In a move we are sure won't have any negative repercussions on the state's quality of life going forward, Oregon looks slated to the be the first state in the U.S. to decriminalize "hard drugs" like heroin, cocaine and LSD.

The move could come as part of a ballot measure that voters will decide on during election day.

The initiative, called Measure 110, could "drastically change" the state's justice system, ABC News noted. Those who are caught with hard drugs would now have the option of paying a $100 fine or attending new addition recovery centers, paid for with taxes from retail marijuana sales.

The Justice Department today announced its plans for voting rights monitoring in jurisdictions around the country for the Nov. 3, 2020 general election. The Justice Department historically has monitored in jurisdictions in the field on election day, and is again doing so this year. The department will also take complaints from the public nationwide regarding possible violations of the federal voting rights laws through its call center.

“Federal law entrusts the Civil Rights Division with protecting the right to vote for all Americans,” said Eric S. Dreiband, Assistant Attorney General for the Civil Rights Division. “Our federal laws protect the right of all American citizens to vote without suffering discrimination, intimidation, and harassment. The work of the Civil Rights Division around each federal general election is a continuation of its historical mission to ensure that all of our citizens can freely exercise this most fundamental American right.”

The Civil Rights Division enforces the federal voting rights laws that protect the rights of all citizens to access the ballot. Since the passage of the Voting Rights Act in 1965, the division has regularly monitored in a variety of elections around the country throughout every year to protect the rights of all voters, and not just in federal general elections.

On Nov. 3, the Civil Rights Division plans to send personnel to 44 jurisdictions in 18 states to monitor for compliance with the federal voting rights laws:

President Trump is bracing for a surge of post-election day unrest in the US by building a "non-scalable" barrier surrounding the White House complex, according to CNN.

“The White House on lockdown: A federal law enforcement source tells NBC that beginning tomorrow, crews will build a ‘non-scalable’ fence to secure the WH complex, Ellipse and Lafayette Square,” said NBC White House correspondent Geoff Bennett.

Court Document Shows Joe Biden Listed as Possible Witness With Son in Fraud Case

Hunter Biden blamed one of his convicted partners — Devon Archer — for his father's name appearing on a list of potential witnesses in a juror questionnaire in the case, which was filed Jan. 11, 2019.

In a 47-minute recording recovered from his abandoned laptop, an agitated Hunter can be heard grousing about calls he’s been getting from his father, who apparently was upset with the developments as he prepared to launch his campaign for the White House.

“And I am receiving calls from the U.S. attorney’s office [because] my best friend Devon has named me as a witness without telling me in a criminal case — and my father — without telling me,” Hunter said in the May 11, 2018, recording, which is believed to be an audiotape of a conversation the troubled son had with an unnamed woman.

Before impaneling a jury in the fraud case, U.S. District Judge Ronnie Abrams of New York asked jurors if they had any dealings with individuals on a list that she provided “whose names may come up during the trial or who may be witnesses in the case.” Joe Biden’s name appears above his son’s on a list of dozens of individuals who might pose a conflict for prospective jurors selected from the jury pool, according to the document titled “Questions for Jurors.”

A federal appeals court on Oct. 7 reinstated a jury’s fraud verdict against Archer, Hunter’s longtime business partner, and he is scheduled to be sentenced in January. In 2018, jurors in Abrams’ court found that Archer and two other defendants illegally spent proceeds from bond issues of the Oglala Sioux of Nebraska on personal items. Archer was convicted of conspiracy to commit securities fraud in the bond scheme, which defrauded investors of some $60 million.

A college roommate of Archer’s, Hunter was repeatedly implicated in the scheme.

Tony Bobulinski: “I have heard Joe Biden say he has never discussed his dealings with Hunter. That is false.”

According to court transcripts, Archer was a longtime business partner of Hunter Biden and the pair were connected to “an opaque investment company, called Rosemont Seneca Bohai LLC, which on information and belief, was affiliated with Rosemont Seneca Partners LLP, an investment company run by Archer's friend and former college roommate, Hunter Biden.”

The politically influential Biden name was used to legitimize sale of the fraudulent tribal bonds, according to court filings.

Archer and Hunter also collected millions as board members of Burisma, a Ukrainian energy company, while then-Vice President Joe Biden acted as point man for U.S.-Ukrainian policy from 2014-2017.

