Texas Governor Declares State of Disaster, Allows Feds to Act as State Peace Officers

Texas Governor Greg Abbott declared a “State of Disaster” in the wake of violent George Floyd protests happening across the state. The move authorizes federal agents to act as Texas peace officers.

Governor Greg Abbott today declared a State of Disaster for all Texas counties in the midst of violent protests that endanger public safety and threaten property loss and damage,” officials with the Office of the Texas Governor said in a written statement. “Under this declaration, the Governor has the ability to designate federal agents to serve as Texas Peace Officers.”

Governor Abbott said, “Every Texan and every American has the right to protest and I encourage all Texans to exercise their First Amendment rights. However, violence against others and the destruction of property is unacceptable and counterproductive.”

“As protests have turned violent in various areas across the state, it is crucial that we maintain order, uphold public safety, and protect against property damage or loss,” the governor continued. “By authorizing additional federal agents to serve as Texas Peace Officers we will help protect people’s safety while ensuring that peaceful protesters can continue to make their voices heard.”

In the governor’s declaration, attached below, Abbott certified that the “threats and incidents of violence constitute and pose an imminent threat of disaster.”

The declaration states:

Pursuant to Section 418.017, I authorize the use of all available resources of state government and of political subdivisions that are reasonably necessary to cope with

this disaster.

Pursuant to Section 4 18.016(a), I hereby suspend all relevant provisions within Chapter 1701 of the Texas Occupations Code, as well as Title 37, Chapters 211-229 of the Texas

Administrative Code, to the extent necessary for the Texas Commission on Law Enforcement to allow federal law enforcement officers to perform peace officer duties in Texas. Additionally, pursuant to Section 418.016, any other regulatory statute prescribing the procedures for conduct of state business or any order or rule of a state agency that would in any way prevent, hinder, or delay necessary action in coping with this disaster shall be suspended upon written approval of the Office of the Governor.

However, to the extent that the enforcement of any state statute or administrative rule regarding contracting or procurement would impede any state agency’s emergency response that is necessary to cope with this declared disaster, I hereby suspend such statutes and rules for the duration of this declared disaster for that limited purpose.

The declaration from the governor follows his decision on Saturday to deploy 1,500 Department of Public Safety troopers to major cities across Texas and to activate the Texas National Guard to assist in keeping the peace, Breitbart Texas reported.

Rioters Breach Treasury Department In Washington, D.C.

Rioters in Washington, D.C., reportedly breached the U.S. Treasury Department and have caused some damage to the building.

Rioters “in the nation’s capital breached the complex of the Treasury Department and spray painted the area,” CNN reported. “Some of the protesters were briefly detained by the US Secret Service but eventually let go.”

“4 men pose in front of the Freedman’s Bank building, now a @USTreasury annex near WH, after it was tagged during the mainly peaceful protest today,” Fox News reporter Fin Gomez reported. “Historic site bc the bank helped newly emancipated communities in the post-Civil War era. Frederick Douglass was bank president.”

“The White House was under a brief lockdown Friday night as protests erupted across the country over the death of Minneapolis man George Floyd, bringing tensions to a boiling point and forcing one of the Twin Cities to issue a curfew while demonstrators clashed with police across the U.S.,” Fox 5 reported. “Fox News and other members of the press were immediately moved inside as the White House went into lockdown. A dozen reporters were said to be inside the West Wing. One of the protestors was later taken into custody by the Secret Service outside the White House Friday night.”

The Washington Post highlighted major developments from today in the George Floyd case:

Fired Minneapolis police officer Derek Chauvin was charged with third-degree murder and manslaughter in the death of George Floyd, Hennepin County Attorney Mike Freeman announced Friday afternoon.

The Hennepin County Medical Examiner announced it has “no physical findings that support a diagnosis of traumatic asphyxia or strangulation” in the preliminary results of Floyd’s autopsy.

