DOD Closing Dozens of Military Clinics to Retirees, Families

The Pentagon is downsizing or closing 50 medical clinics, including 12 on Air Force bases, in a move the department says will “increase the readiness of our operational and medical forces.” But the change will also force families and retirees away from some USAF facilities and into TRICARE civilian providers.

The Fiscal 2017 National Defense Authorization Act called on the Pentagon to analyze its hospital and clinic footprint, and the department screened 343 facilities inside the United States. Of those, 77 were selected for additional assessments and 50 ultimately chosen for “restructuring.”

The majority of those facilities will transition from serving all beneficiaries to only seeing Active-duty military personnel. Family members, retirees, and their families would have to seek care through the TRICARE civilian provider network.

Matt Donovan, the former acting Air Force secretary who is performing the duties of the under secretary of defense for personnel and readiness, outlined the changes in a Feb. 19 report to congressional leaders.

The report is a “strategic framework” for the changes, and no detailed implementation plan, timeline, projected costs, or expected savings are available yet. Local networks’ ability to take on additional patients will drive the transition time, and switching people over could take several years.

If TRICARE networks cannot provide access to quality care, “DOD will revise implementation plans,” according to a Military Health System release.

The following facilities will switch to Active-duty, occupational health-only clinics:

Dyess AFB, Texas’s 7th MDG outpatient facility

Robins AFB, Ga.’s 78th MDG outpatient facility

Barksdale AFB, La.’s 2nd MDG outpatient facility

Goodfellow AFB, Texas’s 17th MDG outpatient facility

Hanscom AFB, Mass.’s 66th Medical Squadron outpatient facility

Maxwell AFB, Ala.’s 42nd MDG outpatient facility

Military Still Struggles to Handle Kid-on-Kid Sexual Assaults

The U.S. Department of Defense is struggling to change how it handles the abuse of military kids, including cases involving sexual assault by other children, according to a report commissioned by Congress.

The military has been slow to implement reforms that lawmakers mandated more than a year ago, said the report released Wednesday by the U.S. Government Accountability Office. The Pentagon still doesn’t know the extent of child-on-child sexual assaults, in part because some officials dismiss incidents without reporting them and the Pentagon has no one place to track all cases that have been logged.

Worldwide, more than 1.2 million school-age children live with military families, many on large bases that include schools, recreation centers, playgrounds and other trappings of civilian life.

While the report credited the Pentagon and some armed services for making policy changes on paper, it concluded ground-level change was lagging.

“I’d say their intentions are good. They’re starting to make progress,” said Brenda Farrell, the report’s primary author. “But it has a long way to go in order to get it to the point where they have oversight in place to be able to say that things are actually improving or that they’ve got this particular area under control.”

Lawmakers tasked Congress’ watchdog agency with doing its review after an Associated Press investigation detailed how justice failed both victims and offenders in child-on-child sexual assaults on bases.

—AP’s reporting showed how the Pentagon and Department of Justice were failing both victims and offenders. Cases that investigators made often died on the desks of prosecutors, even when an attacker confessed. Victims were denied help because regulations granted counseling only if the attacker was an adult.

—In response, Congress passed legislation that required a series of reforms, starting in fall 2018. Wednesday’s report amounted to a progress check.

—The report recommended 23 changes, which the GAO’s Farrell said was a high number.

—“If the leadership sends the message this is a high priority, then everyone else will start to fall in line,” Farrell said.

—In responses included in the report, the Defense Department generally agreed with the suggestions.

—On one recommendation, the Pentagon said it was working with the U.S. Department of Justice to improve how criminal investigators and prosecutors respond to cases. AP found that federal prosecutors with jurisdiction over many large domestic bases and all overseas bases rarely prosecute. On some bases, state prosecutors have jurisdiction — and were much more likely to take a case. Unlike the federal system, states have juvenile justice programs that focus on rehabilitation.

—Another recommendation cited a lack of pediatric sexual assault forensic examiners to help build cases based on physical evidence — the military there are only 11 such specialists, the report said. The Pentagon agreed that more expertise was needed and said it was working on building that expertise.

