Why Is The ATF Making Secret Rules For The Firearms Industry?

Federal rulemaking should be open and transparent . This outcome is supposedly ensured by the Administrative Procedure Act of 1946 (APA).

Across federal agencies, the rules should be the same for everyone. They should be open for public comment while still in draft form and publicly available once finalized. Moreover, every industry and every individual should get the same answer to the same question. Anything less is not rulemaking: it is arbitrary government.

As conservatives have anxiously pointed out for years, the rise of the administrative state has corrupted the rulemaking process. Enabled by an overly-deferential judiciary and a supine Congress have allowed agencies to move beyond drawing up rules to implement carefully written laws passed by Congress. Now, regulators take block grants of Congressional power to make their own laws as they see fit. This is incompatible with the continued existence of the United States as a constitutional republic.

So conservatives rightly cheered when President Trump, in one of his first acts in office, issued a “2 for 1” executive order, requiring the federal government to cut two rules for every new rule it issued. They cheered again when former Attorney General Jeff Sessions reined in administrative rulemakers in the Department of Justice. His Nov. 16, 2017, memo prohibited them from using public guidance documents as a substitute for rule-making under the APA and required to work within the authority delegated by Congress.

All of this was entirely for the good. But in the Bureau of Alcohol, Tobacco, Firearms, and Explosives, the ATF, it has gone entirely wrong.

The Sessions memo was backed up in January 2018 by a new Department of Justice policy that “prohibits the use of agency guidance documents in affirmative civil litigation in a manner that would convert such guidance into binding rules of conduct.” The ATF understood these directives to mean that it had to stop issuing public, industry-wide guidance or opinions—the very documents that could ensure uniform compliance in industry with existing regulations. When this author reached out to ATF for comment, the ATF stated that it was of course abiding by the former Attorney General’s memo, and that “we do not interpret the law.”

US, France, Russia Meet to Discuss Nagorno-Karabakh as Fighting Continues

Clashes that started on September 27th continue, over 400 reported killed

Fighting continued between Armenia and Azerbaijan in the disputed enclave of Nagorno-Karabakh on Thursday as representatives from the US, Russia, and France met to discuss the conflict. Over 400 people have been reported killed in the 12 days of fighting, including dozens of civilians on both sides

Azerbaijan’s foreign minister was due to attend the talks in Geneva on Thursday. Armenian Foreign Minister Zohrab Mnatsakanyan is expected to hold separate talks in Moscow on Monday with officials from the US, Russia, and France. So far, no direct talks between Azerbaijan and Armenia have been scheduled.

Baku said the city of Ganja had come under fire on Thursday, which is deep inside Azerbaijan’s territory. A cathedral in the town of Shusha in Nagorno-Karabakh was hit on Thursday, and several journalists were injured. Armenia said Azeri forces hit the cathedral, but Azerbaijan denied involvement.

Washington, Paris, and Moscow co-chair the Minsk Group, which was set up in 1992 by the Organization for Security and Cooperation in Europe to promote negotiations and peace talks over Nagorno-Karabakh. The three countries have called for a ceasefire since the fighting broke out on September 27th.

Russian Prime Minister Mikhail Mishustin spoke to his Azeri counterpart on the phone Thursday and called for “the swift stabilization of the situation … a halt to military action and the relaunch of the negotiation process.”

Russia and Armenia are members of the Collective Security Treaty Organization (CSTO), a defense alliance made up of six post-Soviet states. The head of the CSTO, Stanislav Zas, said the alliance would come to the aid of Armenia if its sovereignty was threatened.

But Zas does not believe the fighting will spread that far. “I don’t think Azerbaijan or Armenia need the conflict to flare up to regional level, nor is that in the interests of any other country,” he said. Zas also expressed concern over reports of Turkey sending fighters from northern Syria to Nagorno-Karabakh to support Azerbaijan.

Nagorno-Karabakh is an ethnic Armenian enclave within the internationally recognized borders of Azerbaijan. The collapse of the Soviet Union turned the border dispute deadly, and tens of thousands were killed until a ceasefire was reached in 1994. Since then, Nagorno-Karabakh has operated as a de facto independent state with Armenian support.