Minneapolis and St. Paul are under an overnight curfew this weekend, according to an order issued by Minnesota Gov. Tim Walz. The curfew is in effect Friday and Saturday nights from 8 p.m. to 6 a.m. Roseville, Minn., which neighbors the Twin Cities, is also under a weekend overnight curfew.

Chauvin had previously shot one suspect, was involved in the fatal shooting of another, and received at least 17 complaints during his nearly two decades with the Minneapolis Police Department, according to police records and archived news reports. He also previously served in the military.

Rioters ‘Overrun’ Police Precinct In New York City, Another ‘Under Siege’

Violent rioters reportedly stormed a police precinct in New York City on Friday and lit law enforcement vehicles on fire.

CNN senior law enforcement analyst James Gagliano tweeted: “NYPD source informs me 88 Pct in Brooklyn just been overrun. Police Commissioner Shea has called a Level 3 mobilization. Requires all special units respond and four cars from every command in the city to location. 84 Pct under siege, as well. Also, Brooklyn North.”

Gagliano also shared a photograph of a police van that was lit on fire.

A local reporter, whose tweets were promoted by Gagliano, wrote: “Major confrontation between protesters and cops at NYPD’s 88 Pct station house in Brooklyn now. NYPD issues level 3 mobilization, summoning 4 patrol cars from commands citywide to Brooklyn to deal with the unrest.”

“Protests over the death of George Floyd erupted in Brooklyn where there have been at least 150 arrests and a dozen NYPD officers hurt,” ABC News reporter Aaron Katersky reported. “Demonstrators targeted two precincts, the 88 where a van was set on fire and the 79 were some made it inside before being arrested.”

Pentagon Begins Testing Troops for COVID-19 Antibodies, Despite CDC Warnings

The military has begun testing troops for COVID-19 antibodies, and might soon ask them to "stick your arm out" to draw blood for possible use as a novel coronavirus therapy, Joint Chiefs Chairman Gen. Mark Milley said Thursday.

The Centers for Disease Control and Prevention has urged caution, warning that current antibody tests can yield false positives.

But the military is “doing some antibody testing right now, and we're expanding that," Milley said.

"We'll be doing antibody testing for critical Tier One units, such as those who go into subs or the nuclear triad or some of our quick-reaction forces. So the short answer is, yes, for the antibody testing," Milley said at a virtual town hall meeting from the Pentagon.

He added that testing within the military might contribute to the development of what the CDC calls "convalescent plasma," made from blood drawn from people who have been exposed to COVID-19 and have developed antibodies to fight the virus.

"We may want to ask you to stick your arm out and donate blood," he said. "What that can then do is help others who are severely ill. And if we can do that, then we'll be on a good path toward getting some really powerful therapeutics."

Milley was joined at the town hall by Defense Secretary Mark Esper, who said Wednesday he has been tested for COVID-19 antibodies but does not yet have the results, according to The Associated Press.

Research by the government and commercial labs on the use of antibodies or drugs as therapeutics for the virus has been inconclusive or pointed to potential side effects, such as with the use of the antimalarial drug hydroxychloroquine.

On April 22, a panel of the U.S. National Institutes of Health recommended against the use of hydroxychloroquine for treatment of COVID-19 patients, saying more research is needed.

In an update on antibody, or serological, testing posted Wednesday, the CDC said that the results from current coronavirus tests may still yield false positives and be too inaccurate to be used in making policy decisions on lifting restrictions aimed on preventing the spread of the virus.

"Serologic test results should not be used to make decisions about returning persons to the workplace," it said.

However, more research on antibody testing could play an important role going forward, according to the CDC. "Serologic methods have been developed and will have important public health and clinical uses to monitor and respond to the COVID-19 pandemic," it stated.

Neighbors From All Walks of Life Hit Minneapolis Streets to Help Clean Up After Days of Unrest

Volunteers have flocked to the streets of the Minneapolis-Saint Paul metropolitan area to help clean up the shattered glass, graffiti, and other debris left behind in the aftermath of huge protests and widespread unrest resulting from the brutal killing of George Floyd.