—Generally, the changes related to child-on-child sexual assault so far have focused on revising written policies for how to handle and track reports. The military’s equivalent of social services, the Family Advocacy Program, published new guidelines as did the Army and the Pentagon-run school system known as the Department of Defense Education Activity, know as DoDEA.

—AP’s investigation documented nearly 700 sex assault reports on U.S. bases worldwide over 10 years, a certain undercount because the Pentagon did not systemically track cases.

—The GAO also found that the Defense Department didn’t know the full scope of the problem because data kept by its various branches was incomplete — and a centralized tracking system is a long way from reality. The Pentagon said it awarded a contract to develop a database in mid-November.

—The Defense Department “has not yet identified all information requirements, developed a plan for how it will use the data it collects, or established a schedule for development and implementation,” GAO said of a tracking database.

—The report also found that some complaints weren’t getting classified as abuse by staff at military bases. That staff has “considerable discretion” in deciding whether complaints are investigated or recorded in incident-tracking data.

Battle of Iwo Jima's Last Living Medal of Honor Recipient Still Working for Military Families

Hershel "Woody" Williams did not even know something called the "Medal of Honor" existed when the Quiet Dell, West Virginia, native learned he would receive the nation's highest and most prestigious personal military decoration.

In fact, at the time, he thought the best part about getting the medal was being sent home sooner than expected after fighting in the Pacific Ocean Theater during World War II.

"In September (1945), after the war was over in August, I was called to my division general's tent for him to tell me that I was being sent back to the states," said Williams, one of two Medal of Honor recipients from WWII still living .

"The whole division, they were not scheduled to come back to the states yet, but I was sent back to Washington to receive it. And if he used the terms or the words 'Medal of Honor' it didn't mean anything to me because I had never heard of it. I didn't know what he was talking about. ... The thing that impressed me and the thing that I remember most of course is - I had been there for two years now - I got to go home. He could have said anything else in the world and I don't think it would have overshadowed that."

Williams, a corporal with the 21st Marine Regiment, earned the Medal of Honor for his actions during the Battle of Iwo Jima, which occurred 75 years ago from Feb. 19 through March 26, 1945.

On Feb. 23, Williams - armed with a flamethrower and with only four riflemen covering him - destroyed seven Japanese pillboxes, one by one, over a four-hour period. His medal-earning action took place on the same day as the iconic Iwo Jima flag raising, an event captured by Associated Press photographer Joe Rosenthal.

Williams did not witness the flag actually being raised, but did see it later flying high atop Mount Suribachi, providing a "morale booster."

'Beyond the Call of Duty'

On Oct. 5, 1945, President Harry S. Truman presented Williams with the Medal of Honor during a group ceremony at the White House in Washington, D.C.

Truman recognized Williams for "conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty," according to his citation.

Williams "daringly went forward alone to attempt the reduction of devastating machine-gun fire from the unyielding positions" and, on one occasion, "mounted a pillbox to insert the nozzle of his flamethrower through the air vent, killing the occupants and silencing the gun; on another he grimly charged enemy riflemen who attempted to stop him with bayonets and destroyed them with a burst of flame from his weapon."

His citation said: "His unyielding determination and extraordinary heroism in the face of ruthless enemy resistance were directly instrumental in neutralizing one of the most fanatically defended Japanese strong points encountered by his regiment and aided vitally in enabling his company to reach its objective. Cpl. Williams' aggressive fighting spirit and valiant devotion to duty throughout this fiercely contested action sustain and enhance the highest traditions of the U.S. Naval Service...

Worcester Priest Gregory Lisby Pleads Guilty to Possessing Child Pornography

Gregory Lisby, the former kindergarten teacher and Worcester priest accused of child pornography possession, pleaded guilty to the charge in Boston’s federal court on Friday, according to the Worcester Telegram & Gazette.

Separately, Lisby has been accused of sexually abusing a teenager after he was ordained in 2007, the Telegram reports.

Lisby started as a kindergarten teacher last year at Morgan School in Holyoke. He was arrested in Northborough in September on the child pornography possession charge and resigned from the job, writing to the district that he had been “accused of an awful crime.” Prosecutors said he could face up to 20 years in prison, if convicted.

