Deutsche Bank (DBKGn.DE) is for the first time considering asking its German staff to cut their hours and take government money instead as it tries to navigate the coronavirus crisis.

After years of losses, Germany’s biggest bank has been trying to engineer an overhaul that includes pulling back from some of its international operations, but its recovery plan and share price have been hit hard by the pandemic. Short-time work is a form of state aid that allows employers to switch employees to shorter working hours during an economic downturn to keep them on the payroll. It has been widely used by industry, including Germany’s car sector, but not by banks. Germany recently expanded its short-time work program to ease the burden on firms during the coronavirus crisis and Deutsche Bank is just one of several banks studying its options.

If Deutsche Bank employs the scheme it would be likely to largely affect those of its staff who work in branches that are temporarily closed, perhaps only several hundred of the bank’s 40,000-strong workforce in Germany, sources told Reuters. By contrast, the nation’s carmakers are using the scheme to cover the costs of hundreds of thousands of its workers.

Deutsche said it was not at present using short-time work but it was “examining whether and where it might be useful”. “At the operational level, the bank is preparing for such scenarios,” the bank said. Such measures could also meet some union resistance.

The Verdi trade union voiced scepticism about invoking the measure, which could mean employees earn less, because banks could face even more work in some areas. This could include processing a surge in loan applications from companies seeking funds amid the crisis, Jan Duscheck, head of Verdi’s banking division, said.

Banks around Europe have been scrambling to respond to a flood of requests for loans and relief from businesses to keep the region’s economy afloat during the pandemic. “There are already collective agreements and numerous company regulations in place to manage fluctuations in work volume and safeguard employment,” Duscheck said.

Nevertheless in Germany, some banks, mainly the country’s cooperative lenders, have already applied for short-time work, Stephan Szukalski, head of banking union DBV, said.

Whereas, The Constitution of the United States has ordained that "The privilege of the writ of habeas corpus shall not be suspended, unless, when in cases of rebellion or invasion, the public safety may require it; and, whereas, a rebellion was existing on the 3d day of March, 1863, which rebellion is still existing; and, whereas, by a statute which was approved on that day, it was enacted by the Senate and House of Representatives of the United States, in Congress assembled, that during the present insurrection the President of the United States, whenever, in his judgment, the public safety may require, is authorized to suspend the privilege of the writ of habeas corpus in any case throughout the United States or any part thereof; and, whereas, in the judgment of the President the public safety does require that the privilege of the said writ shall now be suspended throughout the United States in cases where, by the authority of the President of the United States, military, naval and civil officers of the United States, or any of them, hold persons under their command or in their custody, either as prisoners of war, spies or aiders or abettors of the enemy, or officers, soldiers or seamen enrolled, drafted or mustered or enlisted in or belonging to the land or naval forces of the United States, or as deserters therefrom, or otherwise amenable to military law, or to the rules and articles of war, or the rules and regulations prescribed for the military or naval services by the authority of the President of the United States, or for resisting a draft, or for any other offence against the military or naval service; now, therefore, I, ABRAHAM LINCOLN, President of the United States, do hereby proclaim and make known to all whom it may concern, that the privilege of the writ of habeas corpus is suspended throughout the United States, in the several; cases before-mentioned, and that this suspension will continue throughout the duration of the said rebellion, or until this Proclamation shall, by a subsequent one, to be issued by the President of the United States, be modified and revoked. And I do hereby require all magistrates, attornies and other civil officers within the United States, and all officers and others in the military and naval services of the United States, to take distinct notice of this suspension and give it full effect, and all citizens of the United States to conduct and govern themselves accordingly, and in conformity with the Constitution of the United States, and the laws of Congress in such cases made and provided.

In testimony whereof I have hereunto set my hand and caused the seal of the United States to be affixed, this fifteenth day of September, in the year of our Lord one thousand eight hundred and sixty-three, and of the independence of the United States of America the eighty-eighth.