Joe Biden has insisted repeatedly that he had no involvement in or even knowledge of his son’s business dealings and never discussed them with his son.

“I have never discussed with my son or brother or anyone else anything having to do with their businesses — period,” he told reporters in August 2019. “I never talked with my son or my brother or anyone else in the distant family about their business interests, period.”

Not everyone is convinced.

“If Joe knew nothing, why would he be named as a witness?” said Toni Caiazzo Neff, a Wall Street compliance officer who has closely tracked several securities fraud cases connected to the Bidens.

Leaked Zoom calls: Federal workers conspiring to shut down White House in contested election

Dozens of leaked internal documents and Zoom call video footage were made public Sunday describing plans by progressive activists and federal workers to disrupt and destabilize the outcome of Tuesday's presidential election, including plans to "shut down the White House."

"It's a coup. Don't let anyone tell you it's not," a woman states during one Zoom session.

The videos and documents, which reportedly have been handed over to law enforcement, were posted on two websites, SunriseExposed.com as well as ExposeSunrise.com, both of which promised to be regularly updated with additional content during the next 48 hours as Election Day approaches.

The information was leaked by a disaffected insider of the "Sunrise Movement," part of a loose but extremely coordinated network of left-leaning activists mobilizing across the U.S. in an effort to ferment chaos in the wake of a potential Trump victory or a contested election.

The videos and documents discuss a well-coordinated plan to shut down federal buildings (including the White House), public transportation portals, and disrupt Congress when it returns post-election. Sunrise is an umbrella movement comprised of 400 "hubs" and hundreds of affinity groups including 350.org and Extinction Rebellion.

At one point during a Zoom call that highlighted the role of the militant group "Shut Down DC," a spokesman states:

"We have been in discussion for a couple of months about how to respond to different contested election scenarios. The first step is we think we need to start the post-election phase in the streets, so we invite everyone to come to BLM (Black Lives Matter) Plaza any time after 4:00 on election night. On the 5th, we're going to shut down the White House. On the 6th, we're going to shut down larger parts of D.C., and then the following week, all the mainstream groups are going to come to D.C. and try to have a march on the 7th."

Is there another coup in the works to oust President Trump?

The network of progressives has enlisted several key players including Lisa Fithian, a long-time organizer and trainer including stints with Occupy Wall Street and various unions. In the video describing tools and tactics to shut down the nation's capital, she states:

"Is there going to be a war? Are people going to get killed? Like, is that on anybody else's mind? I'm guessing it is. We'e gonna see potential fighting all over the county or in some hotspots."

"Whoever's got the guns can win – let's take over the buildings! We are going to be in a crisis but we want it to be one that we are creating. We want to make sure that we are on the offense and not the defense. We want them to be responding to us and not us responding to them."

For Election Night itself, Sunrise advisers are telling its members:

"Originally we had encouraged hubs to do actions at the polls or counting centers on election night. If you're still planning on doing this, check out this guide for more info. We are discouraging hubs in swing states from election night actions because of the risk of negatively polarizing against us and causing backlash. In other places, it could still make sense to do an election night action, but we encourage you to think carefully about the tone and location of the action to avoid the right wing or media portraying us as interfering with vote counting."

"As Sunrise, our role in this moment is to set the narrative tone early. When we mobilize early, we get the first say in the narrative and tone of the post-election period. We know that Trump, his base, and the rest of the GOP want to disrupt the ballot counting process. We will send a message to the public and the GOP that young people are calling for every vote to be counted and are committed to maintaining our democracy. If the public sees youth standing up for a fair count in a disciplined way, anyone who tries to intervene in the process will be considered a bad actor."

On Friday, journalist Millie Weaver was among the first to sound the alarm about the scheme to shut down the White House and disrupt the government, tweeting excerpts of the videos, and noting:

"Leftist protest groups plot election day coup aided by the Democrat Party, Federal employees & Intelligence contractors. - They plan to shut down & take over Washington D.C. starting Nov. 4th until inauguration day to force Trump out of the White House."

Monte dei Paschi CEO Guido Bastianini told directors at a board meeting on Monday the bank needs 1.5-2.0 billion euros ($1.7-$2.3 billion) in cash to avoid breaching capital requirements early next year, a source with knowledge of the matter said.

President Donald Trump on Sunday said he will not prematurely declare victory in the 2020 election, but signaled he and his lawyers will be prepared to file legal challenges if there are signs of fraud.

