate cessation of aggression by the U.S. against the sovereign state of Venezuela."

Bloc Québécois Leader Yves-François Blanchet said in French on social media that his party understands Maduro's regime "defies fundamental freedoms" and faces drug-trafficking allegations.

However, Blanchet said, "it appears troubling" that the U.S. is "is positioning itself as the enforcer of these principles at the risk of disregarding international law, particularly by resorting to military force at the peril of civilian lives, and to the sequestration of a head of state, even if illegitimate."

"The Bloc Québécois invites the United States to respect the sovereignty of states and peoples and to resort to international and multilateral instruments, first and foremost the [United Nations], to address the threats posed by the Venezuelan regime," Blanchet said.

Mexico condemns U.S. military action in Venezuela, capture of Maduro

Mexico on Saturday condemned U.S. military action in Venezuela and the capture of that country’s president, Nicolas Maduro, warning that the operation “seriously jeopardizes regional stability.”

In a lengthy statement, the Mexican Ministry of Foreign Affairs said the U.S. strikes in Caracas violated Article 2 of the U.N. charter.

“Based on its foreign policy principles and its pacifist vocation, Mexico makes an urgent call to respect international law, as well as the principles and purposes of the U.N. Charter, and to cease any act of aggression against the Venezuelan government and people,” the statement said, according to an English-language translation. “Latin America and the Caribbean is a zone of peace, built on the basis of mutual respect, the peaceful settlement of disputes and the prohibition of the use and threat of force, so any military action seriously jeopardizes regional stability.”

Mexican President Claudia Sheinbaum posted on X the text of Article 2, paragraph 4, of the U.N. charter: “The Members of the Organization, in their international relations, shall refrain from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the Purposes of the United Nations.”

The removal of Mr. Maduro represents the most significant U.S. intervention in Latin America since its invasion of Panama and capture of that country’s leader, Manuel Noriega, in January 1990.

Mr. Maduro is expected to be brought to the U.S. to face a federal trial. He was indicted in March 2020 on “narco-terrorism” conspiracy charges in the Southern District of New York.

My two cents worth (or maybe less if I turn out to be wrong)

Maduro's capture sets the stage for Russia to do the same with Zelenskyy, it would remove the primary stumbling block to ending that war and remove an embarrassment for us, so public posturing aside we probably wouldn't complain much and might even quietly help.

Question is will China use it to take over Taiwan? If I were in the govt. of Taiwan I would not be sleeping easy right now.

Three pole political order shaping up. Russia controls Europe, US controls western hemisphere. Asia goes to China, possibly as one of two or three (Japan, Philippines)

Europe has far more in common with Russia now than it does with us, remember they were playing footsie with Russia pre-Nordstream, we exit NATO (likely in my opinion) and the EU crumbles. With their failing economies and proto-Communist leanings they will probably become an anchor around Russia's neck for some time.

With the oil reserves of South and Central America in our sphere of influence the Middle East and all it's issues (strategic choke point of the Straits of Hormuz, Islamism, etc) becomes an also ran, if they can't get their act together they will end up divided between Russia and the Asian bloc. It would be unwise for us to get involved in Iran, remember it wasn't that long ago they were yelling "Death to America". Death seems to be a popular and historical theme in the Middle East, old Persia specifically.

Which leaves Africa, unclear where interests lie there. It will most likely end up as the next area of contention, nee Middle East.

Antarctica also has the potential to become a contention point, though further out.

Circling back to Maduro, this makes a major change to the old rule that once you attained power as the head of a govt, and weathered the inevitable challenges, you were safe because even if you were forced out you would quietly live out the rest of your days in a villa in some other country. Now there is a new end point.

For years, Germany’s political class and media cartel have insisted that the Alternative for Germany (AfD) could be isolated, silenced, and ultimately broken by a so-called “firewall.” In 2025, that narrative collapsed on the international stage. In General George Washington’s Orders for the day he announces the newly amended Articles of War now take effect.

The articles of war require every officer to subscribe to them and they are read to their troops.

"It was with no small degree of Surprise, that the General Yesterday saw, after the repeated Orders, that had been given for having the Tents (so soon as the Barracks were fit to be enter’d) returned to the Qr Mr General, several of them standing uninhabited, and in a disgraceful, ruinous Situation, and moreover, hears, that others serve only for bedding—The Officers who have suffered this Neglect, are informed, that this is the last admon[i]tion, that will be given on this head."

Washington demands an exact return of weapons and stores at Cambridge and Roxbury and sharply rebukes officers for failing to return ruined tents.

"Whilst we have men therefore who in every respect are superior to mercenary Troops, that are fighting for two pence or three pence a day: Why cannot we in appearance also be superior to them, when we fight for Life, Liberty, Property and our Country?"

Reenlistment continues to be a problem because Congress drags its feet paying the troops.