Republicans Cave To Pelosi, Unanimously Vote To Give $350 Million To Refugees, Migrants

Republican and Democratic senators unanimously voted to pass a coronavirus relief bill late Wednesday that gives $350,000,000 to assist refugees and migrants.

Earlier this week, it was revealed that House Speaker Nancy Pelosi’s relief package would include $300,000,000 for refugee assistance.

The new bill, approved by the Senate and now headed to the House, includes an additional $50 million on top of Pelosi’s initial $300 million for refugees.

On page 817 of the 880-page bill, the measure calls for “an additional amount for ‘Migration and Refugee Assistance’, $350,000,000, to remain available until expended, to prevent, prepare for, and respond to coronavirus.”

What Is Habeas Corpus?

A writ of habeas corpus (which literally means to "produce the body") is a Court Order demanding that a public official (such as a warden) deliver an imprisoned individual to the Court and show a valid reason for that person's detention.

In many countries, authorities may take citizens and incarcerate them for months or years without charging them. Those imprisoned have no legal means to protest or challenge the imprisonment.

The framers of the U.S. Constitution wanted to prohibit this kind of abuse of power in the new United States. Therefore, they included a specific clause in the Constitution to safeguard the right, known as habeas corpus.

Writ of Habeas Corpus: How it Works

The procedure provides a means for prison inmates, or others acting on their behalf, to dispute the legal basis for confinement.

Habeas corpus has deep roots in English common law. Often, the court holds a hearing on the matter, during which the inmate and the government can both present evidence about whether there is a lawful basis for jailing the person. The court may also issue and enforce subpoenas in order to obtain additional evidence.

Depending on what the evidence reveals, the Judge may grant the inmate relief such as:

*Release from prison,

*Reduction in the sentence,

*An order halting illegal conditions of confinement, or

*A declaration of rights.

Hundreds of cops are being deployed to a task force assigned to tell people to stand away from each other.

Starting Monday, 660 cops — 536 officers plus supervisors — will check parks, pedestrian plazas and other places people gather, such as health care facilities, supermarkets and drug stores, to make sure people are at least six feet apart.

The formation of the task force comes amid concerns that too many New Yorkers, particularly young people, are ignoring coronavirus social distancing guidelines.

Cops hope they won’t have to arrest anyone as they’ve done at a handful of restaurants that failed to shut down their seating sections.

A New Jersey man who allegedly coughed on a Wegmans employee and said he had coronavirus was charged Tuesday with a terroristic threat, among other charges, officials said.

George Falcone, 50, from Freehold, N.J., was charged with terroristic threats, obstructing administration of law or other governmental function and harassment after the incident occurred Sunday, New Jersey Attorney General Gurbir Grewal (D) said in a statement.

On Sunday, a Wegmans employee reportedly asked Falcone to step back after he was “standing too close to her” and an open display of prepared food. She covered her food while asking him, according to the attorney general’s office.

Falcone allegedly leaned forward within three feet of her and purposefully coughed, while laughing and saying he was infected with the virus…

Chicago Mayor Says People Who Go Outside To Exercise Will Be Arrested

CHICAGO (CBS) — Visibly frustrated with reports of gatherings throughout Chicago, Mayor Lori Lightfoot delivered a stern warning to those who continue to get together during the COVID-19 pandemic: We will shut it down and you may be arrested.

“Stay at home. Only go out for essentials. You have to readjust your thinking. Be smart,” Lightfoot said. “Not only will our police be deployed to shut them down if you are not abiding by these orders we will be forced to shut down the parks and lakefront. The situation Is deadly serious and we need you take it deadly seriously.”

Lightfoot added that spending long periods of time outdoors, anywhere, is not allowed. And neither is going into closed spaces, like playgrounds.

“You cannot go on long bike rides. Playgrounds are shut down. You must abide by the order. Outside, is for a brief respite, not for 5Ks. I can’t emphasize enough that we abide the rules.”