Lisby was the rector of All Saints Episcopal Church in Worcester from 2015 to 2018 and listed on his LinkedIn page past employment as a substitute teacher in Worcester Public Schools, an instructional aid in Shrewsbury Public Schools and most recently as a teacher assistant at Little Sprouts child care in Natick.

FBI agents on Sept. 11 raided the rectory of St. Luke’s Episcopal Church, where Lisby lives with his husband, the church’s reverend, and the couple’s two daughters. Authorities say they found more than 150 pornographic images on an iPad.

The investigation had already uncovered at least 180 images and 15 videos of child pornography on an account believed to be in Lisby’s name, according to the search warrant application. The images showed young boys, ages 8 through 12, having sex.

Along with the pornographic images, agents also recovered a 2018 cover letter to a prospective employer outlining Lisby’s ambition to teach kindergarten students.

“If I could teach any grade, I would love to be a kindergarten teacher," it read. “The joy, spontaneity, and openness to learning of younger children is what attracts me to early childhood education. Plus, the energy of the kids, and the energy required of the teacher is exhilarating and tiring."

So, here's something you haven't heard unless you read ZeroHedge.

Several companies, as far as what we can see, are racing to build the next generation of wearable air purifiers for the face to block germs and dirty air, just because legacy masks aren't effective.

In the wake of the Covid-19 outbreak in China, South Korea, Japan, and quickly spreading across the world, personal protective gear sales had sharply moved higher in the last month, something we've documented on various occasions.

Earlier this month, we noted how Dyson patented a wearable air purifier that can also be used as headphones.

Now Ao Air's Atmos Faceware is the next generation of maks to block germs up to 50 times better than traditional masks currently on the market, reported AUT BioDesign Lab.

The company commissioned its own study (note: the research isn't published nor peer-reviewed) describes how Atmos Faceware is a much better solution against particulate matter than standard air filter mask certified by the National Institute for Occupational Safety and Health.

Ao Air claims Atmos Faceware is unlike traditional face masks because it doesn't require an airtight seal to be effective.

The new mask is considered an expensive choice and could be worn by the upper class while everyone else resorts to cheap 3M N95 masks. The new mask is expected to retail around $350-$400 this summer.

A body was found hanging from a tree in Central Park in an apparent suicide Sunday morning, according to photos.

Members of the NYPD discovered the body inside the park near East 74th St. and Fifth Ave. in the early morning, photos show.

It was not immediately clear how long the body was hanging before cops arrived.

If you didn’t know there was a big difference between the black male and black female voting blocks, you can be forgiven. Media pundits talk about the black vote as if it were a monolithic force. But political strategists know better, and the black female vote is the gold Democrats are after.

Black women tend to be more politically active than their male counterparts. They are more likely to vote in elections, and indeed are more likely than any other demographic to report that all their friends are planning to vote in the upcoming election. They even beat out black men in voter value by the raw numbers: there are significantly more eligible black female voters than male.

That’s why a search for “black women” voters will turn up dozens of articles about how Democrats are courting this crucial voting block, but hardly any concern for the black male vote, where the party has a growing problem.

“We have seen some movement across black voters, frankly, in not as strongly identifying with the Democratic Party as they may have previously,” said Adrianne Shropshire, executive director of BlackPAC. “Where that sentiment is the strongest is among black men,” reports Axios in an article that described a pitiful handful of overtures toward black male voters, at a couple barbershops and small gatherings.

When Cory Booker’s campaign reached out to this demographic with a Q & A session just before dropping out, the findings were telling. “The feel in the room — and it was stated several times — is that black men feel like they’ve been forgotten about within the party and when it comes to this election,” said Hamilton Grant, a Democratic candidate for Richland County Council who introduced Booker at the event. …The questions were totally different than other campaign events, one Booker campaign aide said.”

At 13%, black men were already three times more likely to vote for Donald Trump than black women in 2016, and their support for Trump has more than doubled according to a recent poll. In October, Big League Politicsreported: “According to the findings of a new Hill-HarrisX poll, a shocking 32 percent of black male voters would prefer to vote for Donald Trump over a generic Democrat opponent in the 2020 presidential election.” That’s compared to 7 percent of black females that said they’d support Trump in 2020.

