Biography

Sir Philip Rutnam joined the Home Office as Permanent Secretary in April 2017.

Prior to that Sir Philip was the Permanent Secretary at the Department for Transport for 5 years.

In April 2015, Sir Philip became the Civil Service Disability Champion.

Sir Philip had previously been Director General, Business and Skills, at the Department for Business, Innovation and Skills where he was responsible for policy towards and industry and enterprise, including economic development across the regions and support for small business, and for further education policy including apprenticeships and the Skills Funding Agency.

Prior to BIS, Sir Philip was at Ofcom where he helped to establish the organisation and then to lead its work on competition, economic regulation and use of the radio spectrum. He was a partner at Ofcom from 2003 and a member of the Ofcom Board from 2007 to 2009.

A former senior Treasury official, Sir Philip Rutnam’s career also includes working in corporate finance at Morgan Stanley in Hong Kong, a period as Private Secretary to the Financial Secretary and responsibility for the Treasury’s interest in business and enterprise. He also previously represented the UK at the European Investment Bank.

He was educated at Cambridge and Harvard.

Most people would have never heard of Sir Philip Rutnam, 54, before his highly unusual resignation yesterday morning.

Critics of Boris Johnson's Government and his sweeping reforms to the troubled immigration system will have a new hero following the incendiary walkout, but they will be choosing an unlikely champion in the man paid more than the Prime Minister, yet lucky not to have been axed on numerous occasions.

For those who have kept a keen eye on Whitehall over the past decade, the name Rutnam is a byword for bungled advice and toxic clashes with Ministers.

Dubbed 'Sir Calamity' by exasperated Downing Street officials, Rutnam – who was paid £175,000 with a gold-plated pension as Home Office Permanent Secretary – always seemed to be 'missing' when his neck was on the line.

In the rare times he has been under pressure, in a classic mandarin style he had always been able to brazen his involvement out, often leaving MPs gobsmacked by his excuses.

In the wake of the Windrush immigration scandal that ousted former Home Secretary Amber Rudd, Rutnam was hauled before the Commons to explain his role in the affair. 'I've been in the department for a year – I'm not an expert on the immigration system,' was his curt reply.

That 2018 appearance before the Home Affairs Select Committee has become something of parliamentary folklore after Rutnam twice scolded his political interrogators for not providing him with their questions before he appeared.

A former Home Office insider said Rutnam, whose Who's Who entry says his hobby is 'taking family up mountains', had been 'nowhere to be seen' during the scandal and two more junior officials were moved on instead.

They blasted: 'Then, just like now, he oversaw a culture of politicised leaks and egotistical briefing from the department and has managed to avoid taking any responsibility or face any consequence for the Windrush scandal, instead staying in the role he gets paid more than the Prime Minister for, and throwing his deputy and others under the bus.'

But after the Tories' Election victory in December, Rutnam must have realised he was on thin ice. Senior figures in the Tory party had previously called for his head, including Johnson ally Shaun Bailey.

The candidate for London Mayor said Rutnam had to go to 'restore confidence in the Home Office'.

Born in South London, Rutnam attended Dulwich College, the same school as Nigel Farage. His career path was that of a consummate mandarin. Public school, Cambridge and a spell at the Treasury.

He briefly worked in finance for Morgan Stanley before becoming a quango-crat and a senior official at the Business department.

Earlier in his career, he had been humble enough to admit when he was wrong. During the 2012 West Coast rail fiasco, he was forced to admit 'deeply regrettable and completely unacceptable mistakes', adding that 'more important than the role of Ministers is the role of senior officials, starting with me'.

However, in true Whitehall fashion, such remarkable disasters did not stop him climbing the greasy pole.

International development secretary failed to inform PM about discussions on plan to send funds to Israeli army

The international development secretary was already facing demands she should quit the post after failing to come clean with Theresa May over 12 other meetings she has held with senior Israeli figures, including prime minister Benjamin Netanyahu.

Sources from the Department for International Development (DfID) confirmed on Tuesday night that Patel held further meetings in September with Israeli government officials without adhering to proper procedures.