A report published over the weekend citing three anonymous sources claimed Trump plans to declare victory on Tuesday night if he appears to be ahead.

“That was a false report. We’ll look at what happened,” Trump told reporters on Sunday in Charlotte.

KYIV (Reuters) - Ukrainian President Volodymyr Zelenskiy warned on Monday that foreign aid loans and a visa-free deal with the European Union were under threat if parliament did not restore anti-corruption reforms, saying the country could slide into “bloody chaos”. Zelenskiy has asked parliament to vote to dissolve the Constitutional Court and reinstate anti-corruption laws it struck down last week, but the outcome of the vote is uncertain.

In a possible signal he may dissolve parliament if lawmakers voted down new measures, Zelenskiy tweeted: “I want this parliament to work for the state. Whether the Verkhovna Rada [parliament] will continue to work will depend on the conclusions made by our deputies.” Ukraine’s patchy performance on reforms has impeded a $5 billion deal from the International Monetary Fund (IMF) to support the economy, which has been hit by the coronavirus pandemic.

The government is also under scrutiny after passing a resolution giving it more control over the procurement of medicines and equipment, but denies allegations this could be a vehicle for corruption. Zelenskiy told the ICTV news channel the IMF threatened to pull its support after the court verdict. Opposition parties say they will vote against Zelenskiy’s legislation, which former Prime Minister Yulia Tymoshenko described as a “coup d’etat” designed to concentrate more power in his hands.

It was unclear how many lawmakers from Zelenskiy’s Servant of the People party would support the bill. Lawmaker Halyna Yanchenko said Zelenskiy’s faction would back the legislation “if we do not find other, less painful solutions,” Interfax Ukraine reported. Zelenskiy said Ukrainians would not tolerate backsliding on reforms to fight corruption and that Ukraine’s reputation was at stake.

“Either the country will be thrown into bloody chaos again, or the state will end its existence as a system of transparent rules and agreements,” Zelenskiy said in an audio recording of an appeal to lawmakers obtained by the Liga.net news site.

China Lobbies for the West to Pay Africa’s Debts (to China)

Chinese state media on Thursday called on the Western world to help African nations pay their enormous debts, many of which just happen to be owed to Chinese banks thanks to China’s debt-trap Belt and Road Initiative (BRI).

China’s state-run Global Times cited Zambia’s inability to make loan payments to the China Development Bank (CDB) as a warning bell for African financial collapse unless the Western world forgets about its own economic difficulties from the Chinese coronavirus, shakes off its “protectionism and populism,” and starts forgiving African debt.

The editorial chided American and European officials for worrying that if they pump more money into Africa, it will just end up in Chinese banks:

For Western countries, the pandemic has led to shrinking funds and capabilities for foreign aid. The impact of the pandemic this year has hit global trade and investment with unprecedented speed and scale, exposing the fragility of modern supply chains. Unemployment rates in developed countries are rising, and income inequality is also increasing. In response to the ever-increasing problems, politicians often do not confront the problem directly and seek solutions, but adopt a nationalist approach, divert public anger, cut foreign aid funds, and concentrate resources on domestic priorities at the expense of support for the less developed countries.

The most serious consequence of the rise of protectionism and populism in developed countries is its destruction to the existing multilateral system. Reflected in the field of international aid, mistrust among creditors has further increased.

While China is actively promoting the implementation of the G20 “debt relief initiative,” Western countries are beginning to worry that their debt forgiveness to African countries will be used to repay Chinese loans. Although this worry is absurd, it directly reflects how bleak the prospects for international coordination in the future are.

Zambia may yet become the first African nation to default on its debts. The Zambian government announced it would suspend payments to external commercial creditors on October 13, citing cash-flow problems exacerbated by the coronavirus pandemic. A deal was struck this week to defer a final decision until November 13.

The reason Chinese state media is so agitated about the situation is that Zambia’s bondholders said they want to know more about the money Zambia owes to China before they decide how to proceed.

Patrick Curran, senior economist at the Tellimber consulting firm, told CNBC on Monday that Zambia’s huge budget deficit since 2015 was “driven mainly by a massive pipeline of Chinese-backed infrastructure projects,” exacerbated by the “excessively lax fiscal policy” of President Edgar Lungu.