The latest clashes are the heaviest fighting Nagorno-Karabakh has seen since the ceasefire was declared in 1994.

Commander at Lewis-McChord Base Hospital Is Suspended, Under Investigation

AUSTIN, Texas – Col. Christopher H. Warner was suspended from his duties as commander of Madigan Army Medical Center at Joint Base Lewis-McChord, Washington, after less than three months on the job, base officials confirmed Thursday.

Warner's suspension went into effect Oct. 2 and was triggered by "an investigation that is unrelated to Madigan or its personnel," said Lt. Col. Neil Penttila, spokesman for I Corps, which oversees the base. Army Criminal Investigation Command is leading that investigation.

"We can provide a further update upon completion of the investigation," he said.

Madigan, with 220 beds for in-patient care, is the second largest treatment facility in the Army and one of only two designated Level II trauma centers in the service, according to the hospital website. Col. Scott B. Roofe, Madigan's deputy commander, is acting commander in the interim.

"Col. Roofe will ensure there is minimal impact on the hospital's mission and operations," Penttila said.

Warner, a medical doctor, took command of the base hospital on July 15, according to an Army news release about the ceremony. During the event, Lt. Gen. R. Scott Dingle, the Army surgeon general and commander of Army Medical Command, described Warner as a "phenomenal leader."

Warner is from Toronto, Ohio, and commissioned as a Medical Service Corps officer upon graduation from the U.S. Military Academy at West Point in 1996, according to the Army release. He then graduated from the Uniformed Services University of Health Sciences in 2000. He is certified by the American Board of Psychiatry and Neurology and the American Board of Family Medicine.

Before taking command at Madigan, he served as the military deputy and chief of staff for the assistant secretary of defense for health affairs at the Pentagon. Warner has also served as the commander of Winn Army Community Hospital in Fort Stewart, Georgia. His deployments include two rotations to Iraq in support of Operation Iraqi Freedom.

Madigan Army Medical Center includes a network of Army medical facilities located in Washington and California that serve more than 100,000 active-duty service members, their families and retirees, according to its website. It provides general medical and surgical care, patient-centered adult and pediatric primary care, a 24-hour emergency room, specialty clinics, behavioral health and wellness services.

Each day, Madigan performs more than 45 surgeries, fills nearly 4,000 prescriptions, and delivers eight babies, according to its website.

Hurricane Delta shuts most U.S. offshore oil output in 15 years

HOUSTON (Reuters) - A large and powerful Hurricane Delta dealt the greatest blow to U.S. offshore Gulf of Mexico energy production in 15 years, halting most of the region’s oil and nearly two-thirds of natural gas output. Delta packed 115 mile-per-hour (185 km) winds as it churned through the Gulf’s prime oil-producing area toward landfall on coastal Louisiana. It was 130 miles south of Cameron, Louisiana and moving north at 13 mph, according to a 10 a.m. CDT update from the U.S. National Hurricane Center.

Delta has shut 1.67 million barrels per day, or 92% of the Gulf’s oil output, the most since 2005 when Hurricane Katrina destroyed more than 100 offshore platforms and hobbled output for months. Ports from Beaumont, Texas, to Lake Charles, Louisiana, were closed on Friday while those further east, including Morgan City and New Orleans were open with restrictions, the U.S. Coast Guard said.

Oil prices eased in on Friday, but were on track for gains of about 10% for the week, boosted by outages in the Gulf of Mexico and a labor dispute in the North Sea. The two combined have removed 2 million barrels per day from the market. U.S. natural gas prices on Friday were on track to close at the highest since November 2019 on the shut-ins. Front-month gas futures at 10:45 a.m. EDT (1445 GMT) rose 11 cents, or 6%, to $2.79 per million British thermal units.

Workers had evacuated 279 offshore Gulf of Mexico facilities and producers moved 15 drilling rigs away from Delta’s large and strong windfield. Tropical force winds stretched up to 160 miles from its center, the NHC said, a sign of its large size. Delta’s force will decrease as it approaches the coast but is expected to remain at or near a Category 3 storm on the 5-step Saffir-Simpson scale. It will bring a 4- to 11-foot (1.2-3.3 meters) storm surge to the coast near landfall, the NHC said.