On 7 September, she met Gilad Erdan, the minister for public security, and was photographed with him on the House of Commons terrace.

On 18 September, while in New York, Patel met Yuval Rotem, an official from the Israeli foreign ministry.

Neither meeting was set up or reported in a way which accorded with proper procedures, sources said.

The disclosures add to the pressure upon Patel, who was forced to apologise for holding the 12 undisclosed meetings without government officials present whileon a family holiday in August.

As the accusations against her mounted, Patel had already faced censure from Downing Street on Tuesday night, after it emerged she had failed to inform the prime minister of departmental discussions over plans to send aid money to the Israeli army to support humanitarian operations in the Golan Heights.

She was also rebuked by No 10 after giving the false impression in an interview with the Guardian that foreign secretary Boris Johnson and the Foreign Office knew about the meetings.

At 13 out of a total of 14 meetings with Israeli officials over August and September, she was accompanied by Lord Polak, a lobbyist and a leading member of Conservative Friends of Israel.

No 10 on Tuesday said Patel had not informed the prime minister about the “aid to Israel” discussions at a crunch meeting on Monday which was supposed to draw a line under the row.

If covid is a respiratory tract infection that is transmitted via air on mucous droplets, how are they testing for it?

A blood antibody test will only work after the patient has recovered as the immune system has responded.

A blood test for viral DNA is useless as it is not a blood borne pathogen - go look it up for yourself.

This means to test if you have it, they would need to throat swab you and run the DNA sequence using sophisticated lab equipment, each machine will take significant time to run the sequence.

The government’s response that two tests are being made is only half plausible, an antibody test will show if you had it and could be made however a finger prick blood test looking for viral DNA will be looking in the wrong place.

Scratch 1mm below the official blurb and the whole thing falls over.

Google Street View imagery shows changes in the bollards on the traffic islands near the Corinthia Hotel. On one bollard there is a make-shift roadside memorial with someone's photo on it. It appears in Google Maps on MAY 2004 AND OCT 2004.

Have had no luck finding news stories about the fatality. Perhaps the roadside memorial was for a different reason. IDK.

Northumberland Avenue/ Whitehall Place/ Embankment Place

Traffic island bollards in this Q pic most closely resembles Street View imagery of MAY 2012 (after the Olympic marathons that were run through here). MAY 2014 shows similar use of bollards (only one which is two-legged) but with addition of frame bollards on all three positions. Later imagery shows all three positions with permanent two-legged bollards.

The key here is the makeshift roadside memorial which appears to have shown up around or just after the time that these Q pics were taken.

Re CH1

Note the blue Barclay's cycle hire docking station. That was replaced with Santandar's red in APR 2015.

Note the "Controlled Zone signs. These first appeared AUG 2009. By MAY 2012 a smaller sign was added to the post on left of the pic frame, "Traffic Enforcement Camera". This arrangement remained through to MAY 2015 (changed in MAY 2016). This is what appeared in Q's pics of this scene.

This indicates that CH1 was taken after MAY 2012 (and before MAY 2016).

The bollards remained the same as appeared in MAY 2012 - until the addition of the frame bollards in MAY 2014. This indicates an incident occurred there around MAY 2014. By JULY 2014 the permanent bollards had been installed on all three points at this two traffic islands.

And so this indicates that the Q pic, CH1, was taken after MAY 2012 and before MAY 2014. And while the docking station was still blue.

Also note that there was a second docking station along Northumberland, on the side of Whitehall Gardens, extending toward the sidewalk corner by the pedestrian crossing on Victoria Embankment. It was removed by MAY 2014. It does not appear in the Q pics.

However, this 2nd docking station left marks in the sidewalk after it was removed. Those marks begin at the lamp post in Q's pic and run to the foot of the "Controlled Zone" sign left of frame. These can be discerned in CH1.

And so that reinforces the indications that CH1 was taken after MAY 2012, before MAY 2014, and after the second docking station had been removed some time during that interim.

The family and friends and family of a man who died in a tragic motorbike accident have raised more than £40,000 in his memory.

John Paul Clarke, who died three years ago aged 35.