The Gift That Keeps On Giving: 'Can I Change My Vote' Still Spiking Since Hunter Laptop

More than 92 million Americans have now cast their ballots before Election Day – though some might be questioning if they can change that choice, according to Google Trends.

Google searches of the phrase "can I change my vote" topped Tuesday morning in the U.S. around 6 a.m. ET.

One of the subregions where the sentence started trending at one point was in Delaware, the state Democratic presidential nominee Joe Biden represented in the Senate for 36 years.

Other subregions involved battleground states such as Maine, Pennsylvania, Florida, Ohio, Michigan, North Carolina, Iowa, Wisconsin and Arizona, according to Trend data at many points throughout Tuesday morning.

While a lot of states do not permit voters to change their early

votes, there are actually some that do, with restrictions.

For example, in New York, if you have submitted an absentee ballot but change your mind, you can actually go to your polling place throughout early voting or on Election Day and cast a new vote, in which case the absentee ballot is set aside and not counted, according to the state Board of Elections.

In Michigan, citizens sent in a ballot could submit a written and signed request to their voting clerk by 5 p.m. Oct. 30 asking to have the ballot canceled, according to the Detroit Free Press.

Minnesotans who sent in an absentee ballot through mail had until Oct. 20 to ask for a new ballot from their county or city election office.

In New Hampshire, voters who submitted an absentee ballot can go to the polls on Election Day throughout the first hour they're open and vote in person, or before their absentee ballot is counted.

In Wisconsin, if there is time, a voter could cancel their first absentee ballot and ask for a new one – but they had until Oct. 29, the legal deadline for requesting absentee ballots by mail.

As of Sunday, the 92 million Americans who have voted early in the 2020 presidential election are breaking a record this year. In 2016, 47.2 million early votes were cast in the presidential election, according to data from the U.S. Elections Project.

The president wrote on Twitter about the Google trend Tuesday morning and pushed voters to "go do it," believing without evidence that the trend "refers to changing it to me."

While Trump hinted that the Google trend began "immediately" after his debate with Biden on Thursday, data revealed the search did not start until Tuesday morning, five days later.

At least three people have been killed and 15 others injured after six gun attacks near a synagogue in Vienna on the city's final night before coronavirus lockdown.

A huge manhunt was underway for multiple attackers armed with rifles following the horrific shootings, with the first near the synagogue reported at 8pm local time.

As of 2am in Vienna, one terrorist remains at large with police cordons in place throughout the city and strict border checks. Children in the city will not be required to attend school on Tuesday.

‘I wish I was as cocksure of anything as Tom Macaulay is of everything,” the second Viscount Melbourne is supposed to have said. The weary observation of a Victorian prime minister about an intellectually self-assured political rival and the most famous historian of his age is a good starting point to ponder the state of American politics on Election Day 2020.

We live in an age of Macaulays. Everyone, it seems, is cocksure of his beliefs, absolutely certain about the choice the nation faces this week. American democracy stands at a crossroads. One way lies renewal and recovery, salvation from the forces of darkness, a last-ditch affirmation that the U.S. can be redeemed after all. The other is the one-way path to perdition, an accelerating descent into an abyssal underworld of misrule, repression and corruption.

We should expect this kind of absolutism from ideologues, especially on the left. As Americans choose their leaders for the next four years, radical Democrats and their vocal enablers in the media, academia and leading cultural institutions have never been more certain about anything in their lifetimes of steadily diminishing intellectual curiosity.

Yet on the right too there’s a growing tendency to narrow down a complex choice to simple verities.

It would be nice to think that the world presented us with such simple choices: that the alternatives on offer on the ballot paper—or in life—are clearly labeled “good” and “evil.” But those of us who graduated from kindergarten know that picking one from the other involves discernment and judgment, not revelation.

A federal judge named Joe Biden as a possible “witness” along with his son Hunter in a criminal fraud case last year that ended in the convictions of two of Hunter’s business partners, according to little-noticed court documents.

The Democratic presidential candidate’s appearance on a witness list casts new doubt on his claims he knew nothing about his son’s shady business dealings.

Hunter Biden blamed one of his convicted partners — Devon Archer — for his father’s name appearing on a list of potential witnesses in a juror questionnaire in the case, which was filed Jan. 11, 2019.

Twitter has put a “might be misleading” label on a tweet in which President Donald Trump condemned a Supreme Court ruling that allows absentee ballots to be accepted in Pennsylvania after election day, calling it “dangerous.”