Three subsequent polls suggest black male support for the president might be climbing even higher. Looking at both sexes together, “Emerson and Rasmussen have Trump polling at 34%, while the Marist poll shows Trump enjoying a 33% approval among black voters,” BizPacReviewreported in December.

That is a massive shift of black voters toward a president who is relentlessly smeared as a racist, and understanding this dynamic may be crucial to healing the racial divisions in our country.

So why are more and more black men turning to the Republican Party, while most black women remain steadfastly and enthusiastically Democrat? The obvious answers for the shift lie in the economy and criminal justice reform. Not only has Trump’s America made it easier for people of all stripes to get and keep a well-paying job, but Trump’s First Step Act is delivering a bill of goods that Obama only ever promised, but curiously never bothered to pursue.

But beyond policy platforms, what is evident is a growing liberal/conservative divide among the black population itself that may stem from cultural differences based on work environments and a stark difference in the way black men v. women have been treated by the government.

While black women are more likely to hold jobs in education and health services, and office jobs where liberal ideologies might flourish, black men are more likely to hold blue collar jobs such as production, transportation and utilities, where “instersectionality” is probably a topic that never comes up.

Black men are also far more likely to have served in the military where racial divisions have been quite effectively overcome,...

Ukraine is Russia’s gateway into European gas markets. Of the 193 billion cubic meters (bcm) Russia’s state-owned Gazprom pumped westward in 2017 – nearly 40 percent of Europe’s total supply – 93 bcm transited via Ukraine. Moscow, however, wants to change that, diminishing Ukraine’s transit role. Kyiv, on the other hand, hopes to maintain the current arrangement, as transit revenues contribute some USD 2-3 billion annually to the Ukrainian economy (roughly 3 percent of GDP) and act as a buffer against further Russian aggression.

The poor state of Ukraine’s energy sector, which is beset by aging infrastructure, overregulation, uncompetitive pricing, and limited diversity of supply, means that Ukraine is economically and strategically reliant on the Russian gas transit, and is buying Russian-sourced gas and coal despite the state of belligerency between Kyiv and Moscow.

This gas dependence cuts both ways, however. The vast network of pipelines crisscrossing Ukraine (see map) affords Kyiv some geopolitical leverage in its ongoing conflict with Russia, as Moscow needs the uninterrupted revenue stream provided by gas sales to Europe. But Ukraine’s leverage is shrinking fast, with the Gazprom - Naftogaz transit arrangement set to expire January 1, 2020.

Now, let's try a little theoretical reasoning. Assume That when this article talks about Ukraine, it's talking about all the corrupt dems like Biden etc pretty much ruling that country. Look at the dollar amounts being generated, "USD 2-3 billion annually."

It seems that Russia did or was trying to bypass Ukraine. Does that help the revenue generation of our corrupt deepstate players? Nope, quite the contrary. What if, THAT was the reason Obummer fought his secret little war with Russia, or at least one of the reasons? If Russia was bypassing their little money maker and reducing their income, it would give him a motive to try and resist it. Daredevil Flat-Earther ‘Mad’ Mike Hughes has died after launching himself into the sky in a homemade rocket. Purported video of the accident shows the fatal launch.

Hughes and a colleague built the steam-powered rocket in hopes of shooting the daredevil 5,000 feet (1.5km) into the air. The endeavor was being documented by the Science Channel, which wanted to feature him in a new series called ‘Homemade Astronauts’.

A video purportedly filmed at the site shows the rocket being launched into the sky near Barstow, California, before Hughes plunges back down to the earth.

REVEALED: Chief magistrate in Assange case received financial benefits from secretive partner organisations of UK Foreign Office

The senior judge overseeing the extradition proceedings of WikiLeaks publisher Julian Assange received financial benefits from two partner organisations of the British Foreign Office before her appointment, it can be revealed.

It can further be revealed that Lady Emma Arbuthnot was appointed Chief Magistrate in Westminster on the advice of a Conservative government minister with whom she had attended a secretive meeting organised by one of these Foreign Office partner organisations two years before.