In addition to oil, producers have halted nearly 62% of the region’s natural gas output, or 1.675 billion cubic feet per day. Offshore Gulf of Mexico fields produce about 15% of U.S. crude oil and 5% of its natural gas production. Total SA on Thursday began shutting an oil processing unit at its 225,500 barrel-per-day (bpd) Port Arthur, Texas, refinery because of the threat from Hurricane Delta, people familiar with plant operations said.

Royal Dutch Shell Plc said it would continue operating its refineries in Convent, Geismar and Norco, Louisiana, through the storm.

Clinton-Appointed Judge Rules Ohio Must Allow For Multiple Ballot Drop Boxes

Federal Judge Dan Aaron Polster, a Clinton appointee on Thursday struck down the Republican Ohio Secretary of State’s order which prohibited ballot drop boxes.

Ballot drop boxes increase the chances of voter fraud because there is no chain of custody which is why the Democrat party is arguing for mail-in voting and ballot drop boxes.

Judge Polster said in his ruling that the current protocols “disenfranchises minorities.”

“The right to vote guaranteed by the First and Fourteenth Amendments is without a question one of the most important rights guaranteed by our Constitution,” Polster wrote. “The COVID-19 pandemic, coupled with the anxiety over whether the U.S. Postal Service will be able to handle the unprecedented number of ballots being returned by mail, is proposing unprecedented challenges to voters and boards of election.”

“The state’s procedures must be fair,” Polster continued. “They must not place any burden upon voting beyond what is necessary to ensure a fair election, and they may not impose an undue burden upon any suspect class of citizens.”

“While it may be said that the 7,903 registered voters in Noble County may find a single drop box location sufficient, the record demonstrates that the 858,041 registered voters in Cuyahoga County will likely not,” wrote Polster.

The Cincinnati Enquirer reported that Ohio Secretary of State Frank LaRose will appeal the decision, spokeswoman Maggie Sheehan said.

“Voting has begun, and Ohio’s elections are safe, secure, and accessible,” she said. “The place to make changes in how we run our elections is the Statehouse, not the courthouse.”

Twitter's planned October surprise is here. With mere weeks to go before Americans head to the polls, the social media company unveiled new speech codes further editorializing content on their platform to interfere in U.S. elections.

Under the guise of stopping whatever it declares to be "misinformation," Twitter announced on Friday that the tech giant is implementing temporary speech codes that will last until Americans cast their ballots. Starting Oct. 20, users will be required to add comments before being allowed to retweet posts (speech). The goal of the new speech codes is to slow the spread of certain speech before election day.

The liberal company also says that it will remove speech recommended by people who users don't follow. Users will only see such recommendations under the "for you" tab and only when additional "context" has been provided. Twitter will also add labels and warnings to whatever speech it deems misleading.

Reports Friday indicate Durham report will not come before Nov. 3

President Trump on Friday expressed outrage at reports Attorney General William Barr has communicated to lawmakers that the Durham report will not be released until after the presidential election.

"I don't know that he made that statement, I would be very disappointed in him," Trump said on "The Rush Limbaugh Show."

RATCLIFFE SAYS ODNI HAS PROVIDED NEARLY 1,000 DOCUMENTS TO DOJ TO SUPPORT DURHAM PROBE

U.S. Attorney John Durham is investigating the Department of Justice's (DOJ) handling of the investigation into Russian interference with the 2016 election and potential collusion between Russia and the Trump campaign. Axios reported Friday that Barr was telling top Republican lawmakers that the Durham review was not going to be completed before the election and that Durham is aiming to win prosecutions.

"I will be very disappointed if that Axios piece that you read to me is true" Trump added. "Because they've had plenty of time to get this done"

Trump said that his conversation with Limbaugh was the first time he'd heard the investigation wouldn't be completed before the election.

"The Republicans, they don't play the tough game," Trump also said. "If this were the other side you would have had 25 people in jail for the rest of their lives with what they found."

He lamented that Republicans would not "upset the apple cart" and that "the Republicans don't play it the same way, it's very disappointing."

Assad: Return of Golan Heights is precondition to Israel-Syria peace

Assad also noted that negotiations are not currently taking place between Syria and Israel at the moment.