“Some or all of the content shared in this Tweet is disputed and might be misleading about an election or other civic process,” reads the warning the platform attached to Trump’s tweet, in which the president aired his grievances over a recent SCOTUS decision to allow mail ballots that arrive three days after November 3 to be included in the Pennsylvania tally.

“The Supreme Court decision on voting in Pennsylvania is a VERY dangerous one,” Trump argued in the tweet, referring to the court’s decision last week to deny a GOP request to block the three-day extension for counting late-arriving ballots that had been granted by Pennsylvania's top court.

Deutsche Bank Wants To "Sever Ties" With Trump By Offloading Business Loans

Considering all the airtime that CNN and MSNBC have devoted to speculation about President Trump's alleged ties to shadowy Russian financiers, the New York Times' decision to publish all those details from the president's tax returns has ironically proven that Trump doesn't owe any substantial money to "Russia".

Rather, while Trump's company owes millions of dollars in personally-backed loans, the lender isn't some oligarch; it's Deutsche Bank, which, as has been widely reported by now, established a relationship with Trump in the late 1990s, and continued to finance the president's businesses during and after "the Apprentice" era. Late last month, the NYT published a story filling in the details about how Trump managed to strong-arm DB into forgiving hundreds of millions of dollars Trump owed when he was just weeks away from default during the financial crisis. As one can probably imagine, all of the investigations into President Trump's finances have created serious headaches for the bank. And now - on election day, no less - Reuters reports that some of DB's top risk managers are plotting ways to get the Trump loans off the bank's books, a process that could become easier if he fails to secure a second term.

If Trump loses and Democrats sweep the Senate, the bank fears that a battle over Trump's tax returns that has stalled in the courts might heat up, as a newly emboldened Sen Elizabeth Warren carries out the financial version of a colonoscopy in the hunt for wrongdoing committed by the president or the bank (during its dealings with the president).

But a loss could also make it easier for the bank to dump the loans, presumably since Trump becoming a private citizen again would make it easier for the holder of the loans to collect on his promised collateral if Trump should default.

So far, the Trump Org has only had to pay interest on the loans, which are backed by golf courses in Miami and hotels in Washington and Chicago. The entire principal is outstanding, and the loans come due in 2023 and 2024. The advent of the coronavirus outbreak has only increased the risk on the loans (as the properties backing them have now moved deeper into the red), making DB all the more eager to sell. But the most important detail in the report comes at the very end, when the reporters explain how the bank would essentially be forced to extend the term once again if Trump were to win a second term, since executives fear the backlash of trying to seize assets from a sitting president.

If Trump is not in office, Deutsche Bank executives feel that it would be easier for them to demand repayment, foreclose if he is not able to pay it off or refinance, or try to sell the loans, according to two of the three bank officials.

Since Trump has personally guaranteed all the loans, Deutsche Bank could also seize the president’s assets if he is unable to repay, two of the three bank officials said. If Trump wins a second term, Deutsche Bank executives feel their options would be fewer, the three bank officials said. The bank wouldn’t want the negative publicity inherent with seizing assets from a sitting president and would likely extend the loans until he is out of office, two of the bank officials said. The bottom line, the three bank officials said, is that the matter won’t be resolved until well after the election.

Trump is probably worried about the financial fallout should he lose. But a defeat wouldn't exactly set him on the road to ruin. After all, Trump made hundreds of millions of dollars in deals for endorsements and licensing just off the strength of 'the Apprentice'. We imagine plenty of business opportunities will be waiting if Trump does leave the Oval Office. We have just one question though: If Russian backers buy the loans, would that finally make Trump a 'Russia-backed' president?

CLO Sales Reach $14 Billion in Busiest Month Since Early 2019

Sales of collateralized loan obligations rebounded in October as managers raced to get ahead of the U.S. presidential election and yield-hungry investors bought into a sector that’s lagged a broad rally in credit markets.

U.S. CLO volume reached $13.8 billion last month, a 20% increase over September and the most since $15.7 billion was issued in April 2019, according to data compiled by Bloomberg. Overall, 2020 sales stand at about $72 billion, down 30% compared to the same point last year.

“The explosion in CLO deal flow this autumn is greater than what we originally hoped for,” said Larry Berkovich, a partner at Allen & Overy, who represents CLO managers. “There’s a sense of current optimism.”