John Paul Clarke was just 35 when he died on March 5, 2014, as he travelled to work along Northumberland Avenue in Westminster.

John Paul, who lived in Dalston Square, took up acting as a hobby shortly before his death, and had starred in a short film Salome – which was taken to the Sundance and Cannes film festivals. He had also won a medal for England in the two years since he started the Chinese martial art tai chi.

Following his death, his sister Nathalie Quinn has been mobilising those who loved him to raise money – through competing in the Hackney Half Marathon, jumping out of a plane, and – last weekend – taking part in the Tough Mudder 12-mile obstacle course.

She told the Gazette: “It was literally blood, sweat and tears.

“It took five hours and it’s all about team work and helping each other through it. That was very much John’s nature and way.

“He was a very, very special person, and its very raw still.

“He was just on his way to work in the morning – and you don’t expect to ever get that call, do you?

“He lived life to the full and had such a generous nature. He wasn’t afraid to try new things and to try and better himself.”

She explained: “We wanted to take that spirit and attitude and keep it alive, and to help other young people because not everyone has that opportunity to help them fulfil their potential.”

The £11,000 raised through the Tough Mudder will go to Depaul UK to help young people affected by homelessness. Well Street young people’s charity Hackney Quest, whose director Colette Allen was profiled in this week’s Gazette, has benefited from previous fundraising ventures.

Looks like the John Paul Clarke accident checks out alright. Coroner Report confirmed name of victim and location and date of accident.

Paraphrased: Fatal accident happened on morning of 5-MAR-2015. Victim collided with a rigid metal hooped "Keep Left" sign at the western end of the traffic island. The sign at the eastern end had been missing for three years. The external lighting for these signs had probably not been working for three years.

Lone-vehicle accident. This report indicates why the sign - or traffic bollard as I have called it - was damaged and why the others were missing in earlier images of the scene. Also explains the replacement of the rigid two-legged version with the one-legged rebound version.

The accident occurred early March. An Alamy stock photo shows the rigid bollard in the location described in the Coroner's report. It was taken on the 2nd of March, a few days before the fatality.

All of this also explains explain the poor lighting around the traffic islands in Q's pics of the scene.

Upshot: We now have a revised after-date for this series of Q pics of the Embankment area. The pics were not taken after 5-MAR-2015.

TY Anon, all good circumstantial evidence - and the resemblances in the Q pics is suggestive, surely.

The SV image from MAY 2014 shows only the temporary frame bollards. Would make sense that these were put in place in reaction to a recent incident. Of the three bollards that appeared in SV images previously - going back few years (as alluded to in the Coroner's report) - only one remained. That was the two-legged rigid hoop variety that the Coroner specified. The other two had been gone for some time.

Interestingly, in some of the SV imagery it appears that a replacement rigid hoop or two-legged bollard was resting in place as a replacement yet-to-be installed. Soon the bollard replacements that did get installed are in SV imagery showing the rebound variety of bollard that is still in use there.

The accident on 5 MAR 2014 could have been the event to which the City responded by finally installing replacements. Seems logical to me.

In analysis of this set of pics from the London series, there is some pictorial evidence that makes it difficult to keep the Corinthia Hotel pics in the same immediate timeline as the Embankment crossing pics. Moar on that later. There does seem to be wiggle room on the links that tied together these pics chronologically.

And for the construction at Coventry and Whitcomb, there are a few Alamy stock photos that are dated 23 MAR 2014 and which show that the exterior work had begun on that date. In addition, the City issued an approval for a change of use of bus stands/stops at that corner and, with that approval, ordered changes in the bus sign at the particular stand which appeared in Q's Red Bus pic. The City approval is dated 29 OCT 2013. Prolly took a week or so for the new flag to be installed on the bus stop pole. (Maybe longer, given the example of how long it took the City to fix those bollards on Northumberland Ave).

So we have two dates, bookends, for the Red Bus pic and this may extend to other pics that are related for reasons such as the name of the pics and the date at which Q dropped them. These are still puzzle pieces, natch.