Embattled Syrian President Bashar al-Assad said during an interview with Russian state media Thursday that any future agreement with Israel must entail a return of the Golan Heights to Syrian sovereignty.

Assad made the remarks during an interview with Russia's Rossiya Segodnya news agency, which was also noted in Syria's official SANA news agency.

"Our stance has been very clear since the beginning of peace talks in the 1990s … when we said peace for Syria is related to rights and our right is our land," Assad said.

Assad stressed during the interview that Syria can only establish normal relations with Israel "only when we regain our land."

"We have seen no Israeli official who is ready to move one step forward toward peace," Assad said.

Assad also noted that negotiations are not currently taking place between Syria and Israel.

Israel and Syria have long had a fraught relationship marked by numerous wars in 1948 and 1967, when Israel captured the Golan Heights, in addition to 1973 and a large-scale battle in 1982.

During the 1990s, Israel and Syria held back channel discussions on a peace agreement at the height Israeli-Palestinian negotiations, which ultimately proved unsuccessful.

Amid the rise of Iranian influence in the region, and burgeoning Syria-Iran ties in the early 2000s, in addition to the Syrian Civil War beginning in 2011, Israel has had a tense relationship with the Syrian government, due to the latter's support for Hezbollah and allowing the Iranian military to operate and set up base in the country.

Office of Justice Programs Awards $261 Million to Support Youth Mentoring, Protect Children

The Office of Justice Programs (OJP) today announced that it has awarded $261 million in grant awards to support mentoring services for youth and to protect children from abuse, exploitation and threats such as sex trafficking. Principal Deputy Assistant Attorney General Katharine T. Sullivan made the announcement at an event with leaders and representatives of the Cal Ripken Sr. Foundation and local chapters of the Police Athletic League, along with local police chiefs.

“Young people in America face an array of challenges, from social and academic pressures to dangerous predators and lethal drugs. They are better equipped to meet those challenges with a model of care and compassion to guide them along,” said Sullivan.

“These awards will support outstanding youth-serving organizations like the Cal Ripken Sr. Foundation, Big Brothers Big Sisters, Boys and Girls Clubs and their local affiliates across the country as they help youth discover their talents, find their purpose and realize their full potential. We are incredibly grateful to our mentorship programs, both nationally and locally. Badges in Blue and Badges for Baseball are great examples of successful community partnerships through law enforcement and mentoring.”

Grants from OJP’s Office of Juvenile Justice and Delinquency Prevention (OJJDP) will allow national, state and local organizations to provide mentoring to youth who are at risk of juvenile delinquency, victimization and juvenile justice system involvement. Funds also support the National Mentoring Resource Center, which last year provided training and other support to 362 school-, community- and faith-based mentoring programs that served more than 79,000 youth nationwide.

“We can take no greater step toward securing the future health and prosperity of our nation than by investing now in the physical safety and emotional resilience of our children,” said OJJDP Administrator Caren Harp.

“These grants will give law enforcement officials, service providers and children’s advocates the resources they need to fight off predators, take kids out of harm’s way and help children overcome the effects of trauma.”

Mentoring programs supported by OJJDP help youth make connections with leaders and respected members of their communities, including law enforcement officers. Police and sheriffs’ departments have formed close and lasting bonds with young citizens, leading to greater trust and respect between law enforcement professionals and community members. Grants also address the impact of the addiction crisis on children and teens. Funds support mentoring in rural and other underserved communities hit hard by the opioid epidemic.

In addition, more than 100 sites are receiving grants from OJJDP and OJP’s Office for Victims of Crime to help find missing children, investigate and prosecute child exploitation cases, serve abused and neglected children, and assist minor victims of human trafficking.

The 40 key Russia documents President Trump must still declassify

Many unreleased pieces of evidence have been sought by Congress dating back to 2017.

President Trump earlier this week vowed complete and final transparency in the Russia probe, ordering the declassification (without redaction) of all relevant documents that show how the false Russian collusion narrative was created by Hillary Clinton operatives and then investigated for three years by the FBI.

With less than four weeks to Election Day 2020, there is little time to complete the mission so that voters can understand the foreign influence, dirty tricks and misconduct that began in the last presidential election and continued for years.

