Fredrick Brennan, who founded but later distanced himself from the 8chan message board that has given encouragement and visibility to violent extremists, is facing arrest in the Philippines in a “cyberlibel” case brought by the site’s current owner.

An arrest warrant was issued Thursday in Pasig City, his lawyer, Alex Acain, told Rappler, a news site in the Philippines. Mr. Brennan is currently in the United States, and it was unclear on Thursday if he planned to return to the Philippines, where he lives.

The case stems from Twitter posts Mr. Brennan, who gave up control of 8chan in 2015, directed at Jim Watkins, who took over the site and also lives in the Philippines. Mr. Watkins, whose message board contains unapologetically racist material that has frequently cheered deadly violence, sued Mr. Brennan after tweets that referred to Mr. Watkins as “senile” and called the site’s moderators “incompetent.”

In the Philippines, cyberlibel is a criminal offense that can be punished with prison time.

In recent years, Mr. Brennan has repeatedly criticized the site and how it has been run. Several mass shooters, including those accused in Christchurch, New Zealand, and El Paso, Tex., shootings, had posted hate-filled screeds on the forum before their attacks, and been cheered on by the site’s users.

Mr. Brennan originally created 8chan to host any legally permissible speech, no matter how toxic, but has since said the site should be shut down.

“I’ve tried to understand so many times why he keeps it going, and I just don’t get it,” Mr. Brennan told The Times after the El Paso shooting in August. “After Christchurch, after the Tree of Life shooting, and now after this shooting, they think this is all really funny.”

The site was shut down in August after several tech companies refused to offer crucial services, but returned online in November under a new name, 8kun.

Mr. Watkins filed the libel complaint against Mr. Brennan in October.

“The exercise of the right of free expression and free speech like any other right enshrined in our Constitution comes with an equal burden of responsible exercise of that right. After all, the recognition of a right is not a free license for the one claiming it to run roughshod over the rights of others,” Mr. Watkins said in the complaint, according to Rappler.

Mr. Brennan, who uses a wheelchair, has a condition known as brittle-bone disease. He told CNN Philippines in November that he thought the lawsuit was an attempt to intimidate him.

“I have a serious disability and there’s no doubt at all that I would certainly die in prison here,” he said.

10-year Treasury yield pushes below 1.30%, falling further into record territory

Treasury yields extended their drop into record territory on Thursday as jitters around COVID-19 spreading within the U.S., drew investors away from stocks to the benefit of bonds, with more new cases of the virus reported outside China than inside. The 10-year Treasury note yield TMUBMUSD10Y, -3.80% was down 2.1 basis points to 1.289%, setting an all-time low, while the 2-year note rate TMUBMUSD02Y, -5.74% slipped 4.2 basis points to 1.103%. The 30-year bond yield TMUBMUSD30Y, -2.64% edged 2.3 basis points lower to 1.775%, also a new record low. Bond prices move in the opposite direction of yields. An official from the Food and Drug Administration said COVID-19 was on its way to becoming a pandemic, and a confirmed case of the coronavirus in California that had no history of travel have raised worries that the virus could be spreading despite the travel restrictions imposed on China.

Also supporting bullish sentiment in Treasurys, Microsoft warned that the supply chain disruptions from the virus would have an impact on sales.

Futures for the S&P 500 SPX, -0.38% and the Dow Jones Industrial Average DJIA, -0.46% point to a lower open for U.S. stocks on Thursday. The broad-based S&P 500 benchmark is down 6.6% this week.

The potential for a spillover into the U.S. has heightened expectations for the Federal Reserve to ease monetary policy, on top of the three interest rate cuts the central bank carried out last year. Traders wagering on the direction of the Fed’s benchmark interest rate in the fed fund futures market see close to a 50% chance of a quarter percentage point rate cut in March, according to the CME Group.

DHS waives more regulations to speed construction of border wall

The Trump administration took another step toward expediting construction of a border wall, announcing it is waiving federal contracting regulations to fast track construction in four states, including Arizona.

The targeted regulations, dealing with contracting, pricing and wage regulations, need to be waived “to ensure the expeditious construction of barriers and roads” to stop drugs at the border, Acting Homeland Security Secretary Chad Wolf said in a notice set to be published in the Federal Register.

A Department of Homeland Security statement said the agency will “waive procurement regulations in six high-traffic border sectors to build an additional 177 miles of new border wall system.” The waivers will affect six areas, including projects in Yuma and Tucson.

“The United States remains in a border emergency,” DHS spokeswoman Heather Swift said in the statement, adding that the department is “building more wall, faster than ever before.”