My goal is to use details in each pic to narrow down the date it was taken. And, based on details within the series of pics, find evidence, if any, that link the pictorial evidence geographically and chronologically. There are limits to how far we can go in that endeavor. So there will be need to fit these pics into the larger theme and the background info that Q has guided us toward.

One quick example: The building that was renovated in the Red Bus pic was known as The Communications House. And while its facade was preserved (hence the special scaffolding) its innards were entirely gutted and replaced. As was its roof - or "cover". It was done under a special shroud which featured a very large symbolic image of a black bird. And that theme of black birds is seen today in the improvements on the facade - black birds sculpted around the entire circumfrence of the building and embedded into the section between ground and 2nd floors.

Then connect this with the main features of the Red Bus. It is a double-decker, it is a two-man operation, it has an open platform, there is a driver who is failry secluded in the driver's compartment and hardly deals with the public (but is on radio with the traffic control boss) and there is a conductor (think musical conductor - director - in an orchestra) who deals with the public and who communicates with the driver via a simple code that entails pushing buttons at the back of the bus. The conductor helps passengers to get on and off and is in charge of tickets and collecting faires.

That red bus can be tied to the scene in the Winter Wonderland series of pics, in a thematic way, and through another colour scheme. Also through its prominent double-decker feature. Moar on this later.

Given its lack of adverts, and its shiny new paint job, it might well be an old but viable vehicle from the Routemaster fleet that has been taken into service as a "private hire". Reflected in the side of this bus, in that Q pic, is the white facade of the building at the corner, and behind the camera. (It may have been taken by a security camera that once operated at (inside or outside) that corner building. All of this can have significant meaning when comparing the pictorial evidence with the themes that have surfaced regarding, for example, the Steel Dossier. Private Hire, indeed. Shiny and new-like appearance, indeed. Serving traffic on a route that goes to the communications house, indeed.

Q's pic of a shiny double-decker Red Bus in London, UK, seems designed to draw attention to reflection(s) of a White facade at a bus stand in the vicinity of Communications House and the playhouse featuring The Book of Mormon.

Demolition and construction began 23-MAR-2014, shortly after the Red Bus pic was taken. Communications House was gutted while its facade was preserved. Beneath its ground floor is a huge power station. The bus stand was (and continues to be) used by a bus tour which stops here for both boarding and alighting of customers, drivers, and guides (conductors). Just prior to construction, the bus stop flag was changed and that dates Q's pic to no earlier than 29-OCT-2013 when that change was approved.

Prominently featured in Q's Red Bus pic is its shiny surface which reflects the building behind the camera. That camera may well have been in the hands of a field asset or it might have been a security camera affixed to the wall of one of the two ground floor shop fronts. The double-decker is an old Routemaster (Lengthened, or RML) which operated with a driver upfront and a conductor at the rear open platform. The bus in Q's pic was likely a private hire, because RMLs were no longer serviced this part of Coventry Street by 2013-2014.

In this video, a March 2015 tour is used as an example of a bus on this route that circumvents Central London via Piccadilly Circus (also featured in Q pics of London) and Trafalgar Square (likewise featured in Q pics). Here, on a sunny day, only the tailend of the route is used as it showcases the scene of Q's Red Bus pic.

Besides illustrating the details that help date Q's pic and which hint at the significance of this particular pic in the context of the rest of the series of Q's London Pics, the goal is to bring alive the still photos through a spot of minor editing trickery.

This Q pic shows pedestrian crossing area at Piccadilly Circus. In middle background is the entrance to the subway. Unlike more recent images from the area, in Q's pic there is no Ticket Kiosk. Pictorial evidence indicates that this Q pic was taken before the Kiosk was installed. That is, before the summer (23 JUNE) of 2014.

Given the jackets and hats worn by people in the Q pic (as per Q's remarks), the pictorial evidence here points toward the winter of 2013/2014.

Health Secretary Matt Hancock has bypassed parliamentary scrutiny and given new powers to the UK security and intelligence organization, GCHQ, to allow it to obtain information from public-health IT systems until the end of 2020.

The National Health Service (NHS) has been instructed by Hancock to hand over information to Government Communications Headquarters (GCHQ), granting the spy agency powers it did not have previously, under the Computer Misuse Act 1990.