So Just the News put together a list of the 40 most important documents yet to be released that would help America understand what really happened and who is most culpable.

Most of the documents have been sought by Congress dating all the way back to 2017 and have been withheld from public release, mostly by bureaucrats at the State Department under Secretary of State Mike Pompeo and the FBI under Director Christopher Wray.

The many letters and subpoenas demanding these documents are attached below. Here is the list of unreleased documents:

1 Documents showing all the requests made by Obama administration officials to unmask the overseas phone calls of Trump campaign, transition and family members from the beginning of the 2016 election through Inauguration Day 2017. These records have been declassified by Director of National Intelligence John Ratcliffe but have been awaiting Attorney General William Barr's permission for release, officials told Just the News.

2 The FBI interview reports of Igor Danchenko, the man identified as the primary sub-source for the Christopher Steele dossier, and any intelligence community documents raising concerns since 2008 that Danchenko had contacts with Russian intelligence.

3 Any and all documents gathered during the Justice Department inspector general's office interviews with Christopher Steele, including any notes or documents he turned over concerning his interactions with the FBI and any interview reports, synopses or transcripts.

4 All FBI 302 interview reports, confidential human source validation reports and CHS contact reports for Christopher Steele and Stefan Halper from May 2016 to December 2018.

5 All records showing whether and why Steele or Halper were ever discontinued as confidential human sources for the FBI and CIA.

6 All FBI text messages about the Russia investigation between former FBI Director James Comey, former Deputy Director Andrew McCabe, Assistant Director Bill Priestap, FBI attorney Lisa Page or agent Peter Strzok.

7 The 2018 classified report of referral from the House Permanent Select Committee on Intelligence to the CIA concerning spy tradecraft failures in the Russia Intelligence Community Assessment.

8 The classified appendix to the DOJ inspector general's report on the FBI Mid-Year Exam investigation, which has been sought by Sen. Charles Grassley (R-Iowa) for more than a year.

9 All threat assessment and risk assessment documents produced in connection with the Committee on Foreign Investment in the United States (CFIUS) review and approval of the Uranium One transaction to Rosatom's ArmZ subsidiary in 2010.

First, let me set the stage for new readers. No-one is more cynical of DC operations and manipulations than me. I do not sell nor promote ‘hope porn’, and I am not confident that anything is close to being revealed. Indeed, given the scale and scope of what took place in the last eight years, yes eight years; I have expressed doubts that anyone in government would ever actually expose it.

That said, in addition to my own cynicism I have been deep in this “spygate” or “Russiagate” rabbit hole; factually and physically inside the DC network; long enough to see the map of an investigative trail bringing up the rear.

During one great conversation a lawyer said to me: “All of this you know; all of this you have evidence for; but we don’t have the badges”. Thus began my 2020 effort, ultimately a successful effort, to drag the badges into the hole. That’s the background for an update with new information:

Not defending the delay of the Durham probe to be public with its findings; but if they are willing to go all the way to the SSCI that could explain the reason for delay.

You might be wondering how we can know all of these connections and yet it is taking Durham’s team a long time to get through this rabbit hole. Here’s a few things I can tell you from my personal experience and interaction with them:

(1) many of you have been in this rabbit hole with me longer than Durham’s team has; (2) these investigators take a long time to connect dots because they have to keep asking for permission, we don’t; (3) this is the biggest political scandal in U.S. history; and (4) the badges only recently (July) became aware of the SSCI scope.

IBM said it will spin off its legacy infrastructure services unit as a yet unnamed public company (NewCo), while the other company, the “new” IBM, will largely be engaged in the cloud and artificial intelligence businesses.

IBM Chief Financial Officer James Kavanaugh told Reuters that the new company (NewCo) will have about 90,000 employees and its executive structure will be decided over the next few months. IBM said it expects to record almost $5 billion in expenses related to the separation.

After the separation is completed, each company's dividend policy will be determined by its respective board of directors. (IBM currently pays a quarterly dividend of $1.62 per share)

"IBM is laser-focused on the $1 trillion hybrid cloud opportunity," said Arvind Krishna, IBM chief executive officer. "Client buying needs for application and infrastructure services are diverging, while adoption of our hybrid cloud platform is accelerating. Now is the right time to create two market-leading companies focused on what they do best.”