Residents from across Minnesota and neighboring states flooded into neighborhoods in the Twin Cities that saw some of the most massive protests and skirmishes with police to help mop and sweep affected areas, MPR News reports.

The volunteers appeared to be drawn from the same diverse demographic groups as those who took the streets throughout the week, with Black, brown, white and Muslim residents all seen participating in the collective clean up effort.

Mayor Walks Back Statement Saying Every Person Arrested In Minneapolis Protests Was From Out Of State

TOPLINE Melvin Carter, the mayor of Saint Paul, Minnesota, on Saturday said he was wrong when he declared that “every person” arrested in violent Minneapolis protests was from out of state.

KEY FACTS

Carter said he was given inaccurate information during a police briefing, which he repeated at a Saturday morning press conference, according to CBS reporter David Begnaud.

The reversal came after a local news outlet KARE 11 examined data from the Hennepin County Jail’s roster and found nearly all the people arrested actually live in Minneapolis or the surrounding metro area.

Carter and other local officials earlier that day sought to paint the chaos in the city as driven by outsiders: “I want to be very, very clear: The people that are doing this are not Minneapolis residents,” Minneapolis Mayor Jacob Frey added. “They are coming in largely from outside of the city, from outside of the region, to prey on everything we have built over the last several decades.”

At the earlier press conference, Department of Public Safety Commissioner John Harrington confirmed evidence of white supremacist groups trying to incite violence; Many posted messages online that encouraged people to go loot in Minneapolis and cause mayhem.

Minnesota Gov. Tim Walz, who also announced that he would fully mobilize the Minnesota national guard for the first time in 164 years, called the unrest “an organized attempt to destabilize civil society with no regard for civil life or property.”

The dynamic has changed over the last couple days, Walz, Carter and Frey said. Protests gradually shifted from being peaceful on Tuesday, but as more people came from outside of the city, they’ve turned increasingly violent in recent days.

“Our great cities of Minneapolis and Saint Paul are under assault by people who do not share our values, who do not value life and the work that went into this, and certainly who are not here to honor George Floyd,” Walz said. “So if you are on the streets tonight, it is very clear: You are not with us.”

Indianapolis Anon reporting in. So here's what I saw happen last night.

People were gathered and peaceful. We were spread out all over downtown. I was keeping an eye on the Antifa goons, and at this point they were easy to pick out since everyone was spread out. At some point some cops started popping off teargas by the City County Building. They popped off enough teargas that even on Monument Circle where I was (roughly two blocks away), breathing became an issue. I went upwind towards the City County Building to get out of the cloud and see what was going on. A group of us were across the street from a group of cops when without provocation they started gassing us. I got shot in the leg with a rubber bullet, but stood my ground. I gave the cops a speech about protecting corrupt politicians and betraying the trust of the public via their blind enforcement of amoral laws, typical Anonymous stuff.

I cannot stress this enough, we protestors were peaceful. There was a group of cops indiscriminately popping off teargas; they were definitely looking to agitate the protestors. If I had to guess, I would say they were Freemasons. The rest of the cops were not using teargas or force even when we were less than 6 feet (kek) from each other.

Once this group of cops had herded the protestors (remember we had been loosely spread out to this point) into a smaller area, that’s when Antifa seized on the chaos. With the anonymity of the crowd they started breaking windows. Bad apples amongst the protestors followed suit. At that point all hell broke loose. The Freemason(?) group of cops kept chasing us down the street. Some Antifa pulled some dumpsters out of an alley, filled them with rags, poured lighter fluid on them and set them on fire. They came prepared for causing maximum chaos. I’m glad Bill Barr and POTUS declared them a terrorist organization today. If any NSA whitehats are reading this, I wasn’t able to press record on my phone while Antifa was setting fire to stuff since I was recovering from teargas, but I had the phone pointed in that direction and you might be able to pull the video anyway.