Officials have justified the decision, saying it was taken to bolster the NHS’s cyber defenses. It ostensibly means that GCHQ now has powers to order the NHS to disclose any information concerning “the security” of its networks and information systems.

The latest development, authorized by Hancock’s department earlier this month, is the latest sign of GCHQ gaining more influence during the Covid-19 crisis. The agency is already advising NHSX, the unit driving the digital transformation of the public healthcare system, on the creation of its new coronavirus contact-tracing app.

A spokesman for the National Cyber Security Centre, a subsidiary of GCHQ, insisted that the new directions “do not seek to authorize” access to patient data. Whether that will ease the worries of those concerned about the apparent increase in the UK government’s surveillance measures is debatable.

I think you're looking at Brompton Road. As far as I can tell, the green canopies on the right are the frontage for Harrods. Streetview on google maps has a bus stop towards one end...and if you look down the road, you can see the building in the background with the multiple chimneys.

Pic is most recent, so lots of boarding and building work happening, but you still have the view.

Huawei has been given the green light by Boris Johnson to help build Britain's 5G network, despite opposition from the US

The White House has launched a major review looking at whether spy planes, intelligence officials and other US assets need to be pulled out of Britain after Downing Street agreed Huawei can help build its 5G network.

Half a dozen sources including current US and UK officials have told The Telegraph that the review - not yet announced in public - is underway, carrying potential ramifications for the ‘special relationship’.

Every military and intelligence asset the Americans have in Britain is being assessed to understand the knock-on implications of letting Huawei, the Chinese tech giant, construct part of the new wireless network.

A group of RC-135s, highly sophisticated reconnaissance aircraft based in Britain that are used to gather intelligence from the battlefield, are thought to be among the most vulnerable, according to well-placed sources....

The membership of the UK government's scientific advisory group guiding coronavirus policy has been revealed after a list was published online. Having previously refused to release the names of those on the scientific advisory group for emergencies (SAGE), the government has done so after weeks of pressure over a perceived lack of transparency around their meetings and recommendations.

Two members of the group have not given permission for their names to be revealed. Number 10 had faced criticism when it emerged that Boris Johnson's chief political adviser, Dominic Cummings, had attended meetings of the group, although his name does not feature on the list. Mr Cummings was first invited to attend on 23 March - the day the UK's lockdown was announced.

Meanwhile, Sky News has been told Downing Street data scientist Ben Warner, a former Vote Leave campaigner, has been asked to attend the committee since 20 February.

Critics had claimed Mr Cummings' presence risked allowing political concerns to dictate coronavirus policy, rather than scientific evidence.

Science and technology committee chair Greg Clark welcomed the publication of the members, which came alongside an "explainer" of SAGE. "I strongly welcome the commitment to transparency made by SAGE in publishing the names of the members," the Conservative MP said.

"This was something my committee called for in order to provide public reassurance that government decisions are informed by a broad and substantial body of expert advice."

Concerns around transparency had prompted former government chief scientific adviser Sir David King to convene a separate "independent" panel of experts who were due to meet on Monday. Professor David Salisbury, who oversaw vaccination policy during the swine flu pandemic a decade ago and attended SAGE meetings, had told Sky News the government's withholding of the names meant people were unable to judge their actions.

"Why should we not know?" he said. "The answer that we are protecting their privacy is no longer a realistic one.

"My name is in the phone book. Why do we want such secrecy that we don't know who is helping to shape these decisions that are affecting our lives so intrusively?"

This is notable because we had previously not been able to confirm that the TATTS had kept special weekend hours during the years 2013 and 2014 due to the fact that the Wayback Machine only went back to 2017 for the TATTS’ website. This establishes that the TATTS kept regular hours during the week thusly, as on business hours found for later years: M-Th 11a to 11p; F-Sat 11a to 3am(nite club nights); Sun 11a to 11:30p.

We are using this information to establish the time the LisaMI6 and Traffic Cam pics were taken as the RS Hispaniola and the PS Tattershall Castle appear darkened and “after hours”.