During a call with analysts on Thursday, Krishna noted how IBM has drastically changed its business lines over the past few decades.

“We divested networking back in the ‘90s, we divested PCs back in the 2000s, we divested semiconductors about five years ago because all of them didn’t necessarily play into the integrated value proposition,” Krishna said.

In recent years IBM has seen a slowdown in sales of software and only seasonal demand for its mainframe servers – hence the heavy push into cloud computing and AI.

“To drive growth, our strategy must be rooted in the reality of the world we live in and the future our clients strive to build,” Krishna wrote on his blog.

Wedbush Securities analyst Moshe Katri said that by separating into two companies, IBM is “essentially getting rid of a shrinking, low-margin operation given the cannibalizing impact of automation and cloud, masking stronger growth for the rest of the operation.”

Trump Slams Gov. Whitmer: 'Rather Than Say Thank You, She Calls Me A White Supremacist'

President Donald Trump on Friday responded brilliantly to the FBI's all-too-predictable suspected frame-up job of a group of low-IQ suckers in Michigan accused of plotting to kidnap Michigan Gov Gretchen Whitmer.

Gov. Whitmer on Thursday responded to news of the alleged plot by immediately politicizing it and blaming Trump's "stand back and stand by" debate comment for the alleged plot – even though the FBI claimed in their indictment the alleged plot was dreamed up four months ago in late June.

Rather than say the FBI probably set the plot up themselves as they've been caught doing for decades, Trump took credit for the bust and slammed Whitmer for choosing to smear him rather than thank him for protecting her.

"Governor Whitmer of Michigan has done a terrible job," Trump said. "She locked down her state for everyone, except her husband's boating activities."

Trump continued: "The Federal Government provided tremendous help to the Great People of Michigan. My Justice Department and Federal Law Enforcement announced today that they foiled a dangerous plot against the Governor of Michigan. Rather than say thank you, she calls me a White Supremacist—while Biden and Democrats refuse to condemn Antifa, Anarchists, Looters and Mobs that burn down Democrat run cities."

"I do not tolerate ANY extreme violence," he said. "Defending ALL Americans, even those who oppose and attack me, is what I will always do as your President! Governor Whitmer—open up your state, open up your schools, and open up your churches!"

As I said yesterday, odds are overwhelming that this was another FBI frame-up job as we know according to the FBI's own report they had multiple undercover agents and informants embedded in these so-called "anti-government" groups for months.

You can tell just from looking at the suspects these are likely not the sharpest tools in the shed.

U.S. House Speaker Nancy Pelosi and Treasury Secretary Steven Mnuchin failed on Friday to reach agreement on a COVID-19 stimulus package, while the top Senate Republican voiced doubt that Congress would act before the Nov. 3 election.

Mnuchin floated a new proposal in a 30-minute Friday afternoon phone conversation, but Pelosi aide Drew Hamill said it lacked a broad plan to contain the pandemic. Talks will continue, he said. “We are still awaiting language from the administration as negotiations on the overall funding amount continue,” Hamill said on Twitter.

It was the third straight day of talks between Pelosi and Mnuchin this week. Optimism over a possible agreement raised U.S. stock prices and set the stage for the second straight weekly market gain on Wall Street. But Senate Majority Leader Mitch McConnell, the top Republican in Congress, said he doubted lawmakers would pass a package before the Nov. 3 presidential election, though he has not directly participated in the talks. “The proximity to the election and the differences of opinion over what is needed at this particular juncture are pretty vast,” McConnell told a news conference in his home state of Kentucky.

The Nobel Peace Prize was created in 1901 and has been awarded every year since, even if there have sometimes been few obvious contenders. This year it has been won by the World Food Programme.

The World Food Programme was awarded the 2020 Nobel Peace Prize on Friday, 9 October, for feeding millions of people around the world - in other words, for doing their job.

Supporters of US President Donald Trump have taken to social media to criticise the WFP winning it and Fredrik Heffermel, a Norwegian lawyer and critic of the whole process, was quoted on RFI saying: "We recognise the great value of the World Food Programme but the 2020 prize is much less ambitious than Nobel's idea of ‘conferring the greatest benefit on humankind'."

