Mr. Biggs of Arizona submitted the following resolution; which was referred to the Committee on Foreign Affairs

RESOLUTION

Reaffirming that the United States is not a party to the Rome Statute and does not recognize the jurisdiction of the International Criminal Court.

Whereas the Constitution requires approval from two-thirds of the Senators present for ratification and confirmation of international treaties;

Whereas President Bill Clinton signed the Rome Statute on December 31, 2000, but did not submit the treaty to the Senate for ratification;

Whereas, on May 6, 2002, the Bush administration announced that the United States does not intend to become a party to the Rome Statute of the International Criminal Court;

Whereas Article 125 of the Rome Statute states that it is “subject to ratification, acceptance, or approval by signatory States”;

Whereas, on May 20, 2024, the Prosecutor of the International Criminal Court, Karim Khan, took unprecedented measures announcing arrest warrant applications for Israeli Prime Minister Benjamin Netanyahu and Minister of Defense Yoav Gallant;

Whereas the United States and Israel are not parties to the Rome Statute or members of the International Criminal Court; and

Whereas the United States does not recognize the legitimacy or jurisdiction of the International Criminal Court: Now, therefore, be it

Resolved, That the House of Representatives—

(1) reaffirms that the United States is not a party to the Rome Statute and does not recognize the jurisdiction of the International Criminal Court;

(2) condemns the International Criminal Court’s issuance of arrest warrant applications for Israeli Prime Minister Benjamin Netanyahu and Minister of Defense Yoav Gallant; and

(3) reiterates its unwavering support for the State of Israel and its right to defend itself and its leaders from unwarranted international legal actions.

New: Trump administration officials are internally pointing to a 1989 legal opinion and the subsequent US invasion of Panama as precedent to justify the operation that was carried out in Venezuela on Friday night without US congressional authorization, per 3 sources.

The 1989 legal opinion was authored by Bill Barr, who at the time was serving as the head of the Justice Department's powerful Office of Legal Counsel and later served as Attorney General in President Trump's first term.

The opinion concluded that the president has the inherent constitutional authority to deploy the FBI to investigate and arrest individuals for violating US law, "even if those actions contravene international law."

The FBI was on the ground with US Delta Force soldiers during Friday night's operation to arrest Maduro and his wife.

Canadian political leaders are celebrating and condemning the United States over its nighttime strikes on the capital city of Venezuela and the subsequent capture of Venezuelan President Nicolás Maduro.

In a statement posted to social media, Foreign Affairs Minister Anita Anand said Canada has "refused to recognize any legitimacy of the Maduro regime and opposed its repression of the Venezuelan people, including the persecution of dissenters and particularly political leaders opposed to the regime."

"In keeping with our long-standing commitment to upholding the rule of law and democracy, Canada calls on all parties to respect international law and we stand by the people of Venezuela and their desire to live in a peaceful and democratic society," Anand added.

Multiple explosions rang out overnight and low-flying aircraft swept through Caracas, the capital of the oil-rich nation, as Maduro's government immediately accused the United States of attacking civilian and military installations.

U.S. President Donald Trump announced the developments on his Truth Social platform shortly after 4:30 a.m. ET. He said the U.S. successfully carried out a "large-scale strike" against Venezuela.

In a social media post, U.S. Attorney General Pam Bondi said Maduro and his wife, Cilia Flores, have been indicted in the U.S. District Court in the Southern District of New York.

"They will soon face the wrath of American justice on American soil in American courts," Bondi said.

Later on Saturday morning, Trump told reporters at a news conference that the United States will "run" Venezuela "until such time that we can do a safe, proper and judicious transition."

The situation marks Washington's most direct intervention in Latin America since the 1989 invasion of Panama.

"Congratulations to President Trump on successfully arresting narco-terrorist and socialist dictator Nicolás Maduro, who should live out his days in prison," Conservative Leader Pierre Poilievre said in a social media post on Saturday morning.

"Down with socialism. Long live freedom," Poilievre added.

In a social media post, interim NDP Leader Don Davies said the U.S. "attack on Venezuela is neither an act of self defence nor does it have UN Security Council authorization. It is therefore totally illegal and a breach of the UN covenants the US has agreed to uphold as a Member State."

He added: "The U.S. can have no credibility upholding international law and the rights of nations when it blatantly violates those principles itself."

Earlier on Saturday, Davies said that "Canada must strongly condemn it and call for the immediate cessation of aggression by the U.S. against the sovereign state of Venezuela."

Bloc Québécois Leader Yves-François Blanchet said in French on social media that his party understands Maduro's regime "defies fundamental freedoms" and faces drug-trafficking allegations.

However, Blanchet said, "it appears troubling" that the U.S. is "is positioning itself as the enforcer of these principles at the risk of disregarding international law, particularly by resorting to military force at the peril of civilian lives, and to the sequestration of a head of state, even if illegitimate."

"The Bloc Québécois invites the United States to respect the sovereignty of states and peoples and to resort to international and multilateral instruments, first and foremost the [United Nations], to address the threats posed by the Venezuelan regime," Blanchet said.

Mexico condemns U.S. military action in Venezuela, capture of Maduro

Mexico on Saturday condemned U.S. military action in Venezuela and the capture of that country’s president, Nicolas Maduro, warning that the operation “seriously jeopardizes regional stability.”

In a lengthy statement, the Mexican Ministry of Foreign Affairs said the U.S. strikes in Caracas violated Article 2 of the U.N. charter.

“Based on its foreign policy principles and its pacifist vocation, Mexico makes an urgent call to respect international law, as well as the principles and purposes of the U.N. Charter, and to cease any act of aggression against the Venezuelan government and people,” the statement said, according to an English-language translation. “Latin America and the Caribbean is a zone of peace, built on the basis of mutual respect, the peaceful settlement of disputes and the prohibition of the use and threat of force, so any military action seriously jeopardizes regional stability.”

Mexican President Claudia Sheinbaum posted on X the text of Article 2, paragraph 4, of the U.N. charter: “The Members of the Organization, in their international relations, shall refrain from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the Purposes of the United Nations.”

The removal of Mr. Maduro represents the most significant U.S. intervention in Latin America since its invasion of Panama and capture of that country’s leader, Manuel Noriega, in January 1990.

Mr. Maduro is expected to be brought to the U.S. to face a federal trial. He was indicted in March 2020 on “narco-terrorism” conspiracy charges in the Southern District of New York.

A high-ranking Military source this morning told Real Raw News that US Special Operations Forces extracted “numerous” children of unknown nationalities from “ground zero” ahead of US cruise missiles and airstrikes that carpeted “confirmed” narcotics refineries and warehouses near Caracas and in other remote regions of Venezuela. The same source said that the CIA’s Special Operations Group, which included Delta Force Operators, captured Venezuelan President Nicholas Maduro and flew him out of the country to GITMO, but he would not elucidate on how or where Maduro was caught.

Last night, President Trump fulfilled his highly controversial pledge to decapitate the Maduro regime and cripple its fentanyl and cocaine warehouses and refineries. These kids got abducted to be sold as sex slaves, but, for whatever reason, they weren’t considered, what word to use, sellable or buyable, so they got put to work.