Liz Truss, then Justice Secretary, “advised” the Queen to appoint Lady Arbuthnot in October 2016. Two years before, Truss — who is now Trade Secretary — and Lady Arbuthnot both attended an off-the-record two-day meeting in Bilbao, Spain.

The expenses were covered by an organisation called Tertulias, chaired by Lady Arbuthnot’s husband — Lord Arbuthnot of Edrom, a former Conservative defence minister with extensive links to the British military and intelligence community exposed by WikiLeaks.

Tertulias, an annual forum held for political and corporate leaders in the UK and Spain, is regarded by the UK Foreign Office as one of its “partnerships”. The 2014 event in Bilbao was attended by David Lidington, the Minister for Europe, while the Foreign Office has in the past funded Lord Arbuthnot’s attendance at the forum.

The Foreign Office has long taken a strong anti-Assange position, rejecting UN findings in his favour, refusing to recognise the political asylum given to him by Ecuador, and even labelling Assange a “miserable little worm”.

Lady Arbuthnot also benefited financially from another trip with her husband in 2014, this time to Istanbul for the British-Turkish Tatlidil, a forum established by the UK and Turkish governments for “high level” individuals involved in politics and business.

Both Tertulias and Tatlidil are secretive gatherings about which little is known and are not obviously connected — but Declassified has discovered that the UK address of the two organisations has been the same.

Lady Arbuthnot personally presided over Assange’s case as judge from late 2017 until mid-2019, delivering two controversial rulings. Although she is no longer personally hearing the Assange extradition proceedings, she remains responsible for supporting and guiding the junior judges in her jurisdiction. Lady Arbuthnot has refused to declare any conflicts of interest in the case.

The new revelations follow previous investigations by Declassified showing that Lady Arbuthnot received gifts and hospitality in relation to her husband from a military and cybersecurity company exposed by WikiLeaks. Declassified also revealed that the Arbuthnots’ son is linked to an anti-data leak company created by the UK intelligence establishment and staffed by officials recruited from US intelligence agencies behind that country’s prosecution of the WikiLeaks founder.

Nord Stream

Nord Stream (former names: North Transgas and North European Gas Pipeline; Russian: Северный поток, Severny potok) is a system of offshore natural gas pipelines from Russia to Germany. It includes two lines running from Vyborg to Greifswald forming original Nord Stream (Nord Stream 1), and two lines running from Ust-Luga to Greifswald termed Nord Stream 2. Nord Stream is owned and operated by Nord Stream AG, whose majority shareholder is the Russian state company Gazprom, and Nord Stream 2 is owned and will be operated by Nord Stream 2 AG, a wholly owned subsidiary of Gazprom. The first line of Nord Stream was laid by May 2011 and was inaugurated on 8 November 2011.[1][2] The second line of Nord Stream was laid in 2011–2012 and was inaugurated on 8 October 2012. At 1,222 kilometres (759 mi) in length, Nord Stream is the longest sub-sea pipeline in the world, surpassing the Langeled pipeline.[3][4] Laying Nord Stream 2 was carried out in 2018–2019, and before the imposition of U.S. sanctions which halted the work, it was expected to become operational in mid-2020.[5] Nord Stream has a total annual capacity of 55 billion m3 (1.9×1012 cu ft) of gas, and the addition of Nord Stream 2 is expected to double the capacity to a total of 110 billion m3 (3.9×1012 cu ft).[6][7][8] Both projects have been opposed by the United States as well as several Central and Eastern European countries because of concerns that it would increase Russia's influence in the region. The U.S. resistance of Nord Stream 2 is also influenced by the country's increased production of natural gas, which gives the U.S. Congress economic incentive to resist the Russian supply of gas to the EU, in favour of U.S. shale gas.[9]

The name "Nord Stream" occasionally refers to a wider pipeline network, including the feeding onshore pipeline in the Russian Federation, and further connections in Western Europe.