But has there really been a truly deserving winner since 1998 when David Trimble and John Hume shared the award for successfully bringing to an end The Troubles in Northern Ireland?

In October 2009 - just nine months after his inauguration as President - Obama woke up to discover he had been awarded the Nobel Peace Prize.

Obama himself admitted he was "surprised" by the award and said he felt he did not deserve to be in the same company as "transformative figures" such as Nelson Mandela.

One of his campaign promises was to close the Guantanamo prison camp - where dozens of people were being held without trial after the US invasion of Afghanistan - which he said was a "sad chapter in American history".

Yet Obama left office in January 2017 with Guantanamo still open and 40 people still held there, having not been convicted of any offence.

​In 1991 Burmese opposition leader Aung San Suu Kyi was given the prize for her “non-violent struggle for democracy and human rights.”

She became State Counsellor - the de facto leader - of Myanmar in 2016 and has been heavily criticised in the last three years for her inability or unwillingness to stop human rights atrocities against the Muslim Rohingya people in the west of the country.

Thousands of Rohingya have been killed by Buddhist government soldiers and militiamen and tens of thousands have fled to neighbouring Bangladesh.

Nobel Peace Prize is a joke, something that couldn't be given to Mahatma Gandhi but could be given to everybody else.

Russia Reinforced Large Air-Defense Base In Western Syria (Satellite Images)

Russia has reinforced a large air-defense base in western Syria, where an S-400 long-range air-defense system was deployed a few years ago.

New satellite images released on October 9 revealed that the base, which is located near the town of Masyaf in Hama’s western countryside, had been reinforced with three Pantsir-S1 short-range air-defense systems.

Russia has placed now a total of three Pantsir-S to protect its S-400 mountain site in Syria.

Russian forces have been guarding its air base in Hmeimim and naval base in Tartus with Pantisr-S1 systems for a few years now. The system proved to be effective against armed drones as well as small projectiles, like Grad rockets.

The new satellite images also revealed that a 48Ya6-K1 Podlet K1 low-altitude radar was deployed in Masyaf base. The 3D, S-Band, low-altitude radar has a range of 200 to 300 km.

A Syrian air-defense base hosting an S-300-PMU-2 is located right next to the Russian base. The base is also protected by a Pantsir-S1 system.

Masyaf air-defense base cover the entire Syrian coast as well as large part of the country’s central and northwestern region. The S-400 system deployed in the base can also reach targets flying over Lebanon’s airspace.

Earlier this year, Russian began working to expand its military presence in Syria. Reinforcing key facilities like the base in Masyaf is crucial for the security of Russian troops in the country.

European lawmakers call for coordinated banking industry reforms in wake of FinCEN Files

A session of European Parliament focused on the need for stronger oversight of money flows across the European Union to fight money laundering.

European lawmakers have called for widespread reform of how the banking industry is regulated in Europe and demanded a more coordinated approach to fighting money laundering during a parliamentary debate in response to FinCEN Files revelations.

Thursday’s session of European Parliament devoted more than an hour to the debate, during which time a number of members pressed the need for more financial transparency and stronger oversight of money flows across the European Union.

European Commission vice-president Dubravka Šuica said EU countries needed to band together to close loopholes and stop the flow of dirty money.

“Time and again, we see criminals move [money] around the world with relative ease. Each new money-laundering revelation sparks more public anger … The FinCEN Files illustrate the vast scale of the problem,” she said. “The European Union has to act decisively and collectively with the European approach to supervision, the European approach to financial intelligence coordination.”

The FinCEN Files include more than 2,100 secret suspicious activity reports filed by nearly 90 financial institutions to the U.S. Treasury’s Financial Crimes Enforcement Network, known as FinCEN. The documents were shared by BuzzFeed News with the International Consortium of Investigative Journalists and 108 media partners in 88 countries and include information on more than $2 trillion in suspicious transactions.

The year-long investigation shows that a number of global banks, including some of Europe’s biggest banks — HSBC, Standard Chartered Bank and Deutsche Bank — kept profiting from powerful and dangerous players even after U.S. authorities fined these institutions for earlier failures to stem flows of dirty money.