The importance of all if this will become apparent due to the fact we are establishing that the whole Victoria Embankment series of Q pics occurred, most likely during the Winter of 2013/2014.

"I am extremely disappointed to let you know that following last week’s preliminary hearing, the judge has refused us permission to challenge lockdown.

In March, the government imposed the most draconian set of rules the country has ever known. Yet in the opinion of the court, lockdown was entirely correct and proportionate. Nor does it take into account the impact all this has taken on ordinary people. Please do read it carefully and you will see exactly how our rights and freedoms have been dismissed. My barristers and solicitor are currently analysing the full judgment with view to an appeal.

While it is a disappointing final decision, we did score some vital victories along the way and embarrassed a failing Government.

We fought for the SAGE minutes to be published and the Government caved in, releasing huge batches of information. The revelations gave people living under lockdown rightful access to information which had been behind closed doors but was key in stripping away their freedoms. The reluctantly released SAGE minutes highlighted that scientists accept the virus does not pose a threat to children and that closing schools has minimal impact on the spread, again exposing the mockery of the Government’s position.

Our pressure also exposed the trick of words the Government used to close schools for millions of children for months on end. The judge held in his judgment that there is "no legal requirement on any school in England to close". Yet millions of pupils - the vast majority of them – have had no proper access to education since March and still don't. The court has refused to let our challenge to this sorry state of affairs proceed.

This was all against a backdrop of the Government trying to delay our case as much as possible.

But more than anything, this legal action has given a voice to those who have had freedoms stripped away with no democratic process.

I wanted to launch the legal action because it was terrifyingly obvious the Government needed to be challenged. Parliament has been a bystander throughout. Ministers have repeatedly signed legislation into law without scrutiny, debate or votes by MPs – until weeks after the event.

This legal campaign is not only mine but that of the 6,500 people who donated more than £200,000 to crowdfund the action.

Many of those supporters have shared the devastating personal effect lockdown had and will continue to have on their lives. I want to thank each and every one of you for stepping up and joining the fight.

Billions have been wiped off a previously healthy economy and millions of people are now out of work because of the lockdown. We also face a cancer, NHS waiting list and mental health crisis as a result of it.

It is for all these reasons and dozens more that lockdown simply cannot be allowed to happen again.

That is why we will continue this fight beyond the confines of the court room.

Pictorial evidence and sauces to follow. This was a detour from vids which now include the additional evidence Anons have dug here. (Will need further guidance on sky evidence and a summation with sauces for that even if not verified narrowly. Would use this in vid update.)

In sum: the roof repair coverings appeared in summer 2013, were modified by SEP 2013, remained through winter to MAR 2014.

Would nail it down with some sort of documentation beyond the pictorial evidence. Looking into such re work reports and such. Help from Anons would be appreciated, as always.

Yes, I am convinced the white object behind the clock tower is the shroud around the smaller tower. I'd like to believe November 2013 is a starting point because of the cover to the small tower, but can not yet rule out Halloween. The fatal motorcycle crash in 2014 is the end point as the bollards were changed. In there is a waning gibbous Moon phase along with a very high tide in the Thames because of the position of HISPANIOLA. I'm fine with the LONDON 2847 and the LisaMI6 being the same night. If Winter Wonderland bits are part of the same "activities" we are being shown, then 5 January is the end point because that was the last day of Winter Wonderland. I'm not yet sure how the Corinthia Hotel fits into all this. I'm sure the spy operation took place over more than one night so I stick with the traffic cam and the Lisa video for now. The Moon phase, the height of the Thames, and that covering over the small tower at Westminster are going to be the combination that unlocks what night is being shown.

Anons, this smaller tower has undergone "shrouding" a few times over the past decade or so.

In the timeframe we are discussing here, and given the lack of other "shrouds" in evidence in the Q pics, the smaller tower Anon identified in the NOV 2013 pic is a Q match. This shroud appeared in the summer of 2013 and underwent changes until it was in the form seen in that NOV 2013 pic. The details may not be useful in determining the starting month as the changes were rather fluid while providing enough of a white covering to still have a Q match.