In June 2015, an agreement to build Nord Stream 2 was signed between Gazprom, Royal Dutch Shell, E.ON, OMV, and Engie.[54] As the creation of a joint venture was blocked by Poland, on 24 April 2017, Uniper, Wintershall, Engie, OMV and Royal Dutch Shell signed a financing agreement with Nord Stream 2 AG, a subsidiary of Gazprom responsible for the development of the Nord Stream 2 project.[55]

On 31 January 2018, Germany granted Nord Stream 2 a permit for construction and operation in German waters and landfall areas near Lubmin.[56] In May 2018 construction started at the Greifswald end point.[57]

In January 2019, the US ambassador in Germany, Richard Grenell, sent letters to companies involved in the construction of Nord Stream 2 urging them to stop working on the project and threatening with the possibility of sanctions.[58]

Lady Arbuthnot’s first ruling on Assange was made in February 2018 while he was a political asylee in the Ecuadorian embassy in London. Assange’s lawyers had applied to have his British arrest warrant withdrawn.

Assange had never been charged with a crime, and in May 2017 the Swedish proceedings had been discontinued along with the European Arrest Warrant. The warrant related to Assange skipping bail to claim asylum in the Ecuadorian embassy, where the Ecuadorian government agreed that he was at risk of political persecution in the United States.

Arbuthnot refused the request. Her ruling was irregular, dismissing Assange’s fears of US extradition and the findings of the UN. “I accept that Mr Assange had expressed fears of being returned to the United States from a very early stage in the Swedish extradition proceedings but… I do not find that Mr Assange’s fears were reasonable,” she said.

“I give little weight to the views of the Working Group,” she added, referring to the United Nations body which termed Assange’s condition one of “arbitrary detention”. “I do not find that Mr Assange’s stay in the Embassy is inappropriate, unjust, unpredictable, unreasonable, unnecessary or disproportionate.”

When he was grabbed from the Ecuadorian embassy by British police in April 2019, district judge Michael Snow pilloried Assange’s claims that Lady Arbuthnot was conflicted: “His assertion that he has not had a fair hearing is laughable. And his behaviour is that of a narcissist who cannot get beyond his own selfish interests,” Snow told the court.

Lady Arbuthnot made her most recent ruling on Assange in June 2019. District Judge Vanessa Baraitser — who is still overseen by Lady Arbuthnot — will rule on the extradition proceedings which begin on 25 February.

Can Iran Reduce EU Dependence on Russian Gas?

According to BP statistics, Iran has the world's largest reserves of natural gas and its fourth-largest reserves of oil. Its strategic geographic position makes it capable of supplying these resources to Europe, its Middle Eastern neighbors, and South and East Asian countries.1 Yet, the difficult geopolitical situation around its nuclear program and the poor management of its energy industry have prevented it from becoming a gas exporter to the European Union (EU).

However, the recent Joint Comprehensive Plan of Action (JCPOA) on the Iranian nuclear program and the promising reforms of the Hassan Rouhani administration have created hopes for invigorating Iran's export potential. Iran has not only declared that it plans to take back its share of the world oil market; it has also announced plans to increase its natural-gas exports.2 And as EU-Russian relations deteriorated under the influence of the Ukrainian crisis, Iran is seen as an alternative to Russian gas supplies.

Currently Russia's Gazprom is the largest gas supplier to the European market. After the gas crises of 2006 and 2009, when the supplies that were transported via Ukraine were interrupted, the reliability of Russia as the main exporter to Europe was undermined. At the same time, the European Commission (EC) accuses Gazprom of noncompetitive practices and promotes liberalization of the gas market. Hence, the long-term goal for the EU is to find alternative suppliers and build an internal market, ideally based on the spot-market principle instead of the long-term contracts preferred by Gazprom.

These disagreements led the EC and the European Parliament to study Iran as a possible alternative to Russia. After the JCPOA and the expected lifting of economic sanctions, European companies can return to Iran, and the EU might try to establish closer economic cooperation with Tehran on energy issues.

This article tries to address the question of whether Iran can indeed decrease the EU's dependency on imported Russian gas.

It arrived on 12 September and spent three weeks off the coast as a reserve force for the 24th MAU on the USS Tarawa (LHA-1). It departed on 9 October for the Indian Ocean, two weeks before the Beirut barracks bombing.[91] "