New sales shut down for nearly a month back in March as the pandemic rocked markets. Transactions started picking up steam in mid to late April, buoyed by improving economics for the deals in which portfolio managers package and sell leveraged loans into chunks of varying risk and return. Liability spreads on AAA slices have nearly retraced to pre-Covid levels, and currently stand at 135 basis points to 140 basis points over Libor for top-tier managers. That’s a vast improvement from the early days of the pandemic, when CLO AAA spreads widened to as much as 230 to 250 basis points, depending on the manager.

Spread tightening has been key in improving the so-called arbitrage - the gap between the interest earned from the underlying leveraged loans and the cost of borrowing to purchase the assets. A healthier arbitrage enhances the economics of the transactions, which makes it easier to attract CLO equity capital to sponsor new deals.

The recovery in securitized credit has generally lagged that of corporate bonds, making the sector an appealing source of relative value for investors. Structural protections embedded at the AAA ratings tier, combined with leveraged-loan prices that have rallied from March lows and remain stable, are also helping fuel investor interest.

The month-over-month spike in issuance “contradicts election-year supply trends,” JPMorgan Chase & Co. analysts led by Rishad Ahluwalia wrote in a Monday research note. “In the previous five election years since 2000, supply decreased from September to October by an average negative 32%, with the exception being 2016, when it was flattish.”

Of course, there was no pandemic to contend with during those years, and hence no pent-up demand spurring a late-year return to normality.

“Looking at current trends and how quickly spreads have tightened, there’s no indication that CLO issuance shouldn’t go up next year,” said Allen & Overy’s Berkovich. “But that could very quickly be qualified by the election results, as well as what kind of further support comes from Congress and from the Federal Reserve to prop up the economy.”

More than 3,600 National Guard service members have been activated across the country ahead of possible civil unrest following Election Day.

Xi raises prospect of doubling China's GDP by 2035

Doubling the size of China's economy and income per capita by 2035 is "completely possible," President Xi Jinping said in a speech made public Tuesday explaining the ruling Communist Party's new five- and 15-year economic goals.

The proposals for China's 2021-25 economic plan and long-term targets for 2035 decided at last week's plenary session of the party's Central Committee were reported by the official Xinhua News Agency, as was Xi's speech.

China can meet the threshold for becoming a high-income country in the next five years, Xi said. But the proposals made no mention of specific growth rate targets, instead focusing on qualitative expressions.

By comparison, the president's November 2015 explanation of the proposal for the 2016-20 plan noted that gross domestic product would need to rise by 6.5% a year on average. The lack of numerical targets owes to the uncertainty created by factors including the coronavirus pandemic and the slumping global economy. Xi indicated that specific goals will be included in the outline to be passed by China's legislature, the National People's Congress, when it meets in March.

Doubling China's GDP in 15 years would require average annual growth of 4.7%. The U.S. Congressional Budget Office projects American GDP to reach $31 trillion in 2030. Assuming a constant yuan-dollar exchange rate, China's GDP would be nearly 80% that of the U.S. in 2030 and could surpass it in the mid-2030s. The five-year plan includes industrial policies aimed at strengthening China's position in its battle with the U.S. for tech dominance. It positions fields such as semiconductors and artificial intelligence as strategically significant, and calls for establishing self-reliant supply chains.

The latter goal appears to be primarily a response to Washington's string of sanctions against Chinese companies under President Donald Trump. A new key phrase refers to "autonomous and controllable" supply chain designs. "That means that they won't be affected even if hit with U.S. sanctions," a senior Chinese government official explained.

The document outlines plans for ensuring national economic security, such as making industrial systems more resilient to attacks. Other recommendations include increasing technological innovation, boosting research into core supply chain technologies and diversifying procurement. China has used talent educated abroad, including in the U.S., to foster industry at home. But with overseas research opportunities for Chinese under pressure as tensions between Beijing and Washington escalate, the proposal stresses "self-reliance and self-improvement" in science and technology. It urges tax breaks and other support for basic research, an area where China lags.

Emerging fields singled out for development include information technology, biotechnology, new energy sources and materials as well as so-called new-energy vehicles such as electrics. The Chinese plan also envisions "deep integration" of the internet, big data and AI into various industries.

The proposal's section on Hong Kong calls for "adhering to the rule of law" and "preventing external forces from interfering" in the territory's affairs.