Not all was bad however, I was able to get close enough to many police officers to give them the standard Anonymous speel. You could see it in their eyes that they knew they were protected a completely broken system. Another positive is that I was wearing my Q shirt and I had a few people recognize it from what would be considered an “urban” demographic so the message is getting out there, even against the current of MSM “Orange man bad” propaganda. The plan is working, even if sometimes it’s painful.

National Guard patrols Los Angeles to help quell chaos following violent protests, looting

LOS ANGELES (KABC) - Armed National Guard soldiers patrolled the streets of Los Angeles early Sunday as the city began cleaning up after a night of violence that saw demonstrators clash repeatedly with officers, torch police vehicles and pillage businesses.

The guard was deployed after Gov. Gavin Newsom declared a state of emergency for all of Los Angeles County, which saw protests over the death of George Floyd turn violent, with officers injured and stores looted and vandalized on Saturday.

Mayor Eric Garcetti requested their deployment "to maintain peace and safety on the streets of our city" after he issued a rare citywide curfew that expired as dawn revealed broken window shops, demolished security gates and graffiti along entire blocks.

Garcetti said Saturday he asked Gov. Newsom for 500 to 700 members of the Guard to assist the 10,000 Los Angeles Police Department officers.

The vehicles were seen moving through the streets of Los Angeles in the early morning hours. Some were seen parked at the Convention Center in downtown. It's unclear how long they would remain on alert.

Police Station and Courthouse in Portland Looted and Set Afire

Dozens of businesses in Portland, OR are reporting damage due to looting and breakage as rioters broke into police headquarters and the Multnomah county justice center and started fires.

Portland, judged the most liberal city in America by some and considered one of the top ten places to live in the country, is on fire.

Mayor Ted Wheeler was forced to leave the city to attend to his dying mother, but he came rushing back to town yesterday to declare a state of emergency and order an 8:00 PM curfew.

Portland’s police headquarters was stormed on Friday night as protesters broke windows and lit a fire in the building.

According to Portland Police officials, the city’s Justice Center was attacked amid a riot against the killing of George Floyd in Minneapolis earlier this week. Five arrests have been made at the time of writing.

The Oregonian said protests took a turn shortly after 11 p.m. local time, when some taking part in the demonstration marched on the Multonomah County Justice Center and attacked an office.

Arson: Antifa Terrorist Caught in the Act of Torching Nashville City Hall

In late February, when the U.S. stock market was in the early stages of slipping on news of the coronavirus outbreak, House Speaker Nancy Pelosi’s husband, Paul, began buying up tech stocks and stock options.

Paul Pelosi, a businessman and investor, paid up to $3.3 million in total to buy Alphabet (ticker: GOOGL) and Microsoft (MSFT) stock options, and Slack Technologies stock (WORK), an April 1 regulatory filing from Speaker Pelosi shows. All three stocks have been outperforming the broader market, as measured by the S&P 500 index, although only Slack stock sports a year-to-date gain.

These appear to be recent investments by Paul Pelosi in securities of those companies. Speaker Pelosi’s annual financial disclosure report for 2018, the latest one available, shows no Alphabet or Microsoft investments. (Slack shares didn’t trade publicly until last year.) Her filings since then showed no investments in any of the three companies. Public officials, their spouses, and dependent children are all generally required to report transactions within 30 days, but the deadline can be extended.

Speaker Pelosi and Paul Pelosi didn’t immediately respond to requests for comment on the transactions.

Arizona’s Mark Kelly Sat on Advisory Board of Company That Partnered With Chinese Tech Giant

Mark Kelly under scrutiny for China-linked business interests, investments

Senate candidate Mark Kelly (D., Ariz.) sat on the advisory board of and held a significant financial interest in a Colorado company that partnered with a Chinese state-financed tech giant to bring supersonic aerospace technology to China in 2018, according to his financial disclosure reports.