This announcement comes just weeks after the agency was criticized for blasting sections of border without consulting local tribes about culturally significant sites. Critics say the administration invoked Section 102 of immigration law to waive more than 40 federal regulations in pursuit of border wall construction

British politicians 'covered up child sex abuse for decades'

British politicians turned a blind eye to the sexual abuse of children and actively covered up allegations over decades, an independent inquiry into historical sex offences in Westminster has found.

The inquiry did not find evidence of an organised paedophile network in its examination of the period, covering the 1960s through until the '90s.

But the report found there "have been significant failures by Westminster institutions in their responses to allegations of child sexual abuse".

"This included failure to recognise it, turning a blind eye to it, actively shielding and protecting child sexual abusers and covering up allegations," said the summary of the report.

The 173-page report, published on Tuesday, found several members of parliament in the 1970s and '80s, including Peter Morrison and Cyril Smith, were "known or rumoured to be active in their sexual interest in children and were protected from prosecution in a number of ways", by police, prosecutors and political parties.

Peter Morrison was the private secretary to Margaret Thatcher, the British prime minister at the time.

Both Morrison and Smith received knighthoods - a British honour which awards the title "Sir".

The inquiry found about 30 instances of people's honours being forfeited after they were convicted of crimes involving sexual abuse.

Thatcher also pushed for a knighthood for Jimmy Savile, which he got in 1990, despite revelations in the media about the TV presenter's sexual abuse of children, the report said.The inquiry also discussed the Paedophile Information Exchange (PIE), which campaigned for the public acceptance of paedophilia and for changes in the law to allow adults to have sex with children.

It was accepted by some charities as the voice of an oppressed sexual minority and took part in London's gay pride march in 1983.

"PIE's aims were given foolish and misguided support for several years by people and organisations who should have known better... There was a fundamental failure to see the problem and a lack of moral courage to confront it," the report said.

The inquiry found no evidence that the Home Office funded the campaign group.

Home Secretary Priti Patel hailed the "strength and courage" of the victims who testified during the inquiry.

"The government will review this report and consider how to respond to its content in due course," she said in a statement.

The Independent Inquiry into Child Sexual Abuse (IICSA) - of which the Westminster investigation is one strand - is one of the largest and most expensive ever undertaken in the United Kingdom.

It began work in 2017 and is expected to take five years to complete.

Four racially motivated violent extremists from across the U.S. were arrested and charged today in U.S District Court in Seattle with a conspiracy to threaten and intimidate journalists and activists, the Department of Justice announced. A physician who from 2016 to 2017 was the top prescriber of oxycodone 30 mg in Michigan was charged in a superseding indictment unsealed today with an over $120 million health care fraud and money laundering scheme that involved the alleged medically unnecessary distribution of over 2.2 million dosage units of controlled substances and the administration of medically unnecessary injections that resulted in patient harm.

Francisco Patino, 65, of Wayne County, Michigan, was charged in the superseding indictment with one count of conspiracy to commit health care fraud and wire fraud, one count of conspiracy to commit money laundering and one count of money laundering. These charges are in addition to the two counts of health care fraud and one count of conspiracy to defraud the United States and pay and receive health care kickbacks that was charged in the initial indictment. My observation:

There seems to be a pattern that every Doctor the DOJ busts for fraud seems to be 1) older, as in retirement age or above. 62-over 70. There are always others in their orbit with foreign names.

In addition to concealing the scheme by paying money to falsely portray himself as a media personality and a legitimate physician, the superseding indictment alleges, that Patino laundered the healthcare fraud and kickback money by entering into sham contracts or employment relationships to pay others on his behalf to sponsor boxers, mixed martial artists and Ultimate Fighting Championship (UFC) combatants, including UFC world champions and hall of famers. The superseding indictment alleges that Patino also withdrew the proceeds derived from the conspiracy to live an extravagant lifestyle and spend money on luxury clothes, real estate and international travel, including multiple trips to the Cayman Islands.

A Texas police K-9 named Stryker had the bust of his career when he helped find 595 pounds worth of methamphetamine.

Officer Pat Robey of the Lewisville Police Department got a call that another agency needed an anonymous tip looked into on a suspicious trailer. Stryker went to work sniffing it out, and alerted to the presence of narcotics. After moving the trailer to a new location, the officers discovered the massive cache of drugs in a hidden compartment of the trailer.

Good morning Anons, I have been looking into Judge John Roll this morning. He is the Judge that was killed in Tucson when Gabby Gifford was shot. Before his assassination he declared a Judicial emergency in Tucson because of the massive immigrant crisis.

Proponents of Operation Streamline, including U.S. Sen. John McCain, R-Ariz., call the initiative a success. McCain wrote in a letter to the Arizona Daily Star on June 29, 2010, that the initiative has slowed the flow of illegal immigrants in the Yuma Sector of Arizona to a "trickle" and needs to be expanded.