Board will not allow posting the same image twice without some change. I would refer back to the the construction shrouding placed upon the Palace of Westminster and the dates of November 2013. I see the lower level applied and then that around the smaller tower that probably has an actual name but I point in reference to the clock tower itself containing Big Ben. Very visible "seams" are horizontal and denote, at least to me, different stories of the building. Unmistakable horizontal level lines despite the light conditions when an image is taken. I just have to reconcile the level of the image taker with the absolutely static and purposely made to stand out features of the building.

This vid appears to verify that the shroud on the repair work on Westminster rooftop behind Big Ben remained until MAR 2014. Removed by APR 2014. Exact date undetermined at this point.

So, previously posted 26 SEP 2013 pic showed shroud in a form that fairly matched Q pics.

Previous months showed a shroud that covered the tip of the small tower. By SEP 2013 the tip was uncovered and what was left appears to have been 4 layers of scaffold behind the material, or, in terms of lights apparent in the darker images, that would have been 4 lamps at distinct heights. That form persisted for a few months which happen to fall within our timeframe for the Q pics.

Anons might compare with EACH of the Q pics and then, please, concur or point out differences that prohibit these months as bookends.

EMBANKMENT

Dating the walk-thru vid and the drive-by vid, both of which linger at the front of the HISP entrance way. Each shows the 3 advert boards on the handrail of the ramp leading to the HISP. But there are differences which make the walk-thru a closer match to Q ROT1.

Here is a comparison of views captured in 2014 walk thru vid and 2014 drive-by vid. Each vid shows the area at the HISP entrance way. By way of benchmarking, these vids are compared against SV images from MAY 2014 and JUL 2014. Note that the 2014 SV images post-date the time that the Q pics were taken - note the greenery/flowers in the pot holders part way up the poles under the HISP canopy; the Q pics don't have that because, I suppose, winter vs spring/summer.

1. SV MAY shows a street sign that is turned to face the pedestrian side of the curb. SV JUL shows that sign facing the street side.

1b. WALK-THRU matches SV MAY. DRIVE-BY matches SV JUL.

2. SV JUL shows a white sign - for upper deck dining - across back of railings at HISP entrance. SV MAY does not.

2b. DRIVE-BY matches SV JUL and WALK-THRU matches SV MAY.

Based on this pictorial evidence, while both vids are close Q matches, they both were taken after winter of 2013/2014. The WALK-THRU is a closer match because the Q pics do not show the white upper deck dining sign. Also the sign in SV MAY that is turned away from the street side of the curb appears to be likewise turned in the Q pics. Both of these details are difficult but not impossible to discern in the EMB pics.

Now, you may ask what difference does it make that these details make the WALK-THRU vid a better match. Two points are significant. First, the vids help to confirm the bookend of MAY 2014. Second, neither vid is a dead-to-nuts match because of the street sign that is turned.

In the EMB pics there are yellow signs attached to poles, such as the turned sign, which indicate suspended parking. Also, in SV images from 2012 there is a double red line drawn on the street surface at the curbside. This governed parking. Sometime between the SEP 2012 and MAY 2014, that red set of lines was cut short and did not go further than the bench area at the HISP. You can actually catch this in both of these vids, as well. But not in the Q pics. Can't make out any such lines. So that part is a wash. On the other hand, the change in parking was reflected in the turned sign which drew attention to the 'red route'. The temporary suspension of normal parking was posted with those yellow signs that can be seen in Q pics. These signs also appear on the other side of the street.

Other than a connection with parking, I do not know what the yellow signs were there for exactly, but the red route was altered along that curbside between HISP and HORSE GUARD, at least. And to my eye the yellow temporary signs were precursors to the moar longlasting changes both to the parking and to the permanent signs on the street.

All that is to say that we have pictorial evidence, both still and vid, that indicate that the EMB pics were taken before the spring of 2014. It firms-up the SPRING 2014 bookend and so reinforces the winter 2013/2014 timeframe, once again.

Now it is possible, I suppose, that changes to the red route lines might have begun with removing or blanking a long stretch. Followed by re-painting and thus renewing the red route up to the HISP, for instance. Not sure about the reason the red route sign was turned rather than removed. Vandalism, maybe.