Kelly, a former NASA astronaut, served on the advisory board for Boom Technology, a high-speed aircraft company in Colorado from 2015 to 2019 and owned private stock in the company worth between $115,000 and $300,000 as of last year.

In 2018, Boom Technology partnered with the Shanghai-based travel company Trip.com Group Limited, formerly known as Ctrip, to help "bring supersonic flight to China," according to a joint announcement from the companies.

Ctrip has also been a key player in the Chinese government’s ongoing "Belt and Road Initiative," a massive multi-country infrastructure project that the U.S. government has described as a global security threat.

Kelly, who is challenging Republican incumbent Martha McSally for an Arizona Senate seat, has faced scrutiny for other China-linked business interests and investments. World View Enterprises, a company he cofounded and holds investments in, received funding from Chinese tech company Tencent, the Washington Free Beacon reported last October. Tencent has been accused of espionage and of censoring antigovernment sentiment on its WeChat app.

A Kelly spokesman said the candidate was an adviser to Boom but never sat on the company’s board, calling this a "misleading" attack by supporters of Kelly’s Republican rival Martha McSally.

"Senator McSally’s allies continue to make inaccurate and misleading political attacks. Mark was not a ‘board member.’ He was an adviser with a limited role advising primarily on technical matters given his expertise as a former combat pilot, test pilot, and astronaut. He had no role in investments," said Kelly’s communication director Jacob Peters in an email to the Free Beacon on Friday.

Peters declined to comment on Kelly’s duties as an advisory board member. Typically advisory boards exist alongside a company’s formal corporate board and provide strategic advice to leadership.

“The California National Guard is being deployed to Los Angeles overnight to support our local response to maintain peace and safety on the streets of our city,” Los Angeles Mayor Eric Garcetti tweeted late Saturday night.

Silicon Valley Has Effectively Banned the Freedom of Speech. It’s Time We Take It Back

Somewhere along the road of America’s development, corporations were blessed with not only ‘personhood,’ but with the power to sanction what sort of messages were permissible to enter the public realm. Let’s be clear: This sort of corporate control, which borders on pure fascism, has no place in a democracy.

There is no need to ask. There is no need to be polite. There is no need to debate. It is only necessary to point to the First Amendment of the U.S. Constitution for this fundamental human right, inscribed into law over 200 years ago, to be returned to the American people.

So how did it come to be that such a straightforward and unambiguous command has become so unattainable in reality?

The primary source of our current plight is that the Founding Fathers had no idea to what degree corporations would come to dominate every square inch of our public and private lives. Had they been somehow forewarned of the approaching pirates just over the horizon with serious political axes to grind, there is no doubt they would have adjusted the Constitution’s sails to prepare for the invasion. Alas, such farsightedness was far beyond the psychic powers of any individual at the time.

Today, the situation with regards to corporate power has become so out of control that only the ‘person’ of the corporation is truly endowed by its creator with the full power of speech. These omnipotent ‘arbitrators of truth’ – i.e. their truth – are now controlled by five kingdoms (down from its previous six thanks to the marriage between Viacom and CBS) known as Comcast, Walt Disney, News Corporation, Warner Media and ViacomCBS, each one of which has many dozens of obedient subsidiaries under their wing.

Now we must ask: how likely is it for the average American to achieve some semblance of ‘freedom of speech’ from any one of these media powerhouses? While we consumers are all endowed with the ‘inalienable right’ to freely purchase the services from any one of these vast entities, our ability to have our individual voices disseminated from one of their hundreds of various channels is laughable. Aside from the occasional letter to the editor or guest column, the ‘power of the people’ in the face of these corporate overlords is solely that of emasculated passive spectator. This is a fact of life that popular politicians like Ron Paul and Tulsi Gabbard and their loyal followers have come to learn the hard way.