But Operation Streamline has put a strain on the Tucson courthouse. In a story in the Daily Star just days before the mass shooting, Roll said the increase in felony court filings is a natural outgrowth of the fact there are more than 3,000 Border Patrol officers in the Tucson Sector. He added that 16,000 misdemeanor and petty cases are filed annually as a result of Operation Streamline.

In the months before his death, Roll had declared a "judicial emergency" in Arizona's federal courts and urged a delay in criminal trials of up to six months because of the shortage of judges, the Daily Star reported.

It's odd that the ninth circuit court says they declared the judicial emergency as a result of John Roll's death when the situation was clearly present before his death.

On the 21st of December, 2010, Judge Roll sent a follow-up email to Judge Kozinski. Attached to his email was a letter of support from Gabrielle Giffords - who was also shot (in the head but survived and is making remarkable progress) during the January 8th rampage - and one of her Congressional colleagues. At the time of his death, the need for more judges in southern Arizona remained an open issue.

Coronavirus disruption to ‘everyday’ life in US ‘may be severe,’ CDC official says

The Centers for Disease Control and Prevention (CDC) on Tuesday warned that it expects the novel coronavirus to begin spreading in the U.S. at the community level, and that “disruption to everyday life may be severe.”

Dr. Nancy Messonnier, the agency’s director of the National Center for Immunization and Respiratory Diseases, said in a press briefing on Tuesday that the time for Americans to begin preparing for a potential outbreak of the virus is now, although officials believe the immediate threat to the public remains low.

“As more and more countries experience community spread, successful containment at our borders becomes harder and harder,” Messonnier said. “Ultimately, we expect we will see community spread in this country. It’s not so much a question of if this will happen anymore, but rather more a question of when this will happen, and how many people in this country will have severe illness.”

Citing the recent uptick in cases in countries with confirmed illnesses, Messonnier said health officials recognize that once the virus hits, it moves “quite rapidly," adding that the outbreak is inching closer toward pandemic status. She explained several measures the U.S. is prepared to take should the outbreak become severe, including closing schools and hosting meetings remotely.

"I understand this whole situation may seem overwhelming and that disruption to everyday life may be severe, but these are things people need to start thinking about now," Messonnier said.

Messonnier said that she herself spoke to her family over breakfast on Tuesday and that while she feels the risk of coronavirus at this time is low, she told them they needed to be preparing for "significant disruption" to their lives.

The U.S. currently has 14 confirmed cases of the virus in people who have traveled to China or been in close contact with someone who has. An additional 39 residents were infected with the virus while onboard the Diamond Princess cruise ship in Japan, but last week the health agency said those cases would be counted separately from the national tally.

Pope health fears: Pope Francis cancels Rome Mass due to illness as coronavirus hits Italy

The Pope was due to go to the Basilica of St. John's in Lateran this morning for a Lenten service with Roman priests but did not attend because he had a "slight indisposition". Spokesman Matteo Bruni said: "Because of a slight indisposition, he preferred to stay inside Santa Marta. All other commitments will go ahead regularly."

The nature of the Pope's illness has not been disclosed, but he was seen coughing and blowing his nose during yesterday's Ash Wednesday Mass.

Italy has become Europe's worst-affected country from the deadly virus.

Supporters of Democrat presidential primary frontrunner Sen. Bernie Sanders (I-VT) stalked and harassed Democrat congressional candidate Betsy Dirksen Londrigan by attempting to trap her in a vehicle, according to a video captured Monday evening.

Facebook Live video shows pro-Sanders activists shouting at Londrigan — who is running in Illinois’ 13th Congressional district — and demanding that she debate her primary opponent, socialist Stefanie Smith.

“Will you support Medicare for All?” one activist is seen shouting at Londrigan.

At one point, the activists are heard urging “block her in” and to “get by her window.”

The Democrat candidate appeared with Smith at a recent forum and pledged to support her far-left opponent if she won; however, Smith refused to say whether she would support Londrigan if she won the primary.

“It was a non-violent protest,” Smith wrote in a Facebook post. “[I]f Betsy can’t handle a few people demanding a conversation about the life or death issues facing many of is [sic] in this district, she should quit now because she will not be able to handle Davis and Trump.”

In a subsequent Facebook video, Smith then expressed appreciation for the agitators’ actions, gushing: “I can’t tell you how much it meant to me when I watched the video of what happened.”

SB-888 was introduced this week by State Sen. Scott Wiener (D-San Francisco) in response to the increase in meth usage and overdose deaths across the state.

The bill would expand treatment options that qualify for Medi-Cal to include programs that use vouchers or cash to motivate meth users to stay sober.