Eero Heinäluoma, treasurer for the Progressive Alliance of Socialists and Democrats in the European Parliament, applauded the work of journalists in uncovering the scale of the problem and demonstrating that the existing anti-money-laundering system in Europe was like a “Swiss cheese, full of holes.”

Heinäluoma was one of a number of members of European Parliament who called for the creation of a centralized EU agency to better police the cross-border money flows, and also hinted at the need for enforcement to go beyond financial penalties.

US regulator calls for ‘black box’ warning on breast implants

The new FDA guideline is meant to alert patients to the health risks of breast implants, which have been associated with serious illnesses, ICIJ’s Implant Files investigation found.

The U.S. Food and Drug Administration announced last week its latest guidelines for breast implant manufacturers, recommending companies inform patients that their products have been associated with a type of cancer and other side effects.

The FDA’s labeling recommendations for a black box warning, the agency’s most stringent alert, apply to breast implants filled with saline or silicone gel but are not legally binding.

“As new information has become available about the risks and complications of breast implants, it is critical that women have access to information they need to make informed decisions,” Binita Ashar, director of the Office of Surgical and Infection Control Devices in the FDA’s Center for Devices and Radiological Health, said in a statement.

In 2018, the International Consortium of Investigative Journalists’ Implant Files investigation revealed that thousands of women around the world were reporting serious illnesses after receiving breast implants.

Patients reported suffering from a cluster of ailments, sometimes referred to as breast implant illness, which includes autoimmune disorders as well as fatigue, joint and muscle pain, and cognitive decline. Hundreds of women were also diagnosed with a rare form of cancer called breast implant-associated anaplastic large cell lymphoma, or BIA-ALCL.

ICIJ’s investigation revealed how health authorities around the world often fail to protect millions of patients from poorly tested implants and struggle to quickly identify hazardous medical devices after they are released.

A study released in July provided additional evidence to support the existence of breast implant illness and found that the women who participated in the survey experienced significant relief from their symptoms within 30 days of having their implants removed.

Cyprus to Revoke Seven Golden Passports

Cyprus will begin the process of revoking passports belonging to seven individuals who obtained them by submitting false information on their applications for the country’s Citizenship by Investment Program, according to a Wednesday government press release.

Following a meeting chaired by President Nikos Anastasiadis, government spokesperson Kyriakos Kousios released a statement to local media, who have since identified the seven individuals who allegedly “concealed essential facts and had made false representations when submitting their application.”

The government said it has decided to forward these findings to its chief of police, who will conduct an investigation to determine whether any of the listed individuals “are wanted for a serious criminal offence punishable by imprisonment for more than 5 years,” or if they are wanted by international authorities such as Interpol or Europol.

One of the seven individuals is reportedly Jho Low, who was charged with laundering some of the US$4.5 billion stolen from Malaysia’s 1MDB sovereign wealth fund. He reached a settlement with U.S. authorities to recover nearly a billion dollars in assets.

Jho Low remains at large and is wanted by Malaysian authorities. He is believed to be living in China, although Beijing’s government has recently denied this.

Another person who will reportedly lose his golden passport and be investigated is Maleksabet Ebrahimi, who is on Interpol’s most wanted list for charges of money laundering, fraud, forgery and counterfeiting, and leading an organized criminal group.

According to Al Jazeera, Ebrahimi is wanted by authorities in both Iran and Canada, but denies all charges and says that he has complied with both Iranian and Cypriot laws.

Others identified by local media include Mr. Ebrahimi’s wife, Mehdi Ebrahimi Eshratabadi, Sopheap Choeung, a close ally to Cambodian Prime Minister Hun Sen, Zhang Schumin, a Chinese national, along with Rusian businessmen Alexander Bondarenko and Vladimir Stolyarenko.

Cyprus’ golden passport industry – which has helped its government raise more than 7 billion euros ($8 billion) since it started the program in 2013 – has come under increased fire after Al Jazeera’s investigative unit published the “Cyprus Papers,” a leak of more than 1,400 passport applications approved by the government of the island nation between 2017 and 2019.

In response to its findings, Cypriot Member of Parliament Eleni Mavrou told the outlet that the way the program was implemented “was obviously a procedure that allowed cases for which the Republic of Cyprus should be ashamed.”
